Through the windo in the<lb />cell door, seen from a distance,<lb />two figures dart back and forth.<lb />It is difficult to determine what's<lb />going on until the voices are<lb />heard.<lb /><lb />"Say uncle, motherf----er, say<lb />uncle," a man's voice demands.<lb />There is a muffled reply. "Say |<lb />win,? the voice screams once<lb />more.<lb /><lb />Again the response os barely<lb />audible. Then, for the next 15<lb />minutes, the two struggle with<lb />each other, their bodies flying<lb />from one end of the cell to the<lb />other.<lb /><lb />Finally, a guard arrives and<lb />watches the altercation through<lb />the window. After several<lb />minutes, he calls another guard,<lb />and the two of them witness the<lb />fight with no thought of inter-<lb />vening. By now, one of the<lb />inmates has been beaten to a<lb />pulp and is almost unconscious.<lb />The cell is splattered with blood.<lb />Minutes later, six more guards<lb />arrive, along with a supervisor.<lb />But they refuse to enter-the-celi<lb />until the victorious inmate slips<lb />his hands through the door to be<lb />handcuffed. Like the other two<lb />guards, they are all white. The<lb />fighting inmates are Black.<lb /><lb />While they await a response to<lb /><lb />their order, the don white<lb /><lb />smocks and plastic gloves.<lb />They debate the situation,<lb /><lb />occasionally laughing about the<lb />carnage on the other side of the<lb />steel door. When the rumble is<lb />completely over, they move as a<lb />group into the cell, grab the<lb />semi-conscious man and flop<lb />him ona gumey. He is a bloody<lb /><lb />mess, and within a few hours he<lb />will be dead.<lb /><lb />With the injured man removed,<lb />they throw his mattress, pillow<lb />and other bloody articles out the<lb />door. They wait a few minutes<lb />and then the other inmate is<lb />ordered to the door, handcuffed,<lb />searched and taken away.<lb /><lb />All of this happened on May<lb />12, 2000. Last week, via<lb />telephone from the Clinton<lb />Correctional Facility, Donnell<lb />Brunson, one voice on the<lb />videotape, told his version of the<lb />incident during a conference call<lb />with his lawyer, Earl Rawlins,<lb />and the Amsterdam News.<lb /><lb />The problem started, Brunson<lb />said, when he was placed in a<lb />cell with a hostile inmate doing<lb />life for murder who repeatedly<lb />made sexual advances. oIn our<lb />cell, the toiled and shower are<lb />open and you are not allowed to<lb />hang anything,? Brunson ex-<lb />plained. "So each time | used<lb />the toilet or the shower, he<lb />would comment on my body,<lb />telling me I had nice legs and a<lb />shapely butt. I knew of his<lb />reputation for stabbing people,<lb /><lb />so 1 knew I had to be careful<lb />around him.?<lb /><lb />The man had often bragged<lb />about his time in "The Box,? a<lb />special housing unit comparable<lb />to solitary confinement, Brunson<lb />continued. "He had been sent<lb />there for beating one of his bunk<lb />mates,? he said. oThat is what<lb />he told me and during the<lb />hearing following his death,<lb />documents were presented to<lb />show what he said was true.<lb /><lb />"He also told me he had been in<lb />prison 16 years without a<lb />woman, and he wanted me to<lb />take care of his sexual needs."<lb /><lb />In 1938 their was a man named<lb />Luke Jasper Best that was reared<lb />near Ballard Crossroad on a farm<lb /><lb />owned by his father. Luke<lb />worked in tobacco, cotton, and<lb />com. He finished grade school<lb />and he wanted a business of his<lb />own.<lb /><lb />So, on weekends he would go to<lb />Ballard Crossroad where there<lb />Were four grocery store . At that<lb />time people had few cars. Luke<lb />would wait around the store to see<lb />if anyone needed a ride to<lb />Greenville or Farmville. If so, he<lb />took them where they wanted to<lb />80 for 35 cents per trip and round<lb />trip for 70 cents. For approxi-<lb />mately three years this was his<lb />extra income he earned and the<lb /><lb />Tee is own business.<lb /><lb />began to increase,<lb />he later moved to Greenville and<lb />rented a room on Bonners Lane<lb />with Mrs. Rosa Darden and<lb />worked in the city area. Later in<lb /><lb />o<lb /><lb />life, Luke chose to venture into<lb />Cab business. He never finished<lb />high school, but that never<lb />stopped him from wanting his<lb />own business. Later he purchased<lb />a better cab car. The cab number<lb />was no.34. He drove for a period<lb />of time and certain areas in the<lb />city he was not allowed. He was<lb />not allowed in The Riggs House,<lb />East Carolina College, and the<lb />Bus Station. He especially wasn't<lb />allowed to pick up students that<lb />came in on the 4:30a. m. bus.<lb /><lb />Finally, Mr. Best consulted a<lb />lawyer, (Calvin Dish) regarding<lb />his priviledges. His path was<lb />finally cleared.<lb /><lb />Luke owned his own cab busi-<lb />ness in the name of City Cab.<lb />Being the first African American<lb />cab driver in Greenville, he en-<lb />countered several problems. He<lb />refused to give up! Latler he<lb />moved to Bell Cafe on Albemarle<lb />Avenue, where he became estab-<lb />lished. LukeTs business grew by<lb /><lb />:<lb /><lb />NEW YORK AMSTERDAM<lb />by-HERB BOYD<lb /><lb />Brunson recalled. "I told him I<lb />wasn't with that, that I didn't go<lb />tha: way. As time went on he<lb />kept making sexual remarks, and<lb />he even touched me a couple of<lb />times. I told him to keep his<lb />hands off of me.?<lb /><lb />When Brunson learned that he<lb />had a time cut and would be<lb />leaving soon, completing his<lb />nine-monthj sentence, his cell-<lb />mated became more aggressive.<lb /><lb />"He told me he was tired of<lb />being a nice guy,? Brunson said,<lb />"and that when the lights went<lb />out, my butt was his. Knowing<lb />this, | decided to keep my light<lb />on until | knew he was asleep.<lb /><lb />"It was about 2:30 in the<lb />morning and I had the light on<lb />and I was reading a_ book,"<lb />Brunson went on to say. "Then<lb />he got out of his bed and cut the<lb />light off. The cell has two lights,<lb />one big one and one night light<lb />near my bunk. Each time he cut<lb />my light off, I cut it back on.<lb />Finally, he stood in the middle of<lb />the room and said, "It's time to<lb />get it on." | told him if we have<lb />to fight, he'd have to come to<lb />me. He did, and the fight was<lb />on.? a<lb /><lb />Brunson said that when a fight<lb />breaks out in a cell they don't<lb />come in until it's over. "With<lb />this in mind, I knew that if he<lb />knocked me unconscious he was<lb />going to rape me and possibly<lb />give me AIDS that wiuld kill me<lb />anyway. \I knew I was fighting<lb />for my life,? he said.<lb /><lb />"We were fighting and he<lb />penned me down in thé shower,?<lb />Brunson related, "and he was<lb />choking me and kicking me. |<lb />was able to get free for a<lb />moment and then he grabbed me<lb />by my hair-l wear dreads-and<lb /><lb />AN AFRICAN AMERICAN<lb />WAN<lb /><lb />Mr Luke Jasper<lb />Best<lb /><lb />leaps and bounds and hired many<lb />drivers and high school students<lb />as dispatchers. The business<lb />excelled and he bought his own<lb />place and became known through-<lb />out the County. He also had<lb />contracts with many businesses,<lb />such as the airport, and American<lb /><lb />Red Cross. LukeTs desire was to<lb />go foward! He made a great<lb />success!<lb /><lb />The City Cab is still in business<lb />today. They have nine drivers,<lb />ten cars and many dispatchers.<lb />Residing on the comer of<lb />Albemarle and Martin Luther<lb />King Drive. Services are 24 hrs a<lb />day 7 days a week.<lb /><lb />LukeTs motto was oA Winner<lb />Never Quits and a Quitter Never<lb />Wins!? On September 30, 1993,<lb />Mr. Best passed away. The<lb />business still goes on today by his<lb />family and one brother, Moses<lb />Best. Even though Luke had<lb />many problems, he never gave up.<lb />He had a succesful journey for 53<lb />years. He will always be in our<lb />thoughts, and greatly missed.<lb /><lb />Neighbor CouncilT that later<lb /><lb />became the NC Human<lb /><lb />Célebration<lb />of the<lb />Life and<lb /><lb />Legacy of<lb />Dr. Andrew A. Best<lb /><lb />On March 30, 31 and<lb />April 1, oFriends of Andrew<lb />Best", county, regional state<lb />and national health care par-<lb />ticipants will honor Dr.<lb />Andrew Best. A local family<lb />practice doctors with 46 years<lb />of medical practice. Dr. Best<lb />has provided the county, state<lb />and nation with leadership in<lb />many human services areas.<lb />As a health/medical care<lb />leader, he assisted the former<lb />chancellor, Dr. Leo Jenkins<lb />with the establishment of the<lb />East Carolina UniversityTs<lb />medical school. He is known<lb />throughout the country as one<lb />of the founding fathers of the<lb />medical choc<lb />Additionally, Dr. Best served<lb />on the first state "Good<lb /><lb />Relations Council. He is also<lb />a former board member of the<lb />Board of Governors and East<lb />Carolina Univeristy.<lb /><lb />The planning<lb />Committee has scheduled on<lb />March 30, Friday afternoon,<lb />6:30 p.m. - 9:00p.m. at the<lb />Ramada Plaza Hotel of<lb />Greenville, a reception honor-<lb />ing Dr. Best and his many suc- -<lb />cesses. Participants will have<lb />the opportunity to say othanks*<lb />and to share their stories and<lb />experiences with Dr. Best<lb />Music and other entertainment<lb />will be provided. On March<lb />31, Saturda Ome 9:00<lb />a.m. - 12:00 noon. The<lb />Annual A.A. Best<lb />Comprehensive Commuinity<lb />Health Screening will be con-<lb />ducted. Volunteers from dif-<lb />ferent public health programs<lb />and medical students and local<lb />physicians will assist. Saturday<lb />afternoon at 4:00 p.m., a se-<lb />lected exhibit of Dr. Best's<lb />medical and community activi-<lb />ties will be on display at the<lb /><lb />oHUMANITARIAN?<lb />A TRIBUTE TO<lb />oLillie Reid?<lb /><lb />Daughter of the late Mr. and<lb />Mrs. Wille Monroe, the mother<lb />of Charetta Walls and the grand-<lb />mother of Billie Walls, was born<lb />in the town of Rowland, North<lb />Carolina in 1934. She is the<lb />oldest of ten children, three boys<lb />and seven girls. She finished<lb />high school at Southside High<lb />School in Rowland NC and com-<lb />pleted college at Fayetteville<lb />State University with a BS de-<lb />gree in Elementary Education.<lb />She worked in the Greenville<lb />city schools as a teacher and li-<lb />brarian for 25 years.<lb /><lb />Being a lover and a promoter<lb />of children, Lillie always stayed<lb />willing, ready and able to sup-<lb />port and encourage children.<lb />She encouraged them to learn<lb />and allowed them the opportu-<lb />nity to excel in whatever task<lb />they tried to undertake.<lb /><lb />After marrying the late<lb />Charles Reid, Lillie took it upon<lb />herself to help raise her pr ok<lb />ews, brothers and sisters after<lb />losing their parents. Under her<lb />advice and guidance, each of<lb />them finished high school and<lb />several of them completed their<lb />college educationsT. :<lb /><lb />After moving to Greenville in<lb />1958, Lillie joined Cormerstone<lb />Missionary Baptist Church. She<lb /><lb />became very active during the<lb />time that the church was located<lb />on railroad street and Rev. Tilllet<lb />was the pastor. She was instru-<lb />mental in helping to organize<lb />and maintain the scouting pro-<lb />gram along with the late Bro.<lb />James W. and Sis. Magdalene<lb />Grimes with Mr. Ray Parker as<lb />the scout master. Lillie worked<lb />hard to help keep the scout min-<lb />istry in focus. She organized the<lb />girl scouts and provided many<lb />outdoor as well as indoor learn-<lb />ing experiences that taught the<lb />students behavior, and survivor<lb />skills many times using her own<lb />resources, There were times<lb />when she along with some of her<lb />friends, would go and visit the<lb />boy scouts during the weekend<lb />of their camping trips to help out<lb />if needed. This dedication<lb />earned her several awards for her<lb />hard work.<lb /><lb />Under the pastroship of the late<lb />Rev. O'Kelly Lawson, in the<lb />year of 1972, Lilly was success-<lb />ful in encouraging a group of<lb />concerned members to attend the<lb />National Progressive Baptist<lb />Convention held in Charlotte,<lb />NC for the first time. From this<lb />experience, the board of<lb />Christian Education, the Young<lb />Adult Ministry and the Sunday<lb /><lb />a<lb /><lb />FREE!<lb /><lb />Ramada plaza Hotel. In<lb />addition to all that above, Lillie<lb />and her husband started a cater-<lb />ing service called Occasional<lb />Delights which was also well re-<lb />ceived by the community, family<lb />and friends. She has retired<lb />from teaching due to health<lb />problems but that has not<lb />stopped her from inspiring and<lb />motivating young children. She<lb />is now working with children at<lb />the Health Department. Her fo-<lb />cus continues to be moving chil-<lb />dren towards the future.           <lb />Suejette Jones<lb />WORSHIP MUSIC<lb /><lb />During the course of a worship<lb />service, most churches use music.<lb />Styles vary widely:<lb />Congregations singing traditional<lb />hymns while the pipe organ plays,<lb />gospel choirs with piano accom-<lb />paniment, a band with drums,<lb />keyboards, and electric guitars<lb />leading contemporary praise and<lb />worship choruses, jazz ensembles<lb />playing updated versions of clas-<lb />sic hymns, solo vocalists backed<lb />by a full orchestra, a lone individ-<lb />ual strumming an acoustic guitar<lb />while leading the congregation in<lb />song, etc.<lb /><lb /><lb /><lb />a expression and vocabu-<lb />dary.<lb /><lb />ry.. For the new generation, in<lb />particular, you could argue. that<lb /><lb />+ music has become their dominant -<lb /><lb />language.<lb />~The role of music in<lb />Christian worship is central. But<lb />there are numerous issues regard-<lb />ing the use of music in worship--<lb /><lb />| and the response to those issues<lb /><lb />can be very controversial. Three<lb />are important questions of wor-<lb />ship/music debate: How much<lb />music should there be, what style<lb />of music should be used, and who<lb />should lead the music in worship?<lb />The answer is: There is not a<lb />omagic? number of minutes that<lb />represents the best answer. It<lb />seems that there are four factors<lb />that work together to determine<lb />how much music is included in a<lb />worship service. There should be<lb />enough to: .<lb />1. Focus people's attention on<lb />God and on the act of worship;<lb />2. Calm people down and<lb />soften their hearts toward God;<lb />3. Facilitate intimacy with<lb />God<lb />4, Stir their souls.<lb />Uninterrupted worship music<lb />should allow people to find a<lb />means of expression to God<lb />without having that flow disturbed<lb /><lb />Things have changed a lot since<lb /><lb />| the 1950's, when variety is critical<lb /><lb />| to worship because music has.<lb />become: such a vital: part of<lb /><lb />music is enougl u 1 is based ed not on<lb /><lb />This involves the music leader = J<lb />reading the congregationT and<lb /><lb />evalu<lb /><lb />it ng how much they are into<lb />worship<lb /><lb />responses. The music leader<lb />plays an important role in facili-<lb />tating genuine church worship.<lb /><lb />The use of dance is gaining in<lb />popularity in worship service even<lb />though some churches are slow to<lb />embrace it. Someone remarked<lb />that anytime you have anything<lb />new, particularly when you. are<lb />working with peopleTs religion,<lb />one must be careful so as not to<lb />be offensive or to shock. It is how<lb />each church wants to interpret it<lb />and some donTt want it at all.<lb />They feel that dance has become<lb />associated with vulgarity or ob-<lb />scenity instead of reverence. For<lb />that reason, they hesitate to bring<lb />dance into worship service.<lb />Dance originally was an act of<lb />worship but remains controversial<lb />among people of the Christian<lb />faith as to its being immoral and<lb />having no place in a believerTs<lb />life. Columbus, Ohio, and it is there that<lb /><lb />he found his love for flying.<lb /><lb />oWhen I was 8 years old, my<lb /><lb />mother took me to an air show. This<lb /><lb />one plane was giving free rides over.<lb />~ the airfield, but they said I was too<lb /><lb />young to go up by myself,? Ellis<lb />said with a smile on his face.<lb /><lb />oMy mother just hiked up her<lb />long dress and put on these trousers<lb />they had given her. She grabbed me<lb />and we both went up. ThatTs when I<lb />knew I was sold on flying.?<lb /><lb />Ellis was drafted on Feb. 17,<lb />1943, right in the middle of WW II.<lb />He joined a group of young men<lb />who were just as eager as he was to<lb />show that they could fly.<lb /><lb />Ellis entered a group of pioneers<lb />in the field of flying, not because<lb />they had developed some new<lb />method of flying, but because of<lb />their race. Today, more than ever before, informa-<lb /><lb />tion and the ability to use that knowledge for<lb /><lb />-_Toonstructive purposes are the foundation of<lb /><lb />: FreedmenTs schools of our past to<lb />At ay, African Americans have stepped<lb />forward toTserve our public schools. Our legislation would pro-<lb /><lb />' vide significantly increased funding toward<lb /><lb />: eliminating that contradiction.<lb /><lb />| H.R. 340 would reauthorize the Elementary<lb /><lb /> and Secondary Education Act by providing in-<lb /><lb /> creased resources to our public schools while<lb /><lb />to be<lb /><lb />opting resonable, non-puntve acount<lb />ability provisions. = 8 |.<lb /><lb />Over the next five years, our plan would in-<lb />vest an additional $110 billion in public edu-<lb />cation " far more than the $25 billion to $35<lb /><lb />We also would expand targeted federal sup-<lb />port for the after-school, drug-free school, spe-<lb />cial education and e-rate programs that address<lb />crucial national priorities, while also funding<lb /><lb />school construction and renovation, teacher ad-<lb /><lb />vancement and class-size reduction initiatives.<lb />Perhaps most important, our proposal<lb /><lb />would progressively increase Title I federal<lb /><lb />assistance to disadvan school children "<lb /><lb />doubling that federal aid to more than $17 bil- |.<lb /><lb />lion annually by 2006, while also holding Ti-<lb />tle I schools accountable for boosting the per-<lb />formance of all students. _<lb /><lb />We would motivate our public schools to<lb />close the unacceptable gaps in academic<lb />achievement that continue to plague poor and<lb />minority students. Unlike the PresidentTs educa-<lb />tion proposal, however, our accountability plan<lb />would not divert scarce federal funds from pub-<lb />lic schools to private schools through vouchers.<lb /><lb />Few human aspirations unite Americans<lb />more strongly than our natural desire to educate<lb />our children. Time and time again, wonderful<lb />oppor ou public schol sad ing<lb />to support our publi it is fitting<lb />that we honor their contributions this month.<lb /><lb /> As a nation, however, AmericaTs investment<lb />in public education has been woefully inade-<lb />quate " especially where poverty and racial<lb />prejudice conspire to deny our children the fu-<lb />ture they deserve.<lb /><lb />Now is the time to tangibly express the<lb />gratitude we feel toward the teachers who<lb />have devoted their lives to empowering us by<lb />a renewed national commitment to education-<lb />al excellence.<lb /><lb />Congressman Miller recently declared that<lb />o...We are now at a time in history when we<lb />have both the will and the wallet to improve<lb />public school education. The plan will<lb />eliminate the state food tax and the Hall tax<lb />on dividends and interest, and reduce the<lb />state sales tax from 6 percent<lb /><lb />pep ecrees the eer<lb />proposal a gradua'<lb /><lb />*<lb /><lb /><lb /><lb />mE<lb /><lb />Jackson shouldn't be<lb />only Black protest voice<lb /><lb />by Earl Ofari Hutchinson<lb /><lb />he moment the news broke that<lb />Jesse Jackson had fathered a<lb />child out of wedlock, a parade of<lb />Black elected officials, civil<lb /><lb />, rights leaders, community ac-<lb />tivists, and persons on the street immediate-<lb />ly pleaded for prayer, understanding, and<lb />forgiveness for Jackson.<lb /><lb />Some éven praised him for publicly ad-<lb />mitting his sexual dalliance. This was not<lb />surprising. Blacks have been more than<lb />willing to circle the racial wagons and for-<lb />give, if not outright defend, their leaderTs<lb />sexual misconduct.<lb /><lb />Harlem Congressman Adam Clayton<lb />Powell Jr., Martin Luther King Jr., Washing-<lb />ton D.C. Mayor Marion Barry, and even<lb />Black Baptist leader, Henry Lyons, quickly<lb />come to mind.<lb /><lb />They chalk their behavior up to the pres-<lb />sures of racism, cite the need for racial unity,<lb />and hint at Conspiracies and plots to nail<lb />Black leaders. But even as many Blacks call<lb />for forgiveness for Jackson, the troubling is-<lb />sue is not his moral lapse but his leadership.<lb /><lb />Jackson has been Black AmericaTs longest<lb />standing voice of protest. He could be count-<lb />ed on to pop up at a rally or lead a demonstra-<lb />tion championing improved health care, edu-<lb />cation, end to police violence, workerTs rights,<lb />prison and criminal justice system reform, af-<lb />firmative action, and Black political gains.<lb /><lb />But the top heavy reliance pngackson to<lb />rev up the crowds and carry the torch on the<lb />burning social issues carries a steep price.<lb />This was immediately apparent in the fallout<lb /><lb />after his affair. Many Blacks expected him to<lb />keep media and public attention locked on<lb /><lb />their battle to torpedo the confirmation of At-<lb /><lb />torney General designate John Ashcroft and<lb />the continuing protests over allegations of<lb />voter fraud in Florida.<lb /><lb />But he abruptly announced that he would<lb />temporarily withdraw from the public life.<lb />This took the edge off the protests and caused<lb />many Black activists to scramble to regroup.<lb /><lb />The love-hate affair between Jackson and<lb />the media and the public didnTt happen by<lb />chance. From the moment Playboy Magazine<lb />anointed him as the heir apparent to Martin<lb />Luther King Jr. following KingTs assassination<lb />in 1968, many editors and reporters dutifully<lb />fell in line, not because they were enthralled<lb />by his captivating personality, recognized his<lb />considerable talents, or genuinely believed<lb />that he was the next King, but because they<lb />felt compelled to pick a Black leader that they<lb />fell comfortable with, and whose views are<lb />not considered too extreme.<lb /><lb />Editors and reporters, and many public offi-<lb /><lb />cials have gotten away with this crass and<lb />cynical tactic because many Whites regard<lb />Blacks as so far outside the political and so-<lb />cial pale of American society that they filter<lb />their view of Blacks solely through the prism<lb />of a racial monolith. . ;<lb /><lb />They are profoundly conditioned to believe<lb />that all Blacks think and act alike. They freely<lb />use the words and deeds of the chosen Black<lb />leader as the standard to judge how African<lb />Americans behave. When the chosen one<lb />makes a real or contrived misstep, he be-<lb />comes the handmade whipping boy to pub-<lb />licly attack Blacks.<lb /><lb />Blacks are blamed for being rash, fool-<lb />hardy, irresponsible, and prone to eternally<lb />play the race card on every social ill that be-<lb />fall them.<lb /><lb />The furor over vote irregularities in Florida<lb />was a near textbook example of the danger of<lb />over-dependence on JacksonTs leadership.<lb />Gore backers were scared still that Republi-<lb />cans would play hard on his status as the me-<lb />dia-anointed leader of Black America, to fuel<lb />White backlash, and divert public attention<lb />from the legitimate issue of voter fraud.<lb /><lb />The Republicans didnTt play the race card.<lb />with Jackson but many in the media did.<lb />CNN frothed that Jackson created a omini-ri-<lb />ot? and ofomented turbulence.? The Washing-<lb />ton Post railed that Jackson was oexciting<lb />racial passions.? Bilt OTReilly, whose antipa-<lb />thy toward Jackson is boundless, accused<lb />Jackson of inciting racial and oclass warfare.?<lb />MSNBC, Fox News, CNBC, the Boston<lb />Globe, the Dallas Morning News, Newsday,<lb />and the Detroit News, gleefully took up the<lb />oJackson-is-a-race baiter? cry. Many Blacks<lb />rapturously embrace prominent figures such<lb />as Jackson as leaders for a simple reason.<lb />They have been tossed to the far flung mar-<lb /><lb />ins of American politics and are desperate to<lb />ind someone, anyone, who appears to speak<lb />boldly on their behalf. The susceptibility of<lb />many Blacks to embrace this type of a pop-<lb />ulist-sounding leader has been the cause of<lb />profound pessimism about what and who a<lb />leader is and should be.<lb /><lb />This has caused many Blacks to throw up<lb />their hands in disgust and brand Black lead-<lb />ers, in some cases all Black leaders, as cor-<lb />rupt, ineffective, selfish, and weak.<lb /><lb />Jackson defenders insist that he will<lb /><lb />.bounce back from the scandal and that he<lb /><lb />will be as effective as ever. Over the past 10 years the number of ~<lb />cases handled by the Memphis office has .<lb /><lb />risen dramatically. Applications for citi-<lb /><lb />zenship and permanent residency alone<lb />have increased by 126 percent since 1994,<lb />Moreover, the backlog currently exceeds ©<lb />7,000 cases. The INS estimates that there<lb />are about 200,000 foreign nationals in the<lb />Memphis officeTs jurisdiction, and a little<lb />more than half are reportedly in some<lb />state of the INS process. Clearly, some-<lb />thing needs to be done to address this<lb />problem.<lb /><lb />There are several benefits to establish--<lb /><lb />ing a full service office in Nashville.<lb /><lb />First, there is an overwhelming need to "<lb />provide adequate services. The number of<lb />people requiring INS services in Ten-<lb />nessee has increased sharply, and the INS<lb />has already identified Nashville as ore of<lb />the o15 Unlikely Immigration Hotspots.?<lb /><lb />+ The fact that the Memphis office has a<lb /><lb />7,000 case backlog clearly indicates that<lb />more resources are needed to meet de-<lb />mand. Moreover, approximately 46 per-<lb />cent of the cases processed by the Mem-<lb />his office originate in East and Middle _<lb />ennessee. It is extremely difficult for<lb />these residents to travel across the State;<lb /><lb />-some are forced to drive eight hours each<lb /><lb />way. Second, the establishment of a full -<lb />service office in Nashville will improve<lb /><lb /> éfficiency and increase overall effective-<lb /><lb />ness.
