He has every-<lb />thing he has ever wanted,(a<lb />great Spanish style villa in<lb /><lb />the Spanish country, a<lb />beautiful wife Deedee<lb />(Amanda Redman), and<lb /><lb />charming friends __ that<lb />care) and even though he<lb />gives the impression of be-<lb />ing a pompous rich and lazy<lb />slouch in the first minutes of<lb />the film, you later realize<lb />that hes a _ kind man<lb />that just loves his wife more<lb />than anything in the world<lb />and wants to protect those<lb /><lb />that mean something to him.<lb /><lb />Ah, yes theres always a<lb />devil in sheeps clothing and<lb />when all is at peace<lb />and harmony expect things<lb />to fall apart. <p>: CHAELS<lb />OF THE WILMINGTON JOURNAL<lb /><lb />Republicans arenTt the only<lb />ones anxious for the state<lb />budget battle to end, and the<lb />war over redistricting to begin.<lb />' At least 19 Black<lb />Democratic state lawmakers<lb />are at risk of having the power<lb />base in their respective voting<lb />districts seriously eroded in<lb />order to save white Democratic<lb />and Republican colleagues.<lb /><lb />t And though certainly not<lb />likely, some could conceivably<lb />jose their districts altogether.<lb /><lb />| They have the 2000 U.S.<lb />Census to thank.<lb /><lb />"The 2000 Census has resulted i in some ¢ Black senators and tow siabess losing m more *<lb />than 10,000 Lela in their Tespective Ginies populations. : .<lb /><lb />~ Population. in.<lb />predominately Black legislative<lb />districts has actually decreased 7<lb />since 1990, though the state's [i<lb />total Black population has |%<lb />basically remained the same. _<lb /><lb />hicceding to researchers in<lb />the North Carolina General.<lb />Assembly Legislative Services<lb />Office, while the state's total<lb />population grew an impressive<lb />21.4 percent"thus spawning a<lb /><lb />13th congressional district oSomething " happened, : J<lb />lawmakers still have to Black people moved.<lb />determine"some parts grew somewhere,? says William<lb /><lb />faster than others, while other<lb />parts didnTt grow at all. the<lb /><lb />oThat shift has gone from<lb />the eastern [rural] part of the<lb />state to the Piedmont,<lb />Triangle and Triad [urban]<lb /><lb />areas, Rep. Mike McIntyre enjoys a<lb />70,876 bulge in his numbers,<lb />or 11.45 percent. And in the<lb />controversial 12th District<lb />(44.56 percent Black), which<lb />has been the focus of constant<lb />U.S. Supreme Court litigation<lb />ever since it was established in<lb />1992, Congressman Mel Watt,<lb />an African American, has had.<lb />good growth, giving him a 7.69<lb />percent population profit.<lb /><lb />How, and where the 13th<lb />Congressional District is<lb />ultimately drawn will<lb />determine how much the 12<lb />current districts change.<lb />Because they lead both the<lb />state House and Senate,<lb />Democrats will make sure it<lb />favors them, meaning that<lb />Black population from other<lb />areas will be incorporated.<lb /><lb />The General Assembly has<lb />to complete its work, and<lb />submit it to the U.S. Justice<lb />Department before the May<lb />2002 primaries, Because North<lb />Carolina is governed by the<lb /><lb />1965 U.S. Voting Right Act:<lb /><lb />due to past voting<lb />irregularities, the final<lb />redistricting map will receive<lb />special scrutiny to insure that<lb />there is no illegal packing or<lb />dilution of the Black vote.<lb /><lb />And even after itTs all done,<lb />there is nothing to prevent<lb />someone from going to federal<lb />court, and challenging North<lb />Carolina's 2001 redistricting plan.<lb /><lb />Green concluded, oIt is up to<lb />the Swazi people to determine<lb /><lb />~y<lb /><lb />their own destiny and design a<lb />system that includes a healthcare<lb />plan, cultural plan, behaviors and<lb />attitudes to deal with HIV/AIDS.<lb />By faith all things are possible.?<lb /><lb />Americans and<lb />Swazi Health<lb />care » Workers<lb /><lb />By KAIA "By KAIA NIAMBI SHI SHIVERS<lb />Sentinel Staft<lb /><lb />MANSINI, Swaziland"<lb />Maurice Green stood in front of a<lb />group of nurses and counselors<lb />during an HIV/AIDS in-service<lb />training session at Raleigh Fitzkin<lb />Memorial Hospital and shared<lb />with them that he has been livingT<lb />with HIV for 18 years.<lb /><lb />Silently they gasped in amaze-<lb />ment.
