Wright read from<lb />the program to those attending the<lb />Black Caucus  Weekend<lb />Conference Town Hall meeting at<lb />the Sheraton Imperial RTP.<lb />Thanks to the $3.1 billion bond<lb />referendum if passed, the five<lb />UNC System Black colleges will<lb />be getting over $ 400 million ---<lb /><lb />_ More money than ever before to<lb />repair facilities and infrastructure,<lb />$7.2 million in minority economic<lb />development programs are now a<lb /><lb />"recurring part of the state budget,<lb />and the framework is being laid to<lb /><lb />ev. Thomas Walker<lb /><lb />The tragic saga continues--one<lb />useless death after another. Each<lb />year more than 40,000 Americans<lb />men die needlessly from prostate<lb />Caricer because they fail to be<lb /><lb />diagnosed in time. Even more<lb />alarming is the fact that black men<lb />are.2 1/2 times more likely to be<lb />diagnosed and die from this<lb />disease. These startling facts<lb />alone were enough to propel Rev.<lb />Thomas L. Many of the measures the<lb />caucus took credit for were that<lb />the group signed off on without a<lb />formal vote or agenda for African<lb />Americans. Previous caucus<lb />chairs have pushed Gov. Jim Hunt<lb />and white legislative leaders for<lb />years to make minority economic<lb />development funding a permanent<lb />part of the budget, instead of<lb />something they have to fight over<lb />annually.<lb /><lb />As a nod to Black voters for<lb />putting Democrats back in power<lb />in 1997, Hunt finally relented and<lb />included it in his 1998 budget<lb />proposal.<lb /><lb />And though Black schools are<lb />getting hundreds of millions of<lb />dollars they've actually need more<lb />than twice that much. But<lb />because Wright and the Black<lb />caucus backed off pushing for<lb />more at the direction of House<lb />Speaker Jim Black, the schools<lb /><lb />race of people. Shown in the<lb />above picture is Rev. Thomas L.<lb />Walker (seated), with his son,<lb />Rev. Timothy J. Walker, Sr.<lb />(standing behind him), and his<lb />grandsons, Timothy J. It is no accident that<lb />he is seeking to involve his entire<lb />family because statistics show that<lb />men whose ancestors had prostate<lb />cancer are at a higher risk of being<lb />diagnosed with this dreadful dis-<lb />ease.<lb /><lb />When Rev. Walker was diag-<lb />nosed with prostate cancer in<lb />January 1996 at the age of only<lb />47, he soon began to realize the<lb />tragic state of affairs of men all<lb />across this country. As he began<lb />to gather information to evaluate<lb />his own treatment options, he<lb />made some other shocking dis-<lb />coveries: reveal an excellent PSA<lb />reading of less than 0.3. Rev. .<lb />Walker is convinced that African<lb />Americans must make health our<lb />number one priority by changing<lb />our eating habits, exercising,<lb />working to reduce our stress level,<lb />and above all, seeking to gain<lb />more knowledge about ways we<lb />can prevent the disproportionate<lb />number health problems in our<lb />community. When asked why he<lb />would dedicate so much time and<lb />energy to writing his book,<lb />Walker responded,  oI Tm con-<lb />vinced the Lord allowed me to<lb />have this disease and to be<lb />properly treated and cured in<lb />order that | might get involved<lb />with the mission to educate as<lb />many families as possible about<lb />the importance of prevention and<lb />early detection. ? His treatment of<lb />choice was _ brachytherapy.<lb />Radiation seeding is a more<lb />common term, which is a process<lb />of inserting radiation seeds di-<lb />rectly into the prostate. - Rev.<lb />Walker stated that this procedure<lb /><lb />Magazine Founder &amp; Publisher<lb />Rodney Reynolds; and<lb />American Airlines executive<lb />Lou Phillips.<lb /><lb />In Sept.. 1999, the town of<lb />Princeville, NC, was completely<lb />washed away by Hféirricane<lb />Floyd and President Clinton has<lb />asked all Americans to do what<lb />they can to help the residents of<lb />this community rebuild their<lb />town, their lives. Come and<lb />learn about a new national<lb /><lb />pretty<lb />well in making (these things)<lb />Rep. Wright/D-New<lb /><lb />are getting less than half of what _<lb /><lb />they deserve.<lb /><lb />The caucus has challenged white .<lb />Democratic leadership on little,<lb /><lb />Say critics, and because individ-<lb />ual members, including Wright,<lb />_ fave been  opaid off T with the<lb />legislative perks and positions, it<lb />isn Tt likely that it will come<lb />together as a force anytime soon.<lb /> oPll be the first to agree....we<lb />have progressed, ? Michauxi<lb />was still bristling at the confer-<lb />ence about how many of his<lb />younger colleagues prefer to  ogo<lb />along to get along ?, as one<lb />member said, instead of leverag-<lb />ing the 17 votes Democratic<lb />Black lawmakers have in the<lb />House to stop measures they don Tt<lb />agree with.<lb /><lb />resulted in no side effects, and he<lb />is extremely pleased that the Lord<lb />allowed him to be healed through<lb />this method. Walker has ? also<lb />formed an association with otker<lb />prostate cancer survivors across<lb />the nation. The association is<lb />called Brother to Brother<lb />Associates. He is organizing<lb />Brother-to-Brother support groups<lb />through churches and civic or-<lb />ganizations when given the op-<lb />portunity. Union soldiers,<lb />led by Major General Gordon<lb />Granger. landed at Galveston.<lb />Texas with news that the Civil<lb />War has ended and African<lb />American slaves were free. This<lb />was two and half years after<lb />President Lincoln had already<lb />signed the Emancipation<lb />Proclamation-which had become<lb />official January 1, 1863.<lb /><lb />Because there was a minimal<lb />number of Union troops in Texas<lb />to enforce the new Executive<lb />order, the Proclamation had little<lb />impact on slavery in the state.<lb /><lb />However, with the surrender of<lb /><lb />General Lee in April of 1865, and<lb />the arrival of General Granger Ts<lb />regiment, the forces were finally<lb />strong enough to influence and<lb />overcome the resistance.<lb /><lb />So, when the announcement of<lb /><lb />their freedom finally did reach<lb />Texan slaves on June 19, 1865,<lb />the reactions ranged from  opure<lb />shock to immediate jubilation. ?<lb />The celebration of this day was<lb />coined  oJuneteenth ? and grew<lb />with more participation from de-<lb />scendants. It was a time for<lb />praying and tor gathering remain-<lb />ing family members. Juneteenth<lb />celebrations continued in Texas<lb />decades later as many former<lb />slaves and descendants would<lb />make an annual pilgrimage back<lb />to Galveston on this date.<lb /><lb />For over 100 years, Juneteenth<lb />was celebrated with rodeos, fish-<lb />ing. barbecuing, and baseball.<lb />Other festivities included parades,<lb />floats, and marching bands. In<lb />1972, tow African American con-<lb />gressmen introduced a bill to the<lb />Texas State Legislature that rec-<lb />ognized Juneteenth as annual<lb />holiday of significance to all<lb />African Americans in Texas. Two bike patrol officers claimed<lb />| that they stopped to question Mitchell about a stolen shopping cart.<lb /><lb />According to their  account, when she lunged at them with a screw-<lb /><lb />driver one of thé officers lost balance and his gun discharged. Two<lb />eyewitnesses disputed the police version. They insisted that police<lb />+ shot her as she walked away from them, and that at no point did they<lb />see her threaten the officers with the screwdriver.<lb />_ But even if she did hold a screwdriver, did a frail, older woman<lb />represent a life-endangering threat to the police? She was not a<lb /> osuspect in a murder, armed robbery, or gang shoot-out, but a suspect<lb />in a case involving an alleged pilfered shopping cart! Couldn't they<lb />have subdued her with pepper spray, a baton, taser gun, rubber<lb />bullets, or some other device in their arsenal of non-lethal weapons?<lb />_ Beyond disputing whether the police killing of Mitchell was justified,<lb />another troubling question is why did it take six months for Parks to<lb />_| release his report on the case. It seems to be routine policy for police<lb />Officials to hold reports in questionable shootings until near infinity.<lb />| Police officials insist that this is necessary to track down witnesses,<lb />conduct interviews, collect statements, run tests, review and Ces the<lb />material collected, and assess whether the shooting is v ithingor vi<lb />department guidelines on the use of excessive force. °°" SB"<lb />Many, however, charge that police officials deliberately stretch<lb />out the time it takes to release reports in controversial shootings.<lb />They claim the police play for time in the hope that passions and<lb /><lb />anger within the comma ae ee rh and a people will 7<lb /><lb />forget the shooting, Almossigerts<lb />police officials and-theit crities<lb /><lb />of these reports. When the LAPD released its gait hat the |<lb /><lb />Mitchell case did not violate LAPD policy, it caused little stir within<lb />the black community. TSimply too much time had passed. To their<lb />credit, the inspector-general and the Police Commission disagreed,<lb />defied Parks, and ruled the shooting out of policy.<lb /><lb />The Mitchell slaying as no other excessive force case including the<lb />Rampart scandal cases again brought into question police training,<lb />guidelines, and procedures on the use of deadly force. This shoot-first-<lb />and-ask-questions-later policy has gotten the LAPD into hot water time<lb />and again over the years. Following the Rodney King beating and the<lb />L.A. riots this policy earned the LAPD the dubious honor of being<lb />branded the nation Ts poster police agency for police abuse. .<lb /><lb />In 1998 the U.S. Civil Rights Commission in a blistering report<lb />on police practices in Los Angeles flatly said that the LAPD has not<lb />cleaned up its act. It called for the appointment of an independent<lb />prosecutor to investigate police abuse in the city. The Congressional<lb />Black Caucus and Amnesty International also held hearings in Los<lb />Angeles in 1999 on police abuse. They heard from a parade of local<lb />officials, attorneys, Justice Department officials, victims of alleged<lb /><lb />' police abuse and relatives and friends of persons killed by the police.<lb /><lb />The sordid accusations by rogue LAPD cop, Rafael Perez, that<lb />some LAPD officers shoot, beat, plant evidence, and give perjured<lb />testimony against suspects, a threatened civil rights lawsuit by the<lb />Justice Department, and continued foot-dragging by Mayor Richard<lb />Riordan and a majority of the L.A. city council on implementing the<lb />major Christopher Commission recommendations on LAPD reform<lb />have done nothing to enhance the department Ts image and credibil-<lb />ity. It certainly does little to ease public suspicion that the police are<lb />loath to investigate let alone prosecute officers who use deadly force<lb />against citizens, no matter what the circumstances.<lb /><lb />Beyond deeply flawed LAPD policies that fail to punish the overuse<lb />of deadly force by officers, the Mitchell slaying also raised troubling<lb /><lb />questions about the care, treatment, and shelter of the homeless, and<lb />those who suffer mental disorders. Many ask: Why was she on the street<lb />in the first place? Where are the treatment centers for the thousands of<lb />men and women like her? Why haven Tt local dnd state officials done<lb />everything in their power to get more funds for the care of the Mitchells?<lb />When will state legislators reverse the disastrous policies of the Reagan<lb />years that closed scores of treatment centers and denied mental health<lb />care to only those deemed violent? This policy dumped thousands of men<lb />and women such as Mitchell on the streets. What is the policy of the<lb />LAPD toward the homeless and those with mental disorders that roam<lb />city streets?<lb /><lb />_. The sad fact is that despite the anguish over the plight of the<lb />homeless in Los Angeles many persons still regard the homeless as<lb />America Ts untouchables. They treat them with a disastrous mix of<lb />contempt, shame and embarrassment.<lb /><lb />These are the many troubling questions that the Mitchell slaying<lb />raised about failed LAPD policies and our own indifference toward<lb />the disadvantaged. A year later those questions still scream for<lb />answers.<lb /><lb />iJ<lb /><lb />| This so-called  engebatia with<lb /><lb />-| Gov. Gray Davis does not include<lb />| mandatory data collection by the<lb />| police, which is an abandonment of<lb />Murray's earlier commitment. The -<lb />hallmark of the new watered down<lb /><lb />version is business cards and diver-<lb />sity training for police, which are<lb />virtually meaningless without hard<lb />data. Murray forfeited the guts of<lb />his legislation in the deal with the<lb />governor, who remains adamantly<lb />opposed to data collection.<lb /><lb />Murray Ts own statement, best<lb />illuminates the contradiction be-<lb />tween his  ocompromise ? and ear-<lb />lier commitment to data collection<lb />as essential for curbing racial pro-<lb />filing: (In a compromise, each side<lb />makes concessions. If Gray Davis<lb />conceded anything, it must have<lb />been microscopic.)<lb /><lb />Murray has said,  o...Statewide<lb /><lb />~ data collection in California would<lb /><lb />increase accountability by the po-<lb />lice and begin to help heal strained<lb />relations between minority commu-<lb />nities and law enforcement offic-<lb />ers. ... The data bill is necessary to<lb />compile the tangible information<lb /><lb />- bah. that explains why this is happening<lb />~-and how it can be solved so people<lb /><lb />can regain trust in law enforcement.<lb />.. While the CHP is collecting data<lb />voluntarily submitted by a number<lb /><lb />of jurisdictions, there is no unifor-<lb /><lb />y to the data and it does include<lb />umber T of larger metropolitan<lb />areas where there have been a num-<lb />ber of complaints. ?<lb /><lb />Murray Ts statements following<lb />Gray Davis Ts veto of the 1999 data<lb />bill were:  oThe decision is a devas-<lb />tating blow to communities of color<lb />and all Californians statewide. We<lb />need comprehensive hard data to<lb />determine if drivers are being pulled<lb />over on the basis of their race. ...<lb />People want hard facts to explain<lb />what is going on ... I feel it is a lost<lb />opportunity for Gov. Gray Davis to<lb />show his leadership in building a<lb /><lb />Ever get that sinking feeling<lb />you're about to be pulled into an<lb />unwinnable situation, where every<lb />other option seems to be discounted,<lb />and you have nowhere to turn?<lb /><lb />Many seem to think that is the<lb />position for the 90 percentile of<lb />African Americans who vote demo-<lb />cratic and are chained to the leg of<lb />the sinking presidential candidacy<lb />of Al Gore. With four-fifths of black<lb />clergy of every denomination in his<lb />cap, there Ts still time of have that<lb />almighty, all night  oPray-in ? that<lb />Al Gore will appeal to more than<lb />Just us and pull off a victory in<lb />November. But with George Bush<lb />now giving death penalty reprieves,<lb />I think even the  oBig Guy Upstairs ?<lb />is now in the  oundecided ? category.<lb /><lb />Al Gore is sinking faster than a<lb />cowboy in quicksand in a  oB ?<lb />movie. You know it Ts just a matter<lb />of time before you Tre put out of<lb />your misery. Unfortunately, misery<lb />for black folks will continue with a<lb />victory for Republicans, who seem<lb />bent on punishing blacks for their<lb /><lb />we So longer need. 5'dita shady to<lb />prove it. ?<lb /><lb />This curious reasoning misses<lb />the point since neither defining nor<lb />outlawing racial profiling was ever<lb />an issue. In fact, racial profiling has<lb /><lb />been outlawed since passage of the<lb /><lb />Fourth Amendment to the U.S. Con-<lb />stitution. The real challenge is work-<lb />ing to eliminate racial profiling by<lb />holding police officers accountable<lb />based on evidence sufficient to curb<lb />illegal and abusive police behavior.<lb /><lb />What about Murray Ts claim that<lb /> oa data study ? is no longer needed<lb />because the governor is willing to<lb />make a specific declaration, (ac-<lb />knowledging racial profiling)? This<lb />renders Murray's earlier commit-<lb />ment to data collection tenuous at<lb />best. Actually; Gray Davis Ts decla-<lb />ration has no bearing at all on the<lb />need for data SORE by law en-<lb />forcement.<lb /><lb />It seems that political consider- ,<lb /><lb />ations may have outweighed other<lb />factors in Murray Ts arriving at the<lb /> ocompromise. ? SB66, his compro-<lb />mise bill, contains the following: A<lb />statement that racial profiling is an<lb />important problem; defines racial<lb />profiling; outlaws racial profiling;<lb />provides for accountability of indi-<lb />viduals and departments; provides<lb />for retraining for every officer in<lb />the state, Specifically on the pat-<lb />terns, practices and protocols that<lb />lead to racial profiling.<lb /><lb />Again, it should be noted that.<lb /><lb />the compromise bill without data<lb />collection to assess racial profiling,<lb />is fundamentally deficient.<lb /><lb />The  definition of racial profil-<lb />ing in the compromise bill may be<lb />too narrow and could backfire by<lb />allowing officers to continue cur-<lb />rent practice. Republicans have<lb />been mean-spirited in rolling back the<lb />progress of the civil rights agenda,<lb />and using a second post-reconstruc-<lb /><lb />tion period that has racism, and race-<lb /><lb />related crime as high as its been in the<lb />20th century. The social construct has<lb />shifted right to protect the racial  o peck-<lb />ipg order ? in the country. that facili-<lb />tates disparities in every area of social<lb /><lb />interface. That Ts real. But, in truth, .<lb /><lb />Republicans have no incentive to<lb />change their politic or their level of<lb />sensitivity to the social change agenda<lb />because they receive little in return.<lb />The fastest growing party in the<lb />American political system are the<lb /><lb />.  oReformats. ? There are more regis-<lb />tered independents than there are<lb /><lb />registered Democrats or Republi-<lb />cans. The appeal of the political<lb /> ocenter ? (moderates) have all three<lb />parties rushing to show their best<lb /> omoderate ? face. Yet, blacks<lb />haven't given the reform party any<lb />play. Jesse Jackson is the best re-<lb />form party candidate out there, and<lb />you can Tt even get him to say,  ore-<lb />form ? in a political context (be-<lb />yond conversation). And he has<lb />spent most of his adult life trying to<lb />reform American politics. The<lb /> opolitics of inclusion ? is his term.<lb /><lb />Jackson, instead, would rather<lb />try to save Al Gore, and hold a<lb />quickly shifting (to the moderate<lb />center) Democratic party to the left<lb />as long as possible. He says that His eyes run to<lb />and from throughout the whole<lb />earth to show Himself strong in<lb />behalf of those whose hearts are<lb />blameless toward Him. (2 Chron.<lb />16:9.) We are blameless (Eph.<lb />1:4.) We are His very own<lb />children. (Eph. 1:5.) We are His<lb />righteousness in Christ Jesus<lb />(2 Cor. 5:21) He tells us to come<lb />boldly to the throne of grace and<lb />obtain mercy and find grace to<lb />help in time of need - appropriate<lb />and well - timed help (Heb. 4:16)<lb /><lb />The prayer armor is for every<lb />believer, every member of the<lb />Body of Christ, who will put it on<lb />and walk in it, for the weapons of<lb />our warfare are not carnal but<lb />mighty through God for the<lb />pulling down of the strongholds<lb />of the enemy (Satan, the god of<lb />this world, and all his demonic<lb /><lb />forces). She could read people.<lb />and when she was asked to pray<lb />for someone, that would come<lb />first.<lb /><lb />The first time | met Barbara, | .<lb /><lb />told her of Tony, my son who had<lb />been taken from me through an<lb />accident at work in 1995. I shared<lb />with her my memory of kissing<lb />him on the forehand and telling<lb />him it should have been me.<lb /><lb />When | showed her a picture of<lb />Tony, she said she would keep<lb />him right up at the top of prayer<lb />list, along with her son, when she<lb />would pray.<lb /><lb />Barbara would share things that<lb />happened to_her. | told her that,<lb />at first I did not believe all she<lb />told me. Once when | dropped in<lb /><lb />ie with an n Expo featuring  over 30°<lb />| vendors. Switch... But later, when<lb />spiritual things started to happen<lb />to me, I said, ? | believe !! |<lb />believe !! ?<lb /><lb />The first time the Lord spoke to<lb />me was in January of 1997.<lb />During the night while I was<lb />sleeping , | felt as though all<lb />emotions were being stripped<lb />from me. | was frightened, and<lb />then | heard a voice which said,  o<lb />Let no one keep you from ME. ? |<lb />told my mentor about this the next<lb />day, and she said,  o That was a<lb />very powerful message from the<lb />Lord. ? And | thought,  oMe? ?<lb /><lb />Our Lord has appeared to me<lb />several times since then. one<lb />other apparition I Td like to relate<lb />involved a a charcoal sketch of<lb />Jesus Christ which my son, Tony<lb />drew. He won an award for it. |<lb />had placed a black and silver<lb />cross on the picture. | was<lb />sleeping with my back toward the<lb /><lb />Carol A. The<lb />drawing is six feet high, three and<lb />a half feet wide. The Holy Spirit<lb />light was across the width of the<lb />drawing. It gathered at the right<lb />side of cross and disappeared.<lb /><lb />On March 2nd, 1999, I had a<lb />dream of Tony. He was with a<lb />group of young people. He<lb />looked good. | was so happy to<lb />see Him. | started crying. | woke<lb />up and saw the beautiful face of<lb />Jesus, transparent, soft blue, with<lb />a tear falling from His left eye.<lb /><lb />In know now that Jesus is always<lb />with us, through the journey of<lb />life and beyond. He is with us<lb />when we weep and when we feel<lb />Joy. A<lb />pastor, a teacher, an evangelist, or.<lb /><lb />| Suejette A. Jones<lb /><lb /> OTHER SERVANTS IN THE<lb />CHURCH<lb /><lb />y were needed, and as<lb />_ there were opportunities to serve. . | church<lb /><lb />nl authority to elect servants, hold<lb />~ Meetings, and carry on the work<lb />of the Lord in its community. Nor -<lb />do con;<lb /><lb />a prophet would come under the<lb />general designation of  elder T.<lb /><lb />|. The Greek- word: presbuteros,<lb />from which it is creased , Signi-<lb /><lb />fies one who is mature. In the<lb />church it would describe one who<lb />is recognized as being sound in<lb />the faith and spiritually mature in<lb />experience.<lb /><lb />The word  bishop T is also used in<lb />the New Testament, and is applied<lb />to servants elected by the church.<lb />The Greek word episkopos from<lb /><lb />~The Scriptures make it clear that<lb /><lb />InEphesians 9:11 the Apostle<lb />Paul informs us that the Lord<lb />provided for other servants in the ~ to<lb />church; that, in addition to apos-<lb />tles. He arranged for prophets,<lb />evangelists, pastors, and teachers.<lb />Peter speaks of the Old Testament<lb />writers as God's  oholy prophets ?<lb />(Il Peter 3:2).: These wrote as they<lb />were moved by the Holy Spirit; so<lb />the Christian takes their word,<lb />even as that of the apostles, as<lb />authoritative (11 Peter 1:21). But<lb />when Paul speaks of  prophets T as<lb />servants in the church, he uses the<lb />term in a much broader sense,<lb />applying it to public expounders<lb />of the Gospel. These prophets,<lb />evangelists, pastors, and teachers,<lb /> are. all essential servants in the<lb />church, but not inspired as were<lb />the twelve apostles. Nor are they<lb />appointed in the same miraculous<lb /><lb />Instructed Titus to  ordain T elders<lb /><lb />in every city (Titus 1:5).<lb /><lb />which it<lb /> superintendent T or<lb />All elders are properly, according<lb /><lb />is * translated means<lb /> overseer T.<lb /><lb />opportunity and ability, overse-<lb /><lb />ers in the church; for it is their<lb />duty to watch over the flock of<lb />God and care for their needs,<lb />particularly along spiritual lines.<lb /><lb />The word  deacon T appears a few<lb />times in connection with the<lb />arrangements of the Early Church.<lb />It is a translation of a Greek word<lb />diakonos, which means to  run<lb />errands T or give assistance. The<lb />indications are that deacons were<lb />appointed to help with the mate-<lb />rial arrangements of the church.<lb />The first of these to be appointed<lb />were in the church at Jerusalem<lb />(Acts 6:2-4).<lb /><lb />The scriptural qualifications for<lb /><lb />those who can properly be elected<lb />way as were the apostles: Paul by<lb /><lb />a congregation to serve as<lb /><lb />elders, or bishops, and deacons<lb /><lb />The expression in the New<lb />Testament,  laying on of hands T, is<lb />according to the Greek text, more<lb />properly the stretching forth of the<lb />hard. The clear implication is<lb />that by apostolic authority the<lb />lesser servants of the church were<lb />tobe appointed, or elected, by the<lb />congregation which they were to<lb />Thus while Jesus is the<lb /><lb />serve.<lb /><lb /> Head over the whole church, from<lb /><lb />Be Sure to<lb />Visit<lb />Eastern<lb />North<lb />Carolina<lb />Only<lb />Minority<lb />Business<lb /><lb />are set forth by Paul in I Timothy<lb />3:1-13. In these qualifications,<lb />the expression  apt to teach T<lb />implies a proper understanding of<lb />the truth of the divine plan as<lb />taught in the Bible. Any group of<lb />consecrated brethren, large or<lb />small, which has brethren who<lb />meet qualifications is authorized<lb />by the Scriptures to elect them to<lb />these services. When this is done,<lb />these appointments are recog-<lb /><lb /> ono group of Christians need to.<lb /><lb />look to. a parent church for<lb /><lb />gations need to be large<lb />in order to exercise their liberty<lb /><lb />_ along these lines, The Biblical<lb /><lb />record is that many of the<lb /><lb />- Churches,  or groups of Christians,<lb /><lb />in. Apostolic times were organized<lb />in the homes of believers, who<lb />held their regular meetings . in<lb />these homes. The same thing is<lb />being done today. And now, as in<lb />the past, the Lord is richly<lb />blessing those who find others<lb />with whom they can cooperate as<lb />a group or within the scriptural<lb />meaning, a church, These can<lb />elect their own servants by the<lb />simple method of stretching forth<lb />the hand. No membership roll is<lb />needed, nor is such authorized by<lb />the Scriptures. The church is not<lb />a T building, although. the word<lb />church is used to denote the place<lb />where a congregation meets. If<lb />the expressions  omeeting house ?<lb /><lb /> owere more universally used to<lb />describe the gathering place of.<lb /><lb />congregation, it might  help to<lb />lessen some of the misunderstand-<lb />ing which prevails concerning the<lb />true significance of the word<lb />church itself.<lb /><lb />There is not much information in |<lb /><lb />the Scriptures to indicate the<lb /><lb />nature of the meetings held by the<lb /><lb />various groups in the Early<lb />Church. Certainly the apostles,<lb />and others, on occasions gave<lb />discourses. But profitable meet-<lb /><lb />ings can be held even though<lb /><lb />there may be no one qualified T to<lb /><lb />preach a sermon. Meetings for<lb />Bible study in which all present<lb />have an opportunity to express<lb />their thoughts or ask questions are<lb />very helpful. An elder, if one has<lb />been selected, should serve to<lb />keep the study orderly. Mrs. Hill was:<lb /><lb />the second child of George and<lb /><lb />Ida Futrell Ts ten. children. Her<lb />brothers and sisters are Willie,<lb />Charlie, Maynard, Clyde, Otis,<lb /><lb /> oClaudia, Ulysses, George and<lb />Josephine. Her pursuit for knowl-<lb /><lb />edge began at an early age. She -<lb /><lb />attended schools in North<lb />Hampton County and graduated<lb />from P.W. Moore High School in<lb />Elizabeth City, North Carolina.<lb />She received her Bachelor of<lb />Science degree in Education from<lb />Elizabeth City State Teachers<lb />College.<lb /><lb />Gertrude and Albert Clinton Hill<lb />were united in marriage on June<lb />12, 1921. To this union three<lb />children were born: Albert<lb />Clinton Jr., George Warren and<lb />Doris Mable. During all of the<lb />Hills fifty-eight years of marriage,<lb />Mrs. Hill was a caring and<lb />devoted wife and mother.<lb /><lb />Her professional career as an<lb />educator for the State of North<lb />Carolina spanned thirty-seven<lb />years.<lb /><lb />After her retirement she<lb /><lb />Besser<lb /><lb />for Mrs. te<lb /><lb /> Mrs. Hill was the recipient of -<lb /><lb /> Many awards from North Carolina 1<lb />_ in addition to awards and certifi-<lb />cates of Appreciation from other<lb /><lb />Organizations.<lb /><lb />Mrs. Hill, a Christian woman,  "<lb /><lb />accepted Christ at an early age<lb />when she attended Second Baptist<lb />Church - in  Potecasi, North<lb />Carolina. She was an active<lb />member of Corner Stone Baptist<lb />Church in Elizabeth City for more<lb />than seven decades. She sang in<lb />the Senior Choir and participated<lb />in many church activities. Each<lb />day she thanks God for her many<lb />Blessings.<lb /><lb />At age 81, Mrs. Hill cane to San<lb />Antonio, Texas to be near her<lb />daughter, Mrs. Doris Hill Horne<lb />Ellison. She immediately joined<lb />Mt. Zion First Baptist Church<lb />which was under the pastorship of<lb />Rev. C.W. Black Jr.. She is<lb />currently a member of Mt. Zion<lb />Courtesy Committee, Mission 19<lb />(now 4), Circle of Elders and<lb />Mount Zion Widows Group. By the way, Medicare does<lb />not cover the cost of prescription<lb />drugs beyond the hospital.<lb />President Clinton,<lb />Congresswoman Clayton, and<lb /><lb />- others are fighting to change this<lb /><lb />through legislation. Let's have<lb />compassion on our seniors.<lb />It's a shame that too many seniors<lb /><lb /> have to choose between the<lb /><lb />monthly rent and life-sustaining<lb />medication. As a matter of fact,<lb />many seniors habitually break<lb />pills to stretch them during times<lb />of critical need. Since most of our<lb />seniors are on fixed income, they<lb />don't have too much money left<lb /><lb />_after they pay for basic necessities<lb /><lb />each month.When seniors are<lb />forced to spend a large percentage<lb /><lb />of their income on prescription<lb />drugs in a county abundant in<lb />financial resources, something is<lb />wrong. What happened to com-<lb />passion?<lb /><lb />-I've heard testimonies of seniors<lb />having to resort to dog food after<lb />their meager income has been<lb />depleted. This is unconscionable.<lb />I'm sure many people know<lb />financially strained seniors who<lb />use four or more prescription<lb />drugs during the month.<lb /><lb />: Since numerous seniors suffer<lb />from chronic illnesses like diabe-<lb />tes, hypertension, cancer, and<lb />bsteoarthritis, they sometimes<lb />have a nervous breakdown when<lb /><lb />i ops to ser thn ne ih<lb /><lb />one  commissioners. can  find<lb /><lb />~ $800,000 to build a new animal<lb />~~ shelter in this county, they can<lb /><lb />find funds for the seniors, who are<lb />more precious than any dog or<lb /><lb />cat. There are so. many funding<lb />options available for anyone seri-<lb />ous about helping senior citizens<lb />help themselves. For example, the<lb />county government has received<lb />$22.5 million from the transfer of<lb />PCMH from a public to a private<lb />institution. The county is due<lb />another $7.5 million by August of<lb />this year. Part of this money could<lb />be placed in the aforesaid supple-<lb />mental fund. If the commissioners<lb />have difficulty finding funds, they<lb />may wish to tap into the contin-<lb />gency fund (emergency) since<lb />helping down-and-out seniors<lb />subsidize the cost of medication is<lb />an emergency. The fund is gener-<lb />ally in excess of $100,000.<lb /><lb />Coalitions must be built with |<lb /><lb />Social Services, the Council on<lb />Aging, businesses, the faith com-<lb />munity, and others who wish to<lb />rescue those seniors drowning in<lb />a sea of despair, hopelessness, and<lb />financial hardship. Let's not wait<lb />on the Federal government to act.<lb />Indeed, charity begins at home in<lb /><lb />Pitt County.<lb /><lb />Our senescent population has<lb />paid its dues to this county.<lb />Without them, we would not be<lb />alive to enjoy a joyous life. We<lb />can't afford to leave them out in<lb />the cold.<lb /><lb />Instead, we must bring them<lb />inside to the warmth of love and<lb />compassion. The government has<lb />the means to give seniors an oasis<lb />of hope. The honorable President<lb />John F.
