While some segments<lb />of the media dismiss this story,<lb />evidence continues to accumulate<lb />which demands a thorough investi-<lb />gation.<lb /><lb />Let me briefly outline the story<lb />and try to explain why this<lb />well-documented series of articles<lb />by reporter Gary Webb, researched<lb />over a full year's time and printed<lb />in the San Jose Mercury News, is so<lb />important to so many people.<lb /><lb />What Gary Webb has proven<lb />incontrovertibly is that Norwin<lb />Meneses and Danilo Blandon, two<lb />notorious Nicaraguan drug dealers,<lb /><lb />4 year probe ends...<lb /><lb />WASHINGTON After a<lb />four- year investigation which<lb />costed more then $17 million a jury<lb />found former Secretary of<lb />Agriculture Mike Espy innocent of<lb />accepting expensive sports tickets<lb />and other freebies from companies<lb />his office regulated.<lb /><lb />"It's cost a lot, it's been tough, but<lb />I knew from day one that I would<lb />stand here before you completely<lb />exonerated." said Espy, 45.<lb /><lb />The jury acquitted Espy, the only<lb />African-American and Clinton's<lb />first agriculture chief, of all 30<lb />counts after nine hours of jury<lb />deliberation and a seven-week trial.<lb /><lb />Independent counsel Donald<lb />Smaltz, who won convictions and<lb />guilty pleas from some companies<lb />and lobbyists who gave gifts to<lb />Espy, said the costs of the prosecu-<lb />tion were worth it and that owe met<lb />our obligation, and the jury has<lb /><lb />However, Espy viewed himself as<lb /><lb />FCC Proposes Requirem<lb /><lb />WASHINGTON - - Broadcasters<lb />and cable companies would be<lb />required to recruit minorities and<lb />women to fill vacancies but<lb />wouldn't be forced to hire them<lb />under a plan offered by federal<lb />regulators Nov. 19.<lb />The Federal Communications<lb />Commission, without dissent, pro-<lb />posed rules designed to ensure that<lb />TV, radio and cable systems cast a<lb /><lb />Congresswoman Maxine Waters<lb />were involved in trafficking cocaine<lb />and weapons into<lb /><lb />ee ars<lb /><lb />, "a :<lb />INETER<lb /><lb />i EAR ig<lb />Atty. Bobby<lb />Rush, a former Black Panther<lb />leader, is ready to announce a<lb />primary challenge to Mayor<lb />Richard M. They also were clearly<lb />linked to C.1.A.- directed efforts to<lb />raise funds for the Nicaraguan<lb />Contra rebels, when they were<lb />trying to overthrow the Nicaraguan<lb />government.<lb /><lb />Blandon has testified that the<lb />proceeds from the drug profits he<lb />made in Los Angeles went to fund<lb />Contra efforts. He also has said that<lb />he, along with Meneses, worked<lb />with " such well known<lb />C.LA.- operatives as Adolfo<lb />Calero, the commander of the<lb />Nicaraguan Democratic Front<lb />(FDN), and Enrique Bermudez,<lb />another hig level,<lb />FDN/C.I.A.- operator.<lb /><lb />The charges raised, and their<lb />implications, are so severe in this<lb /><lb />firms because he did nothing in<lb />return for them.<lb /><lb />The largest gift included $6,000<lb />in extra tickets to an inaugural<lb />dinner for Clinton back in 1992<lb />plus tickets to the 1994 Super Bowl,<lb />a Chicago Bulls playoff game, a Knicks<lb />game and the U.S. Open.<lb /><lb />Black Farmers Discuss<lb /><lb />WASHINGTON -- Black farmers<lb />said they are considering a deal of<lb />at least $125 million to settle their<lb />discrimination lawsuit against the<lb />Agriculture Department.<lb /><lb />Attorneys for the farmers held<lb />three meetings around the country<lb />this week to gauge support for the<lb />deal. About 300 farmers attended a<lb />meeting Friday in Durham, N.C.,<lb />participants told The Associated<lb />Press. Attorneys also met with<lb />plaintiffs Wednesday in Selma.<lb />Ala., and Thursday in Pine Bluff, Ark.<lb /><lb />"I think the farmers are going to<lb /><lb />ent to Recruit but not<lb /><lb />markets they serve. The FCC<lb />wouldn't either.<lb /><lb />The commission could adopt new<lb />EEO rules sometime next year,<lb />after hearing public and industry<lb />comments.<lb /><lb />In April, the U.S. Court of Appeals<lb />for the District of Columbia scut-<lb />tled the FCC's 30- year- old equal<lb />employment opportunity rules for<lb />TV and radio stations, declaring<lb /><lb />and occasional clashes with police.<lb />But he has long since joined the<lb />Democratic establishment.<lb /><lb />He was a business executive and<lb />Chicago alderman before going to<lb />Capitol Hill in 1992, and sits in<lb />local party councils as a<lb />Democratic committeeman from<lb />the South Side. As the congress-<lb /><lb />case that nothing short of a<lb />full- scale exploration of this un-<lb />holy alliance of drug dealers,<lb />C.1.A.- operatives, and U.S. for-<lb />eign policy will put these questions<lb />to rest.<lb /><lb />I recently visited the Los Angeles<lb />Sheriff's Department unannounced<lb />and obtained documents which<lb />previously had not been made<lb />public, and, in fact, which reporter<lb />Gary Webb had been told didn't<lb />exist. The documents, only turned<lb />over after I demanded them, reveal<lb />that in the mid- 1980s, the sheriff's<lb />department confiscated drugs and<lb />drug paraphernalia in a raid of Mr.<lb />Blandon. According to affidavits<lb />released last Monday, one infor-<lb />mant testified, "All of these persons<lb />[people connected to the Blandon<lb /><lb />There were also free luggage,<lb />limo rides and lodging for Espy,<lb />while agriculture businesses bought<lb />plane tickets and gave cash to his<lb />live- in girlfriend.<lb /><lb />Federal ethics laws barring ex-<lb />pensive gifts to officials do make<lb />some oexceptions for presents<lb /><lb />take" the prospective deal, said<lb />John Boyd, president of the<lb />National Black Farmers<lb />Association, who said he talked to<lb />about 15 farmers who went to<lb />Friday's meeting.<lb /><lb />The settlement would give each<lb />of the 1,000 plaintiffs about<lb />$50,000 and resolve any outstand-<lb />ing debt with the government. The<lb />average plaintiff's debt is estimated<lb />at $75,000 to $100,000.<lb /><lb />The offer, which farmers said<lb />government attorneys made re-<lb />cently, is significantly higher than<lb /><lb />Hire Minorities<lb /><lb />them unconstitutional.<lb /><lb />Specifically, the court said the<lb />FCC's practice of comparing 4<lb />station's work force with the racial<lb />composition of its market is illegal.<lb />The court said this pressured<lb />stations into hiring minorities and<lb />had the effect of a minority hiring<lb />quota. Why also had<lb />the federal Drug Enforcement<lb />Agency (DEA) asked the L.A.<lb />Sheriff's Department to back off<lb />their investigation of Danilo<lb />Blandon? Even without the tran-<lb />script, it is clear that the FBI<lb />committed perjury before a state<lb />grand jury, especially as it related<lb />to pagones, In addition, Pagones<lb />had an ongoing social relationship<lb />with a female agent of the FBI.<lb />This relationship was never dis-<lb />closed even though this female<lb />agent had interrogated the Brawley<lb />family and had testified before the<lb />state grand jury. If America<lb />truly envisions a society that<lb />empowers individuals to perform<lb />without government assistance,<lb />how does racialized or gender,<lb />language reinforce notions of su-<lb />premacy? Do anti-affirmative ac-<lb />tion supporters agree with<lb />supremacist notions? I would sug-<lb />gest that most do not. Even further,<lb />I would submit that notions of<lb />equality and fundamental fairness<lb />inspired voters in California and<lb />Washington when going to the<lb />polls. Undoubtedly a connection<lb />with groups who spout hatred,<lb />exclusion, violence, and retrograde<lb />history would open advocates up to<lb />moral, ethical, and theoretical chal-<lb />lenges.<lb /><lb />Even if we accept that Ward<lb />Connerly and others are miles away<lb />from attempting to gain favor<lb />through race baiting and the ex-<lb />ploitation of fear, such words<lb />portray a blatant disrespect for the<lb />history of minorities, and an un-<lb />willingness to acknowledge the<lb />significance slavery played tin the<lb />development of America. Only<lb />through using words that speak to<lb />inclusion and fundamental fairness<lb />can Connerly convert the uncon-<lb />verted or the unconvinced. So,<lb />however illuminating the misspo-<lb />ken or misplaced word, Connerly<lb />has aligned himself with the very<lb />forces he claimed Ao be resisting.<lb />Connerly missed the opportunity to<lb />highlight the inclusiveness of lan-<lb />guage, the power of a collective<lb />voice, and the ability of a man<lb /><lb />yzing the language used<lb />to present his very position.. For<lb />supporters of Connerly, perhaps<lb />this language used to present his<lb />very position. For supporters of<lb />Connerly, perhaps this language is<lb />not racialized but merely the<lb />insertion of words America has<lb />culturally incorporated into the<lb />description of social relations. For<lb />egalitarians, however, this latter<lb />position reinforces the point. Once<lb />Connerly asserts that race should<lb />not matter, and perhaps in his<lb />defense that words are neutral, he<lb />abdicates his responsibility to con-<lb />textualize culture, politics, and<lb />power within a coalition building<lb />strategy. He also fails to introduce<lb />new terminology that could de-<lb />scribe such a strategy.<lb /><lb />America is in dire need for such<lb />new terminology and an innovative<lb />coalition building strategy. Until<lb />one is presented, Black and White<lb />Americans need to interrogate lan-<lb />guage, politics, and the intentions<lb />of coalition leaders. Connerly, my<lb />dear friend, if Jesse Jackson can<lb />label individuals racist and chill<lb />debate on race, racism, and af-<lb />firmative action, then does your<lb />language make the debate all the<lb />more necessary? .<lb /><lb />Tyson D. <lb />[The Black Agenda for the New<lb /><lb />Continues from Page One<lb /><lb />than anything else. Fine. SHOW<lb />them the Black people that are<lb />making the money through honest<lb />and legal means. The talkative, argu-<lb />mentative girl with the eye for<lb />detail who dreams of being a<lb />cosmetologist could use those skills<lb />to put herself through college, and<lb />go on to become a lawyer. Since the<lb />kids don Tt KNOW their skills and<lb />interests have merit, it Ts up to us to<lb /><lb />uw<lb /><lb />show them. Once they can take<lb />pride in their interests, instead: of<lb />being shot. down for them, they<lb /><lb />- begin to take pride in themselves. It<lb /><lb />is that sense of self-esteem that<lb />allows them to work miracles. There are administrators<lb />that gloat over the high Black<lb />drop-out rate, teachers that auto-<lb />matically assume that the big Black<lb />kid Patel nd nigger eoggreg definitely<lb />a drug dealer, that pregnant<lb />young lady has no morals. The<lb />ste are so pervasive that the<lb />students THEMSELVES begin to<lb />believe them. As a teacher, I Tve<lb />fought against that type of thought-<lb />less stupidity every day, trying to<lb />get the students to recognize the<lb />unfulfilled potential within each of<lb />them. It doesn Tt help that many<lb />administrators and teachers are<lb />unwilling to change, such as the<lb />teacher that referred to February as<lb />"Nigger History Month," or the<lb />Superintendent that refused to ad-<lb />dress the issue. Such obstacles must<lb />be eliminated, or worked around.<lb /><lb />The first step to bringing the<lb />cycle of self-hated and abuse<lb />around is to force the school<lb />systems to hire more teachers who<lb />are in touch with what TODAY Ts<lb />kids need. In this age of home<lb />schooling, private schools, and<lb />charter schools, many White par-<lb />ents are pulling their kids out,<lb />leaving "those trouble- making<lb />niggers" in the public school<lb />system which, not-so-coincident-<lb />ally, gets less and less funding<lb />every year, bringing it to the brink<lb />of a collapse. Teachers that remain<lb />in the public schools, more often<lb />than not, are so burned out by so<lb />many rapid changes, and the<lb />overwhelming lack of support, that<lb />it is difficult to keep their minds<lb />open and flexible.<lb /><lb />People do their jobs far more<lb />effectively when they feel sup-<lb />ported. Blacks have been complain-<lb />ing for years that "their" schools<lb />don Tt have the resources needed.<lb /><lb />tained. What? You don Tt want: to<lb />pay higher taxes? Fine... vote for a<lb />state lottery that will channel its<lb />funds into education. And don Tt<lb />give me that trip about ogood<lb />Christians don Tt gamble," T unless<lb /><lb />you really want to explain the.<lb /><lb />popularity of Bingo.<lb /><lb />Many students feel that school is<lb />"just like jail." They don Tt have a<lb />choice but to be there, sitting<lb />through classes that (they think)<lb />have no bearing on their lives.<lb />Another tool the schools could use<lb />is expanding the roles of the<lb /><lb />idance counselors. Rather than<lb /><lb />ve them merely focus of getting<lb />the kids groomed for college,<lb /><lb />expand the roles to include manda-_<lb /><lb />tory classes on what the kids deal<lb />with in everyday life. Create classes<lb />on issues that affect teens that they<lb />truly care about, such as domestic<lb />violence, sexual abuse, drug and<lb />alcohol abuse, pregnancy, and so<lb />on, rather than pretending these<lb />issues aren Tt a valid concern, or<lb />sweeping them aside. If you want<lb />kids to be successful in school, and<lb />in the world, SHOW them that the<lb />school is there for THEM, instead<lb />of them feeling like the school has<lb />imprisoned them.<lb /><lb />After the teen Ts self-esteem has<lb />been strengthened, and the schools<lb />have proven that they truly exist for<lb />the kids, it Ts time to bring in the<lb />third "E": Economy. Black consum-<lb />ers actually have a buying power<lb />that exceeds that of many small<lb />COUNTRIES. Black-owned busi-<lb />nesses should get involved with<lb />teens as often as possible. Years<lb /><lb />that multi-billion- dollar spending<lb />wer was focused on Black-owned<lb />usinesses.<lb />Case in point: many of<lb />students (and their parents) make a<lb />special point to buy the newspapers<lb /><lb />Why? Because they KNOW me. My<lb />being involved in their lives said to<lb />them: "Here I am. I Tm a successful<lb />Black man. A published writer.<lb />And | think you're so important<lb />that I Tm going to spend | time out of<lb />MY life teaching you." They got<lb />the message. And it made them<lb />realize that maybe their interests<lb />could secretly be dreams waiting to<lb />be made real. Once that lesson hit<lb />home, they began to believe in<lb />themselves, and grades started go-<lb />ing up. And up. And I saw the<lb />hearts, minds and souls of the<lb />students began to soar.<lb /><lb />Which brings us back to step one:<lb />Esteem.
