Will<lb />Blacks turn out in significant<lb />numbers? That is a question<lb />being debated as hotly as<lb />which party will emerge vic-<lb />torious after the ballots are<lb />counted. This is the first of a<lb />four-part special NorthStar<lb />Investigative Report examin-<lb />ing Black voter attitudes and<lb />what's at stake on Election<lb />Day.<lb /><lb />The Editors<lb /><lb />Washington......... A. Peter<lb />Bailey is an Afrocentric jour-<lb />nalist, author, lecturer, col-<lb />lege professor and _ activist.<lb />He cares deeply about na-<lb />tional and __ international<lb />issues-----but not enough to<lb />vote. He has voted only once<lb />in the past 25 years and that<lb />was for Jesse Jackson in<lb />1984.<lb /><lb />"Some people feel as though<lb />they have to vote. But, I feel<lb />as though if there is not a<lb />candidate that I feel as<lb />though I can support, then I<lb />don't vote," says Bailey. In<lb />addition to supporting<lb />Jackson, he voted for Percy<lb />Sutton, a Black civil rights<lb />lawyer and Harlem entrepre-<lb />neur, in the 1977 NY City<lb />Mayoral race.<lb /><lb />At a time when affirmative<lb />action is under assault,<lb />President Bush is trying to<lb />pack the federal courts with<lb />Right-wing ideologues, and<lb />outspoken Black politicians<lb />are coming under increasing<lb />attack. To have a person as<lb />politically enlightened as<lb />Bailey adamantly refusing to<lb />vote presents a serious chal-<lb /><lb />lenge for political organizers,<lb />who already face an uphill<lb />struggle to increase Black<lb />voter turnout.<lb /><lb />More than 8.7 million voting-<lb />age Blacks were not regis-<lb />tered during the 2000 presi-<lb />dential election. Another 2.4<lb />million were registered but<lb />did not go to the polls. On<lb />the other hand, 12,9 million<lb />cast ballots. This means the<lb />number of Blacks who re-<lb />fused to register or go to the<lb />polls was almost equal to the<lb />number who voted,<lb /><lb />Looked at another way,<lb />those numbers are even more<lb />distressing. Because more<lb />than 90% African-Americans<lb /><lb />That also was done through<lb />legislation, the imposition of<lb />poll taxes and requiring<lb />Blacks to pass bogus literacy<lb />tests. It wasn't long before all<lb />Black members of Congress<lb />were moved.<lb /><lb />It would be more than half-<lb />century later, with the pas-<lb />sage of the Civil Rights Act of<lb />1964, " before African-<lb />Americans would begin re-<lb />gaining political power. Even<lb />so, the landmark civil rights<lb />legislation did not adequately<lb />protect the voting rights of<lb />Blacks. It had been clear for<lb />years that special legislation<lb />would be needed to make the<lb />Black vote meaningful. But<lb />the fight over vote empower-<lb />ment would be played out in<lb />Alabama, the state next door.<lb /><lb />Selma, Ala., and surround-<lb />ing Dallas County, had 15,156<lb />Black citizens in 1964, but<lb />only 156 were registered to<lb />vote. To change that, a<lb />march from Selma to the<lb />state capital in Montgomery<lb />was organized to put pressure<lb />on Congress to pass the<lb />Voting Rights Act.<lb /><lb />Hundreds of demonstators--<lb />-Black and White---were in-<lb />jured and some were killed<lb />for their efforts. Some of the<lb />worst violence took place on<lb />what became known as<lb />"Bloody Sunday," March 7,<lb />1965. On that day, Alabama<lb />state troopers used batons,<lb />water hoses,and police dogs<lb />to attack and turn back about<lb />600 protestors, led by John<lb /><lb />Lewis, the head of the<lb />~ Student non-Violence<lb />Coordinating Committee<lb />(SNCC), on the Edmund<lb />Pettus Bridge.<lb /><lb />Ultimately, on Sunday,<lb /><lb />March 21, Lewis, his SNCC<lb />colleagues and organizers for<lb />the Southern Christian<lb />Leadership Conference<lb />(SCLC), would be joined by<lb />Dr. Martin Luther King, Jr.,<lb />SCLC president, to success-<lb />fully lead more than 3,000<lb />protestors across that same<lb />bridge and eventually to<lb />Montgomery.<lb /><lb />Moved by night after night<lb />a raw violence on television,<lb />Congress passed the Voting<lb />Rights Act that summer, and<lb />President Johnson signed it<lb />into law on Aug. 06, 1965.<lb />That created a political base<lb />for African-Americans across<lb />the South. As a direct result<lb />of the law, for example, voter<lb />registration in Mississippi in-<lb />creased from 6.7% of eligible<lb />Black voters in March 1965<lb />to 74.2% in November 1988.<lb /><lb />Not surprisingly, the num-<lb />ber of Black elected officials<lb /><lb />1871, Lt: Gov. PBS.<lb />Pinchback served 43 days as<lb />America's first Black gover-<lb />nor when the White gover-<lb />nor, Henry Warmoth, was<lb />impeached. In all, 22 blacks<lb />were elected to Congress be-<lb />tween 1870 and 1901.<lb />However, a series of calcu-<lb />lated actions----the "Plessy v.<lb />Ferguson" Supreme Court<lb />decision of 1 upholding<lb />segregation, the Compromise<lb />of 1877 that essentially<lb />empowered the South to sub-<lb />ordinate Blacks and the rise<lb />of the Klu Klux Klan---were<lb />signals to. Southern legisla-<lb />tures that they could eviscer-<lb /><lb />ate Black; political power.<lb /><lb />ususally vote for the<lb />Democratic nominee for<lb />president, had those who<lb />were registered and stayed<lb />home taken a different tact or<lb />those eligible to vote had<lb />actually registered and voted,<lb />Al Gore would be president<lb />today instead of George W.<lb />Bush.<lb /><lb />To many organizers, that's<lb />reason enough to _ vote.<lb />However, that argument has<lb />not changed the minds of<lb />people like Bailey, who stead-<lb />fastlty defends his decision to<lb />stay home. "A consciou<lb />non-vote is a political act,�<lb />says Bailey. "It is not an act<lb />of ignorance. It is not an act<lb />of apathy. It is a conscious<lb />decision that the system has<lb />not provided me with the type<lb />of people that I believe are<lb />going to make the changes<lb />that I believe are necessary in<lb />order for everything to be<lb />best done for myself, my<lb />family, and my people. "<lb /><lb />Ron Daniels, executive direc-<lb />tor of the Center for<lb />Constitutional Rights in New<lb />York and chairman of the<lb />Institute of the Black World<lb />21st Century, shares Bailey's<lb />view that Black people would<lb />be best served by the creation<lb />of an independent Black po-<lb />litical party.<lb /><lb />Until then, however, he does<lb />not believe that Blacks should<lb />sit it out on election day.<lb /><lb />"It's a bad idea," he says.<lb />"What we really need is for<lb />Black folks to vote. What has<lb />happened is because too<lb />many Black people don't see<lb />a relationship between their<lb />vote and any change in their<lb />lives; a lot of people have<lb />been turned off by the proc-<lb />ess. But, on the other hand,<lb />if we don't vote, we yield the<lb />field to the other side. We<lb />yield the field particularly to<lb />the Right-wing conserva-<lb />tive."<lb /><lb />The idea that some African-<lb />Americans are even debating<lb />the need to vote comes as a<lb />surprise to many, considering<lb />all it took to get access to the<lb />ballot. The Fourteenth<lb />Amendment was ratified by<lb />Congress in 1868, giving for-<lb />mer slaves full citizenship,<lb />and the Fifteenth<lb />Amendment was ratified in<lb />1870, guaranteeing the free-<lb />dom to vote regardless of<lb />one's race. AS a result, Black<lb />political power exploded dur-<lb />ing this period.<lb /><lb />In 1868, Blanche Kelso was<lb />elected to the US Senate from<lb />Mississippi and became the<lb />first Black senator to serve a<lb />complete six-year term. In<lb /><lb />across the country increased<lb />from about 300 in 1965 to<lb />9,040 in 2000. Still, that's<lb />only 1.8% of all election<lb />officials, The Rev. Our hats are off to<lb /><lb />moving up and on in this world.<lb /><lb />ther strong black women<lb />photo by Jim Rouse<lb /><lb />oy<lb />ir) ad<lb />oh. f<lb /><lb />Brilliant military " strategist,<lb />charismatic leader, and a true<lb />Warrior Queen, all of these<lb />terms aptly describe the re-<lb />markable character of Queen<lb />Nzingha of Angola.<lb />Nzingha's rise to power oc-<lb />curred during the early 17th<lb />century in the kingdom of<lb />Ndongo, which is now the<lb />present day country of Angola,<lb />in South West Africa. She<lb />lived during a period when the<lb />Atlantic slave trade was stead-<lb />ily growing, a time marked by<lb />the increased intensity of slave<lb />trading and consolidation of<lb />power by the Portuguese in her<lb />region. Portugal had been a<lb />presence in Angola since the<lb />early 16th century.<lb /><lb />Starting with the forts they<lb />built along the coastline, the<lb />Portuguese gradually  ex-<lb />panded their territory, as well<lb />as their control of the slave<lb />trade. They were able to do so<lb />by forming alliances with vari-<lb />ous local chiefs who supplied<lb />them with slaves in exchange<lb />for guns -and other material<lb />items. One of these slave-<lb />trading chiefs was the King of<lb />Ndongo himself, Nzingha's<lb />own brother.<lb /><lb />Nzingha had strongly opposed<lb />her brother's participation in<lb />the slave trade. However, it<lb />was not until the Portuguese<lb />traders began to make heavier<lb />demands on the King for<lb />slaves, thereby reducing his<lb />own profit from the trade, that<lb />he decided to resist and de-<lb />clare war. The war between<lb />the Portuguese, and the<lb />Ndongo people lasted for sev-<lb />eral until the Portuguese<lb />decided that a confer-<lb />ence would be held for both<lb />sides to negotiate an end to the<lb />war. It was at this conference<lb /><lb />that Nzingha would display<lb />her immense pride, determina-<lb />tion, and iron will, traits that<lb />the Portuguese would be<lb />forced to reckon with for the<lb />next thirty years.<lb /><lb />The conference was held in the<lb />city of Luanda in 1622.<lb />Nzingha, though not yet<lb />Queen, was the most ablest<lb />and uncompromising member<lb />of the royal delegate sent to<lb />represent the King. Despite the<lb />alleged purpose of the confer-<lb />ence, to negotiate peace, the<lb />racist attitudes of the<lb />Portuguese were in full dis-<lb />play. The governor only pro-<lb />vided chairs in the conference<lb />room for himself and his<lb />councilors, in an attempt to<lb />force the future Queen to stand<lb />humbly before his presence.<lb />Nzingha and her people were<lb />unfazed by the governor's arro-<lb />gance. Her _ attendants<lb />promptly rolled out the royal<lb />carpet for Nzingha, and then<lb />one of them went down on all<lb />fours and formed himself into<lb />a human throne for her to sit<lb />on.<lb /><lb />It was a move that spoke<lb />volumes not only about the<lb />fierce, and unbreakable spirit<lb />that she possessed, but also<lb />about the tremendous respect<lb />and devotion that her people<lb />had for her.<lb /><lb />In 1623, after the death of her<lb />brother, Nzingha became the<lb />Queen of Ndongo.<lb /><lb />The Portuguese had not re-<lb />spected the peace treaty signed<lb />at Luanda the year before, as<lb />they had continued their slave<lb />trading operations in Ndongo.<lb />Her first major move as Queen<lb />bo to deliver an ultimatum to<lb /><lb />Portuguese, prema |<lb />that the terms<lb />Siem otutaraanes<lb />declared. The Portuguese ig-<lb /><lb />nored her warning and so in<lb />that same year Nzingha went<lb />to war with them and comman-<lb />deered a series of devastating<lb />strikes, defeating them in<lb />many battles.<lb /><lb />Nzingha was an_ incredibly<lb />strong and charismatic woman.<lb />She was dearly loved by the<lb />people of Ndongo, able to rally<lb />masses of them to listen to her<lb />messages. A brave general,<lb />she was known to personally<lb />lead her troops into battle, and<lb />she forbade her subjects to call<lb />her "Queen" preferring the<lb />masculine title of King. Yet<lb />her aggressive traits were bal-<lb />anced by her charming and<lb />engaging personality, which<lb />she used to her own advan-<lb />tages when forming alliances<lb />with other kingdoms.<lb /><lb />So clever was the Queen that<lb />she was able to take advantage<lb />of the Dutch arrival in Angola<lb />and form an alliance with them<lb />against the Portuguese.<lb />Certainly, the Dutch were not<lb />there as liberators of the<lb />Africans, they were merely<lb />competing against Portugal for<lb />a greater share of the slave<lb />trade. Still, Nzingha was wise<lb />enough to side with the for-<lb />eigners to suit her own needs,<lb />a tactic she would use later on<lb />in her life by pretending to<lb />adopt Christianity.<lb /><lb />One of Nzingha's greatest acts<lb />as Queen occurred in 1624<lb />when she declared all territory<lb />over which she had control to<lb />be Free Country. We blame oth-<lb />ers; we blame our upbring-<lb />ing, or rationalize what we<lb />did, in an effort to reassure<lb />ourselves of our essential<lb />goodness,<lb /><lb />#2:<lb />CHILDREN'S HEALTH<lb /><lb />The physical milestones of<lb />puberty are wide-ranging,<lb />and widely variable in<lb />terms of when they occur.<lb />You can add a year to either<lb />end of the ranges below<lb />and still be within the normal<lb />band.<lb /><lb />GIRLS: -<lb /><lb />1. Body odor starts any-<lb />where from age 8 through<lb />ten. Breasts: Buds appear<lb />from about age 9 to 12;<lb /><lb />breasts mature an average of<lb /><lb />four to five years later.<lb /><lb />2. Pubic Hair: Sparse hair<lb />appears from age 8 to 12; the<lb /><lb />typical female otriangle� is<lb />visible a year or two later.<lb /><lb />3. First Period: Occurs, on<lb /><lb />average, at age 12; though<lb /><lb />depending on the female can<lb /><lb />occur from age 10 to 15.<lb />4. Changing Voice: The<lb />warables start between age<lb />13 and 15.<lb /><lb />WARRIOR QUEEN: continued from front page<lb /><lb />Black Nationalist. By opening<lb />her territory to anyone escap-<lb />ing slavery. she transcended all<lb />~ the various ethnic and cultural<lb />ditferences of the people in the<lb />Angolan region. She saw that<lb />© the common enemy was the<lb />Portuguese. who had been the<lb />masterminds of the slave trade<lb />~and its devastating effect on<lb />~ her people for over one hun-<lb />dred years. Nzingha was well<lb />aware that the Portuguese used<lb />Black soldiers to tight their<lb />wars for them, and so she<lb />undertook a carefully organ-<lb />- ized attempt to infiltrate and<lb />~ destroy this use of Black<lb />soldiers by Europeans. She<lb />had several groups of her men<lb />wander back into Portuguese<lb />territory, and enlist in military<lb />service. Once her agents were<lb />established. they were able to<lb />convert whole companies of<lb />men to rebel against the<lb />Portuguese and join the cause<lb />of the Queen. taking with them<lb />the much needed gunsT and<lb />ammunition.<lb />The Portuguese were outraged<lb />at this seemingly unbeatable<lb />Black Queen who constantly<lb />thwarted their efforts to con-<lb />quer all of Angola. Their<lb />tactics of divide and conquer<lb />were ineffective against her<lb />because there was so much<lb /><lb />patriotism and fanatical devo-<lb />tion towards her. They even<lb />tried to discredit Nzingha by<lb />formally declaring that she<lb />was the illegitimate ruler of<lb />Angola. and by oappointing�<lb />their own ruler King Phillip.<lb />In 1626, Nzingha's stronghold<lb />in the city of Cuanza was<lb />captured, and she was forced<lb />to retreat from her country.<lb />Her time away seemingly only<lb />made her stronger. for in 1627<lb />she returned to her country at<lb />the head of a strong army and<lb />recaptured Cuanza, sending<lb />the puppet King Philip fleeing<lb />for his life.<lb /><lb />During her exile, Nzingha had<lb />become the Queen of the<lb />country of Matamba as well,<lb />and so she returned as the<lb />empress of two nations. more<lb />determined than ever to liber-<lb />ate her people. Despite several<lb />losses, including the capture<lb />and beheading of her sister by<lb />the hands of the Portuguese.<lb />Nzingha's spirit was never<lb />broken.<lb /><lb />She valiantly fought and held<lb />off the Portuguese control of<lb />Angola for over thirty years.<lb />Finally in 1659, Nzingha, now<lb />more than seventy-five years<lb />old and perhaps weary from<lb />the long years of struggle.<lb />signed a peace treaty with the<lb /><lb />Portuguese. The remaining<lb />years of her life were spent<lb />trying to reconstruct her na-<lb />tions. seriously depleted by all<lb />the years of conflict.<lb /><lb />She devoted her efforts to<lb />re-settling former slaves. and<lb />developing an economy of free<lb />men and women that could<lb />succeed without the slave<lb />trade.<lb /><lb />Nzingha passed away in 1663<lb />at the age of eighty. Sadly. the<lb />massive expansion of the<lb />Portuguese slave trade and<lb />eventual conquest of Angola<lb />followed her death. as none of<lb />her successors possessed her<lb />indomitable spirit. Though she<lb />did not succeed in expelling<lb />the Portuguese from her coun-<lb />try, her historical legacy is of<lb />great importance as she awak-<lb />ened the spirit of nationalism<lb />and Black unity among her<lb />people in resistance to<lb />European domination.<lb /><lb />Her legend would serve as an<lb />inspiration to the later resis-<lb />tance and anti-colonial move-<lb />ments that would " occur<lb />throughout the West-Central<lb />Atrican regions. " With his<lb />grandfather's rifle in hand, 18-<lb />year-old Daniel Fears is believed<lb />to have gone on a shooting spree<lb />that killed two and wounded<lb />seven in the rolling hills of<lb />eastern Oklahoma.<lb /><lb />Officials are still trying to figure<lb />out what set the quiet high school<lb />senior off, but police believe<lb /><lb />Fears became angry Saturday<lb />evening when a neighbor scolded<lb />him for driving recklessly in his<lb />middle class neighborhood.<lb /><lb />The shooting in rural eastern<lb /><lb />~ Oklahoma mirrors the sniper<lb /><lb />attacks that held the Washington<lb /><lb />' area in terror for nearly a month,<lb /><lb />and many in Sallisaw are won-<lb />dering if Fears was mimicking<lb />the sniper's attacks.<lb />"I think it's too early to say," said<lb />Oklahoma State Bureau of<lb />Investigation Spokeswoman<lb />Kym Koch. "It's way too early to<lb />say it's a copy cat."<lb /><lb />Community members of the<lb />Sallisaw, a town with a popula-<lb /><lb />tion of about 8,000 near the<lb />Oklahoma-Arkansas border, are<lb />still searching for answers the<lb />morning after the shooting.<lb />Fears, has been described.as a<lb />polite and good student who<lb />worked part-time at Wal-Mart<lb />and always wore black. ==<lb />"| think it's a copy cat thing,<lb />said Camellia Conley, an em-<lb />ployee at a Sallisaw hotel. "He's<lb />been a rebel without a cause. He<lb />was always a loner, and always<lb />wore a black trench coat."<lb /><lb />Fears is being held in a Sequoyah<lb />County jail and faces two<lb />charges of murder.<lb /><lb />Police believe Fears was angered<lb /><lb />~ by*a neighbor's complaint: and<lb /><lb />broke. into his grandfather's<lb />home, stole a rifle and then shot<lb />and killed a neighbor who came<lb />over to FearsT home to talk to<lb />him about his driving. -<lb />Neighbor Patsy Wells: and her<lb />husband Elvie, knocked on the<lb />door then turned to walk away<lb />when no one answered. Officials<lb />said the couple was shot at as<lb />they turned to walk away.<lb /><lb />Patsy Wells died and her hus-<lb />band was critically wounded,<lb />pleading at the scene for para-<lb />medics to help his wife.<lb /><lb />Police say Fears then focused on<lb />a neighbor and his 2-year-old<lb /><lb />daughter who were leaving their "<lb /><lb />house the " Me<lb /><lb />Greg Caughman and his daughter<lb />both suffered pellet wounds. and<lb />were taken to a nearby hospital.<lb />They are expected to be released<lb />Sunday.<lb /><lb />Fears then headed east in his<lb />white pickup truck on U.S. 64,<lb />along the way killing a Fort<lb />Smith, Ark., woman at a car<lb />dealership who was shopping for<lb />a new truck for her son.<lb /><lb />A salesman, who dove between a<lb />row of cars, was also shot twice,<lb />Koch said.<lb /><lb />Fears continued shooting his rifle<lb />as he drove down the road,<lb /><lb />lost control of his truck near a<lb />police roadblock. If you want to be great in<lb />God, learn how to have the heart of a servant. What is a servant? In my own<lb />terminology, a servant is one who sacrifices his/her time to make sure that everything<lb />is in place and on time for their leader.<lb /><lb />You may wonder, oHow does this apply to me?� So many times we have<lb />dreams and visions that we esteem higher than the set vision of your church or<lb />ministry. Yes, we all have dreams and goals that we seek to fulfill. Many times we<lb />have adopted the belief that once | have fulfilled my goals, my dreams, and my<lb />visions, I will then seek to fulfill that of my local assembly. This is not the divine<lb />order of God. .<lb /><lb />We as servants, must have the leaderTs vision fulfilled before we can see the<lb />fulfillment of our own personal goals. Once you have the spirit of your leader, which<lb />simply means the vision of your leader, you will immediately seek to find your place<lb />or position. Our focus should be directed towards avenues of how I can assist my<lb />leader in fulfilling or bringing the vision to fruition.<lb /><lb />Once your leader has received the vision for the house from God, the leade<lb />then writes the vision upon the tables of your heart. You are then held accountable<lb />for the vision. After you have read the vision and sought God for your role, began<lb />to run with it. Begin to run with the vision of the man or woman of God. Once you<lb />begin to see it happening for your leader, because you are connected to your leader,<lb />things will begin to happen for you<lb /><lb />Decide to dedicate your time and energy towards fulfilling your leaderTs<lb />vision. Become a replica of Naomi and Ruth. Wherever Naomi went, Ruth followed.<lb />Ruth knew the importance of servitude and commitment. Because she dared to stay<lb />connected with the woman of God; she was blessed with Boaz. Boaz can represent<lb />that dream or that vision that God has deposited into your spirit. As you become<lb />obedient and submissive to the will of God and to your leader: the blessings of God<lb />shall overtake you. Luke 6:38 says, oGive, and it shall be given unto you, good<lb />measure, pressed down, and shaken together. and running over, shall men give unto<lb />your bosom. No computer-<lb />teaching---no special educa-<lb />tion classes---no _" reading<lb /><lb />groups---no on-line learning---<lb />just plain old basics.<lb /><lb />This year, Weekly Reader<lb />(the "my" has been phased<lb />out) celebrates its 100th annj-<lb />versary. The old familiar<lb />classroom publication which<lb />has about 7 million subscrib-<lb />ers and traces its roots back to<lb />1902 when news paperman<lb />Charles Palmer Davis joined<lb />the school board in Agawam,<lb />Massachusetts and decided to<lb />start a newspaper to bring<lb />current events into the class-<lb />room. Mother Weaver<lb />raised her children to be<lb />God loving citizens. Her<lb />daughter sister Shirley<lb />Weaver raised her chil-<lb />dren in the same manner.<lb />Shown above is her son<lb />young bro. Weaver, who<lb />is in a wheel chair. He<lb />saved a young person<lb />who was being attacked<lb />by a dog. Young bro<lb />Weaver rushed to the aid<lb />while in his wheel chair<lb />and got the dog off of<lb />his neighbor. Marshall<lb />Secretary of the State<lb />Press Release<lb />October 22, 2002<lb /><lb />Constitutional Amendment on<lb />November Ballot<lb /><lb />RALEIGH<lb /><lb />When North Carolina voters go<lb />to the polls on November 5, they<lb />will find more than candidatesT<lb />names on their ballots. They also<lb />will be voting on whether to<lb />make a small but significant<lb />amendment to the Constitution<lb />of North Carolina.<lb /><lb />The 2001 General Assembly<lb />approved a measure (Session<lb />Law 2001-217) that will make a<lb />technical correction in how the<lb />Legislature transfers property to<lb />the state Nature and Historic<lb />Preserve, if approved by voters<lb />this fall. The North Carolina<lb />Constitution establishes a State<lb />Nature and Historic Preserve as<lb /><lb />a means to preserve park, recrea-<lb />tional, and scenic areas, as well<lb />as other natural and historic<lb />resources. .<lb /><lb />The proposed amendment to<lb />Article XIV, Section 5 of the<lb />North Carolina Constitution<lb />would allow the General<lb />Assembly to accept property<lb />into the Preserve by enacting a<lb />bill, rather than passing a joint<lb />resolution. Under the present<lb />constitutional arrangement, the<lb />General Assembly must approve<lb />a joint resolution to accept a<lb />piece of property into the<lb />Preserve. However, lawmakers<lb />must then also pass a separate<lb />legislative bill to codify and<lb />make the resolution legally bind-<lb />ing. The proposed change would<lb />allow the General Assembly to<lb />accept property into the Preserve<lb />by approving bills that could<lb />automatically become law after<lb />passage. The proposed amend-<lb />ment would not change three-<lb />fifths majority vote required for<lb /><lb />the GeneralT Asssenbly- a aueape<lb /><lb />property into the Preserve,<lb /><lb />NC Secretary of State Elaine F.<lb />Marshall, ae<lb />Constitutional Amendments<lb />Publication Commission, says<lb /><lb />the technical amendment would<lb /><lb />help streamline the legislative<lb />process. A starkly dispropor-<lb />tionate number of minorities, particularly African<lb />American males, are thus denied voting rights.<lb />Nearly 14 percent of African American males are<lb />denied the right to vote.<lb />While different states set different rules for enfran-<lb />chisement of ex-offenders (from Vermont and<lb />Maine allowing individuals to vote while in prison,<lb />to states like Florida, Alabama and Mississippi,<lb />where ex-offenders are essentially disenfranchised<lb />for life), overall, there is a crisis in this country.<lb />We believe ex-offenders should have the right to<lb />vote restored upon release from prison. Studies<lb />show that one of the best indicators of whether an<lb />individual will vote is whether their parents vote<lb />- and children of ex-offenders should not be put<lb />at an even greater disadvantage.
