          <lb />1901: Laying the Foundation<lb />for Reconstructing a Nation<lb />Through Congress<lb /><lb />By: Frank Dexter Brown<lb /><lb />For people of African descent<lb />living in the United States, repre-<lb />sentation in the nation Ts highest<lb />elected legislative body of gov-<lb />ernment has long been difficult to<lb />achieve. The enslavement of<lb />African peoples, of course, lasted<lb />long beyond the founding of the<lb />federal government and election<lb />of the first Congress in 1789.<lb /><lb />Indeed, over the next seven<lb />decades, while much of the na-<lb />tional debate and legislation<lb />passed in Congress addressed<lb />issues tied to African enslave-<lb /><lb />_ment, African men were not<lb />allowed to vote or be elected to<lb />office. These rights were not<lb /><lb />the. Civil War, with Congress T<lb />passage of the Reconstruction Act<lb />of 1867, and the Supreme Court Ts<lb />verification of the Act Ts constitu-<lb />tionality. Ratification of the 14th<lb />and 15th amendments to the<lb />constitution, and eventually the<lb />passage of the 1875 Civil Rights<lb /><lb />Act, were other key legislative  "<lb /><lb />actions.<lb />At the time, five states----<lb />Alabama, Florida, Louisiana,<lb /><lb />Mississippi, and South Carolina---<lb />had. alori Bla j<lb /><lb />ar ag<lb /><lb />vote in  <lb />turn, Blacks being elected in<lb /><lb />The: Pioneering Era,  1870-<lb /><lb />guaranteed until after the end of |<lb /><lb />«Populations, the |<lb /><lb />arge numbers, and, in the  "<lb /><lb />What You See<lb /><lb />various capacities of local, state-<lb />wide and federal offices.<lb />However, these numbers of Black<lb />elected officers was dispropor-<lb />tionately low for the African<lb />population sizes throughout the<lb />entire southern region. .<lb />Emancipation ? Still, No<lb />Guaranteed Rights.....<lb /><lb />Indeed, though African people<lb />had won the right to vote and seek<lb />Office, these rights were still<lb />largely opposed by whites.<lb />Contested electoral victories were<lb />the norm, and from the beginning,<lb />men of African descent, elected to<lb />serve their constituents, con-<lb />fronted antagonism inside and<lb />outside the halls of Congress.<lb />Most were forced to spend a good<lb />portion of their legislative time in<lb />court defending their rights to<lb />hold office, or arguing before<lb />other members of Congress.<lb /><lb />While the  opioneering era  o of<lb /><lb />African American congressional -<lb /><lb />representation , that began with<lb />the reconstruction period of 1867,<lb />led to 23 African men who served<lb />from 1870 to 1901, most of these<lb />men faced challenges to their<lb />being seated. Five of the first<lb />twenty were denied their seats, ten<lb />others had their terms interrupted<lb />or delayed. All faced charges that<lb />were at best frivolous and most<lb />frequently were fabricated, and<lb />oftentimes went unproved (though<lb />islators. were still not<lb /><lb />many<lb /><lb />from reactionary elements within<lb />the GOP, as well as by<lb /><lb />Democrats. And all were from -<lb /><lb />the South.<lb /><lb />James Lewis, John Willis Menard<lb />and Pinchney B.S. Pinchback are<lb />three examples of the challenges<lb />these men experienced. All were<lb />elected from Louisiana. All were<lb />denied from taking  their seats<lb />despite that no charges had been<lb />made by any person or group in<lb />the state of Louisiana. Pinchback,<lb />in 1868, would have been the first<lb />Black to serve in the Senate; and<lb />in 1869, Lewis and Menard would<lb />have been the first Blacks to serve<lb />in the House. In fact, when<lb />Menard on February 27, 1869,<lb />defended his credentials, he be-<lb />came the first African person to<lb />speak in the halls of Congress.<lb />Pinchback, who had never been<lb />enslaved (would later become<lb />known as the first and last Black<lb />to serve as governor of a state<lb />until Douglas Wilder was elected<lb />Virginia Ts T governor some 120<lb />years later), was so impressive a<lb />leader that he had been simultane-<lb />ously elected to seats in both the<lb />House and the Senate. He too<lb /><lb />was twice certified by his state<lb />legislatures. "Women have to<lb />receive themselves in Christ and<lb />listen to what the Lord is saying<lb />about their lives."<lb /><lb />Over the last 25 years, Pastor<lb />Duff has experienced some rejec-<lb />tion from fellow ministers and<lb />church members. Her ministry<lb />defies gender roles that specify<lb />how women should assume a<lb />more passive position within a<lb />religious atmosphere. Some 3<lb />years after Martin Kin<lb />r. was as<lb /><lb />hyve apparently onswere that<lb /><lb />La<lb /><lb />SMe<lb /><lb />ais. Her congregation ti of 50.<lb />members eagerly support her<lb /><lb />outreach ministry and guidance.<lb />Recently she baptized her neph-<lb />ews and faced resistance from<lb />their Alabama Baptist church<lb />which initially refused to honor<lb />the ceremony because a woman<lb />had performed it. "There is defi-<lb />nitely a change taking place. I Tve<lb />seen my ministry touch a lot of<lb />people Ts lives," said Pastor Duff,<lb />Suggesting that more women ac-<lb />cept their "calling" to the ministry<lb />and assume pastoral leadership<lb />roles.<lb /><lb />As Rev, Vashti McKenzie became<lb />the first woman bishop in the<lb />African Methodist Episcopal<lb />Church four months ago, Black<lb />women pastors are steadily in-<lb />creasing. African-American<lb />women head approximately eight<lb />churches in Indianapolis. More<lb />than 50 women oversee associate<lb />pastoral positions and specialized<lb />ministries including prison out-<lb />reach, chaplain services and<lb />youth programs. In addition, nu-<lb />merous Black women are cur-<lb />rently attending local seminary<lb />schools. .<lb />"African-American women have<lb />always been at the center of<lb />church life, and the substance of<lb />the Black church experience,"<lb />said Rev. Angelique Walker-<lb />Smith, executive director of the<lb />Church Federation of Greater<lb />Indianapolis.<lb /><lb />By shattering myths about women<lb /><lb />question with a resoundin<lb /> oYes. ? It seems to be the order<lb /><lb />: of the day. And it seems to be<lb />the order of the day within our<lb /><lb />schools. And,<lb />knowing that enforcement not only works but<lb />will spare families a lifetime of pain and re-<lb />gret, we must declare zero tolerance for dri-<lb />vers with unbuckled children.<lb /><lb />Our officers will also be stepping up en-<lb />forcement on adult seat-belt laws, because it Ts<lb />a proven fact that most adults who don Tt<lb />buckle up themselves, don Tt buckle up kids.<lb /><lb />Journal of Public Health, African-American<lb />seat belt use is 10 percent to 12 percent lower<lb /><lb />ing unbuckled.<lb /><lb />We can no longer tolerate so many pre-<lb />ventable tragedies  " hurt and despairing fam-<lb />ilies. It Ts not a ship.<lb /> oThe economy ? is a figure of speech. In reali-<lb /><lb />-| ty it Ts just a bunch of people engaging in pro-<lb /><lb />duction and trade.  oSteering ? the economy<lb />translates into telling people what to do. Aside<lb />from the moral issue involved (telling then<lb />what to,do violates their freedom), no ones<lb />knows enough to intelligently direct 265 mil-<lb /> lion people Ts activities. =<lb /><lb />Perhaps some think the term  ocental plan-<lb /><lb />"ner" doesn Tt apply to the U.S. land of free en-<lb />iecade Well, what, was the case. agai<lb /><lb />crosoft if not an attempt to centrally p<lb />computer software industry? The government<lb />decreed that web browsers must not be inte-<lb />grated into operating systems. Anti-trust chief<lb />Joel Klein, bureaucrat, said so. Or, how about<lb />his decision that MCI Worldcom could not<lb />merge with Sprint, because a combined com-<lb />pany would not conform to his vision of the<lb />long-distance industry?<lb /><lb />[he president hires the attorney gener-<lb />al, who hires the antitrust chief. These are<lb />just two examples of how the president<lb />and his men design to plan- othe econo-<lb />my ? " our lives.<lb /><lb />The alphabet agencies staffed by the pres-<lb />ident "EPA, OSHA, FDA, FTC, ad nause-<lb />um "exit to enable social engineers to carry<lb /><lb />Out their visions of our futures. Thanks, but<lb />I have plans of my own, just as everyone<lb />else does.<lb /><lb />Gore and President Clinton feverishly take<lb />credit for the last several years of economic<lb />growth. They Td have us believe that their big<lb />1993 tax increase and similar measures are re-<lb /><lb />sponsible for all the good things we see in the<lb />private sector. Clinton and Gore assumed of-<lb />fice several months after a mild recession had<lb />ended. The budget was deeply in deficit  "<lb />not because tax cuts reduced revenues in the<lb />1980s (that myth dies hard), but, because the<lb />government spent well over a buck for every<lb />buck that taxpayers were forced to pony up.<lb /><lb />The Clinton-Gore theory is that by showing<lb /> ofiscal restraint ? and attacking the deficit, the<lb />administration reassured the ial commu-<lb />nity, bringing down interest rates and stimu-<lb />lating economic growth. Nice fantasy. Clinton<lb />showed no interest in killing the deficit before<lb />the Democrats lost control of the Congress in<lb />1995, and then he dragged his feet. He never<lb />advocated fiscal restraint  " read his State of<lb />the Union addresses. Non-military spending<lb />has grown dramatically.<lb /><lb />As the Cato Institute points out, the Repub-<lb />licans were accomplices: the 106th Congress<lb />is the biggest spending Congress since the<lb />Jimmy Carter "Tip O TNeil years.<lb /><lb />So what accounts for the prosperity? Then she is told that she had<lb />been deprived of a scholarship being a<lb />4.0 student. (145-67; 69-71 ).<lb />Adam Clayton Powell, Jr., in<lb />22 years in the House, grew to be<lb />the most powerful African<lb />Ajnerican legislator ever( and one<lb />of the most powerful ever of any<lb />ethnicity), and possibly the most<lb />powerful Black in the US at the<lb />time. In 1961, Powell took over<lb />as chair of the very powerful<lb />Education and Labor committee.<lb />From this post, he oversaw the<lb />passing of more than 60 pieces of<lb />egislation (most by any person of<lb />Afican descent) as he chaired the<lb />Ommittee during the major strug-<lb />s for Civil Rights. In fact, over<lb />ven years only two bills re-<lb />Dred from his committee were<lb />feated. Powell was thereby<lb />ponsible for ushering in the<lb />jost vital legislation beneficial to<lb />ican Americans since recon-<lb />truction. .<lb /> | Powell had come to Congress<lb />after years of activism  from his<lb />arlem NY base, where he minis-<lb />fred from the pulpit of the<lb /> @entury-old Abyssinian Baptist<lb />ae ihurch. Over the long term, the<lb />town needs  othe capability to create and promote<lb />tourism ? and attracts related industries.<lb /><lb /> oThis is the final report, but it Ts not the end of<lb />the line, ? said Council Chairwoman Sally Katzen.<lb /> oWe are going to continue working to fulfill the<lb />expectations that are generated by this report. ? _<lb /><lb />Katzen presented the report at the White<lb /><lb />House along with Princeville Mayor Delia<lb />Perkins and Rep. It was chartered in 1885 but<lb />was established as Freedom Hill at the end of the<lb />Civil War by former slaves who settled alongside<lb />the Tar River under the protection of Union<lb />troops.<lb /><lb />In Sept. 1999, a rain-swollen Tar River<lb />practically absorbed Princeville and neighboring<lb />towns, killing 51 people. Clinton toured the area<lb />and pledged to help the town rebuild; the<lb />recovery has been steady, but slow.<lb /><lb />,.Postal Service to establish a Princeville zip Tcode,<lb />stamp and post office in the new town hall.<lb /><lb />The council swggested three phases of<lb />recovery: Returning the town to its pre-flood  "<lb />condition, implementing  oan enhanced program<lb />that would correct long-standing deficiencies in<lb />services and infrastructure ?  and initiatives that<lb />would bring economic opportunities to the town<lb />of 2,100.<lb /><lb />Other elements of the recovery plan included:<lb /><lb />* Federal Highway Admini-<lb />stration assistance with plans to establish a<lb /><lb />Princeville Heritage Trail, which would include a R .<lb /><lb />park and restoration of the old town hall.           <lb />eric<lb /><lb />ex,<lb /><lb />The poverty rate of Blacks in  "<lb />ES his home state of South ©.<lb />  Carolina is among the highest.<lb /><lb />| im the nation, and it's been<lb /><lb />aa Ft<lb /><lb />ee. a<lb /><lb />AA th ee<lb /><lb />; that | way for<lb /><lb />decades.<lb /><lb /> Growing up in the state,<lb /><lb />Conroy correctly associated<lb /><lb />* poverty with Blacks. If any-<lb /> thing his quip could have<lb />| easily been taken as an effort<lb />to call public attention to the<lb /><lb />appalling poverty of Southern<lb />Blacks.<lb /><lb />| Three Black students didn't<lb />: see it that way. They promptly<lb />_ marched to the stage, com-<lb />-mandeered the microphone,<lb />- and demanded an apology.<lb />| Conroy is a thoughtful com-<lb /> omentator on poverty and ra-<lb />cial oppression and had fully<lb /><lb />backed the NAACP's cam-<lb />paign for the removal of the<lb /><lb />Confederate flag from the<lb /><lb />South Carolina statehouse.<lb /><lb />~ Yet he was a White man who<lb /><lb />ab Se See<lb /><lb />had committed the unpardon-<lb />able sin of speaking honestly<lb />on the hypersensitive issues<lb /><lb />- of race and poverty.<lb />- When Conroy did his mea<lb /><lb /> . culpa and apologized for the<lb /><lb />- commentator ~ Jimmy<lb />- Greek, and Dodger executive<lb /><lb />  remark, he joined the ranks of<lb /><lb />White notables Cincinnati<lb /><lb />_ owner Marge Schott, Sports<lb /><lb />the<lb /><lb />Al Campanis victimized by<lb /><lb />:- their mouths. The difference,<lb /><lb />however, is that these three<lb /><lb />: uttered racist epithets or made<lb /><lb />remarks that pandered to the<lb />most vile racist stereotypes<lb />about Blacks. The colossal<lb /><lb />. danger in lumping an inno-<lb /><lb />cent such as Conroy in with<lb /><lb />bigots is that it deepens racial ~~<lb /><lb />resentments and heightens<lb /><lb />Conroy spoke  "<lb /><lb />"N" word is a near textbook<lb />case of this. When White<lb />comedians, politicians, talk  "<lb />show hosts, and even educa-<lb /><lb />tors have slipped and used the<lb /><lb /> word, there were firestorms<lb />of protest. They are instantly<lb /><lb />branded bigots. They quickly<lb />apologize . and solemnly<lb />swear never to do it again.<lb /><lb />Yet Black rappers, comedians<lb />and writers have made a<lb />virtual fetish out of using the<lb />word, and there are no angry<lb />outcries from other Blacks.<lb />Some Black writers even go<lb />through tortuous gyrations to<lb />justify using the word. They<lb />claim that the more a Black<lb />person uses the word, the less<lb />offensive it becomes. They<lb />claim that they are cleansing<lb />the word of its negative<lb />connotations so that racists<lb />can no longer use it to hurt<lb />Blacks. | Comedian-turned-<lb />activist Dick Gregory had the<lb />same idea some years ago<lb />when he titled his autobiogra-<lb />phy, "Nigger." Black writer,<lb />Robert. DeCoy also tried to<lb /><lb />apply the same racial shock °<lb /><lb />therapy to Whites when he<lb />titled his novel, "The Nigger<lb />Bible."<lb /><lb />Many Blacks say they use the<lb />word endearingly or affec-<lb /><lb />tionately. They say to each<lb /><lb />other, "You're my nigger if<lb />you don't get no bigger. ? Or,<lb />"that nigger sure is some-<lb />thing. ? Others use it in anger<lb />or disdain, "Nigger, you sure<lb />got an attitude. ? Still, others<lb />are defiant. They say they<lb /><lb />don't care what a White<lb /><lb />person calls them, words can't<lb />harm them. Comedian<lb />Russell Simmons went to the<lb />outer limits of racial self-<lb />flagellation when he said:<lb /><lb />Mississippi to the murder of<lb />Dr. Martin Luther King Jr, is<lb /><lb />~~<lb />A<lb /><lb />p<lb /><lb />part of an on-going |<lb /><lb />trated assault on Blacks. The |<lb /><lb />racial paranoia theory<lb /><lb />ttos were flooded with<lb /><lb />drugs, alcohol, gangs and<lb /><lb />guns. During 1980s,<lb />AIDS was imported in.<lb />The "White establishment"<lb />wanted to stop Blacks from<lb />developing unity, strong po-<lb />litical organizations and pro-<lb />grams to counter oppression.<lb />The plot was to get Blacks to<lb />self-destruct. There is no<lb />evidence that any of this is<lb />true.<lb /><lb />However, a long parade of<lb />Black politicians, ministers<lb />and sports icons know the<lb />drill well. Whenever they are<lb />accused of or nailed for<lb />sexual hijinks, bribery, cor-<lb />ruption, drug dealing, and<lb />even murder they reflexively<lb />shout that they are victims of<lb />a racist conspiracy. It's a<lb />well-worn ploy but it's a sure<lb />fire crowd pleaser because<lb />many Blacks are conditioned<lb />to belief that anything Whites<lb />do or say is evil and mali-<lb />cious. The problem is that the<lb />victims of the misdeeds of<lb />Black miscreants are almost<lb />always other Blacks. The<lb /><lb />well intentioned, but naive<lb />Conroy was the latest to get<lb />whacked hard by racial cor-<lb />rectness. The majority of the<lb /><lb />23 legislators of the pioneering  "<lb /><lb />efa taught, and men of the<lb />people---one a bricklayer by trade,<lb />another a barber turned reporter<lb /><lb />- and broker, still others, farmers.<lb />--. ministers, lawyers, and labor<lb /><lb />- ofganizers---who knew intimately<lb />the needs and hopes of their<lb />constituencies. Most importantly<lb />there were men of conviction and<lb />courage.<lb /><lb />From the beginning, they estab-<lb />lished a strong tradition of serv-<lb />ice, commitment and<lb />perseverance that was to be<lb />modeled for generations. These<lb />pioneers, so focused on their<lb />cause of empowering a nation of<lb />people once enslaved, and, build-<lb /><lb />ing a truly democratic society,<lb />pushed for a social agenda that<lb />extended far beyond their own<lb />congressional districts. | Even<lb />while few in number, they pushed<lb />hard. They pursed legislation to<lb />address inequitable educational<lb />Opportunities and facilities, to<lb />improve health care, to enforce<lb />civil rights and voting rights laws,<lb /><lb />to protect small farmers, and to<lb />bring lynchings to an end. They<lb />also fought strongly and aggres-<lb />sively for the rights of Native<lb />Americans.<lb />The largest number of Africans to<lb />serve at one time during this<lb />Perioe was seven, both in 1871 (<lb />Alst &amp; 42nd Congresses), and in<lb />1875. In 19871, this included<lb />Saar Hiram Rhoades Revels of<lb />lississippi, and Representatives<lb />Robert C. De Large (SC), Robert<lb />Brown Elliot (SC), Jefferson F.<lb />Long (GA), Joseph Hayne Rainey<lb />(SC), Benjamin Sterling Turner<lb />~ (AL), and Josiah Thomas Walls<lb />(FL). In 1985, this included<lb />Blanche Kelso Bruce (MS) in the<lb /><lb />4<lb /><lb />acteristics that drove racist white:<lb /><lb />_ploiting African peoples by main-<lb />taining policies of second-class<lb /><lb />bert Smalls (SC).<lb /> The State to elect the<lb /><lb />South Carolina with te. North<lb /><lb />Carolina had four members to be<lb /><lb />credential in the House, Alabama<lb />three, and five other states,<lb /><lb />Georgia, Florida, Mississippi,<lb />~ Louisiana,  and Virginia, each<lb /><lb />elected one Black. Except for<lb /><lb />:  Louisiana T s election of Pinchback<lb /><lb />(who, as read above, never took<lb />his seat), Mississippi was the only<lb />state to elect a Black to the<lb />Senate, with two being seated.<lb />Below we profile the first two<lb />African men to sit in each house<lb />of Congress: Senator Hiram R.<lb /><lb />Rivels and Rep. Joseph H.<lb />Rainey.<lb />Hiram Rhoades _ Revels:<lb /><lb />Trailblazer in the Senate<lb /><lb />Senator B. Hiram Rhoades<lb />Revels, in 1870, was the first<lb />African to be seated in the Senate.<lb />He was elected to finish the<lb />Mississippi Senate term of<lb />Jefferson Davis, who had vacated<lb />his seat to become President of<lb />the Southern Confederacy, and to<lb />fight the Civil War. Revels was<lb />born in Fayetteville, NC, in 1827,<lb />of free parents, attended schools<lb />and seminaries, including Know<lb />College in Galesburg, IL.<lb /><lb />. He was a man of many deserve<lb />skills and interests. But most of<lb />all he was a man of strong<lb /><lb />spiritual and ancestral beliefs. He<lb />was ordained as a minister at the<lb />age of 18 in 1845 in the African<lb />Methodist Episcopal Church in<lb />Baltimore, traveled to share the<lb />word and assist in founding<lb />churches in Indiana; _ Illinois,<lb />Kansas, Kentucky, Tennessee, and<lb />became a pastor of St. Paul AME<lb />in St. Louis in 1852. Eventually<lb />his calling led him back to<lb />Baltimore where he took a pastor-<lb />ship in 1860. With the outbreak<lb />of the Civil War, he assisted in<lb />recruiting two African regiments<lb />in Maryland, and served as a<lb />regiment chaplain in Vicksburg,<lb />Mississippi, while also founding<lb /><lb />churches there.<lb /><lb />=r ats emeanenmeeett<lb /><lb />1H malonate eat<lb /><lb />: i 1870, he was elected to fill<lb />| mamber of Afticans to the ease<lb />during the pioneering era was<lb /><lb />term of Davis. He eventually<lb />won the right to be seated and was<lb />confi rmed February 25, 1870.<lb /><lb />Joseph Hayne Rainey: House<lb />Pioneer. .<lb /><lb />Joseph Hayne Rainey of South<lb />Carolina was sworn-in as a mem-<lb />ber of Congress on December 12,<lb />1870, making  him the _ first<lb />African person to be seated in the<lb />House of Representatives. He<lb />became a member of the<lb />Commitment on  Freedom Ts<lb />Affairs, and pushed civil rights<lb /><lb />legislation, including those that<lb /><lb />addressed the needs. and rights of<lb />Native Americans. When in May<lb />of 1874 he briefly- replaced House<lb />Speaker James G. Blaine in the<lb />Speaker Ts chair, he became the<lb />first African to preside over a<lb />House session. However, after<lb />numerous challenges of accusa-<lb />tions of voter fraud, including<lb />challenges to his being seated in<lb />1874 and 1876, following charges<lb />of irregularities, he eventually was<lb />defeated for office as the<lb />Democratic Party regained con-<lb />trol, and he left his seat on March<lb />3, 1879.<lb /><lb />REMEMBERING THE<lb />PIONEERS<lb /><lb />*** Shared Characteristics<lb />Intelligent, well-read, gentlemen<lb />(unlike many whites in congress),<lb />with multiple degrees, diverse<lb />professional undertaking, commit-<lb />ted to their people, and the rights<lb />of others of color.<lb /><lb />el Issues addressed during<lb />terms :<lb />*** Issues addressed during<lb />terms:<lb /><lb />Lynching, land reform, voting<lb />rights, economic empowerment,<lb />protection of ports and harbors,<lb /><lb />Samer amet 9 yen<lb /><lb />Major step in the loss of African  "<lb /><lb />i and advances was the<lb /><lb />amnesty given to southern insur-<lb /><lb />rectionists (which led to the  "<lb /><lb />restoration of rights to confederate<lb />leaders). These acts led .<lb />to the other challenges that-came<lb /><lb />through litigation, and voting tal-<lb />lies being questioned, and altered.<lb />There were also poll taxes, liter-<lb />acy tests, and violent attacks<lb />against. Black voters and elected<lb />officials (the KKK, the Knights of<lb />the White Camellia, the Pale<lb />Faces, and the Brotherhood were<lb />founded during this period as a<lb />means of retaking power, includ-<lb />ing elective representation). The majority of<lb /><lb /> the American. people have re-<lb /><lb />jected social conservatism and<lb />Bush has had. to put enough<lb />distance between himself and the<lb />far right to be viable.<lb />Campaigning against the<lb />calcification of the Beltway elite<lb />is popular in American politics<lb />nowadays and Bush did well with<lb />it - well enough to establish a<lb />commanding lead over Gore.<lb /><lb />Of course, as a veteran of the<lb /> oChampagne Unit ? (the Texas<lb />Air National Guard). Bush often<lb />comes across (and is!) above the<lb />Beltway, rather than outside of it.<lb />As long as he managed to hold<lb />on to the projection that he was<lb />going beyond the usual conserva-<lb />tive Republicanism to a pro-<lb />People anti-establishment _ phi-<lb />osophy, his biography of privi-<lb />lege was not much of a negative.<lb /><lb />But when Bush made his vice<lb />presidential selection, his new<lb />populist persona crumbled and he<lb />tumbled in the polls. Dick<lb />Cheney, a hard rightist and a<lb />pillar of the Republican estab-<lb />lishment sent out the wrong<lb />message. Bush had flinched,<lb />gone to the right, and left a<lb />portion of the more left-leaning<lb />electorate behind.<lb /><lb />Al Gore, no doubt counseled by<lb />the ever-wily Bill Clinton, was<lb />quick to capitalize on the Bush<lb />stumble. The pundits were a<lb /><lb />aaa it is dramatically changing<lb /><lb />that. But is was somethi<lb />too. It was of Gore's effort<lb /><lb />re-invent himself in accordance _<lb /><lb />Gore Ts selection of Joe Lieberman<lb />was the coup de grace on this score.<lb />Lieberman is an anti-affirmative<lb />action, pro-Wall Street Democratic<lb />Leadership Council-style conserva-<lb />tive Democrat. Thus,-he placated<lb />the party Ts center and right, yet had<lb />many negatives with Blacks and<lb />liberals. But he was also a Jew.<lb />And in the not-so-subtle lexicon of<lb />American political culture  oJew ?<lb />equals  oleft ?.<lb /><lb />Thus Gore managed to go left with<lb />Lieberman and populist with his<lb />rhetoric without disturbing the cen-<lb />ter and the right. Presto! He Ts<lb />closed down Bush Ts lead. And,<lb />what Ts perhaps most telling is that<lb />he seems to have gotten away with<lb />it, meaning that he made the play<lb />without paying a price.<lb /><lb />Now that Bush Ts lead has<lb />plummeted to zero, the Texas<lb />Governor must figure out how to<lb />recover. Traditional conservative<lb />voices like Bill Bennett are publicly<lb />urging him to go on the attack<lb />against Gore as too far left. But<lb />Bush Ts Austin advisors are so far<lb />resisting.<lb /><lb />Austin is looking for their own<lb />brand of populism, hence, Bush Ts<lb />newfound emphasis on  oreal plans<lb />for real people. ?
