Says Campbell,<lb />oIf you want the recent audit<lb />report on the Wildlife Resources<lb />Commission, you can order it<lb />right from your computer.? He<lb />clicks again to show a state job<lb />application and continues, oWe<lb />also have used our home page as<lb />an inexpensive recruiting tool<lb />When we goto college campuses,<lb />for instance, we set up our lap<lb />top in the booth so that it dis-<lb />plays the page on a larger screen<lb />for students to view. They not<lb />only can read about the Auditor's<lb />Office, but they can even print<lb />up an application form right<lb />there at the booth. o Campbell,<lb /><lb /><lb /><lb />"THE RIGHT STEP", , .Right Step Acade<lb /><lb />49, is completing his first term<lb />as State Auditor, and he reflects<lb />on one of the stateTs oldest public<lb />duties. oThe colonial constitution<lb />set up 12 auditors in 1669 to<lb />keep track of early crown prop-<lb />erties,? he observes wryly, obut<lb />we can't find any record that<lb />they ever dad anything. o The<lb />1868 Constitution first estab<lb />lished a State Auditor to be<lb />elected by the people, but it<lb />wasnt until 1955 that the cue-<lb />rent role of the Auditor was de-<lb />fined. oWe perform five major<lb />functions,? Campbell explains<lb />oThere are financial audits which<lb />are the ~heart and soulT of the<lb />office. There are performance<lb />audits which look for ways that<lb />government can work better and<lb />smarter. We conduct electronic<lb />d -aprocessing audits that work<lb />in tandem with the financial<lb />audit teams to check on the elec-<lb />tronic machines that actually<lb />crunch the public's financial<lb />numbers. And there's the confi-<lb />dential ~hotlineT that provides<lb />direct communication to our of-<lb /><lb />fice from anyone"in or out of<lb /><lb />government"who has a gripe or<lb />question or tip about government<lb />fraud and abuse. We also review<lb />financial records for certain non-<lb />profits that receive $25,000 or<lb />more in state or federal funds,<lb />and we are responsible for Smart<lb />Start partnerships. o<lb /><lb />What most citizens donTt know<lb />isthe extent of the AuditorTs mis<lb />sion. It is truly astonishing when<lb />you line them up side by side:<lb />More than 30 officials investi-<lb />gated, fired or forced to resign<lb />due to ethical improprieties, 4<lb />independent counsels appointed,<lb /><lb /><lb /><lb /><lb />Filegate and the unexplained six<lb />month gap in the FBI file log;<lb />Travelgate; the use by White<lb />House staff of presidential ma-<lb />rine helicopters for golf outings;<lb />the indefensible use of oExecu-<lb />liver pivilepeT isuppressing the<lb />release of an FBI report critical<lb />of ClintonTs drug policies; simi-<lb />lar stonewalling of the details on<lb />Mrs. ClintonTs health care task<lb />force and billing records; the dan-<lb />gling of pardons before convicted<lb />felons who might implicate the<lb />president; and, most recently,<lb />news of millions of dollars of po-<lb />litical contributions from foreign<lb />business interests to the Clinton<lb />campaign and the Democratic<lb /><lb />all<lb /><lb />National Committee.<lb /><lb />WhatTs just as reprehensible is<lb />the Clinton administration con-<lb />tinual reaction to being con-<lb />fronted with questions about<lb />their ethical lapses: they duck,<lb />th: ., they conceal and they<lb />make excuses. As Senator Dole<lb />put it, oThe buck stops nowhere.<lb /><lb />When Bob Dole resigned from<lb />the Senate, Democrat Senator<lb />after Democrat Senator stood up<lb />and praised Bob Dole for being a<lb />man of his word. His word, they<lb />all said, is his bond. How Bill<lb />Clinton must have cringed to<lb />hear these compliments from<lb />people who could never utter such<lb />words about him.<lb /><lb />edo<lb />7 QOu,<lb /><lb /><lb /><lb />hy,<lb /><lb />BLACK POWER! Members of the North Carolina Black Publishers Association met with<lb />members of Webb Paterson Communications (one of the top black advertising agencies in<lb />North Carolina). "When two or more are gathered...touching and agreeing..." who better to<lb />bring black issues to the table than our black brothers!!!<lb /><lb />What should African Americans do<lb />in Campaign °96?<lb /><lb />Within the last several weeks<lb />America has witnessed two very<lb />good political shows. As Cam<lb />paign 96 moved into full throttle,<lb />the Republican National Conven-<lb />tion andthe Democratic National<lb />Convention, seemed as though<lb />they were staging ocoming-out?<lb />parties for the new image they<lb />would like the public at large to<lb />absorb. The Republicans put<lb />onadazzling display of precision<lb />exercises and showcased promi<lb />nent African Americans such as<lb />T.C. Watts, a congressman form<lb />Oklahoma, to exemplify a new<lb />generation of conservative ideol-<lb />ogy that they wishfully hope will,<lb />penetrate hearts and minds of a<lb /><lb />newly-emerging African Amert-<lb />~an an middle class.<lb /><lb />And, of course, who can forget<lb />the moving eloquence by Gen-<lb />eral Colin Powell, who bravely<lb />and courageously came out for<lb />affirmative action and the call<lb />for an end to corporate welfare at<lb />the same time that cuts for the<lb />poor are being enacted. They<lb />were clearly not gping to have a<lb />repeat of 1992, when their sharp-<lb />edged oBuchananesque? image<lb />drove many mainstream voters<lb />into the shadows. The Demo-<lb />crats, in their effort to look<lb />more'like the party of he middle<lb />class as compared to the oRepub-<lb />lican elite,? focused on . issues<lb /><lb />like crime, wage improvements<lb />and family, while being carefull<lb />not to look too beholden to ospe-<lb />cial interests, oa term that has<lb />largely come to be a code for<lb />ethnic support, including Afri-<lb />can -American. But contrary to<lb />what some view as a difficult<lb />decision for African Americans,<lb />considering the oKemp Factor,?<lb />the latter being a long-standing<lb />and outspoken advocate for both<lb />equal opportunity and the inclu-<lb />sion of African Americans in the<lb />Republican Party, and the<lb />oPowell Factor,? who would no<lb />doubt hold a significant post of<lb />historic proportions in a Dole<lb />(Continued on page 3)<lb /><lb />ee pene<lb /><lb />oET C1CF0 T md Za<lb /><lb />+}<lb /><lb /><lb /></p>

ItTs a big assignment<lb />and Campbell, the first African-<lb />American elected to a North Caro-<lb />lina Council of State position, has<lb />no illusions about the glamour of<lb />running such an office.<lb /><lb />He jokes when recalling his first<lb />year in office after he doggedly<lb />toured the state, introducing him-<lb />selfto all the chancellors and presi-<lb />dents and their respective boards<lb />in the university and community<lb />college system: oI quickly found<lb />out that most people didnTt know<lb />who the auditor was; they didnTt<lb />know what his duties were; and<lb />that they really didnTt give adarn!?<lb /><lb />Campbell has worked hard since<lb />then to profile his office, and he<lb />started at home, in Raleigh. As a<lb />former auditor in several state<lb />agencies himself, he quickly earned<lb />the respect of his small staff by<lb />equipping all auditors with up-to-<lb />date equipment, namely personal<lb />computers at every desk and a lap-<lb />top computer for every field audi-<lb />tor. The fact that he served four-<lb />terms on the Raleigh City Council<lb />also gave him an understanding<lb />and perspective of local agencies<lb />such as community colleges and<lb />non-profits.<lb /><lb />His openness to the business<lb />and government communities<lb />have brought respect. Says busi-<lb />nessman and UNC University<lb />President Dick Spangler, oItTs<lb />important that the State AuditorTs<lb />Office look into the fiscal affairs of<lb />the many activities of the state of<lb />North Carolina. From my stand-<lb />point as President of the Univer-<lb />sity of North Carolina, I consider<lb />it an asset to have an outside audi-<lb />tor review the many expenditures<lb />which are made each year by our<lb />16 campuses. Of course, not every-<lb />thing is correctly done. State Au-<lb />ditor Campbell has been particu-<lb />larly sensitive in recognizing the<lb />importance of the proper correc-<lb />tion of items which were not<lb />handled properly. In my opinion,<lb />his role as State Auditor has been<lb />carried out quite effectively. o<lb /><lb />He also has won plaudits from<lb />the General Assembly which has<lb />closely reviewed any new budget<lb />requests. Campbell, for example,<lb />obtained funds for additional au-<lb />ditors as well as new equipment in<lb />the 1996 long session. Even so, the<lb />AuditorTs office operates with only<lb />178 total employees including nine<lb />branch offices in Wilmington,<lb /><lb />Greenville, Fayetteville, Elizabeth<lb />City, Greensboro, Winston-Salem,<lb />Charlotte, Morganton, and<lb />Asheville. oT believe,? offers<lb />Campbell, othat legislators in both<lb />parties recognized that we can save<lb />money in the long run if we keep<lb />track of government spending and<lb />provide timely oversight.o To<lb />illustrate, Campbell points to sev-<lb />eral recent cases: oWe conducted a<lb />performance audit on the Depart-<lb />ment of CorrectionTs Inmate<lb />Health Services. The state was<lb />spending about $55 million for the<lb />services. We found that some in-<lb />mates were abusing the service,<lb />and we recommended that the<lb />Department charge a $3 co-pay-<lb />ment when inmates visited the<lb />Infirmary for non-medical reasons.<lb />We also recommended charges in<lb />physician staffing.?<lb /><lb />Campbell continues, oSecretary<lb />Franklin Freeman accepted our<lb />recommendations and requested<lb />approval from the legislature to<lb />implement the ideas. The changes<lb />saved the department about $5.7<lb />million annually and the depart-<lb />ment also increased its coverage.?<lb />Campbell tells about another case<lb />of preventive management.<lb /><lb />The 100 Clerks of Court handle<lb />over 90 percent of their transac-<lb />tions in cash. The AuditorTs office<lb />prior to 1993, reviewed the offices<lb />on a five to seven year cycle, and<lb />the clerks came to Campbell re-<lb />questing more timely audits, es-<lb />pecially because some of the larger<lb />counties were processing as much<lb />as $133 million in cash a year.<lb />Campbell recognized the poten-<lb />tial ~or problems and implemented<lb />a review cycle of annual audits for<lb />the 10 largest counties with the<lb />remaining counties on a two-year<lb />cycle.<lb /><lb />oThatTs one of the reasons the<lb />General Assembly agreed to fund<lb />more auditors,? he explains. He<lb />also cites examples where state<lb />auditors discovered embezzlement<lb />in public programs including one<lb />instance at the Board of Cosmetic<lb />Art Examiners in which the bra-<lb />zen employee continued to steal<lb />money during an on-site audit. The<lb />employee was exposed and later<lb />pled guilty. State auditors also un-<lb />covered the $238,000 embezzle-<lb />ment in a Winston-Salem agency<lb />that contracted with the Smart<lb />Start partnership there.<lb /><lb />When asked how the AuditorTs<lb />office affects the stateTs business<lb />community, Campbell lists three<lb /><lb />RE-ELECT<lb /><lb />eff<lb /><lb />Watchful eye<lb /><lb />key areas: oOur first and obvious<lb />mission is to assure honest and<lb />efficient government. This can<lb />have a direct impact in saving the<lb />taxpayers money. But there are<lb />two other, less visible ways in<lb />which the office affects the private<lb />sector: one, our audits have a bear-<lb />ing on bond rates that are issued<lb />by government entities such as<lb />universities, and two, our over-<lb />sight for non-profit groups brings<lb />us into direct contact with many<lb /><lb />business leaders who serve on.<lb /><lb />those boards.?<lb /><lb />The AuditorTs work with non-<lb />profits prompted one of CampbellTs<lb />latest initiatives. Explains Bob<lb />Slade, CampbellTs executive assis-<lb />tant, oWe are working with Duke<lb />UniversityTs Continuing Education<lb />program to educate board mem-<lb />bers and directors of non-profits<lb />on financial management. The<lb />workshops are sponsored by our<lb />office and taught by Clifton Flood,<lb />a CPA here. We try to show par-<lb />ticipants how to prepare an an-<lb />nual report and discuss good ac-<lb />counting procedures for internal<lb />controls. o<lb /><lb />Campbell believes that he is<lb />building on a tradition of conser-<lb />vative management in the Audi-<lb />tors office, and he notes that his<lb />two predecessors, Ed Renfrow and<lb />Henry Bridges are both available<lb />for advice. For example, he cites<lb />the departmentTs hotline which<lb />had been in place when he arrived.<lb />Since then, he directed that new,<lb />voice mail technology be installed<lb />so the Hotline(800-730-8477) could<lb />be operated 24-hours a day, seven<lb />days a week.<lb /><lb />Campbell is proudest of his staffs<lb />professionalism and notes that two<lb />of his deputies, Jimmy Benson and<lb />Wesley Ray have 32 years and 19<lb />years experience respectively. He<lb />counts the upgrade in office tech-<lb />nology one of his top initiatives<lb />along with a strong push for con-<lb />tinuing education for staff. He should also be<lb />returned so that African Ameri-<lb />cans will not suffer at the hands<lb />of uncalculated change to a Re-<lb />publican admininstration driven<lb />by a Newt Gingrich Congress, no<lb />matter how well intended Bob<lb />Dole, Jack Kemp and Colin<lb />Powell might be at this.<lb /><lb />Unlike 1992, when Amerlcans<lb />really wanted change and then<lb />put an exclamation.mark on that<lb />desire in 1994, this election is<lb />really about the anxieties that<lb />all Americans share as we ap-<lb />proach the new millennium..<lb />The election in the year 2000.is<lb />likely to be a Kemp/Powell,<lb />Powell/Kemp vs. Al Gore or Dick<lb />Gephart race guided by oprogres-<lb />sive? moderation.<lb /><lb />But this election will mark the<lb />beginning of a period of socio-<lb />economic and political.maturity<lb /><lb />* Numbness in<lb /><lb />975-4600<lb /><lb /><lb /><lb /><lb /><lb />within the African Arnerican<lb /><lb />community. I<lb />urge you to do two things. First,<lb />contact your superintendent and<lb /><lb />school board members to estab-<lb />lish an MBE program. In this presiden-<lb />tial election year we are in the<lb />throes of the oquiet riot? that<lb />many predicted after the Simpson<lb />verdict of last October. Many<lb />Americans now feel comfortable<lb />dropping any pretense of racial<lb />tolerance and reciprocal respect;<lb />but it is smoke...designed to<lb />shroud the ugly truth.<lb /><lb />Doubters need only stop and<lb />pay attention to the things that<lb />are happening around us daily.<lb />For starters, please join in ana-<lb />lyzing and synthesizing a few of<lb />the many current events that are,<lb />in my estimation, extremely<lb />alarming and great cause for<lb />pause.<lb /><lb />eThe most obvious example is<lb />the recent rash of Black church<lb /><lb />- burnings across America. The Vil-<lb /><lb />lage Voice (July 16) reports a<lb />particularly disturbing 1993 case<lb />in Boligee, Ala. A Black circuit<lb /><lb />judge fined two white youths<lb />$30,000 in restitution for van-<lb />dalizing three churches. The<lb />judgeTs telephone lines were cut<lb />and a shotgun was fired into his<lb />home on the day the youths were<lb />to commence payment. Investi-<lb />gations have not turned up many<lb />clues in this case or others.<lb /><lb />¢ The Southern League, a stu-<lb />dent organization atthe Univer-<lb />sity of Alabama, is demanding<lb />that they be allowed to fly the<lb />Conferederate flag at all home<lb />sporting events-with police pro-<lb />tection-and that oDixie? be played<lb />at home football games.<lb /><lb />e And just when you thought<lb />you had heard it all, the Redneck<lb />Shop recently opened and closed<lb />in Laurens, S.C. The store opened<lb />in March (with the goal of rais-<lb />ing money to open a Ku Klux<lb />Klan museum), specializing in<lb />memorabilia such as Klan robes<lb />and pictures of cross burnings. To name a<lb />few:1) Its rejection to voter re-<lb />districting designed to correct<lb />years of race-driven gerryman-<lb />dering and to increase the repre-<lb />sentation of Blacks and other<lb />minorities in Congress and the<lb />Senate, 2) The recent ruling that<lb />shot down the admission of ap-<lb />plicants to theUT Law School<lb />based on minority status, and 3)<lb />Ruling that scholarships ear-<lb />marked for minorities at the<lb />University of MD were unconsti-<lb />tutional. (Ironically, Blacks were<lb />only granted admission with the<lb />protection of the National Guard-<lb />to AmericaTs non-Black univer-<lb />sities in the 1960s, a decade in<lb />which countless Blacks died for<lb />the right to vote, to hold political<lb />office, and just to be. I ran for office to<lb />change a government that didnTt seem to represent its people anymore. ITm<lb />happy to report that things are better, and much of our government is back<lb />in your hands. Making changes is hard work, but I like challenges. Determi-<lb />nation pays off. Here are two examples from my first term:<lb /><lb /><lb /><lb /><lb /><lb />ECU ScHOOL OF EDUCATION:<lb />The ECU School of Education needed funds for its Model Clinical Teaching<lb />Program (MCTP), an award-winning program that has revolutionized stu-<lb />dent-teacher training. The state had no money to give. I believed in the<lb />MCTP and wanted to see it continued, but House leaders said getting funds<lb /><lb />for the program was impossible.<lb />Nevertheless, | went to the Committee to discuss the MCTP and address its<lb /><lb />needs. The committee agreed that the program was extremely worthwhile,<lb />and awarded $350,000 to keep the MCTP growing!<lb /><lb /><lb /><lb /><lb /><lb />Dowpy-FiCKLEN STADIUM<lb /><lb />As a former ECU baseball player and past president of The Pirate Club, ITm<lb />keenly interested in the growth of ECU athletics. As a local businessman,<lb />I know the impact of ECU sports on our economy. For those reasons | want<lb /><lb />to see Dowdy-Ficklen Stadium expanded.<lb /><lb /><lb /><lb />When money for the expansion Was lett out of the state budget, something<lb />had to be done. | knew there must be a way to help ECU fund the project.<lb />After months of my persistence, the Speaker committed $6 million to help<lb /><lb />expand the stadium!<lb /><lb /><lb /><lb />These are two examples from my ettective first term. By<lb /><lb />Jeffrey Toobin (Random<lb />House)<lb /><lb />Only Orenthal James Simpson<lb />knows the absolute truth as to<lb />whether he killed his ex-wife,<lb />Nicole Brown Simpson, and her<lb />friend Ronald Goldman. Every<lb />other conclusion about his guilt<lb />or innocence is either conjecture<lb />or theory, be it the court-sanc-<lb />tioned onot guilty? verdict in the<lb />double homicide trial or public<lb />support or condemnation of that<lb />decision in the public arena.<lb /><lb />Three recent books purport to<lb />tell the true story of the facts<lb />surrounding the Simpson trial.<lb />One, oThe Run of His Life,? is<lb />written through the eyes of a<lb />reporter, Jeffrey Toobin, as-<lb />signed to the Simpson trial by<lb />The New Yorker magazine. In it,<lb />Toobin concludes that the oover-<lb />whelming? evidence presented by<lb />the prosecution proved Simpson<lb />guilty.<lb /><lb />The second oJourney to Jus-<lb />tice,? by chief defense attorney<lb />Johnnie L. Cochran Jr., is auto-<lb />biographical, and the Simpson<lb />trial is not actually discussed<lb />until Chapter 10 of a 15-chapter<lb />book. Toobin<lb />asserts that Johnnie Cochran<lb />and Robert Shapiro knew from<lb />the start, before the trial or the<lb />presentation of any evidence,<lb />that Simpson was guilty and that<lb />the answer to how a guilty man<lb />could be defended wastocreatea<lb />reality in which Simpson was<lb />situated as the victim of an elabo-<lb />rate police conspiracy.<lb /><lb />Toobin gives a comprehensive<lb />account of the events that started<lb />on June 12, 1994, by all players,<lb />major and minor. He not only<lb />recounts in detail the sometimes<lb />quirky behavior of the trial law-<lb />yers, but in his story telling man-<lb />ages even to tell why they, and<lb />others related to the case, acted<lb />the way they did.<lb /><lb />Toobin claims to have inter-<lb />viewed over 200 people connected<lb />to the trial, and to have had ac-<lb />cess to all trial transcripts, grand<lb />jury testimony and all other per-<lb />tinent documents. There seems to be an<lb />informalstandard that exists<lb />with Caucasian journalists<lb />which allows them to question<lb />the intellectual limitations of<lb />members of their own race, but<lb />not with African-Americans, for<lb />fear of being called racist. An<lb />obvious truth to Toobin was that<lb />Simpson was an uneducated,<lb />semiliterate ex-athlete who could<lb />barely understand much about<lb />the legal proceedings against<lb />him.? Theimpression of Simpson<lb />assisting in his own trial pro-<lb />ceedings was another defense<lb />strategy to create an impression<lb />of Simpson being an oAfrican-<lb />American of stature? around<lb />whom other African-Americans<lb />wouldrally. He does concede that<lb />the Los Angeles Police Depart-<lb />ment operated for decades as a<lb />racist institution and it was this<lb />environment that the defense<lb />exploited in positing Simpson as<lb />just another Black man victim-<lb />ized by a racist justice system. It<lb />should be noted that Toobin first<lb />introduced Mark Fuhrman and<lb />his racism to America in a New<lb />Yorker article that appeared just<lb />one month after the murders.<lb />Toobin decries SimpsonTs ascen-<lb />dancy, in much of Black<lb />America~ as the bellwether of<lb />legitimate racial victimization,<lb />calling the defense strategy oan<lb />obscene - parody of an authentic<lb />civil rights struggle.? One rea son is<lb />that the overwhelming majority of<lb />Blacks feel that theT former foot-<lb />ball great was innocent of the<lb />murders of his ex wife Nicole and<lb />her friend, Ronald Goldman.<lb /><lb />Recently, this writer sat down<lb />with John L. Burris of Oakland,<lb />Cal., perhaps the countryTs best<lb />known Black legal analyst, to ask<lb />him to give an ongoing ac count of<lb />the trial for the benefit of Black<lb />readers nationally. Burris is one<lb />of the few lawyers who have expe-<lb />rienced a high profiled civil trial.<lb />He served as co-counsel for the<lb />Rodney King civil trial and helped<lb />win $3.8 million for King.<lb /><lb />Beauford: First, what is a civil<lb />suit and how is it different from<lb />the first criminal trial?<lb /><lb />Burris: In a civil trial the dis<lb />pute is about money. In this case<lb />Q.J. Simpson is accused of having<lb />unlawfully killed two people. All they have to show is<lb />what we in law call othe prepon-<lb />derance of evidence.? In other<lb />words, it is more likely true than<lb />not. The burden of proof is only 50<lb />percent plus one. So whoever can<lb />tip the scale of justice ever so<lb />slightly in favor of their client,<lb />wins. This is very different than a<lb />criminal case where the prosecu-<lb />tion has the burden of proving<lb />beyond a rea sonable doubt that<lb />the allega tions against the defen-<lb />dant aretrue. In addition, in the<lb />state of California, a unanimous<lb />vote is not required for conviction.<lb />A 9 to 3 verdict will do.So instead<lb />of needing only one person to hang<lb />a jury as in a criminal trial, in a<lb />civil trial you need at least four.<lb /><lb />Quick review<lb /><lb />rupted from the start. As an ad-<lb />vocate, Cochran believes that<lb />there can be no minimization of<lb />ethical, competent or unbiased<lb />investigation in the search for<lb />justice The culture and history<lb />of the LAPD as it related to the<lb />African-American community<lb />was often the antithesis of that<lb />mandate and to assume other-<lb />wise is not dealing in reality. So<lb />to present acase to ajury and not<lb />factor in the very real probabil-<lb />ity of a perjyured testimony, in-<lb />competency or racism 1s not a<lb />search for justice, and neither is<lb />it a plea to right all wrongs, past,<lb />present and future. Cochran con-<lb />sidered SimpsonTs analy sis and<lb />advice to be Ushrewdly? intelli-<lb />gent and revealed that Simpson<lb />did cooperate in trying his won<lb />case.<lb />oThe Killing Time?<lb />by Donald Freed and<lb />Raymond P. I donTt think there is any<lb />doubt in anyoneTs mind that if 10<lb />of those jurors are white, O.J. will<lb />be found guilty. What worries me<lb />more is that aside from what kind<lb />of jury we may have, we may al-<lb />ready be witnessing a olegal lynch-<lb />ing,? a opayback.?<lb /><lb />Beauford: Legal lynching, what<lb />do you mean?<lb /><lb />Burris: A legal lynching means<lb />that the system could deny him a<lb />fair trial by setting up every bar-<lb />rier possible to pre vent him from<lb />getting a fair trial. The way they<lb />do that is to give every advantage<lb />possible to the plaintiff to ensure<lb />that they present the most com-<lb />pelling case to the jury. By setting<lb /><lb />opportunity for the homicides as<lb />determined by irrefutable<lb />oclocks,? those being instances<lb />which for the most part were<lb />pegged to phone records of those<lb />involved in the case. The book<lb />tells and retells the crime story<lb />from contrasting points of view<lb />offering, when contradictions are<lb />revealed in both the prosecution<lb />and defense ac counts, several<lb />possible scenarios suggested by<lb />the facts of the case. Freed cred<lb />its unnamed sources both within<lb />and outside of law enforcement<lb />with some of the more provoca-<lb />tive information also contained<lb />in the book. An entire chapter 1s<lb />devoted to the othe world of drugs<lb />and violence surrounding the<lb />Simpsons and Goldman? dat ing<lb />back to Simpson's stay in Buf<lb />falo. CanTt they prevent some-<lb />thing like this from hap pening?<lb /><lb />Burris: Lawyers are impor tant,<lb />no question about that. But in a<lb />case like this the judge is the most<lb />important player. The judge of the<lb />civil trial has al ready shown signs<lb />that he is not going to allow O.J.<lb />Simpson to present arguments<lb />that were made in the criminal<lb />case: i.e., evidence of Mark<lb />FuhrmanTs use of the?N?Tword;<lb />Mark FuhrmanTs racial bias his-<lb />tory and Mark FuhrmanTs.use of<lb />the Fifth Amendment, all of which<lb />is important for the defense to<lb />show that the most significant of-<lb />ficer at the scene, first, had a his-<lb />tory with O.J. SimpsonTs wife, be<lb />cause he had responded to earlier<lb />domestic violence reports, and that<lb />he had a notorious his tory of being<lb />racially bigoted to ward Blacks.<lb /><lb />The judge also said that he was<lb />going to limit the defense in rais-<lb />Ing questions about the con<lb />tamination of evidence, although<lb /><lb />there were credible concerns raised<lb />in the criminal trial about how the<lb /><lb /><lb /><lb /><lb />blood got on the sock and in the<lb />car. He has accepted the plaintiffs<lb />lawyersT argument that just be-<lb />cause there was sloppy police work<lb />in collecting the evidence, that does<lb />not mean that what was collected<lb /><lb />oA Time To Change?<lb /><lb />fellow North Carolinians, black |<lb /><lb />Harvey Gantt and Senator Jesse<lb />Helms are once again on the cam-<lb />paign trail. It has been six years<lb />since Jesse played on racial fears<lb />and managed to beat Harvey Gantt<lb />by a very slim margin. However,<lb />1996 is a new year and time for<lb />North Carolina, and I hope that all<lb />people of this state will be fair and<lb />open-minded enough to look be-<lb />yond racial differences and vote<lb />for acandidate that stands to fight<lb />for issues like tax breaks for the<lb />working and middle classes, im-<lb />proved education and job opportu-<lb />nities, increase and protection of<lb />Medicare and Medicaid for the eld-<lb />erly.<lb /><lb />North Carolina has never hada<lb />black senator, and I think the rea-<lb />son for this is obvious. Please, my<lb /><lb />is not valid.<lb /><lb />Finally, the judge will not al low<lb /><lb />the introduction ofthe osome one<lb />else may done it? argument, i.e.<lb />the oColumbian necktie.?<lb /><lb />and white, on election day, let us<lb />show the rest of the nation that we<lb />are no longer an oisland? prone to<lb />being misled by divisive racial ads<lb />and code words. Let us prove that<lb />we can cast an educated vote that<lb />is not manipulated by smoke<lb />screens of intolerance and bigotry.<lb />Harvey Gantt is not just a black<lb />man, but a qualified, intelligent<lb />human being who has earned his<lb />right to be this stateTs senator. He<lb />has proven that he wants a pro-<lb />gressive, not a regressive North<lb />Carolina, and if we want to truly<lb />be a united state and nation, we<lb />must learn to work together de-<lb />spite racial and religious differ-<lb />ences (we did it during Fran). Louis<lb />Farrakhan, blasted Black jour-<lb />nalists working for white media.<lb /><lb />oThe people who own the<lb />newspapers for which you work,<lb />have an opinion, they have a<lb />philosophy, they have a guiding<lb />principle that they skew (as) the<lb />news. A scared to death Negro is<lb />a slave. You slave writers, slave<lb />media people.<lb /><lb />oWhite folk did not hire you to<lb />really represent what Black<lb />people are really thinking and<lb />you donTt really tell them what<lb />you think because you are too<lb />afraid. This does not protect de-<lb />mocracy.? He said the media feed<lb />people filth and skewer the news<lb />to fit their own philosophies.<lb /><lb />Farrakhan urged the group<lb />and Black journalists in general<lb />to get in touch with God and the<lb />church to overcome fear of their<lb />white media masters.<lb /><lb />The NABJ showed courage<lb />by inviting Farrakhan, whom the<lb />white press and Washington is<lb />painted as the worst person in<lb />America. The NABJ itself came<lb />under fire from several local af-<lb />filiates including the New York<lb />Association of Black Journalists<lb />for their failure to support<lb />Mumia Abu-Jamal, a former<lb />NABJ member, and for holding<lb />their last convention of the day<lb /><lb />Thinking of trying a wrinkle<lb /><lb />cream? Jesse Shipp, writer for<lb /><lb />_ the New York Daily News, took "<lb /><lb />issue with her, as everything<lb />she writes these days pleases<lb />her white masters. Her salary<lb />and notable awards attest to that<lb />pleasure. But others objected<lb />also. Some felt white journalists<lb />have the same problem as Black<lb />journalists have with regards to<lb />telling the whole truth about<lb />being out of work.<lb /><lb />There is another point to be<lb />made. While Black magazines<lb />usually pay a good wage, they do<lb />not deal with day-to-day hard<lb />news issues. They are sometimes<lb />accused of serving up pabulum<lb />to appease advertisers.<lb /><lb />Black Newspapers<lb /><lb />Most Black newspapers rely<lb />on freelance, or per diem report-<lb />ers to provide news. They get<lb />very little money, no benefits, no<lb />paid vacations, holidays, sick<lb />leave, no health insurance.<lb /><lb />~The more they tell it like it is,<lb />the greater repetition they get<lb />and the less valuable they are to<lb />the white press who will not hire<lb />known outspoken pro-Black<lb />journalist. If they do, they donTt<lb />last long. Witness the long his-<lb />tory of the Daily News, via its<lb />Black writers. Major media is<lb />jockeying for the hearts and souls<lb />of Black people. They have the<lb />resources to over community<lb />news better than the Black press.<lb /><lb />And advertisers discriminate<lb /><lb />against the Black press with the<lb />excuse that they donTt have the<lb />readership to warrant ads. The<lb /><lb />little money it would take to put .<lb /><lb />ads in the Black press is less<lb />them one tenth of one percent of<lb />their advertising budget and<lb />would not even be missed.<lb />Theonly thing that Black press<lb />has going for it is that the white<lb /><lb />press is p0 racist and so divjsive,<lb />and selective of BlackT ~news; if<lb /><lb />they plan to fool Blacks for a<lb /><lb />ec watateunsily<lb />report Black news, sooner or let-<lb />ter an issue would arise such as<lb />Crown Heights, where otheir phi-<lb />losophies? as Farrakhan main-<lb />tains would reveal itself.<lb />Historically, the need for a<lb />strong Black presshavremained<lb />constant.
