But  "_ for<lb />Americans subjected to the em-<lb />barrassment and fear of even<lb />relatively minor episodes of dis-<lb />crimination based on race - "driv-<lb />ing while black" or "dining while<lb />black." to use the bitter slang for<lb />such events - the hurt is very real<lb />nevertheless.<lb /><lb />Around the country, several high-<lb />profile instances of what's being<lb />called retail racism have arisen in<lb />recent months. The use of racial<lb />profiling in stopping suspected<lb />criminals on highways has be-<lb />come a federal civil rights issue.<lb /><lb />And evidence that zero tolerance<lb />for disruptive behavior in schools<lb />may be discriminatory against<lb />black students is mounting as<lb />well.<lb /><lb />While civil rights advocates laud<lb />the recent exposure of discrimina-<lb />tio ard point to evidence that<lb />attitudes between races have im-<lb />proved. they say that for many<lb />nonwhite Americans such of-<lb />fenses are routine - even though<lb />it's been more than 35 years since<lb />passage of the federal Civil Rights<lb />Act.<lb /><lb />"Most Americans think that the<lb />most blatant forms of discrimina-<lb />tion and segregation have ended.<lb />that we're dealing now with a<lb />much more-complex, often nore-<lb />subtle form of discrimination."<lb /><lb />id ie<lb /><lb />April 27 - May 4, 2000<lb /><lb />What You See Is What You Get, What You Read Is What Know And Save.<lb /><lb />Rai<lb /><lb />says Wade Henderson, executive<lb />director of the Leadership<lb />Conference on Civil Rights. "Yet<lb />incidents T like the ones we're<lb />discussing now seem to belie that<lb />point. They seem to suggest that<lb />even the more-blatant forms of<lb />discrimination. though not as in-<lb />stitutionalized as they once were<lb />... are still occurring, and I think<lb />stand in mockery of the percep-<lb />tion that America has become a<lb />colorblind sation..."<lb /><lb />Some recent examples:<lb /><lb />e In the Washington area.<lb />KayBee Toys has been charged in<lb />a federal civil rights suit with<lb />refusing to accept personal checks<lb />at stores in predominantly black<lb />neighboraoods. The Equal Rights<lb />Center, a civil rights organization<lb />in Washington that filed the suit,<lb />cal'ed this "an overt example of<lb />consumer racism. ?<lb /><lb />° The US Justice<lb />Department secently charged the<lb />Adam's Mark Hotel chain with a<lb />pattern of discrimination, includ-<lb />ing overcharging black guests for<lb />inferior rooms while subjecting<lb />them to stricter security require-<lb />ments.<lb /><lb />e Florida officials charged<lb />a Miami restaurant cwner with<lb />autématically adding a service<lb /><lb />charge to bills of black. custome<lb /><lb />but not to those of white patrons.<lb />e In Boston, city councilor<lb />Gareth Saunders has filed a<lb />complaint against a taxi service<lb />for refusing to pick him up at his<lb />home in a predominantly black<lb />neighbor 100d. Black actor Danny<lb />Glover recently was refused taxi<lb />service in New York.<lb /><lb />Progress in race relations<lb /><lb />)<lb /><lb />93 percent of whites surveyed in<lb />1997 said they would vote for a<lb />qualified black presidential candi-<lb />date, compared with 35 percent in<lb />1958. The number of whites who<lb />sayathey would move if large<lb />numbers of blacks moved to their<lb />neighborhood dropped from 80<lb />percent to 18 percent over the<lb />same period.<lb /><lb />And yet it is clear that large<lb />numbers of blacks continue to<lb />experience discrimination. Within<lb />the past 30 days, half of blacks<lb />surveyed by Gallup said they had<lb />been treated unfairly because of<lb />race. in situations such as shop-<lb />ping, dining out. work, using<lb />public transportation, or with po-<lb />lice.<lb /><lb />While many school districts have<lb />been cracking down on violence<lb />in the wake of recent school<lb />shootings, critics say policies of<lb />"Zero tolerance" (usually T enacted<lb />and enforced by mostly white<lb />school boards) have resulted in<lb />discriminatory judgments.<lb /><lb />Last month, the Applied Research<lb />Center in Oakland, Calif., re-<lb />ported that the rate of school<lb />suspensions is far higher for black<lb />students than for whites nation-<lb />wide. In Austin, Denver, Los<lb /><lb />Angeles. and. San..Erancisco.<lb /><lb />is at least twice their percentage<lb />of the student population.<lb /><lb />In Decatur, Ill., this week, a<lb />federal judge upheld the school<lb />board's expulsion of six black<lb />scudents for fighting at a football<lb />game. Mothers all over America shuddered,<lb /><lb />4) wondering about their own children Ts safety.<lb /><lb />_. In the weeks since her death, the story of the ey who shot<lb /><lb />° dite Kayla has emerged. A little boy whose family has failed him.<lb /> Alittle boy whose school has failed him. A little boy whose police -<lb />department has failed him. A little boy whose nation has failed<lb />him, We all failed both that little boy and little Kayla because, in<lb /> oour haste to end old welfare dependencies, we allowed the safety<lb />_ net for the poorest of the poor to be shreded and destroyed.<lb /><lb />A little boy who lived ina dysfunctional family, in the worst<lb /><lb />| sense of the phrase "a father already in prison. A mother whom<lb /> osome say used drugs herself; but even if she did not, who left her<lb />_ children in a home where drugs and guns were obviously present,<lb /> oeven to neighbors who had, on several occasions, reported it to the<lb />- police. A family recently evicted from its home. Two children<lb /> osleeping on a sofa in the living room where drug deals apparently<lb /><lb />were occurring. A little boy filled with anger at the life he had been<lb /><lb />~ given "so angry, that he had already stabbed another child with a<lb /><lb />"pencil and had already been suspended three times for fighting.<lb />- When his incarcerated father heard about the shooting, he knew it<lb /><lb />~ was his child who was the shooter because he had asked his son<lb />_ why he fought the other children and the reply was,  obecause I hate<lb />_ them. ?<lb /><lb />Yet, as far as we know, the only help for this family in 1 deep<lb /><lb />. trouble was the anger management class for which the little boy<lb />_ was scheduled, but never got to attend. No social worker tracked<lb /><lb />children who¢were in essence homeless. No school counselor did<lb /><lb />indepth referrals for a family in dire need and for achild obviously<lb />- deeply troubled. No police officers tried to close down this<lb /><lb />garbage strewn, run-down house which the whole neighborhood<lb />knew was a crack house.<lb /><lb />Thank you, President Clinton for calling on Congress to<lb />pass strict gun control laws. We do need  osmart guns, ? we do need<lb />trigger locks, we do need even tighter restrictions on gun pur-<lb />chases and registration. If they save Teven one child Ts life in this<lb />nation where 12 children die every day by gunfire, then the laws<lb />will be a success.<lb /><lb />But better gun controls would not be the only solution<lb />needed for this little boy, Mr. President. We need social services<lb />which work for families in trouble. We need better alarms systems<lb />for dysfunctional families and for children who have been aban-<lb /><lb />- doned by their families and by their communities. We need school<lb /><lb />councelors in every school in this nation. We need funds for cities<lb />to use to close down crack houses and to fix them up and give them<lb />to homeless families.<lb /><lb />Gov. Engler, your plan to get families off of welfare<lb />worked. But in the process of making families independent, you<lb />took away the safety net which might have caught this little boy<lb />and saved this little girl. Just as the state failed these families, so,<lb /><lb />too, did it fail.the little 11-year-old Michigan boy convicted of<lb />_ Murder, after a long history of violence. There are many Michigan<lb /><lb />_ families, and families across this nation, who desperately need<lb />help. If the states don Tt help them, who will? If the states don Tt<lb />help the schools to cope with these families, who will?<lb /><lb />Heston, you are the president of the National Rifle Associa-<lb /><lb />tion, the nation Ts most powerful gun lobby. In the name of the<lb /><lb />children, call off your lobbyists, who are trying to demonize<lb />President Clinton and anyone else who says enough is enough "<lb />12 children a day, 84 children a week, 372 children a month, 4,380<lb />children killed a year by gunfire is enough. To say that the<lb />president of the United States needs violence is over the top and<lb />demeans you and your organization.<lb /><lb />To pretend that the ready availability of guns in this nation<lb />has nothing to do with these killings, is an insult to every Ameri-<lb />can. ;<lb /><lb />Members of Congress, you, too, have some blame to shoul-<lb />der. For you passed the legislation which destroyed the safety net<lb />for this naiton Ts children. So now we have a 6-year-old murderer<lb />whom no one was trying to help. So now we even have wealthy<lb />parents of a disabled child abandoning him because they just<lb />could not handle his care without a safety net which would have<lb />given them respite and counseling and help. So now we have<lb />thousands of families walking the tightropes of life without a net<lb />to catch them. All during the most prosperous time in our nation Ts<lb />history.<lb /><lb />We must all shoulder some of the responsibility for little<lb />Kayla Ts death. The real tragedy would be if life goes on and<lb />nothing changes "until the next incredible death of an American<lb />child.<lb /><lb />BETWEEN THE LINES<lb />Hollywood Politics and Oscar Protests; How Denzel Got Robbed<lb /><lb />. By now, who won<lb />; the Oscar for<lb />jest Male Actor ? is yesterday Ts<lb /> onews. Everybody now knows Kevin<lb />r Spacey benefited from a number of<lb />«factors aside from his performance<lb /> in  oAmerican Beauty; ? most nota-<lb /> bly a $700,000 post nomination<lb />-*campaign by the producing studio,<lb />;Dreamworks, an anti-Hurricane<lb />; campaign mounted by opponents<lb />of the movie Ts accuracy, but di-<lb />rected at the movie's only Oscar<lb />nominee, a controversial re-vote<lb />when 4,000 ballots were conve-<lb /><lb />ee ane ee<lb />+<lb /><lb />See March 28 edition, D1), this is<lb />not your  onormal ? loss, whereby all<lb />things being equal- "the votes just<lb />didn Tt pan out.<lb /><lb />Denzel Washington got royally<lb /><lb />screwed by a collaborative process<lb />of well-timed,  ocoincidental, ? iso-<lb />lated incidences that took him from<lb />being the overwhelming, odds-on<lb />favorite after the Golden Globes to<lb />not being anybody's choice (excépt<lb />the Wall Street Journal's) the day<lb />before Oscar night. It was almost as<lb />ifeverybody knew- "even Denzel "<lb /><lb />5<lb /><lb />: critics might not see it as |<lb /><lb />There, Gui boweiie sonethils : nd<lb /><lb />another time and place.<lb />To many of us who grew up with<lb /><lb />a Southern lifestyle as a backdrop,<lb /><lb />it was like revisiting the past. There<lb />were good moments and bad mo-<lb /><lb />ments. They were our moments<lb /><lb />nonetheless.<lb /><lb />Last year, there was another<lb /><lb />movie. It was called  oDown in the<lb />Delta. ? Directed by Maya Angelou,<lb />it proved to be the final showcase<lb />for the enormous talents of the late<lb />Esther Rolle.<lb /><lb />-This was the story of a female<lb />Chicagoan who had been involved<lb />with drugs and who knows what<lb />else. She came to the Mississippi<lb />Delta to get her life in order on the<lb />old family home place.<lb /><lb />She did not want to be there and<lb />fought every attempt to make her feel<lb /><lb />at hdine and welcome. Her Missis-<lb /><lb />sippi family was not poor. They were<lb />hard-working people who had man-<lb /> aged to get more than just aday-to-day<lb />subsistence. They owned a small busi-<lb />ness and they encouraged  oMiss-fast-<lb />life-in-Chicago ? to become areal part<lb /><lb />Pant 1<lb /><lb />Dr. Stanley Fish,<lb />= Dean of the Col-<lb />lege of Liberal Arts and Sciences at<lb />the University of Chicago, offers<lb />provocative commentary on so-<lb />called reverse discrimination. His<lb />article in the January/February 2000<lb />Crisis magazine contains this semi-<lb />nal quote:  oIn America, whites once<lb />set themselves apart from blacks<lb />and claimed privileges for them-<lb />selves while denying them to oth-<lb />ers. Now, on the basis of race, blacks<lb />are claiming special status andjre-  "<lb />serving for themselves privileges ° '<lb />they deny to others. Isn't one as bad<lb />as the other? The answer is no. ?<lb /><lb />Fish takes his text from Presi-<lb />dent George Bush in an address to<lb />the United Nations in 1991. Bush<lb />said this of the U.N. resolution<lb />equating Zionism with racism:  oZi-<lb />onism ... is the idea that led to the<lb />creation of a home for the Jewish<lb />people ... and to equate Zionism<lb />with the intolerable sin of racism 1s.<lb />to twist history and to forget the<lb />terrible plight of the Jews in World<lb />War II and, indeed, throughout his-<lb />tory. ?<lb /><lb />What happened in the Second<lb />World War was that 6 million Jews<lb />were exterminated by people who<lb />regarded them as racial'y inferior<lb />and a danger to Aryan purity. What<lb />happened after the Second World<lb />War is that the survivors of that<lb />Holocaust established a Jewish state<lb />that is a state centered on Jewish<lb />history, Jewish values and Jewish<lb />traditions. What Bush objected to<lb />was the logical sleight of hand by<lb />which these two actions were de-<lb />clared equivalent because they were<lb /><lb />Beauty ? nominees in all the trades,<lb />entertainment talkies and even<lb />Spacey was on 60 Minutes (a news<lb />magazine). Nobody really has a<lb />problem with that, Oscar marketing<lb />is part of the Hollywood politic.<lb />What's not part of the Hollywood<lb />politic was Denzel Ts vocal criticism<lb />of the roles he receives when que-<lb />ried about the controversial roles<lb />he plays. While Denzel told the<lb />truth about receiving choice roles,<lb />his candor probably wasn Tt well<lb />received because race, like in any<lb />society, is<lb /><lb />Si, " unsettling about it. Ithad anemo- candelabr<lb />tional effect that defied description. . heirloom. The:<lb /> Tt-was kind of like reaching in to = tru<lb />your back pocket and bringing out al<lb />_ fully-formed pieces of black life i in<lb /><lb />love, a willingness to forgive as<lb />well as the strength and  oem of<lb />the family unit.  "<lb />Now we go past the surfce and<lb />into the bowels of the structure.<lb />Ican remember as a boy, staying<lb /><lb />with my grandmother in<lb />Elizabethtown, Ky., a nearby fam-.<lb /><lb />ily. They had a daughter who had<lb />grown too big for the small town.<lb />She moved away to Chicago or some<lb />other major city, much to the dis-<lb />may of her family.<lb /><lb />Every few years, she would come.<lb /><lb />back to  oE-Town ? to visit and when<lb />her mother found out she was com-<lb />ing, it was a major production.<lb />Chickens were killed and maybe a<lb />goat. The cooking went on in that<lb />house for days before she arrived.<lb /><lb />I could look out in their back<lb />yard and see rugs hanging on the<lb />clothesline, being beaten to get the<lb /><lb />dirt and dust out. The mother and °<lb />her widowed sister would wash win-.<lb /><lb />dows, scrub the wooden porch and,<lb />if there was time, get one of the<lb />neighbors to paint the floor of the<lb />porch. It was indeed a ae<lb /><lb />both expressions of raeial exclu-<lb />siveness. Ignored was the historical<lb />difference. between them "the dif-<lb />ference between a program of geno-<lb />cide and the determination of those<lb />who escaped it to establish a com-<lb />munity in which they would be the<lb />makers, not the victims, of the laws.<lb /><lb />Bush was saying to the United<lb />Nations,  oLook, the Nazis T convic-<lb />tion of racial superiority generated<lb />a policy of systematic genocide;<lb />the Jews T experience of centuries of<lb />persecution in almost every coun-<lb />dane ei enerated.adesire for a<lb /><lb />of their own. If you man*<lb />tee ee to convince yourself<lb />that these are the same, it is you, not<lb />the Zionists, who are morally con-<lb />fused and the reason you are mor-<lb />ally confused is that you have for-<lb />gotten history. ?<lb /><lb />What Fish says is that a similar<lb />forgetting of history has, in recent<lb />years, allowed some people to ar-<lb />gue, and argue persuasively, that<lb /><lb />affirmative action is reverse rac-<lb /><lb />ism. He maintains that the very<lb />phrase,  oreverse racism, ? contains<lb />the argument in exactly the form to<lb />which Bush objected: In this coun-<lb />try, whites once set themselves apart<lb />from blacks and claimed privileges<lb />for themselves while denying them<lb />to others. Now, on the basis of race,<lb />blacks. are claiming special status<lb />and reserving for themselves privi-<lb />leges they deny to others. Isn't one<lb /><lb /> as bad as the other? The  oanswer is<lb /><lb />Ud<lb /><lb />no.<lb /><lb />One can see why the answer is<lb />no by imagining that it is 1955 and<lb />that we are in a town in the South<lb /><lb />with two more or less distinctive:<lb /><lb />communities, one white and one<lb /><lb />cism was a selfish one, Denzel Ts<lb />was a T selfless one; Washington<lb />spoke of an industry wide problem,<lb />which being at the top of his game,<lb />he could've remained quiet, like<lb />everybody else. But he didn't, and<lb />he couldn Tt have anticipated what<lb />came next. Hard for any of us to<lb />believe it.<lb /><lb />Most thought Denzel Ts candor<lb />was cool hr er we<lb />already voted prior to<lb />Awards, Then 4,000 of the voted.<lb /><lb />Serre<lb /><lb /> then said,  oHoney, this is family. ? 1°<lb />still did not understand, although i it.<lb />did start me to thinking. I looked<lb />abiding around the town and I realized this<lb />was not an isolated case. It was<lb />something that happened in our -<lb /><lb />community as a matter of course.<lb />People left and came back and<lb />the entire family rallied to the cause.<lb /><lb />Irecalled my own cousin, who had |<lb /><lb />left his hometown of Horse Cave,<lb />Ky., in the late 1930s. He was not<lb />seen again until the middle of WWII,<lb />when he appeared in the uniform of<lb />the Royal Canadian Air Corps.<lb />Relatives came from every-<lb />where. My uncle, a prosperous<lb />farmer, went to his smoke house<lb /><lb /> and bréught out country ham. He<lb /><lb />killed a young pig and chickens and<lb />the women cooked for days. George<lb />was coming home and this was a<lb />family affair.<lb /><lb />Somewhere along the way, |<lb />began to understand that the sup-<lb />port of the family is the single<lb />earthly thing we can count on, no<lb />matter how the world treats us or<lb />how we treat ourselves. ~<lb /><lb />The family, as a unit, exudes<lb />love and compassion. It is the fam-<lb />ily that offers strength and under-<lb />Standing that cannot be found at<lb /><lb />URBAN PERSPECTIVE Mi.<lb /><lb />The Seductiveness of Reverse Discrimination<lb /><lb />black. No doubt, each community<lb />would have a ready store of dis-<lb />missive epithets, ridiculing stories,<lb />Self-serving folk myths, and expres-<lb />sions of plain hatred, all directed at<lb />the other community and all based<lb />in racial hostility.<lb /><lb />Yet, to regard their respective<lb />racisms "if that is the word "as<lb />equivalent would be bizarre, for the<lb />hostility of one group stems not<lb />from any wrong done to it, but from<lb />its wish to protect its ability to de-<lb />prive citizens of their voting rights,<lb /><lb />  to limit-access to educational insti-<lb /><lb />tutions, to prevent: entry into the<lb />economy except at the lowest and<lb />meanest levels and to force mem-<lb />bers of the stigmatized group to<lb />ride in the back of the bus. The<lb />hostility of the other group is the<lb />result of these actions, and whereas<lb />hostility and racial anger are un-<lb />happy faces wherever they are<lb />found, a distinction must surely be<lb />made between the ideological hos-<lb />tility of the oppressors and the ex-<lb />perience-based hostility of those<lb />who have been oppressed.<lb /><lb />Not to make that distinction is to<lb />twist history and forget the terrible<lb />plight of African Americans. in the<lb />more than 200 years of this<lb />country Ts existence. Moreover, to<lb />equate the efforts to remedy that<lb />plight with the actions that pro-<lb />duced it is to distort history further.<lb />Those efforts designed to redress<lb />the imbalances caused by long-<lb />standing discrimination are called<lb />affirmative action. To argue that<lb />affirmative action, which gives pref-<lb /><lb />erential treatment to disadvantaged<lb />Minorities as part of a plan to<lb />achieve social equality is no differ-<lb /><lb />ever, nominated actress Hilary<lb />Swank (who Won) was targeted for<lb />protest. Denzel was the actor, not<lb />the writer. True or not, it made his<lb />performance no less compelling.<lb /><lb />This is Hollywood, where every-<lb />thing is  omake believe, ? so what's<lb /><lb />the deal? The deal is a protest group.<lb /><lb />sought out and successfully lob-<lb />bied academy voters, and appar-<lb />ently, some voters weren't that in-<lb /><lb />- accessible...<lb /><lb />The protest to Hurricane T $ inac-<lb /><lb />curacy was directed at Denzel<lb /><lb />Washington. In fact, the protest<lb />group lobbied Academy. voters (in<lb /><lb />their re-vote) not to vote for Wash-<lb />ington, and some think the protest,<lb />n- combined with targeted marketing<lb /><lb />to academy members, did change<lb />some votes. Family<lb /><lb />love transcends all transgressions.<lb />In some cases, we. stand in dan-<lb />ger of losing that precious commod-.<lb />ity. Life is faster and some of us<lb />may have lost touch with that love<lb />and emotional attachment. We need<lb />to look closely at all of the circum-<lb />stances and remember that nothing<lb />can take the place of family.<lb />Many of us would not enjoy<lb />whatever success we have achieved,<lb />had it not been for the strength of<lb />the family behind us, in front of us<lb />and beside us. It is one of the great-<lb />est things in life and, sometimes, it<lb /><lb />we will encounter in our lives. :<lb /><lb />But beneath it all, there mustbe °  T<lb />the knowledge that nothing can take<lb />the place of family.<lb /><lb />ent from the policies that created  "<lb />the disadvantages in the first place,<lb /><lb />is a travesty of reasoning. Reverse<lb /><lb />racism is a cogent description of<lb />affirmative action only if one con- 4<lb />siders the cancer of racism to be 3<lb />morally and medically indistin-<lb />guishable from the therapy we ap-<lb />ply to it.<lb /><lb />A Cancer is an invasion of the<lb />body Ts equilibrium, and _so is che-<lb />motherapy, but we do not decline to<lb />fight the disease because the medi-<lb />cine we employ is also disruptive to<lb /><lb />strong remedy: The formula is as<lb />appropriate to the health of the body<lb />politic as it is to that of the physical<lb />body.<lb /><lb />The objection to blacks now<lb />claiming privileges previously ac-<lb />corded to whites only is just an-<lb />other version of the forgetting and<lb />rewriting of history. But blacks have not  T<lb />simply been treated unfairly; they<lb />have been subjected first to decades<lb />of slavery, and then to second-class<lb />citizenship, widespread legal de-<lb />scription of their experience, and<lb />the belated gift of  ofairness ? in the<lb />form of a resolution no longer to<lb />discriminate against them legally is<lb />hardly an adequate remedy for the<lb />deep disadvantages that the prior<lb /><lb />the deck is stacked against you in<lb /><lb />tion to hear that you are now free to<lb />enter the game and take your<lb /><lb />the only major publication to pick<lb />Washington to win. Most of the<lb />industry trades (ET, TV Guide Times<lb />Calendar, Roger Ebert) ignored the<lb />Journal and went with some saw as<lb /> othe inside tip. ? Some years later, the<lb />Branch Davidian episode in<lb />.Waco. Tx., claimed 100 lives;<lb />then the Heaven's Gate mass<lb />suicide of 39 persons in 1997; and<lb />nost recently in Uganda, seme<lb />9)0 murderess that were un-<lb />earthed as a result of a disap-<lb />pointed prediction of the end of<lb />the world. These dangérous<lb />religiots groups are commonly<lb />called cults, which I wrote about<lb />i: My previous articles referenced<lb />by numerous expert sources on<lb />cults. and the occult. Do they meet the qualifica-<lb />tions of a spiritual oversee, or<lb />are they gifted men of question-<lb />able character ? AUTHORITY: DRG Ts are<lb />made up of those who are<lb />looking for direction. bounda-<lb />ries, and security and are drawn<lb />to the safety in structure that<lb />authoritarian leadership provides.<lb /><lb />3. BIBLICAL EMPHASIS:<lb />Many DRG Ts give much attention<lb />to Bible study. But their learning<lb />is Often carefully orchestrated by<lb />clever leaders who warn about<lb />reading authors who are ou:side<lb />of their group.<lb /><lb />4, INDOCTRINATION: Many<lb />DRG's use sophisticated methods<lb />of recruitment and coercive per-<lb />suasion. MIND CONTROL: Members<lb />are conditioned to stop thinking<lb />and to accept without questions<lb /><lb />_ the revelations and doctrines of<lb /><lb />their leaders.<lb /><lb />e. CONFESSION: The<lb />self-respect of the members is<lb />broken down through<lb /><lb />persuading them to share their<lb /><lb />_Innermost secrets with the group.<lb /><lb />f.           <lb /> " men of all<lb /><lb />decade, it is heartening to see the accele<lb />__, ated response to the spread of HIV in mi-<lb /><lb /> nority communities "notably African.<lb /><lb />American and Latino communities. How-<lb />_ ever, recently released CDC data find that<lb /><lb /> othere is  one group that is often forgotten<lb /><lb />_. that needs urgent attention. Black and His-<lb />panic gay and bisexual men who have AIDS<lb /><lb />now outnumber their white counterparts.<lb />-. The CDC data indicate that in 1989, 31<lb />percent of gay men with AIDS were men vi<lb /><lb />3 os color; in 1998, that proportion increased to<lb />_. $2 percent. And while AIDS mortality has<lb /><lb />declined by more than 50 percent in just<lb />_ ? two years, AIDS remains the leading killer<lb />of African, Americans aged 25-44.<lb />~ ? These data remind us, once again of how<lb />AIDS tends to affect those most out of<lb />reach of social safety nets, beyond the net-<lb /> work of voices openly talking about HIV.<lb />But talk about it, we must, if we are to truly<lb />commit to slowing the spread of HIV in<lb />minorities communities.<lb /><lb /> oSilence has a way of fueling fear and<lb /><lb />fear has a powerful way of keeping indi-<lb />. Viduals from seeking information and ser-<lb />vices. In addition, many believe that fear of<lb />stigmatization is what causes some men<lb />who have sex with men not to think of<lb />themselves "nor identify themselves "as<lb />gay or bisexual. In fact, the recent CDC<lb />study found that of men who have sex with<lb />men, 24 percent of blacks, and 15 percent<lb />of Hispanics, but only six percent of whites,<lb />identify themselves as heterosexual, not<lb />gay or bisexual.<lb /><lb />By not identifying as gay or bisexual,<lb />these men may not even perceive them-<lb />selves at risk for HIV and, therefore, may<lb />be less likely to protect themselves and<lb />their partners. And by having sex with both<lb />men and women, they may also be helping<lb />to fuel the spread of the disease to women.<lb />Overall, women now comprise 26 percent<lb />of reported AIDS cases, while accounting<lb />for only 10 percent a decade ago. Estimates<lb />Suggest that women also account for 30<lb />percent of new HIV infections. The vast<lb />Majority of these women are black and<lb />Hispanic.<lb /><lb />Stopping the spread of HIV in any com-<lb />munity isn Tt easy. AIDS has always raised<lb /><lb />May 2nd you can make the Difference<lb /><lb />is heartening to see the aceler-<lb /><lb /> many Americans. With the advent of pow-<lb />erful new drugs to. treat HIV infection T<lb /><lb />obituaries are less frequent, the protests<lb /><lb />have died down, and a dangerous sense of<lb /><lb />compiacency has set in. We cannot afford -<lb />to let this complacency continue. As long<lb /><lb />as HIV continues to spread in any commu-<lb />nity, it is a problem for all communities.<lb />In the past few years, we have commit-<lb />ted new resources to HIV/AIDS preven-<lb />tion. We've expanded our search for the<lb />ultimate prevention weapon "a vaccine.<lb /><lb />And, we T ve worked with the Congressional.<lb /><lb />Black Caucus to help local communities<lb /><lb />_ address the changing face of the epidemic.<lb /><lb />We are making progress preventing the<lb />spread of HIV, but there are more preven-<lb />tion needs today than ever before. Limited<lb />resources are being stretched, while AIDS<lb />is still with us, and the virus is still a<lb />formidable opponent.<lb /><lb />HIV prevention efforts are only effective<lb />when they are sustained; and when we resog-<lb /><lb />nize and address the full force of societal~~<lb /><lb />conditions and norms that fostér the epftlemic.<lb />Fear remains a powerful force "a force that<lb />drives many young black and brown men with<lb />AIDS to die alone rather than face the risk of<lb />being shunned by loved ones; a force that<lb />drives families to silently hope their son is a<lb />drug addict when they find out he has AIDS;<lb />a force that drives young men away from the<lb />people or HIV prevention services that might<lb />help protect them.<lb /><lb />A substantial reduction in HIV trans-<lb />mission is possible, but it will only happen<lb />when we look honestly mto the face of<lb />AIDS, wake ourselves from denial, and<lb />deal directly with very real issues that might<lb />be uncomfortable. We must recognize that<lb />our gay and bisexual brothers are, after all,<lb />still our brothers.<lb /><lb />(Dr. Helene D. Simply stated, it focuses -<lb />on teaching the truth concerning the con-<lb /> tributions of African people to the develop-<lb /><lb />ment of civilization in all subjects. During<lb />African History Month we must heighten<lb />the dialogue concerning the importance of<lb />this movement. ;<lb /><lb />Throughout the country, Africans in<lb />America are now becoming more sensitive<lb />tochallenging the racist and white suprema-<lb />cist basis of the African public school cur-<lb />riculum.<lb /><lb />Through the National Black United Front<lb />(NBUF), and its world African Centered<lb />Education Plan, more Africans in America<lb />are beginning to see the need for massive<lb />curriculum change in the public schools of<lb />this country. °<lb /><lb />There is not a day that goes by that<lb />someone does  fot call my office seeking<lb />information and help .on how to start the<lb /><lb />_poocess of changing the curriculum in their<lb /> och<lb /><lb />ool. It is clear that the public school<lb />system is the place where, African Ameri-<lb />can children receive a significant portion<lb />of their view of the world and the history of<lb />the world. The op-<lb />pressor has the right to exploit, to handi-<lb />cap, and to kill the oppressed. ?<lb />Continuing on, Woodson explains that,<lb /> oNo systematic effort toward change: had<lb />been possible for, taught the same econom-<lb />ics, history, philosophy, literature and reli-<lb />gion which have established the present<lb /><lb />code of morals, the Negro Ts mind has been<lb /><lb />brought under control of his oppressor. ?<lb /><lb />Concluding on this point Woodson<lb /><lb /> States:  oThe problem of holding the Negro<lb />down, therefore, is easily solved. When<lb />you control a man Ts thinking you do not<lb />have to worry about his actions. ?<lb />Therefore, it is inspiring to see so many<lb />of our people waking up all over America<lb />and seeking the truth concerning the real<lb />contributions of African people to the world.<lb />Through study groups, conferences, black<lb />talk radio, information network exchanges,<lb />African Americans are coming into a new<lb />African consciousness that seeks to reclaim<lb />the African mind and spirit.  <lb />Through  the Portland Model  Baseline<lb />Essays, the work of the Kemetic Institute,<lb />Association For The Study of Classical<lb />African Civilizations (ASCAC), and other<lb />writings and curriculum materials, Afri-<lb /><lb />= et Ts turn to Carter G. Gray Ill said the digi-<lb /><lb />tal divide in higher education is<lb />greater than the digital divide<lb />among the nation Ts households.<lb /><lb />-  oThere is a 45-percent gap.<lb />  between American households -<lb /><lb />that own computers and a 72-per-.<lb />cent gap between UNCF students<lb /><lb />~ and students nationally who own<lb /><lb />computers, ?
