Meeting its man-<lb />dated goal of moving people out of hospital<lb />and emergency rooms and into preventive<lb />care. and community based clinics. Implicit<lb /><lb />_ imthe Federal government's granting of the<lb /><lb />new five-year waiver is the provision that<lb /><lb />. the County step-up its efforts to more ag-<lb />' gressively work toward meeting this goal.<lb /><lb /> «*. Yet, the County is currently taking a<lb />: stand with regard to home care workers that<lb /><lb />» not only will impede the progress of pro-<lb /><lb /> oviding health care to all, but will ultimately<lb /> oincrease the burden on our already over-<lb />_ taxed hospital system.<lb /><lb />. The county Ts reticence to provide home<lb />care workers with a livable wage and health<lb />benefits runs completely counter to the<lb />intent and spirit of the federal government's<lb />mandate. The County currently spends<lb /><lb />q  oRearly $10 million a year on providing<lb /><lb />*, health care to uninsured home care work-<lb /><lb /> oets. This staggering amount is reached be-<lb />cause rather than access preventive care<lb /><lb />Pidesenzrsnce, thése workers and their<lb /><lb />ies are forced to utilize costly emer-<lb /><lb />~~ gency rooms to meet their most basic health<lb /><lb />care neéds. Insuring these workers would<lb />cost less and would further the County Ts<lb />overall health care goals,<lb /><lb />_ Furthermore, by not providing these care<lb />givers with a livable wage, many will be<lb />forced into other jobs in order to support<lb /><lb />their families, thereby reducing the number<lb />of qualified homecare workers providing<lb />essential care to over 90,000 seniors and<lb />people with disabilities in Los Angeles<lb /><lb />Countv. The impact of this will be that<lb />seniors and people with disabilities, who<lb /><lb />rely on home care to meet their most basic<lb />daily needs, will be shifted into nursing or<lb />long-term facilities, which costs four times<lb />what home care costs.<lb /><lb />Under Gov. Gray Davis T proposal,<lb />homecare in counties like Los Angeles<lb />would be improved by providing a wage<lb />increase to $7.50 an hour and health ben-<lb />efits to workers. San Francisco pays its<lb />publicly funded homecare workers a liv-<lb />able wage of $9 an hour with health ben-<lb />efits and has already seen the workforce<lb />stabilize, giving seniors and people with<lb />disabilities the reliable care they need.<lb /><lb />Los Angeles County leads the state with<lb />over 90,000 low-income seniors and people<lb />with disabilities needing homecare. That<lb />number is expected to double over the next<lb />two decades, yet we are already at a crisis<lb />level for homecare in terms of poverty,<lb />turnover and stability. Los Angeles County<lb />can avoid future failure and begin to secure<lb />the homecare workforce this year under<lb />Gov. Davis T proposal.<lb /><lb />We owe it to our elders and those with<lb />disabilities:to:make sure they can rely on<lb />quality care to stay active and contribute in<lb />their communities. They are<lb />better educated, own more homes, have<lb /><lb />made impressive gains in the corporations<lb />and the professions. Democrats sée this as<lb />a plus for them. They bank heavily that<lb />they won Tt risk rocking the boat by voting<lb />for Bush. But that same prosperity and<lb />political comfort can be a double-edged<lb />sword for the Democrats.<lb /><lb />Many blacks and.Latinos now feel that<lb />they have a stronger stake in the system.<lb />Republicans try to play to that feeling by<lb />pitching to blacks and Latinos that their<lb />proposals for school vouchers, bigger tax<lb />credits and cuts, and more aid to small<lb />business, and school vouchers are the best<lb />way for them to accelerate their upward<lb />social and economic climb.<lb /><lb />But prosperity, relative racial peace, and<lb />the social and the increasingly political<lb /><lb />conservatism of many blacks and Latinos<lb />is not cnough to cause them to make a<lb /><lb />headlong dash into the Bush camp. He<lb />would have to do much more than dole out<lb />the few paltry dollars the Republicans have<lb />on ad campaigns to attract more Latinos.<lb />And he would certainly have to do much<lb />more than utter the kind of stock, warmed<lb />over platitudes about diversity that he did<lb />at the recent NAACP convention.<lb /><lb />He would have to pledge to make po-<lb />litical appointments in his administration<lb />that reflect the diversity of America and to<lb />confront such hot button issues as immi-<lb />gration reform, racial profiling, the death<lb />penalty, the grotesque racial disparities in<lb />the prison and criminal justice system, a<lb />disastrous drug policy, support massive<lb />funding increases for health care and edu-<lb />cation and greater protections for social<lb />security. :<lb /><lb />The Cheney pick. however, makes a<lb />mockery of Bush's dangled hints that he<lb />would do any of these things. It also gives<lb />no reason to think that Bush will do any-<lb /><lb />thing to make over the GOP froma clubby. :<lb /><lb />_ Party of  oole ? conservative whiteguysinto<lb />a party of gender and racial inclusion. In<lb />fact, a poll released the same day tha Bush<lb />picked Cheney showed that black andLatino<lb />support is still rock solid for Gore. No<lb />wonder that Gore gloated,  oSee, I told you<lb />so, ? about Bush to Jackson's group.<lb /><lb />The Disappearance of Black Leadership.<lb />E-mail: ehutchi344@aol.com)<lb /><lb />CHILD Wartcu: The Harlem Children Ts Zone<lb /><lb />By MARIAN WRIGHT EDELMAN<lb /><lb />Every July, the<lb />black Community<lb />Crusade for Chil-<lb />dren (BCCC) holds<lb />its annual meeting at<lb />the Children Ts De-<lb />fense Fund (CDF) Ts<lb />| Spiritual renewal<lb />a and leadership de-<lb />velopment center at the former Alex Haley<lb />Farm in Clinton, Tenn. This year, Dr.<lb />James Comer of the Yale Child Study Cen-<lb />tet, Dr, Ron Ferguson of Harvard<lb />University Ts John F. Kennedy School of<lb /><lb />Government and other leading educators<lb /><lb />focused on education and developing strat-<lb /><lb />-<lb /><lb />egies to close the achievement gap between<lb />white and black children as well as improve<lb />the quality of education for every child,<lb />The group discussed exciting programs and<lb />innovative models, including the Harlem<lb />Children Ts Zone created by BCCC Work-<lb />ing Committee Co-Chair and Children Ts<lb />Defense Fund Board Member Geoffrey<lb />Canada.<lb /><lb />Canadais also president of the Rheedlen<lb />Centers for Children and Families, a non-<lb />profit community-based organization work-<lb />ing to improve the quality  of life for chil-<lb /><lb />dren and families in New York City. The °<lb /><lb />Harlem Children Ts Zone grew out of<lb />Rheedlen Ts experience during the crack<lb /><lb />epidemic that swept Harlem neighborhoods<lb />in the late 1980s. Canada and his colleagues<lb />observed that when drug dealers and ad-<lb />dicts broke into an abandoned building the<lb />police would return to board up that build-<lb />ing only once or twice, leaving the drug<lb />business to flourish. But if Canada's group<lb />focused on locking a building up every<lb />time it was broken into, after five or six<lb />tries drug dealers weuld stop returning.<lb />Once Rheedlen realized they could take<lb />back and protect one building at a time,<lb />they tried to see if they could create posi-<lb />tive change block by block. When they<lb />succeeded they then tried it neighborhood<lb />by neighborhood. The disparities in punishment,<lb />for those who use crack cocaine vs. those<lb />who use powder remain. Affirmative ac-<lb />tion is under fierce attack. The  new face T<lb />of AIDS is ours. Poor children are being<lb />left at home uncared for while their moth-<lb /><lb />_ ers are forced to work. Some congression-<lb /><lb />al Republicans have decided to make the<lb />modest raise in the minimum wage into a<lb />political football as they try to score<lb />touchdowns for the wealthy. WONDER:<lb /><lb /> oHow come, now, today, all during this<lb />freedom reign, instead of celebrating con-<lb />tinnane victories over ininstices of which |<lb /><lb />rise up in the recent primaries. Alan Keyes<lb />expressed his views on abortion, tax re-<lb />form and international policy quite elo-<lb />quently. But where is his plan to alleviate<lb />policy? Where is his plan to build Black<lb />wealth?<lb /><lb />On the other side of the aisle, there was<lb />no Jesse Jackson, there was no Shirley<lb />Chisolm and many of the aforementioned<lb />issues went unaddressed.<lb /><lb />For much of the remainder of this<lb />decade we are likely to pay a price for our<lb />lack of volume in this year Ts presidential<lb />primaries.<lb /><lb />In the interim, we have no time to wait<lb />for Malcom, Martin, Medgar, or Ms. Tub-<lb />man to rise from the dead. Our people are<lb />suffering. The storm is gaining momen-<lb />tum. A shelter must be found. The time for<lb />building Black businesses to employ our<lb />people is now. Now is the time for parting<lb />ways with those who take our loyalty for<lb />granted. We don Tt have time to wait for<lb />saviors. We mug work together now to  "<lb />save ourselves. .<lb /><lb />Liars and dreamers ~<lb />don't mix very well<lb /><lb />championed for then, Black folks are still<lb />lamenting over pretty-much the same con-<lb />ditions for themsleves in housing, educa-'<lb />tion, jobs, business, drugs, the police and<lb />the welfare system?  <lb /> oHow come Black babies are still being<lb />snatched from their mothers T arms only te<lb />be farmed out to Massa Green? :<lb /> oHow come we now have so many and. :<lb /><lb />so much of the prevalent diseases invad-* .<lb /><lb />ing society today when we used to have :<lb />hardly any, especially with all the funding<lb />that has been put into medicine and re- |<lb />search for everybody today?<lb /><lb /> oHow come we are still being stopped :<lb /><lb />by law enforcement officials while walk-<lb />ing, standing, running and driving just for.<lb />being in our own skins?  o|<lb /> oHow come we are still predominate on<lb />death row?<lb /> oHow come the Black church hasn Tt<lb /><lb />- taken a stand instead of a stake in our so  T<lb /><lb />cietal ills? -<lb /><lb /> oHow come we are seemingly filled<lb />with so much hatred and anger now for<lb />each other, spilling over to everybody else<lb />in which we have contact? =<lb /><lb /> oAnd, Black men, how come there is so:<lb />much garbage and debris strewn around it<lb />our neighborhoods, when it all started<lb />here in Memphis with the sanitation work:<lb />ers T strike? :<lb /><lb /> oMy people, I still have my dream, but,<lb />] thought by now we would certainly have<lb />overcome and would be jubilantly shout-:  T<lb />ing from mountaintops everywhere...Freé '<lb />at last, free at last, thank God Almighty, *:<lb />we're free at last. ?<lb /><lb />We're admonishing all of us to stop be-<lb />ing hypocritical about Dr. Martin Luther<lb />King Jr. and his  oDream. ?<lb /><lb />|<lb />'<lb /><lb /></p>

Inc. and<lb />the company Ts owner, Woodrow<lb /> oStrickland. The suit alleges that<lb />Strickland sold cars that were<lb /> oflood ? or  owater-damaged ? with-<lb /><lb /> oout disclosing this information to<lb />consumers as required by law.<lb /> This information was uncovered<lb />in an investigation by Easley Ts<lb />. Consumer Protection Office and<lb /> oithe NC Department of Motor<lb />Vehicles. (NC DMV)<lb /><lb />North Carolina law is clear [f<lb /> otyou are going to sell a flood or<lb /><lb />water-damaged car. you must<lb /> odisclose that information. ? said<lb /><lb />at,<lb /><lb />Zasley. Strickland Ts Used<lb />Cars resold flood- -damaged cars<lb />directly to consumers, other deal-<lb />ers, and through local auto auc-<lb />tions without disclosing that they<lb />were flood-damaged. Ultimately,<lb />many of these cars were pur-<lb />chased by consumers who were<lb />unaware that they were flood-<lb /><lb />damaged. An attorney can be ad-<lb />dressed as "doctor" if he or she<lb />prefers. Socially, however, law-<lb />yers and academic professionals<lb />should not use their titles. These<lb />who do, I fear, are suffering from<lb />a serious case of low-esteem and<lb />feel the need to to be pumped<lb />up. Our Lord and his<lb />  Chosen Twelve were poor so far<lb /><lb />as we are able to judge from the<lb />. inspired records,---except James<lb />. and = John and Matthew.<lb />; Accustomed to voluntary giving<lb />: to the Levites, the Jews evidently<lb />: extended this usage to everything<lb />- religious that appealed to them as<lb />: being of God. The disciples had<lb />. a general treasurer, Judas (John<lb />' 12:6 ; 13:29) and never lacked:<lb />  though it is equally evident that<lb />_ they never solicited alms. Not a<lb /><lb />hint of the kind is even suggested<lb />in the record of our Lord's words.<lb />He trusted to the Father's provi-<lb />sion, and certaift honorable<lb />women ministered unto him (and<lb />his) of their abundance.<lb />(Matthew 27:55,56; Luke 8:2, 3<lb /><lb />Had our Lord's sermons and<lb />parables been laced with appeals<lb />for money, it would have sapped<lb />their life. Nothing appeals to us<lb /> more than does the evident unself-<lb /> ishness of the Master and all his<lb /> specially chosen ones, Judas be-<lb />ing the only exception, and his<lb />greediness cost him his fall.<lb />(John 12:5,6)<lb /><lb />The love of money and show the<lb />begging system of Babylon is<lb />very prevalent today. They can<lb /><lb />never have enough ---they look to<lb /><lb />their own welfare, every one for<lb />his gain from his own<lb />denomination---they have ears<lb />that itch for the praise of men and<lb />they shall turn their ears from the<lb /><lb />, Truth and shall be turned unto<lb />fables. ? (Isaiah 56:10,11; Micah<lb />+ 3:11; Phil. 3:2; | Timothy 4:3,4)<lb />Following in the footsteps of<lb />Jesus will not lead us in the<lb /><lb />direction of salaries; neither will<lb />the footsteps of his chief apostle,<lb />Paul who. showed that to ask<lb />earthly compensation for spiritual<lb /><lb />. services would in no sense violate<lb />: justice; however the Lord, the<lb />apostles, and their associates who<lb />traveled and gave their entire time<lb /> to the ministry of Truth, did<lb />- accept voluntary contributions<lb />» from the brethren to meet their<lb /><lb />, expenses; and, as already inti-<lb /><lb />| go! Oe ving ca ot 6<lb /><lb />~ about to start their first missionary<lb />+ tour, seems to have implied that<lb /><lb />| the elders serving the Church at.<lb /><lb />\j- voluntary services of its own<lb /><lb />of the Antioch Church upofi Paul<lb />and Barnabas when they were<lb /><lb />the Church became responsible |<lb /><lb />for their expenses, and corre<lb /><lb />spondingly Participated in their<lb />work.<lb /><lb />There is t no record or hint that<lb /><lb />home received salary or expense<lb />money; and we believe that it will<lb />generally be found advantageous<lb />to each local church to use the<lb /><lb />members--- few or many, great or<lb />insignificant.
