Woodhouse told<lb />the AmNews in a recent inter-<lb />view. oAbout three weeks later I<lb />received a letter from Sloan-<lb />Kettering asking me again if I<lb />would be willing to participate in<lb />the survey. I looked over the<lb />questionaire they sent me and I<lb />was alarmed at some of the ques-<lb />tions.?<lb /><lb />There were 36 questions on the<lb /><lb />survey and Woodhouse was asked<lb />if she agreed ot disagreed with, for<lb />example, oI believe that some<lb />people know how to use voodoo,? oI<lb />eat chitTlings once in awhile,? I<lb />know how to play bid whist.?<lb /><lb />oI wondered what these ques-<lb />tions had to do with breast cancer.<lb />Furthermore, they wanted me to<lb />come to the hospital where they<lb />would draw some blood, give me<lb />20 dollars and a token. It sounded<lb />like the old Tuskegee experiment<lb />all over again,? Woodhouse said.<lb />Alarmed by the questionaire, she<lb />called Brenda Blackmon at UPN-<lb />9. Last Monday evening a show<lb />was produced on UPN-9 News<lb />called oThe Survey,? which exam-<lb /><lb />ined the ramifications of the con-<lb />troversy.<lb /><lb />oThe survey,? said Barbara<lb />Nevins Taylor, the showTs pro-<lb />ducer, along with Emily Backus of<lb />the I-Team, owas not created by<lb />Sloan-Kettering. It first appeared<lb />in The Journal of Black Psycholo-<lb />gists.?<lb /><lb />Taylor spoke with at least one<lb />author of the survey, which is offi-<lb />cially entitled oThe African Ameri-<lb />can Acculturation Beliefs and At-<lb />titudes Survey,? who declined to<lb />appear on the show, but did offer<lb />these remarks.<lb /><lb />oWe are thinking about revising<lb />(the survey),? said Dr. Hope<lb />Landrine of the Public Health<lb /><lb />Foundation in Los Angeles, obe-<lb /><lb />cause some find it upsetting.?<lb />Appartently Sloan-Kettering<lb /><lb />received permission to use the sur-<lb /><lb />vey from the authors as a way of<lb /><lb />charting the incidence of breast<lb />cancer through certain cultural<lb />practices and behavior.<lb /><lb />Landrine blamed _ Sloan-<lb />Kettering for failing to be more<lb />sensitive in administering the<lb />questionaire. oI think that Memo-<lb />rial Sloan-Kettering could have<lb />doneit more sensitively. Terms of his<lb />seven-year contract were not dis-<lb />closed. He<lb />wants to win every tournament he<lb />plays in. And that seems to irk an<lb />awful lot of his golfing peers. This<lb />week, Tiger is playing in the U.S.<lb />Open at Bethesda, Md., the second<lb />stop of the four major golfing cham-<lb />pionships.<lb /><lb />Tiger is one up after his record<lb />shattering victory in the Masters<lb />at Augusta this past April. Almost<lb />immediately, an army of fools<lb />around the nation began compar-<lb />ing him to Jackie Robinson and<lb />Arthur Ashe. How ridiculous!<lb /><lb />Woods attempted to become he<lb />first golfer in history to win he<lb />Masters and U.S. Openin vhe same<lb />year. Not Nicklaus, Arnie or the<lb />legendary Ben Hogan were able to<lb />accomplish that feat, But no one is<lb /><lb />betting against Tiger becoming the<lb />first.<lb /><lb />He rolled into Bethesda on Mon-<lb />day of this week for a practice<lb />round at the Congressional Coun-<lb />try Club, site of this 1997 tourna-<lb />ment that began back in 1895 when<lb />Horace Rawlins, shooting a 178,<lb />was the first winner at the New-<lb />port Golf Club in Rhode Island.<lb /><lb />Last yearTs winner, Steve Jones,<lb />returns to defend his champion-<lb />ship, barely noticeable as oTiger<lb />mania? continues to stalk every<lb />tournament the 21 year-old Woods<lb />plays in. In this 97th U.S. Open,<lb />Woods will chase thelegends ofhis<lb />sport, as he will in the British<lb />Open andthe PGA Championship.<lb /><lb />Nicklaus won the Open twice<lb />during the T60s, again in the '70s<lb />and for a fourth time in 1980, Ben<lb />Hogan was also a four-time win-<lb />ner, as was Bobby Jones. Willie<lb />Anderson is the onlygolfer in his-<lb />tory to win three consecu tive<lb />Opens joiningNicklaus and Hogan<lb /><lb />as four-time winners. Anderson<lb />won his first in 1901, then won in<lb />1904,1905 and 1906.<lb /><lb />So before we begin putting Tiger<lb />with the golfing greats in history,<lb />letTs give him some time on the<lb />tour. Longevity and success will<lb />determine his eventual place in<lb />history, though heTs already made<lb />history as a collegian and as a pro,<lb /><lb />Things are not all good on the<lb />social front for Woods. ~He canTt<lb />help but have this on his mind. A<lb />strong young mind. With all the<lb />pressure heTs facing from all sides,<lb />Tiger has to be strong.<lb /><lb />It seems as he churns along,<lb />everyone has a beef with him.<lb />Blacks, whites and Asians, not to<lb />mention some American Indians,<lb />all of whom have claimed a piece of<lb />Woods. Blacks flat-out want him<lb />to declare himself African-Ameri-<lb />can. Franklin, a noted psy-<lb />chologist who teaches at CCNY,<lb />was concerned if there were an<lb />understanding between the jour-<lb />nal that originally published the<lb />survey and Sloan-Kettering. oIf<lb />this wasnTt worked out, therecould<lb />be a copyright infringment,? he<lb />said. oBeyond that, there is the<lb />issue of the survey, which may be<lb />partof Dr. LandrineTs accultuation<lb />scale that is a series of questions<lb />attempting to assess the extent to<lb />which African-Americans are ac-<lb />culturated or not. At issue here is<lb />whether she has identified the fun-<lb />damental items.?<lb /><lb />Attempts to reach a spokeperson<lb />at Sloan-Kettering were unsuc-<lb /><lb />See SURVEY On Page 12<lb /><lb />Julius Chambers to<lb />deliver keynote<lb /><lb />speech at annual<lb />NAACP dinner<lb /><lb />Civii Rights Attorney and North<lb />Carolina Central University Chan-<lb />cellor Julius Chamber will be the<lb />guest speaker at the annual<lb />NAACP banauet that will be held<lb />Friday, June 20 at 7 p.m. in the<lb />Rose High School cafeteria.<lb /><lb />Born in 1936 and reared in a<lb />small, rural community east of<lb />Charlotte, JULIUS L. CHAM-<lb />BERS learned about racial dis-<lb />crimination growing up in North<lb />Carolina. He graduated from high<lb />school in May 1954, the very month<lb />of the United States Supreme<lb />CourtTs landmark ruling in Brown<lb />v. Board of Education and entered<lb />North Carolina Central Univer-<lb />sity (then North Carolina College)<lb />in the fall of that year.<lb /><lb />In his senior year, Mr. Cham-<lb />bers served as president of the<lb />student body, graduating summa<lb />cum laude with a degree in his-<lb />tory. He then took a masterTs de-<lb />gree in history at the University of<lb />Michigan. In 1959, he was admit-<lb />ted to the law school at the Univer-<lb />sity of North Carolina at Chapel<lb />Hill, which had just begun to ad-<lb />mit African Americans under the<lb />pressure of litigation. Mr. Cham-<lb />bers was chosen editor-in-chief of<lb />the law review, thus becoming the<lb />first African-American to hold this<lb />title at any historically white law<lb />school in the South. Ranking first<lb />in his class of 100 at graduation in<lb />1962, he taught at Columbia Uni-<lb />versity Law School while earning<lb />a masters of law degree.<lb /><lb />In 1863, Mr. Chambers was<lb />the first intern in an exciting new<lb />program of the NMCP Legal De-<lb />fense and Education Fund, Inc<lb />(LDF). This program provided<lb />promising young African-Ameri-<lb />can law graduates with 12 months<lb />of training in civil rights litigation<lb />and then sent them home where<lb />they would commence law prac-<lb />tice specializing in civil rights law<lb />as oLDF cooperating attorneys.?<lb />The LDF provided some initial<lb />capital and a small monthly sti-<lb />pend to keep these fledgling law<lb />practices afloat in their infancy.<lb /><lb />In June 1964, Mr. Cham-<lb />bers opened his law practice in a<lb />cold-water walkup on East Trade<lb />Street in Charlotte. This one per-<lb />son law practice eventually be-<lb />came the first integrated law firm<lb />in North Carolina history. In its<lb />first decade, this law firm did more<lb />to influence evolving federal civil<lb />rights law than any other private<lb />law practice in the United States.<lb />Mr. Chambers and his founding<lb />partners, James Ferguson and<lb />Adam Stein, working with law-<lb />yers of the LDF, successfully liti-<lb />gated civil rights cases and helped<lb />shape the contours of civil rights<lb />law by winning landmark United<lb />States Supreme Court rulings in<lb />such cases as Swann v. Charlotte-<lb />Mecklenburg Board of Education<lb />(1971) (the famous school busing<lb />decision) and Griqqs v. Duke Power<lb />Co. All this while<lb />presuming that we will continue<lb />to vote Democrat because blacks<lb />have nowhere else to go.<lb /><lb />The Republicans, shrewd in their<lb />own ways, recognize the growing<lb />antagonism between black voters<lb />and the Democratic Party, and<lb />seek to put themselves forward as<lb />the alternative. Insofar as black<lb />leaders and voters are looking to<lb />respond to the DemocratsT manipu-<lb />lation of Black America"support<lb />for Republican Party candidates<lb />can be temporarily useful. Best, a practicing physician for<lb />43 years, recognizes the importance of<lb />PCMH remaining financially strong and<lb />competitive. It requests, however, that<lb />the contract transferring ownership con-<lb />tain provisions addressing the concerns<lb />of Pitt County citizens which were ex-<lb />pressed in several community meetings.<lb />Those concerns are that the hospital<lb />continue its mission to make its services<lb />available to the uninsured, the<lb />underinsured and the poor; that fair<lb />employment practices as it relates to<lb />hiring, promotion, retention and treat-<lb />ment of minority employees are guaran-<lb />teed; and that minority vendors are able<lb />to participate in a fair and equitable<lb />bidding process.<lb /><lb />The Resolution requests that the con-<lb />tract recognize concerns about the re-<lb />turn on investment the county and its<lb />citizens have in the existing facilities,<lb />and assure that minority business own-<lb />ers and professionals are involved in<lb />promotion and marketing efforts.<lb /><lb />It also requests that the Pitt County<lb />Commissioners indefinitely retain the<lb />right to revoke the contract, recommends<lb />that a model contract be drafted so that<lb />Pitt County citizens be given the oppor-<lb />tunity to comment on its provisions, and<lb />that a citizensT oversight committee be<lb />formed to monitor compliance.<lb /><lb />oPitt County citizens just want to be a<lb />participating partner in the process of<lb /><lb />change in the hospital,? stated Dr. Best<lb />in ohne statement.<lb />Iam Dr. Andrew A. We hope that you will accept us<lb />as participating partners in your efforts<lb />to make Pitt County a better place to<lb />live.<lb />Our thanks go out to Commissioner<lb />Moore, Commissioner Savage, and<lb />the entire board for providing us the<lb />opportunity to share our observations<lb />and concerns relative to a change in the<lb />corporate structure of Pitt Count Me-<lb />morial Hospital.<lb />Itis in the oPartnership spirit that we<lb />submit the following<lb />oResolution? for yourinformation, con-<lb />sideration, and guidance as we move<lb />toward a decision on this oweighty?<lb />matter which lies before you.<lb />RESOLUTION OF RECONCILIATION<lb />WHEREAS, members of the Pitt<lb />County Memorial Hospital (PCMH)<lb />Board of Trustees and members of East<lb />Carolina University Board of Trustees<lb />have resolved that PCMH reorganize<lb />its corporate structure in accordance<lb />with NCGS 131-E8; and<lb />WHEREAS, the PCMH Board of<lb />Trustees have publicly stated that con-<lb />cerns expressed by the public be re-<lb />solved by inserting provisions in a con-<lb />tract to facilitate the reorganization of<lb />PCMH under NCGS 131 -E8; and<lb /><lb />WHEREAS, numerous citizens have<lb />expressed concerns about the loss of<lb />jobs by Pitt County residents, especially<lb />loss of jobs such as housekeeping, main-<lb />tenance workers and common laborers;<lb />and<lb /><lb />WHEREAS, many Pitt County resi-<lb />dents are genuinely concerned about<lb />fair employment practice as it relates to<lb />hiring, promotion, retention and treat-<lb />ment of minority employees in a private<lb /><lb />, many Pitt County tax-<lb />payers have expressed concern about<lb />ihe. rigs on investment the county<lb />and its citizens have in the existing<lb />facilities; and<lb /><lb />WHEREAS, public concern has been<lb />expressed over the continuation of the<lb />hospitalTs mission as it relates to access<lb />to quality care for the uninsured, the<lb />underinsured and poor; and<lb /><lb />WHEREAS, many Pitt County resi-<lb />dents are concerned that minority ven-<lb />dors are able to participate in a fair and<lb />equitable bidding process and that mi-<lb />nority business owners and profession-<lb />als are involved in promotion and mar-<lb />keting efforts; and<lb /><lb />WHEREAS, Pitt County residents<lb />have sought assurances that a private<lb />non-profit (PCMH) corporation will be<lb />committed tooutreach activities, includ-<lb />ing but not limited to, links with public<lb />health agencies, education initiatives,<lb />and other non-profit organizations; and<lb /><lb />WHEREAS, Pitt County residents<lb />recognize the importance of PCMH re-<lb />maining a financially strong healthcare<lb />provider; and<lb /><lb />WHEREAS, it is evident that mem-<lb />bers of the business and professional<lb />community acknowledge the benefit of<lb />PCMH reorganizing under North Caro-<lb />lina General Statute 13 IE-8; and<lb /><lb />WHEREAS, that the said contract con-<lb />tain a reversionary provision that the<lb />Pitt County Commissioners shall indefi-<lb />nitely retain the right to revoke the said<lb />contract in the event that the stated<lb />provisions are not fully complied with.<lb /><lb />BE IT THEREFORE RESOLVED,<lb />that we the citizens of Pitt County, do<lb />hereby recommend that Pitt County<lb />Board of Commissioners develop a model<lb />contract containing all of the provisions<lb />required to permanently protect the<lb />expressed interest and concerns of Pitt<lb />County citizens as outlined herein; and<lb /><lb />the Pitt County Board of Commission- "<lb /><lb />ers appoint a citizens oversight commit-<lb />tee to monitor compliance; and<lb /><lb />BE IT FURTHER RESOLVED,<lb />that Pitt County citizens shall be given<lb />ample opportunity to review the provi-<lb />sions of the drafted contract and to give<lb />input and feedback.<lb /><lb />Check writers have new protections<lb /><lb />Until last week, the North Wilkesboro,<lb />N.C.-based LoweTs Home Improvement<lb />Centers were like all other retailers,<lb />large and small, when it came to the<lb />practice of recording the race and gen-<lb />der of customers on their checks.<lb /><lb />This practice has long been required<lb />of retailers by county magistrates, sup-<lb />posedly making it easier to identify<lb />people who pass bad checks. But, many<lb />people" those with no record or intent<lb />to pass a bad check"reasoned that the<lb />ordinance had the same discriminating<lb />effect as segregated lunch counters and<lb />drinking fountains.<lb /><lb />Last year oLoweTs took a real beat-<lb />ing,? according to Don Williams, LoweTs<lb />director of diversity programs. The<lb />Chronicle"and then papers statewide"<lb /><lb />ran a story about Evon Crooks, a black<lb />man, who found the practice oinsult-<lb />ing.? After protesting in writing to the<lb />company and returning his LoweTs<lb />charge card, Crooks, a senior research<lb />chemist at Winston Salem-based R.J.<lb />Reynolds Tobacco Company, sent an E-<lb />mail message asking fellow employees<lb />to return their LoweTs charge cards.<lb />Simultaneously, Oxford initiated an<lb />intense lobbying campaign to change<lb />the law through his companyTs trade<lb />group, the North Carolina Retail Mer-<lb />chants Association "by way of its presi-<lb />dent, Fran Preston. State Rep. Henry<lb />M. oMickey?
