It was<lb />inherent in the American<lb />approach to the war. American<lb />oaditary intervention in Iraq was<lb />based on neo-conservative<lb />fantasies about US forces being<lb />greeted as liberators. In fact, as<lb />could be foreseen at the time, it<lb />has embroiled these forces in a<lb />brutal and hopeless war against<lb />the Iraqi people. From bei<lb /><lb />a8 passive recipients of<lb />American goodwill, they are now<lb />viewed as virtually subhuman, If,<lb />as seems clear, British forces are<lb />innocent of anything resembli<lb />the systemic abuse that<lb />to have been practised by the<lb />Americans, one reason is that<lb />they do not share these attitudes.<lb /><lb />The resistance mounted by<lb />the sia insurgents can be<lb />compared to the anti-colonial<lb />liberation struggles of the 1950s,<lb />but the closest with the<lb />intractable ict now under<lb />way arte found in Chechnya,<lb />which remains a zone of anarchy<lb /><lb />and terror despite the ruthless<lb /><lb />and tematic use of torture<lb />for more than a decade. It was<lb />the prospect of an intractable<lb />guerilla conflict that led many<lb />soldiers in the Pentagon to<lb />express deep _ reservations<lb /><lb />re the war. When the<lb />cian Laden launched the has<lb /><lb />invasion of Iraq, US forces rae<lb />lunged into a of conflict<lb />for which they are supremely ill<lb />uipped.<lb /> o A the wake of Vietnam<lb />and Somalia, American military<lb />doctrine, has been based on<lb />"force protection" and "shock<lb />and awe". In practice, these<lb />strategies mean killing anyone<lb />who appears to pose any t<lb />to US forces and overcoming the<lb />enemy through the use of<lb />overwhelming firepower.<lb />Effective in the early stages of<lb />the war when the enemy was<lb /><lb /> Saddam and his regime, th<lb />appears deeply counterpeoductive phen,<lb /><lb />as in Iraq today, the enemy<lb />comprises T much of the<lb /><lb />population. As Douglas Hurd has tha<lb /><lb />observed, filling the hospitals and<lb />mortuaries is not the best way to<lb />win hearts and minds. The effect<lb />has been to make the conflict<lb />more savage. It is in<lb />circumstances such as these that<lb />torture becomes routine. In Iraq<lb />Over the past year, as in<lb />Chechnya, and before that in<lb />Algeria where the French fought<lb />a similar dirty war, anyone could<lb />end up a victim of torture.<lb /><lb />n subjecting "_ randomly<lb />selected Iraqis to abuse,<lb />American forces are following a<lb />well-trodden path, but the type<lb />of torture that has been practised<lb />some distinctive features.<lb />Unlike the Russians or the<lb />French, who inflicted extremes<lb />of physical pain as well, US<lb />forces in Iraq appear to be<lb />relying mainly on techniques that<lb /> ocus<lb /><lb />on the application of .<lb /><lb />intense psychological pressure. In<lb />order sparc up detainees they<lb />have swept up from the streets,<lb />they have used disorientation,<lb />sensory deprivation and sexual<lb />humiliation. These are all forms<lb />of abuse that would damage any<lb />human being, but leading naked<lb />Iraqi males around on dog leads<lb />and covering their heads with<lb />women's underwear look like<lb />techniques designed specifically<lb />in ofder to. attack the prisoners T<lb />identity and values. The result is<lb /><lb />t an. indelible image of<lb /><lb /> o4<lb /><lb />as been<lb /><lb />Islamic<lb /><lb />American depravity<lb />imprinted on the enti<lb />world.<lb /><lb />It remains unclear how<lb />these techniques came to be used<lb />in Abu Ghraib prison. What is<lb />evident is that from the start of<lb />the war on terror the Bush<lb />administration has flouted or<lb />circumvented international law<lb />on the treatment T of detainees. It<lb />unilaterally declared members of<lb />terrorist organisations to be<lb />i combatants who are not<lb />entitled to the protection of the<lb />Geneva Convention. _ " The<lb />detainees held =f Guantanamo<lb />Bay fall into this category, and so<lb />apparently did the Taliban and<lb /><lb />-Qa'i ; who were<lb />captured in Afghanistan. Bein<lb />beyond the reach of international<lb />law, they were liable to torture.<lb /><lb />* In Trag, + the Bush<lb />administration evaded<lb />international law by a different<lb />route. They outsourced security<lb />duties at Abu Ghraib and other<lb />American detention facilities to<lb />prvate ia map not covered<lb /><lb />y w and not regula<lb />by the Ceneva Convention.
