Shortly before<lb />that trial, however, defense<lb /><lb />lawyers gave Judge Garrett<lb /><lb />test results that suggested<lb />that Mr. Cherry might be<lb />incompetent, and the judge<lb />indefinitely postponed the<lb />case against him.<lb /><lb />Despite the passage of time<lb />and the death of key wit-<lb />nesses, a Birmingham jury<lb />convicted Mr. Blanton, 62.<lb />after a two-week trial in<lb />May. Prosecutors won a<lb />critical ruling from Judge<lb />Garrett that allowed them to<lb />play secretly recorded F.B.1.<lb />tapes of conversations in<lb />which Mr. Blanton spoke<lb />generally about playing a<lb />role in civil rights bomb-<lb />ings. But the age of the<lb />crime ultimately caught up<lb />with prosecutors in the case<lb />against Mr. Cherry.<lb /><lb />"We're disappointed," said<lb />Doug Jones, the former<lb />United States attorney who<lb />directed the prosecution of<lb />Mr. Blanton. "But whenever<lb />you're dealing with a case<lb />this old, it should be no<lb />surprise that things like this<lb />come up, whether a physical<lb />or mental condition or even<lb />death."<lb /><lb />Mr, Jones left the federal<lb />prosecutor's office for pri-<lb />vate practice shortly after<lb />the Blanton trial, but had<lb /><lb />mabim<lb />und igo Be Inc<lb /><lb />been appointed to prosecute<lb />Mr. Cherry as well. But,<lb /><lb />A fitting farewell<lb /><lb />there are'still more than a dozen men on the<lb /><lb />federal Death Row in America, none of them<lb /><lb />for crimes as heinous as McVeighTs, most of<lb />them minorities. ae<lb /><lb />- The U.S. Justice Department found just last<lb />year that minorities are disproportionately<lb />represented on the federal Death Row " 74<lb />percent of the defendants for whom prosecu-<lb /><lb />tors sought death were minority " and only<lb /><lb />three White and three Hispanics, but 14<lb />Blacks are currently facing a date with the<lb />Grim Reaper.<lb /><lb />McVeighTs was the first federal execution<lb />in nearly 40 years. We hope it will be the last,<lb /><lb />- unless the crime an inmate is sentenced for is<lb /><lb />one of such magnitude, the guilt so unques-<lb />tionable " as in the McVeigh case " that to<lb />let such a person live might undermine the<lb />very meaning of justice.<lb /><lb />HereTs a blueprint<lb />for school reform<lb /><lb />he latest edition of the nationTs re-<lb />port card released last month<lb />paints a dismal picture of how<lb />Black youngsters are doing in<lb />school. According to the National<lb />Assessment of Educational Progress, nearly<lb />two out of every three Black children in the<lb />fourth grade read below the basic level.<lb /><lb />That means they can state a simple fact<lb />about a story they read, but canTt analyze it.<lb />Those pitiable skills, if one may use that word<lb />here, wonTt get them very far in the 21st cen-<lb />tury economy. ?<lb /><lb />That sort of poor performance is disgrace-<lb />ful, and unacceptable.<lb /><lb />My harsh words arenTt directed toward the<lb /><lb />children. Children want to do well. When large<lb /><lb />numbers of them fail, itTs because adults "<lb />school administrators, teachers, parents, and<lb />their larger community " have failed them.<lb />We know it doesnTt have to be this way.<lb />Poorly performing public schools can be<lb /><lb />turned around if the adults around the children<lb /><lb />mobilize to do so; if adults say: No more ex-<lb />cuses for school failure.T<lb /><lb />This is not to glibly dismiss the problems<lb />that many poorly, performing public schools,<lb />often located in impoverished communities<lb /><lb />and neighborhoods, must wrestle with. In fact,<lb /><lb />my point is just the opposite. It is to say that<lb />the impact of ooutside? problems of poverty<lb />on school pupilsT scholastic performance can<lb />be overcome if a community mobilizes to<lb />save the children.<lb /><lb />ThatTs not the rhetoric of a Pollyanna. ItTs<lb />based on hard facts " in the current case,<lb />the standardized tests results in reading for<lb />fourth graders in the Mount Vernon, N.Y.<lb />public schools.<lb /><lb />In recent decades, the public schools lan-<lb />guished in Mount Vernon, a Westchester<lb />County suburb of New York City, whose<lb />school district is predominately Black and<lb />where 60 percent of the public schools are<lb /><lb />poor. The evidence was seen in the students at<lb /><lb />anearly age.<lb /><lb />Three years ago, just one-third of the forth-<lb />graders there met the state fourth-grade read-<lb />ing standards.<lb /><lb />wo years ago, the Mount Vernon commu-<lb /><lb />nity set out to turn things around. First, citizens<lb /><lb />elected a new school board. Then, that school<lb />board fired the old superintendent " who had<lb />been there 25 years"and brought in Ronald<lb />O. Ross, a former teacher and principal in the<lb />New York City, and Hempstead, Long Island<lb />schools. Third, Ross, with the help of an ener-<lb />gized school staff and a mobilized community,<lb />started to set things right by declaring that he<lb />would not accept excuses for minority and<lb />poor children not doing well academically.<lb />This year the fruits of that community-wide<lb /><lb />policy stunned educators across the state.<lb /><lb />This year the results of the state fourth-<lb />grade reading tests showed: that Mount Ver-<lb />non schools included three of the state's most<lb />improved schools; that several Mount Vernon<lb />schools had more than doubled the percentage<lb />of students passing the test since 1999; that in<lb />one school the percentage of students exceed-<lb />ing state standards soared from 21 percent to<lb />60 percent, and topped 90 percent in two oth-<lb />er schools; and that system-wide, the percent-<lb />age of pupils exceeding state standards " re-<lb />member, only 33 percent three years ago " is<lb />now 77 percent.<lb /><lb />What has happened in Mount Vernon<lb />shows the power of high standards at work.<lb />Ross said he would not accept failure, and the<lb />school district backed him by doubling its in-<lb />vestment in professional development for<lb />teachers, hiring curriculum specialists to help<lb />principals and teachers plan a coordinated ef-<lb />fort to improved pupil performance, and ad-<lb />justing teachersT schedules so that theyTd have<lb />the time to plan effectively.<lb /><lb />And they increased the standards for writ-<lb />ing and reading in each of the early grades,<lb />and made sure students got the proper instruc-<lb />tion and the necessary help to do well: For ex-<lb />ample, all fourth graders are now expected to<lb />write a convincing essay and be able to under-<lb />stand the main point of a story.<lb /><lb />Parents are directly involved, too. After the<lb />first grade, all students are expected to write<lb />in a journal each night, and they carry home<lb />with them forms that an adult must sign, con-<lb />firming that each student has read at home for<lb />thirty minutes.<lb /><lb />I am even more pleased about the Mount<lb />Vernon effort because two stalwart Urban<lb />Leaguers are playing significant supportive<lb />roles in it. The Rev. Dr. W. Franklyn Richard-<lb />son, pastor of Grace Baptist Church, in Mount<lb />Vernon, and Emest Prince, the head of the Ur-<lb />ban League of Westchester County, our affili-<lb />ate there, are among the leaders of the<lb />African-American Leadership Forum of<lb />Westchester County. The Forum has vigorous-<lb />ly backed the changes made in the schools<lb />and supported the continuation of state stan-<lb />dardized tests in reading and other subjects.<lb /><lb />Their involvement, and that of the entire<lb />Mount Vernon community, exemplifies what<lb />can happen when you wed high standards<lb />with high adult expectations of young people<lb />and the resources necessary to help young<lb />people do well.<lb /><lb />When adults do that, they ratify what is the<lb />natural inclination of children: To strive to do<lb />their best.<lb /><lb />(Guest editorial by Hugh Price, president,<lb />National Urban League.)<lb /><lb />As we see it, each<lb />one should teach one |<lb /><lb />e all have, or should have, a<lb />stake in the and<lb />education of our<lb />children. We cannot merely .<lb />leave it up to the educators<lb />and administrators. ItTs a<lb /><lb />convenience we expect to<lb />work,...and work instantly without any<lb />delays, interruptions or<lb />problems...everytime we flick the<lb />switch.<lb /><lb />I am talking about our reliance on<lb />electricity. There was a time, not very<lb />many years ago, when affordable, reli-<lb />able power was a rare thing in this part<lb />of the country. But then came the Ten-<lb />nessee Valley Authority which brought<lb />new jobs, new industry and a much<lb />i ea standards of living and a better<lb />lifestyle to Tennessee. :<lb /><lb />But now, after nearly 70 years of suc-<lb />cess, we may have. forgotien what<lb />makes that all possible. <lb />LETTER TO THE<lb />_- EDITOR<lb /><lb />Subject: Letter To The Editor,<lb />Your readers will not know me, but I would like to share something with<lb />them. It deals with the care given in Nursing Homes.<lb /><lb />It's been my belief that we are all put on the path we trod to allow us to<lb />grow at the pace suitable for our purpose in learning what we need to learn.<lb />As physical persons and spiritual beings (at the same time) we learn from<lb />physical experiences that let us grow more spiritual. By "spiritual" | mean<lb />acceptance of God's creations and realizing that we all can achieve the<lb />Serenity to accept the things we cannot change, Courage to change the<lb />things we can, and the Wisdom to know the difference. People will cross<lb />our path and help us at the times they are needed most. Those that are with<lb />us long enough to share a smile or do one deed of kindness will give us a<lb />"spiritual boost" and let us know we are NOT alone. Some of those "sent"<lb />to help us will become our best friend, mentor, or caregiver. They have<lb />crossed our path for a purpose. Not only for our benefit but theirs as well.<lb />Every time two people share a part of themselves with each other they both<lb />ain,<lb /><lb />it's ironic! | am fascinated with how and why paths cross and I get the<lb />privilege to come to 'Cross' Creek Health Care in Swan Quarter NC. Before<lb />my arrival here | had heard of it's reputation for having professional<lb />employees, yet very giving of themselves and compassionate. | am 47 and<lb />been in a wheelchair for 31 yrs. and a double amputee. When | came here<lb />on 1-11-01, | was greeted by the various dept. heads, nurses, aides, and<lb />could sense a definite family environment, My stay here has justified all<lb />that | had heard (and more). The staff treats the residents as they would<lb />their own mother, father, brother or sistér, Discussions with individual<lb />residents have revealed to me just how much they appreciate the respect<lb />and care given them. There is no generation gap or race barrier here.<lb />Everyone is accepted for who they are and needs are'met accordingly. Every<lb />day | get chance to witness the sparkle in an aftendant's eyes when they<lb />patiently feed someone who needs total care (or) when they perform a task<lb />that paces someone more comfortable. So much that needs to be done for<lb />so many, yet never a raised voice or unkind word. This is unlike any<lb />Nursing Home you will ever hear of vows it has a "Feeling of Family!"<lb />Some people choose not to come to this area because of it's location, but<lb />quality of care far out-weighs any concerns about it's location. | flew from<lb />Maine when | learned of an opening here. It's a total-care facility. | would<lb />attest to the invaluable support/care given here.<lb /><lb />Sincerely,<lb /><lb />Grants & Scholarships, too.<lb /><lb />Wondering how to pay for college? " Willie<lb />Gary, one. of the nationTs most suc-<lb />cessful trial lawyers, outlined a con-<lb />spiracy Monday by the Exxon Mobil<lb />company to sustain high gasoline<lb />prices at the pump by preventing<lb />DAG Petroleum Suppliers, an inde-<lb />pendent oil supplier and station own-<lb />er, from participating in the sale of<lb />1,740 gas stations in the Northeast<lb />that Exxon Mobil was ordered to sell<lb />to a competing oil company.<lb /><lb />"Consumers are paying higher<lb />gasoline prices because Exxon Mo-<lb />bil rigged the bidding process and<lb />limited true competition at the gas<lb />pump," Gary declared as he an-<lb />nounced that he is joining the legal<lb />team for DAG Petroleum. The Vir-<lb />ia-based, minority firm has filed a<lb />eral lawsuit against Exxon, Mo-<lb />bil, saying they were victims of<lb />racial discrimination and antitrust vi-<lb />olations. :<lb />__Gary noted that while Exxon Mo-<lb />bil operates gas stations used by<lb />many African Americans across the<lb />nation, the company blocked a<lb />Black-owned firm from purchasing<lb />the service stations that were put up<lb />for sale.<lb /><lb />Pictured above is the Thomas Foreman/C.M. In<lb />a society abundant in wealth<lb />and resources, this is uncon-<lb /><lb />scionable. Too many<lb />Greenville City employees<lb />are not making strong wages<lb />needed to pay their bills and<lb />invest in their childrenTs<lb />education. The pay grades<lb />and salary ranges need to be<lb />adjusted to promote a more<lb />just city government where<lb />pay equity becomes a hall-<lb />mark for compensating the<lb />hard work of city employ-<lb />ees.<lb /><lb />It is a shame that refuse<lb />collectors, as of July 2000,<lb />received a starting salary of<lb />$18, 408. Although there<lb />have been slight improve-<lb />ments in pay, much more<lb />needs to be done to offset<lb />the recent costs of living<lb />increases. With the rising<lb /><lb />7<lb /><lb />costs of basic necessities<lb /><lb />: (i.e. food, shelter, fuel), there<lb /><lb />should be concomitant sal-<lb />ary adjustments to provide<lb />more disposable income for<lb />industrious employees work<lb />when scheduled and obey<lb />the rules. "<lb /><lb />Refuse collectors are grass-<lb />roots employees who per-<lb /><lb />- form back- breaking labor to<lb />_ keep Greenville clean. The<lb /><lb />employees often work under<lb />inclement weather ochicken<lb />change.? We can and must<lb />do better than this. All of<lb />GodTs children must be<lb />treated fairly and adequately<lb />compensated for their dili-<lb />gence, perseverance, and te-<lb />nacity on the job.<lb /><lb />If all Custodian I and Il<lb />employees and refuse collec-<lb />tors (Grades 16 and 17,<lb />respectively) were to walk<lb />off the job, Greenville would<lb />be shut down in less than<lb />one week. These employees<lb />are the backbone of the city.<lb />They need decent money to<lb />take care of themselves so<lb />they may continue to accom-<lb />modate us. They deserve to<lb />be paid well.<lb /><lb />Transit drivers, whose start-<lb />ing salaries are in the early<lb />$20,000 range, are poorly<lb />paid too. Many citizens,<lb />including senior citizens,<lb /><lb />LINE<lb /><lb />need transportation to work<lb />and appointments. These<lb />drivers work very hard to<lb />meet their deadlines and<lb />schedules. High gasoline<lb />prices mean more bus pas-<lb />sengers, and to some extent,<lb />added headaches.<lb />The maximum salary for the<lb />transit manager is almost<lb />$70,000. This is too much<lb />money for a figurehead.<lb />There are wide disparities<lb />between the salaries of low-<lb />grade city positions and<lb />those of high-grade posi-<lb />tions. Most city jobs are<lb />invaluable to Greenville and<lb />its quality of life.<lb />Concerned citizens should<lb />ask their elected officials to<lb />intercede on behalf of those<lb />disenchanted city employees<lb />who are being shafted.<lb />I support a meaningful 15 to<lb />20 percent across- the- board<lb />salary increase for Grades |<lb />- 25. This would do much<lb /><lb />to boost the productivity,<lb /><lb />dignity, and morale c*<lb />employees and help<lb /><lb />feed their ch..wen.<lb />Furthermore, absenteeism<lb />and tardiness would be cur-<lb />tailed. | Additionally, the<lb />revenue base would be<lb />strengthened for the long<lb />haul.<lb /><lb />caliente:<lb /><lb />Heel/Sew<lb />Ou<lb />OOTWEAR CLINIC<lb />Carolina East Mal}<lb />_ 252-756-0044 "<lb /><lb />Ik<lb /><lb />Out of Sight, Out of Mind?<lb /><lb />Sewer spills<lb /><lb />YUK!
