Center for Public<lb />Policy Research examines racial disparities<lb />actoss a broad range of indicators and<lb /><lb />finds North Carolina minorities trail<lb /><lb />whites in education, economic well-<lb />being, housing, voter icipati<lb /><lb />tion,<lb />Internet access, health, and criminal<lb />justice. Census,<lb />North Carolina's population grew 21<lb />percent from 6.6 million in 1990 to<lb />more than 8 million in 2000. The state's<lb />population is now 72.1 percent white,<lb />21.6 percent African American, 4.7<lb />percent Hispanic 1.4 percent Asian, and<lb />1.2 percent Native American. The<lb />census indicates that all minorities<lb /><lb />combined African Americans,<lb /><lb />Americans together now account for<lb />neatly one-third (28.9 percent) of the<lb /><lb />Hispanics, o ASiatis. ated  \--Native es<lb /><lb />state's population. Between 1990 and<lb />2000, the Asian population in the state<lb />grew by 128 percent. However, the<lb />Hispanic population grew by 394<lb />percent, the largest percentage growth<lb />of any state in the country.<lb /><lb />The Center's study is thought to be<lb />the first effort to bring so many<lb />measures of racial and ethnic disparities<lb />in public policy outcomes into focus in<lb />one report. Center<lb />director Ran Coble says, "We thought it<lb />was time to take stock of where we are<lb />in North Carolina - not just in<lb />education, but. also in economic<lb />well-being, housing, health, voting<lb />participation, Internet access,, and<lb />criminal justice. "And what we found<lb />are gaps by race and ethnicity in all these<lb />areas that we must bridge if we are truly<lb />to become One North Carolina. ?<lb />Education Outcomes...<lb /><lb />The first area where the Center<lb /><lb />found disparities is education. On North<lb />Carolina's end-of-grade tests, neatly nine<lb />out of 10 white students (89 percent)<lb />scote at or above grade level in both<lb />reading and math for grades three<lb />through eight. That compates to 72<lb />percent of Native Americans, 70 percent<lb />of Hispanic students and 67 percent of<lb />African American students. Fields was chosen as father of the<lb />year representing the NC Sickle-Cell<lb /> Syndrome Program at the Annual<lb />- Father's Summit on June 17-18,2004.<lb /><lb />Mr. Fields is foremost a gentle,<lb />Christian giant who is married to a<lb />wonderful woman and they are the<lb />proud parents of seven children, four<lb />of whom were born with Sickle-Cell<lb />Disease. They lost their eldest son to<lb />Sickle-Cell Disease in 1991. Today,<lb />three children are adults; one, a<lb /><lb /> daughter with Sickle-Cell Anemia is a<lb /><lb />junior at ECU. They also have a<lb /><lb />fifteen-year-old son who is a<lb />freshman in high school and a<lb />twelve-year old set of triplet girls,<lb />two of which have  Sickle-Cell<lb />Anemia. This father is committed to<lb />ensuring that his family receives no<lb />less than the best in terms of meeting<lb />their needs as the sole breadwinner.<lb />Twenty-eight years ago, I met<lb />Mr. Douglas Fields when he was<lb />working in security positions for<lb />McKenzie and Guardmart Security<lb />while attending Pitt Community<lb />College and earning his associated<lb />degree. He later received his<lb />bachelor's degree from East Carolina<lb />University at night. He graduated<lb />from college in December 1984. His<lb />educational career began in the Pitt<lb />County Schools, where he worked<lb />five years as a teacher's assistant in<lb />the exceptional children's program at<lb />E.B. Aycock Middle School. He then<lb />served as Art Teacher at Falkland<lb />Elementary. For one year, he had to<lb />work in Fayetteville City Schools<lb />because there were no_ positions<lb />open in Pitt County Schools, which<lb />meant leaving his family three hours<lb />away at home in Greenville while he<lb />commuted home on weekends to<lb />ensyre a better life for them. The<lb />following year he was able to return<lb />to Pitt County Schools as part-time<lb />art teacher-fn two schools-].H. Rose<lb /><lb />High School and Pactolus<lb />Elementary School. After going<lb />through the runaround he received a<lb />full-time Arts Teaching position and<lb />he is doing some remarkable work<lb />with his students as their work has<lb />won in various arts competition<lb />during his tenure.<lb /><lb />Outside of  family and school,<lb />he is active in his church. Bethel<lb />Community Christian Center. He is<lb />in charge of church operations and<lb />he teaches adult Sunday school. In<lb />the community he enriches the lives<lb />of his children by making sure that<lb />they are active. He finds time to<lb />support Pitt County youth in<lb />numerous endeavors. He was a<lb />pioneer leader of the Pitt County<lb />4-H All-Stars Club and for six years<lb />he has served as a volunteer leader<lb />for the club. The Pitt 4-H County<lb />Council has also recognized him as a<lb />dedicated leader. His four youngest<lb />children currently participate arid<lb />they all have been successful in<lb />county, district and state<lb />competitions in numerous categories<lb />including project books,<lb />presentations, and talent shows<lb />thanks in part to the work of Mr. and<lb />Mrs. Fields. Within the club, he is<lb />noted for leading youth in creating<lb />superb 4-H exhibits for the fair. I have absolutely no<lb /><lb />I announced the day I became<lb />your representative that I would seek<lb />office for four years only. I did not<lb />want to become a career Politician.<lb />The one person who has consistently<lb />shown interest in the position and has<lb />kept me abreast of the concerns of<lb />the voters was Melvin McLawhorn.<lb />While I consider that a. noble gesture,<lb />this alone was not justification<lb />enough to support Melvin. I believe<lb />character, loyalty, leadership, and<lb />ethics should also be important<lb />factors. For those of you who ask<lb /><lb />The Neocon Hothouse that William Simon built<lb /><lb />right-wing policy think tank. In 1964, it<lb />supplied the brainpower that drove the<lb />ptesidential campaign of traditional<lb />conservative Senator Barry Goldwater.<lb />A young AEI scholar, Karl Hess, served<lb />as principal speech writer, and created<lb />the notoriously well remembered words<lb />of Goldwater's convention acceptance<lb />speech which became the stamp of a<lb />new, aggressive brand of movement<lb />conservatism: "Extremism in defense of<lb />liberty is no vice; moderation in the<lb />pursuit of justice is no virtue."<lb />Funding the Movement Against Liberalism<lb />Goldwater's defeat was in fact a<lb />beginning. The Johnson landslide of<lb />1964 did not blunt the momentum of<lb />the newly motivated radical right. In the<lb />aftermath of the rebellious 1960s, a<lb />political manifesto by a Richmond<lb />attorney and future Supreme Court<lb />justice, Lewis Powell, urged conservative<lb />activists and experts to roll back perceived<lb />threats to capitalism by gaining control of<lb />power centers on campuses, in the courts,<lb />in the media, in politics, and in the<lb /><lb />iwidely:..;by. the U.S. Chamber of<lb />Contanerc<lb /><lb />: Powell's action): memo |<lb /><lb />attracted wide attention, and it ehetgi<lb />businessmen to T retutn to the politic<lb /><lb />_arena from which the Depression. had<lb /><lb />driven them, and to use  their deep<lb />pockets to fund a power apparatus that<lb />could shift public opinion rightward and<lb />carry the day in electoral politics.<lb /><lb />Money from corporate and inherited<lb />wealth was married to right-wing ideas.<lb />In 1972, Joseph Cocrs, the beer<lb />magnate, was persuaded by Powell's<lb />memo to seed the Heritage Foundation,<lb />the<lb />right-wing think tanks, with $250,000.<lb />Other hght-wing industrialists and<lb />scions of inherited wealth such as Lynde<lb />and Harry Bradley, Richard Mellon<lb />Scaife, John M. Olin, and Randolph<lb />Richardson established private<lb /><lb />. foundations and dedicated millions to<lb /><lb />fund the burgeoning activist front of<lb /><lb />ass Incarceration: Wave of The Future?<lb /><lb />Manning Marable is Professor of<lb />History and Political Science, and the<lb />Director of the Institute for Research<lb />in African-American Studies,<lb />Columbia University. This essay<lb />appeared August 2000 in his column<lb />"Along the Color Line, ? available on<lb />the Internet at<lb /> www.manningmarable.net <lb /><lb />There are today over two<lb />million Americans incarcerated in<lb />federal and state prisons and local<lb />jails throughout the United States.<lb />More than one-half, or one million,<lb />are black men and women. The<lb />devastating human costs of the mass<lb />incarceration of one out of every 35<lb />individuals within black America are<lb />beyond imagination. While civil<lb />rights organizations like the NAACP<lb />and black institutions such as<lb />churches and mosques have begun to<lb />address this widespread crisis of<lb />black mass imprisonment, they have<lb />frankly not given it the centrality and<lb />importance it deserves. .<lb /><lb />Black leadership throughout this<lb />country should place this issue at the<lb />forefront of their agendas. And we<lb />also need to understand how and<lb />why American society reached this<lb /><lb />oint of constructing a vast prison<lb />industrial complex, in order to find<lb />strategies to dismantle it.<lb /><lb />For a variety of reasons, rates of<lb />violent crime, including murder, rape,<lb />and robbery, increased dramatically<lb />in the 1960s and 1970s. Much of this<lb />increase occurred in urban areas. By<lb />the late 1970s, nearly one half of all<lb />Americans were afraid to walk within<lb />a mile of their homes at night, and<lb /><lb />90% responded in surveys that the<lb /><lb />US criminal justice system was not<lb />dealing harshly enough = " with -<lb /><lb />so-called General Motors of<lb /><lb /> the construction of new<lb /><lb />what has Melvin done. I am grateful<lb />that you asked that question.<lb /><lb />Melvin was born and reared in:<lb />the Cherry View Community of<lb />Greenville for those. of you who<lb />remember the geographic, social,<lb />economic and cultural landscape of<lb /><lb />ommunity. You know that.<lb /><lb />elvin came from a community of<lb />hard working, church going, proud<lb />and progressive citizens growing up<lb />around black owned businesses,<lb />schools, and churches. This gave the<lb />McLawhorn children the ability to<lb />dream and achieve. These early<lb />experiences supported Melvin with a<lb /><lb />strong ifitellect to reason and<lb />achieve great things.<lb />To ~ become | County<lb /><lb />Commissioner one must possess a<lb />strong entrepreneurial spirit, Melvin<lb />was not satisfied with just a job. He<lb />and his lovely wife of many years,<lb />Sandra, have created two Child Care<lb />Centers. Not only does this create<lb />entrepreneurial ship and income, but<lb /> it also separates his from the field, as<lb />one of a few African Americans<lb />CEOs who employs over 20<lb />employees. That es him one of<lb />Pitt County's largest minority owned<lb />and operated businesses employing<lb /><lb />advocacy organizations that were to be<lb />the muscle of movement conservatism.<lb />Patience and persistence were the<lb /><lb />watchwords of new-conservative<lb />philanthropic  "grant-making. © The<lb />patrons viewed it as long-term<lb /><lb />investment, and focused giving on<lb />advancing a narrow set of principles:<lb />less government "interference," sharply<lb />reduced taxes, unrestricted private<lb />enterprise, personal responsibility,<lb />economic freedom, rabid<lb />anti-communism, and the export of<lb />free-market gospel to the nation and<lb />the world. The agenda was elastic<lb />enough to gather disparate interests<lb />under the big tent -- old and new<lb />conservatives, libertarians, social and<lb />religious conservatives - united against<lb />the common enemy, liberalism.<lb /><lb />The movement began to attract and<lb />train fresh recruits through programs<lb />that brought young and ambitious<lb />political talent into the fold. With the<lb />defeat of Hubert Humphrey  " by<lb />Richard Nixon in 1968, a group of<lb />disillusioned right-wing Democrats,<lb />former  liberals T and ex-communists<lb /><lb />ing power hard right. The<lb />neoconservatives, and they lent fresh<lb />energy, ideology, and organizing skills<lb />to the movement. These new radical<lb />right shock troops transmitted the<lb />ideas of the far right through targeted<lb />and popular media, and went to work<lb />for candidates who could make those<lb />ideas happen. They were, according to<lb />Sidney Blumenthal, "a political elite<lb />aspiring to become a governing elite."<lb /><lb />William Simon and t the<lb /><lb />Counter-Intelligentsia<lb /><lb />No one _ exemplified emergent<lb />ight-wi wer more than the hte<lb />Vitae ©  Simon. Simon projected a<lb />charismatic personality that drove<lb />change. He used exuberant<lb />salesmanship, ringing prose, and high<lb />polemical style to move a movement.<lb />He bridged the gulf between business<lb /><lb />risons,<lb /><lb />criminals. Politicians like Richard<lb /><lb />_M. Nixon, George Wallace, and<lb /><lb />Ronald Reagan began to campaign<lb />successfully on the theme of "Lay<lb />and Order." The death penalty,<lb />which was briefly outlawed by the<lb />Supreme Court, was reinstated.<lb /><lb />Local, state, and federal<lb />expenditures for law enforcement<lb />rose sharply. .<lb /><lb />Behind much of anti-crime<lb />rhetoric was a not-too-subtle racial<lb />dimension, the projection of crude<lb />stereotypes about the link between<lb />criminality and black people. Rarely<lb /><lb />did these politicians observe that<lb /><lb />minority and poor people, not the<lb />white middle class, were statistically<lb />much more likely to experience<lb />violent crimes of all kinds: The<lb />argument was made that law<lb />enforcement officers should be<lb />given much greater latitude in<lb />suppressing crime, that sentences<lb />should be lengthened and made<lb />nfifidatory, and that prisons should<lb />be designed not for the purpose of<lb />rehabilitation, but for punishment.<lb />Consequently, there was a rapid<lb />expansion in the.personnel of the<lb />criminal justice system, as well as<lb />risons.<lb />What occurred in New York State,<lb />for example, was typical of what<lb />happened nationally. From 1817 to<lb />1981, New York had opened 33<lb />state prisons. From 1982 to 1999,<lb />another 38 state prisons were<lb />constructed, The state's prison<lb />population at the time of the Attica<lb />prison revolt in September 1971<lb />was about 12,500. By 1999, there<lb />were over 71,000 prisoners in New<lb />York State correctional facilities.<lb /><lb />In 1974, the number of<lb /><lb />Why I Am Supporting Melvin McLawhorn For Pitt County<lb /><lb />African Americans, Can you imagine<lb /><lb /> T how much this helps us in this<lb /><lb />depressed economy? Expect to hear<lb />about, child-care number three soon.<lb /><lb />To become County<lb />Commissioner one needs some ted<lb />perspective on the face of poverty.<lb />On a whole, poor kids perform worse<lb />in school, more poor kids die early,<lb />babies from poor families weigh, less<lb />than their counter part, and poor<lb />people have more difficulty accessing<lb />systems open to others. As Chairman<lb />of the Martin, Pitt, Beaufort<lb /><lb />Community Action program,<lb />Melvin is programmatically<lb />responsible for eliminating poverty<lb />in these areas, Melvin is responsible<lb />for the following head _ starts;<lb />St.Gabriel Head Start Centers,<lb />Everetts Head Start in Everetts, and<lb />Martin County Community Action,<lb />Inc. Head Start Program. Over 400<lb />poor children are prepared for<lb />public school. In addition, 130<lb />homes this year has either been<lb />repaired or weatherized. This<lb />requires Melvin to oversee a 3<lb />million dollar annual budget. Melvin<lb />demands that each client from 1-100<lb />be treated with respect and<lb />compassion.<lb /><lb />and right-wing politics. He was a full<lb />partner of a major investment house<lb />on Wall Street, Salomon Brothers. In<lb />1973, under Nixon, Simon was made<lb />federal "energy czar," despite his<lb />espoused dislike of government. It was<lb />government, Simon maintained, that<lb />had caused the energy debacle. "All<lb />governments know how to do," he<lb />declared, "is to compound the problem<lb />that government created in the first<lb />place. ? He nonetheless remained part<lb />of the new right-wing governing elite<lb />when Watergate forced Nixon to<lb />resign. Simon agreed to serve as<lb />Secretary of the Treasury under<lb />Nixon's successor Gerald Ford. Under<lb />Reagan, in the early 1980s, Simon<lb />helped funnel private right-wing funds<lb />to Oliver North's secret government<lb />within the government that smuggled<lb />illicit arms to the contras against the<lb />Sandinista regime in Nicaragua.<lb /><lb />His popularity and fund-raising<lb />abilities made Simon a power. He cast<lb />a vast otganizational presence within<lb />the radical right. In Blumenthal's<lb />phrase, he "controlled the wellsprings<lb />of fundirig [to] make the movement<lb /><lb />green." In 1977, Simon won an_ tanks<lb /><lb />influential position that carried prestige<lb />and vast funding potential. He became<lb />the President of the John M. Olin<lb />Foundation, and made it one of the<lb />major sources of millions . in<lb />contributions to radical right causes.<lb />He was also on the boards of the<lb />Heritage Foundation, the Hoover<lb />Insttuton, and the Manhattan<lb />Institute - all major generating centers<lb />of nght-wing thought and action. He<lb />wrote two influential books, Time for<lb />Truth (1979) and A Time for Action<lb />(1980) detailing his case against "stupid,<lb />despotic" liberalism, whose<lb />championing of equal rights was  oa<lb />morbid assault on both ability and<lb />justice." Liberal leaders, he wrote,<lb />constituted "as stubborn and ruthless a<lb />tuling elite as any in history and worse<lb /><lb />and<lb /><lb />Americans incarcerated in all state<lb />ptisons stood at 187,500. By 1991,<lb />the number had reached 711,700.<lb />Nearly two-thirds of all state<lb />prisoners in 1991 had less than a<lb />high school education. One third of<lb />all prisoners were unemployed at<lb />the time of their arrests.<lb />Incarceration rates by the end of<lb />the 1980s had soared to<lb />unprecedented rates, especially for<lb />black Americans. As of December<lb />1989, the total US rison<lb />population, including _ federal<lb />Institutions, exceeded one million<lb />for the first time in history, an<lb />incarceration rate of the general<lb />population of one out of every 250<lb />citizens.<lb /><lb />For African Americans, the<lb />rate was over 700 per 100,000, or<lb />about seven times more than for<lb />whites. About one half of all<lb />ptisoners were black. Twenty-three<lb />percent of all black males in their<lb />twenties were either in jail or<lb />prison, on parole, probation, of<lb />awaiting trial. The rate of<lb />incarceration of black Americans in<lb />1989 had even surpassed that<lb />experienced by blacks who still<lb />lived under the apartheid regime of<lb />South Africa.<lb /><lb />By the early 1990s, rates for all<lb />types of violent crime began to<lb />plummet. But the laws which sent<lb />offenders to prison were made even<lb />more severe. Children were<lb />increasingly viewed in courts as<lb />adults, and subjected to harsher<lb />penalties. Laws like California's<lb /> three strikes and you're out"<lb />eliminated the possibility of parole<lb />for repeat offenders The vast<lb />majority of these new prisoners<lb /><lb />x<lb /><lb />To become a Commissioner<lb />tepresenting our community, one<lb />tmust be keenly sensitive to the<lb />specific needs we hold dear. It *is<lb />inconceivable that one could serve<lb />without having had an_ integral<lb />relationship with the local civil<lb />rights, organizations, Case-in-point:<lb />Melvin championed our cause when<lb />he single-handedly went before the<lb />Greenville City Council to petition<lb />extending Martin Luther King Drive<lb />west of Fifth Street to the beltway<lb />(by-pass) and East of Tenth Street.<lb />As the Chairman of the state<lb />Southern Christian  "_ Leadership<lb />Conference, an officer of the local<lb />board and a citizen practicing the<lb />principles of Martin Luther King,<lb />Melvin was compelled to speak truth<lb />to power. Whether marching for an<lb />end to crime in our community, .<lb />better relationship between law<lb />enforcement and the community, or<lb />economic justice for those caught in<lb />the web of poverty, Melvin was<lb />locked hand-in-hand with local<lb />leadership. He picked up where Powell had<lb />left off. His goal was to defeat the<lb /> oLiberal Establishment, ? and to replace<lb />it by planting right-wing cadres as the<lb />dominant force in politics, media,<lb />academia, and the courts. They would<lb />constitute an alternative power that he<lb />labeled the "counter-intelligentsia," ? a<lb />vast network of new conservative<lb />thought that would challenge and<lb />overwhelm seemingly omnipotent<lb />liberalism. Under Simon, Olin funded<lb />ptograms in law and economics,<lb />political science,  business, and major<lb />fellowships and endowed chairs at<lb />major American universities including<lb />Harvard and Yale. With<lb />neoconservative _theoretician<lb />Kristol, he created the Institute for<lb />Educational Affairs, which would<lb />chur out young activists from<lb />universities and right-wing leadership<lb />programs to staff the institutes, think<lb /><lb />» and journals of the<lb />counter-intelligentsia that moved<lb />ublic opinion rightward.<lb />imon-izing a Network -<lb /><lb />Though he died in 2000, the influence<lb />of the organizations that Simon's<lb />leadership and money helped to build<lb />has been pervasive. Among other things,<lb />according to People for the American<lb />Way, they "stirred up" activism from the<lb />national to the local level, funded<lb />"scholars to push the _ intellectual<lb />boundaries of the issues, graduate<lb />students to form the next wave of<lb />scholarship and movement leadership,<lb />and college newspapers to shape the<lb />milieu in which American's next<lb /><lb />generation...comes to its political<lb /><lb />awakening. ?<lb />The impetus toward industrial<lb />deregulation that took root within the<lb />]<lb /><lb />were non-violent offenders, and<lb />many of these were convicted of<lb />drug offenses that carried long<lb />prison terms. In New York, a state<lb />in which African Americans and<lb />Latinos comprise 25% of the total<lb /><lb />population, by 1999 they<lb />represented 83% of all state<lb /><lb />tisoners, and 94% of all<lb />individuals convicted on drug<lb />offenses.<lb /><lb />The pattern of racial bias in<lb />these statistics is confirmed by the<lb />research of the US Commission on<lb />Civil Rights, which found that while<lb />African Americans today constitute<lb />only 14%. of all drug users<lb />nationally, they are 35% of all drug<lb />arrests, 55% of all drug convictions,<lb />and 75% of all prison admissions<lb />for drug offenses. Currently, the<lb />racial proportions of those under<lb />some type of correctional<lb />supervision, including parole and<lb />probation, are one-in-fifteen  T for<lb />young white males, one-in-ten for<lb /><lb />young Latino males, and<lb />one-in-three for young<lb />African-American males..<lb /><lb />Statistically today, more than eight<lb />out of every ten African-American<lb />males will be arrested at some point<lb />in their lifetime.<lb /><lb />Guard tower © Michael<lb />Jackson-Hardy, from Behind the<lb />Razor Wire, New York University<lb />Press<lb /><lb />The latest innovation  " in<lb />American corrections is termed<lb />"special housing units" (SHU), but<lb />which prisoners also generally refer<lb />to as The Box. SHUs are uniquely<lb />designed solitary confinement cells,<lb />in which prisoners are locked down<lb />for 23 hours a day for months or<lb /><lb />Democratic administration of Jimmy<lb />Carter was generated by academic-style<lb />"scholars" of the American Enterprise<lb />Institute, a major recipient of Simon's<lb />largesse from Olin. The campaign to<lb />rivatize Medicare, under the rubric of<lb />'reform," has been pushed with<lb />diligence by the Heritage Foundation<lb />since the 1980s. Heritage "scholars"<lb />drew up the programs and policies of<lb />the Reagan Administration in a volume<lb />called Mandate for Leadership. Many<lb />were carried out. Hundreds of young<lb />cadres in policy-making and<lb />government contributed to the<lb />volume. More than 30 of them were<lb />hired by the Reagan Administration,<lb />including the controversial William<lb />Bennett as Secretary of Education, and<lb />James Watt as Secretary of the Interior.<lb />The movement's network has offered<lb />promising career paths to young<lb />activists ever since. Campaigns for<lb />public school privatization through<lb />school voucher programs have been<lb />spurred through the efforts and<lb />funding of the Bradley Foundation.<lb /><lb />The Smith Richardson Foundation<lb />was the incubator of so-called<lb /> osupply-side ? economics, the perverse<lb />school of "voodoo economics"<lb />(according to George H.W. Bush) that<lb />holds that the benefits of tax-cuts for<lb />the wealthy will somehow trickle down<lb />from the privileged to those lower on<lb />the totem pole. Most recently<lb />employed by George W. Bush and the<lb />tax-cutting Republican majority in<lb />Congress, supply-side policy has<lb />resulted in economic class warfare, and<lb />a vast and ever-widening gap between<lb />those who earn more than $200,000<lb />per year and the rest of us. Carried to<lb />its logical extreme, the ideological<lb />platform pursued by William Simon<lb />has morphed into the policy excesses<lb />of today over which the Bush<lb />Administration presides.<lb />Fault Lines on the Right<lb /><lb />From out of the political wilderness<lb />to dominion in Washington, the<lb />once-derided "crazies" of the radical<lb />right have, in the words of John<lb />Mickelthwaite and Adrian Wooldridge<lb /><lb />even years at a time. SHU cellblocks<lb />are electronically monitored, pre-<lb />fabricated structures of concrete<lb />and steel, about 14 feet long and 8<lb />feet wide, amounting to 120 square<lb />feet of space. The two inmates who<lb />are confined in each cell, however,<lb />actually have only about 60 square<lb />feet of usable space, or 30 square<lb />feet per person. .<lb /><lb />All meals are served to<lb />prisoners through a thin slot cut<lb />into the steel' door. The toilet unit,<lb />sink and shower are all located in<lb />the cell. Prisoners are permitted one<lb />hour "exercise time" each day in a<lb />small concrete balcony, surrounded<lb />by heavy security wire, directly<lb />connected with their SHU cells.<lb /><lb />Educational and rehabilitation<lb />programs for SHU prisoners are<lb />prohibited.<lb /><lb />As of 1998, New York State<lb />had confined 5700 state prisoners<lb />in SHUs, about 8% of its total<lb />inmate population. Currently under<lb />construction in Upstate New York<lb />is a new 750 cell maximum security<lb />SHU facility, which will cost state<lb />taxpayers $180 million. Although<lb />Amnesty International and human<lb />rights groups in the US have widely<lb />condemned SHUs, claiming that<lb />such forms of imprisonment<lb />constitute the definition @f-torture<lb />under international law, other states<lb />have followed New York's example.<lb />As of 1998, California had<lb />constructed 2942 SHU beds,<lb />followed by Mississippi (1756),<lb />Arizona (1728), Virginia (1267),<lb />Texas (1229), Louisiana (1048) and<lb />Florida (1000). © Solitary<lb />confinement, which historically had<lb />been defined even by corrections<lb /><lb />of The Economist, "out-organized,<lb />out-fought, and out-thought liberal<lb />America the past 40 years. And the left<lb />still shows no real sign of knowing how<lb />to fight back" [emphasis added].<lb /><lb />However, the signs of ideological wear<lb />and tear are becoming evi as the<lb />right-radical policies of the Bush regime<lb />come into direct conflict with the<lb />injunctions of classical conservatism. To<lb />cite examples:<lb /><lb />Though shalt not indulge in fiscal<lb />ity. Bush's tax cuts have<lb />ted to record depths  " a deficit in the<lb />current budget year of between $400-500<lb />billion ~ causing consternation among<lb />Republican ranks in the Congress.<lb /><lb />Though shalt not engage in foreign<lb />adventuring. The botched: war in T Iraq<lb />has undermined America's standing in<lb />the world, cost taxpayers $5 billion a<lb />month, and claimed many thousands of<lb />human lives. The price of impert<lb />adventuring is stéep indeed. As y<lb />Pat Buchanan comervates increase ,<lb />point out, if you play at being an empire,<lb />you're in of losing the republic.<lb />And members of the ideological nght at<lb />the state and local levels ate restively .<lb />watching their own budgets wither as a<lb />result of both Iraq and those tax cuts.<lb /><lb />From the cefiter to the left, funders<lb /><lb />and activists must study the means and<lb />methods of the radical right in order to<lb />reverse the damage. Communicating<lb />effectively outreach to<lb />disillusioned and alienated voters is a<lb />key. So are efforts to mobilize and<lb />activate the young. Uniting on common<lb />objectives is another. To become a.<lb />viable alternative for a majority of<lb />Americans, "it all has to<lb />manufactured from a center of<lb />conviction and enetgy," with infinite<lb />patience for the long haul.<lb />[Among other works, the author is<lb />indebted to Sidney Blumenthal's<lb />eloquent history of the emergence of the<lb />new conservatism, The Rise of the<lb />Counter-Establishment (Times Books,<lb />1981), now sadly out of print, for its<lb />lucidity and political acumen]<lb /><lb />the F uture of Black America<lb /><lb />officials as an extreme disciplinary<lb />measure, is becoming increasingly the<lb />norm.<lb /><lb />The introduction of SHUs<lb />reflects a general mood in the<lb />country that the growing penal<lb />population is_essentially beyond<lb />redemption. If convicted felons cease<lb />to be viewed as human beings, why<lb />should they be treated with any<lb />humanity? This question should be<lb />elevated and discussed in every<lb />African-American and _Latino<lb />neighborhood, community center,<lb />religious institution, and union hall<lb />across this country. Because the<lb />overwhelming human casualties of<lb />this racist leviathan are our own<lb />children, afents, sisters, and<lb />brothers. Those whom this brutal<lb />system defines as being  obeyond<lb />redemption" are ourselves.<lb /><lb />Costs of the system<lb /><lb />What are the economic costs for<lb />American society of the vast<lb />expansion of our prison-industrial<lb />complex? According to criminal<lb />justice researcher David Barlow at<lb />the University of Wisconsin at<lb />Milwaukee, between 1980 and 2000,<lb />the combined expenditures of<lb />federal, state, and local governments<lb />on police have increased about<lb />400%. Corrections expenditures for<lb />building new prisons, upgrading<lb />existing facilities, hiring more guards,<lb />and related ~ "s costs, _ "_ "increased<lb />approximately one thousand percent.<lb />Although it currently costs about<lb />$70,000 to construct a typical prison<lb />cell, and about $25,000 annually to<lb />supervise and maintain each prisoner,<lb /><lb />See Racisim Page 4<lb /><lb /></p>

People sent letters<lb />to members of Congress and to the<lb />White House.<lb /><lb />And President __ Kennedy<lb />responded on June Ilth in a<lb />nationally televised address to the<lb />nation, and he urged the Congress<lb />to pass the Civil Rights Act.<lb /><lb />The Congress debated that act<lb />Jor many days and long nights, and<lb />it was finally passed. For<lb />youths charged with drug offenses,<lb />blacks are 48 times more likely than<lb />whites to be sentenced to juvenile<lb />prison. White youths charged with<lb />violent offenses are incarcerated on<lb />average for 193 days after trial; by<lb />contrast, African-American youths<lb />are held 254 days, and Latino<lb />youths are incarcerated 305 days.<lb />What seems clear is that a new<lb />leviathan of racial inequality has<lb />been constructed across our<lb />country. It lacks the brutal<lb />simplicity of the old Jim Crow<lb />system, with its omnipresent<lb />"white" and "colored" signs. Yet it<lb />is in many respects potentially far<lb />more devastating,  because it<lb />presents itself to the world as a<lb />system that is truly color-blind. The<lb />black freedom struggle of the 1960s<lb />was successful largely. because it<lb />convinced a majority of white<lb />middle class Americans that Jim<lb />Crow was economically inefficient,<lb />and that politically it could not be<lb /><lb />a large yellow sign over the door at  "<lb />Prison.<lb /><lb />the public entrance to the<lb />The sign reads:<lb /><lb />doors pass some of<lb />corrections<lb />world. ? He<lb />explained that his supervisors didn't care<lb />what was being transported, so long as the<lb />trucks drove as many times as possible<lb />from one end of the country to the other.<lb /><lb />"The paperwork I curried had no<lb />details about the contents of our cargo -<lb />basically all they were looking for was the<lb />number of trucks with freight on them<lb />(but) a related problem was that KBR<lb />would run trucks empty quite often,"<lb />Wilson said. "Sometimes they would have<lb />five empty trucks, sometimes they would<lb />have a dozen. One time we ran 28 trucks<lb />and only one had anything on it. There<lb />were several times when we had empty<lb />trucks both on the way to Anaconda and<lb />then on the way back to Cedar II. I don't<lb />understand why KBR would have placed<lb />our lives in danger that way for no reason. ?<lb /><lb />He also described what appeared to<lb />be a complete lack of cost controls and<lb />systems to maintain equipment properly.<lb />"When I arrived at Arifjan in Kuwait<lb />last November, I noticed 50 to 100 brand<lb />new trucks sitting there unused," Wilson<lb />remembered. "Five months later, when I<lb />came home. A large number of trucks were<lb />still there, not being used. These are $85,000<lb />(or more) Mercedes and Volvo trucks.<lb /><lb />"As every other trucker working on<lb />those convoys will tell you, KBR had<lb />virtually no facilities in phce to do<lb />maintenance on these trucks. There were<lb />absolutely no oil filters or fuel filters for<lb />months on end. I begged for filters but<lb />never got any. I was told that oil<lb />were Out of the question. KBR removed all<lb />the spare tires in Kuwait. So when one of<lb />Our trucks got a flat tire on the highway, we<lb />just had to leave it there for the Imqis to<lb />loot, which is just crazy. | remember saying<lb />to myself when it happened, 'You just lost<lb />yourself an $85,000 truck because of a spare<lb />tire. We lost a truck because we didn't have<lb />$25 hydraulic line to assist the chitch."<lb /><lb />Another former  "_ Halliburton<lb />employee, Mike West, said that ptior to<lb />Halliburton, he had working as an area<lb /><lb />Enerpy with a yearly<lb />salary of $70,000. "When heard about 4<lb />chance to eam more with Halliburton, |<lb />called them up," he said. "After just a few<lb />minutes, the woman said I was hired as a<lb />labor foreman at a salary of $130,000. I<lb />didn't even have to send in a resume. ?<lb /><lb />When he amived, West exphined he<lb />was paid despite the fact that he had no<lb />work. "I only worked one day out of six in<lb />Kuwait," he explained. "That day, a<lb />supetvisor told me to operate a forklift. I<lb />exphined that I didn't have a license to<lb />operate a forklift or any experience The<lb />response was: 'It's easy and no one will<lb />know."<lb /><lb />ee<lb /><lb />i<lb />3<lb /><lb />an<lb /><lb /> :<lb /><lb />oe<lb /><lb />Won. Geowatan, ong<lb /><lb />When West got to Camp Anaconda<lb />in southem Iraq, he says that he didn't have<lb />any work to do. Nor did most of the other<lb />35 workers. The supervisors told them to<lb />walk around and look busy. Then they<lb />went to a camp in Al Asad, where they had<lb />only one day of work out of five days. They<lb />were told to bill for 12 hours of labor every<lb />day. From there, his group was. sent<lb />Falluyah for six weeks, where once again he<lb />had almost no work to do except help with<lb />secunty and follow Iragi workers around to<lb />make sure they cleaned the toilets properly.<lb /><lb />"One day, I was ordering some<lb />equipment. | asked the if it<lb />was OK to order a dil, ? West said. "He<lb />said to order four. I responded that we<lb />didn't need four. He said: Don't worry<lb />about it. It's a cost-plus contract T I asked<lb />him,  So basically, this is a blank check? The<lb />camp manager laughed and said, 'Yeah' He<lb />repeated this over and over again to the<lb />employees." |<lb /><lb />As a Haliburton employee, I was<lb />disappointed by all of the company's lies<lb />and disorganization. As a taxpayer, I'm<lb />disgusted by all of the money spent by<lb />Halliburton to pay employees to do<lb />nothing."<lb /><lb />A third person who submitted<lb />testimony to Waxman's office was Marie de<lb />Young, who had previously worked for the<lb />military for 10 years, rising to the level of<lb /><lb />"captain. De Young, who had also authored<lb /><lb />two books about women in. the military,<lb />worked for Halliburton in Kosovo and was<lb />hired in December to help oversee<lb />Operation Iraqi Freedom contracts in<lb />Kuwait.<lb /><lb />"I soon discovered that there was not<lb />a complete up-to-date list of all of the<lb />sub-contracts.. also, the document control<lb />department had provided incorrect lists to<lb />all of the task order managers from an<lb />maccurate database," she said.<lb /><lb />In January and February 2004, a series<lb />of articles in the media, especially inthe<lb />Wall Street Journal, chronicled  " the<lb />overcharging T arid fraud in Halliburton's<lb />operations. In response Halliburtott hired '<lb />what it dubbed the "Tiger Team" to audit<lb />and correct problems. De Young worked<lb />Closely with the team and discovered not<lb />only that it did not correct anything, but<lb />that the team contin  oquestionable<lb />auditing and administration practices."<lb /><lb />"When the  liger Team examined a<lb />subcontract, they just checked to make sure<lb />that all the forms were in the file," she said.<lb />"They didn't assess the reasonableness of<lb />the price or consult with site managers. The<lb />team's sole purpose was to close as many<lb /><lb />N<lb /><lb />Page 5<lb /><lb />re a 2<lb />a rm, f *<lb />  2 a<lb /><lb />eR<lb /><lb />subcontracts as possible, under the mistaken<lb />assumption that everything that was closed<lb />ptior to the arrival of  the goverment aucht<lb />team would be exempt from further scrutiny.<lb />For three months, this Tiger Team occupied<lb />waterfront villas at the Hilton hotel and<lb />shuffled papers, but did nothing to effectiveh:<lb />clean up old subcontracts.<lb /><lb />"We were instructed to Pay invoices<lb /> without verifying whether services were<lb />delivered. I personally told a KBR Tiger<lb />Team member not to pay an invoice that I<lb />knew was a double billing (but) the long term<lb />KBR employee told me I didn't know what I<lb />was doing. ?<lb /><lb />De Young says that Halkburton paid<lb />the Kuwaiti subcontractor la Nouvelle S100<lb />pet bag for lundty services "four times more<lb />than they were paying elsewhere. That added<lb />up to more than $1 million per month.<lb />Another time, the company ordered 37,200<lb />cases of soda at $1.50 a case, but was<lb />delivered only 37,200 cans, resulting in<lb /><lb />charges that were five times the normal<lb /><lb />wholesale cost for the drinks:<lb /><lb />Halkiburton housed  the  liver  Team at<lb />the five-star Kempinski Hotel for $10,000<lb />per employee per month. At the same time,<lb />soldiers were required to live in tents at a cost<lb />of $1.39 a day. The military requested that<lb />Halliburton employees move into the tents,<lb />but they refused, De Young said. :<lb /><lb />"The Halliburton corporate culture is T<lb />one of intimidation and fear," De Young:  T<lb />said. "I had been advised by subcontract *<lb />administrators who quit the company that<lb />employees get moved around when they get _<lb />too close to the truth. I personally observed T<lb />and experienced this as a routine compafy<lb />practice. (Together<lb />Redirecting Youth) program, is using<lb />the police department to help rather<lb />than lock up troubled youth."<lb /><lb />"They come every day and they<lb />go straight to the police department.<lb />We give them access to the Internet.<lb />They do their homework at the police<lb />station. My staff comes from behind<lb />the desk and the children take over.<lb /><lb />. We teach them office skills. We show<lb />them value and love, ? Davis says.<lb /><lb />"We call'it giving an overdose of<lb />support services for that child. In<lb />other words, while the parents may be<lb />drug addicted, it doesn't mean that<lb />child can't make it. They may say, I go<lb />to the gang because it's protection. I<lb />go to the gang because they feed me. |<lb />go to the gang because it's my family.<lb />What we're going to have to do is<lb />make sure that child is eating every<lb />day, that we remove all of the factors<lb />that our children have tofd us as<lb />reasons for them going to gang<lb />activity. We take those arguments off<lb />the table."<lb /><lb />And the program is working, says<lb />Davis, who is also president and<lb />founder of Black Cops Against Police<lb />Brutality.<lb /><lb />"Two children last year who<lb />failed every subject, they were 15 and<lb />16, they were held back in the 9th<lb />grade and now are on honor roll. ?<lb /><lb />Such support and encouragement<lb />is crucial says Mary Lee Alien, director<lb />of Child Welfare and Mental Health<lb />Division at the Washington, D.C.<lb />based Children's Defense Fund, a<lb />non-profit organization that researches<lb />and advocates on behalf of children."<lb /><lb />G<lb /><lb />"We try to ensure that there are<lb />comprehensive services and s<lb />available to the children and the<lb />families because you can't separat®<lb />child from the family and community in<lb />which they're living and in which th<lb />being raised," she says.
