Decides Force Not Excessive<lb /><lb />From Staff Reports<lb /><lb />An internal investigation has<lb />ruled that Greenville Police Officer<lb />Bruce Groccia did not use excessive<lb />for in the arrest of a drug suspect<lb />last month.<lb /><lb />The arrest, which was taped by a<lb />TV news reporter shows that<lb />Groccia hit the suspect in the stom-<lb />ach, and was aired on local TV sta-<lb />tions.<lb /><lb />Additionally, the Greenville Po-<lb />lice Department issued an 11-page<lb />fax earlier this week, which in-<lb />cluded one page release indicating<lb />that Officer Groccia had been re-<lb />turned to active duty, and the De-<lb />partment has concluded that he<lb />did not use excessive force, plus a<lb />9-page opinion rendered by inde-<lb />pendent expert, Dr. Darrell Ross,<lb />who advised the department dur-<lb />ing the investigation. Some of us, yes, even me, sat<lb />in saddened silence by our televi-<lb />sion sets devouring every word, al-<lb />most in disbelief.<lb /><lb />Those of us who watched the<lb />wedding 16 years ago and some,<lb />such as myself, thought how lucky<lb />this man, Prince Charles, was to<lb />get a young, beautiful, innocent-<lb />looking, educated and rich but<lb />classy lady to say yes to his pro-<lb />posal.<lb /><lb />Then, when we heard he had ad-<lb />mitted to have never loved her, we<lb />also had our hearts broken.<lb /><lb />As a young child, I asked why<lb />someone in the community had<lb />died so young. I was told that per-<lb />son was so nice and pretty. My<lb />thinking at that young, inquisitive<lb />age of six was that folks lived to<lb />get old if not killed accidentally.<lb /><lb />Well, the response was, oGod<lb /><lb />A drug, which is being described<lb />by pharmaceutical experts as the<lb />first of its kind, has been formu-<lb />lated by a Henderson physician,<lb />Dr. James P. Sorry, folks.<lb /><lb />partied too much would come pour-<lb />ing into the hospital on weekends<lb />just to get the mixture because it<lb />quickly relieved the aches and nau-<lb />sea of overindulgence. According to<lb />a report recently released at a<lb />Capitol Hill press conference,<lb />many of the youngest homeless<lb />children will be left behind as their<lb />peers go back to school because<lb />they lack access to public preschool<lb />programs. <lb /><lb />oPreschool has proven to be a<lb />critical first step in a solid educa-<lb />tion, a step which can help end the<lb />unhappy cycle of poverty and<lb />homelessness,? said Maria<lb /><lb />Foscarinis, Executive Director of<lb />the National Law Center on Home-<lb />lessness and Poverty (NLCHP), the<lb />organization which compiled the<lb /><lb />report. oUnfortunately, homeless<lb />children still do not always get the<lb />preschool education they deserve<lb />and which they are entitled to by<lb />US. law.?<lb /><lb />The Stewart B. When com-<lb />pared to other industrialized na-<lb />tions, the United States ranks near<lb />the bottom in the percentage of its<lb />children actually attending pre-<lb />school, the reportTs authors said.<lb /><lb />Despite problems, the report<lb />found that the McKinney Act has<lb /><lb />THE oMY ¥<lb /><lb />made a difference for homeless<lb />children, Nearly 40 percent of all<lb />respondents noted an increase in<lb />the number of homeless children<lb />participating in public preschool<lb />programs.           <lb />COMMENT<lb /><lb />S<lb /><lb />Editorials<lb /><lb />Credo of the Black Press<lb /><lb />The Black Press believes that America can best lead the world away from racial<lb />and natural antagonisms when it accords to every person, regardless of race,<lb />color or creed, full human rights. Hating no person, fearing no person in the<lb />firm belief that all are hurt as long as anyone is held back.<lb /><lb />Growing Up Fast<lb /><lb />Some black families who made<lb />their annual pilgrimages to amuse-<lb />ment parks this summer and fall<lb />were in for a shock when they lined<lb />up at the gate.<lb /><lb />It wasnTt that prices had gone up.<lb />That has become a recognized fact of<lb />entertainment life at these enclaves<lb />of fantasy, like $2 osmall? fountain<lb />soft drinks and $4.50 hot dogs.<lb /><lb />One expects to drop a fortune at<lb />these places, and generally comes<lb />prepared to do so. The dad who re-<lb />acts with shocked amazement every<lb />time he gets hit with a bill of $20 for<lb />a bit of food and a gulp of liquid for<lb />himself and his entourage isnTt going<lb />to make many friends or get much<lb />sympathy, either from his fellow<lb />travelers or his own family.<lb /><lb />But a new indignity surfaced this<lb /><lb />_ summer that was just going too far<lb />for some of the local tourists we have<lb />talked to.<lb /><lb />Walking up to the ticket window<lb />after sweltering in outrageously long<lb />lines for an inordinate amount of<lb />time, many a family of mom, dad and<lb />two kids was hit with a whopping en-<lb />try fee for four oadults.?<lb /><lb />Since time immemorial (well, at<lb />least as long as most folks are willing<lb />to admit being able to remember, the<lb />cutoff age between ochild? and<lb />oadult? fare has been 12.<lb /><lb />Maybe it came from the biblical<lb />cutoff point of when a young man or<lb />woman was able to accept responsi-<lb />bility in the community"at 13.<lb /><lb />But as long as anyone can remem-<lb />ber"during the days of the circus,<lb />the long lines at county fairs and<lb />movie houses, and yes, at amuse-<lb />ment parks, the cutoff point between<lb />the full adult ticket price and the<lb />much greater savings one received<lb />for a childTs fare was o12 and under.?<lb /><lb />It was so ingrained in the Ameri-<lb />can consciousness that few people<lb />thought to question it when inquir-<lb /><lb />ing about ticket prices.<lb /><lb />When they got to the ticket win-<lb />dow this year, however, they found<lb />out that a number of venues, appar-<lb />ently in unison, had come up with a<lb />new age for oadulthood.?<lb /><lb />Seven.<lb /><lb />Yes, we were surprised, too. And<lb />you can imagine the incredulity with<lb />which that announcement was<lb />greeted, particularly by folks from<lb />the community who had made the<lb />trek of several hours to get there.<lb /><lb />Many a family arrived with an<lb />eight-year-old and a 10-year-old in<lb />tow, thinking they had two children,<lb />only to be told they were mistaken.<lb />What they had was two adults, and<lb />they needed to pony up or move on.<lb /><lb />At least one irate father was heard<lb />to intone that oIf these are adults,<lb />where can I get them jobs so they<lb />can help pay for these tickets??<lb /><lb />Strange how little humor oamuse-<lb />ment? establishment employees can<lb />dredge up at moments like these.<lb />They doubtless knew in advance how<lb />outrageous the new line of demarca-<lb />tion was, and ready with their only<lb />defense: stonewalling and repeating<lb />opolicy.?<lb /><lb />It is an outrageous excuse to<lb />squeeze those few extra dollars from<lb />hardworking parents who have little<lb />recourse once they get to the gate,<lb />we agree.<lb /><lb />But what is there to do? We could<lb />organize boycotts and marches, but<lb />the fact of the matter is that, like the<lb />aforementioned hot dogs and drinks<lb />(not to mention $17 tee shirts and<lb />hats), folks will probably grit their<lb />teeth and pay up.<lb /><lb />After all, it is the 90s. We need all<lb />the diversion we can get, no matter<lb />how much it costs us.<lb /><lb />But a word to the wise in the<lb />amusement park business: After a<lb />jolt like that, your place had better<lb />be great!<lb /><lb />Son Of Blaxploitation<lb /><lb />The term, oBlaxploitation,? has<lb />been used to describe what are, de-<lb />pending on your orientation, some of<lb />the most stereotypical, degrading<lb />trash since Stepin Fetchit, or great<lb />fun produced by and for black audi-<lb />ences, where they can see them-<lb />selves as empowered heroes.<lb /><lb />After a brief, very successful run<lb />in the T70s and early T80s, the genre<lb />seemed destined for oblivion. But so-<lb />cial conditions and just plain nostal-<lb />gia seem to be breathing new life<lb />into the art form.<lb /><lb />Critics rail about the decline in<lb />values and the fact that black audi-<lb />ences still seem so determined to<lb />flock to movie houses where they are<lb />being depicted in such a demeaning<lb />light, but the fact is that they are do-<lb />ing just that.<lb /><lb />There are films like Malcolm X,<lb />Rosewood, Mandela, Sarafina and<lb />the like. But black folks line up to see<lb />Juice, Boyz N the Hood, Dead Presi-<lb />dents, Booty Call and Friday.<lb /><lb />And the original oblaxploitation?<lb />epics, like Sweet SweetbackTs<lb />Baaadass Song, Shaft, Superfly,<lb />Coffy, and Blackula, have taken on<lb />ocult classic? status and are pulling<lb />in respectable numbers in your local<lb />video stores.<lb /><lb />Why this fascination with pimps,.<lb /><lb />ohoTs,? drug dealers and armed rob-<lb />bers?<lb /><lb />The genreTs defenders say the re-<lb />vival is no different from the main-<lb />stream audienceTs fascination with<lb />Fast Times at Ridgemont High, Fer-<lb />ris BuellerTs Day Off, or any of the<lb />Cheech and Chong epics that kids<lb />nowadays have rediscovered.<lb /><lb />Those movies were mindless, full<lb />of sex, drugs, and rock and roll, with<lb />little regard for authority or moral<lb />conventions.<lb /><lb />A generation that has spent years<lb />being lectured to about the avoiding<lb />pitfalls and political incorrectness at<lb />every turn finds their mindless aban-<lb />don refreshing and soothing.<lb /><lb />Thus it is with young (and not-so-<lb />young) black theatre-goers, we are<lb />told. They know what is good and<lb />what is right. They know they have a<lb />duty to uplift the race.<lb /><lb />But it is fun to go out and sit<lb />through a movie that will make you<lb />laugh and feel good, where you donTt<lb />have to spend every minute think-<lb />ing. One has to do too much of that at<lb />school, they say. You've read it all before... How the White<lb />man is oppressing us, so youTre expecting yet another rant-<lb />ing article about the injustice of racism.<lb /><lb />Well, you're right...but not in the way you might think.<lb /><lb />Recently, I discussed the matter of racism and prejudice<lb />with one of my classes. My class listed all the old arguments,<lb />all of the indignities othey? have done to ous.? They defined<lb />oprejudice? as oa fear of people who are different from what<lb />is considered normal,? and as ohatred of one group by an-<lb />other.? While the class seemed to think that dating outside<lb />oneTs race causes more problems than it is worth, there<lb />seemed to be no controversy regarding simple friendships<lb />with people of other races.<lb /><lb />Life is so simple I the classroom.<lb /><lb />I encountered racism this past week. When it happened, I<lb />discovered just how well I did not know someone I had once<lb />called a friend. The situation surprised and angered me, and<lb />I was shocked at the intensity of my surprise. I mean, why<lb />should I be surprised that racism still exists? ITm a Black<lb />man living in the South. So, youTd think I'd be used to rac-<lb />ism, right?<lb /><lb />A few days ago, I was talking with a Black friend about a<lb />trip my wife and I had recently taken to Atlanta. During the<lb />trip, we stayed with some friends. While I was telling Penny<lb />about all the things we and our friends had done, she lis-<lb />tened. However, at one point, she interrupted, and, with an<lb />icy tone, asked me: oWhat race are your friends??<lb /><lb />Not knowing the point of the question, I told her oWhite.?<lb />Right after I told her that, Penny became angry and distant.<lb />She no longer wanted to discuss the trip, and kept trying to<lb />change the subject.<lb /><lb />It was then that I realized how little I really knew her. I<lb />tried to discuss the matter with her, to find out why she was<lb />so angry with me about this, but she refused to discuss it.<lb />Later, when I spoke with her again, she pretended nothing<lb />had happened. But I know now that, no matter what, things<lb />will never be the same. Penny has a problem with White<lb />people. And she now has a problem with me for having<lb />White friends. And what scares me the most about the whole<lb />situation is that she is pregnant. What lessons of hatred is<lb />she going to teach her unborn baby girl? As a bumper sticker<lb />I've seen says, oHate is NOT a family value.?<lb /><lb />It is really so hard to believe that, sometimes, people DO<lb />get along? People usually assume the worse about people.<lb />My Black female friend was angered by my having White<lb />friends. Why? These are people who have supported me<lb />when I needed uplifting. My wife and I feel we can discus<lb />pretty much anything with them. We trust them. In a very<lb />real sense, they are family to us. Should we give up this<lb />support simply because theyTre white? True, there are some<lb />experiences they will never understand, because they are<lb />not black. Likewise, there are some things WE won't under-<lb />stand either, because weTre not White. But, unlike with my<lb />ofriend,? we can discuss those differences without anyone<lb />being offended! We argue about politics, morality, religion,<lb />and parenting. We donTt agree on everything, but thatTs<lb />okay, too. Each of us have our own ideas and experiences to<lb />bring to the relationship.<lb /><lb />That is what makes our friendship work: Our differences.<lb />Our uniqueness. Each personTs individuality adds something<lb />to the relationship. They are our friends because of who the<lb />ARE, not because of their skin color!<lb /><lb />As a teacher, I see a lot of Black students saying how<lb />they ohate White people? and that oWhits arenTt worth any-<lb />thing.? The whole point of the Civil Rights movement was to<lb />gain equal rights, and for people to be judged on their abili-<lb />ties, not their color. It was about the fight for freedom from<lb />racism, How can we expect to ever get there if we're now<lb />doing the same thing? We canTt expect people to treat us<lb />with equality if we donTt respect peopleTs differences.<lb /><lb />I wonder what whoever ends up teaching Penny's daugh-<lb />ter is going to have to deal with. I have the hardest time<lb /><lb />convincing my students that racism is wrong no matter who<lb />is dolng it. They'll complain when they're discriminated<lb /><lb />against by White people, but many of them will eet ifa<lb /><lb />Black person does the same thing to somebody White. Then,<lb />they justify it by saying oThey do it to us.? But, does that<lb />make it any more RIGHT, just because we're doing it now? If<lb />so, then all the oppression we've taken over the years has<lb />been justified.<lb /><lb />An old saying goes: oYou do not defeat an enemy by be-<lb />coming him.? In other words, if we stoop to the same level as<lb />those who actually are oppressing us, we will make the same<lb />mistakes. Also, if we hate ALL White people for the actions<lb />of a few, then how are we any different from the Klan? The<lb />Skinheads? The Nazis? The answer othey did it to us?<lb />doesnTt make it any more right. People are different. Those<lb />differences exist, and must be accepted.<lb /><lb />I'll close by quoting actor George Takei: oWe have to rec-<lb />ognize diversity not as a problem or something that is going<lb />to divide us, but as the very thing that makes it possible for<lb />us to survive.?<lb /><lb />KILLER COPS: OUT OF CONTROL<lb />By Dr. Manning Marable<lb /><lb />Along the Color Line<lb /><lb />Black Americans were outraged last month with the bru-<lb />tal torture of a young black man in Brooklyn by New York<lb />City police officers. Abner Louima, a 30-year-old Haitian im-<lb />migrant employed as a security guard, was arrested after an<lb />altercation with police. Once he had arrived at the precinct,<lb />Louima was viciously assaulted. Louima was raped with the<lb />wooden handle of a toilet plunger up his rectum, and then in<lb />his mouth, breaking his teeth.<lb /><lb />The police officers screamed racist epithets as they<lb />worked on Louima. One attacker even shouted, oThis is<lb />Giuliani time, not Dinkins time,? a reference to Republican<lb />Mayor Rudolph GiulianiTs predecessor, black liberal Demo-<lb />crat David Dinkins. Released in critical condition; the same<lb />cop threatened Louima that he would kill him and his family<lb />if the incident became known.<lb /><lb />However, the public outcry over this case was so over-<lb />whelming and immediate that Giuliani had no alternative<lb />except to distance himself from his pals in the NYPD. Sev-<lb />eral police officers were arrested, while their supervisors<lb />vere both transferred and suspended.<lb /><lb />As sickening as the Louima case is, it is not unusual.<lb />Throughout metropolitan New York and across the country,<lb />there are similar incidents of police brutality and murder.<lb />This pervasive pattern of police violence has also led to hun-<lb />dreds of black and Latino public demonstrations and pro-<lb />tests, calling for justice.<lb /><lb />For example, in New York City on June 28, 1996, 10,000<lb />people marched down Fifth Avenue from 59th Street to the<lb />United Nations, in a demonstration protesting othe burning<lb />of black churches and police brutality.? Singing, oWe Shall<lb />Overcome? and oAinTt Gonna Let Nobody Turn Us Around,?<lb />the marchers represented a range of religious, labor and civil<lb />rights organizations. In the Bronx, protesters outraged at<lb />the shootings of two Hispanic young men by the police<lb />staged a oboisterous sit-in? in October 1995, outside the<lb />Bronx District Attorney's office.<lb /><lb />On June 13, 1996, in Brooklyn, Aswan Keshawn Watson,<lb />an unarmed 21-year-old black male, was killed by two white<lb />plainclothes officers who fired 18 bullets into him. Activists<lb />in central Brooklyn held a mass forum on Aug. 5, 1996,<lb />charging WatsonTs death as oevidence of blatant police con-<lb />tempt.? On May 2, a Brooklyn grand jury found that these<lb />officers owere justified in believing themselves to be in dan-<lb />ger? when they mistakenly judged WatsonTs car steering-<lb />wheel lock for a gun.<lb /><lb />In Patterson, N.J., in February 1995, teenagers led a<lb />demonstration outside that cityTs police headquarters to pro-<lb />test the killing of a 16-year-old boy by a rookie police officer.<lb />In Staten Island on May 1, 1994, hundreds of school chil-<lb />dren, parents and working people marched in the Clifton<lb />section of the borough to protest the death of Ernest Savon,<lb />who allegedly was fatally beaten by police. To publicize the<lb />scores of police shootings of black and Latino young men in<lb />metro New York since 1993, several mothersT groups and<lb />community activists have organized annual protests on the<lb />theme, oRacial Justice Day.? The April rally brought 300<lb /><lb />protesters to City Hall Park, As the demonstration moved<lb />uptown toward Washington Square Park, chanting, oThe<lb />people united will never be defeated,? hundreds of onlookers<lb />joined the march, growing the estimated number of protest-<lb />ers to 1,000.<lb /><lb /></p>
