But it has been more than a<lb /><lb />to Reagan Ts death: namely, either<lb />black and brown folks are poster<lb />children for insensitivity, or petha<lb />they know something that white f iks<lb />don Tt, or would rather ignore.<lb /><lb />The former of these is not likely -<lb /><lb />~ after all, millions of black folks<lb />actually forgave George Wallace for<lb />God Ts sake when he did a partial mea<lb /><lb />One of Black America's Most  oBree Holidays<lb /><lb />Juneteenth....<lb /><lb />by Ryan Paul Ha:<lb />Ellen immortalized<lb /><lb />Ralph<lb /> oJuneteenth, ? the annual celebration<lb />of the anniversary of June 19, 1865,<lb />when the enslaved Africans in Texas<lb /><lb />were emancipated, in his<lb />posthumous novel of the same name.<lb /><lb />Ellison's title refers to the date<lb />when Union General Gordon<lb />Grander rode horseback _ into<lb />Galveston, Texas and announced to<lb />no 250,000 slaves that President<lb />A Lincoln, with a stroke of a<lb />on the  "_ Emancipation<lb /><lb />on Januaty 1, 1863  " more than two Mis<lb /><lb />Upon heating the news, the<lb />reaction of  the newly freed saves<lb />wasn't a a+ . *<lb />: however,  " the<lb /><lb />Emancipation Proclamation did not<lb /><lb />free any slaves, its terms were carefully -<lb /><lb />limited to those areas under the<lb />control of the and thus<lb />beyond the reach of federal law.<lb /><lb />Indeed, it wasn't until.2.¥ years of this<lb />Proclamation, when 1<lb /><lb />but not for killing the chicken's<lb />owner. Many other seaten Mere<lb /><lb />a.<lb />arrived in Texas with the news of<lb />slavery's end, and the power to<lb />enforce the proclamation, that<lb />Lincoln's proclamation finally made<lb /><lb />slaves free. This delay, Ellison said, &amp; is<lb />a "symbolic acknow t that<lb />liberation is a never. task of<lb />self, group and nation."<lb /><lb />Today, Juneteenth is a vivid<lb />historical e that obtaining<lb />rights at law not necessarily<lb /><lb />confer rights that have actual force. It<lb />is for this reason that Juneteenth<lb />celebrants are often conflicted.<lb /><lb />On one hand, Juneteenth marks<lb />the Republicans T critical recognition<lb />that unless action was taken to<lb />safeguard the freedmen's status,<lb />Democrats would force Blacks back<lb />into slavery, thereby sustaining the<lb />economic dispute that led to Civil<lb />War. In recognition of the<lb /><lb />entrenched white resistance to Black<lb /><lb />emancipation, the post-Civil War<lb />Congress enacted the Thirteenth,<lb />Fourteenth and Fifteenth<lb />Amendments, which ended slavery,<lb />made former slaves citizens, and<lb />protected them from future white<lb /><lb />Supremacy by granting them the right<lb />to vote free of racial discrimination.<lb />On the other hand, Juneteenth marks<lb /><lb />the time when the newly enfranchised<lb />Black population in the South met<lb />massive resistance from whites.<lb />Among other things, this resistance<lb />took the form of a century of poll<lb />taxes, grandfather clauses, lit<lb />requirements, and disfranchisement<lb />policies.<lb /><lb />The struggle continued with the<lb />passage of the Voting Rights Act of<lb />1965 and now many, but not all,<lb />barners used to prevent Blacks from<lb /><lb />the effective use of their votes are<lb />unconstitutional or illegal. One<lb />vestige of slavery, however, endures:<lb />felon disfranchisement laws.<lb /><lb />Felon disfranchisement laws are<lb />State statutes that prohibit people<lb />with felony convictions from voting.<lb />In an attempt to prevent newly-freed<lb /><lb />Blacks from voting after the Civil.<lb /><lb />War, many state legislators tailored<lb />their felon disfranchisement laws to<lb />require the loss of voting rights only<lb />for those offenses committed mostly<lb />by Blacks. .<lb />For example, the 1890<lb />ississippi constitutional convention<lb />ired disfranchisement for such<lb />crimes as theft, and<lb />receiving money<lb />pretenses, but not for robbery or<lb />discrimi said<lb />iscriminatory laws were guided by<lb />the belief that Blacks engaged in<lb />crime were more likely to commit<lb />furtive offenses than the more robust<lb />Through the convoluted  oreasoning ?<lb />is provision, one would...be<lb /><lb />New York to Alabama, have also<lb />intentionally and effectively utilized<lb />felon disfranchisement laws to<lb />prevent Blacks and other racial<lb />minorities from voting.<lb /><lb />Not surprisingly, felon<lb />disfranchisement _ statutes, _ "_as<lb />intended, have _ served to<lb />disproportionately weaken the voting<lb />power of Black and Latino<lb />communities. This disparate effect<lb />results largely om the<lb />disproportionate enforcement of the<lb /> owar on drugs ? in Black and Latino<lb />communities, which has expanded<lb /><lb />nentially the class of persons<lb />subject to disfranchisement.<lb /><lb />Today, with nearly 2.1 million<lb />Americans incarcerated, the effects<lb />of our nation's reliance on mass<lb />incarceration as a primary means of<lb /><lb />control in the era of the "war on T<lb /><lb />drugs" is more profound than ever.<lb />As a result, 4.65 million Americans<lb />nationwide - an  overwhelmi<lb />number of whom are Black and<lb />Latino  " are disfranchised. Nowhere<lb />are the effects of felon<lb />disfranchisement more prominent<lb />than in the Black community, where<lb />1.4 million Black males, or 13<lb />percent of the adult Black<lb />population, are disfranchised.<lb /><lb />The felon  disfranchisement<lb />henomenon is most destructive in<lb />lack and Latino neighborhoods<lb /><lb />because these communities are often<lb /><lb />eracy disproportionately Plagued  " with<lb /><lb />socioeconomic ills -<lb />including concentrated poverty and<lb />substandard housing, healthcare and<lb />education. As a result, people in<lb />these communities have even less of<lb />an opportunity to effect positive<lb /><lb />numerous<lb /><lb />false Main<lb /><lb />ree At Last?<lb /><lb />change through the political process.<lb /><lb />Not only ht but felon<lb />disfranchisement laws also serve to<lb />discourage eligible and future voters<lb />from Se the learned behavior<lb />of voting. In doing so, these laws<lb />create a culture of political<lb />nonparticipation that erodes civic<lb />engagement and marginalizes the<lb />votes and voices of community<lb />members who remain engaged, but<lb />who are deprived of the collective<lb />power of the votes of disfranchised<lb />relatives and neighbors.<lb /><lb />Although common in the United<lb />States, felon disfranchisement statutes<lb />are mot a necessary feature of our<lb /><lb />articipatory democracy. Indeed,<lb />Mai e and Vermont have no such<lb />statutes and permit all people with<lb />felony convictions  " including those<lb />both currently incarcerated and<lb />formerly incarcerated  " to vote. Some<lb /><lb />"States restore voting rights to formerly<lb /><lb />incarcerated persons once they have<lb />served their entire prison sentence.<lb />But similar to the slaves in Texas<lb />many fo: incarcerated . per<lb /><lb />are  o0 informed that thelr Young<lb />rights have T been restored, and<lb />although technically free to vote,<lb />remain voteless. In other states, the<lb />difficulty of navigating one's way<lb />through the impenetrable restoration<lb />process turns many eligible, formerly<lb />incarcerated voters away.<lb /><lb />Unfortunately, more than a<lb />century after General Granger<lb />announced to the slaves in Texas that<lb />they were free, and nearly 40 years<lb />after the passage of the Voting Rights<lb />Act of 1965, increasing numbers of<lb />Blacks and Latinos nationwide are<lb />losing their voting rights daily.<lb /><lb />Today, there are new frontiers for<lb />the expansion of civil rights, and old<lb />battles that remain unfinished.<lb />Reform of felon disfranchisement<lb />laws is long overdue.<lb /><lb />Ellison remarked that "there've<lb />been a heap of Juneteenths gone by<lb />and there'll be a heap more before<lb />we're free." 1 Juneteenth<lb />anniversaries certainly constitutes a<lb />"heap." In the spirit of Juneteenth's<lb />legacy, and in the interest of<lb />experiencing the illusive freedom that<lb />Ellison referenced, it is time for the<lb />United States to break down the walls<lb />that literally lock citizens out of the<lb />political process so that next<lb />Juneteenth we can move one step<lb />closer to truly celebrating freedom.<lb /><lb />Ryan Paul Haygood is an Assistant<lb />Counsel dt NAACP Legal Defense and<lb />Educational Fund, Inc. You are not only<lb />losing valuable stock by hangings,<lb />you are having uprisings, slaves are<lb />running away, your crops are<lb />sometimes left in the fields too<lb />long for maximum profit, you<lb />suffer occasional » your<lb />animals are killed. Gentlemen, you<lb />know what your problems are; |<lb />do not need to elaborate. I am not<lb />here to enumerate your problems,<lb />I am here to introduce you to a<lb />method of solving them.<lb /><lb />In iny here, I have a fool<lb />roof malo for controlling yout<lb />lack slaves I guarantee everyone<lb /><lb />of you that if installed correctly it<lb /><lb />will control the slaves for at least<lb />300 years. My method is simple.<lb />Any member of your family or your<lb />overseer can use it. I have outlined a<lb />number of differences among the<lb />slaves; and | take these differences<lb />and make them bigger. I use fear,<lb />distrust, and envy for control<lb />purposes These methods have<lb />worked on my modest plantation in<lb />the West Indies and it will work<lb />throughout the South. On top of my list<lb />is "Age", the second is "Color" or<lb />shade, there is intelligence, size, sex,<lb />size of plantations, status on<lb />plantation, attitude of owners,<lb />whether the slaves live in the valley,<lb />on a hill, East, West, North, South,<lb />have fine hair or coarse hair, or is<lb /><lb />- tall. or erpetually distrustful, Thank<lb /><lb />you, gentlemen.<lb /><lb />*\<lb /><lb />ar<lb /><lb />| What white folks ignore, but<lb />what most black folks can never<lb />forget, is how Reagan opposed the<lb />Civ Rights Act at the time of its<lb />passage, calling it an unwarranted<lb /><lb />i<lb /><lb />Maybe they have burned in their<lb />memories the<lb /><lb />only. aff<lb />hamburger, or how Reagan fabricated<lb />a story about a  owelfare queen ? from<lb /><lb />| Chicago with 80 names, 30 addresses,<lb /><lb />and 12 Social Security cards, receiving<lb />over $150,000 fey aire<lb />That Reagan. pi i as the<lb />site of this en ficti woman,<lb />and not some white rural area<lb />where there were plenty T of welfare<lb />recipients too, was hardly lost on<lb />African Americans.<lb /><lb />Perhaps black folks and other<lb /><lb />people of color remember the words<lb />of former \ R Education<lb />Secretary Terrell  who noted in<lb /><lb />his memoir how racial slurs were<lb /><lb />intrusion on the rights of businesses, { {ie<lb /><lb />and never repudiated his former<lb />stand. -<lb /><lb />Or that as Governor<lb />struggle for fair and open housing, by<lb />saying that blacks were just  omaking<lb /><lb />trouble ? and had no intention of |<lb /><lb />movi into white<lb />neighborhoods.<lb /><lb />Perhaps they have a hard time<lb />forgetting that of all the places<lb />Reagan could have begun his<lb />campaign for the Presidency in 1980,<lb />he had to choose Philadelphia,<lb /><lb />mostly<lb /><lb />Mississippi: a town famous only for<lb /><lb />the 1964 murder of three civil rights<lb />workers. As expected, the prison<lb />population grew by 2.9 percent in<lb />2003, even as the crime rate<lb />decreased. Additionally, more Black<lb />males remain in prison than in<lb />college, the only group in the world<lb />with this distinction.<lb /><lb />The reasons that there are more<lb />African American males in prison<lb />than college are many, not the least<lb />of which is failed education systems.<lb /><lb />High Turn Out ov No Show<lb /><lb />Contiues from Page 1<lb /><lb />Johnson.<lb /><lb />Rouse felt that it was the in the<lb />interests of the black community to<lb />have representation in a district that<lb />has become heavily black  " since<lb />redistricting.<lb /><lb />Willingham said he was<lb />"extremely happy" with Rouse's<lb />decision to support him. He added<lb />that, "Mr. Rouse and I are ve<lb />friends and he feels like he didn't want<lb />to be in a position to take votes away<lb />from me." He added that Rouse was<lb />more in getting someone to represent<lb /><lb />prison than college boys, Black or White<lb /><lb />We frequently hear of the Black<lb />male prison statistics, but rarely do<lb />we hear about the Black male<lb />educational Crisis. Indeed,<lb />two-thirds of those in prison came<lb />without a high school diploma,<lb /><lb />Memonstrating a stron connection<lb /><lb />§ between. .a.. failed edocotis ion...ai<lb />prison incarceration. Combine a<lb /><lb />. failed education with other societal<lb /><lb />n...and<lb /><lb />factors such as the unavailability of<lb /><lb />unskilled employment, the<lb />prevalence of drugs, as well as<lb />racism and injustice, and it<lb /><lb />becomes very clear how the lack of<lb />quality education may lead to a<lb />downward spiral toward prison.<lb />Why is it, however, that African<lb />American males are far more<lb />affected than females? Once again<lb />the answer can be found in our<lb /><lb />educational _ " process. . Several<lb />months ago, a study by the<lb />Southern Regional ~ " Education<lb /><lb />Board reinforced what educators<lb />have known for a long time  "<lb />boys, Black or White than girls and<lb />are less academically motivated.<lb />The study collected data from<lb />1,000 high schools throughout the<lb />country and found stark differences<lb />in attitudes about education<lb />between the genders. For example,<lb />84% of the girls thought it was<lb />important to continue beyond high<lb />school, while only 67% of boys<lb />believed such. In testing, 31% of<lb />boys scored "below basic" in<lb /><lb />the district that will reflect the<lb />majority composition of that district.<lb /><lb />Willingham, a democrat, threw<lb />his hat in the ring against Senator<lb />Jenkins on May 7th. It is believed<lb />that teachers perceive males as<lb />inattentive, more active and profte<lb />to behavior problems, and therefore,<lb />receive different treatment than<lb />girls. Consequently, many boys lose<lb />interest in academic excellence and,<lb />instead, grow up acting the way they<lb />were treated by their teachers, that<lb />is, problematic and educationally<lb />uninspired. For Black males, the<lb />situation is compounded by racism,<lb />lack of job opportunity and a<lb />criminal subculture that appears to<lb />provide an easier way to success.<lb /><lb />The solution to this problem is<lb />external and internal. America's<lb />public school  systems must find<lb />innovative ways to interest boys in<lb />educational achievement during<lb />their early years. By 1980,<lb />most whites were. already tiring of<lb />civil rights and were looking for<lb />someone who would take their<lb />minds off such troubling concepts as<lb />racistn, and instead implore them to<lb /> ogreatness, ? however defined, and<lb /><lb /> opride, ? however defined, and flag<lb /><lb />waving. .<lb />Whites have long been more<lb />enamored of style than substance, of<lb />fiction than fact, of fantasy than<lb />reality. It Ts why we have clung so<lb />tenaciously to the utterly<lb />preposterous version of our national<lb />istory peddled by textbooks for so<lb />long; and it Ts why we get so angry<lb />when anyone tries to offer a<lb />correction.<lb />It Ts why we choose to believe the<lb />lie about the U.S. being a shining city<lb />on a hill, rather than a potentially<lb /><lb />we<lb /><lb />or education. Whites start out ahead<lb />because they inherit more from their<lb />parents, and America Ts racially<lb />segregated housing markets boost<lb />whites' home equities, while depressing<lb />those of African American families.<lb />Shapiro concludes that African<lb />Americans will not gain  significant<lb />ground in the wealth divide until<lb />inheritance and housing _ policies<lb />change. Wealth is the sum of the<lb />important assets a person or family<lb /><lb />owns--home equity, pension funds,<lb /><lb />savings accounts and investments.<lb />Wealth is better than income because it<lb />is durable. People use income to meet<lb />ily expenses, whereas wealth<lb />accumulates. People who have wealth<lb />tap it only to deal with emergencies or<lb />re aks advantage of opportunities that<lb />usually build more w<lb /><lb />Wealth passes down from<lb />generation to generation. The main<lb />reason African Americans are curren T<lb /><lb />.  :<lb />ech #<lb /><lb />numbers.<lb /><lb />The complaint referenced<lb />here is, I think, valid. Generally<lb />speaking. Black-owned businesses<lb />are not patronized to the extent<lb /><lb />| that its operators can realize<lb /><lb />substantial profits. But placing the<lb /><lb />blame for that situation<lb />exclusively on Black consumers,<lb />however, is a flawed concept. That was during the days<lb />of blatant discrimination and at a<lb />time when Black businesses were<lb />in large measute ethnically<lb />oriented. That exactly.<lb />That thing we were raised to gloss<lb />over, to speak of in hushed tones, as<lb />if by our diminished volume or<lb />failure to audibilize it, it will go away;<lb />that perhaps they will forget about it,<lb />and instead join with us in praise of<lb />our country, since that 1s most<lb />definitely how so many of us<lb />envision it.<lb /><lb />White people, especially those<lb /><lb />who T are upper-middle class and<lb /><lb />above, have no reason on Earth to<lb />be aware of the truth, let alone to<lb /><lb />dwell on it. The truth is, after all, so<lb /><lb />messy, so littered with the bodies of<lb />dead Nicaraguans, and dead Haitians<lb />murdered by Duvalier while Reagan<lb />stood by him; so soiled by his<lb />support for Saddam Hussein. Better<lb />to ignore all that, and to go mushy<lb /><lb />before the pictures of Reagan in his<lb /><lb />wealth from their parents than today's<lb />whites did. It is not hard to see why:<lb />The generation of African Americans<lb />now passed away accumulated<lb /><lb />wealth because discrimination in theit<lb />day kept most of them poor and<lb />ae them opportunities other<lb />Americans enjoyed. The disparity in<lb /><lb />wealth not only persists, it mushrooms.<lb /><lb />Without a cushion of inherited wealth,<lb />emergencies hit harder, and people<lb />who aE est eR have to let<lb /><lb />portunities by. use of the<lb />wealth deficit, Afticon Americans find<lb />themselves more vulnerable to shocks<lb />and less able to capitalize on breaks.<lb />than whites with the same income. So<lb />the next generation will inherit less,<lb />too. The wealth gap will not close<lb /><lb />t or<lb />leverage an investment. Millions of<lb /><lb />women are, for various reasons,<lb />not meeting the challenges of the<lb />broader competitive arena that<lb />desegregation has fostered. Put<lb />simply, the transition to<lb />competing for money in a larger<lb />society is not being made in too<lb />many instances. There is an<lb /><lb />adjustment many of us who were<lb /><lb />adults prior to the end of legal<lb />segregation in America have been<lb />either unable or unwilling to<lb />make. Success in business requires<lb />proper training, planning, market<lb />analysis and, importantly,<lb />adequate capitalization.<lb /><lb />Today, Black businesses have<lb />less of a captive clientele than<lb />they did, say, 50 years ago. Fifty<lb />years ago and earlier, Black<lb />business men and women could<lb />get away with putting a smaller<lb />amount of the revenue derived<lb />from their businesses back into<lb />their operations and as a result<lb />were able to maintain a higher<lb />standard of living than might have<lb />been _ " possible were _ the<lb />competition broader. That is no<lb />longer the case. Most of us now<lb />expect the same (or better) quality<lb />of product and service from<lb />Black-owned businesses as we do<lb />from anyone else, and Black<lb />business operators had better<lb />understand that if they expect to<lb />prosper. The result of that<lb />expectation is that Black business<lb />owners must invest a larger<lb />percent-age of their revenues back<lb />into their businesses than did<lb />those of the previous generation.<lb /><lb />War that ended for the rest of the<lb />world when the Soviet Union<lb />collapsed in 1989. It is wedded to this<lb />bygone era by the economic embargo<lb />the United States imposed on this.<lb />island nation 44 years ago. Geopolitics<lb />was the reason the em was<lb />started; domestic politics is reason<lb />why continues.<lb /><lb />future of Cuba, a nation of 11<lb /><lb />ee Peete were aey baked to<lb />the U.S. by presidential politics and<lb />pre ane a eT cant<lb /> opocket 0:<lb /><lb />In the election, Cubans in<lb /><lb />South: Florida voted overwhelmingly<lb />for George ya His 537-vote<lb />indebted him to Cuban American<lb /><lb />cowboy hat, ? to remember a<lb />President who, for all of his<lb />murderous policies abroad and<lb />contempt for millions at home, at<lb />least he never made as Clinton<lb />admitted recently, "a terrible moral<lb />error ? in the Oval Office.<lb /><lb />This is the twisted psychosis of<lb />growing up privileged, as a member<lb />of the dominant group: a group that<lb />must view their nation as fair and<lb />just, as a place struck off by the<lb />literal hand of God, as a place where<lb /> oaverage ? guys like Ronald R<lb />can become  ogreat leaders. ? As a<lb />place where an  oaw shucks ? smile,<lb />and a profound lack of knowledge<lb />about the details of public policy ~<lb />or even the names of foreign leaders<lb />- 1s not only not cause for<lb />embarrassment, but yet another<lb />good reason to vote for someone;<lb />where refusing to read up on<lb />important policy details prior to a<lb />key international meeting so one can<lb />watch The Sound of Music on TV, is<lb />seen as endearing rather than cause<lb />forarecall. .<lb /><lb />This is why we get people like<lb />George W. Bush, for those who<lb />haven Tt figured it out yet. Oh sure,<lb />vote fraud and a pliant Supreme<lb />Court help, but were it not for the T<lb />love affair white Americans have<lb /><lb />pay for their children's educations.<lb />Others buy rental property. White<lb />parents use wealth to send their<lb />children to private schools or to give<lb />their adult children down payments for<lb />homes. They do not see how such<lb />practices hand today's inequalities on<lb />to the next generation.<lb /><lb />Because neighborhoods,  "_ are<lb />racially segregated, African Americans T<lb />ee<lb />whites T do;  hence, housing segregation<lb />costs African Americans ten:<lb />thousands of dollars in home equity.<lb />Homebuyers look for<lb />commonly found in predominantly<lb />white neighborhoods. They pay extra<lb /><lb />for parks, convenient shopping and<lb />attractive views " "all of hich are<lb /><lb />lacking; in these segregated housings.<lb /><lb />Parents pay huge premiums for :<lb /><lb />what they perceive to be good schools.<lb />Few parents can judge schools<lb /> objectively. Instead, they use<lb /><lb />easy-to-observe markers, including the<lb />to mageofithestadents; cin 1 yagen<lb /><lb />"BPs ta bes By are bs ae ie ets i vn ee ie Wels<lb />PET Pe PAN! Oecd £. f tee cee<lb />a oe i<lb /><lb />Ve :<lb /><lb />~ One successful Black<lb /><lb />business man once told me that<lb />one of his guiding philosophies of<lb />business was to "grow slowly<lb />through profits." Obviously, if<lb />one has limited resources, the<lb />level of service and/or product<lb />offering will also be limited. What<lb />then might be helpful would be<lb />for Black business owners or the<lb />likelihood that there are no<lb />overnight successes in business.<lb />In fact, in many instances,<lb />depending on one's definition of<lb />success, it must often be a<lb /><lb />tens of -<lb /><lb />with mediocrity posing as leadership,<lb />c ings never could have gotten this<lb /><lb />It's why a bona fide moron like<lb />Tom DeLay can brag about not<lb />having a passport (because, after all,<lb />wlhiy would anyone want to travel<lb />abroad and leave  oAmur Tca, ? even.<lb />for a day) and, not be séen as the<lb /><lb />epitome of a blithering idiot, and<lb /><lb />why he could probably be elected<lb />again and again in thousands of<lb />white dominated _ congressional<lb />districts in this country, and not<lb />merely in Texas. -<lb /><lb />Having to grapple with the real<lb />world is stressful, and people with<lb />relative power and privilege never<lb />know how to deal with stress very<lb />well. As such, they long for and<lb />applaud easy answers for the stress<lb />that occasionally manages to intrude<lb />upon their lives: so they blame<lb />people of color for high taxes, failing<lb />schools, crime, drugs, and jobs they<lb />didn Tt get; they blame terrorism on<lb /> oevil, ? and the notion that they hate<lb />our freedoms: a belief one can only<lb />have if one really thinks one lives in<lb />a free country in the first place.<lb /><lb />In other words, delusion is both<lb />the fuel that propels people like<lb />Ronald Reagan forward in political<lb />life, and then makes a: rational<lb /><lb />These preferences raise the costs<lb /><lb />~ that first-time homebuyers face when<lb /><lb />they attempt to buy houses in these<lb />mostly white neighborhoods. Marriage<lb />and family structure also fit into the<lb />cycles of accumulation, inheritance and<lb />investment. Married couples<lb />accumulate more wealth than single<lb />parents do---which suggests the<lb /><lb />SERNA EA ARRAN SE NERY AA: WAAR<lb /><lb />|  oEmbracing it:<lb /><lb />- te tee<lb />OR eed eR RRR RETR MRL Rae:<lb />Ps<lb /><lb />assessment of his legacy impossible<lb />upon his death.<lb /><lb />I think this is why so many white.<lb /><lb />people remember him fondly, and are<lb />truly crestfallen at the thought of his<lb />physical obsolescence: simply put,<lb />much of aie Ge para erons<lb />Reagan; a re to tell ¢<lb />everything is going ye O.K,; a kindly<lb />old Wizard of Oz, to assure them that<lb />image and reality are one, even when the<lb />more cerebral parts of our beings tend<lb />towards an opposite conclusion.<lb /><lb />With Reagan gone, maintaining the<lb />illusion becomes more difficult.<lb /><lb />But knowing white folks  " I am<lb />after all one of them, and have been<lb />surrounded by them all of my life  " I<lb />have little doubt that where there Ts a<lb />will to remain in la-la land, we will<lb />surely find a way.<lb /><lb />Reagan has been released from the<lb />lie, finally, and may his soul find<lb /><lb />peace among the millions of dearly<lb /><lb />departed victims of his policies<lb />around the world.<lb /><lb />Meanwhile, the rest of us must pull<lb />back the curtain on all phony heroes,<lb />Reagan among them, lest. we. create<lb />many millions more.<lb /><lb />Tim Wise is an antiracist essayist,<lb />activist and father, He can be reached<lb />at timjwise@<lb /><lb />African American family issues, with its<lb />disintegration and the tising rate of<lb />out-of-wedlock births, must play a T role<lb />in. the wealth gap. Put another way,<lb /><lb />most of those who left Cuba for the<lb /><lb />US. after Castro came to power are<lb /><lb />~_ ; most of those who stayed ate<lb />ck. .<lb /><lb />The Cuba that many Cuban leaders<lb />in south Florida fled after Castro came<lb />to power was'a country in which<lb />blacks were second-class citizens.<lb />From 1902 when the country gained<lb />its ind ce until Castro seized<lb />control in 1959, Cuban blacks were<lb />locked into a system of racial<lb /><lb />tion that looked very much like<lb />the Jim Crow practices blacks in the<lb />U.S. suffered under for nearly a<lb />century.<lb /><lb />Castro promised to eliminate all<lb />vestiges of that racist system and to<lb />make blacks full partners in his<lb />revolution. He is to<lb /><lb />nurture his children by giving them<lb />instruction, protection, sustenance,<lb />companionship, assistance, love,<lb />discipline and example.  oAll children<lb /><lb />_fieed a home where love provides<lb /><lb />security, where what is taught is not<lb />confused by what they hear and see".<lb /><lb />The ideal father loves and<lb />understands his children. What, then,<lb />are his characteristics? He's a worker,<lb />who rules by love and not fear, who<lb />constantly doesn't scold the children<lb />for scolding is a hurt to the soul<lb />which is worse than a hurt to the<lb />body, and often leaves lasting scars.<lb />He praises instead of finding fault.<lb />He 1s an example for the children.<lb />He teaches them to use the name of<lb />God reverently. He cuts out bad<lb />habits because he knows they will<lb />spoil the lives of the younger ones<lb /><lb />who will imitate him.
