          <lb />BY: LARRY REEVES<lb /><lb />Is it really true that Jesse Jackson<lb /><lb />and Al Sharpton,. two of the<lb />nation Ts most powerful civil rights<lb />leaders, are at war over the<lb />direction of a potential nationwide<lb />boycott of Burger King , and<lb />possibly the leadership of the<lb />protest movement.<lb /><lb />According to a story that was<lb />recently published in the Village<lb />Voice, a leading alternative news-<lb />paper based in New York, and<lb /><lb />substantiated by some Sharpton<lb /><lb />aides, a firestorm erupted when<lb />Jackson allegedly tried to under-<lb />mine the Harlem-based activist Ts<lb />role in a franchise dispute.<lb />According to the aides, the inci-<lb />dent may have severly damaged<lb />their once formidable alliance.<lb />Late Monday, the Voice<lb />reported, Sharpton dropped a<lb />bomb that may further shatter<lb />relations with the top Black<lb />Democratic vote pusher: Green<lb />Party presidential candidate Raplh<lb />Nadar did speak at Sharpton Ts<lb />House of Justice in Harlem, just<lb />one day before the presidential<lb />elections. Democrats like Jackson<lb />feared that Nadar, given the<lb />chance to appeal directly to<lb />African Americans, could have<lb />siphoned votes from Al Gore,<lb />thus tilting victory to George W.<lb />Bush. Among a<lb /><lb />ndors<lb /><lb />of corporate mis-<lb /><lb />| conduct. and the domination and suffoca-<lb /><lb />tion of the American political process by<lb />private money "good themes that. are im-<lb /><lb />_ portant to black people but do not directly<lb /><lb />speak explicitly to the issue of racism and<lb /><lb />al- the increasingly centrist, look alike estab-<lb />ped lishment  pertios,. the. Democrats and the<lb />: Republicans. :<lb /><lb />The National Rainbow Coalition, under<lb /><lb />  the leadership of the Rev. Jesse L. Jackson,<lb /><lb />of certainly had the potential for being amulti-<lb />le racial, progressive third force or new politi-<lb />- cal party of the oppressed in American poli-<lb /><lb />  tics. In one of the great failures of black<lb /><lb />  political leadership in the 20th Century,<lb />~~ however, the Rev. Jackson refused to orga-<lb /><lb />nize NRC as a third force outside the Demo-<lb /><lb />_ cratic Party and thereby squandered an op-<lb /><lb />portunity to build on the incredible momen-<lb />tum generated by his electrifying campaigns<lb /><lb />in 1984 and 1988.<lb /><lb />In the wake of the demise of NRC, a<lb /><lb />vibrant third party movement has emerged<lb /><lb />around the country, mostly spearheaded by<lb />white progressives eager to shatter the hold<lb />of the establishment parties over political<lb />life in the United States. In recent years,<lb />rank and file union members and some la-<lb />bor leaders have created a Labor Party based<lb />on the assumption that a progressive third<lb />party must be rooted in and represent the<lb />interests of working people. The New Party,<lb /><lb />Slave Labor Built Our<lb /><lb />National Monuments<lb /><lb />By AKILAH MONIFA<lb /><lb />We built this country.<lb /><lb />That Ts a common refrain you hear from<lb />African Americans. In a general knowing<lb />way, African Americans are saying with<lb />that phrase that slave labor and underpaid<lb />black workers made this country possible.<lb />They not only picked the cotton, but also<lb />laid the railroads, worked in the factories<lb />and erected the buildings..<lb /><lb />Recently discovered public records con-<lb />firm the use of African American slave<lb />labor in the construction of the two: most.<lb />important structures in the country "the<lb />U.S. Capitol and the White House. Slave<lb />labor was also used in the making of two<lb />significant statues in Washington, D.C., one<lb />of which, the Statue of Freedom, was hoisted<lb />atop the dome of the Capitol in 1863.<lb /><lb />Ed Hotaling, a Washington-based tele-<lb />vision producer, is the one who, made the<lb />discovery. While he was doing research for<lb />a program on the buildings, Hotaling un-<lb />earthed U.S. Treasury promissory notes to<lb />slave owners. These documents confirmed<lb />that slaves were used in the construction of<lb />the Capitol and the White House. The slave<lb />owners were promised $5 a month for each<lb />of their slaves used in the construction.<lb /><lb />In fact, Treasury Department pay slips<lb />show that more than two-thirds of the labor-<lb />ers who worked on.the buildings (450 out of<lb />650) were of African descent "400 slaves<lb /><lb />d 50 free men. Twelve slaves were used<lb />to Cast the Statue of Freedom.<lb /><lb />The revelations are not surprising to<lb />many African Americans and shouldn't be<lb /><lb /> to people with a knowledge of history. Con-<lb />struction on these structures began in 1792,<lb />and slavery wasn Tt banned by law until<lb />1865. In a strange political coupling, con-<lb />servative legislator and ex-football star. Rep.<lb />J.C. Watts, R-Okla., and former civil-rights<lb />seta fe. John Lewis D- Ga., have jointly<lb /><lb />submitted a resolution to the House of Rep-<lb />resentatives to establish  oa special task force<lb />to recommend an appropriate recognition<lb />for the slave laborers who worked on the<lb />construction. �<lb /><lb />Watts says he hopes the bill will result in<lb />a monument on the Capitol grounds honor-<lb />ing the slave labor used.  oWe have hun-<lb />dreds of thousands of Americans coming to<lb />the Capitol every year, � Watts said.  oI think<lb />it Ts good for the American people to see<lb />something that denotes the contribution that<lb />slaves made to this building. �<lb /><lb /> oI think this is a very important revela-<lb />tion to know that African American slaves<lb />did help build the greatest and most visible<lb />symbol of our democracy: the Capitol, �<lb />Lewis adds.  oIt Ts important for not just this<lb />generation, but for future generations to<lb />know that these men had a role in building<lb />the Capitol and the White House.<lb /><lb />We have to find a way to recognize their<lb />contribution and find some fitting way to<lb />pay tribute to them. � A similar resolution is<lb />being introduced in the Senate by Sens.<lb />Spencer Abraham, R-Mich., and Blanche<lb />Lincoln, D-Ark. The obvious irony here is<lb />that the Capitol and the White House, which<lb />stand for liberty, were mainly built by people<lb />who were excluded from such liberty.<lb /><lb />Watts does not rule out reparations for<lb />the descendants of the slaves who worked<lb />on these specific projects. Any descendants<lb />would be difficult to trace, however, since<lb />the promissory notes list only the first name<lb />of the slave preceded by the word Negro,<lb />although the full names of the slave owners<lb />is given.<lb /><lb />Many folks have a hard time with the<lb />notion of reparations for slavery. But what's<lb />there to argue with?<lb /><lb />priority for any of the predominantly white<lb /><lb />New York Chapter of CNT joined with a<lb /><lb />Nader campaign, the st ggle against race<lb /><lb />ism and white supremacy is notaconsistent _<lb />third party formations. The Campaignfora<lb />New Tomorrow, ablackandpeopleofcolor<lb />led multi-racial independent political orga-<lb />nization which grew out of my presidential<lb />campaign in 1992, was the only national =<lb />third party initiative which focused on the =<lb />centrality of the agendas and leadership of |<lb />black people and people of color. Unfortu-.  "<lb />nately, my all-absorbing work as executive<lb />director of the Center for Constitutional<lb />Rights made it impossible for me to devote.<lb /><lb />the time required to make CNT the formi-<lb />dable force it was intended to be.<lb /><lb />The failure of CNT to materialize into a<lb />full-blown black-led third party does not<lb />diminish the need for or feasibility of build-<lb />ing such an endeavor. With this in mind, the<lb /><lb />number of progressive leaders and con-<lb />Stituencies in this city to form the Unity<lb />Party "a black-led political party. Nothing<lb />more than the current presidential election<lb />season and the dearth of discussion about<lb />the color line in American society and the<lb />world persuades me of the urgent need for<lb />the Unity Party to succeed as a model which<lb />can be emulated by black people all across<lb />the country.<lb /><lb />Accordingly, building a black-led party<lb />in the United States will be a major item on<lb />the agenda at the forthcoming State of the<lb />Black Work Conference in Atlanta in Octo-<lb />ber of 2001. In the past two years black copshave<lb /> ogunned down unarmed blacks in Chicago, Cincinnati, Atlanta, Baltimore,<lb /><lb />- Washington, D.C., and Los. Angeles. The irony is that black leaders have<lb />~. Jong clammored. for more black cops. They say that they would be less<lb />likely to brutalize other blacks than racist white cops. This is pure fiction.<lb /> Arecent report by the Justice Department found that a majority ofwhite<lb />_cops did not think that police were more prone to treat blacks more harshly<lb />than whites. A sizeable number of black cops agreed. Despite massive<lb />public attention and outrage over the blue code of silence, the Justice<lb />Department survey found that 80 percent of police officers either believed<lb />the code of silence was necessary to do good police work or feared<lb />retaliation from other officers or even the brass if they squealed on bad<lb />cops. Black cops were no more anxious to come forth to report misconduct<lb />by other officers than white cops out of fear of not being seen as a team<lb />player or that protesting abuse will damage their career. Worse, many<lb />black cops are also infected with the  oUs versus Them � police siege<lb />_ mentality and will commit and then attempt to cover-up their misconduct<lb />or brutal acts.<lb />The problem of blacks using deadly force against other blacks will<lb />probably get worse. Since the 1970s the number of black officers has<lb />soared. There are now more blacks on big city police forces than ever<lb />before. Many of them are young, inexperienced, recent recruits. Hopper<lb />had only been on the LAPD three years. Many of them are often assigned<lb />to work in low income, black neighborhoods. Since it Ts a sad, but undeni-<lb />able fact that black and Latino males commit more major and violent<lb />crimes than whites, many police are convinced that black communities are<lb /><lb />a dangerous and risky place where violent thugs abound and every encoun-<lb />ter is potentially life threatening.<lb />Criminal justice experts agree that no matter how much training offic-<lb /><lb />ers get, how they react in a situation on the streets depends on their own<lb />apprehensions and prejudices and that police work tends to aggravate<lb />whatever prejudices they have. Many black officers have those same<lb />prejudices as whites. They do not live in or grew up in impoversished black<lb />neighborhoods and see them.as hostile and alien places. This was glaringly evident in the killing of<lb /><lb />_ Margaret Laverne Mitchell, a black,middle-aged, emotionally disturbed,<lb /><lb />homeless woman who was slain in an altercation over a shopping cart in<lb /><lb />~ May 1999 by an LAPD officer. After demonstrations, marches and angry<lb /><lb />protests, LAPD Ts black chief, Bernard Parks, ruled that the officer used<lb /><lb /> obad tactics. � The L.A. Police Commission defied him and ruled the<lb /><lb />~~ shooting  oout of policy. � Yet more than a year later there is still no<lb /><lb />-- o" jndication that Parks has done anything to punish the officer who shot<lb /><lb />» Mitchell.<lb /><lb />__ There Ts no reason to expect much will be different with Lee. Parks<lb /><lb />would instantly discount Lee Ts horror that he was racially profiled by the<lb /><lb />police. While other big city police departments in California and through-<lb /><lb />out the nation have agreed to keep racial stats on stops, Parks resists. He<lb /><lb />lobbied hard in 1999 to get California Gov. Gray Davis to veto a bill that<lb /><lb />» would mandate that law enforcement agencies collect racial data to<lb /><lb />_ determine if police do profile blacks and Latinos. The Los Angeles City<lb /><lb />_ Council fed-up with Parks T obstructionism on the issue of racial profiling,<lb />finally ordered him to come up with a plan to compile racial stats.<lb /><lb /> oNone of this is any consolation to Lee. He believed that he would be<lb /><lb />~~ killed because he was black. He did not not know that he would be killed<lb /><lb />~ byablack officer. Do we re-<lb /><lb />elected. We hold our collective<lb />breath every four years because<lb />our interests very much depend on<lb />who gets elected: It Ts a lesson we<lb /><lb />(the black community) fail to learn<lb /><lb />election after election. Now the<lb />question is, what did we learn from<lb />this election, and where do we g0<lb />from here? It's a question we've<lb />been struggling with for 33 years<lb />since Martin Luther King Jr. first<lb />posed the question in his last book,<lb /><lb />Where Do We Go From Here:<lb /><lb />- Chaos or<lb /><lb />Community?<lb />Written before his death in 1967<lb /><lb />the last time true public policy ac-<lb />tually evolved from criticisms of<lb />the social politic. Social activism,<lb />it was called a combination of the<lb />traditional civil rights (non-vio-<lb />lence) movement, the black power<lb />(youth) movement and the overall<lb />society's passive resistance to the<lb />elimination of overt racism.<lb /><lb />As progressive as the next two<lb /><lb />generations of social change activ-<lb />ists think they are, both have failed<lb /><lb />immigrants and affirr<lb />have been successful, if not in roll-<lb />ing back the policy agenda "cer-<lb />tainly shifting the social attitudes<lb />to the right. Blacks, on the other<lb />hand, have offered (and continue<lb />to offer) a passive resistance to<lb />covert racism.<lb /><lb />The result has been the rein-<lb /><lb />cess or the other Ts defeat. In many<lb />cases, Our communities were<lb />courted last or not at all. Like wait-<lb />ing for a date that is always late,<lb />the black community can always<lb />be counted on to be at home wait-<lb />ing, and we'll always take ,<lb />ever is left. If that is a sign<lb />things to come, we're certainly<lb />headed in a state of chaos in our<lb />community. Partially caused by<lb />those of us who don't take kindly<lb />to being the  odate of last resort, �<lb />and still be expected to  o  ogive itup �<lb />in the end.<lb />There is an number<lb /><lb />increasing :<lb />in the black community that, at<lb /><lb />least, want to make the Democrats<lb /><lb /> owork for it, � versus<lb />enon ty al nd<lb /><lb />. Same concerns, re<lb /><lb />here do we go From Here?<lb /><lb />wait until next year. In a general knowing<lb />way, African Americans are saying with<lb />that phrase that slave labor and underpaid<lb />black workers made this country possible.<lb /><lb />They not only picked the cotton, but also.<lb /><lb />laid the railroads, worked in the factories<lb />and erected the buildings.<lb /><lb />Recently discovered public records con-<lb />firm the use of African American slave<lb /><lb />labor in the construction of. the two most .<lb /><lb />important structures in the country "the<lb />U.S. Capitol and the White House. Slave<lb />labor was also used in the making of two<lb />significant statues in Washington, D.C., one<lb />of which, the Statue of Freedom, was hoisted<lb />atop the dome of the Capitol in 1863.<lb /><lb />Ed Hotaling, a Washington-based tele-<lb />vision producer, is the one who made the<lb />discovery. Whiie he was doing research for<lb />a program on the buildings, Hotaling un-<lb />earthed U.S. Treasury promissory notes to<lb />slave owners. These documents confirmed<lb />that slaves were used in the construction of<lb />the Capitol and the White House. The slave<lb />owners were promised $5 a month for each<lb />of their slaves used in the construction.<lb /><lb />In fact, Treasury Department pay slips<lb />show that more than two-thirds of the labor-<lb />ers who worked on the buildings (450 out of<lb />650) were of African descent "400 slaves<lb />and 50 free men. Twelve slaves were used<lb />to cast the Statue of Freedom.<lb /><lb />The revelations are not surprising to<lb />many African Americans and shouldn Tt be<lb />to people with aknowledge of history. Con-<lb />struction on these structures began in 1792,<lb />and slavery wasn Tt banned by law until<lb />1865. In a strange political coupling, con-<lb />servative legislator and ex-football star, Rep.<lb />J.C. Watts, R-Okla., and former civil-rights<lb />activist Rep. John Lewis D-Ga., have jointly<lb /><lb /> iia cetacean h<lb />resentatives to establish  o<lb /><lb />for the slave laborers who worked on the<lb />construction. �<lb />Watts says he hopes the bill will result in<lb /><lb />- amonument on the Capitol grounds honor-<lb /><lb />ing the slave labor used.  oWe have hun-<lb /><lb />dreds of thousands of Americans coming to<lb /><lb />the Capitol every year, � Watts said.  oI think<lb />it Ts good for the American people to see<lb />something that denotes the contribution that<lb />slaves made to this building. �<lb /><lb /> oI think this is a very important revela-<lb />tion to know that African American slaves<lb />did help build the greatest and most visible<lb />symbol of our democracy: the Capitol, �<lb />Lewis adds.  oIt Ts important for not just this<lb />generation, but for future generations to<lb />know that these men had a role in building<lb />the Capitol and the White House.<lb /><lb />We have to find a way to recognize their<lb />contribution and find some fitting way to<lb />pay tribute to them. � A similar resolution is<lb />being introduced in the Senate by Sens.<lb />Spencer Abraham, R-Mich., and Blanche<lb />Lincoln, D-Ark. The obvious irony here is<lb />that the Capitol and the White House, which<lb />stand for liberty, were mainly built by people<lb />who were excluded from such liberty.<lb /><lb />Watts does not rule out reparations for<lb />the descendants of the slaves who worked<lb />on these specific projects. Any descendants<lb />would be difficult to trace, however, since<lb />the promissory notes list only the first name<lb />of the slave preceded by the word Negro,<lb />although the full names of the slave owners<lb />is given.<lb /><lb />Many folks have a hard time with the<lb />notion of reparations for slavery. What if<lb />we can't put them out?<lb />Frustration, discouragement, and<lb />despair begin to set in and it<lb />seems like we have begun to<lb />spiral downward,<lb /><lb />Satan is not always the source<lb />of all our problems, but he can<lb />sure capitalize on them at times,<lb /><lb />. A large portion occur problems<lb /><lb />come from us leaning on our own<lb />understanding and working in our<lb />own strength. After we begin to<lb />experience the Consequences of<lb /><lb />our fleshly decisions, our enemy<lb />comes along and Suggests to our<lb />thoughts that it is God's fault for<lb />letting it happen, that it is some-<lb />one else's fault or we are losers<lb />and misfits that don't deserve to<lb />have any victories in life. The<lb />enemy will urge us to move<lb />swiftly to fix the situation before<lb />things get worse arid before we<lb />know it, we end up digging<lb />ourselves into a deeper hole than<lb />we were in before. The enemy<lb />may even show himself to some<lb />during this time in order to<lb />paralyze them with fear because<lb />he is involved and trying to<lb /><lb />we have to stop everything, step.<lb />back to get a more objective view<lb /><lb />of what's going on and then begin |<lb /><lb />to follow the principles that T Go<lb /><lb />has given us in His word. Chancellor Lee Adams.<lb />She died from her injuries a<lb />month later, on Dec. 14.<lb /><lb />Carruth is charged with<lb />masterminding the plot to kill<lb />Adams because he didn Tt want to<lb />pay support for the baby she was<lb />carrying. Facing a variety of<lb />charges, including first-degree<lb />murder, he is subject to the death<lb />penaltyif convicted.<lb /><lb />The case has attracted<lb />national attention because of<lb />bizarre twists and turns. f<lb /><lb />According to a report in<lb />the Charlotte Observer, Carruth<lb />had paid Watkins $2,000 to beat<lb />Adams and cause a miscarriage in<lb />the weeks before her fatal shoot-<lb />ing. The newspaper said Watkins<lb />was hired Carruth to break into<lb />Adams T home and beat her.<lb />Watkins said he didn Tt take<lb />Carruth seriously but later feared<lb />Carruth might target him,. too,<lb />because he had taken $2,000 and<lb />done nothing.<lb /><lb />( at ll h (r0¢ lo Tra]<lb /><lb />Watkkins reportedly de-<lb /><lb />scribed how Carruth plotted the<lb />attack on Adams and gave 25-<lb />year-old = Michael Eugene<lb />Kennedy $100 to buy a gun and<lb />ammunition hours before Adams<lb />was shot. After buying the gun,<lb />Kennedy, Stanley Drew  oBoss �<lb />Abraham, 19, and Watkins and<lb />Carruth, and Adams left the<lb />theater. Kennedy, Watkins and<lb />Carruth drove a Ford Expedition<lb />in front of Adams, the Observer<lb />said, the back Seat, the co-<lb />defendants told police. When<lb />Carruth stopped the Expedition,<lb />Adams was forced to stop too,<lb />and the men pulled alongside the<lb />BMW, stopped and opended fire,<lb />the newspaper reported.<lb /><lb />----After being released on $3<lb />million bond , Carruth was �,�Xx-<lb />pected to turn himself in to police<lb />if Adams died. But when she did<lb />die December, 14th Carruth fled<lb />to Tennessee with his friend,<lb />Wendy Cole. FBI agents found<lb />him the next day hiding in the<lb />truck of Cole Ts Toyato Camry<lb />outside a motel. According to<lb />prosecutors, Carruth had $3,900<lb />in cash in the truck, as well as<lb />candy bars, a wireless phone and<lb />bottles to hold his urine, which<lb />they say, shows he was running<lb />from authorities. He was taken<lb />into custody and had been held<lb />without bond.<lb /><lb />The latest twist came just<lb />days before jury selection began<lb />in the Mecklenburg County<lb />Courthouse, where Superior<lb />Court Judge Lamm will allow<lb />court TV the trial. Last week,<lb />Carruth attorneys filed a motion<lb />which they claim will exonerate<lb />their clien. The motion claims<lb />Watkins, expected to be the<lb />prosecution Ts key witness, told a �<lb />jail guard he shot Adams when:<lb />she made an obscene gesture at<lb />him, not because Carruth paid to<lb />have her killed.  oShe looked over<lb />at the car and seen us, she flipped<lb /><lb />me off...
