Royal, who also serves as<lb />president of the Coalition Against<lb />Racism (CAR), stated that one<lb />would think that we were back in<lb />1898 and not 1998 from these re-<lb />marks. These types of remarks will<lb />not be tolerated today, he said.<lb /><lb />Rev, Royal said that what the<lb />school board has done is to basi-<lb />cally put a band-aid on a cancer<lb />when radical surgery is required<lb /><lb />(referring to the three-day suspen-<lb />sion).<lb /><lb />School board member: Michael<lb />Dixon said that the school boardTs<lb />decision was the result of not want-<lb />ing to cause disruption in that<lb />teacherTs classroom. Hating no person, fearing no person in the<lb />- firm belief that all are hurt as long as anyone is held back.<lb /><lb />Out Of Hiding<lb /><lb />oNoot? Is he still in politics??<lb /><lb />The question was dead serious.<lb /><lb />He had just heard the announce-<lb />ment last week that U.S. Speaker of<lb />the House Newt Gingrich was look-<lb />ing into ways to use a discretionary<lb />fund to help finance possible im-<lb />peachment proceedings against<lb />President Bill Clinton.<lb /><lb />It was a question echoed by many.<lb /><lb />Where had Gingrich been? What<lb />had he been up to? And why sud-<lb />denly break his silence, now?<lb /><lb />When the oRepublican RevolutionT<lb />hit in 1994, the media were full of<lb />him. The liberal press decried the<lb />coming of a ra of American<lb />politics, dom(nated by a philosophical<lb />cross between Ebenezer Scrooge<lb />and Adolf Hitler.<lb /><lb />The conservative media hailed a<lb />house-cleaning in American politics<lb />where evil and corruption would be<lb />swept away in a purge that hadn't<lb />been seen since Jesus cleared the<lb />temple of the moneylenders.<lb /><lb />The visible symbol of that revolu-<lb />tion was Georgia Rep. Newt Ging-<lb />rich. A self-professed obomb-<lb />thrower? from years back, he had<lb />earned his oradical? credentials<lb /><lb />~through deliberately inflammatory<lb />(some said deceptive and manipula-<lb />tive) speeches on the House floor.<lb /><lb />His crowning achievement had<lb /><lb />been orchestrating the removal of<lb /><lb />House Speaker Jim Wright for viola-<lb />tions of ethics rules that most folks<lb />fourid it hard to figure out.<lb /><lb />He was all but declared the de-<lb />facto president by conservatives,<lb />who threw their newfound power<lb />around with an arrogance and aban-<lb />don that bothered even many vet-<lb />eran Republicans.<lb /><lb />That, it turned out, was his"and<lb />their"undoing.<lb /><lb />After steamrolling through a num-<lb />ber of oreform? measures, the con-<lb />servative juggernaut bogged down<lb />when a surprisingly combative Clin-<lb />ton made a stand and effectively<lb />shut down government.<lb /><lb />The public blamed Gingrich and<lb />his Republicans, saying that the<lb />president did what he had to do"<lb />that they went too far.<lb /><lb />Opinion polls showed that the pub-<lb />lie sympathized with much that the<lb />Republicans were trying to do (they<lb />elected them), but just didnTt like<lb />their attitude. They were too loud.<lb />Too arrogant. Too pushy.<lb /><lb />They especially didnTt like Newt<lb />Gingrich.<lb /><lb />Republicans took the hint. They<lb />backed off. Gingrich went into a sort<lb />of self-imposed exile, making few<lb />pronouncements on public issues.<lb /><lb />It reached the point that, in the<lb />1996 elections, almost no Republi-<lb />cans solicited his support, and many<lb />distanced themselves from his poli-<lb />cies in their campaign ads.<lb /><lb />Now, though, Gingrich is back,<lb /><lb />with that statement and later with a<lb /><lb />widely publicized denouncement of<lb />ClintonTs drug plan.<lb /><lb />Why come back now, with Repub-<lb />licans in such a precarious public-<lb />opinion quandry?<lb /><lb />Could it be, as some suggest, that<lb />Republican leadership is so out of<lb />touch that they donTt realize their<lb />plan to torpedo Clinton has back-<lb />fired, leaving him stronger than<lb />ever? oe<lb /><lb />We think not. The Republican<lb />Party, ironically, has been suffering<lb />from a leadership crisis. It lost badly<lb />in an election that should have been<lb />a romp, because it couldnTt come up<lb />with a candidate that fired peopleTs<lb />imaginations.<lb /><lb />Now, in budget debates, the Clin-<lb />ton White House is setting the tone,<lb />taking the fight to them.<lb /><lb />Republicans may feel that they<lb />need a strong leader, even one that<lb />is widely disliked and ridiculed.<lb /><lb />After all, if a bozo like Clinton can<lb />continue to lead the Democrats,<lb />whoTs to say Newt canTt resume the<lb />reins for the Republicans?<lb /><lb />Either way, the Republicans may<lb />feel, they have little left to lose.<lb /><lb />Remember Winter?<lb /><lb />We have made it to March already,<lb />and what appeared at first to be a<lb />temporary break in the weather has<lb />blossomed into a full-fledged early<lb />spring.<lb /><lb />Most folks donTt seem to be trust-<lb />ingT it, of course. There isnTt any of<lb />the joyous celebration normally asso-<lb />ciated with spring, as people wander<lb />around cautiously sniffing the air and<lb />peering warily up into the sky.<lb /><lb />There may yet be a fit of cooler<lb />weather before March gets well and<lb />truly out of the way, which is as<lb />usual, but for the most part, it seems<lb />that winter may be behind us.<lb /><lb />If it holds, this would be the sec-<lb />ond year in a row without a winter.<lb /><lb />Some purists would insist that we<lb />Nid have a winter, just a mild one,<lb /><lb />mphasizing the snowstorm Raleigh<lb />had on Martin Luther King Day.<lb /><lb />That, though, was an aberration.<lb />The roads were clear by that after-<lb />noon, and the snow was for the most<lb />part gone the next day, as tempera-<lb />tures pushed close to 60.<lb /><lb />In fact, temperatures only actually<lb />dropped below freezing a couple of<lb />times all owinter.?<lb /><lb />There was barely enough time to<lb />break out the heavy clothes or make<lb />sure the car heaters worked, before<lb />it was time to start checking on the<lb />air conditioning again.<lb /><lb />We've had autumns that were<lb />more severe than that.<lb /><lb />A telltale sign of the type of<lb />weather we have been having is that<lb />our transplanted Northerners could<lb /><lb />barely be heard to complain about<lb />the temperatures.<lb /><lb />They ware wont to do that, even<lb />during perfectly ordinary winters. It<lb />seems that most of them expect ev-<lb />erywhere in the South to be like<lb />Florida, and get very indignant<lb />when they see ice down here. They<lb />could have stayed home for that kind<lb />of weather, they huff.<lb /><lb />This year, though, our adopted<lb />Northern neighbors were as happy<lb />as clams again.<lb /><lb />When it happened last year, most<lb />folks figured it was something left<lb />over from Hurricane Fran.<lb /><lb />Maybe the big storm fried weather<lb />patterns for the rest of the season,<lb />people were saying.<lb /><lb />This year, though, was a repeat of<lb />the last one, and it has us wondering.<lb /><lb />Not that weTre complaining, mind<lb />you. ItTs just that it makes one ner-<lb />vous.<lb /><lb />If the weather can be this confused<lb />during the winter, what might hap-<lb />pen during the summer, when North<lb />Carolina industry is depending on<lb />crops and tourism?<lb /><lb />Maybe the global warming people<lb />are right, and we are in for a general<lb />upturn in temperature that will have<lb />us growing grapefruit in Fayette-<lb />ville.<lb /><lb />Or maybe it will just cancel out the<lb />ice age that we are supposed to be<lb />starting sometime soon.<lb /><lb />Whatever eventually happens, for<lb />this year at least, it looks like owin-<lb />ter? is over.<lb /><lb />2020<lb /><lb />2010<lb /><lb />2000<lb /><lb />1990<lb /><lb />ATemses@AOL COM ANNTELNAER<lb /><lb />DEVELOPING MUTUAL GROWTH IN A TIME OF<lb />TRANSITION<lb /><lb />By Chessley A. Robinson, Ill<lb /><lb />Special To The Carolinian<lb /><lb />City planning and development is a chore. One must<lb />weigh all the risks involved in any move and then act with<lb />swift reluctance on a wide variety of issues. A city such as<lb />Raleigh is a particularly difficult task for Raleigh is stuck in<lb />a transition from rural to urban. Should planners develop a<lb />program to satisfy those living in the sub urban or more<lb />rural areas in Raleigh? Should planners abandon those liv-<lb />ing In rural or sub-urban areas to develop those people liv-<lb />ing In urban settings? These questions were at the heart of<lb />the past local elections. They were only disguised in the form<lb />of inner versus outer Beltline but when it comes directly to<lb />the point the issue is urbanites against sub-urbanites. Who<lb />do we support?<lb /><lb />The brass tacks of the issue is, however, that the two<lb />groups make up one city. We, as citizens of Raleigh, must<lb />demand that both inner and outer Beltline Raleigh be<lb />planned equally to develop a balanced city for growth. That<lb />is why our city planners should separate their agendas two<lb />fold: Neighborhood planning and urban density planning.<lb /><lb />Neighborhood Planning for the Sub-urbanites: To develop<lb />all of our sub-urban regions in the same manner would be a<lb />mistake for our city. Anyone who has met with the various<lb />citizensT councils know that the needs of one are not neces-<lb />¢arily the needs of another. The people who'live around the<lb />area of Glen Eden and Ridge Road have different issues and<lb />needs than those people who live between Saw Mill and<lb />Strickland roads. If the city makes the mistake of planning<lb />equilaterally for all of the sub urban areas of Raleigh then it<lb />shall not only run the risk of wasting money by generically<lb />spending on the needs of one section for the entire region but<lb />it will also waste precious time and ignore many issues di-<lb />rectly Important to specific neighborhoods that are not in<lb />the agenda for that region. If the city, however, separated<lb />sub-urban Raleigh into neighborhoods then the concentra-<lb />tion of dollars could be more focused and Immediately felt by<lb />constituents.<lb /><lb />Urban Population Density: The secret to developing an<lb />urban area is simple. One must increase the population den-<lb />sity to create space for developers to build. There are two<lb />problems. One is that it is simply unethical to move people<lb />into an area of less living space simply for the sake of devel-<lb />opment, and secondly there will be neighborhoods which are<lb />uncomfortable with the move to urbanization. The solution<lb />to the first problem Is to convince builders to build up and<lb />not out. If a builder utilizes technology to build high-rises<lb />then people are not risking living space and the ground is<lb />reserved for more development. The builders must be regu-<lb />lated, however, to build rooms, especially in living domiciles,<lb />that are of a comfortable size and that are affordable. It may<lb />even be in our best interest to create a pricing ceiling to<lb />ensure that the price per square foot of living space is rea-<lb />sonable. Secondly, do not touch the neighborhoods. The se-<lb />cret to development is to develop that which is undeveloped<lb />or deteriorating. Why attempt to bother neighborhoods when<lb />you can leave them be and let them enjoy the benefits of<lb />development? By building up instead of out you create more<lb />living space, leave room for ground level development, and<lb />avoid developing over established neighborhoods. It all<lb />works together.<lb /><lb />The way to accomplish a balanced city is to develop all<lb />sides at the same pace. At times concentration has gone to<lb />North Raleigh over South Raleigh and downtown but now a<lb />change must be made. A mutual development program in-<lb />volving a movement of residents to the downtown area and a<lb />rejuvenation of inner Beltline Raleigh must begin with this<lb />administration. This is my opinion of a tool to get the job<lb />done. Let us close the growing division between North and<lb />South and unite the city for one goal. To grow as much as<lb />possible for the next generation to prosper!<lb /><lb />PRACTICING (PRACTICAL) DIPLOMACY<lb />By Hugh B. Newspaper headlines<lb /><lb />blared that the American round-the-clock bombjhg of Iraqi<lb />military targets"intended to force dictator Hussein<lb /><lb />to allow United Nations weapons inspectors unimpeded<lb /><lb />access to the countryTs weapons sites"was imminent. The<lb />American military high command projected that the planned<lb />four-day bombing assault would kill more than 1,500 Iraqis.<lb />Those projections helped provoke vigorous objections to<lb />renewing military action from several of AmericaTs allies in<lb /><lb />Europe and among the Arab states"and, surprisingly, it<lb />provoked a sudden, strong grassroots reaction within the<lb />United States, too.<lb /><lb />Now, there has been no bombing, no deaths, and no possi-<lb />bility"always present in such actions"of a wider conflict,<lb />because Kofi Annan, the United Nations Secretary General,<lb />persuaded Hussein to permit the weapons inspections on the<lb />terms the Clinton Administration wanted.<lb /><lb />Yet, to hear and read some commentators, you'd think<lb />that Annan was, on the one hand, just easy pickings for the<lb />shrewd, duplicitous Iraqi strongman, or, on the other, just<lb />an errand boy for President Clinton and Secretary of State<lb />Madeleine Albright.<lb /><lb />In the immediate wake of the accord, some newspapers<lb />reported that Albright was in effect AnnanTs ghostwriter in<lb />crafting its terms, and in a crack bordering on racist, radio<lb />talk show host Don Imus even called Annan oa waiter? who<lb />carried AmericaTs orders to Baghdad.<lb /><lb />DonTt be fooled by the detractors AnnanTs eleventh-hour<lb />and successful negotiations were a dramatic example of<lb />high-stakes diplomacy carried out by a skilled diplomat.<lb /><lb />Of course, no one takes Saddam Hussein at his word. No<lb />one thinks the utmost vigilance"oand more tough talk on the<lb />PresidentTs part"wonTt be required to compel Hussein to<lb />live up to the agreement. It may even be that America will<lb />have to take military action in the future.<lb /><lb />But AnnanTs success in averting the bombing campaign<lb />was notable for one specific reason As Newsweek magazine<lb />put it in its story this week, it bought the Clinton Adminis-<lb />tration time.<lb /><lb />oNow, the White House is puzzling over a slew of op-<lb />tions,? the magazine stated, o[such as] training insurgents,<lb />boosting opponents in exile"that might help get rid of Sad-<lb />dam or at least contain him. If nothing else, the deal gives<lb />ClintonTs team breathing room to figure out the next move.?<lb /><lb />These words define what is most often the stuff of diplo-<lb />macy: figuring out the next move short of war. Diplomacy is<lb />the pursuit of the practical"in this instance, preventing the<lb />outbreak of military conflict, convincing the opposing sides<lb />to try for this week to peaceably work out their differences in<lb />the hopes that a long-term solution can be hammered out<lb />across the negotiating table.<lb /><lb />That is what has been occurring for decades in the three-<lb />cornered conflict in Northern Ireland, and the one between<lb />Israelis and Palestinians in the Middle East, and in the still-<lb />murderous conflict in the Balkans, and in other hot spots<lb />around the globe.<lb /><lb />In that regard, the U.S.-Iraq conflict"for all of Saddam<lb />HusseinTs brutality"is no different.<lb /><lb />Was Kofi Annan acting alone? Of course not. ThatTs not<lb />the function of a United Nations Secretary General. His<lb />function is to be a mediator, to work in concert with leaders<lb />and diplomats of the worldTs nations to preserve the peace<lb />and advance the interests of peace. That is what Annan did<lb />here.<lb /><lb />And why should his ability to do so skillfully surprise<lb />anyone? After all, no one rises to the top of any nationTs<lb />diplomatic corps, and then campaigns for and is voted Secre-<lb />tary General of the United Nations, without possessing su-<lb />perb political instincts.<lb /><lb />So, the notion that Annan was the equivalent of a coun-<lb />try bumpkin pushed this way and that by either Hussein or<lb />the U.S. reveals more about those who push that line than<lb />about Annan himself. It shows that theyTre still controlled by<lb />the old stereotypes which declared diplomacy a whites-only<lb />enterprise that people of color lacked the sensitivity and<lb />shrewdness to master.<lb /><lb />ThatTs one reason itTs exciting to see someone of African<lb />descent soar to the heights of international diplomacy: be-<lb />cause it reminds us that itTs been done before, and not just<lb />by such modern figures as Andrew Young and Donald<lb />McHenry. A half-century ago another great diplomat, Ralph<lb />Bunche, an African-American, won the Nobel Prize for his<lb />efforts to negotiate peace between a young lspe and its<lb />Arab neighbors.<lb /><lb />Kofi AnnanTs mediation of this latest world crisis under-<lb />scores anew that the diplomatic heights heTs scaled are popu-<lb />lated by people of African descent, too.<lb /><lb />Support The<lb />Black Press!<lb /><lb /></p>

We are also trying to prevent<lb />new generations of domestic vio-<lb />lence perpetrators,? Leach.<lb /><lb />Judge Leach went on to inform<lb />the group that short of a call when<lb />a weapon is involved, the domestic<lb />violence calls are the most danger-<lb />ous for policeman to answer. oThe<lb />mindset and attitudes of our police-<lb />men are more sympathetic to do-<lb />mestic violence than they were 10<lb /><lb />years ago because children are in-<lb />volved and because they are more<lb /><lb />informed about resources that are<lb />available.?<lb /><lb />Judge Leach reported that Pitt<lb />County now has five units that<lb />deal with domestic violence cases<lb />only and Judge Aycock has one day<lb />set aside to hear domestic violence<lb />cases only.<lb /><lb />oI am encouraged about where<lb />we are going in this county in<lb />terms of education and resources<lb />we have for domestic violence vic-<lb />tims?, explained Judge Leach.<lb />oMany who complete counseling<lb />programs show improvement in<lb />their relationships.?<lb /><lb />Two such programs are the Tedi<lb />Bear and the SAFE programs<lb />which serve abused children and<lb />their non-offending family mem-<lb />bers.           <lb />Public Health Leaders Seek Ways "<lb />To Combat Heart Disease, Stroke f<lb /><lb />Public health leaders from Pitt<lb />and neighboring counties met re-<lb />cently in Greenville to brainstorm<lb />possible solutions to the stateTs<lb />number one health threat: heart<lb />disease and stroke. Heart disease,<lb />which includes heart attacks and<lb />coronary heart disease, is the lead-<lb />ing cause of death among North<lb />Carolinians. Stroke is the number<lb />three cause of death. Each year,<lb />25,000 North Carolinians die of<lb />heart disease and stroke (cardio-<lb />vascular disease), This is more<lb />deaths than are caused by cancer,<lb />AIDS, injuries and pneumonia<lb />combined.<lb /><lb />Dr. Kathy Kolasa, professor of<lb />family medicine at East Carolina<lb />University (ECU), moderated the<lb />discussion at ECU. The conference<lb />was scheduled around the satellite<lb />broadcast of the opening session of<lb />a national conference, oCardiovas-<lb />cular Health: Coming Together for<lb />the 21st Century. ?<lb /><lb />The day-long videoconference,<lb />one of 10 held across the state, was<lb />sponsored by the N.C. Heart Dis-<lb />ease and Stroke Prevention Task<lb />Force, the American Heart Associa-<lb />tion and UNC-Chapel Hill. The 27-<lb />member task force, established by<lb />the N.C. Legislature, set up the<lb />videoconferences to collect informa-<lb />tion for its statewide prevention<lb />plan, which will be presented to<lb />the General Assembly next year. .<lb /><lb />oDeveloping such a plan requires<lb />identifying effective strategies to<lb />address the causes of heart disease<lb />and stroke,? said Elizabeth M.<lb />Puckett, task force executive direc-<lb />tor and a member of the N.C. De-<lb />partment of Health and Human<lb />Services.<lb /><lb />Experts have long recognized the<lb />major, modifiable risk factors for<lb />heart disease and stroke: smoking,<lb />physical inactivity, high blood pres-<lb />sure, high-fat diet, high blood cho-<lb />lesterol and obesity. If you have<lb />one or more of these, you are at<lb />risk.<lb /><lb />Levels of these risk factors are<lb />relatively high in North Carolina.<lb />For instance, North Carolina ranks<lb />49thT in the nation for adults get-<lb />ting adequate physical activity.<lb />That puts many North Carolinians<lb />at risk for developing cardiovascu-<lb />lar disease (CVD).<lb /><lb />But getting people to reduce<lb />their risk, which often means<lb />changing entrenched lifestyles, is<lb />far from simple. Creating an envi-<lb /><lb />ronment that supports health is<lb />key for motivating people to choose<lb />healthy behaviors. _ a<lb /><lb />The task force invited local<lb />health department staff, Healthy<lb />Carolinian task force members,<lb />Heart Association volunteers, local<lb />fitness councils and local health<lb />providers to the regional<lb />videoconferences to help determine<lb />what prevention strategies will<lb />work for North Carolina. oWe want<lb />to be sure that the plan is doable<lb />and that it addresses the needs<lb />and priorities of every region of the<lb />state,?
