They<lb />allegedly used Red Cross debit<lb />cards meant to help storm sur-<lb />vivors to shop at Victoria Ts Se-<lb />cret and Best Buy and to dine at<lb />such places as Hooters and<lb />Ernesto Ts Mexican Grill,<lb /><lb />Meanwhile, on this side of<lb />the river, Derick Clayton was<lb />also charged with fraudulently<lb />obtaining a Red Cross debit card<lb /><lb />worth $360. He apparently had.<lb /><lb />legitimate New Orleans connec-<lb />tions, but had lived in Louisville<lb />for some time. Yet he went on<lb /><lb /> T television and told a harrowing<lb /><lb />tale of escaping from New Or-<lb />leans. His boss in Louisville<lb />turned him in.<lb /><lb />No doubt, others are likely<lb />to claim storm survivors T assis-<lb />tance that they don Tt deserve, and<lb />it Ts a shame.<lb /><lb />But | predict these.sorts of<lb />petty crimes will pale when com-<lb />pared to what's going to happen<lb />now that President Bush and<lb />Congress have opened the spigot<lb /><lb />from which billions of federal<lb />dollars will flow for the rebuild-<lb />ing of the storm-ravaged Gulf<lb />Coast.<lb /><lb />It's reminiscent of the days<lb />after 9/11, when nearly $5 bil-<lb />lion was pledged to assist small<lb />businesses heavily impacted by<lb />the terrorist attacks,<lb /><lb />But, as an Associated Press<lb />investigation of two of those fed-<lb />eral small business loan pro-<lb />grams showed, fewer than 11<lb />percent of 19,000 recovery loans<lb />actually went to small businesses<lb />in New York and Washington.<lb /><lb />To the contrary, many own-<lb />ers of businesses in the affected<lb />areas complained that they were<lb />unable to secure any federal as-<lb />sistance.<lb /><lb />Yet those that did get help<lb />included recreational businesses<lb />in Alaska, an air taxi service at<lb />the North Pole, a dog boutique<lb />in Utah,»a perfume shop in the<lb />Virgin Islands, a country radio<lb />station in South Dakota and a<lb />winery in Oregon.<lb /><lb />Not only that, but several of<lb />thé loan recipients said their<lb />banks had never informed them<lb /><lb />that their loans were coming<lb /><lb />from a 9/11 relief program.<lb /><lb />Then there Ts Iraq. Signifi-<lb />cant chunks of the $10 billion<lb />the United States has poured into<lb />reconstruction efforts have ap-<lb />parently been lost to lax over-<lb />sight, mismanagement or out-<lb />right theft by corrupt contrac-<lb />tors.<lb /><lb />Now, we have the Katrina<lb />crisis. After being scorched for<lb />failing to respond prom tly, Bush<lb />is repeatedly visiting the region<lb />and, despite the soaring federal<lb />deficit, promising to send alon<lb />everything up to and including<lb />the Litchen sink,<lb /><lb />In enone LA Tuesday, the<lb />President told its leaders to<lb /><lb /> othink bold ? aid that the federal<lb />overnment will help pay the bills<lb />Por whatever they come up with.<lb />In New Orleans last week,<lb />the President proposed a  oGulf<lb />of Opportunity Zone. ?
