The county Ts only charter school<lb />faces closure if problems cited by<lb />the state are not addressed by the<lb />efid of the month.<lb /><lb />Greenville Ts Right Step<lb /><lb />Serving Eastern hag Corelien Since 1981<lb /><lb />Academy, a charter school serving<lb />students in grades six through 12,<lb />has been placed on disciplinary<lb />status by the N.C. Department of<lb />Public Instruction. The school<lb />must correct nine issues of  ofi-<lb />nance and governance ? or lose its<lb />charter, according to Grova<lb />Bridges, state director of the<lb />office of charter schools.<lb /><lb />School officials will go before the<lb />state charter board on Oct. 27 to<lb />address issues raised in the letter<lb />of disciplinary status. Failure to<lb />resolve the issues may result in a<lb />revocation of the school Ts charter.<lb /><lb />The school is a franchise of<lb />Right Step Inc., a Minnesota-<lb />based company that until recently<lb />directed charter schools in three<lb />states. The company targets<lb />students at risk of dropping out of<lb />traditional schools.<lb /><lb />Typically, the students have<lb />faced recurring disciplinary prob-<lb />lems and turn to the academies as<lb />alternative schools.<lb /><lb />Right Step Inc. operates a charter<lb />school in Phoenix as well as in<lb /><lb />iN ep Academy Faces Pik Ctr B<lb /><lb />North Carolina, and until recently<lb />operated two schools in St. Paul,<lb />Minn.<lb /><lb />Those schools were closed for<lb />financial mismanagement. Among<lb />the  ounsound business practices ?<lb /><lb /> cited for the Pitt County schaol<lb /><lb />are improper issuance of checks<lb />and several withdrawals totaling<lb />$46,462 and the possibility that<lb />other states have placed liens on<lb />North Carolina funds because of<lb />the company Ts failure to pay<lb />employed withholding taxes in the<lb />amount $245,094.<lb /><lb /> oThere are some concerns about<lb />whether North Carolina funds<lb />might have been diverted to the<lb />Arizona charter, ? Bridges said.<lb />Bridges could not say whether<lb />criminal charges would be filed<lb />against Right Step Academy or<lb />the parent company.<lb /><lb />William Pierce, Right Step Inc. Here's a test.<lb />A front-page newspaper story announces<lb /><lb />that Congress is engaged in a wild spending<lb />spree as Election Day approaches.<lb /><lb />Why?<lb /><lb />They are "adding billions more to the bud-<lb />get for everything from local harbor dredging<lb />and bridge construction to hospital funding,<lb />science research projects and school aid," The<lb />Washington Post reports.<lb /><lb />It is the biggest increase since 1995.<lb /><lb />Why?<lb /><lb />The answer is elementary politics - voters<lb />are asking "what have you done for me late-<lb />ly?" and members of Congress are quick to<lb />give them answers they can see, feel, and<lb />touch - if not right now, at least in the future.<lb /><lb />If you got that right, give yourself a high<lb />Political 1Q.<lb /><lb />That hospital may not be built and ready<lb />for patients tomorrow morning, but when the<lb />local paper announces that Congressman Pork<lb />Barrel Johnson has brought home the bacon,<lb />the local voters are sure to respond positively.<lb />U.S. Rep. P. B. Johnson is counting on their<lb />gratitude - and their votes.<lb /><lb />The money is flowing now because there<lb /><lb />are 435 elections occurring across the country<lb />on Nov. 7 for members of the House of<lb />Representatives. In districts where a few are<lb />retiring, there are spirited contests to replace<lb />them. One-third of the seats of members of the<lb />Senate are up for grabs. And of course,<lb />President Clinton cannot run again - Vice<lb />President Al Gore and Texas Gov. George W.<lb />Bush are running to replace him. In some<lb />States there are spirited governors T races and<lb />other local elections too.<lb /><lb />Each of them - the Representatives and the<lb />wanna-be Representatives, the incumbent<lb />Senators and the wanna-be Senators, the hope-<lb />ful governors and their opponents and the two<lb /><lb />candidates for president know how important<lb /><lb />voting is.<lb /><lb />Some of them are all hoping that you do<lb />too. But some of them are hoping that a low<lb />Political IQ means a low voter turnout, or that<lb />votes will be cast without the voter thinking<lb />about what is at stake<lb /><lb />Once every two years in the United States T<lb />political system, you become the important<lb />person. Not only do you have the chance to<lb /><lb />decide who wins or loses these elections, but<lb />also by making that choice, you get to decide<lb />what kinds of policies will govern you and<lb />your fellow Americans for the immediate<lb />future.<lb /><lb /> oYou know what they are. Some candidates<lb />hope that you don't. Some of them are hoping<lb />your Political IQ is as low as it can be and that<lb />you don't know the difference between<lb />Candidate A and Candidate B. And some of<lb />them are hoping that you won't vote.<lb /><lb />Can you answer these questions?<lb /><lb />In AIDS prevention, does one candidate<lb />have a plan and program while the other has<lb />none and says even less?<lb /><lb />In helping you pay for increasingly expen-<lb />sive prescription drugs, does one candidate<lb />want private profit-making insurance compa-<lb />nies to do it while the other believes helping<lb />you should be a Medicare benefit?<lb /><lb />In supporting public schools where almost<lb />All-American children are educated, does one<lb />candidate want money for new construction<lb />and repair, and for raising teachers T salaries<lb />while the other won't raise teachers T pay and<lb /><lb />won't repair or build new schools?<lb /><lb />And does one support affirmative action, -<lb /><lb />giving all Americans a chance, while another<lb />wants to roll back the clock to the days when<lb /><lb />racial prejudice decided who got a job and -: °<lb /><lb />who got promoted?<lb /><lb />The next president will choose as many as _.<lb />three new members of the Supreme Court; will °<lb />his choices respect, protect and extend existing ~.<lb /><lb />civil rights laws or will they tear them down?<lb />The answers to these questions, and the<lb />votes you cast on Election Day, will decide<lb />what policies our country follows in the future.<lb />And your vote will decide whether your pre-<lb /><lb />cious tax dollars are spent building up your  "<lb />community or building up another one - a -<lb /><lb />community where people vote too, but may<lb />not vote the same way you do.<lb /><lb />Make sure you use your highest Political<lb />IQ on Election Day. Make sure you use your<lb /><lb />  &amp; &amp; s<lb />*<lb /><lb />-<lb /><lb />a<lb />am" s<lb /><lb />vote too. And use your IQ. A mind, the United .<lb /><lb />Negro College Fund reminds us, is a terrible<lb />thing to waste.<lb /><lb />Julian Bond is president of the NAACP .<lb /><lb />Remove the Horrid Stain of Felon Voting Bans<lb /><lb />By Earl Ofari Hutchinson<lb /><lb />A year ago the Sentencing Project, a<lb />Washington D.C. prison reform group,<lb />issued a report that found that seven, states<lb />permanently barred ex-felons from voting.<lb />With the gaping racial disparities in prison<lb />sentencing, the vote ban has fallen heaviest<lb />on Black men. These laws disenfranchised<lb />One out of four Black males.<lb /><lb />Civil libertarians screamed foul and<lb />called it a return to Jim Crow segregation<lb />days when Southern states routinely used<lb />poll taxes, literacy laws, political gerry-<lb />mandering, physical harassment, threats<lb />and intimidation to bar Blacks from the<lb /><lb />If they were appalled last year at the<lb /><lb />number of states that permanently ban.<lb /><lb />felons from voting, the latest report from<lb />the Sentencing Project is even more<lb />appalling. It revealed that two more states<lb />have slapped 4 permanent ban on ex-felons<lb /><lb />voting. And the racial disparity is even<lb /><lb />greater. Black men now account for one out<lb /><lb />cruelly mocks the notion of rehabilitation<lb />and gives lie to the fondly repeated line that<lb />_ when praparescra ce Seinrhiciprtay<lb /><lb />: get a second chance,  "<lb /><lb />insure that more Blacks will be arrested,<lb />convicted and sentenced more harshly than<lb />Whites. The estimate is that in the next few<lb />years 40 percent of Black men will be per-<lb />manently barred from the polls in the states<lb />with this restriction.<lb /><lb />This terrible, racially-tinged policy<lb />wreaks much havoc on African Americans.<lb />It drastically cuts down the number of<lb />Black elected officials, increases cynicism,<lb />if not outright loathing, by many young<lb />Blacks for the criminal justice system, and<lb />deprives Black communities of vital funds<lb />and resources for badly needed services<lb />that result from their increased political<lb />strength.<lb /><lb />The rationale for keeping and putting<lb />more felon vote bans on the books in more<lb />States is that they make it rougher on law-<lb />breakers. This is nonsense. The U.S. is the<lb />only country in the world with blatantly<lb />discriminatory laws that ban a person from<lb />voting for life based on a criminal offense.<lb />Many of the men that are stripped of their<lb />right to vote are not convicted murderers,<lb />rapists, or robbers.  <lb /><lb />They are not denied the vote because of<lb />a court imposed sentence, since no states<lb />require that a judge formally bar an offend-<lb />er from voting as part of a criminal sen-<lb />tence, due to the seriousness of the crime,<lb /><lb /> or severity of the sentence,<lb /><lb />In fact, many offenders don't even serve<lb />a day in prison. They have been convicted<lb />of felonies such as auto theft or drug pos-<lb />session. They are more likely to receive a<lb />fine or probation. Most of these offenders<lb />were young men when they committed<lb /><lb />their crimes. The chances are good that<lb /><lb />they didn't become career criminals, but<lb /><lb />hold steady jobs, raise families and are<lb /><lb />responsible members of their communities.<lb /><lb />Yet the states that stamp them with the  "<lb />' legal and social stigma of being a One-time<lb />felon deprive them of their basic constitu.  "<lb /><lb />tional right to vote and relegate them to<lb />citizenship in perpetuity. This<lb /><lb />bad policy, only a handful of civil liberties<lb />groups and the NAACP in Virginia and<lb />Florida have challenged these restrictive<lb />laws in court. At present the only recourse<lb />that ex-felons have in the states that perma-<lb />nently bar them from voting is to seek a<lb />pardon from the governor. This is a dead<lb />end for most. Governors read the fierce<lb /><lb />public mood on crime, and know that many<lb />Americans consider ex-felons pariahs that<lb />deserve any treatment they get. So few ex-<lb />felons even bother to request a pardon.<lb />Civil liberties groups have urged state<lb />legislatures to rescind the laws or at least<lb />resist the temptation to place new voting<lb />restrictions on the books. The only state to<lb />heed their call and do the right thing is<lb />Delaware. Last June lawmakers in that state<lb />restored voting rights to some ex-felons.<lb /><lb /> o<lb /><lb />The exclusion of thousands of Blacks:<lb /><lb />from the voting rolls 30 years after the civil<lb />rights movement waged a titanic battle to<lb />abolish Jim Crow voting bans is worse than<lb />a travesty of justice, it's a horrid stain on<lb />American democracy. The fact that I was black made no<lb />difference to him. We went to court together every day and worked<lb />_ hard for our clients. He does not tell people what they want to hear,<lb />he tells them the truth. He always tried to explain things to a client<lb />and have the client come to the realization of what was best. This was<lb />the teacher coming out in him. However, he was very capable of being<lb />firm when it was needed. | did not always follow the personal advice<lb />he gave me. | wish that I had done so because it was right. He has<lb /><lb />very sound judgment. Unfortunately I am now totally disabled. Thank -<lb /><lb />goodness, Mr. Vincent provided health and disability insurance for his<lb />employees. And lastly comes our little<lb />finger, the smallest finger of<lb />all.<lb /><lb />Which is where we should<lb />place ourselves in relation to<lb />God and others. As the Bible<lb />says, "the least shall be the<lb />greatest among you. ? The<lb />poor "exist from crumbs that<lb />fall from the rich man's ta-<lb />ble."<lb /><lb />The sharp rhetoric from the<lb />speakers during the daylong<lb />event, which came on _ the<lb />anniversary of the Million<lb />Man March convened five<lb />years earlier by Mr<lb />Farrakhan, stood in contrast<lb />to the festive and joyous mood<lb />of the crowd sitting on blan-<lb />kets or lawn chairs in the hot<lb />sun.<lb /><lb />"It's just 9 blessing to see so<lb />many people come together<lb />with their family and chil-<lb />dren," said Nather Roby of<lb />Milwaukee, who made a 12-<lb />hour bus trip with friends.<lb />Where the Million Man<lb />March focused on the empow-<lb />erment of black men, the<lb />Million Family March sought<lb /><lb />*<lb /><lb />«wider reack. The<lb />Nation of Islam and the<lb />Unification Church have es-<lb />tablished closer ties in the last<lb />few years, and at the march's<lb />end Mr. Farrakhan presided<lb />over a mass "marriage bless-<lb />ing" reminiscent of ceremo-<lb />nies conducted by Mr. Moon.<lb />Many singled out racial and<lb />religious unity as the day's<lb />most significant accomplish-<lb />ment.<lb /><lb />"Family is the one thing we<lb />can all mobilize around," said<lb />Robin Harden, an Austin in-<lb />mate drug-treatment coun-<lb />selor who came with a caravan<lb />of more than 100 Texans who<lb />left Austin by bus early<lb />Saturday morning and arrived<lb />in Washington on Sunday af-<lb />ternoon.<lb /><lb />Mr. Farrakhan vowed to<lb />launch a voter registration<lb />drive with the help of his allies<lb />in the hip-hop community,<lb />such as rap mogul Russell<lb />Simmons, saying the cam-<lb />paigns of presidential candi-<lb />dates George W. Bush and Al<lb />Gore have turned their backs<lb />on the 18-to-35 crowd.<lb /><lb />"You have been too good to<lb />those who have lied to you and<lb />deceived you," he said. "As a<lb />black people, there is nothing<lb />that we've gained in America<lb />that we didn't have to suffer,<lb />bleed and die to get, ? he said.<lb />He also asked every attendee<lb />and those watching the. pro-<lb />ceedings at home to send in<lb />$100 or more to a new eco-<lb />nomic development fund that<lb />he pledged would  reach $500<lb />million to $1 billion this time<lb />next year.<lb /><lb />The fund would be used as<lb />seed capital to create new<lb />businesses in the black com-<lb />munity, to fund economic de-<lb />velopment in Africa - and<lb />bankroll campaign contribu-<lb />tions, Mr. Farrakhan said.<lb /><lb />"I believe if we can do this, we<lb />can bring ourselves out of the<lb />condition that we are in," he<lb />said.<lb /><lb />In a speech that fell just short<lb />of a political declaration, Mr.<lb />Farrakhan offered himself as<lb />an alternative.<lb /><lb />"I'm running on my record<lb />and my record is better than<lb />any of the candidates," he<lb />said. "I've been fighting for<lb />you, and I'm asking you now<lb />to back me."<lb /><lb />But as the crowd chanted<lb />"Farrakhan for president," he<lb />appeared to pull back. "I'm<lb />not a politician. FYDC must set high performance standards: for<lb /><lb />students to achieve--stating clearly and publicly what each student should know and be able to do in each<lb />subject area. FYDC Ts primary objective and goal is to close the achievement gap between students of<lb />Fountain and other Pitt County students. Also, challenging them to reach a much higher education academic<lb />standard. By educating the children in this area we will help keep them out of jails and the prison system<lb /><lb />__ and this will help them to become better citizens. FYDC with the 4-H Program in place is presently working<lb />and planning to be a part of the Pitt County Fair year. This is something Fountain has never had nor been<lb />inyolved in. This will be a great accomplishment for this small town and the surrounding area as part of<lb /><lb />the FYDC initiative. Repentance must<lb />be followed with renewal. There<lb />must be renewal in the way we<lb />think, what we desire and how we<lb />exercise our wills. Renewal is not<lb />something we wait for God<lb />alone to accomplish. It is a<lb />change we are personally ac-<lb />countable to pursue.<lb /><lb />What I have been describing may<lb />be a little confusing to some<lb />. Christians, because they only<lb />think of repentance in the context<lb />of salvation (Titus 3:5) and re-<lb />newal in the context of the Holy<lb />Spirit's work on our behalf But the<lb />scriptures also emphasize repen-<lb />tance and renewal in<lb /><lb />relation to godliness. God not<lb />only wants us to be saved but to<lb />be holy as well. "You were<lb /><lb />taught to put one yee former .<lb /><lb />way of life, your old self corrupt<lb />and deluded by its lusts, and to<lb />be renewed in the spirit of your<lb />minas, and to clothe yourselves<lb />with the new self created accord-<lb /><lb />righteous<lb />Ephesians 4:22-24."7 appeal to<lb />therefore, brothers and sis-<lb /><lb />stronghold that has been estab-<lb />lished in the thoughts and desires<lb />and the taking captive of all our<lb />thoughts and making them obedi-<lb />ent to Christ. (2 Corinthians<lb />10:3-5) The mind is the battlefield<lb />where we are confronted by the<lb />fiery darts of temptation. Prideful<lb />thoughts and self-righteousness or<lb />negative thoughts and self-<lb />accusation often have their source<lb />from our adversary. God wants us<lb />to be alert to the enemy's wiles<lb />and resist them. He gives us the<lb />grace to accomplish that to which<lb />He has called us. We work out our<lb />salvation cooperatively with Him<lb />as He has sovereignly ordained<lb />(Philippians 2:12-13; Colossians<lb />3:10). He continually calls us to<lb />personal responsibility to join His<lb />program of perfecting us.<lb /><lb />Renewal is bringing our nature<lb />under the discipline of God's<lb />truth. It is not easy, but can be<lb />accomplished by relying upon the<lb />Holy Spirit. He guides us and<lb /><lb /> enables us and transforms us as<lb /><lb />we cooperate with Him.<lb />Repentance and renewal in rela-<lb />tionship to godly living is where<lb />many Christians are failing mis-<lb />erably in their obedience to God.<lb />The reason Satan is having such a<lb />field day in Christian lives is<lb />because there is an overwhelming<lb />lack of repentance and renewal<lb />among believers. Many have not<lb />been taught that God's word<lb />commands us to pursue holiness.<lb />"But just as he who called you is<lb />holy, so be holy in all YOU do;<lb />for it is written:  Be holy, because<lb />I am holy."<lb /><lb />(I Peter 1:15-16).<lb /><lb />If we do not obey this command,<lb />we will permit Satan to make<lb />legal claims upon areas of our<lb />lives because of our disobedience.<lb /><lb />Much of our prayer counseling<lb />deals with these elements of<lb /><lb />_fepentance and renewal. These<lb /> oare basic spiritual principles from<lb />. which we must never move.<lb /><lb />When a community of people<lb />best  a spirit of ~ ~<lb /><lb />n to participate in the renewa:<lb />that God desires for their lives,<lb />open for revival.<lb /><lb />Thoughh<lb /><lb />prefer to have the free-<lb />dom to do what they want without<lb />anyone exercising any spiritual<lb />oversight over them. These people<lb />are quick to see the faults in<lb />others, but not themselves. They<lb />use the faults of others as an<lb />excuse for what they do. This<lb />kind of attitude is not conducive<lb /><lb />to the unity in the body of Christ<lb /><lb />or to revival. This is why issues or<lb />repentance and renewal are so<lb />vital.<lb />repentance is a bad word to all but<lb />the humble.<lb /><lb />We should not think: of revival<lb />as a magic want or cure-all for all<lb />that is wrong with our lives and<lb />circumstances. Many Christians<lb /><lb />are waiting on God to change  "<lb /><lb />their lives when He has called<lb /><lb /> them to take responsibility for<lb /><lb />dealing with sin and relying upon<lb />His help. Although revival does<lb />make us conscious of our won<lb />sinfulness, its main purpose is to<lb />reach out and provide large num-<lb />bers of people with a powerful<lb />manifestation of God's love and<lb /><lb />| ST. I believe that God is<lb />now preparing the army that He<lb /><lb />wants in place when His Spirit ig<lb /><lb />moves. He is calling each of us to<lb />accountability regarding our spiri-<lb />tual condition. He wants holy<lb />vessels to pour out His Spirit and<lb />fill. He wants disciplined and<lb />prepared people to respond to the<lb />leading of His Spirit in any<lb />moment and: do whatever He<lb />reveals, He wants His people to<lb /><lb />be sensitive to His voice and not<lb />reason away the thoughts and<lb />desires He is laying upon our<lb />hearts and minds.<lb /><lb />This is the question we must ask.<lb />Are we ready for God's Spirit to<lb />work freely in, our lives and do<lb />whatever needs to be T done in<lb />order that God may be glorified<lb />and His will be accomplished? Do<lb />not say yes to this question until<lb />you have counted the cost.<lb /><lb />The bottom line is that we will<lb />not be able to effectively attack<lb /><lb />tual ey gir unless we<lb /><lb />. There has to be the desire<lb /><lb />to change and then there must be<lb />the step of faith to priate the<lb />with God's help.
