Reed<lb />asked LaHood about the minor-<lb />ity participation aspects of the<lb />act, which Congress took up this<lb />week.<lb /><lb />Initially, LaHood hedged, re-<lb />sponding,  oThat Ts a point I have<lb />really not considered. Ar-<lb /><lb />riving on ships on the shores of<lb /><lb />North America more than 300.<lb /><lb />years ago, recognized more as<lb /><lb />possessions than people, African  |<lb /><lb />Americans have come to know<lb />the freedoms fought for in es-<lb /><lb />tablishing the United States and<lb /><lb />gained through the use of our<lb />founding principles of freedom<lb /><lb />of speech, freedom of the press, -<lb /><lb />the right to T assembly, and due<lb />process of law.<lb /><lb />The ideals of the Kiundees ;<lb /><lb />became more real and more true<lb />for..every citizen as African-<lb />Americans pressed us to realize<lb />our full potential as a Nation<lb />and to uphold those ideals for all<lb />who enter into our borders and<lb />embrace the notion that we are<lb />all endowed with certain unalien-<lb />able rights.  " :<lb /><lb />Since Carter G. Woodson first<lb />sought to illuminate the Afri-<lb />can-American experience, each<lb />February we pause to T reflect on<lb />the contributions of this com-<lb />munity to our national identity.<lb />The history is one of struggle for<lb /><lb />_ (See PROCLAMATION, P. 2)<lb /><lb /> ALL SMILES AT<lb /><lb />provisions in this recovery and<lb />reinvestment plan will assist<lb />African-Americans, who have<lb />been dramatically impacted dur-<lb />ing these tough times, in making<lb />it through this period with tax<lb />cuts for 95 percent of families,<lb />programs including extension of<lb />unemployment benefits, COBRA<lb /><lb />healthcare benefits, and food-<lb /><lb />stamps and temporary assistance<lb />for needy families (TANF), while<lb />also preparing them for new op-<lb />portunities with training for new<lb />jobs in existing and emerging<lb />industries.<lb /><lb />Tax Cuts: This plan seeks to<lb />put money in the hands of con-<lb />sumers. as quickly as possible<lb />through tax cuts for 95 percent<lb />of families. This is especially<lb />important for African-Americans<lb />who have: experienced a reversal<lb />of fortune in the gains in wages<lb />andsalary reached during the<lb />1990s compared to others in the<lb />workforce. This immediate infu-<lb />sion of resources will not only<lb />allow them to purchase the items<lb />they need for their families, but<lb />also help rebuild our economy.<lb /><lb />*Job Creation: The unemploy- |<lb /><lb />ment rate for African-Americans<lb />was 12.1 percent and had risen<lb />to 12.6 percent when new job<lb />numbers were announced Feb.<lb />6. This plan will create jobs with<lb />its investments in- rebuilding<lb /><lb />roads and bridges and_retrofit-<lb />ting. government buildings while<lb />also working to help prepare<lb />job seekers for the 21st Century<lb />economy with training for new<lb /> ogreen jobs ? and other emerging<lb />industries. The key is ensuring<lb />that African-Americans have ac-<lb />cess to information about all of<lb /><lb />_these opportunities.<lb /><lb />*Education: Right now 95 per-<lb />cent of African-American chil-<lb />dren rely on public. schools in<lb />America yet a great number of<lb />these systems lack the funding<lb />they need to deliver the educa-<lb />tion that our children deserve<lb />and the facilities themselves are<lb />generally inadequate. This plan<lb />makes a historic investment in<lb />school modernization sufficient<lb />to renovate and modernize 10,000<lb />schools, which also. saves Or cre-<lb />ates jobs.<lb /><lb />The plan also invests in our<lb />children Ts future by doubling the<lb />Early Head Start program which<lb />will provide additional pre-k ser-<lb />vices to more than 350,000 chil-<lb />dren. and create at least 15,000<lb />new teaching and teaching assis-<lb />tant jobs. NATIONAL MEM<lb />_ GROUNDB:<lb /><lb />_ CEREMONY<lb />Monday, Nov. 13, 2006<lb />Remarks of U.S, Senator Barack<lb /><lb />Obama<lb /><lb />G,<lb /><lb />T want to thank first of all- the<lb />King family, we would not be<lb />here without them, I want to<lb />thank Mr. Johnson and the foun-<lb />dation for allowing me to share<lb />this day with all of you.<lb /><lb />I wish to recognize as well my<lb />colleagues in the United T States<lb />Senate who have helped make<lb />today possible. Senators Paul<lb />Sarbanes and John Warner, who<lb />wrote the bill for this memorial.<lb />Senators Thad Cochran and Rob-<lb />ert Byrd who appropriated the<lb />money to help build it,<lb /><lb />Thank you all.<lb /><lb />I have two daughters, ages five<lb />and eight. And when I see the<lb />plans for this memorial, I think<lb />about what it will be like when<lb />I first bring them here upon the<lb />memorial Ts completion.<lb /><lb />I imagine us walking down<lb />to this tidal basin, between one<lb />memorial dedicated to the man<lb />who helped give birth to a nation,<lb />and another dedicated to the man<lb />who preserved it. .<lb /><lb />I picture us walking beneath<lb />the shadows cast by the Moun-<lb /><lb />tain of Despair, and gazing up at<lb /><lb />the Stone Of Hope, and reading<lb /><lb />the quotes on the all together as-<lb /><lb />the water falls like rain.<lb /><lb />And at some point, I know that<lb />one of my daughters will ask,<lb />perhaps  my youngest, will ask,<lb /> oDaddy, why is this monument<lb />here? What did this man do? ?<lb /><lb />What Did Martin Luther King,<lb /><lb />dr. Do? soy,<lb /><lb />How might I answer them?<lb /><lb />Unlike the others commemo-<lb />rated in this place, Dr. Martin<lb />Luther King, Jr. was not a presi-<lb /><lb />-dent of the United States "at no<lb /><lb />time in his life did he hold public<lb />office. He was not a hero of for-<lb />eign wars. He never had much<lb />money, and while he lived he. was<lb />reviled at least as much as he<lb /><lb />was celebrated.<lb /><lb />By his own accounts, he was<lb />a man frequently racked with<lb />doubt, a man not without flaws, a<lb />man who, like Moses before him,<lb />more than once questioned why<lb />he had been chosen for so ardu-<lb />ous a task "the task of leading<lb />a people to freedom, the task of<lb />healing the festering wounds of<lb />the nation Ts original sin.<lb /><lb />_ And yet lead a nation he did.<lb /><lb />Through words he gave voice<lb />to. the voiceless. Through deeds<lb />he gave courage to the faint of<lb />heart. "Twenty<lb />Student teams, selected by NASA<lb />from colleges and universities<lb />around the country, are spending<lb />the winter building sophisticated<lb />rockets they will launch high<lb />over Alabama during NASA Ts<lb />2008-2009 University Student<lb />Launch Initiative in April.<lb /><lb />The annual rocketry challenge<lb />will be held April 18 at NASA's<lb />Marshall Space Flight Center in<lb /><lb />_ Huntsville, Ala.
