He did not<lb />elaborate on how one of<lb />Clear ChannelTs vanilla Top<lb />40 outlets can provide serv-<lb />ice on a par with that of an<lb />independent, or how a Sta-<lb />tion relegated to the FM<lb />dialTs nether regions could<lb />possibly harm the bottom<lb />line of a Dave Matthews<lb />-playing titan.<lb />Powell's laissez-faire<lb />machinations could be more<lb />easily forgiven if not for his<lb />ip dismissals of the FCC's<lb />role in helping customers---<lb />as the agencyTs handbook<lb />notes, its mission is to<lb />protect the publicTs obest<lb />interests?, At a_ recent<lb />American Bar Association<lb />panel, however, Powell<lb />curtly pooh-poohed the no-<lb />tion of a public-interest stan-<lb />dard, calling it<lb />* about as empty a vessel<lb />as you can accord a regula-<lb />tory agency.?<lb />The statement was in line<lb />with an earlier quip, in<lb /><lb />foreheads, the GOP is gam-<lb />bling that those so rewarded<lb />won't notice they've been<lb /><lb />their race. ~<lb /><lb />But then theT mistakes<lb />biggest being<lb />powershift of the US<lb />the Democrats,<lb />then Republican<lb />Jim Jeffords,<lb />and months<lb />the<lb /><lb />now. He owes his<lb />FCC entreeT to McCain, who<lb />plucked a greenhorn Powll<lb />i from:the shadows in 1997.<lb />* In amove widely viewed<lb />-as a kowtow to PowellTs<lb />papa, McCain _ single-<lb />handedly nixed a second<lb />:term for the highly regarded<lb />Rachelle Chong and backed<lb />the Secretary of State, Gen.<lb />Colin PowellTs son instead.<lb />- When Powell was tapped for<lb />ChongTs seat, he was just<lb />four years out of<lb />Georgetown Law School<lb /><lb />be used to justly the nation<lb /><lb />and had been in.government<lb />:. less than. two months, as<lb />- Chief of staff to Department<lb />' of Justice antitrust czar Joel<lb />. Klein. Prior to that, heTd<lb />T worked for OTMelveny and<lb />_ Myers, an uber-connected<lb />law firm whose partners<lb />have included = Warren<lb />- Christopher and whose cli-<lb />ents include Disney, Sony<lb />Pictures, and GTE.<lb /><lb />But sucking up to a<lb />four-star father was not<lb />McCainTs sole intent; in<lb />-Micheal, he found the ideal<lb />bureaucrat to appease Big<lb />»Media. Despite his reform-<lb />_ist rhetoric, the Arizonia<lb />Republicans has close ties to<lb />communications __ interests.<lb />No senator has received<lb />more money from the indus-<lb />try over the past eight years<lb />than McCain ($685,929 as<lb />-of 2000, according to the<lb />Center for Public Intergrity).<lb /><lb />_ When Viacom and CBS<lb />merged last year, for exam-<lb />ple, FCC rules dictated that<lb />the company would have to<lb />sell off several stations to<lb />omeet the 35% audience cap.<lb />McCain quickly introduced<lb />a bill that would raise it to<lb /><lb />" 50%----now a moot effort,<lb />thanks to PowellTs likely<lb />intention to dump the limit<lb />altogether.<lb /><lb />Powell enjoys an even<lb />closer connection _to<lb />Louisiana Republican Billy<lb />Tauzin, a relationship criti-<lb />cal to his ascension from<lb />FCC commissioner to chair-<lb />man.  Tauzin heads the<lb />House ngs and<lb />Commerce ommittee,<lb />which oversees the agency.<lb />-Telecommunications " inter-<lb /><lb />ests have showered the con-<lb />gressman with lavish perks,<lb /><lb />with an earlier quip, in<lb />FCC should. get<lb />ensuring the<lb /><lb /><lb /><lb />Surrounded by a host of<lb />industry luminaries and lob-<lb />byists, Powell delivered a<lb />crowd-pleasing speech in<lb />which he compared the<lb />agency to Dr. SeussTs<lb />Grinch----a nonsensical<lb />brute that was ruining corpo-<lb />rate AmericaTs profiteering<lb />with a mis-guided emphasis<lb />on the public interest. oThe<lb />oppressor here is regula-<lb />tion,? he proclaimed, to<lb />thunderous applause.<lb /><lb />Tauzin then took the dias<lb />and boldly named Powell his<lb />pick to head the FCC. oHe<lb />is the brightest light on the<lb />commission, the brightest<lb />mind,? gushed Tauzin,<lb />whose aide later insisted the<lb />speeches weren't coordi-<lb />nated.<lb /><lb />oThe next sound could<lb />have been the air being let<lb />out of the candidacy of Pat<lb />Wood,? Broadcasting and<lb />Cable wrote. Powell was<lb />promoted just after the New<lb />Year.<lb /><lb />As a relative rookie,<lb /><lb />Powell wouldnTt dare mess<lb />with the wishes of a player<lb />like Tauzin---or, for that<lb />matter, with Big Media, who<lb />pumped $1.07 million into<lb />BushTs campaign coffers.<lb />Like Tauzin, Powell wants<lb />to toss the rules governing<lb />cross ownership in the same<lb />market. Those are the same<lb />regs vexing moguls- like<lb /><lb />. Rupert Murdoch, who has<lb /><lb />already obtained one waiver<lb />in order to own both the<lb />New York Post and the<lb />cityTs Fox affiliate, and who<lb />would like to expand his<lb />reach further.<lb /><lb />_ oI donTt know why thereTs<lb />something inherent about a<lb />newspaper and something<lb />inherent about a broadcaster<lb />that means they canTt be<lb /><lb />- combined,? Powell told re-<lb /><lb />porters in April. MurdochTs<lb />sentiments exactly.<lb /><lb />Despite his insensitive<lb />gaffes and obvious pro-<lb />business sentiment, PowellTs<lb />mere appearance in the cor-<lb />ridors of power touches off<lb />a bipartisan lovefest. At his<lb />first Capitol Hill hearing, for<lb />example, Powell was<lb /><lb />with praise more<lb />fitting. a Medal of Honor<lb />recipient than a bureaucrat.<lb />Aside from the unexpected<lb />flattery from Tauzin (oI al-<lb />most want to applaud after<lb />your statement?), Democrat<lb />John Dingell of Michigan<lb />commended PowellTs de-<lb />regulatory blather as oright<lb />on the "Jane<lb /><lb />Harmon, a California<lb />Republican, added, oIf you<lb /><lb />| | bri those sil to reform-<lb /><lb />te<lb />1997,<lb /><lb />Staff Photo<lb /><lb />come across as an idealogue<lb />or terribly partisan.?<lb /><lb />PowellTs Web site<lb />(www. fcec.gov/commissione-<lb />ts/powell) features uninten-<lb />tionally comic photos of him<lb />mugging with Diana Ross<lb />and the Osmonds, publicity<lb />shots that ooze non-<lb />threatening geekiness.<lb />Reporters who gain access<lb />to his inner sanctum are<lb />invariably regaled with the<lb />tale of the jeep accident that<lb />cost him his army career,<lb />which he illustrates by whip-<lb />ping out old CAT scans of<lb />his shattered hip.<lb /><lb />That charm has enabled<lb />Powell to develop a Teflon<lb />resistance to criticism. The<lb />fact that his chief of staff,<lb />Marsha McBride, previously<lb />served as a Disney lobbyist<lb />has barely merited a men-<lb />tion. And PowellTs ques-<lb />tionable conduct during the<lb />AOL Time Warner merger<lb />review has largely been for-<lb />gotten. Though his father<lb />sat on AOLTs board and held<lb />options to purchase 320,000<lb />shares of stock, Powell, with<lb />legal clearance, refused to<lb />recuse himself from the<lb />vote.<lb /><lb />On Jan. 11, the same day<lb />the FCC gave the merger its<lb /><lb />final approval, Colin an- M<lb /><lb />nounced his resignation<lb /><lb />from the AOL's board and<lb /><lb />his intention to exercise<lb />those options. His net profit<lb />should be in the neighbor-<lb />hood of $9 million.<lb /><lb />Powell was just recon-<lb />firmed for a second FCC<lb />term, which wonTt expire<lb />until 2007. Yet few believe<lb />hell serve that long.<lb />Embarrassed by the sea of<lb />lily-White faces at the<lb />Philadelphia oconvention,<lb />Republicans - are desperate<lb />for a rising African<lb />American  star---a_ Great<lb />Black Hope, as it were.<lb />That title was formerly held<lb />by JC Watts, the Oklahoma<lb />congressman who once re-<lb />buted a Clinton State of the<lb />UnionTAddress with a meta-<lb />phor about magazine cut-<lb />outs. But Watts was too<lb />visibly tied to the religious<lb />rightTs moral agenda, and<lb />has since faded from the<lb />GOPTs national spotlight.<lb />Race alone is not enough to<lb />spur party switching among<lb />minority voters, a<lb /><lb />Powell, for hisipart, flaunts<lb />his centrist credéntials, oITm<lb />not a blind idealogue......It's<lb />fair to say ITm a mo r<lb />he told an ir i<lb /><lb />T<lb /><lb />er<lb /><lb />mimicking his<lb />idle-ofthe-t .<lb /><lb />African American leaders by<lb /><lb />coauthoring a bill with<lb />McCain that offers tax cred-<lb />its tO minorities who buy<lb />media - companies---a<lb />pleasant-sounding otrickle<lb />down? measure that benefits<lb />only the most priviledged.<lb />And Powell has conven-<lb />iently become a champion of<lb />several " non-objectionable<lb />crusades, such as asking<lb />Congress for the power to<lb />levy stiffer fines against<lb />corporate scofflaws---though<lb />the rare $10 million penalty<lb />is unlikely to trouble a Baby<lb />Bell with annual revenues<lb />upward of $60 billion.<lb /><lb />HeTs mum on the future,<lb />but even PowellTs supposed<lb />Critics acknowledge that heTs<lb />primed for a larger stage. o<lb />Michael PowellTs political<lb />prospects are great,? says<lb />Gigi Sohn, ex-director of the<lb />Media Access Project, a<lb />consumer advocacy group.<lb />oHeTs smart, very politically<lb />savvy.....Bush talks about<lb />being a uniter, not a divider,<lb />Michael Powell is one.?<lb /><lb />Ah, yes----another junior<lb />member of a modern right-<lb />wing dynasty, itching to let<lb />corporatins unite in the name<lb />of laissez-faire- and content<lb />to let the divide between Big<lb /><lb />ediaTs mandarians and the<lb />Captive public grow ever<lb />wider. Clarence<lb />Walker, himself a black man<lb />and a Professor of History at the<lb />University of California at<lb />Davis, makes just such a case<lb />in "We Can't Go Home Again:<lb />An Argument about Afrocen-<lb /><lb />dubious merit, the author states<lb />by way of introduction,<lb />oThroughout the text I use the<lb />term NegroT... | am uncomfort-<lb />able with the term 'African-<lb />AmericanT, and one of my pur--<lb />poses in writing this book is to<lb />show why." After<lb />all, what is he saying by calling<lb />himself a Negro? There is no<lb />Negro-land. So, the monicker<lb />'Negfo' gives little sense of a<lb />people's roots. But there is an<lb />Africa, which is why. the term<lb />African-American makes per-<lb />fect sense.<lb /><lb />Despite all the credentials,<lb />I considered the possibility that<lb />perhaps Walker is writing<lb />tongue in cheek, because his<lb />philosophy is so patently self-<lb />hating. His antiquated attitudes<lb />aren't far afield from the out-<lb />dated dyed in the wool racism<lb />once espoused by the likes of<lb />Columbia University's John<lb />Burgess who argued in 1902<lb />that, "A black skin means mem-<lb />bership in a race of men which<lb />has never of itself succeeded in<lb />subjecting passion to reason.<lb />has never created any civiliza-<lb />tion of any kind.? If Walker's<lb />was a serious endeavor. |<lb /><lb />wouldn't be surprised to find<lb />that a conservative think tank<lb />underwrote the research which<lb /><lb />he considers a therapeutic, but !?,?d to such ludicrous conclu-<lb />. misguided version of African _ 5!0NS. ;<lb />WidOW chose an agency history, . The<lb />highest knowledge to which<lb /><lb />Moye<lb /><lb />the " church.<lb />Churches. could . develop<lb /><lb />| educational programs to<lb />| educate Black youth and<lb />- adults by teaching them<lb /><lb />economic principles and<lb />capitalism from the pulpit<lb />and in. Sunday schools.<lb />Churches could help parents<lb /><lb />and other adults learn how to:<lb /><lb />be self-efficient and. com-<lb />petitive by building<lb /><lb />Black communities, practic-<lb />ing ethno-aggregation and<lb />vertical . integration, and<lb />commercializing Black cul-<lb />ture through business devel-<lb />opment and inculcating a<lb />code of conduct.<lb /><lb />Every Monday morning,<lb />Black churches typically de-<lb />posit approximately $1 bil-<lb />lion in white-owned banks<lb />across. America. In most<lb />instances, these are very<lb />same banks from which<lb />Black people, as well as<lb />Black churches and Black<lb /><lb />businesses, have a difficult,<lb /><lb />time securing _loans.<lb />Churhces could establish<lb />banks, savings and loans,<lb />credit unions, or loan funds<lb />designed to provide business<lb />and personal loans to Black<lb />businesses.<lb /><lb />Church leaders have to worl<lb />together to fine tune these<lb />suggestions. and shape them<lb />so that they are pratical.<lb /><lb />Beatrice Maye<lb /><lb />men and women can attain is "<lb /><lb />a personal knowledge of<lb />God. Since we have all<lb />sinned and come short of the<lb />glory of God, we do not<lb />naturally possess this knowl-<lb />edge even though we know<lb />that He exists. Knowing that<lb />God exists is not the same as<lb />knowing God personally,<lb />just as knowing the<lb />President does not mean that<lb />you necessarily know him<lb />personally. This knowledge<lb />of God is crucial, however,<lb />since to know God person-<lb />ally is to be saved and have<lb />eternal life. We should re-<lb />joice in the fact that God<lb />earnestly wants us to attain<lb />this knowledge. That is why<lb />He has spoken to us in His<lb />Word, revealing Himself and<lb />disclosing the means by<lb />which we may know Him.<lb /><lb />While God surely can be<lb />known, there is always more<lb />to be learned about Him.<lb />There are many Scriptures<lb />which teach that our knowl-<lb />edge of God is partial. It is<lb />said to be "too wonderful"<lb />"unsearchable" and "infi-<lb />nite". Since our knowledge<lb />of God is incomplete, we<lb />must increase it through<lb />spiritual growth.           <lb />Black-on-Black<lb /><lb />~~ Jack-on-Black violence must<lb /><lb />Stop!<lb /> Oba the ast few weeks, the<lb />onumber of Black homicides, and<lb />"+ Black-on-black violence as a<lb /><lb />whole, has grown to a rate that will likely<lb /><lb />ee Ne eee ee oe<lb /><lb />surpass the homicides for all of last year.<lb />-., Many living in the Black community hate<lb />. to See warm weather come because they<lb />know the window-shaking, booming music,<lb />-kids hanging out on street corners and<lb />otings increase when summer arrives.<lb /><lb />Gunshots become a common sound, and<lb />itTs rarely a single shot. ItTs almost always<lb /><lb />~ an automatic weapon with shots that send<lb />you diving for cover as you pray that a<lb />Stray bullet doesnTt hit you or a loved one<lb />inside your own home.<lb /><lb />In the Monday morning Union Planters<lb />National Bank shooting on Lamar Avenue.<lb />two people, a 25-year-old woman. Sheryl<lb />Lynne White, a bank customer, was killed<lb />and James Earl Jones, 63, the bank security<lb />guard lies in critical condition at The MED,<lb />hanging on to life from a gunshot wound to<lb />ithe face. And, throughout the city, other<lb />bank robberies and killings not related to<lb />bank jobs.<lb />| Why all the killing?<lb /><lb />. The age-old excuse of othey canTt find<lb />decent jobs? no longer holds water. ItTs<lb />-ipretty clear that if you drop out of school,<lb />you will not find a decent job. You also<lb />iwonTt go very far if you just do what it<lb />takes to get by in life. Jobs exist and there<lb />are plenty of ways to get them, including<lb />going to college and participating in train-<lb />ing and apprenticeship programs.<lb />| Our forefathers fought and died to open<lb />doors for posterity, but in many cases,<lb />young people prefer hanging out on corners,<lb />Selling poison to make an easy buck.<lb />| Despite all the killings, the Black com-<lb />munity appears to be numb to all the vio-<lb />lence, often giving little or no information<lb />to police to curb the destruction.<lb />| If the police had gunned down those<lb />bank-robbery suspects during their arrests<lb />Tuesday, protests would have erupted all<lb />over Memphis. We would have called the<lb />\city and county mayors, our Black and<lb /><lb />ven U.S. Supreme Court Justice<lb />Sandra Day OTConnor " a chief<lb />architect of what many see as the<lb />nationTs archaic death penalty<lb />"laws " has now finally seen the<lb />light and has added her name to the grow-<lb />ing list of prestigious Americans who have<lb />come to question the necessity " and fair-<lb />ness " of the oultimate punishment? for<lb />aes lawbreakers " the death penalty.<lb />he has joined fellow justice Ruth Bader<lb /><lb />Ginsburg " who in April, voiced support<lb /><lb />for a d moratorium on executions in<lb /><lb />_Maryland " former colleagues Harry<lb />Blackmun and Lewis Powell, Illinois Gov.<lb /><lb />, George Ryan, the Rev. Jesse Jackson and<lb />others, including this newspaper in express-<lb />ing fears about the appropriateness and fair-<lb /><lb />oness of legal executions.<lb /><lb />Said OTConnor last week to a meeting of<lb /><lb />Minnesota women lawyers: oAfter 20 years<lb /><lb />peeooocos<lb /><lb />1<lb /><lb />he more than 20-year-old malady<lb />known as HIV/AIDs has a new<lb />face, according to an alarming<lb /><lb />be<lb /><lb />new report by the venerable New<lb />"York Times, and it should be a<lb />call for governments " and all per-<lb />are at risk for contracting the<lb /><lb />"The face of AIDS is Bla<lb />Lim of A lacker, younger and<lb />female, Cases among<lb /><lb />hear and fol<lb />Governments<lb />in fact the U.S. government itself"need to |<lb />treatment to<lb /><lb />Sao bee<lb /><lb />ou can prevent "<lb /><lb />NAACP, the Revs. Al Sharpton, Jesse Jack-<lb />son and any other Black leader we thought<lb />we could have gotten responses from.<lb /><lb />. But, seemingly, when we should protest,<lb />we donTt, most hiding behind the excuse:<lb />We have no local leadership that is con-<lb />cerned about us until it is. time for an elec-<lb />tion. In part, thatTs true, but we have to ask<lb />ourselves: Do we pressure them with our<lb />concerns or even offer suggestions at meet-<lb />ings and sessions that will force them to<lb />pay attention to them.<lb /><lb />The time has passed for us to stop turning<lb />our heads, covering our ears and closing our<lb />eyes when Blacks kill other Blacks. If weTre<lb />going to have prosperous communities,<lb />where our kids grow up without the threat<lb />of violence, we have to take a stand.<lb /><lb />We must demand more of our young peo-<lb />ple"our posterior"by showing them that<lb />thereTs a better wav in life than gang-bang-<lb />ing and/or selling and taking drugs. Show<lb />them there are no shortcuts in life. Stress to<lb />them that hard work and determination are<lb />Values that must be instilled and kept.<lb /><lb />And, the silence with the police must also<lb />stop. There's a bad apple in every bunch,<lb />and we must rid our communities of those<lb />who ate poisoning it. That means talking to<lb />the police when crimes take place near our<lb />homes.<lb /><lb />ItTs time for the churches"pulpit and<lb />pew"sitting on every other corner and<lb />across the street from each other" to unite<lb />and at least visit the hedges and highways "<lb />with the true meaning of the gospel or good<lb />news. ItTs time for all of us who live and<lb />work together to say weTre not going to tol-<lb />erate the violence any more.<lb /><lb />How do we do it?<lb /><lb />Give the police our full support, show the<lb />bad element that we will not support thugs<lb />in our communities. Anyone who would<lb />gun down another human over drugs or<lb />money is-a hoodlum and not worth protect-<lb />ing.<lb /><lb />ie them know...Not In Our Neighbor-<lb />hood! Not In Our City or County!<lb /><lb />But as long as we are silent, it will con-<lb />tinue.<lb /><lb />Possibly, some new light<lb />for the death penalty<lb /><lb />on the high court, I have to acknowledge<lb />that there are serious questions being raised<lb />about whether the death penalty is being<lb />fairly administered in this country. Perhaps<lb />most alarming is the fact that if statistics are<lb />any indication, the system may well be al-<lb />lowing some innocent defendants to be exe-<lb />cuted.?<lb /><lb />From an officer of the highest court in the<lb />land, those are some chilling, but sage and<lb />credible words. .<lb /><lb />In the past 25 years, according to those<lb />who compile such statistics, at least 91 for-<lb />mer Death Row inmates have been exoner-<lb />ated in the U.S., one posthumously.<lb /><lb />The OTConnor statements should at least<lb />further the national dialogue on the death<lb />penalty and whether the U.S. should re-<lb /><lb />main one of the few democracies that still "<lb /><lb />employs it, as flawed, racist and final as it<lb /><lb />can be.<lb /><lb />The changing face<lb />of AIDS in America<lb /><lb />men contracted HIV over the course of the<lb />epidemic. |<lb /><lb />* Black women, who make up 7 percent<lb />of the nationTs population, accounted for 16<lb />percent of all new AIDS diagnoses in 1999,<lb />a percentage that has grown steadily since "<lb />the syndrome was identified 20 years ago.<lb /><lb />The reason for the burgeoning toll in the<lb />South are myriad; unemp nt, substance<lb />abuse, teenage pregnancy and minimal ac-<lb />cess to heal and preventive education<lb />programs,<lb /><lb />rly, in the newest ohotbed? for the<lb /><lb />disease, the message about AIDS preven<lb />is not oye ag to those who need to<lb />in the affected areas"and<lb /><lb />provide more monies for education and<lb />revent the South of America<lb />g a close kin<lb /><lb />violence<lb /><lb />White élected officials, the national<lb /><lb />All citizens must consider<lb /><lb /><lb /><lb />the state of Black America<lb /><lb />_| by Hugh B. Price<lb /><lb />he Secretary of State of the Unit-<lb />ed States of America is an African<lb />American, a ofirst.?<lb />The .\ationally security adviser<lb />to the President of the United<lb />States is an African American, another ofirst.?<lb /><lb />The Secretary of Education in the PresidentTs<lb />Cabinet is an African American, also a ofirst.?<lb /><lb />These and other ofirsts? of the Bush Ad-<lb />ministration, along with the Cabinet and sub-<lb />Cabinet-level ofirsts? of the administration of<lb />President Clinton, and the job and economic<lb />gains of the 1990s for Black at most econom-<lb />ic levels support the assertion that thereTs nev-<lb />er been a better time to be Black in America.<lb /><lb />. But even now, with professions of a commit-<lb />ment to tolerance and diversity being socially<lb />as well as legally required, the difficulties, ten-<lb />sions and problems that are rooted in Ameri-<lb />caTs racial past"and present"remain sharp,<lb />even if unseen, or, as is often the case, ignored.<lb /><lb />No one should be surprised by this com-<lb />plexity, this juxtaposition of significant<lb />progress and persisting problems. America is<lb />still trying to live up to that splendid ideal<lb />written into the nationTs founding document:<lb />We holdthese truths to be self evident...<lb /><lb />For more than a quarter-century the Na-<lb />tional Urban LeagueTs policy journal, The<lb />State of Black America, has been keeping<lb />tabs on how that journey toward the ideal has<lb />been progressing. "<lb /><lb />And every year the need for the scrutiny of<lb />scholars, public-policy experts, legislators,<lb />and activists it brings together to examine<lb />some crucial issues seems to intensify.<lb /><lb />The reason is simple: As more progress is<lb />achieved, the comparison with the problems<lb />that remain, and the new problems that ap-<lb />pear, grows sharper, too.<lb /><lb />So it is with our current issue, which has just<lb />been released. It examines some of the issues<lb />with which the rising generation of African<lb />Americans, those under 35, have to grapple.<lb /><lb />Many in this Black cohort are fulfilling the<lb />promise of the civil rights victories of the<lb />1960s. TheyTve been able to take advantage<lb />of the significant equalizing of opportunity<lb />across the color line. But, even they face<lb />problems that are still rooted in race, as the<lb />national survey of Black Americans, which<lb />forms the volumeTs centerpiece shows in dra-<lb />matic fashion.<lb /><lb />And some of the broader problems affect-<lb />ing Black Americans are still severe.<lb /><lb />For one thing, consider the public schools,<lb />which 95 percent of Black pupils attend, and<lb />which, taken as a whole, are more racially<lb />segregated now than at the time of the<lb /><lb />Supreme CourtTs landmark rejection of segre-<lb /><lb />gation in the Brown decision.<lb /><lb />We canTt wait for or depend on the mere<lb />fact of racial integration to attack"and<lb />solve"the problem of inspiring Black chil-<lb />dren to do well in school. And, anyone who<lb />thinks the problem of under-performing<lb />schools in Black neighborhoods is not con-<lb />nected to the larger issues of school and<lb />housing integration is ojust whistling Dixie.?<lb />Indeed, the entire public discussion about ed-<lb />ucational vouchers and charter schools is<lb />grounded in spoken and unspoken assump-<lb />tions and presumptions about race.<lb /><lb />A second example of the oother side? of all<lb />the fine examples of racial progress is the<lb />Black unemployment rate. In the late 1990s it<lb />fell to the single digits, levels not seen since<lb />the end of World War II. It took that long for<lb />the positive effects of the decadeTs unprece-<lb />dented economic recovery to reach the low-<lb />wage levels of the workforce ladder and open<lb />up millions of new jobs. When it did, masses<lb />of unskilled, poorly-educated Blacks were<lb />among the million rushing to fill them " in "<lb />the process, showing that three decadesT<lb />worth of glib theorizing about the Black<lb />poorTs cultural deficiencies? was just so<lb />much bunk.<lb /><lb />But now the economy is souring, and lay-<lb />offs of white-collar and blue-collar workers<lb />are rising, and those jobs at the bottom are<lb />shrinking sharply. It doesnTt require genius to<lb />predict what will happen to the Black unem-<lb />ployment rate.<lb /><lb />Or, to consider a third issue, juxtapose all<lb />the good news against the racial divide be-<lb />tween many, many police departments in this<lb />country and Black people.<lb /><lb />Note that I didnTt say oBlack criminals.?<lb />No, a divide " that is to say, an antagonistic<lb />relationship between police and criminals"is<lb />exactly what law-abiding citizens want.<lb /><lb />But, in Black America the law-abiding are<lb />caught, and often caught hard, by the inclina-<lb />tion of some individual White officers, and<lb />the overt or implicit policy of some depart-<lb />ments as a whole to consider all African<lb />Americans (and darker-hued Latino Ameri-<lb />cans, and Asian Americans, too) as guilty "<lb />of something " until proven innocent.<lb /><lb />That leads to police racial profiling or oth-<lb />er forms of police misconduct. Amid all the<lb />talk about the growing diversity of American<lb />society and the growing tolerance for diversi-<lb />ty among Americans, it is with us, still, in the<lb />first years of the new century.<lb /><lb />How long this pattern of stark contrasts<lb />characterizes the state of Black America is a<lb />question, and a responsibility, for all Americ-<lb />as to consider.<lb /><lb />_ (Hugh B. Therefore, she has to wait<lb />on the next available bus which was at<lb />the 5:11 p.m. (The passengerTs story was<lb />confirmed by the other passengers who<lb /><lb />were on the 4:02 p.m. bus which broke<lb /><lb />down.)<lb /><lb />However, the operator did not accept<lb />her story. In fact, the operator talked to<lb />the passenger as though the passenger<lb />was a little child, telling her to shut up.?<lb />It was during this time he decided to call<lb />dispatcher,<lb /><lb />According to witnesses, dispatcher con-<lb />firmed the passengerTs story but the oper-<lb />ator was determined that he was going to<lb />force this passenger to pay another fare,<lb />anyway. In the meantime, I understand<lb />that the operator pulled the bus over to<lb />Front/Linden for a period of 10 minutes<lb />while all of this was going on. I, also, un-<lb />derstand that the actions and the attitude<lb />of the operator was so bad that even some<lb />of the other passengers became heated<lb />and upset with the bus operator.<lb /><lb />Mr. Hudson, this is the third letter I<lb />have written about this operator. If you<lb />continue to show an unwillingness to deal<lb />with the conduct of the operator, I will be<lb />happy to come before MATA Board at the<lb />next board meeting.<lb /><lb />This operator is not just harassing the<lb />passengers of the Memphis Area Transit<lb />Authority on the 53 Weaver. These are<lb />homeowners. These are voters. They are<lb />hard-working citizens who are trying to<lb />get home peacefully. They are my neigh-<lb />bors. They are my friends, If it comes<lb />down to petitioning the MATA Board or<lb />our elected officials in order to deal with<lb />this situation, they stand ready to do so.<lb /><lb />Mr. Hudson, please do not take lightly<lb />the fact that one of your operators is cre-<lb />ating a hostile environment on the bus. In<lb />the last two letters I wrote you, I asked<lb />that you take some needed steps in deal-<lb />ing with this operator who has been rude<lb />to the passengers and who showed no re-<lb />spect for the job.
