As<lb />everyone on this side of<lb />Mars knows by now,<lb />Dungy Ts Indianapolis Colts<lb />defeated the Chicago Bears,<lb />coached by Lovie Smith, a<lb /><lb />. Dungy protégée.<lb /><lb />Considering that no African-<lb />American head coach had led<lb /><lb />a team to the Super Bow!<lb />- throughout its four decades<lb /><lb />of existence. "most of them<lb />without Blacks as head .<lb />coaches  " it was a story<lb />worth following. T,<lb /><lb />by EDITORIAL STAFF ©<lb />The Wilmington Journal<lb /><lb />If you read our provocative: .<lb />front-page story on whether<lb />the state of North Carolina<lb />has ever executed an innocent<lb /><lb /> operson on death row, then<lb /><lb />you Tre probably saying the<lb />same thing we said after<lb />putting the piece down -  oOf<lb /><lb />course it Ts happened: they just<lb /><lb />don Tt want to admit it. ?<lb /><lb />The reason, beyond just plain<lb />old common sense, we Tre so<lb />sure about it, is because of<lb />what happened to Black men<lb />in this state for the first part<lb />of this century immediately<lb />after 1898,<lb /><lb />They were being lynched<lb />unmereifully, just because<lb />they were black.<lb /><lb />So it doean't take the limited<lb /><lb />common sense of a drunken<lb />lacrosse player and his<lb />buddies to figure out during<lb />that same period, blacks were<lb />being arrested on false<lb />charges, tried and convicted<lb />on those false charges, and<lb />then executed, or lynched,<lb />same thing, to send a stark<lb />message that blacks who<lb />didn Tt watch themselves and<lb />know their place would get<lb />more of the same.<lb /><lb />After all, the state had plenty<lb />of rope. }<lb /><lb />So plenty of innocent people<lb />were being executed in this<lb />state almost 100 years ago.<lb />There.can be no question.<lb /><lb />And almost 100 year later,<lb />tragic-yet-triumphant stories<lb />like Darryl Hunt's in Winston<lb />-Salem prove that all-white<lb />juries, racist police and<lb />prosecutors, and inadequate<lb />defense counsel are still alive<lb />and well when it comes to<lb />convicting innocent people of<lb /><lb />_ capital crimes,<lb /><lb />We agree with Duke<lb />University Law Professor<lb />James Coleman that an effort<lb />should be mounted to<lb />officially determine not if, but<lb />who was executed in this state<lb />that was actually innocent of<lb />all charges. Indeed, this could<lb />be a job for the newly formed<lb />NC Actual Innocence<lb />Commission, While members<lb />continue to consider the<lb /><lb /> oapplications of current death<lb /><lb />row inmates, and well that<lb />they should, a grant could<lb />help fund a separate study of<lb />those who have been put to<lb />death.<lb /><lb />Those that can be determined<lb />and certified, their families<lb />should be compensated by the<lb />state, just as it makes<lb />reparations to those innocent<lb /><lb />persons pardoned by the<lb /><lb />governor for 2 mes they did i<lb /><lb />not commit.<lb /><lb />The Innocence Commission |<lb /><lb />was a first good step toward<lb />truth.<lb /><lb />Let this be the next; so that<lb />we.learn from our mistakes,<lb /><lb />and honestly fix our criminal<lb /><lb />etd tusiee<lb /><lb />Augie . In retrospect,<lb />it is clear that in hiring those<lb />Black assistants, Dungy was<lb />looking at far more than their<lb />skin color.<lb /><lb />In his own quiet way, Dungy<lb />demonstrated that as head _<lb />coach, he wasn Tt afraid to hire<lb />other talented African- |<lb />Americans. Without that first<lb />job from Dungy and others _<lb />might still be waiting for their<lb />re , just as Dungy did<lb />for<lb /><lb />N<lb /><lb /> oLovie Smith and I are not<lb />only African-Americans, but<lb />also Christian coaches<lb />showing you can do it the<lb />Lord Ts way, ? A report co-<lb />authored by the late Johnnie<lb />Cochran concluded in 2002<lb />that the NFL had a  odismal<lb />record of minority hiring. ?<lb />Approximately 70 percent of<lb />the players in the NFL are<lb />African-Americans. Yet, since<lb />the NFL was formed in 1920,<lb />more than 400 coaches have<lb />been hired, according to the<lb />report.<lb /><lb />Of those, only. six were Black<lb />~ five of them hired since<lb />1989; only one Black has been<lb />added since the report.<lb /><lb />_And things are even worse at<lb />the college level, the feeder<lb /><lb />system for the NFL. Almost<lb />half of Division 1-A players<lb />are Black  " 46 percent; five of<lb />119 coaches were Black. -<lb /><lb />One longtime complaint of<lb />Black football coaches is that<lb />in some areas, Blacks are no<lb />better off now than they were<lb />under segregation. Our men were<lb />denied decent jobs and<lb />steered into menial labor.<lb />Teenage girls were<lb /><lb />lured to the big city with<lb /><lb />bogus promises of work,<lb />only to be forced into<lb /><lb />prostitution, destitution and<lb />itude )<lb /><lb />servitude.<lb />The National Urban League<lb />was founded in 1910 to lead<lb />the struggle for social and<lb />economic opportunity for<lb />urban Blacks, In the<lb />nineteenth century, we shed<lb />the shackles of slavery.<lb />In the twentieth century, we<lb />shipped Jim Crow<lb />segregation in many realms<lb />of American life. We won<lb />the right to vote, the right to<lb />eat and shop wherever we<lb />wanted, the right to live and<lb />attend school anywhere we<lb />could afford<lb /><lb />*<lb /><lb />comprised of former slaves, freemen<lb />and Black Civil War soldiers, were the<lb />first to serve during peacetime.<lb /><lb />In the century ahead, the<lb />primary task facing our<lb />nation is to transform<lb />America Ts have-nots into<lb />haves and<lb /><lb />_ Close what we call the<lb /><lb />opportunity gap. As<lb />documented in The State of<lb />Black America (the League Ts<lb />annual publication), despite<lb />the progress we Tve made,<lb />African Americans continue<lb />to traf! Whites in every<lb /><lb />~ indicator that matters  "<lb /><lb />from academic achievement<lb />to employment to home-<lb />ownership rates. As a<lb />blueprint for transforming<lb />have-nots into haves, the<lb />National Urban League _<lb />advocates the following Ten<lb />Opportunity<lb /><lb />Commandments for the<lb />twenty-first century;<lb /><lb />1. Offer quality preschool<lb />education to children whose<lb />parents cannot afford it.<lb /><lb />2. Provide affordable<lb />health care for the more than<lb />40 million Americans who<lb /><lb />are uninsured.<lb /><lb />3. Ensure that every<lb />public school serving poor<lb />children equip them to be<lb />self-reliant .<lb /><lb />4, Vastly increase support<lb />for proven programs to get<lb />the estimated 12 million<lb />high - school drop outs<lb />back on track.<lb /><lb />5, Guarantee access to<lb />affordable higher education.<lb /><lb />6.. Implement national<lb />economic policies that<lb />promote high employment<lb />and economic growth in<lb />communities that have so far<lb />missed out on the good<lb /><lb />times.<lb />7, Elimidate the  odigital<lb /><lb />divide ? by increasing free<lb /><lb />public access to computers<lb />and the Internet.<lb /><lb />8. Ensure full<lb />participation of African-<lb />Americans and other people<lb />of color in higher education,<lb />employment and public and<lb />private business contracting<lb />Opportunities.<lb /><lb />9, Eradicate the home-<lb />ownership gap along ethnic<lb />lines by making affordable<lb />financing  widely available<lb />for credit worthy working<lb />families of color.<lb /><lb />10. Elimidate<lb />iscriminatory business-loan<lb />practices holding back<lb />entrepreneurs of color.<lb /><lb />We've come a great distance<lb />since slave ships arrived on<lb />these shores. After the<lb />Emancipation Proclamation,<lb />it took our people a century<lb />and a half to make our eo<lb />through a forest fraught with<lb />darkness and danger.
