Constand Viljoen, former<lb />chief of the apartheidera defense<lb /><lb />| force and now leader of the right-<lb /><lb />wing Freedom Front party, told<lb />Archbishop Desmond Tutu Ts<lb />Truth and Reconciliation Com-<lb />mission:  oWe certainly made a<lb />grave mistake (with Blacks)...so<lb />we take collective responsibility<lb />for the situation that developed. ?<lb /><lb />Viljoen, saying he represented<lb /> oethnic Africaners ? (whites)<lb />pressing for self determination<lb />within South Africa, said the re-<lb />fusal of the then-ruling National<lb />Party to address the demands of<lb />Blacks  oinvited ? the African Na-<lb />tional Congress to take up arms<lb />and forge an alliance with Com-<lb />munists.<lb /><lb /> oI will not attempt to rational-<lb />ize what is generally called gross<lb />violation of human rights....they<lb />were wrong, ? he said.<lb /><lb />Viljoen Ts presentation to the<lb /><lb /> oTruth Commission ? was thefirst<lb />of a series due to be made this<lb />week by political parties seeking<lb />to explain their actions during<lb />the apartheid years.<lb /><lb />De Klerk, current leader of the<lb />National Party, said in a televi-<lb />sion interview Monday,  oI Tm look-<lb />ing forward to the opportunity to<lb />make a submission to put what<lb />happened from our vantage point<lb />in the proper context.<lb /><lb /> oPart of that will also be to<lb />accept overall responsibility for<lb />many things which went wrong. ?<lb /><lb />The National Party imple-<lb />mented apartheid as an official<lb />national policy when it took of-<lb />fice in 1948.<lb /><lb />President Nelson Mandela set<lb />up the Truth Commission to at-<lb />tempt to heal the wounds of<lb />apartheid by exposing the dirty<lb />tricks and suffering during the<lb />struggle between liberation<lb />movements and the white-mi-<lb />nority government.<lb /><lb />But many see the Truth and<lb />Reconcilliation Commission as<lb />merely a vanity display with no<lb />teeth nor desire to right govern-<lb />ment inspired wrongs including<lb />the murder of Steven Biko. Biko Ts<lb />widow feels too many apartheid<lb />monsters are getting off.<lb /><lb />Viljoen was accompanied Mon-<lb /><lb />De Klerk, others testify<lb />at the Truth Commission<lb /><lb />day by Gen. Tienie Groenwald, a<lb />former military intelligence<lb />chief, who was acquitted earlier<lb />this year on murder charges aris-<lb />ing from the 1987 massacre of 13<lb />Blacks in the Kwazulu-Natal<lb />hamlet of KwaMakutha.<lb /><lb />Former Defense Minister<lb />Magnus Malan is still on trial on<lb />the same charges. The state al-<lb />leges the defense force helped<lb />members of the Inkatha Free-<lb />dom Party to carry out the at-<lb />tack, purportedly on supporters<lb />of the ANC.<lb /><lb />Viljoen told the commission he<lb />could not be completely frank<lb />because of fears that he might<lb />incriminate himself or his sup-<lb />porters.<lb /><lb />He cited the case of former<lb />security policeman Dirk Coetzee<lb />who was charged with murder<lb />this month after he voluntarily<lb />lifted the lid on the killing of<lb />Black activists by a police hit<lb />squad.<lb /><lb />The Truth Commission, which<lb />has powers to recommend am-<lb />nesty for perpetrators of human<lb />rights abuses who confess, has<lb />said that in view of the charges<lb />against Coetzee it will expedite<lb />consideration of his application<lb />for indemnity from prosecution.<lb /><lb />WSSU professor writes<lb />history of high school<lb /><lb />Dr. Lenwood G. Davis, Profes-<lb />sor of History at Winston-Salem<lb />State University recently pub-<lb />lished A History of Beaufort/<lb />Queen Street High School. Dr.<lb />Davis, agraduate of Queen Street<lb />HIgh School, stated  oThis book is<lb />more than a history of a high<lb />school, it is also a model of howa<lb />high school history should be<lb />written. Therefore, anyone in-<lb />terested in writing a high school<lb />history may want to read this<lb />book. ?<lb /><lb />This book not only discusses<lb />the history of the school, but also<lb />the early education of Blacks in<lb />Beaufort: 1863-1926. A special<lb />chapter is devoted to the build-<lb />ing of Beaufort High School:<lb />1926-1927. There are also chap-<lb />ter on both the Black and White<lb />communities support for the<lb /><lb />school. The history professor<lb />pointed out the school received<lb />support not only from the Black<lb />community, but the White com-<lb />munity as well. Dr. Davis men-<lb />tioned the following White indi-<lb />viduals and businesses that sup-<lb />ported the school over the years:<lb />Joseph House, F.R. Bell, Guthrie<lb />Jones, J.H. Dill, C.D. I<lb />say this because I confronted<lb />you with an issue that will af-<lb />fect a lot of Black people. Take<lb />the government practice of<lb />housing discrimination, for ex-<lb />ample. I guess you feel felons<lb />don Tt deserve fair housing or<lb />affordable housing. Because af-<lb />ter we get out of prison, those<lb />great jobs are waiting for us so<lb />we can just go buy a house. No,<lb />I don Tt think so. Just what is<lb />the percent of Black males who<lb />have been in prison, are in<lb />prison, or under some type of<lb />court supervision?<lb /><lb />So now we are faced with a<lb />welfare reform bill that Ts going<lb />to affect poor women, children,<lb />and immigrants (legal and ille-<lb />gal) for the most part. So how<lb />do we address the issue, by cry-<lb />ing over spilled milk? Presi-<lb />dent Clinton said he was going<lb />sign the bill, so what Ts the is-<lb />sue?<lb /><lb />As you said, this is a GOP-<lb />sponsored welfare reform bill<lb />and President Clinton promised<lb /><lb />to change welfare as we know<lb />it, so this puts him in a hell ofa<lb />position. Yes, he will win more<lb />votes then he will lose by sign-<lb />ing this bill.<lb /><lb />The worst thing we can do is<lb />divide our vote or leadership<lb />over this issue; we need to use<lb />vision to figure out a way to<lb />make this work. We need to<lb />come together on Election Day<lb />even more so now and vote in<lb />not only a Democratic president,<lb />but also a Democratic House<lb />and Senate if possible so we can<lb />pass legislation not included in<lb />this bill that will make this truly<lb />welfare reform.<lb /><lb />You say,  oBilly, we hardly<lb />knew ya ? ,.. now! I say he is not<lb />the one who changed. It Ts us,<lb />because of our lack of vision and<lb />faith and our burden of fear.<lb />Sometimes you got to walk by<lb />faith and not by Tsight and hope<lb />for the best.<lb /><lb />Half the people are crying<lb />over welfare reform. I wrote<lb />concerning housing discrimina-<lb />tidn against felons and they<lb />ignored me. But two or three<lb /><lb />years from now, the same<lb /><lb />people will be begging the same<lb />felons to feed and take care of<lb />those women and children in<lb />those projects, the same<lb />projects we are not welcome to<lb />live in.<lb /><lb />These same Black leaders,<lb />on the other hand, are crying<lb />out for immigrants, poor<lb />whites and Latinos. When I<lb />was a little kid (I Tm 37 years<lb />old), it was our position to fight<lb />the Jewish battles, vote them<lb />into office, and now we can Tt<lb />get along well enough to eat at<lb />the same table. Now every<lb />black leader is anti-Semitic. If<lb />anybody is anti-Semitic, it Ts<lb />the so-called Jews, but that Ts<lb />another story.<lb /><lb />When are we going ever learn<lb />to fight our own battles and let<lb />others fight theirs? There are<lb />some people who give less than<lb />a damn about us. We are just a<lb />permanent group of underclass<lb />people for them to use to pass<lb />by. Those Latinos don Tt give a<lb />damn about us, and I Tm not a<lb />gambler, but I Tm willing to bet<lb />that it Ts poor ignorant whites<lb /><lb />burning down the churches. So<lb /><lb />why are we fighting their<lb />battles? I say we have been in<lb />America too long and now we<lb />are adopting the white man Ts<lb />ways of sticking our noses in<lb />other people Ts business. While<lb />we fight their battles they stab<lb />us in the back.<lb /><lb />To tell you the truth, I faxed<lb />President Clinton and told him<lb />I think he should sign the bill. If<lb />it doesn Tt work out, we can al-<lb />ways go back to the drawing<lb />board, provided he is re-elected,<lb />which is why he must sign the<lb />bill.<lb /><lb />In any case, for too long, too<lb />many Black women chose wel-<lb />fare, over a Black man, with<lb />the attitude:  oI can do bad by<lb />myself. ? Well, that Ts no longer<lb />the fact. I believe it takes two<lb />to make a child and it should<lb />take two to raise one. I think<lb />welfare reform will bring the<lb />Black family closer in hard<lb />times. Black women won't be<lb />so fast to put brothers out on<lb />the streets, because they are<lb />going to need them to help pay<lb />the rent or, as sad as it may<lb />sound, to babysit!<lb /><lb /></p>

          <lb />An Open Letter to the Black<lb />Citizens of Pitt County and<lb /><lb />Surrounding Areas:<lb /><lb />On October 16, 1996, in<lb />Greenville, NC, the Local Orga-<lb />nizing Committee (LOC) of the<lb />Million Man March of Pitt County<lb />will be hosting this area Ts World<lb />Day of Atonement. Some will call<lb />this day the Million Man March<lb />(Part 2), however, this day will be<lb />different in format from the Mil-<lb />lion Man March, but having the<lb />same goal of reconciliation and<lb />atonement. Last year, we were<lb />asked to forsake the comfort of our<lb />homes and families and to travel<lb />to Washington, DC. We answered<lb />that call andit was a beautiful day<lb />of peace and enlightenment. Over<lb />one million black men showed up.<lb />It was a day of unity unmatched in<lb />history. Today, that unity is all<lb />but evaporated. This was predicted<lb />by all the naysayers of the Million<lb />Man March, but it took much<lb />longer than they expected. Factis,<lb />however, it has happened. Only a<lb />small core of men remains of that<lb />great mass who went to or sup-<lb />ported the goals of the Million Man<lb />March. This year, the LOC is ask-<lb />ing for all the brothers and the<lb />sisters to come out in unity to once<lb />again pledge to help our commu-<lb />nity become a better place for us<lb />all.<lb /><lb />This letter will attempt to make<lb />everyone understand why this day<lb />is necessary and why your partici-<lb />pation is critical. First of all let me<lb />say that I am a Chnistian, in fact,<lb />lama fervent Chnistian. I believe,<lb />however, that we must stand with<lb />our black Islamic brothers in our<lb />support of black people. Their God<lb />is our God, but my Lord and Savior<lb />is Jesus Christ. No one can change<lb />that. I don Tt follow Louis<lb />Farrakhan, I follow Jesus Christ.<lb />I do support the work that Louis<lb />Farrakhan has done for black<lb />people. He helped to show white<lb />America that black people do have<lb />integrity and love for each other.<lb />He brought a million brothers to-<lb />gether in our place and there was<lb />no riot, no murder, no robbery, no<lb />drugs, and no hatred. Amongst<lb />the million brothers walked white<lb />people, tourists, andeven moonies,<lb />but no one was touched. If any<lb />other black man could do that I<lb />would support him too, but I follow<lb />Jesus Christ. My Muslim brothers<lb />do not make me question my reli-<lb />gious resolve, therefore, I can work<lb /><lb />with them for the upliftment of<lb /><lb />black people. The question to you<lb />is whether or not, you are willing<lb />to help your own people. Yes,<lb />there Ts work to do right here in our<lb /><lb />surrounding areas and we are ob-<lb />ligated, no, we are required by<lb />Almighty God, Himself to be the<lb />ones to do it.<lb /><lb />Minister Farrakhan has asked<lb />that we keep this day as our Day of<lb />Atonement, and I agree. We must<lb />not desert our brother is this very<lb />important junction in our history.<lb />In his own words,  oOur focus, how-<lb />ever, will be in New York City at<lb />the United Nations to call the na-<lb />tions of the earth to Divine Order,<lb />Atonement, Reconciliation, Re-<lb />sponsibility and Divine Unity. We<lb />also feel that October 16, 1996<lb />should be observed as a Day of<lb />Absence and preparation in this<lb />political year to let America and<lb />her political parties know that we<lb />are not pleased with her direction;<lb />with Welfare Reform; Affirmative<lb />Action; the Education System, the<lb />Crime Bill, the desecration and<lb /><lb />burning of religious institutions<lb />and the overall injustice of op-<lb />pressed people. The question is,<lb />who can be against that? Some<lb />folks accuse us of ignoring<lb />Farrakhans faults but I don Tt ig-<lb />nore them, I weigh them in the<lb />balance. Remember, folks hated<lb />Muhammad Ali, folks hated<lb />Malcolm X, folks even hated Mar-<lb />tin Luther King, now they love<lb />them. How .will they feel about<lb />Farrakhan 10 years from now? I<lb />will not wait to find out, I will<lb />support his goals for black people<lb />now. We are asked this year to<lb />show our support in our own com-<lb />munity. The question is will you<lb />stand up in support of black<lb />peoples, or will fear keep you at<lb />work or at home. Sallam said.<lb /><lb />Many world health and<lb />women rights groups hailed this<lb />as a major breakthrough and<lb />see it as a first step in modifying<lb />or eliminating the practice alto-<lb />gether in other countries.<lb /><lb />The Egyptian government<lb />maintains it will apply stifflegal<lb />proceduresand penalties against<lb />barbers and others who also per-<lb />form the procedures privately,<lb />el-Shafee said.<lb /><lb />According to Egyptian gov-<lb />ernment statistics, up to 70 per-<lb />cent of women in urban areas<lb />and 95 percent in rural areas are<lb />subjected to some form of the<lb />procedure, usually consisting of<lb />the removal of the clitoris, but<lb />often also more extensive geni-<lb />tal mutilations.<lb /><lb />Types of mutilations<lb /><lb />Circumcision or Sunna, is the<lb /><lb />both of<lb /><lb />removal of the prepuce or hood.<lb />of the clitoris, with the body of<lb />the clitoris remaining intact.<lb />Excision or clitoridectomy, the<lb />most common, is the removal of<lb />the entire clitoris gland and sur-<lb />rounding tissue, and the libia<lb />minora (inner lips). Infibulation<lb />or Pharoanic is cutting off the<lb />entire female genitalia, includ-<lb />ing inner and outer libia and<lb />removal of the clitoris. The re-<lb />maining sides of the vulva are<lb />stitched together to close up the<lb />vagina except for a small open-<lb />ing. The opening is preserved<lb />with a small piece of wood. The<lb />opening is cut open on the girl Ts<lb />wedding night.<lb /><lb />According to writer Merlin<lb />Stone, author of  oWhen God was<lb />a Woman, ? these practices were<lb />instituted around the same time<lb />that the gender of God was<lb />changed from female or dual  "<lb />male and female rulership, in<lb />Dahomy, to male only, as in the<lb />Judaic, Judeo Christian and<lb />Judeo-Islamic religions. So far<lb />no mummy has been found thus<lb />mutilated, and no references<lb />have been made of it in ancient<lb />Egyptian text.<lb /><lb />The Egyptian Organization<lb />for Human Rights, or EOHR,<lb />has reported about 3,600 young<lb />Egyptian girls are subjected to<lb />the mutilation every day.<lb /><lb />Harmful<lb /><lb /> oIt causes great physical and<lb />psychological harms to young<lb />girls who are subjected to it, ?<lb />said el-Shafee. The government<lb />had allowed the mutilations to<lb />continue by doctors in hospitals<lb />to reduce dangers associated<lb />with girls being subjected to bar-<lb />bers and other villagers, who<lb />usually use a razor during reli-<lb />gious ceremonies or work in un-<lb /><lb />hygienic conditions at home.<lb /><lb />But according to el-Shafee,<lb />the government decided to de-<lb />clare the mutilations to be  oim-<lb />moral ? and  oinconsistent with<lb />all principles of the medical pro-<lb />fession T after a girl died five days<lb />ago while being mutilated by a<lb />barber in the Nile Delta prov-<lb />ince of Sharqueya, about 50 miles<lb />northeast of Cairo. Another 10-<lb />year-old died shortly after she<lb />was mutilated in another Nile<lb />Delta province last year, he said.<lb /><lb />Rights activists have long ac-<lb />cused Egyptian authorities of<lb />being passive about what they<lb />called a barbaric practice, but<lb />the secular government replied<lb />that while it did not encourage<lb />the mutilations, it could not put<lb />an end to the custom.<lb /><lb />However, a barber and his<lb />wife were sentenced last year to<lb />two years in jail for performing<lb />the mutilation of a 14-year-old<lb />girl on astreet in view of passers-<lb />by.<lb /><lb />The ancient practice, common<lb />inother African and Middle East<lb />countries, has been under in-<lb />creasing public scrutiny since<lb />CNN broadcast a disturbing re-<lb />port on the mutilations in Egypt<lb />during a U.N. conference on<lb />population held in October 1994<lb />in Cairo.<lb /><lb />Islamic or African<lb /><lb />El-Shafee said historians<lb />have shown that the practice is<lb />neither a Muslim nor a Phara-<lb />onic (ancient Egyptian) custom<lb />but is of African (Sub Saharan)<lb />origin.<lb /><lb />However, the EOHR, one of<lb />the most prominent groups fight-<lb />ing to end genital mutilations in<lb />Egypt, sued the grand imam of al-<lb />Azhar, Sheikh Gad el-Haqin 1994.<lb />Egypt Ts foremost Muslim author-<lb /><lb />approving ~ even requiring<lb />mutilations, which he insisted<lb />protect a girl Ts purity and make<lb />her a more likely marriage pros-<lb />pect. The pope of Egypt's Chris-<lb />tian Coptic Church has refused to<lb />condemn the mutilations.<lb />Shortly after the controversy,<lb />in 1995, El-Haq died and was<lb />replaced as Egypt Ts highest Mus-<lb />lim authority by a more liberal<lb />appointment made by Egyptian<lb />President Hosni Mubarak.<lb /><lb />Another girl dead<lb /><lb />Update: CAIRO, Aug. 26,<lb />1996, Egyptian police have ar-<lb />rested and charged with negli-<lb />gence a doctor who circumcised<lb />a 14-year-old girl who later died,<lb />security sources said on Mon-<lb />day. Who else?<lb /><lb />therefore meaning less dribble. ?<lb /><lb />I have read and reread that<lb />letter with the realization that it<lb />says succinctly what the apostles<lb />of socialism, capitalism, commu-<lb />nism, anarchy, dictatorship, de-<lb />mocracy, totalitarianism and<lb />many other  oisms ? have taken a<lb />million books, edicts, sermons<lb />and screeds to say.<lb /><lb />Cassella states correctly that<lb />in America the political wars over<lb />control of the White House, the<lb />Congress and, yes, the Supreme<lb />Court are fundamentally over<lb />who will control the nation Ts<lb />wealth and how it is divided up<lb />and ultimately used.<lb /><lb />My first thought upon reading<lb />his remarks was to say that his<lb />question marks were wasted.<lb />There is no question but that no<lb />matter which political party<lb />gains power the people who al-<lb />ready have money will control<lb />the wealth of America.<lb /><lb />We have hada million debates<lb />in America "some laced in claims<lb />of great fear by the privileged "<lb />about the  oredistribution of<lb />wealth. ? The enduring truth is<lb />that the wealthy stay affluent<lb />(and for long periods get richer),<lb />but the poor stay pitifully impe-<lb />cunious.  oRedistribution of<lb /><lb />wealth ? isn Tt even a bollow<lb />dream.<lb /><lb />The debate in these years of<lb />Republican primacy is over noth-<lb />ing more than how many crumbs<lb />the rich will allow to drop to  othe<lb />working class, ? especially the<lb />workign poor.<lb /><lb />Who will rule? Mr. Cassella,<lb />please note that throughout all<lb />the generations of debate about<lb />whether the unpropertied,<lb />women or ex-slaves should vote,<lb />no change took away power from<lb />the monied. Inthecurrent clamor<lb />for congressmen, governors and<lb />even presidents that  omoney<lb />can Ttbuy, ? we see still that money<lb />noonly talksin America, it rules.<lb /><lb />Themas has gets; them as has-<lb />not begets. That is no just the<lb />rule of capitalism. Because the Democrats<lb />have left us in the dust and are<lb />taking us for granted she ar-<lb />gues.<lb /><lb /> oUnless America improves eco-<lb />nomically and politically in terms<lb />of the necessary reforms that over<lb />66% of the American people are<lb />demanding by their call for a<lb />new political party. Black<lb />America doesn Tt have a shot at<lb />any kind of serious improve-<lb />ment. ?<lb /><lb /> oAnd the candidate making<lb />that demand is Mr. Perot. If one<lb />million Black Americans vote for<lb />Ross Perot, the Black commu-<lb />nity automatically becomes the<lb />most important political players<lb />in the country in local races in<lb /><lb />1997 and beyond, and people hear<lb />that. ?<lb /><lb />Despite the fact that the Re-<lb />form Party doesn Tt have any<lb />stated ideological beliefs or party<lb />principles, except for economic<lb />and political reform, Fulani said<lb />people should rely more on the<lb />fact that they are creating an<lb />infrastructure which allow di-<lb />verse and different opinion to<lb />govern what actions of change<lb />will occur.<lb /><lb />In town over the weekend to<lb />watch Perot accept the Reform<lb />Party nomination, Fulani said<lb />she'll be campaigning for the lat-<lb />est candidate in the presidential<lb />race and she'll be working to get<lb />more people to join the party,<lb />which she thinks is just as im-<lb />portant, if not more important,<lb />than supporting Perot.<lb /><lb /> oThis is our first time in his-<lb />tory to really be on the ground<lb />floor when a party is takingoff, ?<lb />said Fulani.  oWe were not part of<lb />the Democrats or Republicans<lb />when they started, so we had<lb />nothing really to do with setting<lb />their agenda. ?<lb /><lb />Whether or not Perot becomes<lb />the next president, Fulani said<lb />the more important thing is to<lb />get at least 5% of the vote. As many of<lb />you already know, I, Cornelia<lb />Anderson, need a bone marrow<lb />transplant. Without a donor, I and<lb />many other people in my condition<lb />will die. Ona Bishop is not only a<lb />recruiter for bone marrow, but also<lb />a lifetime friend.
