African<lb />Ame ricans have moved into key<lb />leadership positions in numer-<lb />ous Kteform state organizations.<lb />While we come from a variety of<lb />ideological backgrounds<lb />Democrats, Republicans, nation<lb />lists, and long-time indepen-<lb />dents  " we share a common be-<lb />he th. it the two party system<lb />ind the Democratic Party, where<lb />the vast majority of Black<lb />America is registered and for<lb />whom it currently votes, have<lb />failed us. We also share a par-<lb />ticular concern about how some<lb />Black leaders are currently en-<lb /><lb />/ Eo<lb /><lb />gaged in a public campaign to<lb />restore faith in the Democratic<lb />Party by misleading Black vot-<lb />ers.<lb /><lb />Some are formulating a Black<lb />Agenda designed to  oforce ? the<lb />concerns of African Americans<lb />into the presidential campaign<lb />and to challenge the Democratic<lb />Party and President Bill Clinton<lb />However, we do not believe that<lb />the mere formulation of an<lb />agenda or protests outside party<lb />conventions force anybody in<lb />positions of political power to do<lb />anything pos  ~itive for Black<lb />people. President Clinton and his<lb />party rearrange political priori-<lb />ties as a function of one factor<lb />only  " losing an election. But not wanting to<lb />miss anything, she called the<lb />Internal Revenue Service to<lb />check it out.<lb /><lb />So have thousands of other<lb />black Americans across the coun-<lb />try.<lb /><lb />There is no tax rebate to com-<lb />pensate people for their ances-<lb />tors T enslavement, but that hasn't<lb />stopped more than 20,000 people<lb />from filing for it. Most claims<lb />were filed in 1994, but inquiries<lb />are picking up again.<lb /><lb /> oThe big story is there is no<lb />story. People who claim it, it Ts a<lb />wasted effort. They Tre not able to<lb />get it, ? It actu-<lb />ally is a form for shareholders.<lb /><lb /> oHe told me he'd send me the<lb />form, but that if I did file a<lb />claim...then I would be denied, ?<lb />she said.<lb /><lb />But back in 1994, at least four<lb />people mistakenly were issued<lb />slavery reparations, Pyrek said.<lb />He said he did not know how<lb />much they received or what was<lb />done to recover the money.<lb /><lb />The Illinois attorney general Ts<lb />office said it had received no com-<lb />plaints from people offering to<lb />get reparations if clients pay<lb />them a fee.<lb /><lb />It wouldn Tt be unprecedented.<lb /><lb />Ben Badio of Dallas faces up to<lb />10 years in prison and a $250,000<lb />fine for filing slavery reparations<lb />claims for cliefts earlier this year<lb />in Texas, said Assistant U.S.<lb />Attorney David Finn. He said<lb /><lb />Badio pleaded guilty in June and<lb />is to be sentenced September 25.<lb />Pyrek said the IRS received<lb />about 20,000 slavery reparation<lb />claims in 1994 "the year after<lb />Essence magazine ran a com-<lb />mentary that argued racial dis-<lb />crimination functions as a hid-<lb />oa tax. Jim Hunt Ts campaign to-<lb />day began airing its first TV ad<lb />of the fall campaign, highlight-<lb />ing the success of the Governor's<lb />Work First welfare reform ef-<lb />fort.<lb /><lb />The ad, which is running on<lb />TV stations across the state, fol-<lb />lows through on the Governor Ts<lb />commitment to run a positive,<lb />issue-oriented campaign about<lb /><lb />By HOWIE EVANS<lb />AmNews Sports Editor<lb /><lb />Because of one man ~ Nelson<lb />Mandela - the  oOlympic Mo-<lb />ment ? belonged to an unknown<lb />marathoner from South Africa.<lb />If. not for Mandela, there<lb />wouldn Tt have been a Josia<lb />Thugwane.<lb /><lb />When Thugwane came thun-<lb />dering into Olympic Stadium<lb />with the South Korean Lee Bong<lb />Ju and Kenya Ts Eric Wainaina<lb />hot on his heels, I thought not of<lb />Thugwane, but of Mandela, who<lb />spent 27 years of his life in a<lb />South African prison.<lb /><lb />All for the cause of freedom. It<lb />was Mandela who led the<lb />struggle for national unity in<lb /><lb />= "=_ Fe<lb /><lb />the apartheid country. And it<lb />was Mandela who continues to<lb />lead a nation that for 24 years<lb />was stripped of its international<lb />Olympic identity.<lb /><lb />And because of this gallant<lb />freedom fighter, South African<lb />Penny Heyns, a white swimmer,<lb />won a pair of gold medals. As<lb />Thugwane ran the 26.2 mile<lb />marathon course, becoming the<lb />first-ever Black South African<lb />to win an Olympic gold medal,<lb />his victory is an expression and<lb />symbol of the many Black South<lb />Africans who sacrificed their<lb />lives to gain freedom.<lb /><lb />So Thugwane was not run-<lb />ning alone. The spirit of every<lb />man, woman and child who had<lb /><lb />shed their blood in a nation that<lb />steadfastly refused to change<lb />ran every step of the way with<lb />him.<lb /><lb />They were with him when<lb />the gun went off. And they con-<lb />tinued to encourage him onward<lb />as his pursuers ran in his foot-<lb />steps. They were with him in<lb />his darkest moments. Just six<lb />months ago, a group of thugs<lb />came close to killing him in a<lb />carjack incident in, ofall places,<lb />his hometown of Bethal, South<lb />Africa.<lb /><lb />And they were with him when<lb />he gutted out the final mile in<lb />the closest marathon race in<lb />Olympic history. And by the time<lb />he reached the victory stand,<lb /><lb />Mandela's quest for racial unity leads to Olympic gold<lb /><lb />one could feel the spirit of<lb />Mandela as they played the an-<lb />them  oGod Bless Africa. ?<lb /><lb />This was the  oOlympic mo-<lb />ment. ? Not a you-know-who gym-<lb />nast. Not Carl Lewis. Not<lb />Michael Johnson. Not David<lb />Reid. And certainly not a group<lb />of U.S. basketball players.<lb /><lb />Thugwane is in the forefront<lb />of a nation of runners, set to<lb />challenge the dominance of the<lb />Kenyans in distance running.<lb />In this marathon, only one<lb />Kenyan finished in the top 35,<lb />third place finisher Eric<lb />Wainaina.<lb /><lb />Thugwane will finally get to<lb />meet his president, and get a<lb />small pot of gold, some $11,000.<lb /><lb />In a country obsessed with run-<lb />ning, the South African will be-<lb />come a lightening rod for unity<lb />in his country.<lb /><lb />It will not all be perfect. We<lb />know that from the continuing<lb />struggles of African-Americans<lb />in this nation. But it Ts a start  "a<lb />beginning.<lb /><lb />And as Black South Africa<lb />continues its struggle for equal-<lb />ity, the Olympic story of<lb />Thugwane will be told over and<lb />over again. From the teeming<lb />streets of Johannesburg to the<lb />township of Soweto.<lb /><lb />But always, the story will end<lb />with Thugwane being greeted<lb />by the man who made it possible<lb />~ Mandela.<lb /><lb />;7<lb /><lb />a<lb />Lj<lb /><lb />lh plc<lb /><lb />a |<lb /><lb />+<lb />ke<lb /><lb />new ideas that work for North<lb />Carolinians.<lb /><lb />As one of the nation Ts toughest<lb />welfare reform efforts, Work<lb />First was recently featured on<lb />ABC Ts Nightline. The show used<lb />Work First as an example of how.<lb />North Carolina is ahead of the<lb />national curve on welfare reform,<lb />demanding work and personal<lb />responsibility to help welfare<lb />recipients get back on their feet.<lb /><lb />Here Ts what Work First re-<lb />quires:<lb /><lb />¢ Welfare recipients must sign<lb />personal responsibility contracts,<lb />promising to take care of their<lb />families and get off welfare. If<lb />they don Tt honor the contract,<lb />they lose benefits;<lb /><lb />¢ Work First participants must<lb />get ajob "paid or unpaid "or job<lb />training within 12 weeks;<lb /><lb />¢ AFDC benefits are limited to<lb />two years;<lb /><lb />¢ Teen parents must go to<lb />school and live at home;<lb /><lb />¢ Additional cash benefits are<lb />not given to those who have chil-<lb />dren after 10 months in the pro-<lb />gram.<lb /><lb />So far, more than 17,000 Work<lb />First families are now getting<lb />paychecks instead of AFDC wel-<lb />fare checks; welfare rolls have<lb />dropped 13%; the number of<lb /><lb />Work First participants work- |<lb /><lb />ing or in job training has doubled;<lb />and taxpayers have saved $36<lb />million.<lb /><lb /></p>

More ac-<lb /><lb />-curately, our elected representa-<lb />~ tives were trying to figure out how<lb />they can get away with undoing<lb />the 1993 mandate from a majority<lb />of New York voters to impose term<lb />limits on the City Council and all<lb />municipal offices.<lb /><lb />Here T s the background. A<lb />grassroots referendum placed on<lb />the New York City ballot three<lb />years ago gave voters the choice of<lb />limiting members of the City Coun-<lb />cil, the mayor and other city offi-<lb />cials to two consecutive four-year<lb />terms. Those City Council mem-<lb /><lb />VEEK OF AUGUST 15-23, 1996<lb /><lb />2 Ts no limit to government corruption<lb /><lb />bers in office at the time, and those<lb />newly elected the year the referen-<lb />dum was conducted, would have to<lb />leave office no later than the year<lb />2001. Consequently, the vast ma-<lb />jority  " if not the entirety of the<lb />City Council  " would be brand<lb />new going into the year 2002.<lb />Democrats and Republicans<lb />alike joined forces in a series of<lb />legal maneuvers to keep the refer-<lb />endum off the ballot, but they<lb />failed. I campaigned ac-<lb />tively for passage.<lb /><lb />In the Black and Latino commu-<lb />nity the vote was decisively in fa-<lb />vor of limiting municipal terms of<lb />office. According to research by U.<lb />S. Term Limits, exit polls indi-<lb />cated that 60% of African Ameri-<lb />cans voted in favor of term limits,<lb />continuing the overall national<lb />trend in which 72.7% of Blacks<lb />have voted for state and local lim-<lb />its around the country.<lb /><lb />The vote by Black New Yorkers<lb />was a severe political rebuke to<lb />the Black members of the City<lb />Council, who obviously cherished<lb />their own jobs more than the<lb />community Ts right to hold elected<lb />officials accountable. But far from<lb />learning a lesson from that strong<lb />message, the Council began to plot<lb />a way to overturn the voters T deci-<lb />sion and secure their control over<lb /><lb /> T the city well into the 21st century.<lb /><lb />They bided their time until term<lb />limits failed to pass in Congress.<lb /><lb />, (What a surprise  " Democrats<lb /><lb />and Republicans refusing to vote<lb />themselves out of a job!) Then,<lb />with that political momentum on<lb />their side, they struck. The Coun-<lb />cil Speaker Peter Vallone, who is<lb />white, and Brooklyn Council-<lb />woman Mary Pinkett, whois Black,<lb />spearheaded a campaign to con-<lb /><lb />The Minority<lb />V(o)(ex= mm | lon<lb /><lb />vince the electorate that they<lb />hadn Tt known what they were vot-<lb />ing forin 1993 and that when term<lb />limits forced the election "in 2001<lb /> " of an entirely new City Council,<lb />chaos would reign and the city<lb />would be ungovernable. They in-<lb />sisted that the Council should ei-<lb />ther overturn term limits alto-<lb />gether or arrange for a  ophase-in ?<lb />program that would extend well<lb />beyond 2002.<lb /><lb />Councilwoman Pinkett chaired<lb /><lb />a public hearing on this proposal.<lb />As you might imagine, the parade<lb />of Democrats and Republicans<lb />endorsing their concerns was in-<lb />terminable. I came to the hearing<lb />to speak against it. Any effort to<lb />subvert the voters T decision, I<lb />warned, was a criminal violation<lb />of democracy. And any attempt by<lb />Black elected officials to ignore<lb />the clear preference of the Black<lb />community would not be forgot-<lb />ten.<lb /><lb />Naturally, Councilwoman,<lb />Pinkett and others tried to pre-<lb /><lb />vent me from speaking. I waited ,<lb /><lb />over four hours to testify. But {<lb />would have waited until hell froze<lb />over to make the point.<lb /><lb />Many people in our community<lb />heard about the hearings and<lb />called to express their support. My<lb />thanks to all of you. We continue<lb />our efforts to make our elected<lb />officials accountable to us. Robert Cueni, Pas<lb />tor, Country Club Christian<lb />Church, Kansas City, MO.<lb /><lb />The task of coping with diffi-<lb />cult people is a universal experi-<lb />ence. Difficult people are not rare.<lb />We know they are everywhere.<lb /><lb />First, admit they exist. Ac-<lb />knowledge their presence. They<lb />hate change and live in constant<lb />fear of what tomorrow might<lb />bring. We tend to be irritated by<lb />them, but really they are so fear-<lb />ful, pity is a more appropriate<lb />emotion.<lb /><lb />Secondly, there is the<lb />Nattering Negative Nit-Picker<lb />who specializes in pointing out<lb />the shortcomings, frailities and<lb />negatives which are always<lb />present. They never help the<lb />plan, improve the idea or make a<lb />positive suggestion.<lb /><lb />Another category of a difficult<lb />person is one I call the<lb />Irreconcilables. They are the<lb />folks who never forgive, always<lb />carry a grudge, continually seek<lb />ways to get revenge.<lb /><lb />Or consider what I call the<lb />Insatiable Self-centereds. These<lb />are people who live absolutely<lb />for themselves. They dominate<lb />discussions with their favorite<lb />topic, themselves.<lb /><lb />To cope with difficult people,<lb />admit they exist. Identify them.<lb />remember that difficult people<lb />can be handled with a sense of<lb />humor. Be ready to smile at their<lb />antics. Laughter is God Ts lubri-<lb />cant for squeaky human rela-<lb />tionships. A smile and a little<lb />laughter is mandatory equip-<lb />ment for dealing with trouble:<lb />some people. Be careful. Getting<lb />along with difficult people can be<lb />dangerous. Deal with these per<lb />sons with integrity and in aspirit<lb />of love. Below the surface you<lb />discover a very frightened inse-<lb />cure person with very little self-<lb />esteem. Reach out to difficult<lb />persons in love. Be careful and<lb />be loving, and by the power of the<lb />living Christ who dwells in you,<lb />a miracle might happen. They are afraid that the<lb />Republicans will paint them as<lb />captive to  ospecial interests. ? The<lb />Democrats want our votes while<lb />increasingly relegating Black<lb />America to the back burner, to<lb />deflect the Republicans T charge.<lb />Black Agenda conferences and<lb />demonstrations designed to blow<lb />off steam but put the Democrats<lb />in office do nothing to alter that<lb />dynamic.<lb /><lb />Today, Black America, espe-<lb />cially our families and our chil-<lb />dren, are a political football<lb />tossed about for the advantage<lb />of Bill Clinton and Bob Dole. As<lb />long as we remain a party to that<lb />game (even while vocally pro-<lb /><lb />testing it) there will be no<lb /><lb />progress for Black America, ei-<lb />ther politically or economically.<lb /><lb />Our support for and involve-<lb />ment in the building of the Re-<lb />form Party is designed to help<lb />Black America break out of that<lb />trap and re-set the terms of our<lb />participation in politics and gov-<lb />ernment. In our opinion, there is<lb />no question but that Black vot-<lb />ers must move beyond our<lb />present allegiance to the Demo-<lb />cratic Party. We emphatically<lb />urge all Black leaders, some of<lb />whom are now talking about in-<lb />dependent options and a third<lb />party, to join us in the one that is<lb />presently being built.<lb /><lb />The charge has been leveled by<lb />some that the Reform Party is<lb />just another  owhite institution ?<lb />and is invalid as a political ve-<lb />hicle for Black voters. At a mini-<lb />mum, the same would have to be<lb />said of both the Democratic and<lb />Republican parties. Anyone es-<lb />pousing the above criticism of<lb />the Reform Party would have to<lb />take steps immediately to create<lb />an all-Black party in order to<lb />have any credibility. It would also be<lb />profitable for the writer.<lb /><lb />Plus Black magazines and<lb />some newspapers also have dis-<lb />tribution contacts already set up.<lb />The fine points of book parties,<lb />personal appearances, etc.,<lb />would require a separate depart-<lb />ment, meaning more employ-<lb />ment beyond the 3.4 percent of<lb />Blacks currently hired by the<lb />book industry. And consider the<lb />event of a movie deal! Sadly, the moti-<lb />vation appears to be for all the wrong reasons.<lb /><lb />Although the President promised to reform welfare during<lb />the 1992 campaign, he put that issue on the back burner after<lb />his election, concentrating instead on his failed health care<lb />reform initiative. Now, re-election appears to be at the root of<lb />his willingness to do away with welfare.<lb /><lb />Leaders of the Republican-dominated House of Represen-<lb />tatives and Senate say out of one side of their mouths, that they<lb />want to change welfare so it will better help the needy. At<lb />best, they really want to cut the out-of-control budget which<lb />annually bequeaths more money for  odefense ? spending than<lb /><lb />© the generals and admirals at the Pentagon ask for. At worst,<lb />» they want to punish the poor. One Senate Republican even<lb />- refused to vote for the measure to slashing benefits and tum-<lb />', ing over program management to the un-reliable states,<lb /> ~ because it was not stringent enough. No matter. .<lb /><lb />The reform will probably win a surprising level of support<lb /><lb />even in the Black community. Although there are far more<lb /><lb />white recipients of welfare than African Americans on the<lb /><lb />dole, Blacks are in disproportionately higher numbers among<lb /><lb />the poor in this country and are widely perceived as the main<lb />constituency for maintaining the trappings of the  owelfare<lb /><lb />tem. Blacks, however, are still thought of as welfare Ts main<lb />clients.<lb /><lb />Consider this: The day after the pivotal Senate vote on wel-<lb />fare reform, I was walking out of a supermarket when a<lb />disheveled-looking, inebriated Black woman asked another<lb />Black man and then me for some money. Having just used the<lb />store Ts high tech electronic payment system, I did not have a<lb />dime in my pocket, and told her so. The other man simply<lb />brushed her off. After the woman walked away, the other<lb />man said to me:  oIt Ts a shame, isn Tt it? ? Photo by Jim Rouse<lb /><lb />|<lb /><lb />|<lb /><lb />14 burned churches receive $1.4 million in new grants<lb /><lb />A modest emergency grant<lb />from the Burned Churches Fund<lb />will enable Central Grove Mis-<lb />sionary Baptist Church in<lb />Kossuth, MS, to meet an imme-<lb />diate need  " enough folding<lb />chairs for everyone to sit during<lb />serviced in the congregation Ts<lb />temporary space.<lb /><lb />The 80-member congregation<lb />whose house of worship was de-<lb />stroyed by arsonon June 17 also<lb />will get up to $125,000 for recon-<lb />struction from the Fund, estab-<lb />lished by the National Council<lb />of Churches and supported by a<lb />broad ecumenical and interfaith<lb />community. But in the mean-<lb />time it has only eight lawn chars,<lb />and only the elderly are able to<lb />sit for worship in its temporary<lb />structure, donated by<lb />AmeriCare.<lb /><lb />The emergency grant of<lb />$1,445 for 75 folding chairs was<lb />approved last night by the<lb />Burned Churches Fund Ts blue-<lb />ribbon Grants Committee,<lb />which voted a total of $499,445<lb />for five burned African-Ameri-<lb />can churches. The committee is<lb />co-chaired by the NCC Ts presi-<lb />dent, United Methodist Bishop<lb />Melvin Talbert of Sacramento,<lb />CA, and the general secretary,<lb />the Rev. Dr. Joan Brown<lb />Campbell, and includes as mem-<lb />bers two well-recognized civil<lb /><lb />rights leaders, Ambassador<lb />Andrew Young and Vernon Jor-<lb />dan.<lb /><lb />The new grants bring the to-<lb />tal allocated so far to enable 14<lb />burned churches to begin or<lb />complete restoration to<lb />$1,415,445. The first grants<lb />($916,000 for nine churches)<lb />were announced July 23. A third<lb />round of grants is expected in<lb />early September.<lb /><lb />All amounts are specified<lb />as  oup to ? the designated<lb />amount by the Grants Com-<lb />mittee. Donated materials and<lb />labor could reduce the amount<lb />of cash needed, and actual cash<lb />needs could be less than cur-<lb />rently estimated. Any church<lb />needing more than the desig-<lb />nated amount will be encour-<lb />aged to submit a further pro-<lb />posal.<lb /><lb />The Burned Churches Fund<lb />is part of a broader NCC-led ef-<lb />fort to investigate and stop hate-<lb />motivated attacks on places of<lb />worship and help with rebuild-<lb />ing, bring the perpetrators to<lb />justice and address the wider<lb />issues of racism that underly<lb />the attacks.<lb /><lb />In addition to Central Grove<lb />Missionary Baptist Church, an-<lb />other Kossuth, MS, congrega-<lb />tion  " Mt. Pleasant Missionary<lb />Baptist Church, destroyed by<lb /><lb />arson the same night  " will re-<lb />ceive up to $60,000 to support<lb />reconstruction.<lb /><lb />Other grants were voted for:<lb />* Salem Baptist Church,<lb />Fruitland, TN  " $180,000 to sup-<lb />port reconstruction. The<lb />church Ts entire structure was<lb />destroyed in the Dec. 30, 1995<lb />arson, and contents were lost.<lb />Rebuilding is underway at the<lb />original site.<lb /><lb />* New Liberty Baptist Church,<lb />Tyler, AL - $125,000 to sup-<lb />port reconstruction. The<lb />church Ts entire structure was<lb />destroyed by arson on Febru-<lb />ary 28, 1996, and contents were<lb />lost. She was 44 years old  " a<lb />woman, a wife, a mother, in the<lb />prime of her life. She was dedi-<lb />cated to winning the release from<lb /><lb />prison of her husband  " Chief<lb /><lb />Moshood Abiola, who on June<lb />12, 1993 became the duly elected<lb />president of Nigeria  " and to<lb />having the mandate of Nigerian<lb />people carried out so that Chief<lb />Abiola should serve his country<lb />as the president of Nigeria<lb /><lb />THEW VOICE '- WEEK OF AUGUST 15-23, 1996<lb /><lb />Por Kudirat Abiola<lb /><lb />in her opposition to the regime of<lb />General Sani Abacha, part of the<lb />military junta which illegally an-<lb />nulled the results of the June 12<lb />election and, one year later, put<lb />Chief Abiola in prison. Because<lb />of her efforts she was arrested<lb />and charged with sedition,<lb />banned from being allowed to<lb />visit her husband in prison, and<lb />faced possible imprisonment her-<lb />seil<lb />Less than 10 days before her<lb /><lb />nurder, the Nigerian magazine<lb />Pell publish ed an interview with<lb />Kudi Abiola, in which she<lb /><lb />rat<lb /><lb />spoke in detail about her<lb />husband Ts' situation, the<lb />government Ts manipulation of<lb />attempts to negotiate bail terms<lb />for his release, the intrigue<lb />within the Abiola family over<lb />the issue of legal representation,<lb />and the threats that she herself<lb />faced. At one point in the inter-<lb /><lb />view the reporter asked how she °<lb /><lb />responded to the suggestion that<lb />she should soft-pedal her views<lb />because she was embarrassing<lb />the Abacha government. She<lb />answered:  oFor me to now shy<lb />away from what I believe in ... is<lb /><lb />impossible. I cannot. ? The re-<lb />porter commented that it was<lb />said of Kudirat Abiola that she<lb />was matching force with force.<lb /> oHow do they want me to react? ?<lb />she responded.  oI am only being<lb />truthful. I want them to do the<lb />right thing so that the country<lb />can be in the right place. With-<lb />out doing the right thing ... there<lb />will be no peace. ?<lb /><lb />When I read this interview I<lb />was struck by her tremendous<lb />courage and her integrity. And<lb />one phrase echoed in my mind<lb />over and over again.  oI am only<lb /><lb />being truthful, ? she said. Ten<lb />days later she was dead.<lb />Truth-telling is a dangerous<lb />business in this world. It is a<lb />dangerous business in Nigeria.<lb />It is a dangerous business in<lb />many African countries where<lb />dictators of one or another stripe<lb />hide behind their Black faces and<lb />African proverbs while they con-<lb />trol, divide and oppress the Afri-<lb />can masses. :<lb />Truth-telling is a dangerous<lb />business here in the United<lb />States, too, where African Ameri-<lb />cans undergo many kinds of<lb /><lb />and Nigerian democracy<lb /><lb />manipulation  " often at the<lb />hands of other Blacks.<lb /><lb />Very often it is women of color<lb />who are willing to tell the truth<lb />about these kinds of manipula-<lb />tions, about the sordid politick-<lb />ing and business dealing that<lb />goes on at the expense of our<lb />people.<lb /><lb />Why? For one thing, we havea<lb />great love and caring for our<lb />people, our children, and our com-<lb />munity. At the same time, be-<lb />cause we are women, we have<lb />little motivation to protect the<lb />political establishment; after all,<lb /><lb />Kudirat Abiola was outspoken<lb />we ourselves have been so sys-<lb /><lb />tematically excluded from it,<lb />whatever its color.<lb /><lb />Thus we are the truth tellers.<lb />Kudirat Abiola was no excep-<lb />tion. It is a great tragedy anda<lb />great loss for the people of Nige-<lb />riathat her truth-telling resulted<lb />in her death.<lb /><lb />In the days that have followed<lb />her assassination there have<lb />been many rumors and much<lb />speculation concerning who was<lb />responsible. Various forces have<lb />rushed to put their own  ospin, ?<lb />or interpretation on the murder.<lb />All sorts of theories have been<lb />advanced: one is that she was<lb />gunned down by rogue elements<lb />in the military in defiance of<lb />General Abacha; another is that<lb />she was shot by competing ele-<lb />ments of the democracy move-<lb />ment who saw her as a threat;<lb />yet another is that she died at<lb />the hands of members of her fam-<lb />ily seeking control over the de-<lb />fense attorneys representing<lb />Chief Abiola.<lb /><lb />These theories all have a com-<lb />mon thread  " namely, that they<lb />exonerate the Abacha regime of<lb />any responsibility for her death.<lb /><lb />I do not know who pulled the<lb />trigger that put the bullet in<lb />Kudirat Ts head. But I do know<lb />this the Abacha regime was con-<lb />ceived in violence; it has ruled by<lb />violence; it has repressed the op-<lb />position through violence; it has<lb />elevated violence to an accept-<lb />able  " indeed, preferred  "<lb />method of political decision mak-<lb />ing. The bill is devastating. It<lb />shreds the safety net guaranteed<lb />by the federal government for 30<lb />years. It passes along unexpected<lb />and astronomical costs to states<lb />like New York where the state<lb />constitution requires an ongoing<lb />commitment of government re-<lb />sources to help the poor. It insists<lb />that welfare recipients must find<lb />jobs within two years, in an<lb />economy where good-paying jobs<lb />are difficult to find and low-wage<lb />jobs are impossible to support a<lb />family on.<lb /><lb />The new program is heartless,<lb />insidious and shameful. It reveals<lb />what is fundamentally corrupt<lb />about our government.<lb /><lb />- Do all Americans agree that the<lb /><lb />welfare system had to be over-<lb />hauled? Absolutely. Do all Ameri-<lb />cans agree that the country Ts anti-<lb />poverty programs are too expen-<lb />sive on the one side and ineffective<lb />on the other? Taxpayers and wel-<lb />fare recipients agree  " the an-<lb />swer is yes! Studies have shown<lb />that upwards of seventy-five cents<lb />on every dollar spent on welfare<lb />has gone to administration and<lb />bureaucracy and not to the needy.<lb />Does the bill passed by Congress<lb />and signed by the President en-<lb />gage any of these issues? No. Was<lb />there athoroughgoing and serious<lb />study of how to address the wel-<lb />fare system Ts profound problems<lb />including attending tothe concerns<lb />of the poor? In<lb />other words, the bill provides Re-<lb />publicans and conservative Demo-<lb />crats with a series of soundbites<lb />that can be paraded in front of<lb />voters deeply concerned about the<lb />deficit and the bloated size of the<lb />federal government in order to win<lb />reelection.<lb /><lb />Much has been made of the dis-<lb />agreements and fights within the<lb />White House about whether or not<lb />President Clinton should sign the<lb />bill into law. Vice President Al<lb />Gore was reportedly pressuring<lb />Clinton to sign the bill while Chief<lb />of Staff Leon Panetta urged a veto.<lb />Gore represents the Democratic<lb />Leadership Council approach<lb />which favors cutbacks for fiscal<lb />gain and distancing from the poor<lb />for political gain. Panetta has<lb />closer ties to the old New Deal<lb />coalition wing of the party which<lb />is trying desperately to accommo-<lb />date the needs of its constituen-<lb />cies with the new austerity of the<lb />DLC. Obviously, the DLC wing of<lb />the party prevailed.<lb /><lb />Where does that leave the party Ts<lb /> oliberal ? wing? Where does it leave<lb />African Americans, Latinos, labor,<lb />and the poor? In an inescapable<lb />bind. President Clinton, a shrewd<lb />and manipulative policymaker/<lb />politician now turns to his liberal,<lb />Black, labor, and poor constitu-<lb />ents and says: You put me in this<lb />position. You better get out there<lb />and vote in big numbers for me and<lb />the Democratic Party Congres-<lb />stonal candidates. It  ~s up to you to<lb />give the Democratic Party control<lb />of Congress. I saved Medicaid and<lb />food stamps. But only by the skin of<lb />my teeth.
