          <lb />Serving Eastern North Carolina Since 1981 May 28, 2002 = June 14, 2002<lb /><lb />EPARATIONS<lb /><lb />Will money or an apology suffice?<lb /><lb />by Henry Gibbons<lb />Tri - State Defender<lb /><lb />Is an apology stupid? or is<lb />asking for money the best<lb />thing to do?<lb /><lb />That's what local Black<lb />activists and scholars said<lb />are the wnderlying mes-<lb />sages of the movement for<lb />reparations for slavery.<lb />Because of all the<lb />talk,anguish and discussion<lb />about slavery in America in<lb />the 137 years since it was<lb />banned, the nation has<lb />never formally condemned<lb />slavery, and apologized to<lb />Blacks for the deprivations<lb />it caused.<lb /><lb />So whether they agree or<lb />not that the government or<lb />institutions that benefited<lb />from slavery should pony<lb />up a financial settlement,<lb />local Blacks said the first<lb />step is an apology.<lb /><lb />"An apology would go far;<lb />that's where the healing<lb />starts." said Florida A&amp;M<lb />history professor Larry<lb />Rivers, author of "Slavery<lb />In Florida: Territorial Days<lb />to Emancipation. ? "We<lb />need to come to the table.<lb />say this happened beek<lb />then, it was wrong and<lb />we've gone beyond it. But<lb />Black people won't talk<lb />about it, [Black) people<lb />feel a void and feel they are<lb />not respected."<lb /><lb />The issue of reparations for<lb />slavery has become a gath-<lb /><lb />ering storm, even as Blacks<lb />disagree among themselves<lb />about the need. Only a<lb />whispered notion a few<lb />years ago, reparations now<lb />have the support of the<lb />Rev. Jesse Jackson, the<lb />National Coalition of<lb />Blacks for Reparations in<lb />America and a handful of<lb />politicians. In recent<lb />months, descendants, of<lb />slaves have filed suit<lb />against corporations - in-<lb />surance companies, banks,<lb />railroads - whose founding<lb />institutions profited from<lb /><lb />slavery before the 13th<lb />Amendment abolished it in<lb />1865.<lb /><lb />Supporters of reparations<lb />point to the historical<lb />precedents. They note<lb />Germany and other<lb />European nations have<lb />made financial reparations<lb />to the victims and descen-<lb />dants of the Jewish<lb />Holocaust during World<lb />War II<lb /><lb />They note the U.S. govern-<lb />ment made reparations to<lb />Japanese-Americans who<lb />were interned in detention<lb />camps during World War II,<lb />and it made financial ac-<lb />commodations for Native<lb />Americans, who lost land<lb />during the colonization of<lb />America. Yet Blacks, fa-<lb />mously promised "40 acres<lb />and a mule" after the Civil<lb />War, have received no rec-<lb />ompense for _ slavery.<lb />"Blacks feel they never got<lb />what was promised, ? said<lb />Barbara Rollins, a local<lb />activist. | "[Governments)<lb />delivered for the Jews, they<lb />delivered for the Japanese,<lb />why not for African-<lb />Americans?"<lb /><lb />Actually, supporters said,<lb />the reparations movement<lb />has been muddied by the<lb />belief it is about individual<lb />financial awards, or the<lb />modern-day equivalent<lb />6f,,"40 acres and an SUV."<lb />They agree with critics who<lb />say it would be a logistical<lb /><lb />nightmare to determine<lb />which descendants receive<lb />for cash awards and how<lb />much each should receive.<lb />But they say money is<lb />needed to repair social con-<lb />ditions that remain the leg-<lb />acy of slavery: higher<lb />unemployment for blacks,<lb />fewer educational opportu-<lb />nities, unequal medical<lb />treatment, higher rates of<lb />infant mortality and dis-<lb />ease. They envision corpo-<lb />rations that benefited from<lb />slavery and the U.S. gov-<lb />ernment contrihuting to a<lb /><lb />fund that would<lb />help reduce those inequi-<lb />ties. "Don't give me money.<lb />| can afford to send my<lb />daughter to Yale," said<lb />Tallahassee physician Ed<lb />Holifieid. "But there are a<lb />whole lot of Black people<lb />who can't afford to send<lb />there children to college.<lb />There are a whole lot of<lb />Black people still caught up<lb />in the vicious cycle of<lb />Slavery in every parameter<lb />you can think of."<lb />Holifield said slavery repa-<lb />rations by the government<lb />are political  olost cause,"<lb />because of the opposition<lb />by Whites and conserva-<lb />tives. But Holifield be-<lb />lieves corporations and<lb />universities such as Brown<lb />University, whose founder<lb />was involved in the slave<lb />trade, can be forced to<lb />make reparations through<lb />litigation. He noted suc-<lb />cessful lawsuits have been<lb />brought against many<lb />European corporations for<lb />roles they played in the<lb />Holocaust.<lb /><lb />"The same arguments made<lb />against reparations for<lb />Blacks were made about<lb />reparations for Jews, ?<lb />Holifield said. And yet<lb />surprise, surprise, surprise.<lb />the Jews wound up prevail-<lb />ing. ?<lb /><lb />Rivers counters,that the<lb />U.S. government could be<lb />held responsible for slavery<lb /><lb />in a court of law - and thus<lb />forced to make financial<lb />compensation. He said the<lb />Constitution's labeling of<lb />Blacks as only "three-<lb />fifths" of a citizen, and a<lb />constitutional  "_ provision<lb />that made the slave trade<lb />legal for 20 years after the<lb />constitution was written in<lb />1787, are evidence of the<lb />government's support of<lb />slavery.<lb /><lb />"| think the government<lb />was culpable, ? Rivers said.<lb />"And I think the<lb />government has to be part<lb /><lb />of the solution. ?<lb />Yet the real need, said even<lb />those who don't support<lb />reparations, is an apology.<lb />The Rev. Wilbert Hobbs<lb />opposes financial repara-<lb />tions as a waste of re-<lb />sources." He said the<lb />discussion about repara-<lb />tions diverts people from<lb />"issues of impact today to<lb />those of"years ago." But<lb />Hobbs agrees that Black<lb />Americans deserve an ac-<lb />knowledgment from there<lb />government that the institu-<lb />tion of slavery was wrong<lb />and a promise to continue<lb />overcoming the inequities it<lb />caused. " | think most<lb />Americans of color will be<lb />satisfied when America ad-<lb />mits its role in slavery and<lb />the historic discrimination<lb />against (people of color), ?<lb />Hobbs said.           <lb />ne of the most difficult things<lb />for most of us to do is to admit<lb />to the shortcomings of our an-<lb />cestors. This is particularly true<lb />when these shortcomings have<lb />for generations been represented as virtues.<lb /><lb />There are those who argue that slavery<lb />was not the cause of the Civil War. It can be<lb />conceded will that a convincing argument<lb />can be made that it (slavery) was not the<lb />exclusive cause of that horrible conflict that<lb />continues to divide us.<lb /><lb />It is a fact, however, that had there been<lb />no slavery there would have been no war. It<lb />is also a fact that the Union victory not only<lb />precipitated the end of slavery ....it also<lb />marked the beginning of real economic op-<lb />portunity for people who mistakingly be-<lb />lieved they had a vested interest in fighting<lb />on the side of the Confederacy!<lb /><lb />That Union victory set events in motion<lb />that not only freed millions of slaves but<lb />poor and struggling Whites as well and<lb />this is the point that is too often missed.<lb />Slavery oppressed everyone except the<lb />planter elite who enjoyed its economic<lb />benefits. The only beneficiary of a con-<lb /><lb />Give District of Columbia residents.<lb />a voice, Coalition urges congress<lb /><lb />mericans across the country<lb /><lb />were shocked to learn that mil-<lb /><lb />lions of their fellow citizens<lb /><lb />were denied their right to vote<lb /><lb />in the November 2000 elec-<lb />tion. Poor and<lb />struggling Whites were not a part of the<lb /> osouthern culture ? made possible by a<lb />slave-based economy.<lb /><lb />In fact, the probability is that had that<lb />economic system survived, poor Whites<lb />would have continued to have little hope of<lb />escaping their economic or social position.<lb />The philosophy of  ogrow more cotton so<lb />that you can buy more slaves so that you<lb />can grow more cotton ? precluded any po-<lb />tential progress on the part of the poor (and<lb />often landless) Whites.<lb /><lb />Should the descendants of non-slave<lb />owning Whites be proud of their ancestors<lb />who fought and died to (as they perceived<lb />it) protect what little they had? Of course<lb />they should! Should they also, however, re-<lb />alize and accept the fact that their ancestors<lb />were blinded by a bigoted based philosophy<lb />of White supremacy? The answer again is<lb /><lb />For those who would argue that this was<lb />not the case, think about it honestly, There<lb />can be no other logical explanation for their<lb />involvement in the Civil War.<lb /><lb />leaders and members are joining the Lead-<lb />ership Conference on Civil Rights and oth-<lb />er advocacy groups to lobby senators to<lb />support the  oNo Taxation Without Repre-<lb />sentation ? Act. Scores of D.C. residents,<lb />elected officials, and other citizens are par-<lb />ticipating.<lb /><lb />The bill, introduced by Norton, would re-<lb />quire full voting representation in the Con-<lb />gress for District residents, or exempt them<lb />from federal income taxes until those rights<lb />are granted. The Act is co-sponsored by<lb />Sen. Joe Lieberman, D. Conn. As Chairman<lb />of the Senate Committee on Governmental<lb />Affairs, Lieberman will conduct a May 23<lb />hearing on voting representation for the dis-<lb />trict Ts citizens.<lb /><lb />D.C. residents fulfill more than their<lb />fair share of civic responsibility by pro-<lb />viding critical skills that enable govern-<lb />ment to function effectively, serving in<lb />the nation Ts military in times of war, and<lb />paying nearly $3 billion in federal income<lb />taxes each year. So far, more than 100<lb />members of the House have signed on as<lb />co-sponsors of the  oNo Taxation Without<lb />Representation ? Curry<lb /><lb />n recent years, the NAACP and the<lb />National Urban League (NUL) have<lb />been returning to their origins by plac-<lb />ing a greater emphasis on education,<lb />teachers, administrators, students, par-<lb />ents and government officials to close the gap<lb />between Black and White achievement.<lb /><lb />Spearheaded by NUL President Hugh<lb />Price, Urban League affiliates have been par-<lb />ticularly successful at organizing programs<lb />that honor academic achievement in the same<lb />manner that high school athletic banquets<lb />honor gifted athletes. The NAACP recently<lb />held its fifth biennial Daisy Bates Education<lb />Summit in Atlanta. Bates, a former field di-<lb />rector for the NAACP in Arkansas, led the<lb /> oLittle Rock Nine ? past a mob to successful-<lb />ly desegregate Central High School in 1957.<lb /><lb />NAACP President Kweisi Mfume an-<lb />nounced at the Atlanta conference that just as<lb />it has sued major corporations that discrimi-<lb />nate against African Americans, the organiza-<lb />tion will now file complaints against states<lb />that refuse to help close the gap between<lb />Black and White student accomplishments.<lb /><lb /> oTwenty-eight governors have pledged to<lb />join the NAACP and our partners in the ef-<lb />forts to reduce racial disparity and close the<lb />achievement gap, ? Mfume said.  oHowever,<lb />22 states failed to respond by the May 20,<lb />2002 deadline. The NAACP will file Title V1<lb />complaints with the Office of Civil Rights at<lb />the U.S. Department of Education, and the<lb />Civil Rights Division of the U.S. Justice De-<lb />partment! against those states that did not sub-<lb />mit an equity in education plan. ?<lb /><lb />Each state has been asked to submit a plan<lb />that will help reduce the racial disparity gap<lb />by 50 percent over the next five years. The<lb />NAACP is looking at five key areas: testing,<lb />graduation rates, suspensions, placement in<lb />special education and the lack of access to<lb />gifted and talented programs.<lb /><lb />States not complying by the Mav 10 dead-<lb />line are: Alabama, Colorado, Florida, Hawaii,<lb />Idaho, Kentucky, Louisiana, Massachusetts,<lb />Michigan, Minnesota, Montana, New Mexi-<lb />co, Nevada, North Dakota, Ohio, Oregon,<lb />Pennsylvania, Rhode Island, South Dakota,<lb />Vermont, Virginia and Wyoming.<lb /><lb />John H. Jackson, NAACP national director<lb />of education, says the first complaints will be<lb />filed against Florida, Louisiana and Ohio. In<lb />Florida, for example, African-Americans make<lb />up 25 percent of public school students, yet are<lb />44 percent of those suspended, 35 percent of<lb />those expelled and 48 percent of students earn-<lb />ing GEDs rather than traditional diplomas. Ac-<lb />cording to the U.S. Department of Education Ts<lb />Office on Civil Rights, only 7 percent of Blacks<lb />are enrolled in advanced placement mathemat-<lb />ics and 6 percent in advanced science.<lb /><lb />The NAACP in its  oCall For Action in Ed-<lb />ucation, ? has announced a goal of reducing<lb />racial disparity in the nation Ts public schools<lb />by 50 percent over the next five years.<lb /><lb />Among the recommendations made in the<lb />42-page special report are:<lb /><lb />*Track and publicly report on the disparate<lb />distribution of school resources;<lb /><lb />*Federal, state and local educational agen-<lb />cies should aggressively recruit highly-quali-<lb />fied, certified teachers for high-poverty<lb />schools and provide them with multicultural<lb />teacher training, professional development,<lb />mentors and effective retention incentives,<lb /><lb />*Increase the number of early childhood pro-<lb />grams available to people of color and the poor;<lb /><lb />*Curb tracking programs and redouble ef-<lb />forts to place students of color in advanced<lb />placement programs and classes for the gifted<lb />-and talented;<lb /><lb />*Reduce class size, especially in urban<lb />schools;<lb /><lb />*Narrow the digital divide by at least 50<lb />percent over the next five years;<lb /><lb />*Declare a moratorium on high-stakes test-<lb />ing of children until all states can guarantee<lb />that all students have an equal opportunity to<lb />learn the tested curriculum;<lb /><lb />*Provide more detailed information on<lb />racial and ethnic academic achievement;<lb /><lb />*Increase efforts to involve more parents;<lb /><lb />Develop effective strategies for interven-<lb />ing before a students is labeled  omentally re-<lb />tarded ? or placed in special education classes;<lb /><lb />*Move away from overly harsh  ozero toler-<lb />ance ? policies that disproportionately impact<lb />students of color;<lb /><lb />*Give magnet schools priority over the es-<lb />tablishment of charter schools;<lb /><lb />*Oppose measures that would impose one-<lb />year structure immersion programs for stu-<lb />dents needing language assistance;<lb /><lb />*Increase funds to Historically Black Col-<lb />leges and Universities and institutions that<lb />serve Native Americans and Hispanics;<lb /><lb />Encourage colleges to target people of<lb />color for enrollment and retention, maintain<lb />affirmative action programs, increase need-<lb />based grants, and increase the number of<lb />Black doctoral candidates.<lb /><lb />At his press conference in Atlanta, Mfume<lb />said,  oThe NAACP reaffirms its commitment<lb />to continue the legacy of Daisy Bates by<lb />working to ensure that all students, regardless<lb />of race, gender or ethnicity, have equal access<lb />to quality education. ?<lb /><lb />If George W. Bush really wants to be<lb />known as the  oEducation President, ? he<lb />should quickly embrace the educational<lb />Strategies outlined by the NAACP and the<lb />National Urban League. Webb<lb /><lb />here are but few individuals in<lb />Memphis and Shelby County<lb />who would not list racial divisive-<lb />ness as being near the top among<lb />problems that afflict our city.<lb /><lb />This problem, though it exists in varying<lb />degrees in other cities throughout the coun-<lb />iY, is particularly detrimental here because<lb />of the population ratios. People of color or<lb />African Americans, if you will, constitute<lb />more than 60 percent of the population in<lb />Memphis and more than 50 percent in<lb />terms of total Shelby County population.<lb /><lb />What racial divisiveness does to a city with<lb />this type of population ratio is that it prevents<lb />the evolution of a commonality of purpose<lb />and the establishment of common priorities.<lb /><lb />My grandfather often said,  oIf you clearly<lb />understand the problem, the solution is obvi-<lb />ous. ? In Memphis and Shelby County | don Tt<lb />| believe we clearly understand the m<lb />and as a result, solutions have eluded us.<lb /><lb />The problem of racial divisiveness can-<lb />not, because of its origins, bé si ly<lb />defined. T Minimally, the problem has four<lb /><lb />interrelated parts. Its parts are i-<lb />cal, |, attitudinal and political.<lb />All four of these have historically<lb />interacted in ways that have resulted in to-<lb />day's negative environment.<lb /><lb />The Geographic Divide:<lb /><lb />Historically, the races in Memphis have<lb /><lb />Racial divisiveness in<lb />Memphis is appalling<lb /><lb />When major annexations to the city oc-<lb />curred during the latter part of the nine-<lb />teenth century, the majority of African<lb />Americans whose occupations were not<lb />agriculture related resided in Memphis. As<lb />the boundaries of the city moved east, the<lb />city residential areas became more segre-<lb />gated. Much of this was dictated by the fact<lb />that African Americans were typically less<lb />mobile because of economic limitations.<lb /><lb />Most African Americans who lived in<lb />Memphis were tenants as opposed to their<lb />being rty owners. Because there were<lb />few rental opportunities in the expanded<lb />territory, African Americans remained, for<lb />the most part, where they were. In addi-<lb />tion, Memphis T government supported the<lb />erection of legal barriers to  omixed ? neigh-<lb />borhoods and developed an official policy<lb />of segregated residency in Memphis by al-<lb />lowing covenants that prohibited anyone<lb />other than Whites to purchase homes in<lb />newly developed subdivisions. There<lb />might be those who would suggest that<lb />this was a sbeehoode - economic in-<lb />tegrity of neighborhoods. This suggestion<lb />vals not stand up under cross examina-<lb />tion, however, because re of the<lb />economic status of an African American<lb />family, that family could not, by law, pur-<lb />chase a home in any of those  ocovenant<lb />protected ?<lb /><lb />College in Raleigh.<lb /><lb />"Come to me all you who labor and are<lb />heavy laden, and I will give you rest.<lb />Take my yoke upon you, and learn of<lb />me, for | am meek and lowly in heart,<lb />and ye shall find rest unto your souls,<lb /><lb />for my yoke is easy, and my burden is<lb />light. ? One of 66 participants selected for DFL-the |<lb />first program of its type in North Carolina-Willie completed fifty-six hours of classroom instruction and produced a pro- |<lb />fessional portfolio that includes a career plan, examples of educational achievements, and a personal statement of educa-<lb />tion philosophy.           <lb />Should God Only<lb />Bless America<lb /><lb />Following September 11,<lb />God Bless America signs<lb />appeared everywhere. But<lb />what does  oGod Bless<lb />America ? mean to us?<lb /><lb />Hopefully. we are not being<lb />exclusive. Do others see<lb />and hear something like<lb />this, "God Bless me and my<lb />country, never mind you and<lb />yours?" But it should have<lb />been perfectly clear to all<lb /><lb />September, the victimized<lb /><lb />nation was reaching out to<lb />the Almighty for help, com-<lb />fort, guidance and grace.<lb />Memorial services brought<lb />the unused words, "God<lb />Bless America," to the lips<lb />of many who had _ not<lb />remembered them since<lb />their school days----or since<lb /><lb />they heard Kate Smith sing-  "<lb /><lb />ing them.<lb /><lb />Appeals for God's grace can<lb />and should be consistent<lb />with the words Jesus taught<lb />his disciplines, "Thy will be<lb />done in earth as it is in<lb />heaven." Remarkably, those<lb />words are not meant for any<lb />special nation. They do not<lb />exclude any group of peo-<lb />ple. When John wrote in<lb />3:16, he was not speaking of<lb />a limited group who were to<lb />be blessed. God, who "so<lb />loved the world, ? did not<lb />give his Son to sacrifice life<lb />for just a few and give in to<lb />evil by losing the blinded<lb />majority to humanity to eter-<lb />nal death.God has already<lb />richly blessed America with<lb />unprecedented freedoms for<lb />the common man. God has<lb />especially blessed America<lb /><lb />with a Constitution guaran-<lb />teeing freedom of speech,<lb />press, worship and the right<lb />to assemble---as well as<lb />great material wealth, natu-<lb />ral resources and technol-<lb />ogy. Of course with<lb />blessings come responsibil-<lb />ity. This past century was<lb />the most violent in history.<lb />In spite of the rallying of a<lb />nation, with anthems,<lb />hymns, flags and prayers,<lb />still, there is much pain and<lb />sorrow in America---and<lb />everywhere. What plans<lb />does God have for wiping<lb />away sorrow and tears---and<lb />really blessing people? Will<lb />God use America as a leader<lb />in the world to stop the pain<lb />and terror and bless all the<lb />nations of the world?         <p>MEB<lb /><lb />[DITOR<lb />iE<lb /><lb />Mr. Geroge Allen Mebane<lb />was borti July 4, 1850 at the<lb />Hermitage in Bertie county<lb />to slave parents. He was a<lb />black educator, legislator,<lb />editor, businessman, and<lb />writer. His father was Allen<lb />Mebane. Nothing is known<lb />of his early life except that<lb />his parents were refugees to<lb />McKean County, PA. In the<lb />latter part of 1864, young<lb />Mebane served in the Civil<lb />War as a mess boy in<lb />Company A, _ Eighty-fifth<lb />New York Regiment of<lb />Volunteers. While living in<lb />McKean County in the<lb />towns of Prentissvale and<lb />Eldred, he attended the com-<lb />mon schools for fifteen<lb />months.<lb /><lb />Returning to Bertie County<lb />in 1871, Mebane, for a time,<lb />was a schoolteacher, proba-<lb />bly in Windsor, and held a<lb />first-class teachers' certifi-<lb />cate. Over the course of his<lb />life, he taught for at least<lb />fifteen years in three coun-<lb />ties. Twice, he was elected<lb />as a Republican to represent<lb />the Third District (Bertie<lb />and Northampton Counties)<lb />in the state senate (1876-<lb />1877 and 1883).<lb /><lb />He won his first campaign<lb />by 2.161 votes and the<lb />second by 1,200. Senator<lb />Mebane served on_ the<lb />Committees of Education<lb />and Corporations  "_ and<lb />claimed credit for introduc-<lb />ing a Sunday prohibition<lb />law. In reaction to laws<lb />sponsored by whit legislators<lb />to restrict relationships be-<lb />tween black men and white<lb />women. Mebane proposed a<lb />bill to prohibit white men<lb />and black women from co-<lb />habiting. The bill was killed<lb />in committee. Around this<lb />time, Mebane also was an<lb />editor of the black-owned<lb />newspaper, Carolina<lb />Enterprise, along with E. E.<lb />Smith and John  " h.<lb />Williamson. Soon after<lb /><lb />leaving the senate, he was<lb />elected Registrar of Deeds of<lb />Bertie County and operated a<lb />provisions store in Windsor.<lb /><lb />In 1885, Mebane proposed writ-<lb />ing a book entitled "The<lb />Prominent Colored Men of<lb />North Carolina." Covering the<lb />period from 1860-1885, the<lb />study would include biographi-<lb />cal sketches of over two hun-<lb />dred prominent black<lb />businessmen and politicians, as<lb />well as a description and history<lb />of those institutions in the state<lb />aiding Blacks. He even went so<lb />far as to send out a detailed<lb />questionnaire to the prospective<lb />subjects of the sketches to<lb />obtain information on whether<lb />their parents had been freedmen<lb />or slaves before the war, the<lb />extent of their schooling, their<lb />occupations, and the amount of<lb />property they owned. Although<lb />there is no evidence that this<lb />book was ever completed,<lb />Mebane did publish two other<lb />works in 1900. His article,<lb />"Have We An American Race<lb />Questions? The Negro<lb />Vindicated," which appeared in<lb />the Arena, a national publica-<lb />tion, used data from the 1890<lb />census and other statistical ma-<lb />terial to document the progress<lb />blacks had made in education<lb />and to refute the claim that they<lb />committed a disproportionate<lb />number of crimes. Mebane also<lb />edited a pamphlet: "The Negro<lb />Problem" as Seen and<lb />Discussed by Southern White<lb />Men in conference at<lb />Montgomery, Alabama, with<lb />Criticisms by the Northern<lb />Press which analyzed the issues<lb />raised at the Montgomery Race<lb />Conference.<lb /><lb />In May 1888, he challenged<lb />Henry P. Cheatham for the<lb />Republican nomination for the<lb />Second Congressional District.<lb />The district convention resulted<lb />in a split nomination for the<lb />two Black candidates, which<lb />might have ensured the election<lb />of the incumbent white<lb />Democrat, Furnifold Simmons.<lb /><lb />Praises On The Air .............. Whichever ver-<lb />sion is correct, and both may be<lb />true. Mebane's withdrawal en-<lb />abled Cheatham to win a narrow<lb />victory; thereafter the<lb />Republicans won a majority of<lb />the campaigns in the district<lb />through the end of the century.<lb />In 1893, his political career<lb />behind him, Mebane was an<lb />incorporator of the Elizabeth<lb />City Colored Normal and<lb />Industrial Institute. After mov-<lb />ing to Elizabeth City sometime<lb />during the mid-1890's, he served<lb />as the school's financial agent<lb />and general superintendent.<lb /><lb />On February 11, 1877, Mebane<lb />married Jennie Mills Sanderlin<lb />of Windsor. She was the<lb />daughter of Mr. and Mrs.<lb />Robert Sanderlin. They had six<lb />children. The children were:<lb />Hubert Allen Wilberforce<lb />Mebane, George E. Cynthia McKinney<lb />(D-Ga), after being stri-<lb />dently criticized for suggest-<lb />ing that the Bush<lb />Administration had knowl-<lb />edge of an impending attack<lb />on the United States prior to<lb />September I1, has claimed<lb />vindication in the wake of<lb />recent disclosures that both<lb />the CIA and FBI had re-<lb />ceived such reports.<lb />President Bush has come<lb />under increasing criticism<lb />since it was recently re-<lb />ported that US intelligence<lb />agencies received a series of<lb />clues that the US was about<lb />to be attacked but did not act<lb />on them.<lb /><lb />The White House has finally<lb />acknowledged that President<lb />Bush was provided a written<lb />briefing on Aug.6 stating<lb />that Al Qaeda leader Osama<lb />bin Laden and his followers<lb />had discussed the possibility<lb />of hijacking US airplanes.<lb />_ A July 10 memo from an<lb />FBI agent in Phoenix<lb />warned the agency of<lb />Middle Eastern men training<lb /><lb />at a flight school here.<lb /><lb />"It turns out it wasn't an idle<lb />accusation, that there was<lb />some prior knowledge by<lb />the Bush Administration,"<lb />says University of Maryland<lb />Political Science Professor<lb />Ronald Walters. Earlier,<lb />Walters had  been midly<lb />critical of McKinney by<lb />pointing out that she had<lb />made bold statements about<lb />Bush's prior knowledge<lb />without offering any proof.<lb />McKinney created a_ stir<lb />earlier this spring. "There<lb />was adequate warning.<lb />There were people who<lb />failed to act on the warning.<lb />And that's what ought to be<lb />investigated," she said<lb />March 25 on KPFA-FM, a<lb />radio station in Berkely,<lb />Calif.<lb /><lb />"What did this administra-<lb />tion know and when did it<lb />know it about the events of<lb />Sept. 11? Who else knew<lb /><lb />and why did they not warn<lb /><lb />the innocent people of New<lb />York who were needlessly<lb />murdered?"<lb /><lb />On the radio show,<lb />McKinney said former<lb />President Bush, the presi-<lb />dent's father, sits on the<lb />board of the Carlyle Group,<lb /><lb />among the largest defense<lb />contractors, and that the<lb />Bush family stood to benefit<lb />as the president called for<lb />and received a $40 billion<lb />defense-spending  " budget<lb />through fiscal year 2003.<lb />The five-term _congress-<lb />woman and member of the<lb />House International Rel-<lb />ations and Armed Services<lb />committees was excoriated<lb />in editorials and by liberal<lb />and conservative columnists<lb />for her charges.<lb /><lb />In a written statement,<lb />McKinney says: "I was<lb />derided by the White House,<lb />Right wing talk radio, and<lb />spokespersons for the<lb />military-industrial complex<lb />as a conspiracy theorists.<lb />Even my patriotism was<lb />questioned because | dared<lb />to suggest that Congress<lb />should conduct a full and<lb />complete investigation into<lb />the most disastrous intelli-<lb />gence failure in American<lb />history.<lb /><lb />"It now becomes clear why<lb />the Bush Administration had<lb /><lb />been vigorously opposing<lb /><lb />congressional hearings.<lb /><lb />The Bush Administration<lb />has been engaged in a<lb />conspiracy of silence, Ever<lb />since | came to Congress in<lb /><lb />APPPY BIRTHDAY MOTHER MONK<lb /><lb />IC AT IT'S BEST<lb />GOSPEL MUSIC AT IT's<lb /><lb />WoPs<lb /><lb />1992, there are those who<lb />have been trying to silence<lb />my voice. But,<lb />that appears to be changing.<lb />"It looks like she knows<lb />what she's talking about, "<lb />says Rep. James E. Clyburn<lb />(D-S.C.). Clyburn initially<lb />said he hadn't given her<lb />radio comments enough<lb />thought to respond. He says<lb />the CBC will likely look to<lb />its members on committees<lb />related to defense before<lb />considering a formal state-<lb />ment.<lb /><lb />Fellow Georgian, Rep. John<lb />Lewis, had initially declined<lb />to comment on McKinney's<lb />controversial remarks. He<lb />now tells the Atlanta<lb />Journal-Constitution,<lb /><lb />"| think she had some infor-<lb />mation that she was about to<lb />retain from. some source<lb />and, | hate to put it in this<lb />vein, but she may have the<lb /><lb />last laugh. This is a very,<lb />very serious matter. ?<lb /><lb />The new disclosures have<lb />not caused McKinney's most<lb />avid critics to back down,<lb />including the Atlanta<lb />Journal Constitution's Black<lb />editorial page editor,<lb />Cynthia Tucker or from<lb />online commentator, Jonah<lb />Goldberg.<lb /><lb />"When she asked for an<lb />investigation, she was con-<lb />demned and ridiculed. But<lb />she will never be offered an<lb />apology from Cynthia<lb />Tucker, Sen. Zen Miller<lb />(D-Ga.) and her other at-<lb />tackers," Dee Turner says in<lb />a letter written to the<lb />Journal-Constitution,May, 17<lb />The letter was one of more<lb />than a half-dozen published<lb /><lb />that day in support of<lb /><lb />McKinney.<lb /><lb />Miller, who had_ initially<lb />called her remarks, " dan-<lb />gerous, loony and irrespon-<lb />sible," says he owes no<lb />apology. McKinney ch ed<lb />that the Bush administration<lb />deliberately covered uP ad-<lb />vance knowledge of the<lb />attacks in order to profit<lb />from them. It was.a loon<lb />statement last month, and it<lb />is still a loony statement<lb />today."<lb /><lb />White House spokesman Ari<lb />Fleischer initially made light<lb />of McKinney's allegations,<lb />comparing her to John F.<lb />Kennedy assassination con-<lb />spiracy buffs. He has not<lb />backtracked nor apologized<lb />for his statements since the<lb />White House acknowledged<lb />that Bush received the<lb />memo. Goldberg, a colum-<lb />nist who mixed personal<lb />attacks on McKinney with<lb />his political column insight,<lb />says he fails to see how the<lb />new reports give credence to<lb />McKinney's _allegations---<lb />especially her allegation that<lb />the Bush family might bene-<lb />fit financially.<lb /><lb />Goldberg now writes that he<lb />has also received numerous<lb />requests for an apology to<lb />McKinney. He responds,<lb />"McKinney is still an idiot. "<lb />Ron Walters is keeping a<lb />close eye on developments<lb />in the nation's capital.<lb /><lb />1 don't think there was a<lb />conspiracy," Walters says.<lb />"But, after it happened,Bush<lb />certainly took advantage of<lb />it. He proposed that it would<lb />be a long war, he announced<lb />a budget that was out of<lb />sight. And guess who<lb />benefits from it?<lb /><lb /></p>

It is "ye" or<lb />you who are to put to death<lb />the sinful deeds of the body,<lb />but you are to do it through<lb />the Holy Spirit's power.<lb />The Christian who struggles<lb />in his own strength to live<lb />the Christian life will fail.<lb />He must by faith appropri-<lb />ate daily the power of the<lb />Holy Spirit (Romans8:4,5).<lb />Described practically, this<lb />means that the believer<lb />trusts the Holy Spirit to<lb />empower him in specific<lb />instances such as sharing<lb />his faith with others, resist-<lb />ing temptation, being faith-<lb />ful, etc.<lb /><lb />There is no secret formula<lb />that makes the Holy Spirit's<lb />power available. The New Testament<lb />writer James said that even<lb />though the human tongue is<lb />a small part of the body, it<lb />has the power to make a<lb />tremendous impact (Jas.<lb />3:1-12).. The book of<lb />Proverbs reminds us that<lb />"the tongue has the power<lb />of life and death" (18:21).<lb />The language we use to<lb />communicate with one an-<lb />other is like a knife. In the<lb />hands of a careless or<lb />ignorant person, it can<lb />Cause great harm. So it is<lb />with words.<lb /><lb />The Bible teaches that<lb />kind word can uplift, nour-<lb />ish, and mend a_ broken<lb />heart. Proverbs 16:24 says,<lb />"Pleasant words are a hon-<lb />eycomb, sweet to the soul<lb />and healing to the bones. ?<lb />A well-considered word can<lb />help to restore confidence,<lb />hope, and and purpose to a<lb />teen who feels dejected,<lb />lost, and confused.<lb /><lb />Remember the schoolyard<lb />comeback, "Sticks and<lb />stones can break my bones,<lb />but words can never hurt<lb /><lb />me." It's a lie. Unkind<lb />words do injure--sometimes<lb />any Being yelled at or<lb />called a<lb /><lb />name like "stupid"  "<lb /><lb />or  oidiot, ? especially by a<lb />parent, can inflict a wound<lb />that will fester for years.<lb /><lb />How Are Words Used To<lb />Control and Attack?<lb /><lb />1) Guilt Trips<lb />2) Faultfinding<lb /><lb />3) Name-calling<lb />4) Yelling<lb /><lb />5) Sarcasm<lb /><lb />6) Blaming<lb /><lb />7) Put-downs<lb /><lb />Verbally abusive words<lb />can hurt at any level. But<lb />we are left with damage that<lb />IS More extensive when the<lb />abuse becomes extreme.<lb />You can't see the bruises, as<lb />you can with physical<lb />abuse, but the injury is there<lb />and is just as great. The<lb />long-term effect of living<lb />with an irrational, belittling<lb />parent is that those who are<lb />being abused feel as if<lb />they're going to explode<lb />inside because they know<lb />something is _ seriously<lb />wrong but their parents<lb />continue to deny it. Some<lb />parents insist that nothing is<lb />wrong, and that if there is a<lb />problem it's not with them.<lb /><lb />Extreme verbal abuse<lb />makes its victims feel small<lb />and powerless. They feel<lb />weak and helpless as indi-<lb />viduals to change their cir-<lb />cumstances. After living in<lb />a situation where nothing<lb />changes no matter what<lb />they do, they slowly give<lb />up. They begin to stop<lb />caring and start to lose<lb />heart.<lb /><lb />Many of us who know<lb />someone who has been<lb />verbally abused notice this<lb />shift in the person's counte-<lb /><lb />is now unhappy, wi<lb /><lb />lethargic, and depressed.<lb /><lb />Eventually, what affects<lb />the soul will take its toll on<lb />the body. It's not uncom-<lb />mon for children. and teens<lb />who have experienced ex-<lb />treme verbal abuse to suffer<lb />with a host of stress-related<lb />illnesses, such as migraine<lb />headaches, nervous<lb />twitches, of severe stomach-<lb />aches. Sometimes hair loss<lb />occurs also.<lb /><lb />Jesus teaches us to love<lb />our enemies (Lk. 6:27-36),<lb />but He doesn't demand that<lb />we forget or ignore<lb />the consequences of oppres-<lb />sive wrongs. He teaches us<lb />to love others even though<lb />they may have harmed us,<lb />and to be willing to forgive<lb />those who have sincerely<lb />repented (17:3).<lb /><lb />Loving those who hurt us<lb />doesn't come easy. We all<lb />need time to get to the place<lb />where we want to show love<lb />to those who have hurt us so<lb />much. But to continue to<lb />withhold love is to become<lb />like the one who has<lb />harmed us. To harden our<lb />hearts and deny forgiveness<lb />to someone who has had a<lb />change of heart is to return<lb />evil for evil. We don't have<lb />the right to do this. Funds<lb />are raised on behalf of each<lb />paticipant and they are<lb />awarded a scholarship upon<lb />their entrance into college.<lb />The young lady who raises<lb />the highest amount of<lb />money is crowned Miss or<lb />Little Miss Jabberwock.<lb />This year Diandrea Miller<lb />was crowned<lb /><lb />"Miss Jabberwock 2002"<lb />Diandrea, the daughter of<lb />Mary Sue Miller, is a junior<lb />at DH Conley High School.<lb />She is a member of the DH<lb />Conley School Marching<lb />Band, Gospel Choir,<lb />Women's Track Team, and<lb />Symphonic Band. Diandrea<lb />enjoys singing, reading,<lb />playing the saxophone. She is a member of<lb />the North Pitt High School<lb />Spanish Club, and enjoys<lb />babysitting and volunteering<lb />at Camp Canaan.Roychelle's<lb />hobbies include: writing,<lb />poertry, and singing. Her<lb />most memorable experience<lb />was traveling to Madrid,<lb />Spain. Her goal is to attend<lb />college to become a web<lb /><lb />designer. When was<lb />the last time you took your<lb />family on a special outing?<lb />Do you plan ahead to spend<lb />meaningful time with your<lb />wife and children, fellow-<lb /><lb />4.A child outgrows your -<lb /><lb />lap, but never outgrows<lb /><lb />- your heart.<lb /><lb />5.God gave you two ears<lb />and one mouth, so you<lb />should listen twice as much<lb />as you talk.<lb /><lb />6. The quality of consis-<lb />tency must be present a's<lb />well as the makeup of a<lb />Christian father.<lb /><lb />God is not the author of<lb />confusion, but of peace (I<lb />Corinthians 14:33). In a<lb />consistently peaceful and re-<lb />liable environment, your<lb />children can develop a right<lb />confidence in themselves<lb />and God's way of life.<lb />Raising children properly in<lb />this world is a realchallenge.<lb />God lays much of the res<lb />onsibility in fathers. But you<lb />as a father can meet this<lb />challenge. God himself is<lb />your model. If you stay<lb />close to Him and practice<lb />what He teaches you in His<lb />Word. you can produce<lb /><lb />tations, changes, inte:<lb /> mate convertions, laughtes,<lb /><lb />sexual sharing, confusion<lb />joy, smile, tears, pain, crises,<lb />reeducation, . community,<lb /><lb />apologies, . mistakes, more:<lb /><lb />mistakes, new knowledge,<lb />and love. If children are<lb />involved, include parenting<lb />and repeat everything above<lb />twice for each year of the<lb />marriage. If the marriage<lb />lasts more than fifteen years,<lb />the couple should add wis-<lb />dom. If it lasts the other<lb />twenty percent, perhaps the<lb />most successful marriages<lb />the couple will sleep. Thus,<lb />both you and your partner<lb />are always lovable even<lb />when you act unkindly or<lb />unwisely.<lb /><lb />Just as a child lovable even<lb />when she/he is noisy or<lb />mischievous.<lb /><lb />Constantly, look in the mir-<lb />ror and ask ourselves:<lb />Would you marry me? Am<lb />| doing my best, giving my<lb />all, being the best | can be to<lb />myself. We need to take<lb />time to do some homework<lb />on self-love, self-esteem.<lb />and self-confidence.<lb /><lb />When we pass the test of<lb />self-acceptance, the perfect<lb />someone who will comple-<lb />ment all that we already are<lb />will walk right through the<lb />door.
