So we had no major problems<lb />like theyTre having in high schools<lb />today.?<lb /><lb />County Funds Withheld From Charter School<lb /><lb />From Staff Reports<lb /><lb />The Pitt County school system<lb />has withheld two monthly pay-<lb />ments amounting to $18,000 from<lb />the Right Step Academy reportedly<lb />until the charter schoo! can provide<lb />updated documentation to verify<lb />its enrollment<lb /><lb />Charter schools are eligible for<lb />federal, state and local funds,<lb />which are also allocated to public<lb />schools on a per student basis. The<lb />Pitt County school system is re-<lb />sponsible for transferring county<lb />tax dollars to the Right Step Acad-<lb />emy to the tune of $824.01 per stu<lb />dent.<lb /><lb />The charter school, which opened<lb />in August in the one time Agnes<lb />Fullilove building, has grades 6-12,<lb />with the heaviest concentration of<lb />students in the sixth through<lb />eighth grades.<lb /><lb />A charter school is a oderegu<lb />lated? public school run by a pri-<lb />vate nonprofit group, which gets its<lb />ocharter? from the state or local<lb />board of education.<lb /><lb />As long as a charter school meets<lb /><lb />the terms of its charter, it is free<lb />from many of the rules and regula-<lb />tion governing public schools. After<lb />filing an initial roster of 132 stu-<lb />dents, the Right Step Academy al-<lb />legedly has not supplied the schoo!<lb />system with enrollment reports for<lb />September and Octobér. That num-<lb />ber has stayed the same because<lb />those on the waiting list replace<lb />those who quit, Right Step Acad-<lb />emy Executive Director William<lb />Pierce said.<lb /><lb />oWe're not going to pay them un-<lb />til we can confirm that the stu-<lb />dents are there,? Soror Maye is Greenville<lb />Alumnae Chapter journalist.<lb /><lb />Blacks In Government Ask<lb /><lb />Probe Of IRS Move To<lb />Abolish Affirmative Action<lb /><lb />Blacks in Government, an orga-<lb />nization of federal, state and local<lb />government employees, has re-<lb />quested the presidentTs immediate<lb />attention regarding the Internal<lb />Revenue ServiceTs move to abolish<lb />its affirmative action programs.<lb /><lb />This is the first federal agency to<lb />initiate efforts of this nature. They're<lb />really moving,? said Neal Peyser,<lb />vice president of the Tiber Group.<lb />oThey, across the board, exceeded<lb />what they set out to do.<lb /><lb />The five-year strategic plan,<lb />which encompasses 1997 through<lb />the year 2001, has five goals. They<lb />are to: build partnerships with<lb />physicians: provide the highest<lb />quality care at the most reasonable<lb />cost; build partnerships with other<lb /><lb />Track<lb /><lb />hospitals; develop a comprehensive<lb />continuum of care and to improve<lb />relationships with providers of in-<lb />surance products.<lb /><lb />PCMH did something toward ful-<lb />filling each of those goals during<lb />the first 10 months of the strategic<lb />plan, which was approved in De-<lb />cember 1996, Peyser said.<lb /><lb />For example, the hospital is leas-<lb />ing the smaller Roanoke Chowan<lb />Hospital in Ahoskie as part of its<lb />efforts to partnership with other<lb />hospitals. In Pitt<lb />County alone, 157 people died as a<lb />result of the flu or pneumonia from<lb />1991-95. Of those 157 deaths,<lb />roughly 88% were age 65 or over.<lb />ThatTs 138 senior citizens that died<lb />from an illness that is often re-<lb />garded as a common winter ail-<lb />ment.<lb /><lb />While all ages are at risk of<lb />catching the flu of pneumonia, sta-<lb />tistics and common sense tell us<lb />that our family members age 65 or<lb />over run a higher risk of experienc-<lb />ing serious health complications<lb /><lb />The Minority<lb />fo) (of= lalen<lb /><lb />Pictures received ¢<lb /><lb />Voice |<lb /><lb />proper<lb />Nev<lb />res]<lb /><lb />from these maladies. They agree it is important<lb />for senior citizens to boost their im-<lb />mune systems by receiving the vac-<lb />cines. And if you are a senior citi-<lb />zen, you will soon have an opportu-<lb />nity to be vaccinated for free in Pitt<lb />County on Senior Vaccination Sun-<lb />day.<lb /><lb />As the focal point of Senior Vac-<lb />cination Season, the Pitt County<lb />Health Department is coordinating<lb />a multi-agency effort called Senior<lb />vaccination Sunday Oct. 19th from<lb />noon until 3 p.m. The purpose of<lb />the event is to provide free flu and<lb />pneumonia vaccines to seniors and<lb />thus cut down or eliminate the<lb />spread of these infections. While<lb />pneumonia vaccinations will also<lb />be available to citizens under 65<lb />during Senior Vaccination Sunday,<lb />but there will be a nominal chérge<lb />to cover the costs.<lb /><lb />If you would like to be vacci-<lb />nated, no appointment is neces-<lb />sary. All you have to do is go to one<lb />of the five locations in Pitt County,<lb />take your Medicare card and wear<lb />loose clothing. The shot will be<lb />given to you in your arm. Volun-<lb />teers will administer the vaccines<lb />at the Bethel Public Service Build-<lb />ing, the Farmville Community<lb />Shelter, Ayden Elementary School,<lb />D.H. Conley High School, and J.           <lb />Editorials<lb /><lb />Credo of the Black Press<lb /><lb />The Black Press believes that America can best lead the world away from racial<lb />and natural antagonisms when it accords to every person, regardless of race,<lb />color or creed, full human rights. Hating no person, fearing no person in the<lb />firm belief that all are hurt as long as anyone is held back.<lb /><lb />No Apologies, No Regrets<lb /><lb />Well, the presidential select panel<lb />on racism is moving with all odeliber-<lb />ate speed,? to quote another famous<lb />phrase from the race relations arena.<lb /><lb />As in the first case where the<lb />phrase was used (the Supreme<lb />Court, referring to school desegrega-<lb />tion), the emphasis has fallen on ode-<lb />liberate.?<lb /><lb />It has been months since the group<lb />was empaneled, with much conster-<lb />nation and hand-wringing on the<lb />part of conservatives, who foresaw a<lb />mammoth touchy-feely government<lb />intervention into AmericansT God-<lb />given right not to like each other.<lb /><lb />They neednTt have worried. In that<lb />time, only one tentative suggestion<lb />has been forthcoming, one conclusion<lb />made.<lb /><lb />And it has already been shot down<lb />before even being formally recom-<lb />mended.<lb /><lb />President Clinton has made it<lb />clear that, as far as he is concerned,<lb />there is no need for him or the gov-<lb />ernment or white people in general<lb />to issue a formal apology for slavery.<lb /><lb />He hinted that he might be ame-<lb />nable to some sort of apology for seg-<lb />regation, but not for the institution<lb />of slavery itself.<lb /><lb />In dealing with ways to heal the<lb /><lb />deep racial wounds and span the rift<lb />between black and white, it had been<lb />suggested that such an apology<lb />might be in order.<lb /><lb />After all, in order to forgive and<lb />forget, usually somebody has to ask<lb />for forgiveness.<lb /><lb />Something like, oWeTre sorry that<lb />some of our ancestors kidnapped,<lb />beat, raped, tortured and starved<lb /><lb />some of your ancestors into being "<lb /><lb />their personal property. We didnTt<lb />do it ourselves, but we indirectly<lb />profited from it, and it bothers us.<lb /><lb />oOur ancestors didnTt have to do it<lb />that way. Because of that, weTd like<lb />to do what we can to try to make<lb />things up to you as best we can. We<lb />donTt have to do that, either, but we<lb />would like to anyway.?<lb /><lb />Apparently, even that would be<lb />going too far in this anti-affirmative<lb />action, weTre-tired-of-feeling-guilty<lb />age just before the Millennium.<lb /><lb />So the panel plods on. Just where<lb />the meetings and forums will go<lb />from here, though, is hard to imag-<lb />ine.<lb /><lb />After all, if the simplest of over-<lb />tures is too outrageous to even con-<lb />sider, what hope is there when the<lb />questions and answers get really<lb />hard?<lb /><lb />SomethingTs Wrong<lb /><lb />By Joseph R. Sanders<lb /><lb />Our politicians and eminent mem-<lb />bers of the cloth, in addition to a lot<lb />of community leaders, have ex-<lb />pressed grave concern about the ris-<lb />ing cost of health care, problems of<lb />pollution that relate to increased<lb />need for health care, and of the con-<lb />tinued concern for the welfare of our<lb />children.<lb /><lb />It is true, the cost and the need for<lb />health care is on the rise. It is also<lb />true that there seems to be an appar-<lb />ent problem with pollution and our<lb />children are being exposed to many<lb />kinds of dangerous risks.<lb /><lb />So, when the aforementioned<lb />group of folks gnash their teeth and<lb />rend their robes, you would expect<lb />some very positive and very timely<lb />actions to take place. Well, Ttaint nec-<lb />essarily the case. LetTs look at some<lb />actions that have taken place and see<lb />how they relate to the concern.<lb /><lb />Heart disease, lung cancer and<lb />stroke kill more Americans than any<lb />other disease or factor known. To-<lb />bacco and alcohol use followed by<lb />diet and lack of exercise are the pri-<lb />mary factors related to these killers.<lb /><lb />Are there measures initiated by<lb />these concerns folks mentioned pre-<lb />viously, to reduce the use of tobacco<lb />or alcohol or to effect a change in<lb />diet, or increase the amount of exer-<lb />cise among the people most at risk of<lb />heart disease, cancer or stroke?<lb /><lb />One would think that among legis-<lb />lation, community forums, rallies,<lb />sermons and other type of informa-<lb />tion sharing that there would be<lb />more emphasis on less use of alcohol<lb />or tobacco and more education about<lb />the benefits of eating healthier foods<lb />and exercising.<lb /><lb />That is not so! We have politicians<lb />suing the government on behalf of<lb />tobacco manufacturers and condemn-<lb />ing anyone that speaks out against<lb />the use of tobacco, especially among<lb />children (thatTs how they show love<lb /><lb />for the children).<lb /><lb />As we think about the high cost<lb />and increasing need for healthcare,<lb />shouldnTt we be doing more proac-<lb />tive measures to reduce the need be-<lb />fore there is a need? .<lb /><lb />Something is wrong with the pic-<lb />ture as it stands now. Maybe as we<lb />all step back, take a deep breath, put<lb />aside the monetary factor and look<lb />more at the human factor, we may<lb />realize that what is best for the sur-<lb />vival of our nation is practicing what<lb />we preach and less preaching.<lb /><lb />We profess to be a Christian na-<lb />tion, followers of Jesus Christ. We<lb />profess to love our children and we<lb />claim to be concerned about their up-<lb />bringing and well-being.<lb /><lb />That being the case and consider-<lb />ing the fact that the Bible tells us<lb />that whatever we do should be done<lb />to the glory of God, maybe we should<lb />be reordering our priorities. Using<lb />tobacco and alcohol is not, as far as I<lb />see, giving glory to God.<lb /><lb />Just imagine what life would be<lb />like if the energy and resources that<lb />are being expended on defending to-<lb />bacco and alcohol manufacturers and<lb />distributors were used to design pro-<lb />grams and activities that would en-<lb />courage our children to develop posi-<lb />tive lifestyles?<lb /><lb />Considering the number of lives<lb />lost to tobacco use, and the fact that<lb />most adult smokers began smoking<lb />as teenagers, we should be spending<lb />more energy and resources prevent-<lb />ing tobacco use among our children.<lb /><lb />LetTs get our priorities in order<lb />and help our young people refrain<lb />from making alcohol and tobacco a<lb />part of their lives.<lb /><lb />If we donTt, the problem is only go-<lb />ing to get worse. ITm talking about the<lb />oGod, ITm tired of being this stressed, of not sleeping, of the<lb />constant headaches and the bags under my eyes? kind of<lb />experience.<lb /><lb />Regular readers of my column will remember that, not<lb />too long ago, | was feeling stressed out and was on the verge<lb />of quitting my teaching job. I figured that if I stuck it out,<lb />ihings would get better. They didnTt. Instead, things got<lb />worse. Much worse. The stress kept building, and I was<lb />forced to question not only was I right for my job, but was<lb />the job right for me? I pretty much withdrew from everyone,<lb />which did not help the situation any. Even some of my stu-<lb />dents were noticing that I was otoo tense,? and started look-<lb />ing at me as if they expected me to snap at any moment.<lb />Finally, a situation arose where I had to figure out what<lb />would not only be best for me, but for my students: staying<lb />where I was, or moving on to other possibilities. So, | made<lb />my choice, and did what I had to do.<lb /><lb />I quit my teaching job.<lb /><lb />I have to admit it: that decision hurt, a lot. I absolutely<lb />hate admitting to failure. I miss the kids, and my friends<lb />among the staff, already. But I really feel that I made the<lb />right decision in leaving. I didnTt feel as if I ofit? into the job,<lb />or that I oclicked? with the kids. ITve always believed that, in<lb />order for me to do the best that I can at what I do, I must be<lb />able to enjoy what ITm doing. So, ITve looked at what I was<lb />doing, and figured out that what the school needed was NOT<lb /><lb />So, all in all, what could have been a<lb />real disaster has turned into a positive<lb />change for me.<lb /><lb />something that I could provide. Likewise, what I needed was<lb />not something the school could provide. My philosophy of<lb />work is this: they have to give me what I need, and I need to<lb />give them what they need. If either side of that equation<lb />breaks down, disaster is not far off. In my case, the equation<lb />was skewed to the point that no one was getting what they<lb />needed. A change was needed, so a change was made. As a<lb />result, I hit a turning point in my life.<lb /><lb />Actor/Director Leonard Nimoy once said: oHistory is re-<lb />plete with turning points. You must have faith...that the<lb />universe will unfold as it should.? Sometimes, you have to<lb />swallow your fear and go for what you think is right. Just<lb />because something has suddenly changed does not necessar-<lb />ily mean it has changed for the worse. Looking at our bills<lb />and realizing oITm unemployed!? was a bit of a shock. It<lb />really began to look like I had made a very bad mistake. But,<lb />somehow, I just KNEW it would work out for the best. I kept<lb />faith, even though everything else seemed to be crumbling<lb />around me. And it paid off. ITm teaching again, this time at<lb />another school, in a dffferent type of environment. ITm also<lb />Writing more. So, all in all, what could have been a real<lb />disaster has turned into a positive change for me.<lb /><lb />I guess thatTs the real point of todayTs column: That, as<lb />long as you believe in yourself, and keep the faith that every-<lb />thing will turn out right, then it will. Belief is a force that<lb />has changed history time and time again. If Martin Luther<lb />King or Malcolm X had not believed they were doing the<lb />right thing, where would we be today? If I had not believed<lb />in myself, in my skills, then the lives ITve touched just in the<lb />past week...where would THEY be? If you believe...in your-<lb />self, in God, in whatever you need to believe in...then you<lb />will accomplish great things as you strive to attain them. Or,<lb />as an online acquaintance of mine said: oWhen a person<lb />really desires something with their entire heart, all the uni-<lb />verse conspires to help that person to realize his, or her,<lb />dream.?<lb /><lb />Truer words were never spoken.<lb /><lb />I did something that made me happier with myself, and<lb />with my job. The impact itTs had? ITm less stressed, and am a<lb />lot more relaxed. My wife actually wants to be around me<lb />again, and is happy that she ogot her husband back.? ITm<lb />more effective in the classroom. I found out who my real<lb />friends were, and how much support I really had. I was<lb />scary for a while, yes, but it was worth it.<lb /><lb />By the way? I looked in the mirror again tonight. This<lb />time, I definitely LIKED what I saw.<lb /><lb />STRUGGLING TO PAY THE RENT<lb />By Dr. Manning Marable<lb /><lb />Along the Color lame<lb /><lb />The majority of all African-American families are renters,<lb />not homeowners. Most people with low incomes, racial mi-<lb />norities and the unemployed, are always confronted with the<lb />difficult challenge of finding decent housing which they can<lb />afford. Increasingly for millions of Americans"black,<lb />Latino, Asian and white alike"that challenge has become<lb />an oimpossible dream.?<lb /><lb />A recently released study by the National Low Income<lb />Housing Coalition, which represents a broad spectrum of<lb />housing advocacy groups, fully documents this growing prob-<lb />lem. The study observed: oHousing costs, for most people,<lb />represent the largest monthly expense. Most people pay<lb />their rent first, buying food, clothing and health care with<lb />what remains.?<lb /><lb />The report used an index developed by the Department of<lb />Housing and Urban Development to estimate the cost of de<lb />cent but modest housing in cities and states throughout the<lb />United States. The study found that in almost every state<lb />omore than 30 percent of renters paid more than they could<lb />afford for one-bedroom apartments and more than 40 per-<lb />cent did so for two-bedroom apartments.?<lb /><lb />Not surprisingly, housing conditions were worse in major<lb />urban centers and in states with high concentrations of low-<lb />income working class and unemployed people, such as New<lb />York. The study found that 48 percent of all renters in New,<lb />York State were unable to afford the estimated fair market.<lb />rent for a one-bedroom apartment, $687, and 54 percent<lb />were unable to afford a two-bedroom rent, $796. The report<lb />estimated that New York renters would have to earn wages<lb />exceeding $13.22 an hour to afford a one-bedroom apart<lb />ment, and $15832 an hour to afford a two-bedroom apart<lb />ment.<lb /><lb />Even these dire statistics fail to capture the vast social<lb />consequences of the housing crisis. Hundreds of thousands of<lb />families in New York City, largely black and Latino, live<lb />doubled or tripled up with their relatives, friends and neigh<lb />bors. Crowded housing conditions push poor families fre<lb />quently into unsafe or unsanitary conditions, threatening<lb />the health and welfare of their children. Youngsters who<lb />have no space for homework and study are less competitive<lb />when they go to school. The lack of adequate shelter direct! J<lb />contributes to domestic violence and spousal abuse.<lb /><lb />What are the solutions to address the housing crisis?<lb />Conservatives who say that the federal government should<lb />get, out of the housing business, and let the marketplace<lb />determine the availability and cost of shelter by the laws of<lb />supply and demand, are just wrong. The private sector over-<lb />all has little interest in constructing millions of new housing<lb />units for people of modest means. Luxury condominiums and<lb />shopping malls have larger profit margins. We need to de-<lb />vote a greater share of national resources to guarantee that<lb />clean, basic shelter is considered an inalienable right. No<lb />one could be homeless or poorly housed, in a land of vast<lb />material affluence.<lb /><lb />But the real solution to the housing crisis can only be<lb />achieved by raising all incomes to meet the cost of basic<lb />human needs. In short, you canTt pay the rent if you donTt<lb />have a job, or if the job you-have doesnTt earn enough for you<lb />to pay your monthly bills, including rent.<lb /><lb />According to the research of the New York-based Na<lb />tional Jobs for all Coalition, as of 1996 there were nearly 17<lb />million adults working full-time, year-round jobs, who were<lb />earning less than the poverty level for a family of four. An-<lb />other 4.3 million workers have part-time jobs, but arenTt able<lb />to get full-time positions. Adding to these millions of Ameri-<lb />cans are the displaced former recipients of Aid to Families<lb />with Dependent Children. The draconian 1996 Welfare Bill<lb />hurled a million children into poverty, and coerced hundreds<lb />of thousands of women into workfare programs and low-<lb />wage jobs that donTt pay enough to afford decent shelter.<lb /><lb />Building more affordable housing is helpful, but not<lb />enough. Only when all Americans have a real living wage or<lb />a guaranteed income if they are unable to work, will all of us<lb />be able to pay the rent.<lb /><lb />The Battle Hymn of the Republic was written by Julia Ward<lb />Howe in 1861 after she visited Army camps around<lb />Washington, D.C,<lb /><lb />ar.<lb /></p>

Administrative office of Mental<lb />Health Center is housed in a new facility with 280 employees, $15.4<lb />million annual budget and many innovative programs.<lb /><lb />Minimum requirements: MasterTs degree in Mental Health, Public<lb />Health, Psychology, Social Work, Nursing, Business/Hospital/Public<lb />Administration, or related Human Services degree and four years of<lb />professional work experience in a community, business or govern-<lb />mental program in a human services or health-related field includ-<lb />ing three years of supervisory, administrative, or consultative experi-<lb />ence; or graduation from an accredited four-year college or univer-<lb />sity in one of the above fields of study with six years of professional<lb />work experience as listed above to include three years of supervi-<lb />sory, administrative or consultative experience; or an equivalent<lb />combination of training and experience.<lb /><lb />Preference will be given to doctoral-level mental health profession-<lb />als with proven track records which include at least five years in<lb />mid-to upper-level management in complex and dynamic organi-<lb />zations which provide a variety of services typically offered by N.C.<lb />local area mental health program. Desire strong fiscal planning and<lb />management experience and an appreciation for rural health care<lb />delivery systems. Successful candidate will be required to reside in<lb />Pitt County.<lb /><lb />Salary is competitive and negotiable depending upon qualifica-<lb />tions and experience.
