"We are now splintered (on the<lb />House  side]." Fitch continued.<lb />There are some who are called<lb /> dissidents T...and [others] labeled<lb />as  good folks T. �<lb /><lb />"Historically we call that  house<lb />niggers T and  field niggers T ', and |<lb />am one of those ticld niggers, � Fitch<lb />said. "I am<lb /><lb />one of those who is tired of my back<lb />being bent, tired of picking cotton<lb />for less than the regular wage, and<lb />so | am attempting with others to<lb />speak out on what | think to be<lb />right." Supposedly one of the<lb />"other" kind, according to Fitch's<lb />historical example, Black Caucus<lb />chairman, Representative<lb />Thomas Wright [D-New Hanover],<lb />was sitting in the back of the room<lb />listening to his colleague's<lb />comments.<lb /><lb />He was not smiling.<lb /><lb />"I see my colleague, Representative<lb />Wright has<lb /><lb />come in. You can read a lot about<lb />him in the press, and read [about]<lb />me on the opposite side That's fine,"<lb />Fitch said." We sit right in front<lb />of each other and right<lb /><lb />behind each other. and Sometimes |<lb />Speak to him, and sometimes |<lb />don't." Sometimes I say 'good<lb />moming T, and sometimes | don't."<lb />Fitch recounted for the<lb /><lb />Deltas why, after a majority of<lb />House Black Black Caucus mem-<lb />bers .<lb />led by Wright, reneged on<lb />their promise to back Wake<lb />Representative Dan Blue's bid to<lb />retake the House speakership last<lb />January causing him to lose to<lb />Representative Jim Black by one<lb />vote, Blue, Fitch and four other<lb />Black House Democrats<lb />joined with the 54 House<lb />Republicans and other<lb />"dissident" white Democrats to<lb />take control of key measures impor-<lb />tant. to the Black community<lb /><lb />from the Democratic majority.<lb />The power grab has made<lb />Speaker Black look impotent,<lb />Governor Jim Hunt nervous, the<lb />other 11 House Black Caucus very<lb />angry, particularly since as a group,<lb />they haven't distinguished them-<lb />selves on any piece of legislation so<lb />far this session.<lb />Representative W. Pete<lb />Cunningham [D.Mecklenburg], in<lb />fact, publicly blamed Blue and his<lb />")"Defiant Five" for being  The<lb />problem" that keeps the caucus<lb />divided.<lb />After a few choice words last week,<lb />Blue refused respond to the "non-<lb />thoughtful" charge in The<lb />Wilmington Journal "Some say.<lb /> Why now?" Representative Fitch<lb />told the Deltas. "I've been taught<lb />and | have read that we have as a<lb />race of people, politically no<lb />permanent friends and no perma-<lb />nent enemies. We only have a<lb />permanent interest." That perma-<lb />nent interest, as far as I'm con-<lb />cerned, [is] people of color. �<lb />"Now if six of us can make<lb />headlines in the newspaper, if we<lb />can make the leaders of this state,<lb />from the governor on down, finally<lb />listen to what<lb />Black folks have to say, then. my<lb />God what could 17 of us do"" Fitch<lb />asked.<lb />He urged the Deltas to contact<lb />their Black lawmakers, "praise"<lb />them, and tell them that "we have to<lb /><lb />listen to what Black folks have to say, then my God what could 17 of us do 2" Ftch asted<lb /><lb />work for the good of us all."<lb /><lb />"If you don't keep up with what's<lb /><lb />going on in this building, you will<lb /><lb />never be able to become effective<lb /><lb />advocates for what you think to be<lb />the right thing you want<lb /><lb />to have accomplished, � he said.<lb />Black people have always been<lb /><lb />pivotal in bringing about the kind of<lb /><lb />change that has benefited everyone,<lb />Fitch<lb /><lb />continued, but in order to do that,<lb />they have to seated at the decision-<lb />making table, and be able to<lb /><lb />leverage their power. That means |<lb /><lb />there is a role for everyone to play.<lb />"History tells us that Martin<lb />Luther King, Jr. was a great leader,<lb />but he was a great leader only<lb />because there was a Malcolm X, a<lb />Stokely Carmichael, and an H.<lb /><lb />Rap Brown," Fitch said. "So we all<lb />have a place to fill in this whole<lb />world.<lb />"Don't expect us (Black<lb />Caucus members) just<lb />because we're all Black, to come up<lb />here, lockstep. and do everything<lb />that everybody else in leadership<lb />would want us to do."<lb />When Fitch finished his<lb />remarks, he stepped down<lb />from the stage, said good-bye and<lb />even hugged several well wishers as<lb />he left the room. walking right past<lb />a seated Representative Wright.<lb />There were no hugs, or even a<lb />good-bye from, or for his colleague.<lb />"As I begin my. remarks, let me<lb />first give all glory, honor and<lb />thanks to my Creator,"<lb />Representative Wright told the<lb />Deltas as he followed Fitch on the<lb />program. "You see it is He<lb />who gives me the strength,<lb />wisdom...and yes the tolerance to<lb />serve here in the North Carolina<lb />General Assembly �.<lb /><lb />In obvious reaction Fitch's<lb />portrayal of a divided caucus,<lb />Wright, the chairman then said, "I<lb />bring<lb />greetings on behalf of the mem-<lb />bers."<lb /><lb />"Yes, all 24 members of the<lb /><lb />N.C. Williams is an<lb />Edgecombe County resident who<lb />was born and grew up in Nash<lb />County North Carolina. After<lb />graduating from Southern Nash<lb />Senior High, where he was a star<lb />Football player, He served three<lb />years in the US Navy. Stationed<lb />aboard the USS Saratoga Linwood<lb />traveled to several different coun-<lb />tries; Spain, France, Italy, Turkey,<lb />Africa, etc.<lb /><lb />After military Lynwood married<lb />the former Ms. Betty L. Vick, a<lb />childhood acquaintance,from Red<lb />Oak, N.C. Together they have four<lb />children. They've been married for<lb /><lb />22 years and counting.<lb /><lb />Shortly after leaving the Navy<lb />Lynwood Williams (better known as<lb />"LJ" by those who know him well)<lb /><lb />joined the Nashville Police<lb />Department. He was later hired by<lb />the Rocky<lb /><lb />Mount Police Department as a<lb />Patrol Officer. During his 10 year<lb />tenue with the Rocky Mt. Police<lb />Dept. Lynwood became one of<lb />Eastern North Carolina's first<lb />DARE Officers. During this time<lb />Williams also completed a four year<lb />college degree in Criminal Justice<lb />at Shaw University. Williams would<lb />go on to complete studies at UNC<lb />at Chapel Hill,and the University of<lb />Georgia in Athens Georgia.In 1990<lb />Lynwood Williams left the Police<lb /><lb />Department to take a job at<lb />Edgecombe Nash Mental as a<lb />Substance Abuse Counselor. He<lb />later transferred to another depart-<lb />ment at Mental Health as Substance<lb />Abuse Education Consultant. While<lb />in this role Williams became the<lb />Director of a Community Youth<lb />Prevention program called EPIC.<lb />The EPIC<lb />program was started by Mr. Larry<lb />Blossom. During this time Williams<lb />also served on several different<lb />boards in the city and county. One<lb />of these boards was the Edgecombe<lb />County Criminal Justice Partnership<lb />Advisory Boards. In 1993 Lynwood<lb />started his own part time business<lb />called Prudence Consulting Firm.<lb />While serving on the Criminal<lb />Justice Partnership Advisory Board<lb /><lb />(i<lb /><lb />Lynwood helped write the grant for<lb />the Edgecombe County Day<lb />Reporting Center. The Day<lb />Reporting Center is<lb /><lb />a rehabilitation program for adult<lb />offenders. He was later hired by the<lb />County to implement and direct the<lb />project. Williams likes<lb />to mention the fact that when he<lb />took on this tremendous task the<lb />County had never seen a Day<lb />Reporting Center. Williams also<lb />states that for starters he was given<lb />a folder and an office<lb /><lb />space and told to get started. Four<lb />years later the Day Reporting<lb />Center is currently a three story,<lb />6000 square feet facility that houses<lb />18 professional staff The Center has<lb />memorandums of understanding<lb />with Edgecombe Nash Mental<lb />Health Center, Edgecombe<lb />Community College, = NET's<lb />Transportation Services,<lb /><lb />Vocational Rehabilita-<lb />tion,Employment Security, and<lb />other human service  agen-<lb />cies.Lynwood J. Williams has also<lb />been very active in other civic<lb />activities. In 1997 Williams made a<lb />very impressive run for the Rocky<lb />Mount City Council. After waging a<lb />very active campaign against a 12<lb />year incumbent Williams came<lb />within 47 votes of a victory. When<lb />asked how he felt about the close<lb />race Williams just cast one of his<lb />trade mark smiles and said "politics<lb />is certainty for the brave at heart. |<lb />had so much flin this time | think |<lb />will do it again Linwood J.<lb />Williams is currently _the<lb /><lb />Chairperson of the Edgecombe<lb />County Human Relations<lb />Commission. He serves on the<lb />Martin Luther King Park Fund<lb />Raisin Committee with the City of<lb />Rocky Mount. He a member of the<lb />Rocky Mount Chapter of<lb />Toastmasters International. He is<lb />also Director and Co-Founder of<lb />another civic organization called<lb />People Building Society,<lb /><lb />Williams states that life is dull if<lb />you are not helping someone or<lb />building something.           <lb />Remembering Malcolm, x:<lb />On May 19, we celebrated the sit day of one of our great ? ran<lb />in America leaders, Malcolm X. On May 19, Brother Malcolm would have<lb />been 74 years old. Malcolm was born May 19, 1925, in Omaha, Nebraska.<lb />Even though Malcolm is no longer physically with us his spirit still<lb />lives and his profound contributions to worldwide African liberation<lb />remain significant.<lb />Tt was on Feb. 21, 1965 that Malcolm X was assassinated at the<lb />Audubon Ballroom in Manhattan, New York, by force, who were trying<lb />to stop his impact on our movement. They were not successful. He is still<lb />our  oShining Black Prince. �<lb />. Malcolm X is a man that should be studied carefully in our efforts<lb />to examine a critical period in our history "the 1960s. For it was during<lb />this period that Malcolm X became an internationally known and re-<lb />spected African in America leader, whose ideas were widely discussed<lb />and debated.  <lb /> T It was through the Nation of Islam, under the leadership of the<lb />Honorable Elijah Muhammad, that Malcolm X was given an opportunity<lb /> to develop his tremendous talents as a teacher, researcher, orator, and<lb /> organizer.<lb />F Malcolm X joined the Nation of Islam while in prison in 1952. After<lb />his release in the mid 1950s, Malcolm X became a full-time minister for<lb />ithe Nation of Islam. That became one of the most important organizations<lb /> oin the history of African in America, people. From his main base in<lb /> Harlem, at Mosque Number 7, he launched his talents on the world.<lb />5 Malcolm X was a revolutionary who presented a model of black<lb />;manhood that shook the world. When Malcolm X finally left the Nation<lb />of Islam, because of internal differences, he decided to take his first trip<lb />to Mother Africa. Malcolm spent five weeks in Africa, from April 13 to<lb />May 21, 1964.<lb />- This trip helped re-establish our links with the movement to reclaim<lb />  o Africa for the Africans. � Malcolm met many of the leaders and people of<lb />Africa. He visited Saudi Arabia, Egypt, Lebanon, Nigeria, Ghana,<lb />Monrovia, Liberia, Senegal, Tanzania, Guinea, Morocco, and Algeria.<lb />This trip and subsequent trips abroad helped Malcolm sharpen his<lb /> understanding of the worldwide system of white supremacy as the number<lb />one enemy.of African people throughout the world. This has not changed.<lb /><lb />After leaving the Nation of Islam, Malcolm began to broaden his<lb />organizing strategies by attempting to reach out and work with many of<lb />the more established civil rights organizations and movement tendencies<lb />to acommon organizational vehicle. Malcolm began building this vehicle<lb />through his establishment of the Organization for Afro-American Unity.<lb /><lb />Malcolm felt that a united front was the necessary mechanism by<lb />which the political consciousness of African American people could be<lb />raised. Also, he felt that this united front would be the common voice we<lb />needed to represent the black liberation movement in this country. Many<lb />of us are still working to build this united front concept of organizing<lb />toward our liberation in America.<lb /><lb />In the spirit of Malcolm, let us summarize his contributions:<lb /><lb />1. Malcolm X was aconcrete example that if you discipline yourself<lb />and find a new outlook on life you can transform your behavior.<lb /><lb />2. From 1952-1963, Malcolm X helped the Honorable Elijah<lb />Muhammad build the Nation of Islam into a powerful force.<lb /><lb />3. During this same period, Malcolm became the spokesman for the<lb />Honorable Elijah Muhammad and the Nation of Islam and thus, became<lb />a spokesman for the black nationalist movement in one of the most<lb />important periods in our history "the period of the mid 1950s through the<lb /><lb />4: In this role, Malcolm articulated many important concepts and<lb />ideas that helped strengthen the black nationalist movement in this<lb />country, as-well as, the Civil Rights Movement, His speech,  oThe Ballot<lb />or the Bullet, � still rings in our ears. His conception of the role of  oHouse<lb />Negroes � vs  oField Negroes � is still with us today. And his coining the<lb />phrase,  oBy Any Means Necessary � is just one of a few of the ideas and<lb />concepts that concretely impacted the black movement.<lb /><lb />5. Malcolm X defined black nationalism in simple terminology that<lb />appealed to the black masses when he said,  othe political philosophy of<lb />black nationalism is that blacks should control the politics and politicians<lb />in our own community. ... The economic philosophy of black nationalism<lb />must be designed to re-cducate our community to the importance of<lb /><lb />controlling the economy in which we live by owning and operating the<lb />businesses. The social philosophy of black nationalism is we must become<lb />socially mature enough to realize the responsibility on us to clevate the<lb /><lb />conditions and standards of our community to a higher level. �<lb /><lb />6. Malcolm X linked the black struggle in this country with the<lb />struggle of African people around the world. .<lb /><lb />7. Malcolm helped shape black people's pride in themselves and by<lb />so doing, he exposed, by teaching, that the greatest crime of white people<lb />was they taught us to hate ourselves. It was Malcolm Ts spirit that gener-<lb />ated the black pride, black studics, and black power phases of our<lb />movement.<lb /><lb />So, on the one hand, Malcolm helped internationalizc our struggle<lb />and on the other hand, he linked it up to the mass struggle and issucs that<lb />faced our people in America. It was called  oDouble<lb />Platinum � and for the most part,<lb />was fairly entertaining. |<lb /><lb />I knew about Brandy because<lb />my former county partner, Compton<lb />Councilwoman Marcine Shaw, had<lb />brought her to perform for Supervi-<lb />sor Kenneth Hahn when she was a<lb />pre-teen. She was great then and<lb />even better today.<lb /><lb />Seeing Diana Ross in the movie<lb />brought back some fond memories.<lb />As is commonly known, Diana was<lb />the linchpin of the famed Supremes.<lb />The Supremes, the Temptations, the<lb />Miracles, the Marvelettes, Mary<lb />Wells and of course, Marvin Gaye<lb />and Stevie Wonder, were the rock-<lb />ets that shot Motown Records into<lb />outerspace back in the 1960s.<lb /><lb />Aside from being areporter-pho-<lb />tographer for the Michigan<lb />Chronicle newspaper in Detroit, I<lb />also doubled as publicist for the<lb />then-fledgling Motown label.<lb /><lb />Just being at Mowtown was so<lb />much fun, I might have worked for<lb />free. That, of course, is hindsight.<lb /><lb />Long before the Supremes ever<lb />had a hit record, nobody except<lb />Berry Gordy Jr., thought they had<lb />much talent. So-o-o-0, when Gordy<lb />hooked up with a social club called<lb />the 500 Club in Detroit, the three<lb />girls, Mary Wilson, Florence<lb />Ballard and Diana Ross, were rel-<lb /><lb />singer-actress, Brandy and the great :<lb /><lb />egated to the role of being mascots<lb />for a softball team called the<lb />Hitsville-500.<lb /><lb />Somewhere in the archives of<lb />the Michigan Chronicle is a photo-<lb />graph of these three very, very<lb />young would-be entertainers, stand-<lb />ing in front ofthe bench at a<lb />ballgame. They looked so lost and<lb />totally out of place, out there on the<lb />field.<lb /><lb />This was not to be the case for a<lb />very long time. Within a matter of<lb />months, the Supremes had a big hit<lb />that took them on tour with the<lb />Motor Town Review.<lb /><lb />This was a show that played to<lb />just about every major theatre and<lb />venue in the country. Motown was<lb />hot and so were the Supremes!<lb /><lb />The girls got bigger and better.<lb />They toured. the country and fi-<lb />nally, they came back to Detroit.<lb />One of the oddities of their fame<lb />was the fact that Flo Ballard "con-<lb />sidered the sexpot of the trio "had<lb />a mother, who had never seen her<lb />perform.<lb /><lb />When they came back to town<lb />this time, they were booked into a<lb />place called the Roostertail. This<lb />was an upscale nightery where a<lb />couple could drop a couple of hun-<lb />dred dollars with great case for an<lb />evening's entertainment.<lb /><lb />This was truly  ohigh cotton � for<lb />that city, time and circumstance.<lb /><lb />] don Tt remember how the sub-<lb />ject came up, but on the opening<lb />night of the show with the Supremes,<lb /><lb />f INS<lb /><lb />Some Famous Faces Have Beé<lb /><lb />*<lb /><lb />D4 a Als) ie<lb /><lb />it was again nojed that Elo Ballard Ts<lb />mom had nev MoD g peo t<lb />daughter on stag 1y-<lb /><lb />Berry called me fig his sump<lb />ous office and told me y as-<lb />signment for the evening was to go<lb />to Flo Ts mother Ts house, pick her up<lb />and be her escort for the evening.<lb />And so I did..<lb /><lb />Her mom was ecstatic, a nice<lb />looking, matronly lady, she seemed<lb />somewhat in awe of all of the trap-<lb />pings in such a place as the<lb />Roostertail.<lb /><lb />She said almost nothing the en-<lb />tire evening. Our table was adja-<lb />cent to the stage and each time the<lb /><lb /> girls came close, one could see a<lb /><lb />look of pride that was indescrib-<lb />able. .<lb /><lb />At one juncture, as the girls<lb />glided through their choreography<lb />and came close.to the edge of the<lb />stage, Mrs. Ballard (and I Tm not<lb />certain that was her name), had tears<lb />in her eyes and quickly wiped them<lb />away with the napkin she was hold-<lb />ing.<lb />When the show was over and |<lb />took her backstage, she couldn Tt<lb />speak. She just grabbed Flo and<lb />hugged her. That owe moment was<lb />worth it all. No words were needed.<lb />There was only the expression of<lb />pure and unselfish love.<lb /><lb />Diana was different. She was<lb />imperious from the very beginning.<lb />It was almost as though she knew<lb />she was destined for greatness and<lb />was not going to let anything gei in<lb /><lb />1 fu<lb /><lb />ge Places<lb /><lb />"the Avay. She was nice enough, but<lb /><lb />e was also an aloofness about<lb />er. While the other two girls kind<lb />of  olet their hair down � from time<lb />to time, Diana was truly  oQueen of<lb />the Hunt. � -<lb /><lb />Since then, she has shown just<lb />how much of a queen she really is.<lb />Seeing her in the movie recently<lb />made me almost forget that more<lb />than 35 years have passed since she<lb />and the others were youngsters run-<lb />ning around the studio at 2648 W.<lb />Grand Blvd., Detroit, Mich.<lb /><lb />The movie brought back scads<lb />of memories and in days to come,<lb />there will be occasional anecdotes<lb />about some of the other performers<lb />from that fabulous era.<lb /><lb />Mary Wilson is still around and<lb />performing. She is still as pretty as<lb />she was in those early days. Flo-<lb />rence Ballard passed away several<lb />years ago in somewhat dire circum-<lb />stances. But we remember the good<lb />days.<lb /><lb />Diana ascended to her throne<lb />years ago and still reigns from a<lb />legendary Mount Olympus. She is<lb />as fabulous and as fashionable as<lb />she was as a member of the<lb />Supremes.<lb /><lb />Incidentally, although she<lb />sounded nothing like Billie Holli-<lb />day in  oLady Sings the Blues, � she<lb />proved to the world that she is one<lb />hell of an actress.<lb /><lb />There are so many stories and<lb />not enough years in which to tell<lb />them all.<lb /><lb /> "<lb /><lb />Oe Bie<lb /><lb />The crippling devastation of<lb />violence cannot be over-<lb />stated. Violence is rooted in<lb />the genesis and ongoing prioritics of this<lb />nation, which are quicker to crush than con-<lb /><lb /> ciliate. America Ts images glorify its violent<lb />past and make modern-day herocs out of<lb />those who behave violently.<lb /><lb />Violence is the leading killer of youth<lb />which hardly raises eyebrows. And, it is im-<lb />possible to reconcile violence driven pain<lb />and suffering with pervasive public apathy.<lb />In recent ycars, especially since the 1992<lb />uprising in Los Angeles, there have been new<lb />projects, both nationally and locally to re-<lb />duce preventable violence. Central to such<lb />efforts are organized coalitions that pool re-<lb />sources starting at the local/neighborhood<lb />level.<lb /><lb />Onc thing is clear. Violence is multi-fac-<lb />eted and all of the medical, health-related and<lb />social services professions must take owner-<lb />ship and work collaboratively to reduce Its<lb />effects.<lb /><lb />Each year, more than 50,000 people dic in<lb />the United States as aresult of violent acts. Of<lb />this number, approximately 20,000 dic from<lb />homicide and a greater number from suicide.<lb />Homicide rates are highest in urban arcas, a<lb />fact that often leads to the erroncous assump-<lb />tion that most violence is the result of random<lb />Strect killings. On the contrary, the majority<lb />of homicides occur between people who know<lb />each other.<lb /><lb />Other factors such as alcohol and drugs<lb />are contributing factors in escalating anger<lb />into homicide. The role of firearms, particu-<lb />larly handguns, in thesq deaths ts significant.<lb />Increasing homicide rates parallel the increas-<lb />ingly availability of firearms, including hand-<lb />guns. On an average day in this country, at<lb />least one child dics from an unintentional<lb />shooting. Accidental shootings are the third<lb />Icading cause of death for 10-to-29-ycar-olds.<lb />Some 50 percent of all unintentional child<lb />shootings occur in the victims T homes and an<lb />additional 40 percent occur in the homes of<lb /><lb />friends or relatives.<lb /><lb />Gang-related violence has garnered much<lb />attention in the nation over the past 20 years.<lb />In Los Angeles, it is estimated there are cur-<lb />rently more than 100,000 gang members who<lb />belong to more than | ,00O gangs. Despite the<lb />illegal activity associated with the gangs,<lb />youth joined gangs for many reasons, having<lb />nothing to do with such activities. Gang mem-<lb />bers do commit more types of crime and<lb />commit crimes more often than non-gang<lb />youth. However, many gang members are not<lb />involved in crime. Drive-by shootings and<lb />other gun-rclated activities carried out by<lb />gang, members have increased as guns on the<lb />streets have proliferated. =<lb /><lb />The reduction of violent injurics requires a<lb /><lb />_comprehensive health approach. A study by<lb /><lb />the Violence Prevention Coalition of Greater<lb />Los Angeles found that such an approach is<lb />built on a three-tiered model of primary, sec-<lb />ondary and tertiary prevention. Accordingly,<lb />primary prevention would seck to reduce the<lb />incidence of new cases of violence; second-<lb />ary prevention would intervene carly in the<lb /><lb />sequence of violent acts, tertiary prevention *<lb /><lb />would happen after a violent act has occurred<lb />to restore as much functioning as possible to<lb />the individual or community. Of the three<lb />tiers of prevention, primary prevention holds<lb />the greatest promise for programs aimed at<lb />preventing violence, even though primary<lb />prevention requires a long-term commitment.<lb /><lb />In Los Angeles County the Los Angeles<lb />Violence Prevention Coalition is one of the<lb />public health efforts addressing the epidemic<lb />of violence. The coalition was formed by the<lb />L.A. County Department of Health Services<lb />in 1991 and consists of more than 400 mem-<lb />bers with expertise in particular categorics of<lb />violence or violence-prevention.<lb /><lb />The Violence Prevention Coalition was<lb />formed based on the belief that the level of<lb />violence and resulting injuries in Los Angeles<lb />are unacceptable. The coalition has adopted<lb />three goals with specific objectives over the<lb />next four years. The first goal is to reduce the<lb /><lb />Is Violence Reduction Real<lb /><lb />y Important?<lb />availability and accessibility of firearms. This<lb />involves developing a baseline estimate of<lb />the number of licensed firearms dealers and<lb />maintaining close communication and con-<lb />tact with local law enforcement agencies.<lb /><lb />The second goal is to change community<lb />norms to reflect support for non-violent be-<lb />havior. A crucial objective related to this goal<lb />is involving the media in violence-prevention<lb />activities and campaigns. Perhaps an even<lb />more important objective is developing local/<lb />neighborhood coalitions and networks that<lb />reflect the area Ts demographic makeup.<lb /><lb />The final goal is to promote alternatives to<lb />violence. The first objective here is promot-<lb />ing education and training in conflict resolu-<lb />tion and dispute mediation, particularly in<lb />school systems. Efforts are being made to<lb />require teaching staffs within Los Angeles<lb />County's 85 school districts to receive train-<lb />ing to improve their skills in the area of<lb />conflict resolution.<lb /><lb />Community organization and systems pre-<lb />vention are part of the primary prevention<lb />model. The coalition is working towards modi-<lb />fying or removing institutional barriers and<lb />building community resources. These activi-<lb />tics include tracking and sponsoring legisla-<lb />lion, investigating the media Ts role in vio-<lb />lence d@nd advocating a balanced approach to<lb />violence and alternatives to violence in the<lb />entertainment and news media.<lb /><lb />The problem of violence will not be solved<lb />by putting 100,000 more police officers on<lb />the strects, by constructing more prison cells,<lb />or by extending the death penalty to more<lb />crimes. The question is whether the recent<lb />heightened attention to violence will trans-<lb />late into public policy changes and, more<lb />importantly, ultimately changes in the values<lb />which nurture America Ts culture of violence.<lb />Turning this around is a monumental task.<lb />Well-meaning anti-violence strategies and<lb />programs will have only token impact until<lb />they are embraced by government and the<lb />public alike. Who's baskets get filled first?<lb />Understanding the social construct and bar-<lb />riers that impede wealth creation in our<lb />communities, what are the policies that<lb />dictate basket protection or  obasket distri-<lb />bution? � When do we get more baskets, or<lb /><lb />' do we T Even as those questions go unan-<lb />swered, there are those who feel parity is<lb />not achievable, something is better than<lb />nothing. There are those who will gladly<lb />help us build from the compromise posi-<lb />tion and we should accept it. Clearly a<lb /> oNegro � frame of thought.<lb /><lb />I have one good friend who likes to play<lb /> ohealer, � that as been trying to mend a 10-<lb />year rift between myself and former friend,<lb />one of those who has attained this  ofavorite<lb />Negro � status.<lb /><lb />Neither of us are real anxious to ad-<lb />vance the discussion; he because he feels<lb />all I do is criticize the compromise position<lb />of what he calls  social and economic<lb />progress, and | because I can Tt go back to<lb />accepting  osameness, � the Negro's com-<lb />promise as a  ofact of life, � What he sces as<lb /> obuilding for future generations, � (and<lb />many others) see as rebuilding  owhat was<lb />ulready there, � reinforcing the compromise<lb />for another generation (20 Years or so).<lb /><lb />We're not doing anything new. We're tak-<lb />ing what we T ve being given and accepting<lb />that as  ochange. �<lb /><lb /> T Hundreds of thousands of dollars in de-<lb />velopment only replacing hundreds of thou-<lb />sands of dollars in damage caused seven<lb />year earlier, because Negro leadership ig-<lb />nored the social construct. The Negro<lb />thought and their compromise position laid<lb />their buckets down so far back, that it cre-<lb />ated an underclass that exploded.<lb /><lb />Now the  opoverty pimps � and social<lb />change  oprogressives � are making money<lb />on rebuilding an inferior community infra-<lb />structure and economy. In the face of in-<lb />creasing policies that divide class and race,<lb />we're being told by some Negroes that we<lb />need to accept token benevolence and do<lb />this all again. It Ts really tough to accept that<lb />face of advancing societies. I told my friend<lb />I could never be friends with someone who<lb />fecls that sameness is progress, and that Ts<lb />acceptable, My friend said, why? and I told<lb />him,  oBecause to heal you have to be of<lb />like-mind on some fundamental ground.<lb />On the fundamental issues of progress for<lb />our people, I am not of like-mind in this<lb />case. | can Tt accept the compromise and I<lb />refuse to go back to being a Negro.\y<lb /><lb />Tenth � theory.<lb /><lb />The thesis was that we use the  otop ten<lb />percent � of our academic, professional and<lb />entreprencurial talents to build schools,<lb />industry and cconomy for our communi-<lb />ties, never accepting an inferior position on<lb />social disparity issues. This conflict has<lb />come full circle in 100 years. Los Angeles<lb />is a centerpicce.<lb /><lb />Black leaders are stumbling all over<lb />cach other to attain  ofavorite Negro � status,<lb />and the company line is the ignore the<lb />shifting social construct, and the dispari-<lb />ties that are widoning, for what is currently<lb />being done and accept it for what it is,<lb />People and organizations now making a<lb />little money (to their big moncy), building<lb />little buildings (to their huge buildings) are<lb />now saying their success is the measure by<lb />which our whole community should be<lb />guided, Let's accept the compromise posi-<lb />tion and build within the means allotted,<lb /><lb /> oLaying our baskets down � means use what<lb />we have and make the best of it, However,<lb />in a biased social construct, there will con-<lb />tinue to be policies, and harriers that limit<lb />the full capacity of our community.<lb /><lb />If we lay our baskets down where we<lb />are, how far behitd are our baskets to their<lb /><lb />I heard one very respected community<lb />leader, one whom I have much respect for,<lb />tell a(mixed) group of key civic stockhold-<lb />ers that we (meaning South L.A., referring<lb />those who live in South L.A., translation "<lb />black folk)  omust lay our baskets down<lb />where we are. � Now those of us who know<lb />the origins (and the history) of that quote,<lb />understand its implications. It can be taken<lb />several ways. The way I took it, well it was<lb />a very troubling statement for me person-<lb />ally. The statement was Booker T.<lb />Washington's, who had become America Ts<lb /><lb />.  ofavorite Negro � in the light of the passing<lb />of Frederick Douglass. Washington's posi-<lb />tion was significantly less  oradical � than<lb />Douglass who accepted nothing less than<lb />total equality. Washington's statement came<lb />in the midst of a social reconstruction that<lb />was seen as the most vicious period in<lb />American history and blacks were resisting<lb />that order, The biggest critic of<lb />Washington's position was W.E.B. DeBois,<lb />who called the  olay our baskets down posi-<lb />tion � the acceptance of an inferior position<lb />and called for black America to use its<lb />human capital develop the total capacity of<lb />the yguce, in every major industry, on a<lb />parily basis. It was known as the  oTalented<lb /><lb />For the past few months<lb />this column has carried<lb />' frequent commentary on  oidentity � "spe-<lb />cifically cultural identity and the need to<lb />' reinforce it. The issues that most impact<lb />: blacks today are many of the same issues<lb />that faced our people 20 years ago, 30 years<lb />ago, in some cases, 100 years ago. We began<lb />to go about the neighbor-<lb />hood asking about him. the<lb />next day there came a heavy<lb />rain and thunderstorm .<lb />After the storm had ceased,<lb />two men spotted what<lb /><lb />looked like a body floating<lb /><lb />near the bridge where they<lb />were walking.They stopped<lb />to see if if they could make<lb />it out and it was excatly<lb />what they thought it was.<lb />They turned around and ran<lb />back toward the city and as<lb />they gotten off the bridge<lb />they flagged a motorist<lb />down and asked him if he<lb />could the police. So so he<lb />brought them back to town<lb />and got the sherriff and a<lb />deputy who called the fire<lb />department. They came and<lb />fished him out of the river<lb />after he was brought into<lb />view witnesses say the<lb />body was bruised badly, his<lb />hands were wired behind<lb />his back his mouth was full<lb />of rags, his feet were tied<lb />together and his face was<lb />badly beaten.           <lb />LALAYL RD as gt.<lb /><lb />One in four blacks view HIV as<lb />federal plot<lb /><lb />NEW YORK, Jun 02 (Reuters<lb />Health) -- In a recent survey of<lb />African Americans, more than<lb />one-quarter said they believed that<lb />AIDS was caused by a man-made<lb />virus developed by the federal<lb />government to kill black people.<lb /><lb />Anecdotal reports by healthcare<lb />workers have indicated that many<lb />African Americans suspect that<lb />AIDS is part of a federal govern-<lb />ment conspiracy, according to a<lb />report in the May issue of the<lb />journal Preventive Medicine.<lb /><lb />In addition, reports in two promi-<lb />nent black publications and dis-<lb />cussion on a<lb /><lb />popular black television program<lb />have suggested that HIV preven-<lb />tion programs are<lb /><lb />really part of a genocidal govern-<lb />ment plan against African<lb />Americans.To investigate the ex-<lb />tent of AIDS-related conspiracy<lb />beliefs, Dr. Elizabeth A.<lb /><lb />Klonoff of California State<lb />University, San Bernardino, and<lb />Dr. Hope Landrine of<lb /><lb />the Public Health Foundation<lb /><lb />asked 520 African American<lb />adults the following question:<lb /> oHIV/AIDS is a man-made virus<lb />that the federal government made<lb />to kill and wipe out black people.<lb />How much do you agree with the<lb />above<lb /><lb />statement?"While the majority of<lb />the respondents (50.8%) dis-<lb />agreed with this statement,<lb /><lb />14.3% reported that they  ototally<lb />agreed" and 12.2% reported that<lb />they   agreed somewhat." Another<lb />23% reported that they were<lb />undecided.The  "_researcherscon-<lb />ducted the census in midgle- and<lb />working-class areas of San<lb />Bernardino County, California,<lb />and participants were paid $10 for<lb />filling out the anonymous sur-<lb />vey.Men were 3.5-times more<lb />likely to endorse an AIDS con-<lb />spiracy theory compared<lb /><lb />with women, an unexpected find-<lb />ing. In particular, the researchers<lb />noted that respondents who were<lb /> oculturally traditional male college<lb />graduates who have experienced<lb />frequent racial discrimination<lb />throughout their lives" were more<lb />likely to believe in an AIDS<lb />conspiracy theory.         <p>Rocky Mount- police nabbed the<lb />ninth suspect Friday in connection<lb />with the slaying of a 4-year-old<lb />girl last weekend.<lb /><lb />Torrey Ardel Lyons, 23, was<lb />strolling down Redgate Avenue<lb />around noon Friday when police<lb />spotted him. According to Rocky<lb />Mount police detective Mike<lb />Lewis, Lyons went peacefully.<lb /><lb />Lyons was charged with frist-<lb />degree murder for his alleged<lb />participation in the killing of<lb />Brittany Johnson. Johnson lay<lb />sleeping in her home on Rex<lb />Street when a group of men<lb />opened fire at the house believing<lb />that the man they were chasing<lb />was hiding inside authorities said.<lb />Johnson was struck by one of the<lb />bullets and died last Saturday.<lb /><lb />Police have spent rounding up<lb />the suspects in the shooting. Nine<lb />have been arrested and all of them<lb /><lb />der.<lb /><lb />Police arrested James Jackson of<lb />the 800 block of Clark Street,<lb />Cornelius Clark and Patrick Clark<lb />both of 1100 block of Clark Street<lb />and Keith Sharpe, 24 of the 900<lb />block of Arlington Street.<lb />Wednesday brought the arrests of<lb />two more suspects, bringing the<lb />total to seven. After police<lb />appeared at his home, Clark<lb />attempted to flush the cocaine<lb />down the toilet.<lb /><lb />The officers found 180 small<lb />envelopes of heroin in a package<lb />of Uncle Ben's Rice.<lb /><lb />After being charged with traf-<lb />ficking heroin and cocaine Clark<lb />escaped from the custody of the<lb />Edgecombe County Detention<lb /><lb />Center. Mrs. Caldwell received<lb />her B.A. Degree with a double<lb />major in government and _philoso-<lb /><lb />rs , i<lb />Me Ee es<lb /><lb />phy in 1968 from Valparaiso<lb />University in Valparaiso, Indiana.<lb />As an undergraduate, Mrs. Caidwell<lb />was elected President of her fresh-<lb />man class in 1964 - 1965, the first<lb />black to have accomplished this<lb />distinction. She served as a student<lb />counselor and was a member of the<lb />Student Bar Association. She had always retained close<lb /><lb />ties with her hometown community<lb />and after the traditional period as<lb />Law Clerkwith the office of Moore<lb />and Moore,  Attorneys-at-Law,<lb />Williamston, North Carolina,<lb />Attorney Caldwell opened her of-<lb />fice for the practice of law in the<lb />Bridgers Building, 431 Main Street,<lb />Tarboro, North Carolina, and prac-<lb />ticed until shortly before her death.<lb />Attorney Caidwell was a_ noted<lb />lecturer and addressed many out-<lb />standing organizations and func-<lb /><lb />tions in the North Carolina - 5<lb />Virginia area. She was a member of<lb />the American Bar Association, thd<lb />North Carolina State Bar and the<lb />North Carolina Association of<lb />Black Lawyers. She exemplified her<lb />religious life through her love for<lb />the Church and her concern for<lb />human rights.
