          <lb /> April, 2, 2000 -  April, 27, 2000<lb /><lb />Many Children Continue to live in Poverty<lb /><lb />DonTt Forget To Vote Tuesday, May 2nd!<lb /><lb />What You See Is What You Get, What You Read Is What Know And Save.<lb /><lb />April 2, 2000 - April 27, 2000<lb /><lb />Continue<lb /><lb />to lave in Poverty<lb /><lb />BY: CASH MICHAEI<lb /><lb />THE WILIMINGTON<lb />JOURNAL<lb /><lb />Despite dramatic drops in the<lb />number of families from the<lb />welfare and public assistance rolls<lb />since 1996, the number of chil-<lb />dren in poverty continues to grow<lb />across the country, and here in<lb />North Carolina, according to the<lb />latest report from a noted child<lb />advocacy group.<lb /><lb />The ChildrenTs Defense Fund. a<lb />nonprofit Washington, DC based<lb />organization, reports in its oThe<lb />State of AmericaTs Children:<lb />Yearbook 2000°, that oSeventy-<lb /><lb />four percent of poor children<lb />today live in working families<lb />who cannot make enough to<lb /><lb />escape poverty.?<lb /><lb />One in five children in America.<lb />or 13.5 million, are poor, accord-<lb />ing to CDFTs research, based on<lb />US Censos and US Dept. of<lb />Health and Human Services fig-<lb />ures<lb />Thirty-two percent of those chil-<lb />dren belong to Black families<lb />making less than $13,003 annu-<lb />ally. What may be surprising to<lb />some people, however. is_ that<lb />62% are white (which includes<lb />Hispanics).<lb /><lb />In North Carolina, according to<lb />the latest US Censos figures, there<lb />were 1,919,774 children in 1998--<lb />25.4% of the total state<lb />population.<lb /><lb />Based on 1989 income (the most<lb />recent figures used for the 1990<lb />US Censos since calculations<lb />from the 2000 Censos won't be<lb />ready until 2002), of NC's<lb /><lb />Senior Citizen's Gathering.<lb /><lb />272,923 children under 18 who<lb />are poor (17.2% of total childrenTs<lb />population). 35.9% are Black.<lb />9.3% are white, and 24.2% are<lb />Hispanic<lb /><lb />The country with the highest<lb />percentage of poor children is<lb />Hyde with 40.8%. Over 264,079<lb />children received food stamps in<lb /><lb />fiscal year 1998. In FY 1999,<lb />815,665 children received free,<lb />reduced-price or full proced<lb /><lb />school lunches through the child<lb />nutrition program. Over 261,223<lb />were enrolled in the school creak-<lb />fast program, and 43.299 were fed<lb />through the summer food pro-<lb />gram.<lb /><lb />In terms of incidence of low birth<lb />weight babies. 13.6% for Black<lb />mothers. compared to 7.1% for<lb />whites, and 6.1 for hispanic<lb />mothers. For infant mortality,<lb />Blacks again led whites----15.7 to<lb />6.9% tor 1997, the latest year for<lb />figures.<lb /><lb />The teen birth rate overall in N¢<lb />has gone down to 61.3% in 1997,<lb />the lowest since 1990, from a high<lb />70.5 in 199]<lb />In education, NC clearly has what<lb />could be called a crisis. according<lb />to US Dept. of Education figures<lb />for 1998, 72% of the state's fourth<lb />vraders are reading below profici-<lb />eny level. The pupil/teacher ratio<lb />is 16-1, according to 61.996<lb />figures. and high school comple-<lb />tion from 1995-97 was 87.1%.<lb />When it comes to child abuse.<lb />NC is prominent as well. accord-<lb />ing tothe US Dept. of Health and<lb />Human Services. Between 1990<lb />and 1997, the number of child<lb />abuse victims jumped 34% from<lb />Neglect<lb /><lb />24.880 to 33. 347<lb /><lb />accounts for the highest type of<lb />abuse---87.1%. Sexual abuse is<lb />4.1%, while physincal abuse is<lb />4.5%.<lb /><lb />If there is one area of good news,<lb />itTs firearm deaths of children and<lb />teens 19 and under from 1995-97,<lb />During that three-year period, the<lb />stateTs total number dropped from<lb />150 to 92. The most prevalent are<lb />homicides, which went from 77 to<lb />1995, to 45 in 1997.<lb /><lb />In America, nearly 12 children<lb />die each day from gunfire, accord-<lb />ing to figures compiled by the<lb />ChildrenTs Defense Fund.<lb />Children under the age of 15 are<lb />12 times more likely to die by<lb />gunfire than children in 25 other<lb />industrialized countries.<lb /><lb />The CDF report recommends that<lb />states like NC ensure education,<lb />training and work at a decent<lb />wage for poor families with<lb />children. that more money be<lb />invested in early childhood inter-<lb />vention programs like Smart Start,<lb />that children be taught how to<lb />reslove their differences without<lb />violence, and that states not return<lb />hundreds of millions of unspent<lb />public assistance funding to the<lb />federal government, but be al-<lb />lowed to spend it to enhance<lb />training and opportunities for the<lb />poor.<lb /><lb />oDo what you can right now to<lb />mentor and support a child and<lb />advocate for all chiildren.? Quite the<lb />contrary. As the New York Times reported, oRepublicans in Con-<lb />gress who have criticized the I.R.S. said they were open to the idea<lb />that more money might be needed.? Clinton has called for a9 percent<lb />increase in its budget. It doesnTt take a clairvoyant to predict that the<lb />agency will get what it wants. That's 633 more auditors breathing<lb /><lb />IRS Commissioner Charles 0. RossottiTs response to his agency's<lb />alleged troubles deserves scrutiny. He warned that continued lax<lb />enforcement will oundermine our entire system of voluntary tax<lb />compliance. ? One of the mysteries of life is the federal government's<lb />insistence that the income tax is voluntary. Considering that it<lb />threatens to punish employers who donTt withhold employeesT taxes<lb />and citizens who fail to file tax returns or pay any money oowed,?<lb />one is at pains: to locate precisely the voluntariness in the system. If<lb />the system is voluntary, an involuntary system would be one in<lb />which the government withheld /00 percent of everyoneTs income<lb />and sent each person a monthly allowance.<lb /><lb />RossottiTs statement is reminiscent of a remark by Rep. Charles<lb />Rangel, the top-ranking Democrat on the House Ways and Means<lb />Committees: oWhat makes the voluntary system work is the fear of<lb />sanctions and penalties.? People in Washington actually talk like<lb /><lb />Let's put the obvious on the record: no tax system is voluntary, ©<lb /><lb />oTaxes,? as Judge Learned Hand said some time ago, oare forcedT<lb />extractions, not voluntary contributions.? A voluntary tax is like a<lb />square circle. It is not to be found in the natural world.<lb /><lb />Anyone who believes in voluntary taxation probably also be-<lb />lieves that what the IRS provides is ocustomer service.? That's<lb />another term the tax enforcers like to use. We are being lulled into<lb />thinking the IRS exists for our benefit. It wants to help us. Help us<lb />do what? Comply with the tyrannical demands it enforces on behalf<lb /><lb />- Of its sponsor, the money-grubbing members of the U.S. Congress?<lb />As the comedian Shelley Berman said in an old routine, oDo me a<lb /><lb />Rossotti recently told a congressional committee: oCustomer<lb />satisfaction is not achieved by failing to collect taxes that are<lb />properly due.? Speak for yourself, Mr. Commissioner.<lb /><lb />The intrepid Americans who opposed the income tax early in the<lb />century were prophetic. The tax has become the inquisitorial mon-<lb />ster they predicted. Moreover, it has permitted the government to act<lb />as though it has a valid claim to /00 percent of our income; whatever<lb />we get to keep is by kind permission, and we should be darned<lb />grateful. When they sought to<lb />complain, they were either told they<lb />were overreacting or that it was just<lb />their imagination. It would be virtu-<lb />ally impossible to count the numbers<lb />Of people who came to the Sentinel<lb />with their complaints because there<lb />was no other place for them go.<lb /><lb />Black citizens have complained<lb />time and again that when they went to<lb />file acomplaint against an officer, the<lb />complaint was either not taken or the<lb />process was made so difficult that the<lb />citizen went home discouraged.<lb /><lb />Let me be clear about the issuc.<lb /><lb />URBAN<lb /><lb />Anyone even<lb />passingly conver-<lb />sant about the urban scene knows that<lb />public education in the nationTs inner<lb />cities is a failure. Numerous reform<lb />efforts have made little impact on the<lb />core problems, and students of color<lb />especially, continue to suffer institu-<lb />tional inequities.<lb /><lb />Arecentreport by the Public Policy<lb />Institute of California addresses the<lb />resources"student achievement<lb />question"it is entitled oEqual Re-<lb />sources, Equal Outcomes? The Dis-<lb />tribution of School Resources and<lb />Student Achievement in California.?<lb /><lb />Since the early 1970s, ballot ini-<lb />tiatives and court rulings have sought<lb />to equalize funding across California's<lb />schools. Yet, 30 years later, funding<lb />inequities continue. Moreover, al-<lb />though ofunding per pupil? provides<lb />a measure of school resources within<lb />a district, it provides little insight into<lb /><lb />how individual schools spend their<lb /><lb />revenues.<lb /><lb />Statewide surveys (conducted in<lb />1998 and 1999) found that Califor-<lb />nians consider schools and education<lb />by far the most pressing problems<lb />facing the state. The Equal Resources<lb />report undertook to answer several<lb />critical questions about California's<lb />K-12 schools:<lb /><lb />1) How do school resources"<lb />measured in terms of class size, cur-<lb />riculum, and teachersT education, cre-<lb />dentials and experience"vary among<lb />schools? 2) Do schools serving rela-<lb />tively disadvantaged populations tend<lb />to reccive fewer resources? 3) Do<lb />existing inequalities in school re-<lb />sources contribute to unequal student<lb />outcomes?<lb /><lb />Average class size differs little<lb />across schools. However, teacher<lb />preparation and. high school curricu-<lb />lum vary considerably. Certain teacher<lb /><lb />them? in public was also a departure<lb />from what a man wasnTt supposed to<lb />do. I was 38 when my father first told<lb />me that he loved me. They aoe all aking<lb /><lb />for stronger civilian oversight of the.<lb /><lb />LAPD. the reaka, took central Hed Caches t -<lb /><lb />satis Wis ben Go aot a<lb /><lb />feu ani saat enn eo tees.<lb /><lb />clean up some of the problems.<lb />Assuming for the sake of argu-<lb /><lb />ment, that the charges leveled against<lb /><lb />the department are at least in part true,<lb /><lb />we must also assume that the prob-.<lb /><lb />lems did not begin nor end with Perez.<lb />It might even be safe to consider that<lb />many of the charges leveled against<lb />LAPD had more than a modicum of<lb />truth to them.<lb /><lb />This brings us to the very critical<lb />question, which is the basis for this<lb />column. Where were the loud voices<lb />of the political powers when Bill<lb />Parker, Ed Davis, Daryl Gates, et. al,<lb />were sitting at the helm?<lb /><lb />At the risk of being racist, I must,<lb />in all good conscience, ask the ques-<lb />tion. Were they allowed free reign<lb />because they were the same hue as the<lb />people who supported them? Was the<lb />citizenry of the Valley, the West Side<lb />and the moneyed communities so<lb /><lb />afraid of being invaded by blacks that .<lb /><lb />they closed their eyes to the injustices<lb />that were heaped upon black people<lb />in the same of justice?<lb /><lb />PERePEcnive<lb /><lb />characteristics differ markedly among<lb />K-6 schools, with and without ashort-<lb />age of teacher skills. There is much<lb />variation across schools in the nuin-<lb />ber: of teachers with low-levels of<lb />preparation. Lack of full certification<lb />is especially striking. Among schools<lb />with little or no skills shortage, all<lb />teachers have full certification; among<lb />schools with significant skills short-<lb />age, nearly 20 percent of teachers<lb />lack full certification. Among middle<lb />schools and high schools, variations<lb />in teacher preparation are similar.<lb /><lb />Like teacher preparation, high<lb />school curriculum varies consider-<lb />ably in terms of the percentage and<lb />number of advanced course offerings,<lb />i.e., the University of California oa-f?<lb />courses and Advanced Placement<lb />courses (AP).<lb /><lb />Analysis of teacher preparation and<lb />curriculum offerings in urban, rural<lb />and suburban schools revealed that<lb />urban schools, by most measures, have<lb />a higher percentage of teachers with<lb />low preparation levels, hardly a rev-<lb />elation. For example, 26 percent of<lb />the teachers in urban elementary<lb />schools have only a bachelorTs degree<lb />or less compared to 12 percent of the<lb /><lb />teachers in suburban schools and 11<lb /><lb />percent in rural schools. Similar dis-<lb />parities exist in middle and high.<lb />schools.<lb /><lb />Schools serving orelatively disad-<lb />vantaged? populations of students<lb />receive fewer resources. This study<lb />divided elementary schools into five<lb /><lb />socioeconomic status (SES) groups,<lb /><lb />based on the proportion of students<lb />participating in free or reduced-price<lb />lunch programs. The statewide ineq-<lb />uities in school resources among dis-<lb />advantaged students afe similarly rep-<lb />licated within districts: In other words,<lb />within a given district, schools with<lb />particularly disadvantaged students<lb /><lb />donTt know how much learning to<lb />cook made me a real man, but I do<lb />know not cooking made me oreal<lb />broke,? so my departure from that<lb />philosophical position had an eco-<lb />nomic motivation but I now pride<lb />myself in being areal man in, at least,<lb />two areas. But I became a real man<lb />when I overcame a third area, or bar-<lb /><lb />. Tier, That barrier was having my health<lb /><lb />checked on a regular basis, Including<lb />my prostate. Prostate cancer is kill- .<lb />ing * medically) black men at a<lb />higher rate than anything else (ex-<lb />pect homicide), AccordingT to<lb />oEliminating Racial and Ethnic Dis-<lb /><lb />parities in Health, the number of<lb /><lb />deaths from cancer per<lb /><lb />experi- . 100,000 for non ou (53.7) is is<lb /><lb />and a half tines that of Hispanics the<lb /><lb />(15.3). The American Cancer Soci-<lb /><lb />be gpm atid ented<lb /><lb />train some of the officers who are now<lb />sitting in positions of power and some<lb /><lb />of the attitudes of that old guard are.<lb /><lb />still prevalentin the offers they helped<lb />to train.<lb /><lb />Older black retired police officers<lb />have told stories about how Parker<lb />sent recruiters to the South because<lb />the ogood old boys? know how to<lb />handle black people. Some of those<lb />Southerners were hired and became<lb />members of LAPD. Through the years,<lb />there have been myriad problems<lb /><lb />* within the department.<lb /><lb />The late Judge Earl C. Broady Sr.,<lb />the father of famed criminal attorney<lb />Earl C. Broady Jr., left LAPD after<lb />being passed over for promotion. A<lb />less qualified man got the job. Why?<lb />You know the answer.<lb /><lb />LAPD has a spotted history. It is<lb />interesting to note that the first black<lb />captain in that department was not<lb />promoted until the later 1960s, That<lb />was Homer Broome, who went on to<lb /><lb />are likely to have less educated and<lb />less experienced teachers and, at the<lb />high school level, to offer fewer AP<lb />courses.<lb /><lb />California students lag substan-<lb />tially behind national norms on the<lb />Stanford 9 reading and math tests. In<lb />atypical grade, only about 40-45 per-<lb />centof the stateTs students scored at or<lb />above the national median. The un-<lb />usually large proportion of limited<lb />English-proficient (LEP) students in<lb />California accounts for at least-two-<lb />thirds of the gaps in math and reading<lb />performance.<lb /><lb />One of the studyTs most important<lb />questions was whether and how school<lb />characteristics related to student<lb />achievement, which varies widely<lb /><lb />across schools, even when LEP stu-<lb /><lb />dents are excluded from the sample.<lb />Among school resources, the level of<lb />teacher experience and the percent-<lb />age of teachers without a full creden-<lb />tial are the variables most strongly<lb />related to student outcomes. How-<lb />ever, the most important factor relat-<lb />ing to student outcomes is SES.<lb /><lb />Given the evidence in this study of<lb />unequal resource allocations within<lb />districts, it seems unlikely that the<lb />devolution of authority to school dis-<lb />tricts will equalize resources among<lb />schools and, in fact, it could work in<lb />the opposite direction. The report sug-<lb />gests that the state may want to re-<lb />quire, or at least encourage districts to<lb />reduce within district resource ineq-<lb />uities, especially those related toteach-<lb />ers, in return for greater local control<lb />over teaching methods and curricu-<lb />lum.<lb /><lb />Addressing the considerable varia-<lb />tion in the proportion of college pre-<lb />paratory and AP courses in Califor-<lb />nia, the report suggests: First, smaller<lb />schools and districts offer fewer AP<lb />courses. Such schools should use a<lb /><lb />(6,100) died in that same year"<lb />less than a year of being diagnosed,<lb />which means most of them never<lb />even knew they had it until it was<lb />too late.<lb /><lb />Much of this can be attributed to<lb />the notion that oreal men? donTt go to<lb />the doctor. While most of<lb />that cadre has long since been retired, _<lb />- we must remember they helped to<lb /><lb />; oOn<lb />of police for two cities as well asthe |<lb />city manager for two cities. Parks is another example of prob-<lb /><lb />lems within LAPD. He was held back<lb /><lb />_ fora number of years after he reached<lb />' the rank of commander. Ron Banks is<lb /><lb />now the chief of Inglewood. The ac-<lb />complishments of the black officers<lb /><lb />are toonumerous tocount. They were,<lb /><lb />however, disregarded by the powers<lb />at the top.<lb /><lb />Allof these things went on in other<lb /><lb />administrations and there was.no out-<lb /><lb />cry from so-called concerned citizens.<lb /><lb />Once again, we ask why? .<lb /><lb />If the detractors are so hell-bent on.<lb />changing the system, why did the»<lb />system flourish for at least a half-.<lb />century with noreal attemptat change? |<lb /><lb />This brings us to the crux of<lb />matter. Perhaps Bernie Parks has made<lb /><lb />some tactical errors, but in the main,?<lb /><lb />he is attempting to clean upTa mess<lb />that was in existence when he was<lb /><lb />Why are the hounds snapping at<lb />the heels now? Where were these<lb />same hounds or their counterparts,<lb /><lb />when black people in Los Angeles<lb /><lb />were begging for help?<lb /><lb />Inequitable Resources and Student Achievement<lb /><lb />combination of course-sharing with<lb /><lb />other schools, odistance learning?<lb /><lb />through the Internet or other innova-<lb />tive solutions. The most cost-effec-<lb />tive solution might be to encourage<lb />promising students to take commu-<lb />nity college courses; second, varia-<lb />tions in teacher education partly ac-<lb />count for variations in AP offerings.<lb />This means that inequalities in teacher<lb />preparation must be addressed before<lb /><lb />simply requiring that all schools offer |<lb /><lb />identical sets of AP courses; third,<lb /><lb />weaknesses in curriculum in middle<lb /><lb />schools and even elementary schools<lb />may limit studentsT ability to under-<lb />take AP courses in high school. Thus,<lb /><lb />reforms to rernedy the situation must<lb />obviously begin much earlier thanT |<lb /><lb />high school.<lb />The 1999 Public Schools Account-<lb />ability Act rewards schools that meet<lb /><lb />or make adequate progress toward .<lb /><lb />meeting state standards. It also threat-<lb /><lb />ens schools at the bottom end of the<lb /><lb />sate rankings with tough sanctions<lb />should fail to adequately i improve.<lb />(This obviously has serious implica-<lb />tions for inner-city schools.) Thus an<lb />unintended side effect of the account-<lb />ability reforms could be to dissuade<lb /><lb />principals and teachers from working "<lb /><lb />in schools serving disadvantaged stu-<lb />dents. To reduce this risk, rewards and<lb />punishments should be. based in part<lb />on performance relative to other<lb />schools serving similar student popu-<lb />lations. Measures of performance<lb /><lb />shouldalsobe basedonimprovements_<lb /><lb />in student performance rather than sim-<lb /><lb />ply on level of achievementrelativeto<lb /><lb />other schools. So far as the record<lb />indicates, Jesus made no direct<lb />reply to  Pilate's " question.<lb />However the night before, when<lb />Jesus was praying in the upper<lb />room, He said to His Heavenly<lb /><lb />Father on. behalf of his disciples,<lb />"Sanctify them through thy truth:<lb />thy Word is truth.? (John 17:17).<lb />The word here referred to is<lb />undoubtedly the Old Testament<lb />servers as a guiding star in our<lb />search for truth where the Apostle<lb />Peter mentions a subject which he<lb />says, "God hath spoken by the<lb />mouth of all his holy prophets<lb />since the world began."<lb /><lb />When Jesus stood before Pilate,<lb /><lb />accused of being a king, and<lb />therefore a traitor to the Roman<lb />Empire, He said "My kingdom is<lb />not of this world, then would my<lb />servants fight, that | should not be<lb />delivered to the Jews." Jesus replied again, "Thou<lb />sayest that | am a king..." An<lb />attempt will be made here to bring<lb />clarity and present sources for your<lb />own investigation.<lb /><lb />Typical of the debate floating<lb />around the country on this issue is an<lb />e-mail I received from a friend that<lb />did not identify the author, which<lb />would immediately raise questions in<lb />the mind of any serious researcher,<lb />but in this particularly case, bordered<lb />more on reality than fiction.<lb /><lb />oDuring my visit to France, | saw<lb />the original Statue of Liberty. The<lb />Statue of Liberty was originally a<lb />Black woman, but as memory serves,<lb />it was because the model was Black.<lb />In a book called The Journey of The<lb />Songhai People, according to Dr. Jim<lb />Haskins, a member of the National<lb />Education Advisory Committec of the<lb />Liberty-Ellis Island Committee, pro-<lb />fessor of English at the University of<lb />Florida, and prolific Black author,<lb />points out what stimulated the origi-<lb />nal idea for the 151 foot statue in the<lb />harbor. He says that the idea for the<lb />creation of the statue initially was the<lb />part that Black soldiers played in the.<lb />ending of Black Afrikan Bondage in<lb />the United States. It was created in the<lb />mind of the French historian, Edouard<lb />de Laboulaye, chairman of the French<lb />Antislavery Society, who together<lb />with sculptor Frederic Auguste<lb />Bartholdi, proposed to the French gov-<lb />ernment that the people of France<lb />present to the people of the United<lb />States, through the American Aboli-<lb />tionist Society, the gift of a Statue of<lb />Liberty in recognition of the fact that<lb />Black soldiers won the Civil War in<lb />the United States. It was widely known<lb /><lb />then that it was Black soldiers who ,<lb /><lb />played the pivotal role in winning the<lb />war, and this gift would be a tribute to<lb />their prowess. Suzanne Nakasian, di-<lb />rector of the Statue of Liberty, Ellis<lb />Island FoundationsT National Ethnic<lb />Campaign, said that Black AmericaTs<lb />direct connection to Lady Liberty isT<lb /><lb />unknown to the majority of Ameri-<lb /><lb />cans, BLACK or WHITE.<lb /><lb />oWhen the statue was presented<lb />to the U.S. Minister, by France, it is<lb />said that the Minister stated that the<lb />dominant view of the broken shack-<lb />les would be offensive to a U.S.<lb />South, because the statue was a re-<lb />minder of Blacks winning their free-<lb />dom. The<lb />statue was standing in the harbor, in<lb />1886, before the waves and waves<lb />of immigrants from Europe"East,<lb />Central and Southern Europe"be-<lb />gan to come and stream into New<lb />York, in the 1890s and the 1909s;<lb />the waves of Italians, Jews, Poles,<lb />Russians and Grecks, etc. ;<lb /><lb />oThe Statue of Liberty comes<lb />after the struggle of black folk in<lb />the Civil War. It was conceived by<lb />a Frenchman called Edouard-René<lb />Lefebvre de Laboulaye, a political<lb />scientist. A theoretician who wrote<lb />athree volume history of the United<lb /><lb />_ States. He was the head of the<lb /><lb />French Anti-Slave Society. It was<lb />at his home, in 1865, that the idea of<lb />the Statue of Liberty was given<lb />birth. Frédéric Auguste Bartholdi,<lb />the sculptor was there, a friend of<lb /><lb />oWhen the first models were<lb />built, they were an Afrikan woman<lb />holding the broken chains of en-<lb />slavement in her hand and at her<lb />feet.           <lb />The story of the Moors in Burope is one of the.<lb /><lb />* greatest revivalist stories in world history. Europe<lb />would not be as advanced today if not for the Africans,<lb />who came out of the Nile Valley region into Europe,<lb />and came to be known as the Moors. Their sojourn intoT<lb />Europe began in 711 A.D., when an African general<lb />named Tarik ibn Ziyad, of which Djabal Tarik (TarikTs<lb />mountain), or Gibraltar is named after, crossed the<lb />Iberian Peninsula from Africa into Spain.<lb /><lb />Europe was in the crux of the Dark Ages, suffering<lb />from a massive intellectual, scientific, social and cul-<lb />tural decline for almost 1000 years. This primarily<lb />occurred when the Anglos and the Saxons defeated the<lb />Roman Empire and ta whatever gains Europe<lb />enjoyed from Roman ingénuity. .<lb /><lb />When Moorish Africahs, who were Muslim, en-<lb />tered Spain, they brought Europe up to a level of<lb />civilization it had never experienced. Jose V. Pimenta-<lb />Bey, in his article oMoorish Spain: Academic Source<lb />and Foundation for the Rise and Success of Western<lb /><lb />European Universities in the Middle Ages? states, _<lb /><lb />oFor behind EuropeTs Scientific Enlightenment,T we<lb />find many African Muslims. In fact, we find that the<lb />very foundation and structure of WesternT Science<lb />and Academe is built upon the erudition of these<lb />people known as Moors. (See Golden Age of the<lb />Moors edited by Ivan Van Sertima).<lb /><lb />The influence of the Moors spread throughout Spain,<lb />Portugal, France, Italy and England. Twelve of EuropeTs<lb />greatest known universities were established during<lb />the Moorish occupation to translate and study Moorish<lb />texts. The universities of Rome, Oxford, Cambridge,<lb />Lisbon and Salamanca are among this group.<lb /><lb />The totality of what the Moors contributed to<lb />EuropeTs revival are too numerous to list here, but an<lb />attempt will be made in order to visualize the scope and<lb />breadth of how they brought Europe back to life.<lb /><lb />Starting with basic survival, the Moors showed the<lb />Europeans how to increase the fertility of their soil to<lb />sustain larger growth and harvest. They introduced<lb />such items as: rice, cotton, oranges, bananas, coconuts,<lb />maize, medical herbs and introduced food preserva-<lb />tion and storage in order to survive the harsh winters.<lb /><lb />Get out and Vote Get<lb /><lb />Cordova were oair conditioned in summer by<lb />niously ar<lb /><lb />and warmed in winter by hot air conveyed through<lb /><lb />- pipes bedded in the walls.? Cleanliness was almost as important<lb />as eating to them, but also for health reasons. oEurope-<lb />ans offered no scigntific- reason for infection.T Let us<lb />again remember that the Catholic masses did not view<lb />bathing and personal hygiene as vitally important to<lb />good health and the prevention of disease.? The Moors introduced crystal glasses and plates.<lb />They also introduced a technique that we use today,<lb />where to place plates, glasses and silverware on tables<lb />for meals. . :<lb /><lb />Science was primitive and undeveloped in Europe.<lb />They were still debating if the world was flat, until the<lb />Moors showed them that the world was round. The<lb />Moors brought chemistry. The Moors brought medical<lb />science to Europe. oFor seven centuries the medical<lb />schools of Europe owed everything they knew to<lb />Moorish research. Vivisection as well as dissection of<lb />dead bodies was practiced in their anatomical schools,<lb />and women as well as men were trained to perform<lb />some of the most delicate surgical operations.? The number of houses of the<lb />great and noble were 63,000 and 200,077 of the com-<lb />mon people. There were upwards of 80,000 shops.<lb />Water from the mountains was distributed through<lb />every corner and quarter of he city by means of leaden<lb />pipes into basins of different shapes, made of the<lb />purest gold, the finest silver, or plated brass as well<lb />into vast lakes, curious tanks, amazing reservoirs and<lb />fountains of Grecian marble,? European healing practices<lb />at the time still largely relied upon<lb />charms and amulets; socially and<lb /><lb />politically powerful clergy frowned "<lb /><lb />upon ahd repressed medicine,<lb />thereby leaving the field in the hands<lb />of quacks and barbers.? (See Mus-<lb />lim Spain by Anwar Chejne) oThe<lb />Moors were the first to trace the<lb />curvilinear path of rays of light<lb />through air,T this discovery in about<lb />1100 is a prerequisite to the design<lb />of corrective eyeglasses.? (Chan-<lb /><lb />-dler) For centuries the mastery of<lb /><lb />Moorish medical works was re-<lb />quired for obtaining medical de-<lb />grees at EuropeTs most prestigious<lb />universities. They also brought qua-<lb />dratic equations, geometry and<lb />trigonometry to Europe. Their ar-<lb />chitecture and interior decoration<lb />of houses and palaces was of the<lb />highest standard in the world.<lb />When the Moors were defeated<lb />in 1492 A.D., the Christian Europe-<lb />ans, who resented the threat of the<lb />Moors advanted civilization, plun-<lb />dered most of the progress the<lb />Moors had established. For instance,<lb /><lb />when-the Moors were driven out of .<lb /><lb />Europe, they left 70 libraries in<lb />Spain, alone. The European Chris-<lb />tians destroyed everyone, the same<lb />as they destroyed the great library,<lb />with thousands of volumes, in Al-,<lb />exandria, Kemet (Egypt). But even<lb />in defeat, it was the Moors who<lb />sparked European exploration in the<lb />world by bringing them the com-<lb />pass, astrolabe, rudders and sails of<lb />the large ships.<lb /><lb />Europe and the world are su-<lb />premely indebted to the contribu-<lb />tions the Moors have made. Unfor-<lb />tunately, this is not reflected in the<lb /><lb />history books or classrooms, ex- |<lb /><lb />cept for the most part by instructors<lb />and scholars of African descent and<lb />through their literature. Rainey served in<lb /><lb />the 41st Congress, as did Revels.<lb />Massachusetts Republican<lb />Edward Brooks was the first<lb />Black elected to the U.S. Senate<lb />after the 12th Amendment to the<lb />Constitution was adopted, provid-<lb />ing for direct election of Senators<lb />rather than by State legislatures.<lb /><lb />According to Ben Anderson of |<lb /><lb />the CNS staff, today's Black GOP<lb />candidates in the deep South are<lb />working to unseat incumbents in<lb />a variety of districts.<lb />South-central Los Angeles has<lb /><lb />given rise to three Black<lb />Republicans. including Carl<lb />McGill, who is challenging<lb /><lb />Representative Maxine Waters.<lb />One young Black Republican<lb />state that he became a Republican<lb />because he was sick of the<lb />African-American voting block<lb />being used by the Democrats, and<lb />then seeing education not im-<lb />prove, and the elderly having to<lb />choose between rent, mortgage,<lb />utilities or medication with their<lb />limited income. It draws<lb />the readerTs attention to how easy it is<lb />for those in control of various facets of<lb />our economy to increase their profits<lb />and to make their lives even more<lb />comfortable " anytime they want.<lb /><lb />We see it now with the rising<lb />fuel costs. People in cold climates<lb />must choose between warming their<lb />homes and putting food on the table.<lb />Over-the-road truckers are faced<lb />with sky-rocketing diesel fuel costs.<lb />Automobile owners cringe each time<lb />they pull up to the pump. Where it<lb />used to be a fill-up, itTs now maybe<lb />a half tank or so.<lb /><lb />What we are facing with these<lb />rising costs is another example of<lb />people working together to improve<lb />their financial position. They are<lb />working cooperatively to strengthen<lb />their collective economic position.<lb />Whether they need the extra billions<lb /><lb />or not is irrelevant; they are in<lb /><lb />control of their resources and they<lb />determine what others will pay for<lb />those resources.<lb /><lb />A few little countries in the<lb /><lb />ss Middle East got to<lb /><lb />~ they could control much of the world .<lb />by simply working in concert. A<lb /><lb />| few little countries, several of which .<lb />- the United States has sent men and<lb /><lb />women to fight and die for, get :<lb /><lb />together and decide how much oil<lb /><lb />they are bi ing to produce and, thereby,<lb />change the landscape of many larger<lb />countries of the world. Well thatTs<lb />what collective economics is all about.<lb />This glaring example of<lb /><lb />_ cooperative economics is something<lb /><lb />each of us can witness personally at<lb />least once each week when we pull<lb />up to the pump. We should learn<lb />from it. A few small countries<lb />working together have brought big<lb />bad truckers to their knees, caused<lb />them to drive to our nationTs capital in<lb />protest, and set up orolling road blocks?<lb />along our expressways. A few small<lb />potentates are making the rest of us<lb /><lb />sant and rave about the price of<lb /><lb />gasoline, shake and shiver in our own<lb />homes, and cut back on other essentials.<lb /><lb />This example of collective and<lb />cooperative economics, while it is<lb />not one that benefits us, does benefit<lb />those who participate in it, and Black<lb />people should use their example to<lb />develop our own cooperative economic<lb />structure. We should assess our<lb />resources, both intellectual and<lb />financial, and establish programs<lb />and procedures that will benefit our<lb />people. ItTs a matter of controlling<lb />what we have and doling it out at<lb />our discretion, not at the request of<lb />someone else.<lb /><lb />You can see it with OPEC<lb />states. They do not seem to care<lb />that some of our people died for<lb />their countries, that some of them<lb />came back home with illnesses that<lb />will eventually kill them, or that our<lb />people saved their precious oil by<lb />putting out those oil-well fires.<lb />That does not matter when it comes<lb />to the money. They understand<lb />that what they have is power and<lb />they can exercise that power anytime<lb />they wish to do so. An analogy can<lb />be drawn between what OPEC is<lb />doing and what Black people could<lb />be doing in this country. We could wreak havoc on<lb />the corporations that take our<lb />dollars for granted. We could cause<lb /><lb />an economic tidal wave rather than<lb /><lb />the small ripples we currently see as<lb />a result our half-hearted boycotts,<lb /><lb />demands for apologies, organizational<lb />payoffs, token employees, and all of<lb />the other shallow tactics we deploy<lb />and accept. .<lb /><lb />We could be the OPEC of this<lb />country if we would use our half-<lb />trillion dollars to build our own<lb />businesses and to determine the prices<lb />of our products rather than having<lb />always to submit to the price-<lb />gouging of other businesses. If we<lb />took control of our resources and<lb />worked cooperatively and collectively;<lb />in support of one another, withdrawing .<lb />our dollars from those who hold us -<lb />in disdain, we could control our<lb />economic destiny.<lb /><lb />If we would deny our dollars,<lb />not for one day, but for one year or<lb />more, to those businesses that exploit<lb />our people on a daily basis and retum<lb />virtually nothing, we could be in<lb />control. Have you ever wondered<lb />what happened to National Gas Out<lb />Day? The trouble with that campaign<lb />was that is lasted for just one day.<lb />Now on May 20, 2000, we are going<lb />to have National Black Out Day. I will<lb />support it, but will it do any good if<lb />we simply return to our normalT<lb />buying habits the very next day?<lb /><lb />Take a lesson from the little<lb />countries about whom we sometimes .<lb />joke and make fun. They are<lb />demonstrating the purest form of<lb />collective and cooperative economics.<lb />They are making us pay dearly<lb />because they are in control of their<lb />resources. What are we<lb /><lb />| entrusting into His care?<lb /><lb />| We commit and make commit-<lb /><lb />| ments to a lot of things, mést of<lb /><lb />| which profit very little or nothing<lb /><lb />~ | at all. We commit to everything<lb />= except the right thing.<lb /><lb />Jesus was a man dedicated and<lb />committed to doing the will of the<lb />Father come what may.<lb /><lb />We should not fall short of doing<lb />the same thing. True dedication<lb />simply makes a decision based on<lb />your commitment to God, not on<lb />feelings or emotions. A time will<lb />come in your life when you will<lb />face commitment.
