Each of the ten will work to<lb />raise public awareness about the<lb />extent of illiteracy in his/her own<lb />area of the country and promote<lb />literacy training through LVA and<lb />other. organizations over the com-<lb />ing year.<lb /><lb />The ten honorees have received<lb />full LVA scholarship to attend the<lb />Sundin Student _ Leadership<lb />Institute at the organization's na-<lb />tional conference in Houston,<lb />Texas during October 21- 24. In honor<lb />of National Breast Cancer<lb />Awareness Month this October, the<lb />Pitt County Health Department and<lb />American Cancer Society, Pitt<lb />County Women's Commission,<lb />Carolina East Mall, NC Council for<lb />Women, and Partners in Breast<lb />Cancer Education are holding a<lb />community-wide Pink Ribbon<lb />Campaign to raise awareness about<lb />breast cancer. During the week of<lb />October 4- 11, 1998, churches,<lb />employers and community organi-<lb />zations will -be passing out pink<lb />ribbons to wear during worship<lb />services, at work or other functions.<lb />Special observances including<lb />breast cancer education programs<lb />will be held on Sunday, October 11,<lb />1998.<lb /><lb />More than 75 counties in North<lb />Carolina will participate in the<lb />campaign. North Carolina cam-<lb />paign sponsors include the NC<lb />Comprehensive Breast and<lb />Cervical Cancer Control Program<lb />and the NC Southern Appalachia<lb />Leadership Initiative on Cancer.<lb /><lb />The pink ribbon has become a<lb />symbol of hope for a cure for breast<lb />cancer and a reminder that breast<lb />cancer does not have to be fatal. In<lb />fact, more than 90 percent of<lb />women survive breast cancer when<lb /><lb />Mr. Irvin could not be reached<lb />for further clarification. GM wanted cost reductions<lb />to improve its bottom line. It<lb />wanted to shift production to more<lb />efficient plants and. out-source<lb />some production to lower costs<lb />producers here and elsewhere, But<lb />the union, the UAW drew a line in<lb />the sand after seeing jobs disap-<lb /><lb />The issues surrounding the GM<lb />strike is another reminder that the<lb />days of "sweat jobs" with decent<lb />pay are numbered. Auto assembly<lb />requires more  oheadwork" than<lb />sweat work now. Over the past few<lb />years there have been real increases<lb />in new assembly workers with<lb />college degrees or at least some<lb />college.<lb /><lb />Fewer and fewer pure "sweat<lb />jobs" exist in this country. They<lb />are being aematicalty seplaced<lb />by automated processes, being done<lb />in lower cost countries, or by recent<lb /><lb />immigrants, illegal immigrants or<lb />guest workers at low wages.<lb /><lb />Also, across the board, the<lb />knowledge level for entry level jobs<lb />has been steadily raising over the<lb />past few years, The ability to read<lb />and follow written instructions is<lb />mandatory for almost any entry<lb />level job. Jobs above entry level<lb />require some problem solving and<lb />communication ability too.<lb /><lb />These are not high hurdles. In<lb />fact, decent first year high school<lb />students can step over them. The<lb />problem is a very high percentage<lb />of young African Americans finish<lb /><lb />public school without mastering<lb />those basic skills. As a result they<lb />will be shut out of this new world<lb />economy.<lb /><lb />We can rail all we want against<lb />the shifting of work to lower cost<lb />countries and the importing of low<lb />wage workers for agriculture and<lb />scientists and engineers for cutting<lb /><lb />companies, but it won't solve<lb />the problem. All of those actions<lb />are natural concomitants of our<lb />country's role in the new world<lb />economy.<lb /><lb />But the problem can be averted if<lb />we mount a strong focus on the<lb /><lb />education of our young. One ought<lb />to be the: public school system.<lb />Much more attention needs to be<lb />placed on academic performances<lb />in the first four grades.<lb /><lb />Too many schools with a high<lb />percentage of African American<lb />children show them ing 60<lb />and 70 percent below their counter-<lb />parts on a nationwide basis. That's<lb />not ood enough yes we should be<lb /><lb />Y protesting that performance<lb />at school board meetings, just as we<lb />protest the overlooking of a Black<lb />candidate for a job, Otherwise,<lb />marginalization is our future.<lb /><lb /></p>

A coroner<lb />is attempting to determine the<lb />cause of death.<lb /><lb />Her former coach, Bob Kersee,<lb />said Joyner showed no sign of<lb />illness before she died. This time it was a<lb />little black 11-year old girl killed «<lb />by two little black ages 7 and<lb /><lb />8 in Chicago. The lives of three<lb />children and their families de-<lb />stroyed. When<lb />neighbors become neighbors again,<lb />unafraid of reprimanding children<lb />as they once did and are willing to<lb />become extended family to families<lb />broken by divorce or prison or<lb />abuse or death or geographical<lb />separation. When every teacher and<lb />school administrator re-commits to<lb />providing a good education for<lb />every child. When every mayor and<lb />government official turns the rheto-<lb />ric of being "education governors<lb />or mayors" into reality and sets<lb />aside funds for computers, for<lb />books, for adequate school build-<lb />ings and for the support services<lb />desperately needed by poor stu-<lb />dents. When more young parents<lb />take their responsibilities seriously<lb />and turn away from the streets and<lb />turn toward God.<lb /><lb />Until we do those things we will<lb />continue to mourn the deaths of our<lb />children, who were killed by other<lb />children. Atom .<lb /><lb />Affirmative Action Debated at<lb />Annual Big Conference<lb /><lb />WASHINGTON The pros. and<lb />cons of affirmative action received<lb />an intensive review as two eloquent<lb />spokespersons verbally sparred<lb />through a two hour debate at T the<lb />20th national training conference of<lb />Blacks In Government (BIG).<lb /><lb />Ward Connerly, leader of a<lb />national anti-affirmative campaign<lb />risked the ire of a _ largely<lb />pro- affirmative action crowd in<lb />sticking to his position that the<lb />government " has no_ business<lb />basing decisions on the color a<lb />person's skin." Dr. Michael Eric<lb />Dyson, noted author and Columbia<lb />University professor, pointed out<lb />that the government had been<lb />"against" African Americans for<lb />many years and that being "for"<lb />them for awhile may be necessary<lb />to undo the harm.<lb /><lb />Connerly asserted that programs<lb />based on need are more effective<lb />than race-based policies in helping<lb />minorities progress. Dyson sug-<lb />gested that class and race, not class<lb />or should be considerations if the<lb />idea is to more efficiently get<lb />minorities into the mainstream.<lb /><lb />Noting that affirmative actions is<lb />touted as a temporary measure,<lb />Connerly asked how long shoud! it<lb />be maintained. Dyson stated, "per-<lb />haps as long as the government<lb />enforced slavery in this country."<lb /><lb />Merit and not race should be the<lb />basis for government decisions,<lb />Connerly said. Dyson stated that<lb />being qualified has never been<lb />enough to get ahead in this country.<lb />In addition, most schools consid-<lb />ered factors other than merit in<lb /><lb />making enrollment decisions, and<lb />that the country has never been a<lb />pure meritocracy.<lb /><lb />Questions from the audience<lb />raised issues of reparations, post<lb />reconstruction, and options to af-<lb />firmative action. erly is<lb />against reparations; Dyson's re-<lb />sponse was a  ohell, yes." This view was also<lb />stressed by Dr. Yvonne Scruggs-<lb />Leftwich, a moderator, who noted<lb />that the ballot is the best defense<lb />against such an occurrence and<lb />"only 20 percent African Ameri-<lb />cans between 18 and 35 vote."<lb /><lb />"Our organizations need to be<lb />aware of the possiblities and push<lb />even stronger for voters education<lb />action," she said.<lb /><lb />The debate was moderated by<lb />BIG President Oscar Eason and Dr.<lb />Scruggs-Leftwich, President of the<lb />Black Leadership Forum, a coali- ©<lb />tion of major civil rights organiza-<lb />tions. Mr. Eason noted that BIG's<lb />goal is to "expose government -<lb />employees to a broad scope of ideas<lb />and issues that impact the quality<lb />of public service."           <lb />FRANKLIN GRAHAM<lb />President, Samaritan's Purse<lb /><lb />William Franklin Graham, III,<lb />45, is the fourth of five children<lb />born to evangelist Billy Graham<lb />and his wife, Ruth Bell Graham.<lb />Raised in a log home tn the<lb />Appalachian Mountains outside<lb />Asheville, NC, Franklin now lives<lb />in Boone, NC.<lb /><lb />At the age of 22, after a period of<lb />rebellion and traveling the world,<lb />Franklin committed his life to Jesus<lb />Christ while alone in a hotel room<lb />in Jerusalem. Soon after that, Dr.<lb />Bob Pierce, founder of Samaritan's<lb />Purse (and previously World<lb />Vision), an international Christian<lb />relief organizations,  "_ invited<lb />Franklin to join him on a six -week<lb />mission to Asia. It was during that<lb />time that Franklin felt a calling to<lb />work with hurting people in areas<lb />of the world affected by war,<lb />famine, disease, and natural disas-<lb />ters.<lb /><lb />Franklin was elected to the Board<lb />of Samaritan's Purse in 1978, and<lb />one year later, following the death<lb />of Bob Pierce, was elected president<lb />of the organization, a position he<lb />has held ever since. Today, with an<lb />annual budget of nearly $34 mil-<lb />lion, Samaritan's Purse provides<lb />relief assistance through out Africa,<lb />Asia, Eastern Europe, the Middle<lb />East, and North and South<lb />America. The organization is<lb />headquartered is Boone, North<lb />Carolina, with offices in Canada,<lb />the United Kingdom, Africa,<lb />Australia, and the Netherlands.<lb /><lb />In 1989, Franklin conducted his<lb />first evangelistic crusade and dom-<lb />mitted to spend 10 percensOf his<lb />time each yéar preaching.<lb />Annually, he conducts 8 to 10<lb />crusades around the world as an<lb />evangelist for the Billy Graham<lb />Evangelistic Association (BGEA).<lb /><lb />In 1995, Franklin was elected to<lb />serve as first vice-chairman of<lb />BGEA - a newly created position<lb />with direct succession to become<lb />chairman and CEO should his<lb />father ever choose to step down.<lb />Franklin has served on the BGEA<lb />Board since 1979.<lb /><lb />Franklin has written several<lb />books, his most recent a autobiog-<lb />raphy entitled, REBEL WITH A<lb />CAUSE; Finally Comfortable<lb />Being Graham, as well as a<lb />MIRACLE IN A SHOEBOX<lb />OPERATION CHRISTMAS<lb />CHILD, a Samaritan Purse Project.<lb />He is also the author of the<lb />biography of Bob Pierce: THIS<lb />ONE THING I DO, published by<lb />Word Books.<lb /><lb />A graduate of Montreat College<lb />and Appalachian State University,<lb />Franklin has been honored with<lb />doctorate degrees from Toccoa<lb />Falls College, Lees McRae College,<lb />National University, and Liberty<lb />University. One need look no further<lb />than the 700 pieces of national and<lb />state legislation increasing the<lb />penalties for juvenile offenders that<lb />were introduced in 1995, at that<lb />same time as funding for education<lb />and child health and nutrition<lb />programs was being slashed, to see<lb />that the politicians don't give a<lb />damn about children. They're too<lb />young to vote, and too poor to<lb />contribute to their campaigns, so<lb />why bother?<lb /><lb />I already knew from my own<lb />experience in organizing youth that<lb />the young people coming up today<lb />are the most independent-minded<lb />(politically speaking) generation in<lb />many decades. (According to a Gallup<lb />Poll taken last year, 44% of<lb /><lb />* African-Americans between the<lb /><lb />ages Of 18 - 34 to consider<lb />themselves independent.) But I<lb />wasn't aware that others were<lb />noting this extraordinary  sea-<lb />change in American politics until I<lb />talked to Michele Mitchell.<lb /><lb />Michele is a young (not yet 30)<lb />fellow at the Public Institute<lb />Forum, an organization dedicated<lb />to promoting grassroots dialogue<lb />on public policy. As a young<lb />woman out of college, she worked<lb />on Capitol Hill as a press secretary<lb />to a Congressman from Texas. On<lb />the Hill she learned some hatd<lb />lessons about the partisanship and<lb />unprincipledness that corrupts our<lb />nation's process of lawmaking. She<lb />also noticed the yawning gap<lb />between the partisanship of politi-<lb />cians and the independence of<lb />voters of her generation. Several<lb />years and a good deal of research<lb />later, she published "A New Kind<lb />of Party Animal: How the Young<lb />Are Tearing Up the Political<lb />Landscape �, a book that lays out<lb />how the young are redefining their<lb />relationship to American politics. I<lb />recently interviewed her (together<lb />with my co-host Fred Newman) on<lb />my weekly TV show and we<lb />discussed the impact of<lb />"Generation X" on America.<lb /><lb />First, there is the basic demo-<lb />graphic fact that this generation is<lb />larger than any other in history. In<lb />the 1998 elections, 18 to 35 year<lb />olds will make up the largest voting<lb />block. And these voters feel little<lb />loyalty to either of the two major<lb />parties, regardless to their family's<lb />traditional party loyalties. Just<lb /><lb /> | before the 1996 elections, nearly<lb /><lb />70% of 18 to 35 year olds said they<lb />would like to vote for a third-party<lb />candidate for president.<lb /><lb />According to Michele, this "post-<lb />partisan" generation is not into<lb />ideologies or labels. Less than 25%<lb />of young people vote a straight<lb />party ticket: most "split" their<lb />ticket, voting for the candidate or<lb />the issue, not the party. Nor are<lb />Generation X'ers worried about<lb />"wasting their vote" on an inde-<lb />pendent. They seem to understand<lb />the concept of using a vote as a<lb />protest, to send a message to the<lb /><lb />two major parties, or to. build<lb /><lb />something new. (In 1992, 22% of<lb /><lb />ing<lb /><lb />Perce 2 fem id voters vated: fie<lb />Perot -- the highest percentage of<lb />any age group.)<lb /><lb />_ What accounts for this genera-<lb />tional shift in. attitudes? Michele<lb />advances a few theories. Thé past<lb />twenty years have brought social<lb />and economic changes that have<lb />profoundly affected the American<lb />family. Young le today grew<lb /><lb />up in front of the TV, plunked ©<lb /><lb />down there by their overworked,<lb />two-wage earner who were<lb />too busy for them. The constant<lb />exposure to marketing and adver-<lb />tising has made them more discern-<lb />ing about politicians T promises.<lb />New technologies, like the World<lb />Wide Web, have put a world of<lb />information at their fingertips--they<lb />are no longer dependent on Walter<lb />Cronkite to interpret the day's<lb />events for them. Then too, these<lb />young people started their lives<lb />with the Watergate scandal and<lb />grew up in a world where the<lb />profession of "politician" sank to<lb />new lows in public esteem. All<lb />these changes, Michele argues,<lb />have produced a "new kind of party<lb />animal", -<lb /><lb />These factors - well described in<lb />Michele's book - are im t in<lb />shaping the new cohort of 18 to 35<lb />year olds. And there is another<lb />factor here that needs to be<lb />considered; one which Michele and<lb />Fred discussed on the show. "<lb /><lb />Now, a year later, the scandals<lb />engulfing the Clinton administra-<lb />tion have neither di<lb />been resolved. The independent<lb />counsel's investigation continues<lb />unabated. Throughout the inquir-<lb />ies, there have innumerable<lb />questions asked in dozens of ways,<lb />but we'd like to cut through all that<lb />and focus on the four themes of<lb />Ken Starr's current investigation.<lb />They are as follows:<lb /><lb />Did the president devise stories to<lb />cover up his relationship with<lb />Monica Lewinsky? Did he suggest<lb />that T Monica return his gifts to her<lb />while they were under a subpoena?<lb />Did he draw up the  otalking points"<lb />for Linda Tripp's cy | during<lb />the Paula Jones trial? And finally,<lb />did the president have his friend<lb />Vernon Jordan find a job for<lb />Monica in order to buy her silence?<lb /><lb />These are all serious questions,<lb />for they involve obstruction of<lb />justice charges.
