Today<lb />she is among hundreds of<lb />inmates crowded in an<lb />Oregon prison factory<lb />cranking out designer jeans.<lb />For her labor she is paid 45<lb />cents an hour. At a chic<lb />Beverly Hills boutique some<lb />of the beaded creations carry<lb />a $350 price tag. In fact the<lb />jeans labeled  oPrison Blues ? -<lb />proved so popular last year<lb />that prison factories couldn Tt<lb />keep up with demand.<lb /><lb />Ata San Diégo privaréun,<lb />prison factory Donovan<lb />Thomas earns 21 cents an<lb />hour manufacturing office<lb />equipment used in some of<lb />LA Ts plushest office towers.<lb />In Chino Gary Ts prison sewn<lb />T-shirts are a fashion hit.<lb /><lb />Hundreds of prison generated<lb />products end up attached to<lb />trendy and nationally known<lb />labels like No Fear, Lee<lb />Jeans, Trinidad Tees, and<lb />other well known U.S.<lb />companies. After deductions,<lb />many prisoners like Cole and<lb />Thomas earn about $60 for an<lb />entire month of nine-hour<lb />days. In short, hiring out<lb />prisoners has become big<lb />business. And it Ts booming.<lb /><lb />At CMT Blues housed at the<lb />Maximum Security Richard J.<lb />Donovan State Correctional<lb />Facility outside San Diego,<lb />the highly prized jobs pay<lb />minimum wage. Less than<lb />half goes into the inmates T<lb />pockets. The rest is siphoned<lb />off to reimburse the state for<lb />the cost of their incarceration<lb />and to a victim restitution<lb />fund.<lb /><lb />The California Department of<lb />Corrections and CMT Blues<lb />owner Pierre Sleiman say they<lb />are providing inmates with<lb />job skills, a work ethic and<lb />income. All of<lb />their workers are full time,<lb />and never arrive late or are<lb />absent because of family<lb />problems; moreover, if<lb />prisoners refuse to work, they<lb />are moved to disciplinary<lb />housing and lose canteen<lb />privileges. Most importantly,<lb />they lose  ogood time ? credit<lb />that reduces their sentence.<lb /><lb />Today, there are over 2<lb />million people incarcerated in<lb />the US, more than any other<lb />industrialized country. They<lb />are disproportionately<lb />African-American and<lb />Latino. The nation Ts prison<lb />industry now employees<lb />nearly three quarters of a<lb /><lb />. ymillion people, more than<lb />any Fortune 500 corporation,<lb /><lb />other than General Motors.<lb />Mushrooming construction<lb />has turned the industry into<lb />the main employer in scores<lb />of depressed cities and<lb />towns. A host of firms are<lb />profiting from private<lb />prisons, prison labor and<lb />services like transportation,<lb />farming and manufacturing.<lb /><lb />Critics argue that inmate<lb />labor is both a potential<lb />human rights abuse and a<lb />threat to workers outside<lb />prison walls claiming,<lb />inmates have no bargaining<lb />power, are easily exploited<lb />and once released are<lb />frequently barred from<lb />gainful employment because<lb />of a felony conviction.<lb /><lb />In one California lawsuit, for<lb />example, two prisoners have<lb />sued both their employer and<lb />the prison, saying they were<lb />put in solitary confinement<lb />after refusing to labor in<lb />unsafe working conditions. In<lb />a nutshell John Fleckner of<lb />Operation Prison Reform<lb />labels the growing trend<lb /> ocapitalist punishment -<lb />slavery re-envisioned. ?<lb /><lb />The prison industry is not a<lb />new phenomenon, writes<lb />Fleckner. He says mixing the<lb />profit motive with<lb />punishment only invites<lb />abuse reminiscent of one of<lb />the ugliest chapters in US<lb />history.  oUnder a regime<lb />where more bodies equal<lb />more profits prisons take one<lb />big step closer to their<lb />historical ancestor, the slave<lb /><lb />99<lb /><lb />pen.<lb /><lb />In fact, prison labor has its<lb />roots in slavery. Following<lb />reconstruction, former<lb />Confederate Democrats<lb />instituted  oconvict leasing. ?<lb />Black inmates, mostly freed<lb /><lb />slaves convicted of petty<lb />theft, were rented out to do<lb />everything from picking<lb />cotton to building railroads. In<lb />Mississippi, a huge farm,<lb />resembling a slave plantation<lb />replaced convict leasing. The<lb />infamous Parchman Farm was<lb />not closed until 1972, when<lb /><lb />_ inmates brought suit against<lb />_ the abusive conditions in<lb /><lb />federal court.<lb /><lb />Prison analysts say contract<lb />prison labor is poised to<lb />become one of America Ts<lb />most important growth<lb />industries. Many of these<lb />prisoners are serving time for<lb />non-violent crimes. With the<lb />use of tough-on-crime<lb />mandatory sentencing laws,<lb />the prison population is<lb />bursting-at the seams. Some<lb />experts believe that the<lb />number of people locked up<lb />in the US could double in the<lb />next 10 years. According to<lb />Prison Watch, the expansion<lb />of the number of prisoners<lb />will not only increase the pool<lb />of prison labor available for<lb />commercial profit, but also<lb />will help pay the costs of<lb />incarceration.<lb /><lb />&amp;<lb /><lb />The main goal of prison<lb />work programs is to provide<lb /> oa positive outlet to help<lb />inmates productively use their<lb />time and energies. Another<lb />goal is to instill good work<lb />habits, including appropriate<lb />job behavior and time<lb />management, according to the<lb />Joint Venture Program of the<lb />California Department of.<lb />Corrections. The program is<lb />responsible for contracting<lb />out convict labor to<lb />governments, businesses and<lb />non-profit organizations.<lb /><lb />Federal law prohibits<lb />domestic commerce in prison-<lb />made goods unless inmates<lb />are paid  oprevailing wages ?<lb />but becaus@the law doesn Tt<lb />apply to exports, prison<lb />officials routinely market to<lb />foreign customers.<lb /><lb />In California the prisons<lb />themselves are their own best<lb />customers. The California<lb />Department of Corrections<lb />purchases about half of what<lb />the prisons make, choosing<lb />from an online Prison<lb />Industry Authority catalog.<lb /><lb />Prisoners now manufacture<lb />everything from blue jeans, to<lb />auto parts, to electronics and<lb />furniture. Honda has paid<lb />inmates $2 an hour for doing<lb />the same work an auto worker<lb />would get paid $20 to $30 an<lb />hour to do. Konica has used<lb />prisoners to repair copiers for<lb /><lb />less than SO cents an hour.<lb />Toys  R T Us once used<lb />prisoners to restock shelves,<lb />and Microsoft to pack and<lb />ship software. Clothing made<lb />in California and Oregon<lb />prisons competes so<lb />successfully with apparel<lb />made in Latin America and<lb />Asia that it is exported to<lb />other countries.<lb /><lb />In most states prisoners<lb />receive little of the money<lb />they earn working either for<lb />state-run or private sector<lb />corrections firms such as the<lb />Corrections Corporations of<lb />America (CCA) and ©<lb /><lb />Wackenhut. The labor<lb />prisoners perform: is often<lb />considerably cheaper than in<lb />the outside world. Case in<lb />point, Texas-based Lockhart<lb />Technologies closed its<lb />Austin plant and fired some<lb />150 workers who constructed<lb />circuit boards because it could<lb />relocate those jobs to a<lb />Wackenhut-run prison where<lb />detainees did the work for<lb />minimum wage.<lb /><lb />_ But even with the low pay<lb /><lb />and potential for abuse, the<lb />labor programs are popular<lb />with prisoners, says<lb />California Prison Watch,<lb /><lb />which monitors the state Ts<lb />prisons.  oPrisoner idle time is<lb />less, they earn spending<lb />money, and they can pick up a<lb />skill.  ?<lb /><lb />Tony Matos, 45 convicted of<lb />robbing a Rialto liquor store<lb />says,  oWhen we step through<lb />the gates and into the shop,<lb />it Ts another world. CURRY<lb /><lb />Although most U.S. workers<lb />were off on Labor Day, we<lb />enjoy fewer government<lb />holidays and vacations than<lb />employees in Western<lb />Europe. Still, we remain<lb />staunchly devoted to work,<lb />even as we grow<lb />increasingly worried about T<lb />job security.<lb /><lb /> oAmericans believe that<lb />workers in this country are<lb />worse off now than a<lb />generation ago ~ toiling<lb />longer and harder for less<lb />wages and benefits, for<lb />employers who aren Tt as<lb />loyal as they once were, in<lb />Jobs that aren Tt as secure,<lb />and in a global economy that<lb />might very well send their<lb />work overseas, ? according<lb />to anew study by the Pew<lb />Research Center.<lb /><lb />Even with those general<lb />worries, the report states, on<lb />an individual level, the<lb />attitudes of U.S. workers<lb />toward their jobs have<lb />remained remarkably<lb /><lb />The Black Hair Care Tragicomedy  |~:<lb /><lb />The Eagle Flies on Friday<lb />by James Clingman<lb />NNPA Columnist<lb /><lb />This familiar line should be<lb />the mantra of Black people<lb />when it comes to recycling<lb />our dollars among ourselves.<lb /><lb />Why? Well, we always talk<lb />about recycling our dollars<lb />and spending our money in ?<lb />our neighborhoods, with our<lb />own business, to the extent<lb />they are available, and<lb />considering the fact that the<lb />eagle does indeed fly on<lb />Friday, we should employ a<lb />related economic strategy.<lb />Maybe we should use the<lb />theme Brother Ashiki Taylor,<lb />of Atlanta, Ga. uses:<lb /> oFreedom Friday. ?<lb /><lb />Ironically, the term,  oThe<lb />Eagle Flies on Friday ? comes<lb />from a familiar song,  oStormy<lb />Monday, ? which goes on to<lb />say,  o...and Saturday I go out<lb />to play...Sunday I go to<lb />church, and I kneel down on<lb /><lb />my knees and pray: Lord have<lb /><lb />bs<lb /><lb />consistent over the years.<lb /><lb /> oMost people still have<lb />positive feelings about their<lb />own jobs, and even though<lb />many are troubled by the way<lb />the forces of modernizations<lb />are affecting the American<lb />workplace, the level of public<lb />con¢ern today is not<lb />substantially greater than it<lb />had been a decade or two<lb /><lb />ago, ? the study says.<lb /><lb />Those findings were<lb />contained in a special Labor<lb />Day report titled:  oPublic<lb />Says American Work Life is<lb />Worsening, But Most Workers<lb />Remain Satisfied with Their<lb /><lb />- Jobs. ?<lb /><lb />Those surveyed were asked<lb />about eight different aspects<lb />of the world of work and most<lb /><lb />- said all eight areas had gotten<lb /><lb />worse. Yet, 89 percent said<lb />they were either satisfied or<lb />completely satisfied with their<lb />own job.<lb /><lb />Employees were asked<lb />whether five trends affecting<lb />the workforce  " immigration,<lb />offshoring, automation,<lb /><lb /> modern communication and<lb /><lb />technology and declining<lb />unionization  " had helped or<lb />hurt American workers.<lb /><lb /> oThe offshoring of jobs drew<lb />the most negative<lb />assessments, wittithe public<lb /><lb />mercy, have mercy on me. ? I<lb />say it Ts ironic because this is<lb />exactly what many Black<lb />people do on the weekend.<lb /><lb />We get paid, and the eagle<lb />starts to fly; and sadly, it flies<lb />away rather than around. Our<lb /><lb />| money leaves us so fast that<lb />even real eagle couldn Tt<lb /><lb />keep up with it. Then on<lb />Saturday we go out to play; it<lb /><lb />~ seems that Ts the top priority<lb /><lb />for us these days  " playing or<lb />watching someone else play.<lb />If it Ts not games, it Ts parties,<lb />all night long.<lb /><lb />Nothing wrong with a little<lb />entertainment every now and<lb />then, but let Ts not be lulled to<lb />sleep by it.<lb /><lb />After the party is over, yes we<lb />have to get our  opraise on, ? as<lb />some call it.<lb /><lb />We  ogo ? to church (forgetting<lb />of course that we are the<lb />church) and start praying and<lb />asking God to have mercy on<lb />us. We spent all our money<lb />and must face a stormy<lb />Monday all over gain, trying<lb />to regain the money we threw<lb />away over the weekend, and<lb />we want God to have mercy.<lb />He Ts probably saying,  oGive<lb />me a break! ?<lb /><lb />I can imagine all the groups<lb />with which we spend our<lb />money saying,  oThank you,<lb />Lord, for Black consumers. ?<lb />Their eagle will fly around<lb />their communities many<lb />times before leaving, if it ever<lb />leaves at all, and they look<lb />forward to Mondays because.<lb /><lb />OPINION<lb /><lb /> oWORKING MORE, ENJOYING IT LESS ?,<lb /><lb />saying by a margin of more<lb />than 5-1 that this has hurt<lb />rather than helped American<lb />workers, ? the Pew study said.<lb /> oThe public says the same<lb />thing about the increasing<lb />number of immigrants<lb />working in America, but they<lb />do so by a more modest<lb />margin of 2-1.<lb /><lb />They also say the decline in<lb />union membership has hurt<lb />rather than helped, but the<lb />Margin on this question is<lb />more narrow, 3-2. ?<lb /><lb />The public is almost evenly<lb />split on the question of<lb />automation and is most<lb />positive about technology,<lb />with 69 percent saying the use<lb />of e-mail and other new ways<lb />of communicating has been<lb />helpful.<lb /><lb />In 1997, 41 percent of<lb />workers felt benefits were<lb />better than they had been a<lb />generation before. By: this_<lb />year, however, 45 percent say<lb />worker benefits aren Tt as good<lb />as they were a generation ago.<lb /><lb /> US. employees work harder<lb /><lb />than their European ~<lb />counterparts, including the<lb />Japanese. It is often said that<lb />Americans live to work while<lb />Europeans work to live.<lb /><lb />Because workaholics are held<lb /><lb />they are far from stormy.<lb /><lb />Have you ever considered that<lb />our Mondays are stormy<lb />because our eagle flies on<lb />Friday? If we approach our<lb />spending with that in mind,<lb />our Sundays would be filled<lb />with more  oThank you Ts ?<lb />rather than  oHave mercies. ? |<lb />pray we will get this through<lb />our heads some day soon and<lb />stop this economic death<lb />spiral we continue to follow<lb />by allowing our eagles to fly<lb />away rather than around,<lb />making stops at several of our<lb />own businesses instead of<lb />everyone else Ts.<lb /><lb />So what will it be, Black<lb />folks? How about a Freedom<lb />Friday? Do you think we<lb />could designate every Friday,<lb />just one day per week, as the<lb />day we make a conscious<lb />effort to buy something from a<lb />brother or sister? At the same<lb />time, do you think we could<lb />cut back on spending our<lb />dollars at the businesses<lb />owned by others? I know it.<lb />will be hard; but you only<lb />have to do it on Fridays.<lb /><lb />Freedom Fridays could prove<lb />to be the genesis of an<lb />economic revolution for Black<lb />people in this country. C Tmon,<lb />y'all. A little self-discipline is<lb />all it takes; it would certainly<lb />be well worth it. We cannot<lb />have anything of substance<lb />without sacrifice. Start your<lb />personal Freedom Friday<lb />Campaign this week, and let<lb />others know what you are<lb />doing. Let them know that<lb />you are raising your<lb /><lb />wv!<lb /><lb />in high esteem in the U.S., ©<lb />Americans, on average, have<lb />more money, larger houses,<lb />bigger cars and other items<lb />considered status symbols.<lb /><lb />But Professor Mauro Guillen<lb />of the University of<lb />Pennsylvania Wharton Ts<lb />School explains:  oIt is a sign<lb />of social status in Europe to<lb />take a long vacation away<lb />from home. Money is not<lb />everything in Europe, status is<lb />not only conferred by money.<lb />Having fun, or being able to<lb />have fun, also is a sign of<lb />success and a source of social<lb />esteem. ?<lb /><lb />Guillens comments are part of<lb />an interesting article on<lb />cultural differences between<lb />Europe and the U.S. on the<lb />http:// |<lb />knowledge.wharton upenn.edu/<lb />Web site.<lb /><lb />Because most jobs in Europe<lb />are covered by collective<lb />bargaining agreements,<lb />workers have been able to<lb />negotiate longer vacations<lb />there. Workers in France and<lb />Spain, for example, get a<lb /><lb />_ mandatory 25 paid vacation<lb /><lb />days per year. By contrast, the<lb />US. is the only industrialized<lb />nation that does not require<lb />companies to provide a<lb />minimum number of paid<lb />vacation days.<lb /><lb />N<lb /><lb />consciousness by taking more<lb />control of your dollars and<lb />making sure that you spend<lb />more with your people.<lb /><lb />If we fail to implement<lb />economic strategies of some<lb />kind, both personal and<lb />collective, we are literally<lb />doomed in this country. And<lb />as the song goes, Tuesdays<lb />will be just as bad,<lb />Wednesdays will be worse,<lb />and Thursdays will be oh so<lb />sad. I suggest Freedom<lb />Fridays, but you can call it<lb />whatever you want; it Ts the<lb />action that counts.<lb /><lb />We can come up with all sorts<lb />of cute sayings and slogans,<lb />but if we don Tt put the<lb />appropriate action behind<lb />them, we will have<lb />accomplished nothing.<lb /><lb />We can turn that song into a<lb />joyous refrain if our eagles<lb />start flying around our<lb />neighborhoods, in and out of<lb />Black-owned businesses, into<lb />the pockets of Black<lb />employees who work for<lb />those businesses, and even<lb />making a few stops at Black<lb />investment funds.<lb /><lb />I travel across this country<lb />speaking at conferences,<lb />doing workshops, and<lb />lecturing students and church<lb />members; I have been writing<lb />this column for more than 12<lb />years now; I am on radio talk<lb />shows all over this country;<lb />and I have come in contact<lb />with thousands of brothers<lb />and sisters who say they want<lb /><lb />Consequently, third of all<lb />women in the U.S. and one-<lb />fourth of all men do not |<lb />receive paid vacations.<lb /><lb />Disturbingly, more companies<lb />are pressing to reduce the<lb />number of vacation days an<lb />employee receives.<lb /><lb />When employees do receive<lb />vacation days, they tend not to<lb />take all of them. Time taken<lb />off in Western European<lb />countries exceed the allotted<lb />vacation days. In France and<lb />Spain, workers take off 30<lb />days a year; in Sweden they<lb />take off 35 days; in Italy, 25<lb />and in Britain, 25. In the U'S.,<lb />workers take 10.2 vacation<lb />days each year.<lb /><lb /> oThere a tendency to really<lb />relax in Europe, to disengage<lb />from work, ? says Christian<lb /><lb />to do something about our<lb />economic situation. They call<lb />talk shows decrying our<lb />economic position and the<lb />lack of ownership and control<lb />of resources where they live<lb />and the fact that someone else<lb />owns all the stores, the gas<lb />stations, the restaurants, the<lb />grocery stores, and other vital<lb />retail outlets in their<lb />neighborhoods.<lb /><lb />After all I have said, written,<lb />and, more importantly,<lb />demonstrated by personal<lb />action and commitment to the<lb />principle of economic<lb />empowerment for Black<lb />people, I truly wonder if it is a<lb />lost cause. I wonder if we<lb />really want to be free, if we<lb />are serious about our<lb />consciousness, the same kind<lb />of consciousness and<lb />nationalistic thinking<lb />employed by the very groups<lb />about which we complain.<lb /><lb />Despite my deep frustration, I<lb />will continue to write, speak,<lb />initiate and participate in<lb />economic strategies that will<lb />move our people forward<lb />because it is part of my<lb />purpose, my mission, my<lb />work. The church maintained<lb />the payments were gifts, not<lb />wages, and therefore not<lb />subject to taxes. A federal<lb />court sided with the<lb />government, and the church<lb />now has no home. Such<lb />disputes could be avoided, if<lb />only churches would embrace<lb />a more businesslike mindset<lb />and apply basic money<lb />management strategies<lb />to.their operations. Year after<lb />year, many churches fail to<lb />pay their property<lb /><lb />taxes when due and<lb />consequently have to be<lb />advertised yeat after year.<lb />Such is a classic example of<lb />poor money management -<lb /><lb />strategies. Our newly elected<lb />CEO Bruce S. Gordon<lb />reminded all present that<lb />African Americans have made<lb />great strides in this country,<lb />but there are still civil rights<lb />battles to be fought. The<lb />atempt by some members of .<lb />Congress to stall a vote on<lb />extending the Voting Rights<lb />Act of 1965 is one example of<lb />why the NAACP must conti-<lb />nue to exist-and to prosper.<lb /><lb />On the state and local level of<lb />the NAACP we are excited<lb />about our upcoming NAACP<lb />State Convention which will<lb />be held in Goldsboro, NC,<lb />October 12-14 at the<lb />Goldsboro-Raleigh District<lb />Assembly, 211 West Hooks<lb />River Road. Dancing has become<lb />the big thing in Hollywood...<lb /><lb />Old, new moves mix in<lb />Idlewild<lb /><lb />Idlewild<lb />What Ts up with the dance<lb />craze of late? It seems every<lb />time you turn around, there Ts<lb />a new movie or television<lb />show competition wrapped<lb />around the concept of<lb />dancing. Dancing has become<lb />the big thing in Hollywood.<lb /><lb />Jumping on that bandwagon,<lb />but taking the idea to a whole<lb />other level is the new movie<lb />Idlewild, starring Big Boi and<lb />Andre 3000 of the multi-<lb />platinum-selling music group<lb />OutKast.
