Americans of all<lb />races have recoiled in shock--and<lb />often with genuine shame--as the<lb />attacks have escalated in past<lb />months. But despite President<lb />Clinton's call for interracial solidar-<lb />ity and the belated appeals of white<lb />evangelical Christian leaders for<lb />racial reconciliation, many African<lb />Americans are left wondering<lb />whether white America grasps the<lb />meaning and significance of this<lb />reign of terror.<lb /><lb />So far, police have arrested 34<lb />suspects in connection with the<lb />arson attacks. All but two of the<lb />suspects are white, according to<lb />figures compiled by the Center for<lb />Democratic Renewal (CDR), an<lb /><lb />Attanty based hate crimes watch-<lb /><lb />og group. Investigators suspect<lb />thet most of the attacks have been<lb />random acts of vandalism and not<lb /><lb />part of a  oin that dh But there's<lb />ittle solace in that distinction.<lb /><lb />"The conspiracy is racism itself,"<lb />says Noah Chandler, a CDR re-<lb />search associate. The Reverend<lb />Jesse Jackson, of the National<lb />Rainbow  "  Coalition/Operation<lb />PUSH, attributes the burnings to a<lb />"cultural conspiracy" that rein-<lb />forces long-held racial biases, in-<lb />spired at least in by the<lb />racebaiting rhetoric of the political<lb />right. Jackson has urged Clinton to<lb />convene a White House conference<lb />on racial justice. "Symbolically, the<lb /><lb />burning of Black churches is more<lb /><lb />important that the World Trade<lb />Center bombing." Unlike the other<lb />investigators, Dees maintains that<lb />many of the church burnings are<lb />part of an explicit conspiracy.<lb /><lb />In June 1995, two Black churches<lb />in rural Greeleyville, S.C., were<lb />destroyed by fire, and two white<lb />men were jailed on arson charges.<lb />Dees' center has filed a civil lawsuit<lb /><lb />on behalf of one of the churches,<lb />alleging that the men acted under<lb />the direction of the Christian<lb /><lb />Knights of the Ku Klux Klan, a<lb /><lb />Klan splinter group. The suit seeks<lb />compensatory damages for the de-<lb />struction of church property and<lb /><lb />punitive damages to "punish the<lb />defendants for their intentional and<lb />malicious acts and to deter others<lb />from engaging in such acts." Dees T<lb />group has been successful in the<lb />civil prosecution of the Klan and<lb />other hate groups. In 1987, the<lb /><lb />Raleigh - State Representative<lb />Milton F. "Toby" (D-Wilson) de-<lb />mands a public apology from fellow<lb />legislator State Senator Hugh<lb /><lb />Webster (R- Yanceyville).<lb />On Wednesday (Oct. 7th),<lb />Senator Webster passed out bum<lb /><lb />stickers that said, "Can't feed 'em -<lb />Don't Breed  em", to members of<lb />the press in the North<lb />Carolina General Assembly media<lb />room. The press conference in-<lb />volved a selection of particular<lb />counties in North Carolina to<lb />institute welfare reform.<lb /><lb />center won a $7 million verdict<lb />against another KKK splinter<lb />group, the United Klans of<lb />America, for lynching a black man<lb />in Alabama, and in 1990 the group<lb />won a $12 million ruling against<lb />the White Aryan Resistance in<lb />connection with the murder of<lb />black man in Oregon. In both<lb />cases, the punitive damages effec-<lb />tively put the groups out of<lb />business. If any of the 30 other<lb />white suspects held in connection<lb />with recent church burnings are<lb />linked to racist organizations, those<lb />groups, too, will be vulnerable to<lb />civil action.<lb /><lb />The cloud of this tragedy may<lb />have a few other silver linings as<lb />well. Expressions of support in<lb />words and dollars have poured into<lb />aid organizations from a wide<lb />variety of sources. The National<lb />Council of Churches, which has led<lb />the effort to focus national attention<lb />on the church burnings, has estab-<lb />lished a fund and mobilized support<lb />to help the victimized congrega-<lb />tions rebuild their churches. As<lb /><lb />Upon discovering this Fitch re-<lb />sponded by saying that,"poor peo-<lb />ple are not animals and the best<lb />thing that Webster could do was to<lb />quickly make a public apology so<lb />that we can get this thing behind<lb />us."<lb /><lb />Rep. Mary E. McAllister (D-<lb />Fayetteville) wonder if Senator<lb />Webster thinks he is the results of<lb />breeding and that this remark was<lb />an insult to women of all ethnic<lb />groups. She further stated that,<lb />"every group that lobbies for the<lb />rights of women and children ought<lb /><lb />news of the hay cata spread,<lb />groups spanning the religious spec-<lb />trum have offered their su and<lb />assistance, some establishing funds<lb />of their own. So moved was<lb />Reed, executive director of<lb />Christian Coalition, that he offered<lb />"repentance" for the past racial sins<lb />of white evangelical Christians and<lb />called for a day of national racial<lb />reconciliation. Reed pledged to<lb />raise at least $1 million to help<lb />rebuild African-American churches<lb />that have been burned. "It is a<lb />painful truth that the white evan-<lb />gelical church was not only on the<lb />sidelines but in many cases on the<lb />wrong side of the most central<lb />struggle for social justice in this<lb />," he said during a meeting<lb />with e black ministers and repre-<lb />sentatives of the NAACP, the<lb />Anti-Defamation League and other<lb />groups called to marshal si<lb />for the destroyed churches. "We<lb />come bearing the burden of that<lb />past, with broken hearts, a repen-<lb />tant spirit and ready hands to ght<lb />this senseless violence," Reed said.<lb /><lb />to rebuke him."<lb /><lb />Rep. "<lb /><lb />The US Navy figures largely in<lb />this defense strategy, as one<lb />Kinston Sailor recently witnessed.<lb /><lb />Petty Officer Ist Class Angelo T.<lb />Jones, the 31-year old son of<lb />Raymond and Letsey Jones, Sr. of<lb />Kinston, helped practice a forceful<lb />defense of the small nation during<lb />a naval exercise.<lb /><lb />The exercise, named Ulchi<lb />Focus-Lens '98 (UFL '98), in-<lb />volved the amphibious assault ship<lb />USS Blue Ridge (LCC 19),<lb />American and Korean troops, and<lb />observes from other Pacific Rim<lb />nations. In all, about 13,000 US<lb /><lb /> troops participated.<lb /><lb />Working from the Blue Ridge,<lb />Jones and other Sailors and<lb />Marines used their war fighting<lb />skills to counter a simulated attack<lb />on the Republic of South Korea.<lb />After seeing the impact of a strong<lb />defense, Jones understands the<lb />need for US ships to deploy around<lb />the world.<lb /><lb />"Navy ships deploy to maintain<lb />stability and peace throughout the<lb />entire world," Jones said.<lb /><lb />Jones is a legal assistant who<lb />assists Navy lawyers in offering<lb />legal counsel to the ship's crew.           <lb />and the right of party members to<lb />select their choice of candidate for<lb />public office. While my motion was<lb />denied, I believe the issues raised<lb />have strong ramifications for the<lb />in dent political movement,<lb /><lb />for Black America and for the<lb />future of the democratic process.<lb /><lb />In short, my case illuminates the<lb />following situation. A person<lb />decides they're not happy with the<lb />political options of the major<lb />parties. They chose to become a<lb />member of a minor party. Should<lb />someone try to prevent them from<lb />doing so, the courts will vigorously<lb />uphold their right to belong to a<lb />minor party. However, once that<lb />individual is in an independent<lb />party and they act to guarantee that<lb />right. The court's position is this---<lb />you have the right to choose to be a<lb />minority, but once you've made that<lb />choice, we have no obligation to<lb />grant you equal protection under<lb />the law. + the leval dary<lb /><lb />One aspect of the legal quan<lb />of this case is embodied in courts T<lb />reliance on precedents in delivering<lb />their rulings. But in a social and<lb />political experiment that is<lb />America, we have come to many<lb />crossroads and frontiers. The fact<lb />that record numbers of Americans<lb />are exercising their voting rights<lb />outside the two-party framework is<lb />one of them. It has created new<lb />political circumstances in the coun-<lb />try that raise new sets of legal<lb />issues that the courts will ulti-<lb />mately have to address.<lb /><lb />In this way, minor parties and<lb />more broadly, the independent<lb /><lb />juncture. We need the Court to step<lb />in and say that whatever political<lb />affiliation people choose, they will<lb />enjoy equal protection under the<lb />law and not be placed ...de facto in<lb />an inferior position. We need the<lb />Court to strike down what has<lb />become a  onatural � understanding<lb />of our democracy--that American is<lb />"naturally" a two-party country. It<lb />is not, but it does have a political<lb />system dominated by two parties<lb />which leave the majority of<lb />Americans disenfranchised.<lb /><lb />What are the political implica-<lb />tions of this strategy? Blacks and<lb />Latinos have a critical and cutting<lb />edge role to play in the next phase<lb />of independent politics. It turns out<lb />that the combining of political and<lb />legal claims that raise both First<lb />Amendment (right to freedom of<lb />association) and Fourteenth<lb />Amend-ment claims (right to equal<lb />protection) captures the essence of<lb />the "second class" status of the<lb />independent voter. Given that the<lb />right to equal protection has been<lb />most successfully established in<lb />civil rights claims, the presence<lb />and activity of Blacks and Latinos<lb />in third parties--like in the Reform<lb />Party for example--provides a criti-<lb />cal handle for asserting these<lb />claims.<lb /><lb />The néw minority in American<lb />politics is the independent. And<lb />independents of all races and<lb />ethnicity's working hand in hand<lb />can force open the door to greater<lb />democracy by building off of the<lb />tradition of civil rights movement<lb />to renovate and innovate our<lb />democracy. In the process, Black<lb />America stands to reposition itself<lb />as part of a broad reform-oriented<lb />coalition of Americans who are<lb />attempting to take political power<lb />away from corrupt politicians and<lb /><lb />Met FERRE<lb /><lb />Centers for Disease Control and<lb />Prevention finally said what many<lb />Blacks have said all along. Young<lb />whites use far more illicit drugs<lb />and alcohol than Blacks. And that<lb />includes crack cocaine which much<lb />of the media, many politicians, and<lb />law enforcement officials have<lb />bamboozled the public into believ-<lb />ing is almost exclusively used by<lb />Blacks.<lb /><lb />A spate of recent articles in<lb />magazine and major newspapers<lb />were filled with indignation about<lb />the "new drug plague". Their pages<lb />were crammed with pictures of<lb />young Whites snorting, mainlining,<lb />and popping drugs, yet they made<lb />almost no mention of arrests,<lb />prosecution, and tough prison sen-<lb />tences for White middle-class ad-<lb />dicts. Instead there was much talk<lb />of compassion, hand-wringing<lb />sympathy, prayer sessions, expen-<lb />sive psychiatric counseling, treat-<lb />ment and rehab programs, private<lb />treatment centers, and drug diver-<lb />sion programs.<lb /><lb />Yet, according to the Sentencing<lb />Project, a criminal reform grou<lb />that racks prison growth, while<lb />Blacks make up 13 percent of the<lb />drug users, they comprise 35<lb />percent of drug arrests, 55 percent<lb />of convictions, and more than 70<lb />percent of convictions, and more<lb />those sentenced to prison for<lb />possession and sale (mostly small<lb />amounts of crack cocaine) with stiff<lb />reread sentences of 10 years to<lb /><lb />ife.<lb /><lb />Between 1986 and 1992, the<lb />number of Blacks in state prison on<lb /><lb />charges more than quadru-<lb />pled. Despite a Mt. Everest size<lb />stack of documents, studies, re-<lb />pore and news features that prove<lb />oe ees<lb />a@ massive and deep ity in<lb />how Blacks (crack cocetne)  oand<lb />White ed cocaine) are be-<lb />ing sentenced by the Feds, the<lb /> " roar law has<lb />enge. This<lb />should be pt than meee to<lb />confirm America's worst kept se-<lb />cret, that the war on drugs is still a<lb />war on African Americans.<lb /><lb />Scapegoating<lb />America Ts drug problem began in<lb />the 1980s. The conservative assault<lb />on job, income,and social service<lb />programs, a crumbling educational<lb /><lb />The recent report from the<lb /><lb />Just recently the National<lb />Association of Black Owned<lb />Broadcasters met  " in<lb />Washington, DC. The National<lb />Association of Black Owned<lb />Broadcasters - NABOB 4s it<lb />is known was organized in<lb />1976 as a response to the<lb />abysmal under representation<lb />of Black Americans in the<lb />communications industry.<lb />Since its inception , NABOB<lb />has grown into a major trade<lb /><lb />dio stations and 31 commer-<lb />cial television stations around<lb /><lb />the country.<lb /><lb />Additionally, NABOB<lb />counts among its associates<lb />membership; law firms, station<lb />brokers, national rep firms,<lb />financial institutions and a va-<lb />riety of other organizations<lb />involved in broadcasting, ca-<lb /><lb />interests of more then 178<lb />Black-owned commercial ra-<lb /><lb />system and corporate shrinkage<lb />dumped more Blacks on the street<lb />with nowhere to go. Some chose<lb />guns, gangs, crime and drugs.<lb />Clinton and the Republicans have<lb />brought more social misery with<lb />even bigger cuts in welfare, social<lb />services, and skills training pro-<lb />grams. This dumped not only more<lb />young Black males but also Black<lb />females on the fastest growing<lb />number of those being jailed with<lb />most of the rise due to arrest and<lb /><lb />. conviction for drug use and posses-<lb />sion.<lb /><lb />The consequences of the nation's<lb />blatantly discriminatory drug war<lb />and misguided drug policies have<lb />been disastrous on Black communi-<lb />ties. The constitutional guarantees<lb />of due process and privacy have<lb />been replaced by frenzied drug<lb />sweeps, random vehicle checks,<lb />illegal searches and seizures, evic-<lb />tions from housing projects and<lb />apartments. It has made many<lb />young Black males unemployable,<lb />increased gang violence, and fam-<lb />ily instability.<lb /><lb />While federal and state officials,<lb />and that includes Clinton and Drug<lb />Czar<lb />talk of treatment and rehabilitation,<lb />squander billions of dollars locking<lb />up a generation of young Blacks,<lb />drugs still flood the ghettos, barrios<lb />and, as the media now admits, the<lb />suburbs too. °<lb /><lb />But police, public officials, and<lb />much of the media, are in a deep<lb />quandary. They have done such a<lb />masterful job of creating the fric-<lb />tion that the drug problem exclu-<lb />sively of the inner cities that it is<lb />now virtually impossible to sell the<lb />majority of White Americans on<lb />the notion that a massive increase<lb />in funds for drug prevention, job<lb />and skills, training s in the<lb />best way to solve the plague.<lb />It's much easier for politicians to<lb />ba the drug fea grab head-<lb />ines, votes, an about the<lb />moral decay of our cities.<lb /><lb />The Center's report on higher<lb /><lb />drug use among young Whites than<lb /><lb />Blacks won't send law enforcement<lb />scurrying to launch raids on subur-<lb /><lb />homes, or $ through<lb />suburban neighborhoods, But it's<lb />still ek 2 einall o Srveoment<lb />agency ly it that the drug<lb />problem is not a Black problem but<lb />an American one.<lb /><lb />Barry McCaffrey, despite their |<lb /><lb />(FULANI) parties and put it<lb />where it belongs--in the hands of<lb />the people.<lb /><lb />Lenora B. Perhaps, as Manning<lb /><lb />Marable asserts in Reform<lb />and Rebellion, fault lice partially<lb />with the failure of Black<lb /><lb />Leadership to raise "fundamental<lb />questions concerning _ ideology,<lb />politics, and the future of African-<lb />American consciousness and iden-<lb />tity." On the other hand, a leader's<lb />agenda is directly related to the<lb /><lb />ee of civic education and<lb />political sophistication of constitu-<lb />ents. Only through the support of<lb />an informed and enlightened Black<lb />citizenry can Black leaders raise<lb />substantive questions about the real<lb />issues that structure policy debate,<lb />determine the allocation of eco-<lb /><lb />nomic and social resources, and<lb /><lb />affect the thinking of constituents<lb />and policymakers. Demanding an-<lb />swers to those questions enable the<lb />creation of a diversified but collec-<lb />tive strategy for obtaining Black<lb />empowerment.<lb /><lb />_ Years ago I entered the discipline<lb />of political science with an empha-<lb />sis on American politics deter-<lb />mined to arm myself and others,<lb />particularly but not exclusively<lb />minorities, with a level of political<lb />knowledge appropriate to spark<lb />engaged discussions on American<lb />economic, social, and cultural pri-<lb />orities. For me then and now, the<lb /><lb />prog crisis facing Black and<lb />ino America was the lack of<lb />critical detail paid to the policy<lb />daly tee. Fort peien gee pie<lb /><lb />y lives. Prices, gas prices,<lb />childcare. provision, wok at and<lb />community development initiatives,<lb />crime prevention, and fiscal and<lb />monetary approached to managing<lb />the economy are just a few. .<lb /><lb />Understanding the varied inter-<lb />ests influencing the policy process<lb />however requires deeper inspection<lb />than "checks and balances," "sepa-<lb />ration of powers," or memorization<lb />of the Brown rulings. It also takes a<lb />willingness to interrogate the moti-<lb />vations of Congress, and the execu-<lb />tive and judicial branches to further<lb />specific economic, political, social,<lb />and cultural goals at particular<lb />times using certain policies. An<lb />interrogation guided by this frame-<lb />work moves one away from claim-<lb />ing that policies result from simple<lb />racism, "liberal", or "conservative"<lb />politics, and uncontrollable abuses<lb />of government power.<lb /><lb />Given the current turbulent po-<lb />litical times with Congress fastly<lb />approaching impeachment proceed-<lb />ing for President Clinton, and the<lb />balance of political power resting<lb />on the upcoming 1998 congres-<lb />sional and 2000 presidential elec-<lb />tions, clearly now is a time for<lb />political sophistication--Black and<lb />White.<lb /><lb />Interestingly enough, history has<lb /><lb />aes<lb />1798 N. If truly America is facing its<lb /><lb />eatest challenge since the Cold<lb /><lb />ar, a political science class<lb />should be the place wherein the<lb />pulse of this challenge is tapped<lb />daily. Indeed this  omoment "<lb />should not be missed by reducing<lb />the current presidential crisis to<lb />mere sexual activity or dismissed as<lb />unimportant to one's daily life (save<lb />interruptions of the sporting events,<lb />Soap operas, cartoons, or must-see-<lb />television). Nor should we ignore<lb />exploring the future implications of<lb />differences in public opinion polls<lb />concerning job approval and citi-<lb />zens concern with moral character,<lb />or the touting of Black leaders<lb />(religious and secular-one even<lb />previously and publicly scorned) to<lb />rally around the President and<lb />remind US of his legislative or<lb />employment record. An explora-<lb />tion of these implications not only<lb />makes a political science course<lb />practical, but also produces a more<lb /><lb />nt, Black poli-<lb />governmen poli-<lb /><lb />economic marginality, violence,<lb />poverty, recialized police, limited<lb /><lb />educational opportunities, and<lb />spiritual doubt. "We are here to protest the<lb />way in which the USDA (U.S.<lb />artment of Agriculture) treats<lb />folks," said Alvin O'Neal, a Black<lb />farmer from Somerville, Tenn.<lb />Held Sept. 10, the vigil attracted<lb />Black farmers from as far away as<lb />Oklahoma, Louisiana, Tennessee,<lb />Texas, and Mississippi. Though<lb /><lb />_ they came, many could not afford to<lb /><lb />make the trip. It is the seventh time<lb />the group has come to Washington.<lb />Gary Grant, head of the Black<lb />Farmers and  Agriculturists<lb />Association, one of the central<lb />leaders of the Black farmers,<lb />cautioned the Clinton administra-<lb />tion about the determination of the<lb />group. "Tell Dan Glickman, Bill<lb />Clinton, and Al Gore; don't be<lb />taking us for granted. Take the<lb />message to Capitol Hill," he said.<lb />The Rev. Joseph Lowery, long-<lb />time civil rights leader and chair of<lb />the Coordinating Council of Black<lb />Farm Groups- - led the vigil.<lb />"They can't say Black and billion in<lb />the same breath," he told the<lb />crowd, referring to the USDA's<lb /><lb />_ disbelief at the size of the farmer's<lb /><lb />suit.<lb />Among the others who pledged<lb />their support was Richard Womack,<lb /><lb />director of the Department of Civil<lb />Rights, AFL-CIO. "We are going to<lb />do more than just give moral<lb />support," he said, pledging the<lb />organization's financial backing.<lb /><lb />Bill Christian, head of the pre-<lb />dominately White National Farmer<lb />Coalition also voiced his organiza-<lb />tion's support. "We seek justice. We<lb />should not go away until we have<lb />justice," he said.<lb /><lb />C. T. Vivian, a civil rights leader<lb />who worked with the late Martin<lb />Luther King, Jr., roused the crowd<lb />in a sermon- like presentation, "We<lb />are going to be here the next year<lb />and the next year, until they restore<lb />what they should to the Black<lb />farmers."<lb /><lb />Other speakers included activist<lb />Dick Gregory, Ralph Page of the<lb />Federation 0 Southern<lb />Cooperatives, Wade Henderson,<lb />head of the leadership conference<lb />on Civil Rights, Dr. Yvonne<lb />Scruggs- Leftwich, executive direc-<lb />tor of the Black Leadership Forum<lb />and Dennis Rogers, the leader of<lb />the Atlanta-based Million Youth<lb />Movement March.<lb /><lb />Washington D.C. Mayor Marion<lb />Barry also declared Sept. 10 Black<lb />Farmers T Day in the nation's capi-<lb />tal.<lb /><lb />Black farmers have filed two<lb />major lawsuits against the U.S.<lb />Department of Agriculture for dis-<lb />criminatory practices. Denied loans<lb />and access to technical assistance,<lb /><lb />New Treasury<lb />Earn 3.4% Over Infaltion<lb /><lb />Bonds<lb /><lb />Treasury's new inflation-indexed<lb />I-Bonds are on sale at banks and<lb />other financial institutions. I-Bonds<lb />are designed to offer all Americans<lb />a way to save that protects the<lb /><lb />: purchasing power of their invest-<lb />* ment while assuring them a real<lb />* rate of return over and above<lb /><lb />i a<lb /><lb />ld ee<lb /><lb />inflation.<lb /><lb />The fixed rate for I-Bonds pur-<lb />chased in September and October<lb />1998 is 3.40 percent, and the<lb />Earnings Rate is 4.66 percent.<lb />I-Bond have features that make<lb />them attractive to many investors.<lb />They are sold at face value in<lb />denominations of $50, $75, $100,<lb />$500, $1,000, and $5,000 and earn<lb />interest for as long as 30 years. "There have been<lb />attacks on Black churches ever<lb />since there have been Black<lb />churches in this country," notes C.<lb />Eric Lincoln, professor emeritus of<lb />religion at Duke University and<lb />author: of the 1996 book, Coming<lb />Through The Fire: Surviving<lb />Race and Place in America.<lb /><lb />Since African Americans were<lb />allowed few opportunities to exer-<lb />cise autonomy and to affirm their<lb />culture, Black churches became<lb />centers for activities that were both<lb />sacred and secular. Because of their<lb />mobilizing and ennobling func-<lb />tions, these churches antagonized<lb />many whites.<lb /><lb />The first recorded torching of a<lb />Black church occurred in South<lb />Carolina in 1822, Lincoln writes.<lb />In 1829, white mobs _ torched<lb />churches in Cincinnati's African-<lb />American ward, and Philadelphia's<lb />churches became constant of dis-<lb />gruntled whites during the mid-<lb />1800s. In their campaign to terror-<lb />ize blacks into submission to white<lb />rule after the Civil War, the Ku<lb />Klux Klan habitually targeted<lb />Black churches. Only during the<lb />civil rights era, when the nation<lb />recoiled at the 1963 bombing of the<lb />Sixteenth Street Baptist Church in<lb /><lb />wr<lb />Ameria ar of i py he<lb />The a<lb /><lb />were ane ts<lb /><lb />been: ses esa :<lb /><lb />white supremacists were striking at<lb />the very heart of the movement for<lb />racial equality.<lb /><lb />The burning of a Black church<lb />has always been much more than a<lb />question of destroying its prea<lb />value; only at the level of symbol<lb />can we understand its significance.<lb /><lb />"This is about more than just bricks<lb />and mortar," explains Ron Daniels,<lb />executive director of the New<lb />York-based Center for<lb />Constitutional Rights, an organiza-<lb />tion enlisted by the National<lb />Council of Churches to serve as<lb />part of its Emergency Response<lb />Team. The council called this group<lb />of organizers together to help<lb />mobilize support for the affected<lb />congregations, to monitor official<lb />investigations of the fires and to<lb />help catch the culprits. "We are<lb />vigorously pushing the issue of<lb />prosecution," says Daniels. "The<lb />issue is not just rebuilding the<lb />churches but also social justice, and<lb />we intend to ensure that justice<lb />prevails." Daniels says his group is<lb />considering adopting Dees T civil<lb />litigation strategy in cases in<lb />several Southern states.<lb /><lb />Daniels echoes others who blame<lb />a social climate rife with race-<lb />baiting for the upsurge in racist<lb />terrorism. "The black community--<lb />through the myths of welfare,<lb />affirmative action and crime--has<lb />become the scapegoat for the<lb />ressures and dislocations that are<lb /><lb />ing felt in the larger United<lb />States economy. We have a bunch<lb />of angry white males who are being<lb />told to look for answers in white<lb />supremacy and domestic terrorism.<lb />We must confront that."<lb /><lb />President Bill Clinton has force-<lb />fully denounced the church burn-<lb /><lb />was," says Daniels. Simil<lb />investigation of the bombing ro<lb />Oklahoma City yielded two sus-<lb />pects within . "Why haven't<lb />a eed inves<lb />wi e chur i<lb />Daniels asks.<lb /><lb />Federal authorities ought to clas-<lb />sify the church burnings as sus-<lb />pected domestic terrorist incidents,<lb />argues Tyrone Powers, a former<lb />FBI agent who has followed the<lb />church burnings closely. "The at-<lb />torney general's guidelines for ter-<lb />rorism are  the unlawful use of<lb /><lb />force or violence, committed by a<lb /><lb />group or groups of two or more<lb />individuals, against persons or<lb />property to intimidate or coerce a<lb />government, the civilian popula-<lb />tion, or any segment thereof in<lb />furtherance of political or social<lb />objectives."<lb /><lb />But Powers, the author of Eyes to<lb />My Soul: The Rise or Decline of a<lb />Black FBI Agent, a memoir of his<lb />nine years in an agency he charac-<lb />terizes as pervasively racist, detects<lb />familiar political motives in this<lb />foot-dragging. If word got around<lb />during the 1996 Summer Olympics<lb />that the same kind of racist<lb />terrorism that characterized the Old<lb />South was still at large, he main-<lb />tains, Atlanta's international repu-<lb />tation as the center of the "New<lb />South" would be seriously tar-<lb />nished. Planning a vaca-<lb />tion is a pleasant task because we<lb />all enjoy the aspect of traveling and<lb />visiting new places but planning for<lb />our future is not always that<lb />pleasant because of the unpleasant<lb />it may bring. Although unpleasant,<lb />its no excuse for not doing it. We<lb />must all have a vision of where we<lb />are going. The book of Proverbs<lb />(30:18) tells us, "Where there is no<lb />vision, the people perish." (Read Ephesians 6:12)<lb />Picture from a lovely home with<lb />expensive furnishings with no roof<lb />on it. A heavy rain comes and<lb />floods the entire house and most<lb />everything is ruined. It takes days<lb />to remove all the soiled and<lb />damaged furnishings, draperies and<lb />flooring. When the restorations are<lb />complete, another storm comes and<lb />destroys all the interior restora-<lb />tions. If this occurs again and<lb />again, it's only a matter of time<lb />before the rain destroys everything<lb />and with every down pour the<lb />owner's strength and resources are<lb />depleted. Discouraged, he eventu-<lb />ally stops his work and settles for<lb />what he believes is his lot in life.<lb /><lb />I know this sound absurd and you<lb />are probably thinking why doesn't<lb />this person put a roof on the house<lb />and be done with it. What a silly<lb />person. However, this scenario<lb />describes how many of us deal with<lb />finances and other aspects of our<lb />lives. We constantly do the same<lb />thing over and over and expect<lb />different results instead of realizing<lb />that if we want different results, we<lb />must in turn do something differ-<lb />ent.<lb /><lb />This financial column will give<lb />you strategies that will enable you<lb />to put a roof on your financial<lb />house and, once the roof is in place,<lb />it will assist in preventing the rains<lb />of misfortune and the storms of life<lb />from penetrating and ruining the<lb />interior of your finances.<lb /><lb />Establishing personal goals is at<lb />the heart of the planning process<lb />because it defines what you want to<lb />accomplish. Goals such as "to be<lb />successful" or "to live the good life �<lb />will not produce efficient results<lb />because they aren't specific.<lb />Financial goals should be auanti-<lb /><lb />fied in dollar amounts and time<lb />frames. Because you will have a<lb />variety of goals that you want to<lb />accomplish (purchase home, car,<lb />travel, college, etc.), the goals<lb />should be ranked in order of<lb />importance. This will establish the<lb />order in which to start your plan.<lb />There are numerous methods avail-<lb />able that can assist during this goal<lb />setting process. -<lb /><lb />Goals provide a vision on where<lb />you are going in life and it makes<lb />decision-making easier because<lb />anything that does not assist in<lb />accomplishing your goals is a<lb />hindrance to your achieving them<lb />and therefore must be "cut loose or<lb />severed". That's the definition of<lb />decision, which means to cutoff<lb />other alternatives. Therefore goals<lb />are very essential to any achieve-<lb />ment. It provides the commitment,<lb />spark, power and drive needed to<lb />bring our dreams to reality. We<lb />must always remember that the<lb /><lb />tragedy in life is not in not reaching .<lb /><lb />your goals but it is in not having<lb />any goals to reach for.<lb /><lb />Dr. Benjamin E. Those increases<lb />have made a difference: they<lb />protected the earnings of wage<lb />earners at the bottom of the wage<lb />ladder by keeping pace with infla-<lb />tion.<lb /><lb />So, too, has the Earned Income<lb />Tax Credit for low-income workers,<lb />which he also vigorously champi-<lb />oned.<lb /><lb />Those three measures likely had<lb />a great deal to do with the median<lb />income for single-woman headed<lb />households increasing by 4.4%<lb />éven as many single mothers left<lb />the welfare rolls. The gains were<lb />largest for Hispanic and Black<lb />women.<lb /><lb />: These statistics mean that there<lb />were a lot more dollars circulating<lb />in the communities where these<lb />women live--enough money for<lb />individuals and families to now buy<lb /><lb />Baltimore, the largest city in<lb />Maryland, covers 85 square<lb /> miles.<lb /><lb />of those at the bottom of the wage<lb />ladder.<lb /><lb />Yes, this proves that a strong<lb />economy with low unemployment<lb />(now at 4.5%) and inflation is the<lb />best antipoverty program one can<lb />devise.<lb /><lb />And it undermines that persistent<lb />racist myth that poor black and<lb />Hispanic workers either can't com-<lb />pete or aren't interested in compet-<lb />ing.<lb /><lb />But it also underscores that -<lb />because a rising tide alone doesn't<lb />necessarily lift all  "_boats--<lb />progressive policies do matter.<lb />Progressive economic and social<lb />policies can make a rising tide lift<lb />all the boats; they can expand<lb />social and economic opportunity to<lb /><lb />The<lb />President Bill Clinton and Monica<lb />Lewinsky was sinful, wrong and<lb /><lb />relationship _ between<lb /><lb />private. But the decision by<lb />Kenneth Starr and his Republican<lb />allies in Congress to release the<lb />testimony was a sinful act of public<lb />persecution.<lb /><lb />By not, we know that President<lb />Clinton wished to keep the details<lb />of the "inappropriate behavior"<lb />with Miss Lewinsky private. He no<lb />doubt wanted to spare both his<lb />family and the country of the<lb />embarrassment associated with that<lb />conduct. The explicit details about<lb />the relationship should have only<lb />been viewed by the people in-<lb />volved, the grand jury and the<lb />Judiciary Committee. Instead, the<lb />overzealous Starr, Newt Gingrich,<lb />Trent Lott and Henry Hyde un-<lb />leashed the private documents and<lb />videotaped grant jury testimony on<lb />the Internet and on television for<lb />the world to see. This was their way<lb />of embarrassing the President. But<lb />what they did was wrong and<lb />unnecessary and it undercuts our<lb />due process.<lb /><lb />Historically, the grand jury proc-<lb />ess has been private. But the<lb />Judiciary Committee didn't vote to<lb />cross-examine the information.<lb />They voted to release it to the<lb />media. It is Kenneth Starr and his<lb />allies in Congress who turned<lb />secret grand jury proceedings into<lb />the stuff of daily headlines and best<lb /><lb />seller lists. Meanwhile, the judicial<lb /><lb />process has not occurred. The<lb />President is going through a media<lb />process, not due process. And in<lb />their zeal for the overkill, they have<lb />robbed millions of youth of their<lb /><lb />all of America's citizens.<lb />We need to keep that in mind as<lb />we go forward from here for two<lb /><lb />reasons.<lb />One is that we can't let ourselves<lb /><lb />be forced into inaction by the<lb /><lb />seeming deluge of bad economic<lb />news from Asia, Latin America,<lb />Russia, and right here in the US<lb />which has jolted the American<lb />stock market, caused some major<lb />companies to announce a new<lb />round of layoffs, and perceptibly<lb />heightened the national economic<lb />anxiety.<lb /><lb />Despite the worries at the top of<lb />the economic ladder, we can't<lb />ignore those pockets of poverty that<lb />still exist-in Appalachia as well as<lb />inner-city ghettos and barrios. Nor<lb />that the gap between the wealthiest<lb />and the poorest Americans has not<lb />changed. Nor that children re-<lb />mained the est of Americans,<lb />with one in five living in poverty.<lb /><lb />Now, more than ever, we must<lb />not relax our efforts to use progres-<lb />sive policies to produce more<lb />economic good news. Progressive<lb />policies do matter.<lb /><lb />innocence. Now, the credibility of<lb />the judicial process and committee<lb />is under attack. Their actions have<lb />weakened the system of justice by<lb />opening the door for others to<lb />challenge judicial process.<lb /><lb />How can they reprimand or<lb />condemn the manufacturers of<lb />pornographic material when they<lb />have readily made explicit material<lb />available to all households? The<lb />impact on witnesses could be<lb />exposed. Instead of participating in<lb />the process, they might choose to<lb />avoid it.<lb /><lb />It is Kenneth Starr and his allies<lb />in Congress who seem intent on<lb />undermining the due process of law<lb />in their quest to topple the presi-<lb />dent. And while some public<lb />decision of sexual conduct was<lb />inevitable in this matter, it is Starr,<lb />his allies in Congress and their<lb />enables in the media who, having<lb />lost all perspective, have become<lb />the purveyors of what can best be<lb />labeled pornographic material.<lb />Someone must stand up for our<lb />children. It is becoming abundantly<lb />clear that Republicans in Congress<lb />and, specifically, on the Judiciary<lb />Committee no longer possess the<lb />moral authority or necessary judg-<lb />ment to pursue this inquiry in good<lb />faith.<lb /><lb />The greater offense against soci-<lb />ety lies in the conduct of those who<lb />wish to hound President Clinton<lb />from office. It is clear that the<lb />President should not be impeached,<lb />and he should not resign. For any line over 100 feet, there will be an additional fee of $2.00 per foot for gas lines less than 1 �<lb />in diameter, and $3.00 per foot for gas lines over 1.25 � or greater.<lb /><lb />* In addition to the installation fee, there is a $30.00 fee to set the meter and turn on the gas. And a<lb />- number of truly outstanding regional<lb />hospitals, including Bertie, Chowan,<lb />Heritage and Roanoke-Chowan.<lb /><lb />These institutions have worked<lb />together before. In some cases, very<lb />closely and for many years. But in<lb />uniting under a new banner, they<lb />are officially announcing a heart-felt<lb />and deep-rooted commitment to the<lb />people of Pitt County and eastern<lb />North Carolina.
