          <lb />By Betty Pleasant<lb />Sentinel Contributing Writer<lb /><lb />On the cusp of a new millennium,<lb />black people--thousands of men,<lb />women and children of Africa--are<lb />victims of a crime from centuries<lb />of yore; slavery. Today, on this<lb />planet, black people are being<lb />hunted down, captured and ab-<lb />ducted from their villages like<lb />Kunta Kinte, shackled and driven<lb />to market like cattle, bought and<lb />sold like pieces of machinery and<lb />bred like pedigreed pets. They are<lb />examined on the auction block for<lb />their value as workers and concu-<lb />bines, branded with the identifying<lb />marks of their masters, who use<lb />their bodies for endless toil and<lb />wanton pleasure, and maimed if<lb />they try to steal away.<lb /><lb />Today, on this planet, the<lb />Ante-bellum South lives. It lives<lb />not south of the Mason-Dixon<lb />Line, this time, but just north of<lb />the Equator, in the Republic of<lb /><lb />The Sudan, the largest country in<lb />Africa. The Sudan measures 966,<lb />757 square miles, which repre-<lb />sents more than eight per cent of<lb />the African continent and almost<lb />two percent of the worlds entire<lb />land area.<lb /><lb />Since ancient times, the Sudan<lb />has been an arena for interaction<lb />between the cultural traditions of<lb />Africa , and those of the<lb />Mediterranean world. In recent<lb />centuries, Islam and the Arabic<lb />language have achieved ascen-<lb />dancy in many northern parts of<lb />the country, while older African<lb />languages and cultures predomi-<lb />nate in the south.The name<lb /> oSudan ? derives from the Arabic<lb />expression bilad as Sudan, by<lb />which medieval Arab geographers<lb />referred to the settled African<lb />countries that began at the<lb />Southern edge of the Sahara<lb />desert.<lb /><lb />A major cleavage exists between<lb />the northern and southern parts of<lb />the Sudan. The north is dominated<lb />by Muslims, most of whom speak<lb />Arabic and identify themselves<lb />as  oArabs, ? while people of the<lb />south are  oAfricans ? (i.e. blacks)<lb />who, for the most part, follow<lb />traditional African religions, al-<lb />though about 10 percent of them<lb />are Christians.<lb /><lb />The vast majority of non-<lb />Muslism Sudanese live south of<lb />latitude 12 (N, in the three<lb />southern states of Bahr Al-Ghazal,<lb />the Upper Nile and Equatoria,<lb />Chief among the African peoples<lb />of the Sudan are the Dinka, an<lb /><lb />exceedingly tall and proud pastoral -<lb /><lb />people who are mostly cattle<lb />herders on the eastern plains of the<lb />White River; the Shilluk, who are<lb />the most settled farmers on the<lb />west bank of that river; the Nuer,<lb />who live farther south, the Bari,<lb />who live even farther south, closer<lb />to the border with Uganda and the<lb />Azande, who are a group of people<lb />scattered between the Sudan and<lb /><lb />natin the Milenio, Blak<lb /><lb />Zaire. One of the most important<lb />black peoples in the country are<lb />the Nuba, who live in the Nuba<lb />Mountains and are hill cultivators<lb />who tend to be isolated from<lb />adjacent peoples in the Nile<lb />Valley.<lb /><lb />HOLY WAR AGAINST<lb />BLACKS<lb /><lb />Today, the  oland of the blacks ? is<lb />the land of the black slaves, where<lb />the Arab and Islamic northern<lb />Sudanese are slaughtering and<lb />enslaving thousands of black<lb />Christian and animist (native)<lb />southern Sudanese. Why?<lb />Because the Islamic fundamental-<lb />ist government in the north has<lb />embarked upon a holy war to unify<lb />the country by imposing the<lb />Muslim religion and Arabic cul-<lb />ture upon the southern blacks--in<lb />the words of that famous black<lb />American Muslim, Malcolm X--<lb />by any means necessary.<lb /><lb />This bloody, dehumanizing holy<lb />war, or jihad, as they call it, has<lb />been going on for 18 years to the<lb />deafening silence of the rest of the<lb />world. The Sudan is a country<lb />virtually closed to foreigners and<lb />the government has restricted ac-<lb />cess of those who have tried to<lb />document allegations of slavery<lb />and slaughter. But despite the<lb />government, word of this modern-<lb />day atrocity is trickling out of the<lb />African nation and groups of 20th<lb />century abolitionist are risking<lb />their lives to gather facts and tell<lb />the story, to operate underground<lb />railroads and help run- away<lb />slaves get to freedom and as a last<lb />resort buy slaves, themselves and<lb />return them to their families.<lb /><lb />The Sudanese Government says<lb />there is no slavery in that country<lb />and that the very notion of slavery<lb />is contrary to the religious tenets<lb />of the Islamic faith the government<lb />espouses.<lb /><lb />Minister Louis Farrakhan of the<lb />Nation of Islam opened an NBC<lb />"Dateline" television program, en-<lb />titled "Spotlight on Slavery",<lb />which aired Dec. 12 1996, ex-<lb />pressing doubts about the exis-<lb />tence of black slavery in<lb />Sudan.According to the transcript<lb />of that program Farrakan stated:<lb />"If slavery exists, why don't you<lb />go as a member of the press and<lb />you look inside of Sudan. And if<lb />you find it, then you come back<lb />and tell the American people what<lb />you have found.<lb /><lb />"Dateline" spent the next hour<lb />doing just that. Traveling with<lb />Baroness, Caroline Cox, deputy<lb /><lb /> speaker of the British House of<lb /><lb />Lords and president of Christian<lb />Solidarity International,<lb />"Dateline" reporter Sara James<lb />presented a vivid picture of slavery<lb />in Sudan through on camera<lb />interviews of survivors of slave<lb />raiders whose family members<lb />were abducted, and escaped and<lb />rescued slaves. The program also<lb /><lb />e sale tls<lb /><lb />i Ee<lb /><lb />featured an interview with a slave<lb />trader named Chain, who told the<lb />viewing audience that the price of<lb />one slave varies, "depending on<lb />the owner, but usually two or<lb />three cows a person." ( or the<lb />equivalent of $300.00 US )<lb />James interviewed an unidentified<lb />captured Arab militia officer who<lb />admitted that black children are<lb />taken against their will and forced<lb />to work by their captors.<lb />James : "Those children chil-<lb />dren became slaves 2?"<lb />Militia officer "Yes. Some are<lb />put to work with cattle, others in<lb />homes. It is happening."<lb /><lb />1.9 Million Blacks Have Died<lb /><lb />The US. Department of State<lb />estimated in 1993 that 90,000<lb />blacks lived as the property of<lb />North African Arabs (known as<lb />Beydanes or white Moors). Other<lb />sources estimate that total to be<lb />100,000 today, to which they add<lb /><lb />300,000 part-time and ex-slaves,<lb />known as heratins, many of whom<lb />continue to serve their owners out<lb />of fear or need. More than 1.9<lb />million Africans have died as a<lb />result of the NIF governments<lb />genocidal war policy, according to<lb />a report published by the United<lb />Nations Committee for Refugees.<lb />UN Special Rapporteur, Dr.<lb />Garpar Biro issued a report that<lb />stated : "It should be stated that<lb />all these (slavery) practices have a<lb />pronouced racial aspect, as the<lb />victims are exclusively southern<lb />and persons belonging to_ the<lb />indigenous tribes of the Nuba<lb />Mountains and the Ingassema<lb />Hills (black Muslims), the racial<lb />aspect of the violations can not be<lb />disregarded."<lb /><lb />According to the reports some<lb />issued as recently as Oct. 29, by<lb />Dr. Biro, Dr. Leonardo Franco,<lb />also of the United Nations and<lb />other human rights organizations,<lb />this is a pattern of dehumanization<lb />being inflicted upon the black<lb />people in the Sudan.:<lb /><lb />The raiders swoop down upon<lb />black African villages, yelling<lb />Allah is great!" Allah is great!"<lb />and set about committing gratui-<lb />tous violence upon the people. the<lb />elderly and women unfit for heavy<lb />labor are beaten and robed of their<lb />possessions. Mature, virile men<lb />are routinely shot on the spot, as<lb />youthful, more malleable males<lb />are taken to be trained as useful<lb />and harmless slaves. Children as<lb />young as five and young women<lb />are almost always captured into<lb />slavery.<lb /><lb />The women slaves are made to<lb />carry on heads and backs the<lb />booty of their captors that which<lb />cannot be carried is burned leaving<lb />the remaining villagers completely<lb />destitute.<lb /><lb />Some slave are taken to the north<lb />by their captors for their own<lb />personal use for house or farm<lb />labor, for sex. and for breeding.<lb /><lb />Stall Of<lb /><lb />WOOW and the "M"<lb /><lb />a<lb /><lb />New Council Women Arielle Morris and Rose Glover along with Mayor Pro-Tem Mildred Council and City<lb /><lb />Councilman at large Chuck Autry.           <lb />All the world's major oclldbods wah compassion for the<lb /><lb />kK poor and those who are vulnerable. It seems that many of our -<lb /><lb />Ae modern-day politicians have forgotten the messages and have<lb />decided instead to persecute those who can least fight back "and<lb /><lb />~~ the rest of us are just sitting by and watching it happen. Look at<lb /><lb />~ what is happening to the homeless and those who live in the worst<lb /><lb />_ 1° public housing in two of the largest cities in our nation "New York<lb />and Chicago.<lb /><lb />i In New York, Mayor Guiliani, the Republican New York<lb />Senate candidate whose new television commercial calls him<lb /> ocompassionate, ? has launched an attack on the homeless together<lb />with the governor of the state. They have issued an edict which<lb />states that  oable-bodied homeless ? people must work in return for<lb />their beds in city shelters. Parents who do not comply under these<lb />rules could lose cusiody of their children and will find themselves<lb />out on the streets in the dead of winter.<lb /><lb />On the surface of things this new promulgation might not<lb />look too bad to some. But a closer examination shows that the<lb />number of homeless families with children has increased signifi:<lb />cantly over the past decade and that families with children in<lb />shelters are among the fastest growing segments of the homeless<lb />population. Indeed, 40 percent of people who become homeless<lb />today are families with children. So the victims of Mayor Guiliani Ts<lb />new assault will be homeless children in New York City. Homeless<lb />children whose families are already in crisis, homeless children<lb />whose education is already interrupted, homeless children who<lb />already are more apt to have asthma (a staggering 38 percent of<lb />New York city homeless children have asthma "four times that of<lb />other New York children) and middle ear infections (which they<lb />already have at a rate 50 percent greater than the national average.<lb />Homeless children who are likely to be five years old or younger<lb />arid whose mothers are likely to be suffering from depressive<lb />disorders (one-third of homeless mothers have made at least one<lb />suicide attempt.)<lb /><lb />Moreover, homeless adults in New York City, as elsewhere,<lb />are people who lives are in disarray and profound crisis. Very. very<lb />few human beings want to be homeless. Many have severe drug or<lb />alcohol addiction problems. Many suffer from mental illnesses; 40<lb />percent of the homeless men are veterans, some of whom suffer<lb />from vestigial effects of war. About a quarter of the homeless<lb />parents are homeless because of domestic violence "women who<lb />escaped with their lives and their children. These are the people<lb />whom the compassionate Mayor Guiliani has now targeted.<lb /><lb />Then there is the attack on poor people living in public<lb />housing in Chicago by Democratic Mayor Richard M. Daley.<lb />Chicago has carried out a plan of closing many of its downtown<lb />public housing projects, forcing many long-time tenants to move,<lb />_ sometimes without providing them with alternative housing. If the<lb />city were replacing these run-down buildings with new housing for<lb />low-income residents it would be one thing, but these conve-<lb />niently-located buildings are being replaced with middle income<lb />housing which most of the current residents could not afford. For<lb />instance, one plan calls for 1,000 families in the new unit to be at<lb />a median income of $59,500 for a family of four, current residents<lb />have a median income of $6,160.<lb /><lb />To implement this new housing policy of providing housing<lb />for middle income folks, the City of Chicago has increased evic-<lb />tions in buildings it has targeted for redevelopment. From 1995-<lb />1998, for instance, it evicted more than 1,000 families from 13<lb /><lb />developments scheduled to be torn down and redeveloped and.<lb /><lb />more than 300 families from 10 developments-that were not even<lb />scheduled for revitalization.<lb /><lb />The reality is that the availability of housing for low-income<lb />people is shrinking across the nation at the same time that many<lb />poor families have lost welfare income. The gap between the<lb />number of affordable housing units and the number of people<lb />needing them in what is currently the largest on record, an esti-<lb />mated 4.4 million units.<lb /><lb />And while many of the parents formerly on welfare are now<lb />working, they often are in economic crisis because of lack of<lb />transportation, affordable and safe child care and lack of health<lb />benefits in their low-paying jobs. Meanwhile, subsidized housing,<lb />like that in Chicago, is so limited that fewer than one in four<lb />families now receiving temporary assistance from the government<lb />lives in public housing or receives a housing voucher to help them<lb />rent from a private landlord. The waiting time. for public housing<lb />across the nation averages nearly three years and more than two<lb />years for the voucher program.<lb /><lb />To target the homeless and those living in low-income<lb />public housing is unconscionable. It is politics at its worst. In this,<lb />the wealthiest nation in the world, we can do better. In this, anation<lb />which prides itself on its religious underpinnings, we must do<lb />better. Or we will all deserve the kind of government that we vet.<lb /><lb />\ cements<lb /><lb />Underpround Railroad: Sites Seen, Not Heard "Still Bear Tracks to Freedom<lb /><lb />Part THREE<lb />The third column<lb />of this series fo-<lb />cuses on  othe railroad ? itself, and how<lb />its routes and stops were as invisible<lb />as they were plain; but also how col-<lb />laboration and ingenuity played key<lb />roles in making it work. Traveling to<lb />freedom on the underground railroad<lb />was acomplex and harrowing experi-<lb />ence that required faith, courage,<lb />stamina and fortitude of all who par-<lb />took of it; men, women and children<lb />alike, It wasn Tt a trip forthe faint-<lb />hearted, the  owishy-washy ? (who<lb />loved massa one minute and wanted<lb />to leave him the next), the whiney or<lb />the undisciplined (those who wanted<lb />torun  otheir own program ? as soon as<lb />they cleared site of the plantation "<lb /><lb />we had those kinda ni "as, even then).<lb /><lb />Most of those who were caught,<lb />killed or returned were those who<lb />escaped outside the railroad (running<lb />their program thinking they could do<lb />something because they saw some-<lb /><lb />one else do it). Those who stuck to the<lb />program were most likely to find free-<lb />dom. Theirs was only one love, one<lb />goal, one program on this excursion,<lb />and that was to be free. And freedom<lb />was a contract to which there was no<lb />turning back. You committed to mak-<lb />ing it, or died trying.<lb /><lb />If you were caught, you would<lb />likely be killed unless the slave<lb />catchers were given strict instruc-<lb /><lb />tions to bring you back alive (which<lb /><lb />was rare). And if you turned back<lb />on your own, the conductors of the<lb />URR were instructed to  otake you<lb />out. ? No one could afford a return-<lb />ing slave to tell what he had seen or<lb />knew, relative to stops along the<lb />railroad. The URR was called  othe<lb />invisible tracks ? but the railroad<lb />was hardly invisible.<lb /><lb />The  oinvisible ?-term came as a<lb />result of the fact that, in spite of so<lb />many enslaved people leaving the<lb />plantation, slave catchers on horses<lb />with bloodhounds would give chase<lb />soon thereafter (sometimes with less<lb />than eight hours following an en-<lb />slaved person Ts departure), and run-<lb />aways seemed to disappear off the<lb />face of the earth. It seemed as if<lb />they just disappeared, or became.<lb /> oinvisible. ?<lb /><lb />Though slave catchers knew they<lb />(runaways) had to be around some-<lb />where, they could never find them.<lb />No tracks, no scent, no people<lb />walkin T. Nothing. However, rail-<lb />road stops were homes, businesses,<lb />barrelhouses, rivers, wells, caves,<lb />forests, anywhere that provided<lb />cover for a minute, hour or some-<lb />times days. Then there are the infa-<lb />mous tunnels that provided quick<lb />escapes when searches took place<lb />and capture seemed certain,<lb /><lb />It seemed almost impossible that<lb />this type of coordination could take<lb />place and people turn up without a<lb />trace. How did enslaved people know<lb /><lb /> oCaroll, 1 thechlltoteic orschy<lb /><lb />_ of Riverside makes a lot of sense and<lb />he has the courage of his convictions.<lb />The embattled top cop of the Inland<lb />Empire city had the intestinal forti-<lb />tude to meet with at least 30 high<lb />ranking black police officials recently<lb />and discuss the position on the Tyisha<lb />Miller shooting.<lb /><lb />Knowing he might be faced with<lb />more than token opposition. Carroll<lb />came to a meeting of the Southern<lb />California Chapter of the National<lb />Organization of Black Law Enforce-<lb />ment officers in Rialto and talked<lb />candidly and at length about his<lb />feeling and reaction to the tragic<lb />shooting in his city:some months<lb />ago. -<lb /><lb />He acknowledged that there are<lb />and have been problems within his<lb />department. He became chief in<lb /><lb />October 1997. Since that time, he<lb /><lb />explained he has had to attempt to<lb />build trust in Riverside.  oThere must<lb />be trust between the police and the<lb />community ? he explained. He went<lb />on to say, however, that  oleader-<lb />ship is the key to good police work. ?<lb />Apparently, he offers that leader-<lb />ship.<lb /><lb />Carroll explained that he makes<lb />ita practice to personally go to all<lb /><lb />URBAN<lb /><lb />California Ts future<lb />population if of ut-<lb />most importance to<lb />all citizens. And, population trends<lb />are especially significant and poten-<lb />tially problematic for African Ameri-<lb />cans whose numbers are decreasing<lb />in the state. (In Feb. 2000, this column<lb />will report specifically on the grow-<lb />ing complexity of racial and ethnic<lb />identity in California.)<lb /><lb />How Many Californians? A Re-<lb />view of Population Projections for<lb />the State, a report by the Public<lb />Policy Institute of California, com-<lb />pares and analyzes population pro-<lb />jections produced for the state by<lb />various organizations: the Califor-<lb />nia Department of Finance, the U.S.<lb />Census Bureau, the U.S. Bureau of<lb /><lb />Economic Analysis, UCLA and the.<lb /><lb />Center for Continuing Study of the<lb />California Economy. Those projec-<lb />tions are used in short-and-long<lb />range planning by local, state and<lb />federal government agencies, as<lb />well as by private firms.<lb /><lb />The current projections agree on<lb />some basic issues: Growth rates will<lb />be lower than in the past, but abso-<lb />lute levels of growth will remain<lb />high. Natural increase will have<lb />more effect than net migration on<lb />population growth. Domestic mi-<lb />gration will be lower, while inter-<lb />national migration will remain<lb />strong. California will still have<lb />higher growth rates than the rest of<lb />the country. However, the projec-<lb />tions of future population and rates<lb />of population growth vary widely.<lb /><lb />Authors of this report maintain<lb />that each of the projections is plau-<lb />sible if you accept its assumptions<lb />regarding migration to and trom<lb />California. The differences in mi-<lb />gration assumptions drive almost<lb /><lb />Dec. 28, 1998 when he was called T<lb />out on the Miller incident, he found<lb /><lb />himself in an unenviable position.<lb /><lb />The officers, he charged, found<lb />Tyisha Miller with a weapon and<lb />under the influence.  oBut good judg-<lb />ment didn Tt happen that night. ?<lb /><lb />As a result, when all of the dust<lb />began to settle and the legal hurdles<lb />were overcome, four police offic-<lb />ers and a sergeant were fired from<lb />their jobs. He acknowledges that<lb />the issue of racism has been consid-<lb />ered a major factor and that there<lb />has been a lot of finger-pointing.<lb />His comment along these lines was<lb />simple and concise.  oRacism is alive<lb />and well in America. ?<lb /><lb />How prevalent is it, he asks? He<lb />then cited the fact that he has re-<lb />cently promoted two minority of-<lb />ficers, one African American and<lb />the other Hispanic and is facing<lb />Opposition from seven sergeants<lb />within his department.<lb /><lb />Citing the fact he has promoted<lb />an African American female, to.the<lb />rank of captain, he commented that<lb />within the ranks of most urban po-<lb />lice departments, white males make<lb />up the majority.<lb /><lb />This is almost a given within the<lb />ranks of law enforcement. In South-<lb />ern California, the first black chief<lb />of police was the late Thomas<lb /><lb />PERSPECTIVE :<lb /><lb />all of the differences among the<lb />various projections. Over the past<lb />fifteen years, domestic migration<lb />between California and other states<lb />has fluctuated dramatically. It is<lb />possible that California is on the<lb />verge of a new demographic era,<lb />one in which the state no longer<lb />attracts more domestic migrants<lb />than it sends out.<lb /><lb />It is also possible that the state<lb />will return to its longtime demo-<lb />graphic history of being a place that<lb />attracts more migrants from other<lb />States than it sends to those states.<lb />The lowest projections assume the<lb />former, while the higher projections<lb />assume the latter. The most recent<lb />evidence indicates that the large<lb />domestic migration losses of the<lb />early 1990s have ceased, although<lb />the state has not returned to the<lb />positive flows of domestic migrants<lb />that characterize its past.<lb /><lb />The distinguishing feature of<lb />California Ts population is its dyna-<lb />mism, which is evident not only in<lb />rapid population growth, but also in<lb />the increasing diversity of the state Ts<lb />population. For decades,<lb />California Ts population growth rates<lb />have rivaled thése of many less de-<lb />veloped countries rather than those<lb />of developed regions. As recently<lb />as 1950, the state had only 10 mil-<lb />lion residents, less than one-third<lb />of today Ts 33 million. Over the past<lb />few decades, the state has also ex-<lb />perienced a dramatic increase in<lb />ethnic and cultural diversity.<lb /><lb />In 1970, white non-Latinos ac-<lb />counted for almost 80 percent of<lb />the state Ts population; today, they<lb />account for approximately half of<lb />the state Ts populction. By 2020.<lb />Latinos will be the single largest<lb />ethnic group in the state.<lb /><lb />Coches:  oa brane the head of<lb /><lb />the Compton PD in thre early 1970s.<lb />_ Then there was Joe Rouzan, who<lb />replaced Cochee several years later<lb />and then became the first black chief<lb />of police for the City of Inglewood.<lb />Ray Johnson replaced Rouzan and<lb />Oliver Thompson replaced Johnson<lb />and Ron Banks is the current chief.<lb /><lb />In Los Angeles, Willie Williams<lb />from Philadelphia beat out Bernie<lb />Parks for the top job, but Parks held<lb />on and wound up replacing Will-<lb />iams five years later. It is interest-<lb />ing to note that Wes Mitchell, a<lb />black man, has been chief of the<lb />Los Angeles Unified School Dis-<lb />trict police for a number of years.<lb />Al Reddick retired as chief of the<lb />Community College Board Police<lb />Department several years ago.<lb /><lb />It is even more interesting to look<lb />back at the history of black officers<lb />who came through the LAPD ranks to<lb />move on to more important jobs after<lb />their retirement. Homer Broome, the<lb />first black uniformed captain in LAPD<lb />and subsequent commander, went on<lb />to become administrator of the Law<lb />Enforcement Assistance Administra-<lb />tion in Washington after leaving<lb />LAPD.<lb /><lb />Roberta Reddick retired from<lb />LAPD, but has been in demand as a<lb />consultant for many years and sits<lb />on various boards across the nation.<lb /><lb />; Lpeotbetiaty estat .* may very ?<lb />-. well be the first black womantoact |<lb />as chief of police in Southern Cali-<lb /><lb />fornia. Joe Rouzan tabbed her as<lb />acting chief during one of his pro:<lb /><lb />longed absences. Ron Nelson mad¢ : :<lb /><lb />lieutenant in LAPD but became : T<lb />chief of police for China Lake and<lb /><lb />js now Chief for the UC San Fran-<lb /><lb />cisco department. .<lb /><lb />With this as backdrop, it be-<lb />comes crystal clear that Carroll's<lb />comments about racism being alive<lb />and well in America are right on the<lb />money.<lb /><lb />Carroll brought up what he con-<lb />siders one of the key issues. He said<lb />that as young officer, other officers<lb />expected him to support them "<lb />right or wrong. He said he took the<lb /><lb />position that he would not back oe<lb />partner if the partner expected hint. °<lb />to lie or cover up. He explained that -~.<lb /><lb />he had considered that integrity was<lb />and is more important than loyalty.<lb /> oPolice departments should not be<lb />afraid of the truth. None of us are<lb />perfect. There has only been one<lb />perfect person, ? he alleged.<lb />Pointing out that discipline is to<lb />bring about change, he said he asked<lb />himself if he as chief of police could<lb /><lb />take the Riverside police depart- -<lb /><lb />ment forward. He suggested that<lb />one of the keys to alleviating some<lb />of the problems might be mentoring.<lb /><lb />The sheer size of California Ts<lb />population increase has important<lb />implications for almost all govern-<lb /><lb />ment services and functions includ- -<lb /><lb />ing welfare, education, transportation<lb />and corrections. It also has important<lb />implications for protection of natural<lb />resources, distribution of water, agri-<lb />culture, and location and nature of<lb />development. Equally important, but<lb />less predictable, is how the changing<lb />composition of the state Ts population<lb />will influence its economic evolu-<lb />tion, political representation and cul-<lb />tural identities.<lb /><lb />Projections of 50 million Cali-<lb />fornians by 2025 suggest that policy<lb />issues related to population growth<lb />will be of utmost importance to<lb />policymakers. However, projecting<lb />future populations is an uncer{ain<lb />undertaking. For example, the_re-<lb />cession of the early 1990s saw<lb />record numbers of domestic mi-<lb />grants leaving California. From<lb />1990 through 1996, between one<lb />million and two million people left<lb />California for other states than<lb />moved to California from the rest<lb />of the United States. At the same<lb />time, immigration (international<lb />migration) to the State increased<lb />substantially during the 1970s and<lb />1980s and though slowing, still re-<lb />mained substantial during the re-<lb />cession of the early 1990s.<lb /><lb />The Public Policy Institute re-<lb />port compares and analyzes a num-<lb />ber of long-term population projec-<lb />tions for California. Projections of<lb />the state Ts population diverge<lb />widely over time; the difference<lb />between the highest and lowest pro-<lb />jection is greater than 10 million<lb />people. These projections (from<lb />different agencies) imply very dif-<lb />ferent levels of population growth.<lb /><lb />Report on California Population Proj ections<lb /><lb />The highest projections suggest that<lb />California will need to accommo-:<lb />date another 20 million people by:<lb />2025, while the lowest suggest the<lb />state Ts population growth will tofal<lb />only about 8 million people between<lb /><lb />1995 and 2025. Total population -<lb /><lb />increases would amount to 29 per-<lb />cent of the state Ts 1995 population,  "<lb />according to the lowest series com-<lb />pared with 64 percent according to<lb />the highest series.<lb />Only the projections of the Cali-<lb /><lb />fornia Department of Finance and  "<lb /><lb />the Census Bureau provide race/<lb />ethnic detail. While the DOF and<lb />CB projections agree on the direc-<lb />tion of race/ethnic distributional<lb /><lb />changes in the state Ts population, .<lb /><lb />the projections differ on the magi: :.  o<lb />tude of those changes. In particular, «<lb /><lb />the DOF projects that 4  somewhat °° Ae<lb />larger share of the population will : -<lb />be white, and a somewhat smallér ; +<lb />share will be either Latino or Asian ° -<lb />and Pacific Islander than the CB:<lb />projects. According to the CB pto- - ;<lb />jections, no race/ethnic group cQF- +<lb />rently constitutes a majority  of  *<lb /><lb />California Ts population. According ;<lb /><lb />to the DOF projections, such a mg=  +<lb /><lb />jority will be reached between July}:<lb /><lb />2000 and July 2001. The CB projects -<lb /><lb />that by 2014, Latinos will be the.<lb />largest single race/ethnic group: ins<lb />the state, whereas the DOF projecis -°<lb />that will occur around 2021.<lb /><lb />The level of plausible variation<lb />in California Ts future population<lb />requires serious consideration by<lb />policymakers and planners. Plan-<lb />ners must consider several differ-<lb />ent future levels of California Ts<lb />population in developing their<lb />plans. Policymakers, obviously,<lb />must be attuned to the implications +<lb /><lb />of California Ts future growth rates. + T<lb /><lb />when to leave? How did they commu-<lb />nicate? How did they know what to<lb />bring? What to wear? (you know that<lb />wasn Tt always an issue with us.) How<lb />long would it take? All were issues<lb />when talking about  ogoing to free-<lb />dom somewhere. ? It Ts well-known<lb />that our people communicated by<lb />song. Allso-called  oslave songs ? were<lb />spiritual because our people were<lb /><lb /> owho they were and who Ts they<lb />were.. ?  oI Tm ready to give up this<lb />slave existence for anew (free) begin-<lb />ning, ? a code song for  oI Tm ready to<lb />run to freedom. ? Water songs, in par-<lb />ticular, were known as code or  oes-<lb />cape ? songs.  oWade in water, chil Tun ?<lb />is not.about a baptism.  oWade in the<lb /><lb />water ? meant  omeet at the river to-<lb /><lb />night, then train is coming. ?  oFollow<lb />the drinking court ? meant follow the<lb />river to freedom Ts light. Water was<lb />key to providing quick escape be-<lb />cause they shed clothes, cleaned their<lb />scents and threw off dogs. And water<lb />left no tracks.<lb /><lb />The average escape to freedom<lb />took between two to six weeks, de-<lb />pending on where you left. The aver-<lb />age rate of travel was 25 to 30 miles a<lb />day, mostly after sundown (unless<lb />there was cover or long stretches of<lb />clear land to travel by day). An aver-<lb />age travel group was five or less.<lb />Most of the escapes in the middle of<lb />the country went to Canada via Ohio<lb />and Michigan because of its proxim-<lb />ity to lakes and rivers,<lb /><lb />Also Ohio, being the country Ts<lb />most notorious anti-slave territory,<lb />provided greater cover for an other-<lb />wise very long and dangerous trip.<lb />Runaways went deep into Canada<lb />(twenty to 100 miles) so that<lb />slavecatchers couldn Tt easily pull<lb />them back across the border.<lb /><lb />From Kentucky into Canada (25<lb />miles past Detroit across the river)<lb />was about 350 miles. Alabama to<lb />Canada was about 800 miles. Ar-<lb />kansas to Canada was about 880<lb />miles. Mississippi to Canada was<lb />about 920 miles. This wasn Tt all flat<lb />land either. It was very rugged ter-<lb />rain and steep hill climbing.<lb /><lb />Women Ts aerobic fitness work-<lb />shops had nothing on  osistas ?<lb /> ostairmastering ? to freedom. And<lb />they ran with kids in tow. And the<lb />children knew to be quiet. Try tak-<lb />ing your children someplace today,<lb />run (walk  Tem fast) for 25 miles,<lb />then ask to stand someplace for an<lb />hour (much less several hours) with-<lb />out speaking (above a whisper). If<lb />it was my six year old, everybody<lb />would be caught because she ain Tt<lb />gonna stop askin T you  til you an-<lb />swer her, loudly:<lb /><lb />Where did runaways know where<lb />to stop? Safehouses provided sev-<lb />eral coded signs or signals that<lb />waved them in or told them to stay<lb />put. It could be as simple as  oleav-<lb />ing the light on ? at the Rankin House<lb />(one of the historically recognized<lb /><lb />Undergrourlt Railroad sites), which<lb />still sits 400 feet above the town of<lb />Ripley, Ohio on the banks of the<lb />Ohio River. This sitegalone guided<lb />2,000 people to freedom, mostly<lb />from Kentucky.<lb /><lb />Those little  ocolored ? lawn jock-<lb />eys that we find so offensive today<lb />provided great cover for the run-<lb />away then. At abolitionist Seth<lb />Marshall Ts house in Painsville,<lb />Ohio, a scarf around the jockey Ts<lb />right or left arm meant it was  osafe. ?<lb />The scarf around the jockey Ts neck<lb />meant, lay low. The light on (in the<lb />jockey Ts hand) meant he had space<lb />for runaways; light off meant he<lb />was full, and go to the next<lb />safehouse stop. That Ts really where<lb />roadside motels got  ocutting their<lb />lights off T when they were full "<lb />from the underground railroad.<lb /><lb />There is the Harding House (in<lb />Xenia) that had a tunnel from the<lb />outside well to the house basement<lb />(the well, tunnel and basement are<lb />all still intact; the house burned<lb />down in 1965) where runaways<lb />jumped in the well and hid by day<lb />and escaped by night. There Ts the<lb />Old Tavern on the Unionville, Ohio<lb />county line (still standing) that was<lb />the courthouse upstairs and slaves<lb />escape downstairs.<lb /><lb />During the time of the Slave Fugi-<lb />tive Law, every citizen had to cooper-<lb />ate with slave catchers. So when they<lb />handed runaways over to authorities<lb /><lb /> see ee<lb /><lb />they took them to court and while °<lb /> opapers were being verified, ? run- °<lb />aways would escape via tunnel under -<lb />the court house intoa graveyard across<lb />the street, which also happened to be<lb />in the next county. Not only would<lb />they have to catch them again (if they -<lb />could), they Tdhavetotake themtothe ;<lb /><lb />  ee wee<lb /><lb />court in the next county 50 miles * ~<lb /><lb />away.<lb /><lb />stands in Painesville) that housed -<lb /><lb />There Ts the Rider Inn(whichstill ~~<lb /><lb />many of the slave catchers, but had*. |<lb />several tunnels underneath (still<lb /><lb />there) whereby the owner could give<lb />runaways advance notice to hide or<lb />escape. .<lb /><lb />There T s the Fairport Harbor Light-.<lb />house that was operated by a federal<lb />employee that signaled ships when it<lb />was clear to come and pick runaways<lb />to take them to Canada via Lake Erie.<lb />There was the Second Baptist Church<lb />in Detroit (who's first seven pastors<lb />were undergrouund railroad conduc-<lb />tors) that still sits on the site where<lb />tunnels existed to harbor runaways<lb />(as many as 5,000 at a time) until<lb />conductors came to take them across<lb />the river,<lb /><lb />Cleveland and Detroit were sig-<lb />nificant landmarks on the freedom<lb />trial. And the earth was<lb /><lb />without form, and void; and dark-<lb />ness was upon the face of the deep.<lb />And the Spirit of God moved upon<lb />the face of the waters. And God said<lb />Let there be light: and there was<lb />light.<lb /><lb />Death and life are in the power of<lb />the tongue: and they that love it<lb />shall eat the fruit thereof (Proverbs<lb />18:21).<lb /><lb />Ever since the world was created,<lb />words have and always will play an<lb />important role in our lives. They<lb />determine whether we will be<lb />blessed or cursed. They will deter-<lb />mine if we will receive life or death<lb />in any given situation. Words.<lb />beloved. are powerful. if we had<lb />known then what we know today.<lb />our circumstances and_ situations<lb />would have had a different out-<lb />come, but because of the lack of<lb />knowledge. we went through a lot of<lb />things needlessly. | am not saying<lb />we would not have experienced<lb />what we did but had we known<lb /><lb />better. it would not have been so<lb />hard.<lb />Genesis 1|:1-3 are some very<lb /><lb />powerful scriptures.  "_ especially<lb />verses | and 3 and God said, Let<lb />there be light is a sermon by itself<lb />God could have easily created the<lb />light, darkness, the firmament, the<lb />days, etc.. but He chose to speak it<lb />into existence. Why? It demon-<lb />strates faiths The God-kind of faith.<lb />The faith that He gets from believ-<lb />ers. God had enough faith in His<lb />own words to believe that if He said<lb />it, it would comé to pass. God knew<lb /><lb />His word had power. He knew that<lb /><lb />one day we would be proclaiming<lb />the same word. Faith without works<lb />is dead. | believe that God did this<lb />to prove to us that life and death are<lb />in the power of the tongue and that<lb />if we have His faith, we could do<lb />likewise, So then faith cometh by<lb />hearing and hearing by the Word of<lb />God. When God's words went out,<lb />what He spoke materialized. How?<lb />The voice of His Word. God's word<lb />has a voice.<lb /><lb />We know that the Bible is the Word<lb />of God. but if you hold it up to your<lb />ear. you don't hear anything. The<lb />logos of God's Word makes no<lb /><lb />sound. It has no voice by itself Yes.<lb />it is His Word but it doesn't have<lb />sound until we give voice to it. We<lb />must give voice to God's Word!<lb />Why? Because angels hearken to<lb />that sound. I believe that when God<lb />spoke He gave voice to His Word.<lb />thereby causing the angels to bring<lb />it to pass. Just because the Bible<lb />says, "By his stripes, ye were<lb />healed." does not mean sou will<lb />receive the benefits of it. It won't<lb />work just because you read it in the<lb />Bible. It won t work just because<lb />you believe the Bible is true. It will<lb />work only when you get that word<lb />down in your spirit and give voice<lb />to it.<lb /><lb />Each time you talk contrary to<lb />God's word. the angels hear, back<lb />off and fold their hands. They can't<lb />work because they hearken to the<lb />voice of God's Word. How are<lb /><lb />angels going to hear the voice of<lb /><lb />His Word if you don't speak it? You<lb />have angels assigned.to you. What<lb />are you speaking? What are you<lb />proclaiming? Angels can't act in<lb />your behalf when T they hear words<lb /><lb />like, it's not working out. We will<lb />never get out of debt. I'll never have<lb />the money to make the payment on<lb />this car. You just watch, we'll lose<lb />our car." You are not voicing God's<lb />word. You are voicing the word of<lb />the enemy.<lb /><lb />By speaking those words of<lb />unbelief you are binding and pro-<lb />voking the angels. Not only that,<lb />you have loosed Satan to operate<lb />with those words. Again I ask, What<lb />are you voicing? Whatever you<lb />speak, the angels are listening.<lb />That's why it is important to read<lb />God's word aloud sometimes in<lb />your home during study time be-<lb />cause When the angels hear it, they<lb />are going to hearken only to the<lb />Word of God. You and I are the<lb />voice of God's word. Have your<lb />ever read the word in silence and<lb />then at other times aloud? Which<lb />benefited the most ? You can read<lb />"No weapon that is formed against<lb />thee shall prosper" and then read it<lb />audibly. and 1 guarantee it will<lb />quicken to your spirit quicker than<lb />when you read it in silence. Don't<lb /><lb />get me wrong by what | just said. |<lb />believe you can be blessed both<lb />ways but remember what St. John<lb />6:63b says  oThe words that I speak<lb />unto vou. they are spirit and they<lb />are lite. You can have what you say.<lb />It's time you start speaking things<lb />into existence. Proclaim those<lb />things that are not as though they<lb />were.<lb /><lb />This is a very broad topic<lb />concerning angels. As )ou can see,<lb />they played a major part in creation<lb />and they play a major part 1) Our<lb />lives. They do exist and thes: will<lb />and stand ready to work for us but<lb />only according to the word of God.<lb />Remember, if we don't give God's<lb />word a voice. then the angels have<lb />no voice to hearken to in the earth.<lb />The power of binding and loosing ts<lb />on earth. Daw<lb />Beaufort County School<lb />Laura Bilbro-Berry, second<lb />grade teacher at John C. Tayloe<lb /><lb />_ Elementary School, is Beaufort<lb /><lb />County's 1999-2000 Teacher of<lb />the Year.<lb /><lb />The announcement was made at<lb />a.  reception at Beaufor County<lb />Community College on August 19.<lb /><lb />In making the announcement,<lb />Board of Education chairman Dr.<lb />Jack F. Cherry read excerpts from<lb />her portfolio. When asked what<lb />her message would be if she were<lb />chosen as the North Carolina<lb />Teacher of the Year, Bilbro-<lb />Berry's response was: "I would<lb />communicate to others that we<lb />must do whatever it takes for the<lb />students T sake. In order to ensure<lb /><lb />. success for all students, we must<lb />be open-minded and innovative.<lb />As we head into the new millen-<lb />nium, it should be our mission to<lb />make education the most important<lb />aspect of our lives. We can<lb />accomplish this goal only by<lb />creating better partnerships, fos-<lb />tering open-mindedness and using<lb />innovative practices."<lb /><lb />Robert Belcher, principal at<lb />John C. Tayloe Sehool, said in his<lb />letter of recommendation: "I ad-<lb />mire Mrs. Berry's keen sense of<lb />organization and her attention to<lb />detail. She is very thorough and<lb />uses the computer as a vital tool in<lb />this area as well as classroom<lb />instruction. She is very intelligent,<lb /><lb />being an Honors Graduate and<lb />qeaching Fellow at UNC-Chapel<lb /><lb />1 a<lb /><lb />Cecelia Cutler, a parent from<lb />John C. Tayloe, wrote in her letter<lb />of recommendation: "Mrs. Berry<lb />has made a definitive and lasting<lb />impression on my children. She<lb />puts forth a considerable effort to<lb />ensure a quality education for all<lb />of her students. | am most appreci-<lb />ate to Mrs. Berry for the outstand-<lb />ing influence she has had in my<lb />family members' lives."<lb /><lb />Willie Joyner, computer skills<lb />and computer enrichment teacher<lb />from Belhaven Elementary School,<lb />was recognized as Teacher of the<lb />Year runner-up. Dr. Cherry cited<lb />this excerpt from Joyner's portfo-<lb />lio: "My message to the commu-<lb />nity would be to expect nothing<lb />but the best education for your<lb />child. It is also your responsibility<lb />to play a part in your child's<lb />development. Do not expect mira-<lb />cles to be worked in someone if the<lb />basic values have not been taught<lb />at home. We must all work<lb />together to ensure the success of<lb /><lb />our sons and daughters. We must<lb />do so by communicating openly<lb />and honestly about everyone's<lb />needs.<lb /><lb />Superintendent Dr. Curtis Rains<lb />announced that Andrea Roberson,<lb />principal at the Ed. Tech. Center,<lb />will represent Beaufort County as<lb />Principal of the Year.<lb /><lb />Commenting, Roberson, princi-<lb />pal said: "I feel that one of my<lb />greatest contributions in the field<lb />of education's being a role model<lb />and an example of success. When<lb />students see me, I would hope that<lb />they would see someone who has<lb />experienced _ obstacles yet<lb />achieved her goals in_ spite of<lb />them. There is no greater joy to me<lb />than to be able to influence the life<lb />of another, as I was influenced<lb />during my teenage years. I feel<lb />that teaching does not stop in the<lb />classroom but stretches into the<lb />community, churches and wher-<lb />ever we come in contact with our<lb />youth. ?<lb /><lb />This is Roberson Ts first year at<lb />the Ed. Tech Center. She was<lb />previously principal at S.W.<lb /><lb />Snowden for five and one half<lb />years.<lb />Each winner was presented<lb />flowers and. a plaque from the<lb />board of education. Bilbro-Berry<lb />and Roberson will represent the<lb />county in regional competitions to<lb />be held in October.<lb /><lb />Special guests attending in-<lb />cluded Representative Dr. Zeno<lb />Edwards; 1998-99 teachers of the<lb />year from various school; and<lb />board of education members, Betty<lb />Randolph, Billy Jefferson, E.C.<lb /> Peed, Bryant Hardison and Mac<lb />Hodges. This<lb />information was presented to an<lb />interview committee consisting of<lb />Norm Smith (retired educator),<lb />Ruby Bailey (retired educator),<lb />Daniel Mallison (field representa-<lb />tive for Congressman Eva<lb />Clayton), and Dr. Jack Cherry<lb />(board of education chairman).<lb /><lb />Shin He<lb /><lb />At<lb /><lb />Keith W. Cooper<lb />_- In 1998, I proposed the estab-<lb /> lishment of a Pitt County Human<lb />Relations Council to have jurisdic-<lb />tion throughout the entire county.<lb />that time, the Honorable<lb />Commissioner Farney Moore was<lb /><lb /> the sole commissioner (of nine) to<lb /><lb />advance the concept. Vacillation<lb />and procrastination notwithstand-<lb /><lb />ing. | was determined to succeed if<lb /><lb />NEED A JOB?<lb /><lb />LEARN A PROFITABLE<lb />1 SKILL IN ONLY SIX WEEKS!<lb /><lb />I had to walk that lonesome valley<lb />by myself. Thanks to people like<lb />Dr. Reginald Watson, Rev. Walter<lb />Sadler, and other faithful support-<lb />ers who made phone calls and<lb />encouraged the concept of a<lb />countywide council in other ways.<lb />we succeeded. On Monday,<lb />December 6, 1999, the Pitt County<lb />Board of Commissioners (PCBC)<lb />agreed to support the establish-<lb />ment of a Pitt County Human<lb />Relations Council.<lb /><lb />On December 6, Commissioner<lb />David Hammond became the new<lb />vice-chairman of the PCBC.<lb />Charles Gaskins was elected<lb />chairman. At that time, the<lb />Honorable Commissioner<lb />Hammond went down in history as<lb />the commissioner who _ insisted<lb />that the proposal for the council be<lb />placed on the agenda. He then<lb />encouraged a favorable vote on the<lb />issue. Commissioner Terry Shank<lb />(long-time human relations sup-<lb />porter) seconded Hammond's mo-<lb /><lb />tion. The PCBC voted 7-0 to<lb />support the idea of a countywide<lb />council. Two commissioners were<lb />absent during the historic vote.<lb />Commissioner Savage (who was<lb />vice-chairman until that historic<lb />day) asked to be excused to get<lb />some rest after-a return from New<lb />York. Commissioner Eugene<lb />James, who. lost his title as<lb />chairman, wanted to be excused to<lb />attend an out-of-town conference.<lb />Why did Mr. Hammond move<lb /><lb />on the issue? Well, Hammond.<lb />who has been in Pitt County for<lb />many years, realized that business<lb />as usual must be challenged. As a<lb />matter of fact, he has been a vocal<lb />supporter of justice for all and the<lb />need to open the channels of<lb />communication so that people of<lb />different cultures and backgrounds<lb />could talk more. This is the only<lb />way we're going to get meaningful<lb />solutions to the problems, which<lb />have been nagging this county for<lb />so long. It 1s true that the "journey<lb /><lb />of a thousand miles begins with<lb />one step." Hammond made that<lb />first step. This will be part of his<lb />legacy of praiseworthy achieve-<lb />ments for years to come.<lb /><lb />We, the hard-working,<lb />commitment-driven citizens of<lb />Pitt, need to take that second step.<lb />We must support action-driven<lb />dialogue to put solutions on the<lb />table. Too often, we've witnessed<lb />situations where people , in their<lb />suspenders and pinstriped shirts,<lb />attended meetings in "smoke-<lb />filled" rooms. The players, who<lb />sometimes choked on big Cuban<lb />cigars, talked just to hear them-<lb />selves talk. Once the dust cleared,<lb />nothing substantive was accom-<lb />plished. We are now poised to<lb />reach consensus in many impor-<lb />tant arenas with the new council.<lb />Some people say that talking<lb />about problems won't lead to<lb />constructive change. | say "malar-<lb />key." If this were true, we, as<lb />blacks, still would be slaves.<lb /><lb />Frederick Douglass and other<lb />abolitionists, through private and<lb />public discourse, negotiated a<lb />successful end to slavery with<lb /><lb />President Lincoln. Furthermore,<lb /><lb />had the NAACP not been formed<lb />around 1909 to fight the lynching<lb />of blacks, many black males might<lb />be seen hanging from a nearby tree<lb />with a cigar in their mouths. What<lb />about Dr. Martin Luther King,<lb />Rev. Ralph Albernathy, Rev. Jesse<lb />Jackson and countless other civil<lb />rights giants? They did more than<lb />talk; they acted. They got things<lb />done in such a way that will make<lb />our posterity proud. Through their<lb />efforts, we got the Civil Rights Act<lb />of 1964, the Voting Rights Act of<lb />1965, and the Civil Rights Act of<lb />1968. Hence, we must. never<lb />undermine the importance of<lb />Commissioner Hammond's auda-<lb />cious move on Dec. 6.<lb />What might fall within the<lb /><lb />purview of a countywide council?<lb />Discrimination in employment,<lb /><lb />Heel/Sew<lb /><lb />public accommodations, educa-<lb />tion, and age, disability, and wage<lb />discrimination would qualify for<lb />consideration. This council tran-<lb />scends race. It's about advancing<lb />human relations issue would  be<lb />fair play. Homelessness, jobless-<lb />ness, helping abused children,<lb />providing support groups to help<lb />women cope with breast cancer,<lb />and assisting elderly citizens with<lb />Arthritis and Alzheimer's Disease<lb />are still some of innumerable<lb />human relations concerns.<lb /><lb />The great poet, Langston<lb />Hughes, warned us of the danger<lb />of "dreams being deferred." The,<lb />countywide council was a dream<lb />come true. Moreover, George<lb />Bernard Shaw was right when he<lb />said, "Some people see things as<lb />they are and ask," "why?" I dream<lb />of things that never were, and<lb />ask,"  owhy not?" Jones<lb /><lb />Jesus, the World's Savior<lb /><lb />Isaiah 9:6,7 is a wonderful<lb />prophecy of the birth of Jesus<lb />and the worldwide scope of<lb />the government over which He<lb />will preside. To understand<lb />what His rulership will mean<lb />for the people, this prophecy<lb />assigns several very meaning-<lb />ful titles to Him. Says the<lb />prophet, "His name shall be<lb />called Wonderful,: Counselor,<lb />The mighty God, The everlast-<lb />ing Father, The Prince of<lb />Peace."<lb /><lb />Some Hebrew scholars claim<lb />that no punctuation should<lb />follow the word "Wonderful,"<lb />that it is merely an adjective,<lb />like the word "mighty" in the<lb />title "The mighty God" and<lb />the word "everlasting" in the<lb />title "The everlasting Father."<lb /><lb />¢ pp 4<lb />é<lb /><lb />We know of course, that Jesus<lb />is "Wonderful." No matter<lb />from/what standpoint we view<lb />the Master, He is<lb />"Wonderful." But it does seem<lb />reasonable that here the Lord<lb />is telling us primarily that<lb />Jesus is a "Wonderful<lb />Counselor."<lb /><lb />The term "Counselor," as<lb />used in this prophecy, means<lb />more than one who gives<lb />advice; it is more like our<lb />word attorney; that is, one<lb />who represents a client before<lb />the bar of justice. It will be in<lb />this capacity that Jesus will act<lb />when He serves as "Mediator<lb />between God and men."<lb /><lb />(I Timothy 2:4-6) His work as<lb />Counselor will be closely akin<lb />to His role as Judge. In both<lb /><lb />of<lb /><lb />respects He will be dealing<lb />with the people for the pur-<lb />pose of effecting. their recon-<lb />ciliation with God, and upon<lb />the basis of this, giving them<lb />everlasting life. Their membership is<lb />comprised of licensed beverage<lb />accounts organized under state<lb />and city-wide chapters across<lb />this country. NUMBA members<lb /><lb />are owners and operators of T<lb /><lb />bars, taverns, grocery stores,<lb />package stores, convenience<lb />stores and restaurants.<lb />organization Ts total membership<lb />is well over 1,200 small and<lb />medium-sized businesses.<lb /><lb />Cornelious said the removal<lb />of Pepsi products was in<lb />response to Pepsi Ts refusal to<lb />support NUMBA and its cut-<lb />ting-edge programs.  oPepsi<lb />Cola has steadfastly refused to<lb />support our organizations and<lb />any of its programs. Seventy-eight per-<lb />cent of the fourth grade students in<lb />Harlem, South: Bronx, and Bedford<lb />Stuyvesant scored far below grade; in<lb />reading and writing simple English.<lb /><lb />Shipwrecked Sysytem<lb /><lb />Given the resources available, the<lb />shipwrecked public school system<lb /><lb />at the sorry state of libraries in the 625<lb />elementary schools. The State Library<lb />Division admitted that 550 elementary<lb />school libraries reported the lack of a<lb />certified school librarian. State offi-<lb />cials said that most libraries in ele-<lb />mentary schools were poorly super-<lb />vised by uncertified librarians or by<lb />teachers who lacked basic library<lb />skills. Many school libraries were<lb />assigned to paraprofessional clerks<lb />who don Tt possess library skills.<lb /><lb />New York State law orders that the<lb />New York City School Library System<lb />give all elementary schoolchildren<lb />access to libraries located within their<lb />schools. Libraries, known as  oSchool<lb />Library Media Centers, ? are of no use<lb />to students unless a certified school<lb /><lb /> | librarian is on duty to assist children<lb /><lb />with computers and to teach them how<lb />to find information they need for<lb />homework. New York City Ts Board of<lb />Education ignores the state law, which<lb />requires that all schools have a func-<lb />tioning library system that assures a<lb />method of delivery of library materials<lb />to students.<lb /><lb />We have a two-tiered<lb />educational system.<lb /><lb />The families of tens of thousands<lb />of students survive on incomes below<lb />the poverty level. Parents cannot<lb />afford to spend money on books and<lb />magazines. When<lb />depnve children of librames super-<lb /><lb />public schools<lb />vised by trained teachers. hundreds of<lb />thousands of children may never leam<lb />to read. wnte, or reason well enough<lb />to work for a living as adults. In the<lb />modem age of television and videos.<lb />reading books is going out of style for<lb /><lb />should not surprise anyone. Just look<lb /><lb />  SING<lb />ARIES<lb /><lb />erican children. Unless<lb />ols are equipped with<lb />trained librarians, New<lb />en will remain dumb-<lb />Znorance. The proof?<lb />Keon of third graders<lb />now need remedial classes in reading!<lb /><lb />Surveys show the American people<lb />vote education as their number one<lb />priority. In New York, however, politi-<lb />cians have been attacking education.<lb />Tuition has been jacked up at CUNY<lb />and SUNY colleges while funding for<lb />lower early grade class size and uni-<lb />versal pre-kindergarten has been cut.<lb /><lb />The lack of adequate library facili-<lb />ties is another example of the state's<lb />disinvestment in the city Ts public<lb />schools. Not only does the city receive<lb />thousands of dollars per student less<lb />than downstate suburban districts. It<lb />even gets about $2,000 per student less<lb />than other urban areas such as Buffalo<lb />and Yonkers. We have a two-tiered<lb />educational system, one for New York<lb />City and the other for the rest of the<lb />State.<lb /><lb />The corrosive effects of funding<lb />inequity can be seen in the test scores,<lb />but the worst may be yet to come. The<lb />Board of Regents has stiffened stan-<lb />dards for high school graduation. All<lb />students must now pass a toughened<lb />English Regents exam in order to<lb />graduate. Raising standards should<lb />provide a better education for stu-<lb />dents and enhanced the quality of a<lb />diploma from the city Ts school system.<lb />But how will students who have fallen<lb />behind grade level in reading as early<lb />as third grade be able to handle this<lb />heightened requirement? It is clearly<lb />unfair to throw stiffer standards at stu-<lb />dents and deprive them of more and<lb />better resources from an early grade.<lb /><lb />Racism Rears<lb />Its Ugly Head<lb /><lb />Make no mistake about it, the<lb />issue of spreading dumbness is about<lb />race! Imagine the response of local<lb />officials. school boards. and the state<lb />if three-fourths of the students in<lb />wealthy white school districts in<lb />and Suffolk<lb /><lb />Counues failed a reading test. New<lb /><lb />Westchester. Nassau.<lb />York City schools are 8% minonties -<lb />Black. Hispame. and Asian. Who Ts extreme now?<lb />In the study, economist Steven D. Levitt<lb />of the University of Chicago and Stanford<lb /><lb />Law School Professor John J. Donohue III<lb /><lb />conclude that legalized abortion might ex-<lb /><lb />plain why American experienced an overall<lb /><lb />.} reduction in crime from 1991 to 1997.<lb /><lb /> ] This study is so dangerous it is hard to<lb />know where to begin. But let me start with<lb />some historical perspective. Earlier in this<lb />century, Planned Parenthood founder Mar-<lb />garet Sanger and her followers advocated a<lb />brand of ethnic cleansing called eugenics.<lb />Eugenics is defined as a movement dedi-<lb />cated to improving the human species<lb />through the control of hereditary factors in<lb />mating. Sanger Ts agenda was to  oencour-<lb /><lb /> age more children from the fit and less<lb />from the unfit. ?<lb /><lb />One of the ways Sanger sought to imple-<lb />ment her eugenics policy was to partner<lb />with Black religious leaders to encourage<lb />Black women to. abort their babies. She<lb />called this the  oNegro Project. ? Sanger<lb />said,  oThe most successful educational ap-<lb />proach to the Negro is through religious<lb />appeal. We do not want word to go out that<lb />we want to exterminate the Negro popula-<lb />tion, and the minister is the man who can<lb />straighten out that idea if ever occurs to<lb />any of their more rebellious members. ?<lb /><lb />While African-Americans survived the<lb />Negro Project,  oLegalized Abortion and<lb />Crime ? resurrects Sanger Ts ideas.
