The<lb />National Agenda covers seven<lb />broad public policy categories.<lb />Committee members came from<lb />across the country, from as far west<lb />as Colorado, as far south as Mis<lb /><lb />sissippi and all along the east coast.<lb /><lb />Plotting travel plans and bus<lb />routes. getting endorsements from<lb />city and state governments, rally-<lb />ing civic organizations and labor<lb />groups. sponsoring voter registra-<lb />tion drives, promoting march para-<lb />phernalia and distributing the Na-<lb />tiopal Agenda has kept organizers<lb />busy.<lb /><lb />The national committee. which<lb />is predominantly Black, includes<lb />Native American, Asian and white<lb />participants, as part of Min.<lb />Farrakhan T s call for all families to<lb />join the march effort. He has noted<lb />that though Black, Latinos and<lb />Native Americans share a great<lb />amount of suffering, the family cri-<lb />sis cuts across racial and class lines.<lb /><lb />God allowed Blacks to undergo<lb />-normous suffering as part of a spe-<lb />cial process.           <lb />(NNPA) "John Boyd, a 34-year:<lb /><lb />old Virginia Democrat recruited to<lb /><lb />run against. veteran Rep. Virgil<lb /><lb />Goode, is by most accounts an at-<lb />tractive candidate for public office.<lb /><lb />:He Ts young, ambitious, and na-<lb />tionally known as the head of a<lb />trade group that stood up to govern-<lb />ment discrimination against black<lb />farmers. He Ts running in a Demo-<lb />cratic stronghold, against an oppo-<lb />nent who took office as a Demo-<lb />crat, then abandoned the party to<lb />become an Independent. Boyd won<lb />heady praise from Democratic lead-<lb />er§ who realize that a victory would<lb />bdJster party efforts to regain con-<lb />trol of the House of Representa-<lb />tives in November.<lb /><lb />--At least, that is how it, would<lb />seem now, on the heels of the Demo-<lb />cratic Party Convention in Los An-<lb />geles. In reality, Boyd cannot make<lb />a viable bid in Virginia's 5th Con-<lb />gressional District race. He has only<lb />$5,000 on hand "and none of it has<lb />come from the Democratic Party.<lb />His anemic campaign account is a<lb />paltry 2 percent of the $250,000<lb />that Goode has amassed so far.<lb /><lb />:  oTruth is, without some serious<lb />campaign finance reforms, a  no-<lb />hody* has a snowball Ts chance ... of<lb />beating an opponent that is well-<lb />financed, ? said Boyd, president of<lb />the National Black Farmers Asso-<lb />ciation.<lb /><lb />  ? As much as any political cam-<lb />paign this year, Boyd Ts cash-<lb />strapped run symbolizes the impor-<lb />tance that campaign finance reform<lb />holds for minority candidates and<lb />voters. Unable to raise the thou-<lb />sands of dollars needed even the<lb />most qualified black candidates find<lb /><lb />themselves unable to mount a cred-<lb /><lb />ible campaign.<lb /><lb />Simply put, in politics it is<lb />money, not skill or qualifications<lb />that counts.<lb /><lb /> oIt is no longer ademocracy, but<lb />aplutocracy, ? said Sheila Krumholz<lb />of the Center for Responsive Poli-<lb />tics, a campaign finance watchdog<lb />group in Washington, D.C.<lb /><lb />The  oplutocracy ? has left many<lb /><lb />3 black candidates like Boyd, and<lb />* consequently many black voters,<lb />: out of the loop of political power.<lb /><lb />3<lb /><lb />é<lb /><lb />a a -?<lb />aiié<lb /><lb />Cash Strapped<lb />Financially speaking, most mi-<lb /><lb />on grassroots efforts "door- -to-door<lb /><lb /> ocampaigning and passing thehatin §<lb /><lb />churches, _<lb /><lb /> oTheir campaigns are ao<lb /><lb />grassroots as it gets, ? said Hillary<lb /><lb />Shelton, the NAACP Ts Washington  "<lb />lobbyist.  oThese are the kinds of  "<lb />campaigns where people atthe gro- |<lb />cery store or their friends in the ©<lb /><lb />congregations in. the: church are<lb />writing them a check, asmall check:<lb /><lb />This is the campaigning that really &amp;<lb /><lb />does personify what we think is<lb /><lb />best about grassroots-driven candi-<lb /><lb />, is largely because they have to rely gre<lb /><lb />dates. ? Shelton may be right. But it aa<lb /><lb />does not often add up to victory,<lb />particularly when: the black |<lb /><lb />grassroots candidate finds himself<lb />or herself running against a well-<lb />financed white opponent.<lb /><lb />Left for Dead<lb /><lb />Boyd has learned that the hard<lb />way.<lb /><lb />on a positive note. In January, Vir-<lb />ginia Sth Congressional District<lb />Representative Virgil Goode an-<lb />nounced that he was abandoning<lb />the Democratic Party because of<lb />ideological differences. Goode had<lb />often voted with Republicans and<lb />was one of the few Democrats who<lb />called for the impeachment of Presi-<lb />dent Bill Clinton over the Monica<lb />Lewinsky scandal. Democrats im-<lb />mediately promised to make Goode<lb />pay.<lb /><lb />Enter John Boyd.<lb /><lb />Boyd seemed an ideal challenger<lb />for Goode, fresh off a successful<lb />campaign that made the U.S. De-<lb />partment of Agriculture acknowl-<lb />edge that it had discriminated<lb />against black farmers and agree to<lb />pay a multi-million dollar settle-<lb />ment. And recently a group of<lb />Black leaders in New York have<lb /><lb /> blamed rap music for the Central ©<lb /><lb />Park sexual assaults at the Puerto<lb />Rican Day parade.<lb /><lb />_ But now someone out of the<lb />Ivory Tower at Harvard Univer-<lb />sity is blaming rap music for the<lb /><lb />| drop in test- scores among Black<lb /><lb />students. According to a recent<lb />story in the Boston Herald, Dr.<lb /><lb />Ronald Ferguson, a professor at<lb /><lb />Harvard Ts John F. Kennedy<lb />School of Government, believes<lb />there is a possible connection be-<lb />tween the rise in hip hop (rap)<lb />music, and the dropping of read-<lb />ing and math test scores among<lb />Black youth. He said that just<lb />when Black students began to<lb />draw near the same performance<lb />level of white students on national<lb />tests, their scores begin to drop.<lb /><lb /> oThere was tremendous<lb />progress in the 1980s in reading<lb />and math scores for Black<lb />youth, ? said Professor Ferguson.<lb /> oSometime between 1988 and<lb />1990 the progress stops. ?<lb /><lb />While various factors played a<lb />role in the drop in test scores,<lb />Ferguson was struck by the coin-<lb />cidénce with the rise of hip-hop<lb />music Ts popularity. He said the<lb />teens might have started spending<lb />more time listening to rap music<lb />or watching it performed on tele-<lb />vision and less time reading.<lb /><lb /> oI see a shift in time-use pat-<lb />terns among Black youth to this<lb />new music produced by hip-hop<lb />culture. ?<lb /><lb />Professor Ferguson points to a<lb />survey in 1988, 40 percent of Black<lb />students questioned said they regu-<lb />larly read for pleasure. That<lb />dropped to just 14 percent by 1992.<lb />While it would be easy to point to<lb />rap music as the number one prob-<lb />lem in the decline of test scores, as<lb />Ferguson does, this self-serving<lb />analysis is deeply flawed.<lb /><lb />I bought my first rap record in<lb />1980, when I was nine-years-old<lb />and by the early to mid- 1980s rap<lb />music was fully embraced by the<lb />youth within the Black commu-<lb />nity in America. In the years<lb />Ferguson uses to make his claim<lb />that test scores dropped, he is<lb />right to note that rap music was<lb /><lb />| making an upsurge, but it wasn Tt<lb /><lb />doing this with Black audiences.<lb /><lb />ee  oBvery | time someone wants<lb />Papen bg sh noo gre a<lb /><lb />© start blaming rap, ? said Davey D, [ ¢ a<lb /><lb />a hip-hop intellectual, and thes; |<lb /><lb />founder of daveyd. com, a  hip- ae<lb /><lb />= hop. news-site. a<lb />Davey D T notes that. the =<lb /><lb />timeline i in which: Ferguson uses }- 7;<lb /><lb />-  ganhipsbierte years, rap *<lb />| music has been blamed for: just.<lb />about everything. .<lb />| Politicians have  Mamed rap<lb />= music. for violence and police<lb />| shootings. Musicians have ~<lb />- . | blamed the genre for diluting the<lb /><lb />~ [talent of up and coming musi-  "<lb /><lb />to talk about  rap music and the<lb /><lb />decline in Black test scores, the:<lb /><lb />music was going through its posi-~<lb /><lb />~ tive Afrocentric phase. During,<lb /><lb />this time period, rap groups like<lb />Public Enemy, Eric B &amp; Rakim,<lb />Poor Righteous Teachers, and<lb /><lb />Boogie Down Productions, were }-<lb />rapping about getting an educa- }.<lb />tion, and having  oknowledge of}:<lb /><lb />self T and knowing who you are.<lb />Based on this, one could make<lb />the argument that the Black test<lb />scores should have been higher.<lb />The decline in Black test scores,<lb />points to something else other<lb /><lb />than rap music, but intellectuals.<lb /><lb />in today Ts time tend to look. at it<lb />as an easy scapegoat, instead of<lb />looking underneath to get at the<lb />problem.<lb /><lb /> oI understand how someone<lb />can see this, ? said Erica Arnold,<lb />a writer for the Source magazine,<lb />the magazine of hip-hop and its<lb />culture.  oBut you have to look at<lb />the larger picture of what is hap-<lb />pening to young people in the last<lb />few years. ?<lb /><lb />Arnold is right. You have to look<lb />at areas such as the rise in latch key<lb />kids, who have to raise themselves, T<lb />as parents are at work. To the rise in<lb /><lb />drugs, especially the crack cocaine |.<lb />revolution, which destroyed the at- |<lb />mosphere in many urban commu- |~<lb /><lb />nities. But just as there are nega-<lb />tives, there are some positives.<lb />Hip hop culture and rap is being<lb />used by some educators to bring<lb />back students in the classroom<lb />who haven't been motivated to<lb />learn, and to bridge the educa-<lb />tional divide.<lb /><lb />Ferguson hits on the right tune,<lb />when he says that more leisure<lb />reading needs to be encouraged to<lb />bring up reading and English<lb />scores. But pinning bad test scores<lb />on rap doesn't make sense.           <lb />en SES MEE<lb /><lb /> oof Christians responded? They<lb /><lb />- Satan has been very successful in<lb />_ diverting us from the path that God °<lb />1 has laid out before us. God Ts peo-<lb /><lb />Dr. George Hawkins<lb /><lb />Greetings in the name of<lb /><lb />Jesus Christ:<lb /><lb />It is apparent to those of us who<lb />do battle against the kingdom of<lb />darkness on a regular basis that<lb />there are a lot of strongholds that<lb />need to be pulled down. Ideally,<lb />this should be a combined effort of<lb />the body of Christ. Unfortunately,<lb /><lb />a large portion of God Ts people are  "<lb /><lb />not ready to join such an effort<lb />even if they wanted to. Their own<lb />spiritual lives would hinder them in<lb />doing so. A campaign to bring<lb />down demonic strongholds will not<lb />be accomplished with slogans,<lb />clever programs, or even spiritual<lb />techniques.<lb /><lb />Time and time again Christians<lb />have had good intentions, yet they<lb />have made little impact on our so-<lb />ciety to change it. In fact, this na-<lb />tion is becoming more and more<lb />ungodly. When it comes to the<lb />major issues of the day, the<lb />Christian voice is being ignored<lb />and even ridiculed. Christians are<lb /><lb />y 4<lb /><lb />have gone about business as a<lb /><lb />ple have become self-centered and<lb /><lb />+ self-indulgent in their lifestyles.<lb />| Christ has called us to take up  our<lb /><lb />cross daily, but his voice has been<lb /><lb />drowned out by the multitude of<lb /><lb />enticements that surround us.<lb /><lb />Many are satisfied to carry the<lb />name of Christ and live like the<lb />rest of the world. They are con-<lb />tent with the world as it is and for ~<lb />others the task of changing the<lb />world is overwhelming. I Tm glad<lb />the disciples did not think like that.<lb /><lb />Repentance<lb /><lb />Frankly, we will not make an im-<lb />pact for Christ in this world unless<lb />we change! This is foundational.<lb />God Ts people need to take an ob-<lb />jective inventory of their lives and<lb />start repenting. Yes, we repented<lb />when we gave our hearts to God.<lb />But that was only the beginning of<lb />what should have become a life<lb />lived in an attitude of repentance.<lb />All of us need to open our eyes<lb />and recognize what we have be-<lb />come. We need to see how we<lb />have been grieving the Holy Spirit<lb />by the way we are living. We can-<lb />not think about change in our lives<lb />and hope our good intentions will<lb />be acceptable. There must be a<lb />change that is radical if we are to<lb />be in God Ts will.<lb /><lb />The Holy Spirit desires to work in<lb /><lb />give e their sin and heal a<lb /><lb />- -2 Chronicles 7:14,<lb /><lb />ify we want to see God m move in our<lb />lives and in the lives of others,<lb />there must be repentance that starts<lb />with us. God Ts words to Israel<lb />through Ezekiel could just as well<lb />be addressed to the church today.<lb /> oTherefore I will judge you. O-<lb />house of Israel, every one accord-<lb />ing to his ways, saith the Lord<lb />GOD. Repent, and turn yourselves<lb />from all your transgressions; $ $o in-<lb />iquity shall not be your ruin. ?<lb />Ezekiel 18:30.<lb /><lb />Jesus T revelation to John includes<lb /><lb />some very sobering words to God Ts<lb />people. As he addressed the<lb />church in Ephesus and acknowl-<lb />edged some fruit to be good, a<lb />word of rebuke was also given ac-<lb /><lb />_ companied by a warning.  oBut |<lb /><lb />have this against you, that you<lb />have abandoned the love you had<lb />at first. Remember then from what<lb />you have fallen; REPENT, and do<lb />the works you did at first. If not, |<lb />will come to you and remove your<lb />lampstand from its place, unless<lb />you repent. ? Revelation 2:4-5.<lb /><lb />God is already beginning to shake<lb />and sift and even bring temporal<lb />judgment upon the body of Christ<lb />(Peter 4:17). He will fulfill His<lb />eternal plan no matter what it<lb />takes. He will prepare a people to<lb />be the bride of Christ.<lb /><lb />What is true repentance? It is be-<lb />ing sorry for grieving God by the<lb />way you live. It is a desire to turn<lb /><lb /> oThelin fa<lb /><lb />universities.<lb /><lb />and economic future.<lb /><lb />Right now, North Carolina businesses<lb />are booming and the state's economy is<lb />excellent. Much of our overall success is due to<lb />the excellent education and training provided by<lb /><lb />the state's 59 community colleges and 16 public<lb /><lb />By the end of this decade, North<lb /><lb />Coates s college enrollment is expected to<lb /><lb />to accommodate them.<lb /><lb />The Community College and University<lb />Bonds will provide much-needed resources to<lb />upgrade all campuses. A major goal of the<lb />time-tested programs is to help juveniles stay<lb />away from gangs and criminal activities when<lb />their incarceration is completed and they return<lb />to their communities.<lb /><lb />Davis deleted the $121.3 million for juvenile<lb />programs despite overwhelming bipartisan sup-<lb />port in the State Legislature for the bill. The bill<lb />also has strong support from African American<lb />and Latino organizations, law enforcement offi-<lb />cials and unions representing rank and file po-<lb />lice, sheriffs, probation department employees<lb />and municipal employce associations HAT 0<lb />out the state.<lb /><lb />The governor T s deletion of funds for juvenile<lb />crime prevention programs will have a signifi-<lb />cant negative impact on at-risk, predominantly<lb /><lb />BETWEEN THE Lines<lb /><lb />wanting to fund juvenile programs witha proven<lb />success rate is not persuasive because in May<lb />Davis rejected requests from Assemblyman Tony<lb />Cardenas that would have added $475 million to<lb />the state budget to fund well-established, proven<lb />juvenile crime diversion and gang prevention<lb />programs administered by law enforcement agen-<lb />cies, probation departments and community-<lb />based organizations.<lb /><lb />The governor's action hurts proven, success-<lb />ful programs that would have helped to substan-<lb />tially reduce the number of nfinors entering or<lb />returning to the juvenile justice system. The<lb />programs range from approximately $1,000 per .<lb />juvenile for at risk minors to $20,000 per juve-<lb />nile for the intensive Repeat Offender Preven-<lb />tion Project. This program, according to a 12-<lb />month evaluation found the participants im-<lb />proved their grades, reduced drug use and exhib-<lb />ited a 33 percent decrease in law violations<lb />compared to minors receiving traditional proba-<lb />tion supervision. .<lb /><lb />Since it currently costs about $40,000 annu-<lb />ally to house a minor in an institution, these<lb />types of programs are substantially less expen-<lb /><lb /> nities for poor students by creating and endowing programs that provide<lb />educational scholarships, career counseling, job and training skills pro-<lb />grams, and computer training.<lb /><lb />The fourth is to eliminate the obscene disparities in public funding.<lb /> Current state funding formulas guarantee that well-to-do, mostly white<lb /> suburban school districts get a bigger share of state education funds than<lb />poor, inner city schools. This funding gap guarantees a two-tiered public<lb />education system in which poor schools do not receive adequate funds to<lb />pay for up-to-date texts, computer equipment, the physical maintenance<lb /> of the facilities, and higher teacher salaries.<lb /><lb />The last is to understand that educational excellence can Tt be attained<lb /> in segregated schools, or private schools too despite what the black<lb /><lb />"ministers who back Proposition 38 claim, unless parents do their part. This<lb /> means they must attend parent-teacher conferences, monitor their children Ts<lb />classroom and homework assignments, join and get actively involved<lb /> with the PTA Ts and parent-advisory councils at their local schools.<lb /><lb />Restoring excellence at grossly underperforming schools in black and<lb />Latino areas is a goal that everyone wants to achieve. It will take hard<lb /> work, renewed dedication, and total commitment to equal funding for<lb /> inner city public schools. Hell, on any  onormal ?<lb />*  summer sports weekend "given the<lb />- choice of watching tennis or golf,<lb />; » or going shopping with the wife and<lb />   kids, it's  oHoney, load up car. ?<lb />Not this summer.<lb />» An interesting phenomena took<lb />'  oplace in the midst of a sports period<lb />: uisually reserved for  owhites only. ?<lb />:  Black athletes, in their sparsely few<lb />numbers, dominated  othe summer<lb />sports ? like no time in recent his-<lb />tory. Unprecedented winning<lb />streaks by Tiger Woods, as well as<lb />; Venus and Serena Williams created<lb />aa  oMichael Jordan-like ? interest in<lb />  tennis and golf, Not only because<lb />ty brow<lb /><lb />ee ee ee<lb /><lb />2s Sees<lb /><lb />oe me<lb /><lb />spective games,<lb />\inerica watched.<lb /><lb />i ae ag<lb /><lb />} attention of black  " dey or Sunday, they quadruple.<lb /><lb />~ some Sundays, Tiger outdrew the<lb /><lb />that really was a flipside to the suc-<lb />cess of these young talents.<lb /><lb />People watched, not necessarily<lb />to see them win (African Ameri-<lb />cans did, of course), but to see them<lb />lose. And when they didn Tt, they.<lb />got  otalked about, ? until the fol-<lb />lowing week when there was an-<lb />other opportunity to vindicate  othe<lb />whiteness ? of these sports. And<lb />when they couldn Tt, it was almost<lb />ridiculous how some of the com-<lb />mentators  oplaya-hated ? those<lb />young people. They Td congratulate<lb />on one hand, then playa-hate on the<lb />next.<lb /><lb />It was a long, hot summer.<lb /><lb />Watching Tiger win the British<lb />Open, then the PGA Championship,<lb />then NEC Championship was like<lb />watching cliff hanging episodes of<lb /><lb />-agood  owhodunit. ? You never knew<lb /><lb />who was going to be the next vic-<lb />tim, but you knew somehow, Tiger<lb />was going to be in the mix. And you<lb />knew that the public was going to<lb />tune in, and tune in they did. Every<lb />time Tiger Woods plays in a tourna-<lb />ment, television ratingsdouble. And<lb />every time he's leading on Satur-<lb /><lb />You know you have something<lb /><lb />hot when you can get black people .<lb /><lb />to stay in the house on Sunday af-<lb />ternoons in the summertime, On<lb /><lb />a é<lb /><lb />NBA playoffs. Tiger won so much<lb />and won so easily, it created a  oTi-<lb />ger backlash. ? They essentially got<lb />sick of him winning.<lb /><lb />Other players and TV commen-<lb />tators started talking about the Ti-<lb />ger was winning  otoo much. ? That<lb />courses needed to be  oTiger-<lb />proofed ? to give the rest of the field<lb />achance. In what sport can you win<lb />too much? Jack Nicklaus was the<lb />long hitter and most dominating<lb />player in golf for 25 years, but they<lb />never talked about changing the<lb />sport or the courses for him. But<lb />Tiger wins more majors than Jack:<lb />and Arnold Palmer, together, won<lb />in their first 100 tournaments, and<lb /><lb /> the integrity of the game must be<lb /><lb />protected,<lb />Is there a socio-political aspect<lb /><lb />to that rationalization? I would say<lb /><lb />so. Tiger's won more money in hisv<lb />four years on the tour than all of the<lb />professional players, past and<lb />present, except Davis Love III, have<lb />won in their careers. Winning the<lb />PGA and NEC back- to-back netted<lb />him almost $2 million (actually $1.9<lb />mil) in two weeks, One of the those<lb /><lb />weeks, the media started playing up<lb /><lb />the possibly of a  oletdown. ? Tiger<lb />won at Firestone, one of the hardest<lb /><lb />courses in the nation, by playing 21.<lb /><lb />over par. Then he played the last two<lb />days with the flu, gave a clinic for<lb />youth the next morning, then flew<lb />to Palm Desert and played a  omade<lb />for TV ? match play exhibition for a<lb />million dollars. Playing while sick,<lb />he still lead most of the match and<lb />lost by one stroke. You'd thought<lb />they'd just beat him in the Super<lb />Bowl or something. After the sum-<lb />mer Tiger had, they'd take  oa win ?<lb />any way they could get it. Even if it<lb />didn Tt count for anything.<lb />Watching the socio-political as-<lb />pects of the Williams sisters T suc-<lb />cess was just as intriguing.<lb />Watching the sisters playing<lb />each other in the Wimbledon semi-<lb /><lb />finals had a cruel aspect to it, but<lb /><lb />that Ts the nature of competition "<lb />somebody has to lose, But watch-.<lb />ing Venus win it all, then watching<lb />the sisters win the Doubles Cham-<lb />pionship, leave Wimbledon and<lb />each go on separate streaks of their<lb />owh, was a pure treat. In fact, as a<lb />doubles team, they haven't lost in<lb /><lb />any tournaments they T ve played in,<lb /><lb />which caused a controversy when.<lb /><lb />Olympic tennis coach, Billie Jean<lb />: King, selected them to play together  "<lb />vin Sydney.
