<lb />Serving Eastern North Carolina Since 1981<lb /><lb />TAMPA, Fla. The Rev.<lb />Henry Lyons; former presi-<lb />dent of one of the nation's<lb />largest Black church organi-<lb />zations, on June 18, was<lb />ordered to repay $5.2 million<lb />for bank fraud and tax<lb />evasion.<lb /><lb />Rev. Lyons, already serving<lb />five and one half years in<lb />state prison for bilking com-<lb /><lb />panies and<lb /><lb />stealing from charities, also<lb />was sentenced by a federal<lb />judge to four years.and three<lb />month~ behind bars. But the<lb />federal sentence will be<lb />served concurrently with the<lb />state sentence.<lb /><lb />"Il do ask for mercy today,"<lb />Rev. Lyons told U.S. District<lb />Judge Henry Lee Adams Jr.<lb /><lb />"I'm 57. I don't have a lot of<lb />time to right all the wrong I<lb />have done." Rev. Lyons<lb />pleaded guilty March 17.to<lb />fedral charges related to his<lb />business dealings as head of<lb />the National Baptist<lb />Convention USA. Removing<lb />the language from state law<lb />requires voter approval although<lb />the impact would be almost<lb />purely symbolic. A few school<lb />districts had been quietly<lb />experimenting with uniforms<lb />for years, but the issue caught<lb />President Clinton's eye after<lb />the Long Beach, California<lb />school district released some<lb />numbers suggesting that after<lb />only one year, its mandatory<lb />uniform policy had not only<lb />brought about _ significant<lb />decreases in vandalism and<lb />fighting, but had also led to<lb />higher test scores. Now that<lb />the<lb />has elevated school uniforms<lb />into the realm of federal<lb />education policy, a question<lb />needs to be answered: Are<lb />uniforms a good idea?<lb /><lb />The most concise response<lb />to this question is, nobody<lb />knows. The superintendent of<lb />the Long Beach School District<lb />claims that the district's<lb />self-generated data~ showing<lb />decreases in certain form of<lb />student misconduct is proof<lb />that uniforms work. But other<lb />steps to improve student<lb />behavior, like increasing the<lb />number of teachers patrolling<lb />the hallways during class<lb />changes, were also taken by<lb />the district around the same<lb />time the uniform policy was<lb />introduced. Without further<lb />study, it is impossible to say<lb />with any certainty that the<lb />uniforms were responsible for<lb />the changes. The fact is that<lb />there are no empirical studies<lb />that show that uniforms<lb />consistently produce positive<lb /><lb />President's endorsement °<lb /><lb /> " ey<lb /><lb />The Minority Voice: June 17 - July 7, 1999<lb /><lb />¥<lb /><lb />School Uniforms<lb /><lb />SPECIAL COMMENTARY<lb /><lb />Loren Siegel<lb /><lb /> 4 :<lb />changes in student behavior<lb />over the long run. At best,<lb />school uniform policies are<lb />purely experimental.<lb /><lb />The experiment presents<lb />some very practical problem,<lb />First, although President<lb />Clinton said he _ supported<lb />uniforms oif it means that<lb />teenagers will stop killing each.<lb />other over designer jackets, ?<lb />the Long Beach policy, like<lb />virtually every other uniform<lb />policy in the country, applies<lb />only to elementary and middle<lb />school students, and not to<lb />teenagers. While younger<lb />children may be amenable to<lb />uniforms "might even like<lb />them "teenagers are different.<lb />It's axiomatic that adolescence<lb />is a time when young people<lb />strive to express. their<lb />uniqueness and individuality<lb />in many different ways, and<lb />especially through fashion. Of<lb />course as_ several political<lb />cartoonists have pungently<lb />observed, teens are already in<lb />uniform-baggy pants, T-shirts<lb />and baseball caps worn<lb />backward. But: these are<lb /> ouniforms ? of teens' own<lb />choosing, and not fashions<lb />dictated from above. School<lb />administrators and _ teachers<lb />know the teenagers are sure to<lb />rebel against uniforms<lb />policies; that's why so far<lb /><lb />ducal Your Chie<lb />0 heat<lb /><lb />, ef<lb />Director, Public Education Dept., ACLU<lb /><lb />they've been reluctant to<lb />impose them at the high school<lb />level.<lb /><lb />Second, for a public school<lb />uniform policy to be legal, it<lb />has to have an opt out<lb />provision. Every child in this<lb />country has the right to a<lb />public school education, and<lb />that right cannot be<lb />conditioned upon compliance<lb />with a uniform policy. Some<lb />parents and children will have<lb />religious objections to<lb />uniforms. Others won't want<lb />to participate aesthetic<lb />reasons. If given a choice, it is<lb />hard to imagine that most or<lb />even many teenagers will opt<lb />to wear the uniforms.<lb /><lb />Beyond these practical<lb />considerations, the call for<lb />school uniforms is not<lb /><lb />constructive because it is a<lb />Band Aid solution to a set of<lb />serious problem that defy my<lb />answers. There is something<lb />profoundly cynical about our<lb />political leaders promoting<lb />uniforms in the face of<lb />crumbling school buildings,<lb />overcrowded classrooms, and<lb />dwindling education funds.<lb />The debate over uniforms is a<lb />diversion. Attractive, modem<lb />and safe school buildings,<lb />small class sizes, schools with<lb />well stocked libraries, new<lb />computers and an way of<lb /><lb />ae2 8288<lb /><lb />y Voice Editorials<lb /><lb />elective courses like musi¢,<lb />drama and art "those are the<lb />kinds of changes that would<lb />produce long lasting and<lb />dramatic improvements in<lb />student deportment and<lb />achievement. But of course<lb />that would require us to<lb />invest, rather than disinvest,<lb />in our public school system.<lb /><lb />If policy makers are serious<lb />about finding solutions to the<lb />problem of school violence,<lb />maybe they should ask the<lb />real experts: the students<lb />themselves. The ACLU<lb />recently conducted a series of<lb />focus groups and discussions<lb />with high school students and<lb />asked them what they thought<lb />would help. Uniforms didn't<lb />am make it onto the list. Cooper<lb /><lb />On Monday June 21, 1999, the Pitt County Board of<lb />Commissioners approved the<lb />final budget for Fiscal Year 1999-2000. Unfortunately, there is<lb />not much in that budget to put smiles on the faces of blacks in<lb />this county of over 126,000 residents. There are many<lb />"missed opportunities" that should have been met and numer-<lb />ous mistakes which should've been avoided. Why would com-<lb />missioners agree to set aside $800,000 for a new animal<lb />shelter when too many people are homeless? The "animal cas-<lb />tle" should not have been a top priority. Commissioners<lb />missed a chance to give the Pitt County School System the $3<lb />million requested for increased teacher salaries and supple--<lb />ments, Curriculum and Instruction, local non-certified per-<lb />sonnel, etc. Teachers' supplements are below the state average<lb />along with per-pupil spending. What about Mental Health?<lb />Many vital Mental Health programs, like Respite, have been<lb />cut or devastated. The satellite offices in Farmville, Ayden,<lb />and Bethel were closed due to Mental Health's budget short-<lb />fall ($1.8 million). In 1946, about 1.2 million<lb />students were taught at home this<lb />figure Is growing, at a rate of 15<lb />percent a year and will skyrocket<lb />as more parents begin working at<lb />home.<lb /><lb />7) Students will begin going to<lb />school only two or three day's a<lb />week and Instead use on-line<lb />"distance learning", software and<lb />televideo phones to participate in<lb />a virtual classroom. A special-<lb />ist, thousands of miles away will<lb />examine you via a long-distance<lb />doctor or patient monitor, foods to<lb />eat will take resourcefulness, as<lb />more bacterial scares ". will<lb />surface -just magnify the tainted<lb />apple juice situation.<lb /><lb />9) The hottest rage is going to be<lb />longevity centers rangng from<lb />family clinics to luxury retreats.<lb />These will feature clean air,<lb /><lb />clean water and doctors schooled<lb />in anti-aging therapies who teach<lb />you how to improve your health.<lb /><lb />10) Fast food for the increasingly<lb />health-conscious will mean clean,<lb />pesticide-free food--not burgers<lb />and fries.<lb /><lb />By: The Tutarist (Gerald Celent,<lb />Director of Trends Institute and<lb />author of Trends 2000. This is a camp for<lb />children, regular everyday children,<lb />with one exception; these children<lb />have developmental disabilities.<lb />Started by the Arc of Pitt County<lb /><lb />-¢ight years ago, the camp is<lb />designed for children ages 5-21 with<lb />significant medical, physical, behav-<lb />ioral and cognitive impairments<lb />associated with their developmental<lb />disability.<lb /><lb />This year the camp, or "Summer<lb />Days" as it is called has 16 campers,<lb />a staff of three and many volunteers<lb />who lend a helping hand. On any<lb />given day it is not unusual to<lb /><lb />see campers engaged in gross motor<lb />play, or what camp counselor, Annie<lb />Suffon, calls our exercise, "It's<lb />basically vigorous activity, to stimu-<lb />late their brains and bodies. We<lb />have fun doing things like relays,<lb />jumping and counting cadence,<lb />Annie says, "just like the military. ?<lb />This camp is not all work however;<lb />the campers and the staff alike get<lb />involved in all of the activities the<lb /><lb />children participate in. "From skat-<lb />ing to bowling, ? Annie says, "we do<lb />it all. That way a child who uses a<lb />wheel chair still gets to do the same<lb />things as any other child would do.<lb />It's not important how they do it<lb />just so long as they do it." And these<lb />campers are doing it all. Tonia<lb />Drake, mother of 6-year-old<lb />Eunique Drake who has attended<lb />the camp for the past two years,<lb />loves the atmosphere and the staff.<lb />"It lets Eunique interact with kids<lb />who are just like she is, handi-<lb />capped, and not only that she gets<lb />to do things that I may not be able<lb />to do with her all the time." A good<lb />atmosphere for children to learn and<lb />play is what Sybil Keesbury; also a<lb />camp counselor calls the camp.<lb />"You've never seen children more<lb />excited than these kids, couldn't<lb />imagine doing anything else with<lb />my time. Sybil, who works at Ayden<lb />Elementary in the preschool disabil-<lb />ity program, is very familiar with<lb />special needs children but admits<lb />that there is a stigma to "special<lb />education." "There's a lot of fear,<lb />and fear breeds ignorance. People<lb />just aren't educated on dealing with<lb />these children," Sybil says. Which<lb />explains why a camp like this type<lb />is necessary, and answers the<lb />question of why these kids aren't in<lb />other camps across Pitt, County<lb />.Brook Owens, an ECU stundent<lb />majoring in Occupational Therapy<lb />and a counselor assistant at the<lb />camp believes that working with<lb />children is just basically, "common<lb />sense"<lb />"It's not something you can learn<lb />from a book, but by interacting with<lb />kids. You can't study a kid from a<lb />book." Regardless of the individual<lb />need of the child or the extent of the<lb />disability, all of the kids like the<lb />sign out front of South Greenville<lb />Elementary School says, are great<lb />kids.<lb /><lb />round The<lb /><lb />Debut of Local Recording<lb />Company Hits New York.<lb /><lb />By: Michael Adams<lb /><lb />Many thanks to Divine Destiny<lb />Recording Company who gave me<lb />the opportunity to join them in the<lb />debut of their up and coming CD<lb />releases. "/<lb />managed and promoted several<lb />secular groups over the years and<lb />now | am very excited being called<lb />to Gospel Music."<lb /><lb />Taffye Benson Clayton, who is also<lb />the wife of Reuben Clayton/<lb />President, is a founding partner of<lb />Divine Destiny. She was at one<lb />time an R&B urban ballad writer,<lb />with a working experience of over<lb />ten years, traveling from Florida,<lb /><lb />Alfreda Hyman/ Founding Partner<lb />and Director of Divine Destiny.<lb />Alfreda has been in this business for<lb />a while and she's been in several<lb />groups and she has finally found her<lb />niche. Her personality and drive<lb />make her special! When asked her<lb />purpose in starting a recording<lb />company, she said, "/ wanted a<lb />non-traditional company _ that<lb />would keep the artist's endeavors in<lb />mind." This comes from her<lb />personal experiences, after seeing<lb />former artists confused and crushed<lb />by the demanding workings of the<lb />music industry.<lb /><lb />Sandra Barret/ Vocalist<lb />Extraordinaire. Sandra's first pro-<lb />fessional experience was at twelve<lb />years old, singing at a graduation<lb />ceremony, during the time when the<lb />only participants in such a cere-<lb />mony were adults and professionals,<lb />of said age group. During her<lb />pre-teen years, she performed with<lb />her high school choir. Her part<lb />expeiences includes, (3) Previous<lb />live recordings, a Touring of<lb />Europe (twice), her vocal talents<lb />were featured in a number of plays,<lb />she is an actress, cosmotologist and<lb />salon owner. She had the opportu-<lb />nity of being featured on a national<lb />syndicated Gospel program,<lb />"Inspiration Across America." It is<lb />now a privilege to hear the freedom<lb />in her singing.<lb /><lb />This now brings me to the event<lb />itself. Divine Destiny oShow Love ?<lb />CD Debut Tour. On Saturday, June<lb /><lb />i<lb /><lb />Making it against the odds Divine Destiny '99 "Show Love" Tour.<lb /><lb />By Myra Wooten<lb /><lb />19th, the first of two parts of the gospel music, in the form of radio : 1<lb /><lb />tour took place at Holy Unity<lb />Cathedral, Jamaica, Queens. This<lb />fine cathedral, is pastored by,<lb />Bishop Richard D. Moore.<lb /><lb />Accompanying me was Ms. Brenda<lb />Rouse, representing WTOW Joy<lb />1320AM of Washington, NC.<lb />When we entered the church, we<lb />then walked into the sanctuary, took<lb />our seats and waited, along with<lb />others, for the beginning of the<lb />show. The M.C. (Rev. Milton<lb />Sutton) took his place. Two of the<lb />industries more experienced per-<lb />sonnel in bringing new artists and<lb />bringing product to the gospel<lb />music circuit attended. They were<lb />Mr. Gentry McCary of Las Vegas,<lb />Nevada, a nationally known gospel<lb />industry consultant and Mr. Skip<lb />Barrett, Jr, Director of A&R at<lb />Myrrh Records, who was instru-<lb />mental in signing the likes of, The<lb />Thompson Community Singers,<lb />Marvin Sapp, Greg O'Quin, and<lb />Shirley Ceasar. Antoine and Dion,<lb />The D&D Dance Team, performed<lb /><lb />and concert, this new team of<lb />vibrant, energetic, well rehearsed<lb />artists, even left me speechless. On<lb />@ personal note, if the show wasn't<lb />up to parr, it's doubtful that I would<lb />have ventured to the following<lb />evening's showing at Holy Unity<lb />Fountain of Praise, where the<lb />Sheperd is, Pastor Dorothy Hyman<lb />(Alfreda's mother), a woman with a<lb />very warm spirit. The greeting we<lb />received at the 11 am service made<lb />me comfortable enough to return at<lb />5 pm to view the evening show.<lb />This group of artists possess vocal<lb />talents that would make each<lb />individual a solo artist in their own<lb />right. In my estimation, Divine<lb />Destiny is well on its T way to<lb />becoming one of the Top Gospel<lb />Headliners in the Nation!<lb /><lb />Brandon Lovett/ Road Manager and<lb />William Chadwick, his assistant,<lb />engineered the movement of the<lb />entourage of Divine Destiny, as if<lb />they were long-term professionals.<lb /><lb />to the Hip Hop, Urban Music of Again | want to take this opportu-<lb />"CP/Tyme". <lb />In the 1950's segregation was going strong in the United States. A man named Oliver<lb />Brown went to the court because his daughter was not allowed to attend a white school.<lb />He won his case.and in 1954 the court found that indeed segregation was<lb />unconstitutional. On the evening of December 1, 1955. Rosa Parks got on a bus in<lb />Montgomery Alabama. She paid her fair and got a seat in the middle of the bus A little bit<lb />later a group of white men got on the bus the driver told all the blacks to go to the back of<lb />the bus Rosa did not leave. The bus driver came back and said move.<lb /><lb />Rosa simply said no. She was arrested right then and there. Some of her friends came to<lb />get her out of jail they got her out. That was the beginning of the bus boycott. It was<lb />successful and the court decided that segregation was bad.<lb /><lb />DAY CARE CENTER<lb /><lb />Is A "AA" Licensed Child Care Facility<lb /><lb />e Certified Professional Staff<lb />e Hot Meals & Snacks<lb /><lb />e Open Door Policy For Parents<lb />e Academy Preschool Programs<lb /><lb />e Structured Pre K Programs e Individualized Infant Care<lb />e Transportation Pick Up<lb /><lb />1st, 2nd, & 3rd Shifts<lb />Available<lb /><lb />Pa ee ee ee ee 2 |<lb />Pa ee ee ee ee ee 2 2 eo<lb /><lb />Finally, an affordable<lb />sweep account for small<lb />businesses like yours.<lb /><lb />Appreciation Service<lb />For<lb /><lb />Deacon Charlie Evans<lb /><lb />Traditionally, sweep accounts<lb />have been designed for large<lb />companies only.
