Hawkins was called to<lb />the ministry over 20 years ago and<lb />for 17 years he worked as a<lb />traveling evangelist.<lb /><lb />As a young evangelist, he trav-<lb />eled with renown evangelist Jim<lb />Whittier. He also followed the<lb />ministries of Apostle Arthur<lb />Skinner and Morris Cervantes.<lb />After becoming acquainted with<lb />prophet Ray Solomon of Trinidad,<lb />Hawkins was able to travel with<lb />him to many countries including<lb />Holland, Trinidad, Jerusalem, and<lb />Israel preaching the Gospel and<lb /><lb />singing.<lb /><lb />$<lb /><lb />George Hawkins<lb />Hawkins, a Williamson native<lb />who has been self- Preloved as a<lb />florist, caterer and Wedding con-<lb />sultant for the past 25 years»<lb />attended Wake Forest University in<lb />Winston- Salem. A certified cos-<lb />metologist and beauty instructor,<lb />Hawkins worked as an instructor at<lb />Beaufort, Martin, Durham, and<lb />Dezasoro beauty colleges while he<lb />was still a traveling evangelist.<lb /><lb />In April of 1991, Evangelist<lb />Hawkins founded the Tabernacle<lb />Center Church of Deliverance wit<lb />only 7 people. Today the church<lb />more than e comi<lb />together in fellowship for / a<lb /><lb />stronger relationship with Christ.<lb />"We don't refer to our congregation<lb />as members of a church, because we<lb />are the church in that Christ lives<lb />on the inside of us. The body is the<lb />temple of God," says Hawkins. "We<lb />are all one in the body of Christ."<lb /><lb />It was in 1992 that the Lord gave<lb />Hawkins a vision of the new<lb />sanctuary and how it should be<lb />constructed. The location of the<lb />new sanctuary was given to a ten<lb />year old boy named Keith Rodgers<lb />in a dream. Despite negative criti-<lb />cism and skepticism concerning the<lb />possibility of the new sanctuary,<lb />Hawkins vision for the sanctuary<lb />came into fruition in 1996. Since<lb />that date the church has experi-<lb />enced many, many miracles from<lb />God - miracles that have included<lb />mental and physical healings, pros-<lb />perity blessings, destroying of de-<lb />mons. and the opening of many<lb />doors.<lb /><lb />Pastor Hawkins oversaw the con-<lb />struction of the new tabernacle<lb />from the time the foundation was<lb />laid to the finishing tasteful decora-<lb />tion of lavender carpet with match-<lb />ing accessories and chandelier<lb />lights throughout the church. Since<lb />the Tabernacle Center of<lb />Deliverance's opening, an adjacent<lb />building has been purchased that is<lb />used as an Educational,<lb />Counseling, and Cultural Arts<lb />Center (T.E.C.C.). The church has<lb />also purchased a couple of other<lb />houses that is used toward the up<lb />building of God's kingdom.<lb /><lb />"Our church is about helping the<lb />community... We have helped<lb />former drug addicts, drug pushers,<lb />welfare victims, homosexuals, alco-<lb />holics, depressed and homeless<lb /><lb />ple in finding Christ," says<lb />Hawkins, "We take peo le who the<lb />world has labeled ies? and<lb />help them to clean up their lives.<lb />That's what Jesus Christ was and<lb />still is all about," he adds. Clark Celebrates<lb />15 Years in Radio<lb /><lb />WOOW's own William H.<lb />Clark recently celebrated 15 years<lb />in radio with a week long church<lb />service and a banquet on the last<lb />day at the Dubois Center. All seven<lb />days were well attended by family,<lb />friends and the Miracle<lb />Deliverance church family. Gifts of<lb /><lb />love and appreciation were<lb />presented to Clark for his years of -<lb />dedicated service.<lb /><lb />Teresa &amp; William Clark<lb /><lb />Clark worked for Hampton<lb />Industries for 17 years before he<lb />started working as a Gospel Music<lb />announcer 23 years ago. He got his<lb />radio training from the late Sam<lb />Sutton and later, went to work for<lb />Jim Rouse when he launched<lb />WOOW Radio. He has continued<lb />to work as an announcer, promoter<lb />and sales manager at the station for<lb />the past 15 years.<lb /><lb />In Winterville, where Clark<lb />lived for 45 year before moving to<lb />Ayden, he served on the planning<lb />board, the board of adjustments<lb />and the board of alderman. His<lb />name is engraved on a plaque in<lb />the Winterville Town Hall in honor<lb />of his work toward getting the new<lb />building constructed.<lb /><lb />Clark is a member of Miracle<lb /><lb />Greenville where he serves as<lb /><lb />decision.<lb /><lb />It was commissioner Mark<lb />Owens, Jr. who made the motion to<lb />accept the resolution stating that.<lb />reorganization is necessary to meet-<lb />ing the needs, to continue accom-<lb />plishing good medical services. He<lb />said that he would push for a<lb />decision at the next meeting.<lb /><lb />Black leaders are concerned<lb />about the implications of a private<lb />hospital in the community.<lb />Commissioner Savage vowed to<lb />continue to fight the reorganization<lb />of the hospital. "Someone has to<lb />stand up to be a voice for the<lb />citizens and their concerns, and |<lb />will continue to do it with every<lb />fiber in my body," said Savage.<lb /><lb />Dr. Howard Parker of Sycamore<lb />Hill Baptist Church said that<lb />privatization may be good for the<lb />survival of the hospital because so<lb />many other hospitals are doing it.<lb />"It may be a way to keep the<lb />community from going to other<lb />hospitals for quality care: but I do<lb />have concerns about whether there<lb />is enough money appropriated for<lb />coverage for thase who can't afford<lb />hospital care,? said Parker.<lb /><lb />Commissioner Farney Moore<lb />feels that the public hospital is<lb />doing a good job and that we<lb />should stay on that path.<lb />"Privatization implies being selec-<lb />tive which means that the hospital<lb />would pick and choose patients. It<lb />is likely that the poor and those<lb />without coverage would be left out<lb /><lb />and this would be very unfair.? says<lb />Moore.<lb /><lb />Bishop Randy Royal, founding<lb />President of the Coalition Against<lb />Racism and Pastor of Philippi<lb />Church of Christ, believes that it is<lb />premature to determine the effect of<lb />privatization on the community at<lb />large. He does have grave concerns<lb />about the care of the indigenous<lb />community residents. "We will<lb />have to monitor the situation<lb />closely to see that persons in need<lb />of hospital care are not turned<lb />away." explains Royal.<lb /><lb />Royal said that it is unfortunate ©<lb /><lb />that citizens may lose control over<lb />the hospital that they purchased.<lb />"I'm hoping that the hospital will<lb />consider building a health care<lb />center in the black community<lb />Blacks have been good "partners"<lb />with the hospital in that blacks<lb />have traditionally needed hospita!<lb />care more often and their stays are<lb />usually longer because of inade-<lb />quate illness prevention practices."<lb />said Royal. :<lb /><lb />"It is very important that we<lb />focus more on programs to help<lb /><lb />onuinorities take better care of their<lb /><lb />health and programs that are<lb />educational in terms of the impor-<lb />tance of regular visits and<lb />check- ups to health care facilities.<lb />Like so many other issues in the<lb />black community, the ball has been<lb />dropped in laying a good founda-<lb />tion for prevention programs.<lb />Prevention is a crucial issue." adds<lb /><lb />Royal.<lb /><lb />Journalist and civic activist Keith<lb />Cooper believes that the county<lb />commissioners should not have the<lb />major voice in making the decision<lb />on whether or not the hospital<lb />should go private. Cooper says that<lb />the decision to remain public or go<lb />private should be left up to the<lb />citizens of the community . He feels<lb />that matters as this should be a part<lb />of a referendum.<lb /><lb />"There should be a six month<lb />period where people are educated<lb />on the pros and cons of both<lb />privatization and having the hospi-<lb />tal as a public facility. The<lb />community must be aware of the<lb />ramifications of having the hospital<lb />going private," says Cooper. "When<lb />the public is educated about these<lb />issues, they will be able to make<lb />intelligent decisions. I believe that -<lb />most people would want the hospi-<lb />tal to remain public once they<lb />understand all of the factors.<lb /><lb />Cooper believes that the hospital<lb />should remain public and other<lb />ways must be found to make the<lb />hospital more efficient. He believes<lb />nriyatization would make it very<lb />difficult for all people to receive the<lb />same proper care. "Poor people<lb />probably would get weeded out of<lb />getting adequate health care while<lb />priority would be given to those<lb />who can best afford it, explained<lb />Cooper. "Private hospitals are typi-<lb />cally more concerned with money<lb />than providing health care.<lb /><lb />Privatizing Pitt County Memorial Hospital<lb />The PROS AND CONS...!<lb /><lb />Dr. Gene Transburger, ECU<lb />"for privatization"<lb /><lb />Dr. Gene Transbarger, director of the Dept. of<lb />Community Nursing at East Carolina Medical School<lb />was the recent guest on the Jim Rouse Minority Voice<lb /><lb />television program.<lb /><lb />Dr. Transbarger is in favor of the privatization of<lb />Pitt Memorial Hospital.Having worked as a chief nurse<lb />executive for a private, not for profit hospital in<lb />Greensboro for 14 years, Dr. Transbarger feels that<lb />there is value and many advantages to having Pitt<lb />Memorial as a private hospital. Dr. Transbarger says<lb />that he understands the concerns of the poor, but<lb />strongly feels that the community and the hospital staff<lb />would not exclude the health care needs of those who<lb /><lb />cannot afford hospital costs.<lb /><lb />Bennie Rountree, President/SCLC<lb /><lb />¥,<lb /><lb />oagainst privatization"<lb /><lb />Bennie Rountree, president of the Pitt County<lb />Southern Christian Leadership Conference says that<lb />the black community has fallen asleep on this issue.<lb /><lb />"We are going to wake up and find that many of us will<lb /><lb />black<lb />the<lb /><lb />be unable to enter the hospital for treatment. We need<lb />to come together to stop the privatization of the<lb />hospital," exclaims Rountree. "I am calling on every<lb /><lb />son to come together and get an injunction to<lb />eral court to keep the hospital public. We cannot<lb />and must not let this happen. We must not let our<lb />future remain in the hands of a select few who care<lb />nothing about us as a people."           <lb />j<lb />ia<lb /><lb />Tzeliaric<lb /><lb />Credo of the Black Press<lb />The Black Press believes that America can best lead the world away from racial<lb />and natural antagonisms when it accords to every person, regardless of race,<lb />color or creed, full human rights. Hating no person, fearing no person in the<lb />firm belief that all are hurt as long as anyone is held back.<lb /><lb />Decent Incomes for Low Wage Workers<lb /><lb />by Hugh B. Price<lb />President, National Urban League<lb /><lb />With all the hurrah over the astounding current performance of the American economy--the so-called Long<lb />Boom--it's easy to forget that portion of the nation's work force which has hardly shared in the general<lb />prosperity-the 12 million Americans whose wages range from the current minimum wage of $5.15 an hour up to<lb />$6.14 an hour.<lb /><lb />That sum, earned by people who work in such low-skill positions as fast-food worker and teacher's aide, adds<lb />up to paltry annual income indeed. The average American worker's hourly wage is $12.64 an hour. But an<lb />individual working at the minimum wage for 40 hours a week, 52 weeks a year, earns only $10,712 annually--an<lb />income that is $2,600 below the federal government's poverty line for a family of three.<lb /><lb />That fact, coupled with recent cuts in welfare and Food Stamps programs, has driven increasing numbers of<lb />the working poor to emergency food banks and pantries. A 1996 U.S. Conference of Mayors survey found that 38<lb />percent of those seeking emergency food aid hold jobs, up from 23 percent in 1994; and more and more private<lb />charities are saying they can't meet the greater demand on their resources.<lb /><lb />We must help Americans who work but often endure great privation move closer to a decent, livable wage.<lb />We can do that by supporting legislation in Congress by raising the minimum wage to a threshold of $6.15 an hour.<lb />Senator Ted Kennedy (D.-Mass.) will try to bring the measure, which has President Clinton's backing, before the<lb />Senate after the Memorial May 13, 1998 Day Congressional recess. Representative David Bonior (D.-Mich.) will<lb />lead the effort for it in the House. The proposed law would raise the minimum wage by 50 cents each year for 1999<lb />and 2000.<lb /><lb />We should raise the minimum wage because itT0s only fair: hard work deserves just compensation at the<lb />bottom as well as the top of the salary ladder. We know from the experience of the 90-cents minimum-wage hike<lb />President Clinton signed into law in 1996 that minimum-wage increases benefit the people who need it<lb />most--hardworking adults in low-income families. Based on federal labor department statistics, the Economic<lb />Policy Institute, a Washington think tank, found that nearly 60 percent of the gains from that minimum wage hike<lb />has gone to workers in the bottom 40 percent of the income ladder. Raising the minimum wage by $1 will help<lb />insure that parents who work hard and play by the rules, and who utilize the Earned Income Tax Credit, can bring<lb />up their children out of poverty.<lb /><lb />Contrary to a widespread view, federal statistics show that most workers earning the minimum wage are<lb />adults, not teenagers. Half of them work full time, and another third work at least 20 hours a week. Sixty percent<lb />of those earning the minimum wage are women; 15 percent are African-American, and 14 percent are Hispanic.<lb /><lb />Our recent experience has shown that raising the minimum wage in an era of strong and balanced economic<lb />expansion won't undermine job growth. The hike President Clinton signed into law in August 1996 increased the<lb />wages of 10 million workers. Since then, the economy has created new jobs at the very rapid pace of 250,000 per<lb />month, inflation has declined from 2.9 percent to 1,6 percent, and the unemployment rate has fallen to 4.6<lb />percent--its lowest level in nearly 25 years.<lb /><lb />Some have expressed concern that raising the minimum wage will make it even harder than it routinely is for<lb />young black males to find work. Of course, the unemployment rate for black males 16 to 19 years of age remains<lb />dangerously high: for 1997 it was 36.5 percent. But the minimum wage itself is hardly a significant cause for this<lb />decades-old problem, as we've noted before. Keeping the wages of all low-income workers at subsistence levels<lb />will likely only exacerbate the employment problems of young black males--and the communities they live in.<lb /><lb />Increasing the minimum wage now would restore its real value to the level it last held in 1981, before the<lb />inflation of the 1980s drove it down. We further recommend that Congress index the minimum wage to inflation<lb />starting in the year 2001 to prevent a further erosion of its value. Low-wage workers should be treated no<lb />differently than other, higher-income workers who annually receive at least a cost-of-living increase in their<lb />salaries. With our economy in such glowing health, there could be no better time to raise the minimum wage. As<lb />President Clinton urged in his State of the Union Address: "In an economy that honors opportunity, all Americans<lb />must be able to reap the rewards of prosperity. Because these times are good, we can afford to take one simple,<lb />sensible step to help millions of workers struggling to provide for their families: oWe should raise the minimum<lb />wage.?<lb /><lb />Is President Clinton Exorcizing Black Males In The American Psych?<lb /><lb />By Sherman N. Miller<lb /><lb />Ina 1954 ruling, the U.S. Supreme Court struck down the "Separate but Equal" doctrine, hence desegregating<lb />the nation's public school system. That action had an unintended consequence of vilifying Black males because the<lb />Black civil rights groups had an upward mobility strategy that was too skewed toward civil rights whilst ignoring<lb />the true goal of Mainstream American socioeconomic parity. Some unscrupulous groups exploited the pervasive<lb />white fears commonplace at the time to vilified black males as plotting sinister deeds against whites.<lb /><lb />This Black male demonetizing reached a dangerous stage in the mid-1990s where it now jeopardizes the<lb />long-term strategic health of the United States of America. One need only recognize how rogue foreign nations pay<lb />homage to Rev. Louis Farrakhan, the current prophetic black American leader, to see that an outcast black<lb />community is a beachhead for foreign powers to gain a foothold in the United States. Furthermore, black America<lb />views its males' vilification as socioeconomic genocide.<lb /><lb />The assassination of Dr. Martin Luther King, Jr., destroyed the black male prophetic leadership that is<lb />acceptable in mainstream America. This assassination left black America trapped the last thirty years in the chasm<lb />between civil rights and equal rights. The black oTalented Tenth" bailed out of the civil rights struggle once they<lb />saw the doors to mainstream opportunity starting to open. But these educated blacks underwent a cultural<lb />metamorphosis evolving into white closes suggesting that they had disdain for the beliefs of the masses of black<lb /><lb />erica.<lb /><lb />The Talented Tenth's aloofness underpins the present class chasm that pervades the black community. What<lb />is foolhardy here is that the U.S. black community needs the skills of the Talented Tenth to foster their upward<lb />mobility just as the black leadership in South Africa and Zimbabwe recognized that they needed the skills of their<lb />white minority populations to prosper. It doesn't take a rocket scientist to recognize that black America can ill afford<lb />to maintain the present shunning of the Talented Tenth if equality in mainstream America is to be a realistic goal.<lb />apence me issue becomes, "What can be done to reposition the black male in a positive light in mainstream<lb /><lb />erica?"<lb /><lb />The obvious answer to this question is a public exorcism rite performed on black males presided over by the<lb />pene of the United States. It requires three key psyche changes to demonstrate a paradigm shift in the perception<lb />0 es:<lb /><lb />1) Black AmericansT link to an African homeland needs Mainstream American legitimation.<lb /><lb />Femme relationships with black African nations must be on a strategic importance basis where trade is the<lb /><lb />point,<lb /><lb />3) Past ill-treatment of black Americans must be acknowledged but there has to be a course set for true black<lb /><lb />equality in America's financial sector.<lb /><lb />President Bill Clinton understands the need of these psyche changes and he is now the exorcist for black<lb />American males in the economic mainstream. His town meetings are forcing the debate on race in a non-threatening<lb /><lb />re.<lb /><lb />President Clinton's long stay in Africa carried a few symbolic messages that he legitimated the link between<lb />American blacks and their homeland by removing the stigma of blacks being relegated to the status of chattel<lb />because they had no human lineage. President Clinton passed through the same door and dungeons that were a path<lb />of tears for the enslaved America's black fore-parents. He acknowledged slavery was wrong but he offered hope of<lb />a brighter tomorrow.<lb /><lb />Yet the real symbolism that touched black America's males was President Clinton paying homage to the<lb />President of South Africa, Nelson Mandela, even though Mandela has ties to some rogue nations. Mandela<lb />symbolizes the black male strength caricature that is prized in the U.S. black community, Also, South Africa showed<lb />a strong black-run nation where you don't see a bunch of starving blacks on the television for American aid.<lb /><lb />President Clinton's Africa trip set the U.S. business leadership's thinking in motion to find ways to work with<lb />Black African nations using the adage, "Let us have trade and not aid." Riggs wants<lb />to duplicate dramatic drops in minority admissions at public colleges and universities nationwide. Under the guise of ending<lb />discrimination, Rep. Riggs' amendment would eliminate federi#hfunding for colleges or universities that support affirmative action.<lb />The effect of this amendment would be devastating, Itwill close the door to opportunities and hope for minority students across<lb />this nation. :<lb /><lb />Since the University of California System eliminated affirmative action, admission for Black and Latino students have<lb />plummeted, Black undergraduate admissions dropped 66 percent at UC Berkeley, 43 percent at UCLA, 46 percent at UC San<lb />Diego, and 36 percent at UC Davis, Latino undergraduate admission dropped 40 percent at UC Berkeley, 33 percent at UCLA, 20<lb />percent at UC San Diego, and 31 percent at UC Davis, Rep. Riggs and his supporters mischaracterize the admission process and it<lb />reliance on race. Colleges and universities always have looked at a variety of factors - test scores, race, out of classroom experience,<lb />personal achievement and life challenges - to determine who to admit to their institutions. Neither race nor SAT test scores have<lb />ever been the sole criteria to determine who would be admitted to a university, However, all students, regardless of race, must meet<lb />threshold requirements that demonstrate that they are qualified to handle the workload of college.<lb /><lb />Affirmative action is a tool that gives qualified applicants an equal opportunity to compete. It is a means, not an end, Let us not<lb />resegregate our education institutions. Oppose the mean-spirited Riggs amendment.<lb /><lb />The Way For Black Empowerment<lb /><lb />by Dr. Lenora Fulani ,<lb />Why Am A "DP (Developmental Psychologist) But Am Not In The "DP" (Democratic Party).<lb /><lb />Many people who run for office are interested in winning. If that's what you're interested in and you're black<lb />you run as a Democrat. That's why Rev. Al Sharpton became a Democrat, for example. The Democratic Party is<lb />focused on getting its people elect and once elected in holding on to their elected position and their power.<lb /><lb />The Democratic Party is not a place to be if you're concerned with solutions to the problems we face--as a city.<lb />as a State or as a country. That concern doesn't ultimately fit with the Democratic--or the Republican--agenda.<lb />because you're too caught up in getting elected and staying elected.<lb /><lb />I'm a developmental psychologist. I became a developmental psychologist because | wanted to find solutions<lb />to poverty, to substandard education, violence, despair, and drug abuse among young people. I became a political<lb />activist because there are pressing policy issues--from campaign finance reform to charter schools to finding a trade<lb />approach that benefits all Americans--issues that are simply going unresolved by the Democrats and Republicans.<lb /><lb />Democrats and Republicans say to us, "elect me" and we'll solve the problems. But the problems we face are<lb />not reducible to who is or might be in office. We have lousy schools. We have too few opportunities for our young<lb />people. We have to generate national reconsideration of our entire educational approach. That's not going to be easy<lb />process, and it will be a futile process if it is constantly overshadowed by the obsession on the part of policy makers<lb />with getting and staying elected. The agenda becomes determined by polls, focus groups and protecting yourself from<lb />attack.<lb /><lb />I don't want-to end up in that position. So, when I run for office, when I involve myself in electoral campaigit<lb />or in party-building for the Independence Party<lb /><lb />Were You Counted?<lb /><lb />By Oscar Smith<lb /><lb />Primary elections are over, and we will discuss outcomes next week, but the question I would like to ask now<lb />is: "Did you stand up and allow yourself to be counted?"... in other words, did you take just a few minutes out of your<lb />television watching time, or some other worthless thing, to go to the polls and cast your vote?<lb /><lb />Well, if you did not, don't let me hear you complain. And I don't want to hear that age-old excuse, "It doesn't<lb />matter, they are going to do what they want to any way," or "What difference will my little old one vote make?"<lb />Neither question is a viable argument.<lb /><lb />In Wake County, for example, black Americans were once able to determine the outcome of most races because<lb />of turnout. Today, that same group of voters, or non-voters, if you will, couldn't elect the dog-catcher, that is if he<lb />or she were elected.<lb /><lb />Of course there is disillusionment over a lot of things that you may feel are right or fair. But guess what. You<lb />know how you change that.... YOU get up off your rusty-dusty and go to the polls and vote your choice... after<lb />carefully weighing all of the choices.<lb /><lb />Recently Ella Scarborough, the only female - who happened to be black -- in the US Senate race in the primary<lb />voiced concerns over what she said she had been told was what amounts to vote buying by other candidates.<lb />Personally I can't understand why any black voter worth his or her salt would vote for anything other than a black.<lb />if that candidate was equally qualified for the office. You see,, that attitude is what elects candidates. Not the "Oh<lb />he or she can not win so why should I vote for them?" or the so-called money for votes that Scarborough talked<lb />about.<lb /><lb />That is the way you get the candidate of your choice elected for anything. Until you get out and exercise the<lb />right that so many fought and died for for so many years, your voting strength will continue to get divided and split<lb />so that you will continue to be totally ineffective.<lb /><lb />If you are angry abut what I've said, maybe you'll take that anger and channel it into a positive change mode<lb />and make me out a liar during the runoffs, if any, or the general elections in November and begin to turn this thing<lb />around. Simmons -- a<lb />self-styled colonel from Alabama " created the second KKK in this nation. He single-handedly inspired "The Birth<lb />of A Nation" of (496,955) member hiding behind this nation's oldest institutional technique Bureaucracy with the<lb />idea of promoting his organized idea of selling robes and memberships, building his empire under this deceptive<lb />illusion.<lb /><lb />In the 1920's, his organized idea spread throughout the South and beyond. The face of this nation was claiming<lb />2 million members... males and female... of the white race. However, his idea appealed to white clergymen of the<lb />Protestant denomination. How appalling. In the southern region with a scheme to oppose Roman Catholics, Blacks,<lb />and Jews, by subjecting and inflicting brutality upon them, racial, political, and economic injustices.<lb /><lb />This immoral and unethical organization was anti-black and anti-Asian for the following reason to promote<lb />white supremacy and to inject institutionalized racism upon African American and other ethnic groups. Somehow<lb />it seems African Americans are continually experiencing this unendingly evil today on a national scale through<lb />economics and politics. Justice has pleaded their case.<lb /><lb />The KKK's own corruption, violence, internal conflict, tax troubles and negative publicity in southern<lb />newspapers brought them down, but this did not bring the organization to a close. Until the 1960's an obstetrician<lb />or medical doctor reorganized the KKK and changed their name to the "United American KKK" who viciously<lb />fought against integration and the civil rights movement, establishing small independent Klan groups, wearing their<lb />traditional attire~white robes, As recorded, thee men behind the robe were doctors, lawyers, senators, and governors<lb />of states, congressmen, law enforcement officers who dominated the political and economic arena with white justice<lb />and displayed injustice toward blacks.<lb /><lb />Today, at the dawning of the twentieth century and on the horizon of the twenty-first century, few are sill in<lb />business, invoking much of the same crime in the same areas on an institutional level moving the white supremacy<lb />fringe on a less picturesque, organized view. They have put away the white robes and robed themselves in blue and<lb />gray suit, with starched shirts, wearing ties.<lb /><lb />Today, I ask African Americans not to discard this nation's history that have dealt with us deceptively through<lb />injustice, hoodwinking us psychologically by using our white counterparts on a subtle and intellectual level. Since<lb /><lb />and the 1960's civil rights bill this evil has seeped through the cracks of another generation displaying<lb /><lb />how it can engraft itself through people and time.<lb /><lb /></p>

It was while he was working<lb />as a physical therapist at Pitt<lb />Memorial Hospital, a position that<lb />he held for 17 years, that Nelson<lb />put together his first skate-a-thon<lb />to raise money for the children's<lb />hospital and for the hospital's<lb />therapy recreation department.<lb />This skate-a-thon was a success<lb />and Nelson began to sponsor other<lb />skate-a-thons.<lb /><lb />He once did a skate-a-thon and<lb />went to different churches and<lb />businesses to raise money for new<lb />equipment for therapy for the<lb />hospital. Nelson has continued to<lb />serve as the Special Olympics<lb />skating coach for the last 14 years.<lb />Last year his skating team brought<lb />home 9 Gold, 9 Silver and 7<lb />Bronze medals from the Annual<lb />Special Olympics Skating Meet.<lb /><lb />Nelson, who has taught three<lb />generations to skate, says that<lb />skating is always on his mind. He<lb />does volunteer work at least three<lb />evenings a week at Sports World<lb />and teaches skating lessons on<lb />Saturday mornings. Nelson says<lb />that he volunteers because some<lb />there are some children who want<lb />to learn to skate but can't afford it.<lb />He has done this for the past 22<lb />years.<lb /><lb />"Skating with children allows me<lb />to form a buddy system with some<lb />of them and I am able to mentor,<lb />counsel and talk with them. "Be aware, Mr. Ball, this is<lb />an impossible dream."<lb /><lb />ven supporters question what Ball has accom-<lb />plished. And at what cost.<lb /><lb />"I wish my family had been Quakers in the<lb />Underground Railroad instead of slave owners in the<lb />Low Country," says his cousin Catherine Tupper. "I<lb />wish we had been more."<lb /><lb />Ball acknowledges his family's discomfort and<lb />offers them an apology too. He's not trying to<lb />embarrass them, he says. By sharing their history with<lb />the other owners of that history, he hopes, paradoxi-<lb />cally, to bring them honor.<lb /><lb />Some feel he already has. Charlotte Vogelsang<lb />threw a party for her cousin, praising his bravery for<lb />"taking us to the scary, hard place, for making us think<lb />about the truth." .<lb /><lb />But she can't persuade her father, a minister, to<lb />agree.<lb />On the Black side of the family too, not all Ball's<lb />newfound cousins are thrilled to learn about their<lb />heritage.<lb /><lb />"Ed Ball was born with a silver spoon in his<lb />mouth and I was born into poverty. As a child he collected shells here, oblivious<lb />to the fact that this is where slaves ships dumped their<lb />dead overboard. The sick were herded into opest<lb />houses" and held for several weeks, then taken to the<lb />mainiand to be sold.<lb /><lb />"Sullivan's Island was like an Ellis Island for<lb />slaves." Ball says standing on the sandbar at the mouth<lb />of the Charleston harbor.<lb /><lb />"About 40 percent of American slaves arrived at this<lb /><lb />spot. And there is nothing here to remember them, not<lb />a single marker. It's just too painful."<lb /><lb />As part of his own journey of remembrance, Ball plans<lb /><lb />to move back to Charleston permanently. He wants to<lb /><lb />live with the people he has written about, his family -<lb /><lb />White and Black He has spent five years raising the<lb /><lb />dead. The authors<lb />conclude that major reductions in<lb />morbidity and mortality and conse-<lb />quent cost savings can be achieved<lb />by early intervention. The effective-<lb />ness of post attack intervention<lb />depends on a rapid response which<lb />requires prior planning, prepara-<lb />tion, and training.<lb /><lb />Achieving the level of prepar-<lb /><lb />edness implied by the assumptions<lb />stated in the article will require a<lb />major national effort. This discus-<lb />sion of possible bioterrorist attack<lb />scenarios adds to a growing con-<lb />cern about our willingness as a<lb />nation to commit the effort and<lb />resources necessary to protect our<lb />citizens. -<lb />Biologic warfare and use of<lb />biologic weapons by terrorists have<lb />only recently been discussed openly<lb />and realistically. The threat to<lb />the nation from biologic weapons is<lb />no longer a debate issue. Now the<lb />questions are how immediate and<lb />serious is the threat and how do we<lb />respond effectively?<lb /><lb />Protecting the armed forces<lb />against biologic weapons, although<lb />complex and difficult, is less<lb />challenging than protecting the<lb />civilian population. The armed<lb />forces are relatively small popula-<lb />tions that can be vaccinated against<lb />the major threat agents. Aerosols<lb />containing biologic materials can<lb />be detected at a distance, and<lb />protective masks and suits are<lb />effective. Military medical person-<lb />nel are trained to recognize and<lb />treat casualties, and antibiotics,<lb />antiviral drugs, and antitoxins can<lb />be stockpiled for military contin-<lb />gencies. The preponderance of<lb />scientific expertise for many of the<lb />threat agents is within the military<lb /><lb />\<lb /><lb />tie his capability Pl<lb />is ity is now being<lb />" compromised by budget<lb />cut personnel reductions.<lb /><lb />The civilian population can-<lb />not be protected in the same<lb /><lb />manner as the armed forces. We<lb />must rely heavily on our intelli-<lb /><lb />gence and criminal investigation -<lb /><lb />agencies and on international ef-<lb />forts to identify specific threats and<lb />deter terrorists. We must also<lb />recognize the possibility that a<lb />determined terrorist organization<lb />may not be deterred, may evade<lb />detection, and may succeed in<lb />releasing an aerosol of a virulent<lb />bacterium, virus, or toxin in a<lb />susceptible target area such as an<lb />airport or stadium. Our current<lb />capability to effectively respond to<lb />such a scenario and minimize the<lb />impact is far less than needed.<lb /><lb />The U.S. Armed Forces and<lb />the Department of Defense have the<lb /><lb />eatest capability in biologic de-<lb />fense, but the responsibility for<lb />dealing with the threat of biologic<lb />weapon use by a terrorist falls on<lb />multiple federal, state, and munici-<lb />pal agencies and the civilian health<lb />care community. Most of the<lb />organizations are inadequately pre-<lb />pared to deal effectively with the<lb />problem.<lb /><lb />The organizational aspects of<lb />dealing with an attack on our<lb />civilian population are daunting.<lb />Responsibility for recognizing an<lb />unusual outbreak of illness that<lb />may be the result of the deliberate<lb />release of a biologic warfare agent<lb />will fall on the health care commu-<lb />nity. Early recognition will be an<lb />important factor in determining the<lb />overall outcome and will depend on<lb />the level of suspicion and knowl-<lb />edge of the health care providers<lb />that see the initial cases. Rapid,<lb />precise, and reliable diagnosis will<lb />be the responsibility of the federal<lb />and state public health laboratory<lb />system with help from their mili-<lb />tary colleagues. Organizing and<lb />managing the care of patients and<lb />mounting the appropriate public<lb />health response will involve local<lb />health care and municipal agencies<lb />and authorities and state public<lb />health authorities. The effective-<lb />ness of coordination, support, and<lb />leadership at the federal level may<lb />make huge differences in reducing<lb />death rates and containing the<lb />possible secondary spread of a<lb /><lb />communicable disease. The Federal<lb /><lb />Emergency Management Agency<lb />has the major responsibility for<lb />planning and coordinating the |<lb /><lb />consequences phase of a<lb />response, but<lb /><lb />determine the outcome.<lb /><lb />If we take the biologic war-<lb />fare threat seriously, a major effort<lb />will be needed to develop contin-<lb />gency plans and initiate coordi-<lb />nated and mutually supportive<lb />programs in all involved agencies.<lb />Training and education of the<lb />health care community will require<lb />a major effort involving several<lb />major professional organizations.<lb />Developing and improving diag-<lb />nostic and identification capability<lb />is essential for medical care, public<lb /><lb />health, intelligence, and law en- ."<lb />forcement agencies and should be a *<lb /><lb />national priority.<lb /><lb />The science base needed to<lb />deal with the broad spectrum of<lb />agents on the threat list, bacteria,<lb />Viruses, toxins, and parasites, is<lb /><lb />widely distributed among several _<lb />laboratories in  theg<lb /><lb />federal<lb />Department of Health and Human<lb />Services, the Department o<lb />Defense, and the Department of<lb />energy, as well as in universities<lb />and state public health laboratories.<lb />In addition, since many of the<lb />biologic agents are not normally<lb />large public health problems or<lb />popular subjects of scientific re-<lb />search, critical areas have inade-<lb /><lb />quate research capability and.<lb />limited expert personnel.<lb />Deficiencies in our scientific<lb /><lb />knowledge and a paucity of experts<lb />will ultimately limit our capability<lb />to rapidly and precisely identify<lb />agents and respond effectively in a<lb />crisis. For example, the global<lb />molecular epidemiology of the<lb />agents at the top of the threat list is<lb />critically important for identifyin<lb />the organisms accurately and dif-<lb />ferentiating local from exotic<lb />strains. Current databases are in-<lb />adequate, and no organized effort is<lb />being made to fill in the gaps.<lb /><lb />The current public discussion of<lb />the threat of biologic terrorism is an<lb />Opportunity to evaluate our collective<lb />capabilities and to assess weaknesses<lb />and vulnerabilities, Raising the level of<lb />national preparedness will require<lb />leadership and action by responsible<lb />federal agencies. CASH MICHAELS<lb />Staff Writer<lb /><lb />Thanks to a torrent of television _<lb /><lb />commercials and enough person<lb /><lb />wealth to drop $3.2 million into his<lb />own Democratic primary campaign |<lb />coiffures without blinking, John "<lb />Edwards, a highly successful "<lb />Raleigh personal injury attorney, is<lb /><lb />now the nominee Democrats across<lb />the state hope can unseat<lb />conservative Republican incumbent<lb />U.S. Senator Lauch Faircloth in<lb />November.<lb /><lb />But will African-American<lb />voters, whose numbers at the polls<lb />have been steadily dwindling in<lb />recent years, support Edwards to<lb />the extent needed to offset the high<lb />amount of white moderate to<lb />conservative votes Faircloth is<lb />likely to get?<lb /><lb />ee " . . : ) o<lb /><lb />wee ee<lb /><lb />elective experience out of the<lb />seven-candidate Democratic<lb />primary field, received little<lb />support from black community<lb />- leadership statewide, thus garnering<lb />only 10 percent to EdwardsT 51<lb />percent of the May 5 primary vote.<lb /><lb />D.G. Martin, a respected<lb />Democratic party stalwart, came in<lb />second to Edwards with just 29<lb />percent. If Edwards had been kept<lb />below 40 percent, Martin could<lb />have forced a runoff.<lb /><lb />In years past, most observers<lb />confirm, when a credible black<lb />candidate, like a Rev. Jesse<lb />Jackson, Rep. Shirley Chisolm, or<lb />even former Charlotte Mayor<lb />Harvey Gantt, announced that they<lb />were running for a top office,<lb />several grassroots efforts were<lb />formed within the African-<lb />American community to ensure that<lb />if they didn't at least win, there'd be<lb />enough of the black vote to ensure<lb /><lb />Will Black ye<lb /><lb />John Edwards<lb /><lb />That's what Edwards and his<lb />supporters will have to work on in<lb />the months before the general<lb /><lb />that African-American interests<lb />weren't ignored.<lb /><lb />Only then would the primary<lb />winner get black voter support in<lb />the fall.-This way, the Democratic<lb />party was kept on notice not to take<lb />the African-American for granted,<lb />though many in the community feel<lb />they already have. If blacks ever<lb />lost that leverage, they warn, their<lb />issues would eventually be cast<lb />aside.<lb /><lb />"In the past the African-<lb />American community has had more<lb />leverage by supporting a candidate<lb />in the primary who would then<lb />throw his or her support to the<lb />(winner)," Chris Fitzsimmons,<lb />executive director of Common<lb />Sense Foundation Inc., a nonprofit<lb />progressive issues advocacy group<lb />in Raleigh, confirmed to The<lb />Wilmington Journal.<lb /><lb />That didn't happen for<lb />Scarborough, however, because<lb />Edwards was able to get early<lb />commitments from a good majority<lb />of the state's black leadership, and<lb />some have questioned, and even<lb /><lb />Edwards in Noven<lb /><lb />degree, and court victories against of the John Locks Foundation, a<lb /><lb />"vq insurance companies for othe little<lb /><lb />_ election. Indeed, what's in it for<lb />blacks to put Edwards, a political<lb />novice whose bank book, law<lb /><lb />alleged, how he did it.<lb /><lb />A week before the primary,<lb />Scarborough confirmed that she<lb />was hearing what many insiders<lb />had been reporting to The<lb />Wilmington Journal and The<lb />Carolinian since the tide of black<lb /><lb />political action committee<lb />endorsements were going EdwardsT<lb />way.<lb /><lb />"I am hearing that (black)<lb />leaders across the state are being<lb />bought by certain candidates," she<lb />told The Carolinian in Raleigh<lb />on April 28. oI'm hearing that, I<lb />couldn't vouch for that, I cannot<lb />confirm that. But I get calls all the<lb />time about people being<lb />purchased."<lb /><lb />Community leaders who stayed<lb />neutral in the race, like James<lb />Hankins, first vice-president of the<lb />New Hanover NAACP, said they<lb />had hoped that that alleged practice,<lb />which was once commonplace<lb />years ago, had now ceased, warning<lb />that if blacks lose their leverage<lb />now, their issues will eventually be<lb />cast aside.<lb /><lb />Media insulting of black people is alive and<lb /><lb />_ well<lb /><lb />Minority Keport<lb /><lb />By James E. Allsbrook, Phd<lb /><lb />The ugly and notorious N-word,<lb />which exploded into the news<lb />spotlight so conspicuously during<lb />the O.J. Simpson trial, has<lb />reclaimed the spotlight in three<lb />separate incidents.<lb /><lb />First, the NAACP has won its<lb />battle with the Merriam-Webster<lb />Collegiate Dictionary publishers<lb />who have agreed to change the<lb />definition of the word, onigger?.<lb /><lb />Second, the Urban League of<lb />Eastern Massachusetts has led a<lb />heavy attack on Boston Magazine<lb />which used the term, oHead Negro<lb />in Charge?, to describe Dr. Henry<lb />Lewis Gates, a prominent professor<lb />at Harvard U. This term is a<lb />takeoff on the old, belittling and<lb />contemptuous term, oHead Nigger<lb />in Charge?, which reeks of sarcasm<lb />and disrespect.<lb /><lb />Third, U.S. Sen. Wendell Ford,<lb />old-line Democrat from Kentucky,<lb />said, oI am not nigger-rich?, in<lb />answer to a call-in question on a<lb />radio talk show. This 30-month-<lb />old insult was not reported in most<lb /><lb />newspapers at the time, but it is<lb />stored in computer data.<lb />The NAACP campaign against<lb /><lb />Merriam-WebsterTs objectionable .<lb /><lb />definition was led by Kwame<lb />Mfume, that "organizatignTs<lb />talented, thoughtful and well-<lb />spoken leader. The objections<lb />came when the dictionary defined a<lb />onigger? simply as a black person<lb />and failed to state that the term is<lb />very objectionable. The publishers<lb />received thousands of complaints<lb />and replied that they are reviewing<lb />the definitions of onigger? and<lb />other possibly objectionable terms<lb /><lb />and will make revisions in<lb />subsequent publications.<lb />An extended definition |<lb /><lb />indicating that onigger? is offensive<lb />does appear in the much larger,<lb />Unabridged Merriam-Webster<lb />dictionary, but this inclusive and<lb />scholarly volume usually is held<lb />only in research-oriented libraries<lb />found generally at large educational<lb /><lb />institutions. .<lb />An article in Essence magazine<lb /><lb />by Delphine Abraham reported that<lb />él had collected ten thousand<lb />signatures on a petition to change<lb />the offensive definition in the<lb /><lb />Collegiate Edition of this top-rated |<lb /><lb />Webster's.<lb /><lb />The usé of oHead Negro in<lb />Charge? as the title of Boston<lb />magazineTs April feature article on<lb />Prof. Henry Gates offended readers<lb />of both races. Boston newspapers<lb />said reaction was varied, probably<lb />depending on the sophistication of<lb />the reader. oSkip? Gates, as<lb /><lb />nicknamed by his mother, is highly<lb /><lb />esteemed~in academic circles and<lb />his professional credentials are<lb />first-rate.<lb /><lb />The long article on him<lb />discusses his humble origin in West.<lb />Virginia, his brilliant scholarship at<lb />Ivy Leaf universities, his marriage<lb />to a white woman, his various<lb />publications and his assembling a<lb />very talented group of black<lb />scholars now teaching at Harvard,<lb /><lb />. where he is chairman of African<lb /><lb />America Studies. The article<lb />quotes GatesT as using profanity on<lb />various occasions and measures his<lb />career success by his publications<lb /><lb />and his extracurricular work that '<lb /><lb />have brought him an expensive,<lb />home and estimated income of<lb />about a million dollars per year.<lb /><lb />The article states that Gates, 47,<lb />could become the most influential.<lb />black man in America because he<lb />and his talented black recruits at<lb />Harvard can produce ideas and<lb />intellectual leadership that can<lb />change greatly the situation of<lb />black people in America.<lb /><lb />However, within recent years, |<lb />African AmericansT demand for<lb />normal human dignity has<lb />intensified through<lb />condemnation of objectionable<lb />stereotypes and other methods of<lb />racial ridicule projected by radio,<lb />newspapers, magazines, television,<lb />movies, stage and other media.<lb />The NAACP -presents its annual<lb />televised awards nationwide. Its<lb /><lb />Spingarn Medal is a treasured, |<lb /><lb />historic recognition of  race-<lb />betterment work of very high<lb />quality, Ebony magazine presents<lb /><lb />awards in, various categories to<lb /><lb />outstanding high school and college<lb /><lb />students. Essence magazine,<lb />among other things, presents its<lb />oLiving Legend? award to<lb />established blacks of outstanding<lb /><lb />accomplishment.<lb />Various black fraternities and<lb /><lb />insistent :<lb /><lb />sororities, the Links and other<lb />organizations have helped with<lb />scholarships and awards for<lb />excellence. But more needs to be<lb />done.<lb />positive, but we must eliminate the<lb />negative by opposing negative<lb />productions like the Jerry Springer<lb />show, the profanity and vulgarity<lb /><lb />that appear too often on BET |<lb /><lb />television, and the  stereotype-<lb />reinforcing damages that come<lb />from negative and injurious<lb />productions like oPorgy and Bess?,<lb /><lb />oAmos nT Andy?, oThe Green |<lb />mma e,<lb /><lb />Pastures? and other presentations<lb />that identify black people as<lb />simpletons, dope addicts and<lb />prostitutes as in oPorgy,? and in<lb />old-time blackface vaudeville.<lb /><lb />The Minority<lb />fo) (or- ma later<lb /><lb />y The 'M<lb />yme the<lb />voice<lb />re not<lb />tures<lb /><lb />aPeliicse mie)<lb /><lb />if youhave<lb /><lb />S| man," are the only things that have<lb /><lb />distinguished him in the U.S.<lb />Senate race; so far?<lb /><lb />And is Faircloth, albeit a<lb />conservative who follows closely in<lb />the steps of his colleague and GOP<lb />mentor, N.C. senior Sen. Jesse<lb />Helms, seen as being as much of a<lb />threat to African-American<lb />interests as Helms reportedly is?<lb /><lb />Those are the questions,<lb />observers say, the Edwards camp<lb />will, have to successfully answer if<lb />they plan to have a Democrat from<lb />North Carolina elected to the<lb />Senate for the first time since the<lb />late Terry Sanford did it in 1986.<lb /><lb />"I think EdwardsT key<lb />weaknesses are lack of political<lb />experience and his background as a<lb />trial lawyer," John Hood, president<lb /><lb />"It's all about money, and it's all<lb />about winning,? Hankins told The<lb />Wilmington Journal, adding how<lb />distressed he was with the<lb />likelihood of big money leaving<lb />little room for key African-<lb />American issues to be placed on the<lb />table.<lb /><lb />"We need to at least make them<lb />recognize that we're out there, reach<lb />out, and try to get some of the<lb />(issues) that (we) want (addressed).<lb />If we can't do that, then we're really<lb />Just wasting our time."<lb /><lb />"TV and money can pretty much<lb /><lb />sae a. oena meena<lb /><lb />T continued.<lb /><lb />Raleigh conservative think tank, |<lb /><lb />told The Wilmington Journal.<lb /><lb />"Faircloth will portray Edwards as<lb /><lb />lacking the experience and maturity<lb />to be an effective senator. He will<lb />also say that Edwards will represent<lb />the interests of the trial lawyer<lb />_ lobby rather than those of business,<lb /><lb />hospitals, schools and ordinary °<lb /><lb />folks."<lb />Faircloth, a former Democrat,<lb /><lb />defeated Sanford in 1992 after .<lb /><lb />switching parties.<lb /><lb />"I would assume that Edwards<lb />would run strongly among North<lb />Carolina blacks, as do most<lb />Democratic candidates," Hood<lb />"But I doubt he'll<lb />generate as much interest as Harvey<lb />Gantt did. Furthermore, I don't<lb />expect a large turnout (this fall),<lb />because of general contentment<lb /><lb />make or break whatever they<lb />want," Hankins continued. "We<lb />don't need to fall into this trap. We<lb />need to put some of our issues out<lb />there, and use our vote to bargain<lb />and get some of the things we're<lb />trying to get."<lb /><lb />Chris Fitzsimons warns that just<lb />because Edwards has _ black<lb />leadership support, doesn't<lb />automatically translate into<lb />significant black community votes.<lb /><lb />"I would probably make the<lb />argument to Mr. Edwards that just<lb />because you have prominent black<lb /><lb />Republican senator this year, é<lb /><lb />Hood concluded, oand that's not<lb />saying much for the democratsT<lb /><lb />chances.? Or ae<lb />- Part of the baggage Edwards<lb /><lb />will carry, however, is the bad taste<lb />some in the African-American "<lb /><lb />community have at the way former<lb /><lb />Charlotte City Councillor Ella -<lb /><lb />Scarborough, an African-American<lb />and Democratic primary opponent,<lb />was treated.<lb /><lb />With no money and significant<lb />problems developing a statewide<lb /><lb />campaign organization,<lb />Scarborough, the only person with<lb /><lb />leaders signed onto your campaign,<lb />and you've? gottenT the<lb />endorsements of the black political<lb />committees from around the state,<lb />you're not going to win this election<lb />unless you speak about the issues<lb />that affect the black community,<lb />and excite them to go to the polls,"<lb />Fitzsimons said.<lb /><lb />"] think there's a huge difference<lb />between endorsements and<lb />excitement, energy and a strong<lb />turnout.
