Americans,?<lb />States a report released by the<lb /><lb />CBC and House Democratic<lb />Leader Dick Gephardt (D-Mo.),<lb /><lb />BushTs budget proposal obreaks<lb /><lb />faith with those promises and<lb />short-changes both African-<lb />American and Hispanic<lb />communities. (AP)<lb />_ Black customers who say they<lb />were refused service at a<lb />Tullahoma Waffle House _ and<lb />captured the incident on videotape<lb />_ have filed a $275 million<lb /><lb />discrimination lawsuit against the<lb />restaurant.<lb /><lb />The four plaintiffs say in their<lb />federal court suit they were locked<lb />out of the Waffle House by<lb />employees who claimed the<lb />restaurant was closed for<lb />maintenance, although white<lb />patrons were clearly visible inside<lb />and continued to be served.<lb /><lb />Ray Congleton of Greenville is<lb />an artist. He builds scale models<lb />of high performance custom<lb />cars. To the unsuspecting eye<lb />CongletonTs models look not<lb />unlike Revel and Snap-On mod-<lb />els. And one cannot help but<lb />admire the unique custom body<lb />designs Congleton comes up<lb />with, but when one learns that<lb />the models are made from paper,<lb />oneTs admiration is transformed<lb />into surprise and disbelief.<lb /><lb />Paper is CongletonTs primary<lb />material, but he includes house-<lb />hold odds and ends such as<lb />Flavor Straws, lagbolts, and<lb />faucet handles to simulate tail<lb />pipes, valve covers, and custom<lb />wheel designs. He uses automo-<lb />tive lacquers to paint his models;<lb />sometimes he gives his models<lb />as many as seven coats until they<lb />look like plastic,<lb /><lb />_ Congleton is an African-<lb />American man who lives in<lb />Greenville with his wife Jennifer<lb />and four year old son Julian. He<lb />received a degree in Art<lb />Education from Elizabeth State<lb />University and a Masters in<lb />Adult Education from Eastern<lb />| Carolina Univeristy.           <lb />oThe Scottsboro<lb />Boys: An<lb />American<lb />Tragedy?<lb /><lb />In March 1931, a freight train<lb />_ crowded with homeless and job-<lb />less hoboes left Chattanooga,<lb />Tennessee, bound for points<lb />west. A short time after the train<lb />crossed into Alabama, a fight<lb />erupted between two groups of<lb />hoboes-one black and one white.<lb />News of the fight reached the<lb />tiny town of Paint Rock,<lb />Alabama, where the train was<lb />stopped by an armed posse.<lb />Before anyone knew what had<lb />happened, two white women<lb />stepped from the shadows of a<lb />boxcar to make a shocking<lb />accusation: nine black teenagers<lb />aboard the train had raped them.<lb /><lb />So began one of the most<lb />dramatic legal fights of the 20th<lb />century. Before it was over, the<lb />Scottsboro affair-so named for<lb />the little Alabama town where<lb />the nine were put on trial for<lb />their lives- would divide<lb /><lb />Mit ou Se bt ou Geta ead ha Ton Ke<lb /><lb />oe ger panes baer ical lines. |<lb />cal, and geogri ines. PBS, = American<lb />Experience presented this rivet-<lb />ing dramain oScottsboro: An<lb />- American Tragedy.? Producers<lb />Daniel Anker and Barak<lb />Goodman spent five years piec-<lb />ing together the story. Their<lb />painstaking research uncovered<lb />long-forgotten archival footage<lb />and. photos, letters, diaries,<lb />newspaper editorials, and trial<lb /><lb />transcripts. These together with -<lb /><lb />the insights of historians and<lb />recollections of eyewitnesses tell<lb />a heartbreaking story. Andre<lb />Braugher narrates; the voices of<lb />Frances McDormand, Stanely<lb /><lb />Tucci, and others help bring the<lb /><lb />story to life.<lb /><lb />In the boysT first trial, accusers<lb />Victoria Price, 21, and Ruby<lb />Bates, 17, played a critical role.<lb />The women werenTt stereotypi-<lb />cal Southern belles: they worked<lb />in the textile mills, lived in the<lb />black part of town, and occa-<lb />sionally traded sex with both<lb />black and white men for food<lb />and clothing. But in the racially<lb />charged atmosphere of rural<lb />Alabama, Price and Bates<lb />quickly came to personify the<lb />ideal of Southern womanhood.<lb />And these nine boys-the oldest<lb />of whom was 19 - were going to<lb />pay for what white Southerners<lb />deemed an unforgivable offense.<lb />The tough-talking Price claimed<lb />fended by a real estate attorney<lb />who had spent just 20 minutes<lb /><lb />with his clients before urging<lb /><lb />them to plead guilty.<lb /><lb />Terrified, the boys concocted<lb />stories to try to save themselves.<lb />But all were found guilty and<lb /><lb />2a ne im - oe : oe<lb />a<lb /><lb />elp finally arrived from an<lb />unexpected source -_ the<lb />Communist ir : :<lb /><lb />inin: und in America in<lb />the 1930's because of o3<lb />Depression. Hoping to gain th<lb />support of African p da mot in<lb />the South, Communist sympa-<lb />thizers demonstrated against the<lb />Scottsboro: trial, met with. the<lb />prisoner, and despite o ion<lb />from the NAACP, convinced the<lb />boysT families to allow the<lb />Communist Party to represent<lb />the nine. .<lb /><lb />In 1932, with lawyers retained<lb />by the Communist Party provid-<lb />ing the arguments, the Supreme<lb />Court handed down a precedent-<lb />setting 7-2 vote that set aside the<lb />verdict in the first trial. The<lb />court ruled the prisonersT de-<lb />fense had been so woefully<lb />inadequate that it had violated<lb />equate that it had violated their<lb />rights to legal due process.<lb />Alabama prepared for a second<lb />trial.<lb /><lb />The International Labor<lb />Defense, the legal arm of the<lb />Communist Party; hired one of<lb />the countryTs most prominent<lb />defense attorneys. Samuel L.<lb />Leibowitz, to represent the boys.<lb />Although he disagreed strongly<lb />with Communist _ ideology,<lb />Leibowitz took the high-profile<lb />case because he was confident it<lb />would enhance his reputation.<lb />And having won 77 of the 78<lb />murder cases heTd argued,<lb />Leibowitz was certain heTd be<lb />successful this time, too. But he<lb />failed to realize how much the<lb />Alabama jury would resent him<lb />as a New Yorker and Jew.<lb /><lb />Leibowitz mounted a brilliant<lb />defense. But<lb /><lb />in reality Leibowitz was on trial.<lb />According to historian Dan<lb />Carter, the prosecutor came right<lb />out in his summation and said to<lb />the jury, oShow them that<lb />Alabama justice canTt be bought<lb />and sold with Jew:money from<lb />New York!?<lb /><lb />Once again the verdict was<lb />guilty. They saw the ultimate<lb />outsider,? says historian Wayne<lb />Flynt of Leibowitz. oSomeone<lb />who was Jewish- totally foreign<lb />to their religion. They saw<lb />someone who was allegedly a<lb />Communist-totally foreign to<lb />their political values. They saw<lb />someone who was defending<lb />accused black rapists-someone<lb />totally contrary to their racial<lb />values. The minute a Jewish<lb />lawyer from New York City<lb />rame to Alabama, that case was<lb />ost.?<lb /><lb />Devastated but not defeated,<lb />Leibowitz appealed to Judge<lb />Edward Horton to overturn the<lb />verdict. The judge, defying<lb />overwhelming popular sentiment<lb />in the South and putting his own<lb />career in jeopardy granted a new<lb />trial.<lb /><lb />Alabama prosecuted yet again,<lb />this time with a new judge who<lb />openly sided with the prosecu-<lb />tion. Once again all nine boys<lb />were found guilty. This time<lb />Leibowitz appealed to the<lb />Supreme Court, claiming that<lb />Alabama had purposely ex-<lb />cluded African Americans from<lb />the jury. Once again the High<lb />Court sided with the plaintiffs,<lb /><lb />and Alabama was forced to gear<lb /><lb />officials agreed to comp mmise-<lb /><lb />step down. With @ Southern point<lb /><lb />attorney acting on behalf of the<lb />nine defendants, five were con-<lb />victed, The other four, who had<lb /><lb />_ by this time been in jail for six<lb /><lb />years, were released. As the<lb />years passed and the case left the<lb />headlines, the state began to<lb />relent. oIn the end,? says<lb />producer Barak Goodman, oit<lb />was not letter, marches, or<lb />editorials, but time alone that<lb />brought the Scottsboro affair to<lb />and end.?<lb /><lb />In 1943, the Alabama Parole<lb />Board met for a fourth time and<lb />voted to parole one of. the<lb />prisoners. He went to<lb /><lb />bed and never really got up. .<lb /><lb />Within two days he was so ill<lb /><lb />and weak. His blood sugar count "<lb /><lb />eyeballs were yellow. He was<lb />rushed to the emergency at Pali<lb /><lb />Momi, where they said he was.<lb /><lb />suffering from massive<lb />failure! He died: shortly before<lb />midnight. None of us would<lb />have ever made the connection<lb />between his job and his death,<lb />but the doctors specifically<lb />asked if he had been in a<lb />warehouse or exposed to dried<lb />rat or mouse droppings at any<lb />time. They said there is a virus<lb />(much like Hanta virus). that<lb />lives in dried rat and mouse:<lb />droppings. Once dried, these<lb />droppings are like dust, and can<lb />easily be or ingested if a person<lb />is not careful to wash their hands<lb />and face thoroughly, or wear<lb />protective gear.           <lb />: This Way for<lb /><lb />Empowerment<lb />by Dr. Lenora Fulani<lb /><lb />Census Undercount:<lb />Independent<lb />and<lb />Non-aligned Voters<lb /><lb />With the unveiling of the new<lb />census Americans are getting a<lb />closer look at who we are, and<lb />who we are becoming, as a<lb />country. Prominently featured in<lb />the early analysis of the census<lb />report is our changing racial<lb />composition since this was the<lb />first time the census offered a<lb />range of choices in the category of<lb />race. Our country, long called the<lb />melting pot, now has reams of<lb />Statistical data to spell that out in<lb />great detail.<lb /><lb />Evidence<lb /><lb />that America is<lb /><lb />Ss ja~2, havc<lb /><lb />in U.S. elections, more people<lb />. today consider themselves politi-<lb />tally independent than identify<lb />_ with either the Republican or<lb />Democratic Parties. . oThis find-<lb />ings not new,? they reported. obut<lb /><lb />PASTOR GEORGE BAWKINS<lb /><lb />Greetings in the<lb />name of Jesus Christ:<lb /><lb />This is an important<lb />question, because ospiritual war-<lb />fare? means different things to<lb />different people. The term itself<lb />is not found in the scriptures, but<lb />the concept is taught. Two of<lb />the most commonly associated<lb />passages were written by the<lb />Apostle Paul.<lb /><lb />oFor though we live in the<lb />world, we do not wage war as<lb />the world does. the weapons we<lb />Sight with are not the weapons<lb />of the world. On the contrary,<lb />they have divine power to<lb />demolish strongholds. We de-<lb /><lb />has: been apparent in. GallupTs<lb /><lb />national election surveys for most -<lb />of the 1990Ts.? Responses to an.<lb /><lb />effort | recently helped to launch<lb /><lb />to unify the independent political -<lb /><lb />movement leads to similar conclu-<lb />sions as well.<lb /><lb />Several weeks ago I, along with<lb />a group of activities, began a<lb />national campaign called The<lb />Independent Appeal--a nationally<lb />coordinated grassroots petition<lb />drive which aims to collect a<lb /><lb />million signatures and unify. the.<lb /><lb />independent political movements<lb />in the process.<lb /><lb />The Independent Appeal states<lb />that America has tens of millions<lb />of independents who are con-<lb />nected by a mistrust of politicians<lb />and parties, the desire to reform<lb />our political process and opposi-<lb />tion to the corrupting influence of<lb />special interests in government<lb />and elections. It reads, oThis<lb />movement has taken different<lb />forms over the years: 20 million<lb />voted for Ross Perot; Minnesota<lb />Governor Jesse VenturaTs elec-<lb />tion; John McCainTs huge popu-<lb />larity in the presidential primaries:<lb />Ralph NaderTs 2.7 million votes in<lb /><lb />molish arguments and every<lb />pretension that sets itself up<lb />against the knowledge of God,<lb />and we take captive every<lb />thought to make it obedient to<lb />Christ? 2 Corinthians 10:3-5<lb />Finally, be strong in the Lord<lb />and in his mighty power. Put<lb />on the full armor of God so that<lb />you can take your stand against<lb />the devilTs schemes. for our<lb />struggle is not against flesh and<lb />blood, but against the rulers,<lb />against the authorities, against<lb />the powers of this dark world<lb />and against the spiritual forces<lb />of evil in heavenly realms.?<lb />Ephesians 6:10-12.<lb /><lb />This ministryTs stress upon<lb />spiritual warfare is an attempt to<lb />bring about a proper balance in<lb />Christian _ lives, So many<lb />Christians have become passive<lb />and fearful. Some are satisfied<lb />just to believe the right things<lb />and attend church services and<lb />activities each week. This type<lb />of lifestyle is quite different<lb />from that which Jesus had called<lb />believers. For example, like the<lb />apostles (Lk 9:1-2) and the<lb />seventy (Lk 10) who were told<lb />by Jesus to go out and preach<lb />and teach about the Kingdome<lb />of God and also said they were<lb />told by Jesus to go out and<lb />preach and teach about the<lb />kingdom of God, and he also<lb />said they were to heal the sick<lb />and set the captives free. In<lb />Matt. 28:18020, Jesus commis-<lb />sioned the disciples. .<lb /><lb />the ideologi-<lb /><lb />cal spectrum--from the center, left.<lb /><lb />and right -- and urges the move-<lb />mentTs most prominent leaders --<lb /><lb />- Jesse Ventura; Ralph Nader and<lb />oRoss Perot--to cross their respec-<lb />tive ideological divides, connect<lb />-with each other and unify the<lb /><lb />broader movement which has<lb /><lb />popularized their varied efforts by<lb /><lb />calling for and leading a Million<lb /><lb />Independents March. on<lb />Washington.<lb />The initiators of the drive<lb /><lb />represent a cross-section of the<lb />independent movement and _in-<lb />clude: a high-ranking member of<lb />the Ventura administration, a for-<lb />mer executive level leader of the<lb />Reform Party, and chairs of the<lb />leading state-based independent<lb />parties and community-based. po-<lb />litical reform organizations.<lb /><lb />The Million Independent March<lb />concept was inspired in part by<lb />the Million Man march in 1996,<lb />which drew attention to and<lb />mobilized another "_"_sunder-<lb />recognized and under-empowered<lb />constituency--African American<lb />men. Wayne Griffin, the<lb />Chairman of the United Citizens<lb />Party of South Carolina, and I are<lb />strongly calling on the Black<lb />community to support our years of<lb />work in building this movement<lb />and to take its place in the<lb />foundation of its future. It is an<lb />opportunity for the Black commu-<lb />nity to assert itself inside of<lb /><lb />And Jesus came and<lb />said to them, oAll authority in<lb />heaven and on earth has been<lb />given to me. Go therefore and<lb />make disciples of all nations,<lb />baptizing them in the name of<lb />the Father and the Son and the<lb />Holy Spirit, and teaching them<lb />to obey everything that I have<lb />commanded you; and remem-<lb />ber, I am with you always to the<lb />end of the age.?<lb /><lb />The new converts were to be<lb />disciplined and taught that God<lb />wanted them to be doing the<lb />things that ChristTs disciples had<lb />been doing. And Jesus would be<lb />with His people to the end of the<lb />age, doing His works through<lb />them as they were yielded to<lb />Him in faith.<lb /><lb />The reason ministries like ours<lb />exist at all is because of the<lb />failure of the Church to obey all<lb />of ChristTs commission to His<lb />people. Working in the power of<lb />Christ to do like that today.? But<lb />we, and ministries like us, are<lb />reminders that God continues to<lb />work the way He did with the<lb />First Century Church.<lb /><lb />Spiritual warfare is a pro-active<lb />approach to our faith. We<lb />actively resist the devil when his<lb />hosts harass us. We actively<lb />pursue spiritual disciplines that<lb />will make us stronger and better<lb />prepared. We actively engage<lb />the enemy when people are in<lb /><lb />spiritual bondage.<lb />o- ¢cas<lb />*y eed i <lb /><lb />- Black History month speech |<lb />gave at Columbia University. We<lb />immediately received another 400<lb />calls and emails at my office the "<lb /><lb />next day.<lb /><lb />Discussions . of election reform "<lb />have. become fashionable these §<lb />days with everyone, from state #f<lb />legislators to former Presidents, |<lb /><lb />forming commissions to study and<lb /><lb />make recommendations to. im-<lb /><lb />prove _"-voting procedures:<lb /><lb />Congress is consumed with de-'<lb /><lb />bate on the McCain/Feingold<lb />legislation to reform campaign<lb />finance laws. Within: this dia-<lb />logue, much which is posturing by<lb />one political party over another,<lb />there is an important debate<lb />growing about the two-party sys-<lb />tem and political parties them-<lb />selves. The new American<lb />majority -- the independent --<lb /><lb />must be seen, heard and heeded in-<lb /><lb />this debate. The<lb />turbulent waters of hate in an<lb />ocean of ignorance and discrimi-<lb />nation still rage.<lb /><lb />Most streets, bridges, parks, and<lb />schools named after King are in<lb />economically depressed neighbor-<lb />hoods, as is the case on MLK<lb />Drive. They are the trained<lb />experts who care for the NavyTs<lb />bombs, torpedoes, guns, rockets<lb />and missiles to ensure the United<lb />States is protected from enemies<lb />on the sea, under the sea, in the<lb />air and on land.<lb />Brian K. Bunch, son of Deborah<lb />Bunch of CHOCOWINITY,<lb />N.C. (27817), recently com-<lb />pleted an advanced school for<lb />the aviation ordinance field at<lb />the Naval Air Maintenance<lb />Training Group at Naval Station<lb />Norfolk. Va. But if billions arenTt forthcom-<lb />~ ing, or if they arenTt coming fast<lb />enough, are we helpless?<lb />_ Based on my lifetime of work,<lb />organization building and advocacy<lb />for human dignity and rights, I think<lb />not. a<lb /><lb />Of course, we must be realistic.<lb />An estimated 34 million ople are<lb />infected with the HIV/AIDS virus,<lb />about 20 million of them in Africa.<lb /><lb />The bitter truth is that nearly all of<lb />those victims will die prematurely"<lb />a phenomenon usually seen only in<lb />war.<lb /><lb />For those Africans who are al-<lb />ready infected, the most we may be<lb />able to provide is a quality of life that<lb />provides some dignity and comfort.<lb />But for those who are healthy (and<lb />for those not yet born) there is hope.<lb /><lb />Aid and health experts have come<lb /><lb />At NCNW, we believe that the<lb />most effective approach to changing<lb />attitudes, and thus improving com-<lb />munity life, is not a top-down strat-<lb />egy that starts with the national gov-<lb />ernment, but one that works from the<lb />bottom up. Change starts with the<lb />people. Because women in poorcoun-<lb />tries often are disadvantaged, because<lb /><lb />they are the primary caregivers and<lb />because many social problems are<lb /><lb />gender-based, women are most re-<lb />Soph to'a message of change.<lb /><lb />oAt NCNW, we look for partners<lb />who are willing to take responsibil-<lb />ity"people, especially women, who<lb />feel oIf I had the information, I could<lb />do something about this problem.?<lb />We have pursued this strategy suc-<lb />cessfully in 16 countries in Africa.<lb />Now, as thousands of African chil-<lb />dren are orphaned and healthy Afri-<lb />cans struggle to care for family<lb /><lb />AIDS victims, I believe the strat-<lb />egy is timelier than ever.<lb /><lb />Many Africans would welcome<lb />assistance from American volunteer<lb />groups in bringing about change that<lb />can slow the spread of AIDS. A 1999<lb />Pulitzer Prize-winning series in The<lb />Village Voice highlighted examples<lb />of African organization at the<lb />grassroots. oBelow the radar of gov-<lb />ernment, in individual communities<lb />there are astonishingly vigorous re-<lb />sponses to AIDS. In every province<lb />we have member organizations,T says<lb />Thembeni Mahlangu, director of the<lb />Zimbabwe AIDS Network.... There<lb />are a proliferation of profane and<lb />repulsive sites oout there? lying<lb />dormant in the recesses of the<lb />Internet until they are summoned.<lb />The latest such site which has<lb />commandeered my attention is<lb />CNET. CNET offers its visitors a<lb />downloadable game called Dope<lb />Wars. Yes, you read that correctly.<lb />It is now one of the hottest Internet<lb />accessible games in the world. More<lb />than 1.7 million people have down-<lb />loaded copies of this game so far.<lb />Dope Wars has earned the unsavory<lb />distinction of holding a primary spot<lb />on the top 50 list of downloadable<lb />internet games since 1997. This<lb /><lb />week alone, the game was down-<lb /><lb />loaded more than 50,000 times.<lb />The objective is implicit in the<lb />title-players getachance to see how<lb />they ofare in this game about buy-<lb />ing and selling illegal substances,?<lb /><lb />Last year, Columbia University prisoners<lb /> feleased a nationwide study of capi-<lb />_ tal cases which revealed that<lb /><lb />- nearly ton tol dara, ais :<lb />~ two-thirds of all death sentences<lb /><lb />Association renewed its call, for a<lb /><lb />counsel. With noconstitutional right<lb />to counsel, hee on death row<lb /><lb />isega. 1<lb />documented eases to date of i inno-<lb />cent people who have been wrongly<lb />sentenced to death for crimes they<lb /><lb />- did not commit. Forevery 8 people executed<lb />in the United States, an innocent<lb /><lb />death row priscaer has been identi-<lb />fied.<lb /><lb />Bias against the poor is exacer-<lb />bated by bias against racial minori-<lb /><lb />ties. Over half of those awaiting<lb /><lb />execution in the United States are<lb />racial minorities. In Pennsylvania,<lb />83 percent of people sent to death<lb />row from the largest city, Philadel-<lb />phia, are African American. Strik-<lb />ingly, since resumption of the death<lb />penalty in 1976, 82 percent of those<lb />sentenced to death in American have<lb />been convicted for the murder of a<lb />white person, despite the fact that<lb />about half of all United States mur-<lb />der victims are black. In some south-<lb />ern states like Alabama, Georgia<lb />and Mississippi, two-thirds of those<lb />executed have been black. Some 75<lb />percent of juvenile offenders ex-<lb />ecuted in the United States have<lb /><lb />¢<lb /><lb />and they do battle with forces that<lb />threaten to stop them from realiz-<lb />ing a profit. The illegal substances<lb />include ecstasy, heroin, acid and<lb />other illicit narcotics. Players do<lb />armed battle with police, muggers<lb />and loan sharks. And players de-<lb />fend themselves by buying guns,<lb />which they éan use to eliminate any<lb />threats. .<lb /><lb />This elaborate game gives play-<lb />ers a choice of transacting their<lb />business in New York, Los Ange-<lb />les, London, Derby, and Sydney.<lb />Players travel among he cityTs six<lb />neighborhoods (specific to the five<lb />different locales), checking out the<lb />various drugs that may be available<lb />and buying the drugs they believe<lb />they will be able to sell at a profit in<lb />another neighborhood. Players must<lb />also respond to fluctuations in the<lb />marketplace such as a drug bust,<lb />which inflates the price of their in-<lb />ventory tremendously.<lb /><lb />Sounds a little eerie. It certainly<lb />does, However 92 percent of the<lb />players that reviewed the game were<lb />in ecstasy over it. Dope Wars cre-<lb />ator, 32-year-old New York com-<lb />puter consultant Ian Wal, doesnTt<lb />see anything eerie about it. He cre-<lb />ated the game for kicks, and thought<lb />it would bea obit of a giggle? forhis<lb />colleagues, What's that old saying<lb />about the idle mind?<lb /><lb />Well the Drug Enforcement<lb />Agency is not laughing. And they<lb />are not amused at a game that glam-<lb />orizes drug dealers, This is not<lb />harmless entertainment. He knows that<lb />many people of color have long<lb />understood how the criminal jus-<lb />tice system has become the institu-<lb />tion that enforces the social and<lb />political values that marginalize and<lb />disempower poor and black people.<lb />oWhen we execute prisoners, we<lb />are really saying that the condemned<lb />personTs life has no meaning, value<lb />or purpose. I say there are count-<lb />less ways to teach these princi-<lb />pals without glorifying illicit ac-.<lb />tivity. I canTt stop wondering<lb />about the subliminal intent of such<lb />a game and who the target audi-,<lb />ence really is, Especially when.<lb />our kids are accessing the Internet,<lb />in increasing numbers.<lb /><lb />The technology gap is indeed<lb />narrowing. We have greater ac-,<lb />cess to the Internet and that ac-.<lb />cess will increase as measures are<lb />taken to increase our digital in-<lb />clusion. But with this inclusion<lb />comes some disillusion. The<lb />Internet is littered with profane,<lb />subversive, and offensive infor-<lb />mation. It is not alWays a harm-<lb />less place for our children to visit.<lb />It is critical that we pay attention<lb />to what our children are access-<lb />ing on the Internet at home at<lb />school. These kinds our sites will<lb />only continue to proliferate and it<lb />is unlikely that any regulatory<lb />measures will be taken to protect<lb />us from them. Enter<lb />PACE (Program of All-inclusive<lb />Care for the Elderly).
