Powell. A<lb />scion of Beltway royalty,<lb />Secretary of State Gen.<lb />Colin PowellTs only son is<lb />that rarest of political gems--<lb />-a Black Republican diehard<lb />free of the kooky far-right<lb />vibes that dog Alan Keyes<lb />and JC Watts. John McCain<lb />loves him, as do a number of<lb />starstruck Democrats bé-<lb />witched by his lineage and<lb />smarts. For many, the junior<lb />Powell seems a younger and<lb />brighter version of George<lb />W. Bush.<lb /><lb />Unlike Bush, however,<lb />Powell has not squandered<lb />his youthful ambition on<lb />failed oil derricks and Texas<lb />keggers. At the tender age<lb />of 38, he is the new chair-<lb />man of the Federal<lb />Communications<lb />Commission, the five-person<lb />panel that lords over Big<lb />Media and the Baby Bells.<lb />Rep.
