Jim Hunt today unveiled his<lb />plans  " ranging from tax cuts and<lb />tax credits to worker training funds<lb /> " in his 1996 budget to create jobs<lb />and boost financial security for<lb />North Carolinians.<lb /><lb /> oNorth Carolina needs more jobs<lb />that pay good wages and we need<lb />to do a better job training our work-<lb />ers for those jobs, ? Hunt said at a<lb />Citizen Ts Forum on Jobs today.<lb /> oOur economic record is good, but<lb />we have tobe aggressive in finding<lb />ways to keep good jobs and invest-<lb />ment coming to our state and build-<lb />ing a business climate that nur-<lb />tures the companies already here.<lb /> ~Hunt s education budget calls for<lb />raising teachers T salaries to the<lb />national average by 2000, cutting<lb />class size in the second grade.<lb />making schools safer by putting a<lb />uniformed officer in every high<lb />school and boosting universities<lb />and community colleges with pay<lb />raises for teaching faculty and<lb />other resources.<lb /><lb />Tax relief The financial and eco-<lb />nomic security program in Hunt Ts<lb />budget includes cutting the food<lb />_tax by 1 percent, increasing the<lb />homestead exemption for senior<lb />citizens and cutting the corporate<lb />income tax; rate by .25 percent, as<lb />part of a gradual roll-back from<lb /><lb />7.75 percent to 6.75 percent dur-<lb />ing the next;t four years.<lb /><lb />Worker training In addition to<lb />the worker training tax credit.<lb />Hunt proposes to increase funds<lb />available to the Community Col-<lb />lege System for worker training by<lb />$10 million annually to help North<lb />Carolina workers get better jobs<lb />and improve their skills to keep<lb />thosejobs as companies adopt new<lb />technologies.<lb /><lb />Tax credits Hunt Ts proposals<lb />would boost the economy with new<lb />tax credits for investment, new<lb />jobs, research and development<lb />and worker training as recom-<lb />mended by the N.C. Economic<lb />Development Board. Specifically,<lb />Hunt proposes to: Create an in-<lb />vestment tax credit to stimulate<lb />investment in machinery and<lb />equipment by new and expanding<lb />industry.<lb /><lb />Create a worker training tax<lb />credit so existing and new employ-<lb />ers can train workers in new tech-<lb />nologies. Create a research and<lb />development tax credit to stimu-<lb />late innovation and product-re-<lb />lated research and development.<lb />Expand the existing Jobs Creation<lb />Tax Credit statewide so that com-<lb />panies creating jobs in the state s<lb />most economically distressed coun-<lb />ties get a higher credit, while com-<lb />panies locating in the state Ts most<lb /><lb />prosperous counties get a lower<lb />credit. Currently, the tax credit<lb />exists for 50 of the state s most<lb />distressed counties.<lb /><lb />Rural counties To help rural<lb />counties, Hunt has proposed $5<lb />million in loans and grants to im-<lb />prove water and sewer and other<lb />infrastructure needs in the 10 most<lb />distressed counties in North Caro-<lb />lina. He also has proposed addi-<lb />tional jobs and investment tax<lb />credits for companies that locate<lb />in these counties.<lb /><lb />Small business Small businesses<lb />would benefit from the research<lb />and development tax credit, the<lb />jobs tax credit and the investment<lb />tax credit. In addition, Hunt pro-<lb />poses a new business incubator<lb />and expanded venture capital.<lb /><lb />Existing industry Hunt Ts pro-<lb />posal would expand the Techno-<lb />logical Extension Service at N.C.<lb />State University, which helps ex-<lb />isting companies take new tech-<lb />nology to the factory floor.<lb /><lb />Financing economic develop-<lb />ment Hunt s budget would make<lb />more money available to create<lb />jobs by easing Industrial Revenue<lb />Bond requirements for companies<lb />that want to lease manufacturing<lb />facilities and boosting funds for<lb />site improvements and building<lb />renovations.<lb /><lb />Woodside Antiques to hold 31st<lb />Semi-annual outdoor show and sale<lb /><lb />Woodside Antiques will hold its<lb />31st semi-annual Outdoor Antique<lb />&amp; Collectibles Lawn Show and Sale<lb />on Sunday, June 2nd in Greenville<lb />from Sunup to Sundown. This show<lb />is the largest in Eastern North<lb />Carolina and will feature over 100<lb /><lb />antique dealers from the states of<lb /><lb />North Carolina and Virginia. Par-<lb />ticipating vendors will be exhibit-<lb />ing antique furniture, glassware,<lb />silver, jewelry, tools, advertising,<lb /><lb />quilts, linens, primitives, coins,<lb />toys and more. Admission is free<lb />and parking will be available for<lb />$1.00 across from Woodside An-<lb />tiques which is located on Allen<lb />Road between 264 business and<lb />264 bypass. The S1.00 charge for<lb />parking is a donation to the Law<lb />Explorer Post #33. And<lb />for most of those who know him,<lb />describe him as  oenergetic, ?  oar-<lb />ticulate ? and  oup tothe challenge. ?<lb /><lb />Therefore, it was not surpnsing<lb />when the new head of the NAACP<lb />declared Tuesday that  oit Ts time<lb />for us to begin tocherish our youth, ?<lb />as the nation Ts oldest and largest<lb />civil rights organization com-<lb />mences on the threshold of what<lb />he termed  oa generational change. ?<lb /><lb />On Tuesday, Mfume made one<lb />of the biggest changes in his life<lb />when he was sworn in before a<lb />packed audience in the Great Hall<lb />at the U.S. Justice Department in<lb />Washington, D.C. And he takes<lb />over an embattled organization<lb />that is facing a huge financial debt,<lb />as well as a decline in member-<lb />ship, particularly among the<lb />nation Ts Black youth.<lb /><lb /> oYou must not resist the change<lb />thatis coming, ? cautioned Mfume,<lb />a former U.S. congressman (D-<lb />MD.).  oInstead, you must embrace<lb />it, all of its new blood and ideas, if<lb />we are serious about formulating<lb />a new agenda for the next cen-<lb />tury. ?<lb /><lb />This, he pledged to change, es-.<lb /><lb />pecially as it impacts the<lb />organization Ts 2,200 branches na-<lb />tionwide.  oYoung people want to<lb />be involved, but they want to do so<lb /><lb />Valeria Lee endorsed by earlier rivals<lb /><lb />Valeria Lee has been endorsed<lb />by two former rivals in her race to<lb />become North Carolina Ts Secretary<lb />of State. Raleigh lawyer Howard<lb />Kramer and Greensboro activist<lb />Joyce Langston both publicly en-<lb />dorsed Ms. Lee and called on their<lb />supporters to vote for Lee in the<lb />upcoming second primary.<lb />Langston, Lee and Kramer were<lb />three of the six candidates in the<lb />first Democratic primary for Sec-<lb />retary of State.<lb /><lb /> oValeria Lee will make an excel-<lb />lent Democratic candidate and a<lb />first-rate Secretary of State, ?<lb />Kramer said.  oI endorse her candi-<lb />dacy enthusiastically, and call on<lb />my friends and supporters, as well<lb />as all the other Democrats in North<lb />Carolina, to give her their unquali-<lb />fied support in the June primary.<lb /><lb /> oShe has a great deal to offer our<lb />state andits citizens, ? Mfume added.<lb /><lb />Jamie Smith is a young student<lb />at Baltimore Ts (Maryland) School<lb />of the Arts, and serves as presi-<lb />dent of the Harlem Park Youth<lb />Council of the NAACP. She, too,<lb />agreed with Mfume that  oyouths<lb />of today have some important roles<lb />to play in remaking the future of<lb />this historic organization. ?<lb /><lb /> oAs long as our churches are<lb />being burned down and our people<lb />are being harassed, there Ts still a<lb />need for the NAACP, ? said Smith,<lb />who, at age 16, became a member<lb />of the Youth Council.  oThis orga-<lb />nization has geven me guidance<lb />and encouragement, and there are<lb />scores of others like me who would<lb />like to serve the NAACP and out<lb />communities around the country. ?<lb /><lb />Another area of focus for the<lb />civil rights organization is achiev-<lb />ing voter empowerment and creat-<lb />ing an infrastructure for economic<lb />opportunity and parity for Blacks.<lb /> oWe've got to continue to insist on<lb /><lb />equal justice, which has always |<lb /><lb />been a crucial point in our his-<lb />tory, ? said Mfume, who was later<lb />congratulated by four of his five<lb />sons.<lb /><lb /> othe poor of this nation must not<lb />be transformed, ? he added.<lb /><lb />support from the law enforcement<lb />community around the state. Ms.<lb />Langston came in first or second<lb />in the number of votes received in<lb />20 counties.<lb /><lb />Between them, Kramer and<lb />Langston shared 28 percent of the<lb />total number of votes cast in the<lb />first primary.<lb /><lb />No one candidate received a sub-<lb />stantial plurality on May 7. We<lb />have someone now who is able to<lb />lead us out of the despair that we<lb />feel today; one that can lift all of us<lb />up and one who is strong and can<lb />never take no for an answer. ?<lb /><lb />Also addressing the gathering<lb />was President Bill Clinton, who<lb />went on to praise the efforts to-<lb />wards justice and equality in<lb />America today.  oThis country owes<lb />a lot to the NAACP, because we Tve<lb />become what we are because of the<lb />NAACP, ? Clinton said.<lb /><lb />For his part, George Mason Uni-<lb />versity professor Roger Wilkins<lb />(nephew of Roy Wilkins, a former<lb />NAACP executive director), noted<lb />that  othe great principles of jus-<lb />tice, equality and respect have al-<lb />ways been the hallmarks of the<lb />NAACP and I really don Tt see it<lb />changing under the leadership of<lb />Mr. Mfume. ?<lb /><lb />winning the second-highest num-<lb />ber of votes, Ms. Lee "who won 21<lb />percent of the votes cast "re-<lb />quested that North Carolinians be<lb />allowed to vote again in June.<lb /><lb />State election law defines a sub-<lb />stantial plurality as more than 40<lb />percent of the votes cast. The high-<lb />est vote-getter got just over 25<lb />percent of the vote. At a Raleigh press con-<lb />ference Thursday, Robinson de-<lb />tailed his opposition to a state-<lb />wide bond referendum for school<lb />construction. OLDS<lb /><lb />Within the last year, I have wnit-<lb />ten abook entitled,  oAfrican Ameri-<lb /><lb />can Christian Nation.n I am the  T<lb /><lb />publisher, promotional manager<lb />and marketing strategist.<lb /><lb /> oAfrican American Christian<lb />Nation ? has produced some en-<lb />counters with persons who have<lb />refused to place my book on their<lb />shelves. Most have been very po-<lb />lite and explained in detail their<lb />store, company or corporation<lb />policy. Some stores only purchase<lb />books from certain distributors.<lb />Others require new authors to<lb />have literary agents. (I understand<lb />the arrangement around promo-<lb />tions and marketing certain prod-<lb />ucts or authors.) Still others in-<lb />formed me that they only patron a<lb />particular classification of books.<lb />My book simply did not fit the<lb />category of books that some par-<lb />ticular stores or franchises spe-<lb />cialized.<lb /><lb />One market that I did research<lb />to make sure that my book would<lb />have a greater degree of accep-<lb />tance was the Christian book<lb />stores. I began to call or visit these<lb />Christian book stores before my<lb />book Ts return from the printer. I<lb />only negotiated with those stores<lb />that detailed their policy and fi-<lb />nancial arrangements. I success-<lb />fully placed my product in the<lb />Cleveland and Akron area book<lb />stores both Christian and secular<lb />(black and white owned).<lb /><lb />On Cleveland Ts southeast side,<lb />Mr. David E. Wilson owns a Chnis-<lb /><lb />tian book store. A reliable esti-<lb />mate, African Americans purchase<lb /><lb />1 65% to 80% of the total sales in Mr.<lb />1 Wilson Ts establishment. Anumber<lb /><lb />of African American churches have<lb />accounts with his store. These<lb /><lb />| churches purchase choir robes,<lb /><lb />pulpit supplies and all manner of<lb />church related materials.<lb />In October of 1995, by agree-<lb /><lb />| ment with the manager, I left<lb /><lb />twelve (12) copies of my book at<lb /> oRainbow Family Book Center ?<lb />owned by Mr. Dave Wilson. In<lb />November, I received a message<lb />on my Voice mail to pick up the<lb />twelve copies of the book immedi-<lb />ately. Mr. Wilson has never pro-<lb />vided a clear explanation and has<lb />steadfastly refused to submit a<lb />reason in writing.<lb /><lb />Several ministers of the minis-<lb />terial alliance that I am a member<lb />initiated dialogue with Mr. Wil-<lb />son. They were convinced there<lb />had to be some misunderstanding<lb />and the matter could be resolved<lb />swiftly. Well, meeting dates were<lb />established, but Mr. Wilson never<lb />kept any ofthem. Finally,on March<lb />22, 1996, Mr. Wilson stopped play-<lb />ing games and flatly stated,  oAs<lb />owners of Rainbow Family Book<lb />Center, together with our Advi-<lb />sory Board, we have unanimously<lb />decided not to carry this book for<lb />the reasons outlined to Rev. Olds<lb />backin November. ? I have not seen<lb />the outlined reasons mentioned in<lb />the correspondence.<lb /><lb />The advisory board consists of<lb />some hand-picked black preachers<lb />and black employees of Mr. Wil-<lb />son. History informs us of the pro-<lb />cess in America whereby the domi-<lb />nant society Ts policy extracts a<lb />spokesperson(s) to speak against<lb />his or her ethnicity for the per-<lb />petuation of an oppressor Ts posi-<lb />tion.<lb /><lb />Mr. Wilson has conveniently<lb />avoided any confrontations by buy-<lb />ing himself time through non-exis-<lb />tent meetings to safeguard his sell-<lb />ing seasons of Christmas and Eas-<lb />ter!<lb /><lb />First, this is a censorship issue.<lb />It appears that of all the thou-<lb />sands of titles in Mr. Wilson Ts pos-<lb />session,  oThe African American<lb />Christian Nation, ? is the only title<lb />to have undergone this special cen-<lb />sorship process. I<lb />forgot the reading machine [his<lb />employees and his advisory<lb />board!)).<lb /><lb />Mr. Wilson also stated in that<lb />March 22, 1996 correspondence,<lb /> oMuch prayer, fasting and discus-<lb />sion has gone forth concerning this<lb />matter and in making this deci-<lb />sion. ? One does not have to look<lb />back too far in the history of this<lb />nation to recall that many white<lb />slaveowners professed Christian-<lb />ity. These alleged Christians did<lb />much praying, fasting and discus-<lb />sion on retaining Africans and Af-<lb />rican descendants T slaves.<lb /><lb />One does not have to fast and<lb />pray about some things. Thou shalt<lb />not steal. Thou shalt not murder.<lb />Thou shalt not commit adultery.<lb />Thou shalt not be a racist. Thou<lb />shalt not practice injustice. Thou<lb />shalt not censor another brother<lb />speaking the truth.<lb /><lb />Maybe, just maybe, Mr. Wilson<lb />is being a blessing to the African<lb />American community. He could be<lb />telling us that we should be shop-<lb />ping African American owned<lb /><lb />stores. | commend Ribbin Ts Book<lb />Store and other African American<lb />owned book stores who have found<lb />no problem with the book. Why<lb />should African Americans provide<lb />60% to 80% of Mr. Wilson Ts rev-<lb />enue by purchasing books and<lb />otherchurch related supplies from<lb />the  oRainbow Family Book Cen-<lb />ter? ? If we (African Americans)<lb />were shopping in our own stores,<lb />then we would not have to be both-<lb />ering Mr. Wilson with our books,<lb />our opinions and our cultural sen-<lb />sitivities. Thanks Mr. Wilson.<lb /><lb />It is time for a strategic effort of<lb />channeling the resources of Afri-<lb />can Americans into self-sustain-<lb />ing economic bases.         <p>Gary A. Taylor<lb /><lb />Gary A. Taylor, the son of the<lb />late William and Bessie Jenkins<lb />Taylor was born on November 8,<lb />1952 in Philadelphia, Pennsylva-<lb />nia. He departed this lifeon Thurs-<lb />day, May 16, 1996 at Pitt County<lb />Memorial Hospital in Greenville,<lb />North Carolina.<lb /><lb />Gary A. Taylor completed his<lb />formal education in the Philadel-<lb />phia PublicSchool System. He had<lb />a yearning to become a doctor. In<lb />order to achieve this dream, Gary<lb />realized that a college education<lb />was necessary. He attended<lb />Howard University College of<lb />Pharmacy in Washington, D.C. It<lb />was while attending Howard Uni-<lb />versity that he met the former<lb />Sandra D. Barnhill.<lb /><lb />Gary and Sandra graduated<lb /><lb />Please<lb />Drive<lb />Carefully<lb /><lb />from Howard and worked as retail<lb />pharmacists. In the year 1976, they<lb />were united in Holy Matrimony at<lb />the South Philadelphia Branch of<lb />the United House of Prayer For<lb />All People where he had been a<lb />member since birth. From this<lb />union, three beautiful daughters<lb />were born: Ina, Gina and Nina.<lb />Gary was a believer in paying<lb />Tithes and offerings. He was or-<lb />dained a Deacon under the<lb />pastorialship of Apostle H.M.<lb />Swaringer. Soon afterwards, he<lb />received the blessing of the Holy<lb />Ghost. Gary was motivated to be<lb />more diligent with his service of<lb />God, so he became the Assistant<lb />Treasurer of the Church and<lb />worked with the youth auxilia-<lb />ries. In the early 1980 Ts when our<lb />Bishop made a national call for<lb /> oElders ?, Deacon Gary Taylor was<lb /><lb />Obit uaty<lb /><lb />one of the first to answer the call.<lb />About one year later, after moving<lb />his family to Greenville, North<lb />Carolina, Elder Taylor was ap-<lb />pointed to the position of Assis-<lb />tant Pastor. In the year 1989, El-<lb />der Taylor became an active mem-<lb />ber of the National Teachers Asso-<lb />ciation of the United House of<lb />Prayer For All People. He pre-<lb />sented his first seminar on pre-<lb />ventative health care through<lb />herbs in Charlotte, North Caro-<lb />lina during one of our National<lb />Sunday School Conferences.<lb />Elder Gary Taylor was a won-<lb />derful husband and an exemplary<lb />father who believed in the sanc-<lb />tity of the family. He possessed an<lb />exuberant personality that won<lb />him many friends who became<lb />members of his extended family.<lb />Gary served many people as a<lb /><lb />pharmacist, but he also served in<lb />other capacities. Among his many<lb />accomplishments, Elder Gary Tay-<lb />lor was a radio talk show host, a<lb />motivational speaker, and a free-<lb />lance writer. Additionally, Elder<lb />Taylor served on the Board of Di-<lb />rectors of the Pitt-Greenville<lb />Chamber of Commerce; Board of<lb />Directors of Parents For Public<lb />Schools of Pitt County; and he was<lb />a member of the Omega Psi Phi<lb />Fraternity. Along with his wife, he<lb />established  oBack To Herbs Pro-<lb />fessional Health Food Store in<lb />Greenville, North Carolina, where<lb />he became a successful entrepre-<lb />neur. And need-<lb /><lb />a  oing that vote is about more than<lb />'  ~swinning the presidential election.<lb /><lb />a<lb /><lb /> ~Because the 1996 presidential con-<lb /><lb /> T test is not simply about reelecting<lb /><lb /> oBill Clinton  " which would be the<lb /> ofirst time since Franklin Roosevelt<lb /> ~that a Democratic President was<lb /> otwice elected to office. A Clinton<lb />reelection is critical for the Demo-<lb /><lb />cratic Party toestablish thatit has<lb />consolidated a new electoral coali-<lb />tion in which fairness, inclusion<lb />and growth have been replaced by<lb />a program of economic and social<lb />limits. That shift in vision comes<lb />complete with African Americans<lb />being relegated to a small and po-<lb />litically inconsequential role.<lb />Within this  oNew Democrat ?-ic<lb />framework, we have no choice but<lb />to suffer the humiliations of the<lb />Lani Guinier episode and the at-<lb /><lb />tacks on respected Black leaders<lb />like Louis Farrakhan. We are ex-<lb />pected to vote for the reelection a<lb />President who has endorsed the<lb />most radically destructive of wel-<lb />fare plans  " the Republican Wis-<lb />consin plan  " which makes work-<lb />ing a condition for receiving assis-<lb />tance, even for single mothers with<lb />small children. We are expected to<lb />support an administration which<lb />is poised to undercut protections<lb />for youthful offenders, a technical<lb /><lb />term for our sons and daughters.<lb />We must accept platitudinous ap-<lb />peals to the principles of affirma-<lb />tive action while its practical ap-<lb />plication erodes on the job, in our<lb />schools and in job training.<lb /><lb />This is the Black Agenda, as<lb />rewritten by Bill Clinton. And it is<lb />this agenda that we are being in-<lb />structed to accept not simply for<lb />this election, but for political eter-<lb />nity.<lb /><lb />We cannot accept the new defi-<lb /><lb />nton ...Part I<lb /><lb />nition of the African American<lb />political agenda as defined by Bill<lb />Clinton. But how do we respond?<lb />In my opinion it would be a ter-<lb />rible mistake to allow the fearcam-<lb />paign against the Republicans to<lb />box us in once more. In an effort to test the wa-<lb />ters, Minister<lb /><lb />Farrakhan supported my inde-<lb />pendent presidential candidacy<lb />that year. A quarter of a million<lb />Americans voted for me, the vast<lb />majority of them African Ameri-<lb />can. It was a small statement. But<lb />it was loud enough to convince the<lb />Democratic Party Ts white leader-<lb />ship that the pressure on Rever-<lb />end Jackson to stay out of the next<lb />race, and in the party, would have<lb />to be substantial. It was.<lb /><lb />In 1992 Jesse didn Tt run, either<lb />as a Democrat or independent. He<lb />supported Bill Clinton, while<lb />Clinton staged a series of carefully<lb />orchestrated moves to prove that<lb />he was not beholden to Jackson,<lb />and therefore not beholden to us.<lb />That same year I again ran as an<lb />independent. So did Ross Perot.<lb />Half the Black community stayed<lb />home. Eighty-five percent of those<lb />who voted backed Clinton, declin-<lb />ing to challenge the new Black<lb />agenda that was being foisted upon<lb />us. But 20 million white Ameri-<lb />cans, in a grand-scale act of civil<lb />disobedience, voted independent.<lb />They said:  oDump the Two-Party<lb />System, ? thereby setting the stage<lb />for the creation of the new inde-<lb />pendent political party emerging<lb />in 1996.<lb /><lb />Now Bob Dole has resigned his<lb />Senate seat to go directly to the<lb />people  " mainly because the strat-<lb />egy of projecting himself as a<lb />statesman failed. (Clinton had a<lb />13% lead in the national polls.)<lb />The Democrats are trying to keep<lb />on top, with us at the bottom. Both<lb />major parties are hoping to stifle »<lb />the independents. Dole is worried<lb />about Perot. Clinton is also wor-<lb />ried about Perot. Perot Ts base of<lb />supportis growing among younger,<lb />white, blue collar Democrats. And<lb />among African Americans, too.<lb />Add to that threat the popularity<lb />of the Ralph Nader campaign, and<lb />the Clinton administration could<lb />lose its shot at a second term.<lb /><lb />What must the Black commu-<lb />nity do in this season of realign-<lb />ment? Realign! We must realign<lb />in two ways. First, we Tve got to set<lb />the record straight with regard to<lb />the Clinton plan for Black America<lb />by rejecting it and rejecting him.<lb />Indeed, we intend to deprive him<lb />of enough Black votes to get him<lb />dumped. Second, we've got to take<lb />affirmative action and go indepen-<lb />dent. The Black community has<lb />viable options this year. I can tell you that having the<lb />gold medal placed around your<lb />neck while the American flag is<lb />raised and the  oStar Spangled<lb />Banner ? plays is an experience<lb />like no other, in sports or life.<lb /><lb />Important as the competition<lb />is, it is merely the tip of the ice-<lb />berg: no athlete, no matter what<lb />their level of natural ability, comes<lb />close to taking partin the Olympic<lb />Games without extensive train-<lb />ing. The athletes who will com-<lb />pete in Atlanta this summer have<lb />been preparing for months and<lb />years, some for virtually their en-<lb />tire lives.<lb /><lb />My experience with another<lb />world-class sports program - Spe-<lb />cial Olympics - adds a further di-<lb />mension to my understanding of<lb />the importance of training. Every<lb />year nearly one million athletes<lb />with mental retardation or closely<lb />related developmental disabilities<lb />and 500,000 volunteers take part<lb />in more than t5,000 Special Olym-<lb />pics games, meets and tourna-<lb />ments around the world, involv-<lb />ing 23 summer and winter sports.<lb />These competitions have helped<lb />Special Olympics gain extremely<lb />high name recognition.<lb /><lb />Here in. North Carolina, over<lb />23,000 Special Olympics athletes<lb />and 20,000 volunteers participate<lb />in over 2,000 training sessions and<lb />competitions every year.<lb /><lb />The ninth Special Olympics<lb />World Summer Games, held last<lb />summer in New Haven, Connecti-<lb />cut, brought together more than<lb />7,000 athletes from 143 countries<lb />and attracted a half-million spec-<lb />tators while generating worldwide<lb />press coverage. Sonaturally, when<lb />many people think of Special<lb />Olympics, they think of Games.<lb /><lb />Some people are surprised to<lb />learn that the games themselves<lb />are not the end-all for Special<lb />Olympics athletes. The training,<lb />with competition as a focal point,<lb />is what Special Olympics is really<lb />all about. It is in training that<lb />skills are honed and techniques<lb />learned. It is truly  otraining for<lb />life T, not only for the athletes, but<lb />also for the thousands of volun-<lb />teers who work with them day in<lb />and day out. The relationships<lb />achieved, for example, between<lb />Special Olympics athletes and<lb />their coaches, are extraordinary.<lb />Everyone who participates takes<lb />away something that would be<lb />difficult to achieve under other<lb />circumstances.<lb /><lb />A Gallup survey of more that<lb />1,000 Americans showed that 96<lb />percent understand the benefits<lb />of sports activity for people with<lb />mental retardation. This is im-<lb />portant because Special Olympics<lb />sports training for children and<lb />adults with mental retardation not<lb />only provides the benefits of physi-<lb />cal fitness, it also helps encourage<lb />participation in the athlete Ts com-<lb />munity life, builds friendships and<lb />skills and helps them experience<lb />the joy of achievement. Over 80<lb />percent of the Gallup respondents<lb />said they believe that Special<lb />Olympics enables persons with<lb />mental retardation greater inter-<lb />action with the general public.
