No one candidate received<lb />a substantial plurality in the May<lb />7th primary, and in accordance<lb />with the state Ts election laws and<lb />ag the candidate winning the sec-<lb />ond-highest number of votes, Ms.<lb />Lee requested that North Carolin-<lb />ians be allowed to vote again in<lb />June.<lb /><lb /> oI have a responsibility to the<lb />people of North Carolina to let<lb />them make the choice who they<lb />want as their Democratic candi-<lb /><lb />B'/MOEe<lb /><lb />Excitement and momentum<lb />have developed in North Carolina<lb />for the Black Family Empower-<lb />ment Agency Convention which<lb />will be held on June 1, 1996 at<lb />North Carolina Central Univer-<lb />sity in Durham. Local community<lb />groups are presently organizing<lb />representatives from each county<lb />in the state to attend the conven-<lb />tion and over 100 are already work-<lb />ing with eight separate issue<lb /><lb />date in November. The person who<lb />received the highest number in<lb />votes only got 26 or 27 percent of<lb />the vote "only one in four. That<lb />means that for every four people<lb />voting, three of them voted for<lb />someone else for Secretary of State.<lb /><lb /> oI believe it will strengthen the<lb />process for the voters to have a<lb />clearer choice. The Secretary of<lb />State is an important office to the<lb />state and its people, � Ms. Lee con-<lb />tinued.  oI Tm running for it because<lb />I believe I have the vision, the<lb />experience, and the qualifications<lb />to do the best job.<lb /><lb />|<lb /><lb />builds for BEE:<lb /><lb />Groups to develop tentative agenda<lb />proposals that will be reviewed<lb />and voted upon during the conven-<lb />tion.<lb /><lb />The Convention recently re-<lb />ceived a tremendous boost when<lb />the North Carolina State Branch<lb />of the NAACP, the United Church<lb />of Christ Commission for Racial<lb />justice, and the North Carolina<lb />Central University Institute: for<lb />the Study of Minority Issues joined<lb /><lb />&amp;<lb /><lb /> oI believe that when people have<lb />the opportunity to look carefully<lb />atjust two candidates, rather than<lb />six, they will vote for me. �<lb /><lb />State election law defines a sub-<lb />stantial plurality as more than 40<lb />percent of the votes cast. At ap-<lb />proximately 26 percent, the top<lb />vote-getter in the Sectretary of<lb />State Ts race received substantially<lb />less than the number required for<lb />victory. Ms. Lee received 21 per-<lb />cent of the votes cast. The second<lb />primary is already scheduled for<lb />Tuesday, June 4.<lb /><lb />, anwar 4°...<lb />, Convention<lb /><lb />the coalition of sponsoring organi-<lb />zations. A consumer<lb />nation worth $450 billion to wait-<lb />ing beneficiaries, who in most<lb />cases, have to do nothing more<lb />than sit and wait for it to knock on<lb />the doors of the producers of prod-<lb />ucts and services sold to our com-<lb />munities. To the tune of 95 per-<lb />cent, and in some cases (like bank-<lb />ing relationships-98 percent),<lb />those that position themselves for<lb />black dollars are not willing to<lb />tedirect the dollars back into our<lb />community.<lb /><lb />Direct spending campaigns to<lb />educate the black consumer, be<lb />they  oDon Tt Spend Where YouCan Tt<lb />Work, �  oBuy Black, �  oBuy Free-<lb />dom, �  oBuy Liberty, �  oRecycling<lb />Black Dollars, � have always been<lb />perceived as being discriminat-<lb />ingly hostile to integration efforts.<lb />Blacks legitimate efforts to develop<lb />an economicinfrastructure has al-<lb />ways been undermined by having<lb />to announce what we do, when<lb />others do it naturally.<lb /><lb />- One of the biggest carryovers of<lb />the Million Man March has been<lb />our people's efforts to take respon-<lb />sibility for the condition of their<lb />communities, including the  ostate<lb />of it¥ economics. �<lb /><lb />By taking control of the things<lb />we can control, a renewed spirit of<lb />awareness has come about with<lb />respect to how we use our money.<lb />Los Angeles-based Recycling Black<lb />Dollars, under its president,<lb />Muhammad Nasserdeen, initiated<lb /> oChange Bank Day � that pulled<lb />down $7 million from other banks<lb />into black-owned financial insti-<lb />tutions.<lb /><lb />While the money is only a mere<lb />pittance of what blacks in Loss<lb />Angeles really deposit in banks,<lb />an estimated 17 billion in white-<lb />owned banks (according to reports<lb />released four years ago), it was a<lb />brilliant stoke to direct our con-<lb />sumer habits and start the cycle of<lb />building an economic infrastruc-<lb />ture in black communities. New<lb />York and several other cities have<lb />followed Los Angeles T lead (for a<lb />change) in making a concerted ef-<lb />fort to redirect black dollars,<lb /><lb />The economic spending power of<lb />the black consumer, until ten years<lb />ago, was the biggest story never<lb />told. The biggest secret still not<lb />told is about the economic lever-<lb />age our actual dollars create for<lb />those who receive our actual spend-<lb />ing and saving dollars. Other cul-<lb />tures not only spend their actual<lb />dollars with their own interest in<lb />the 90th percentile (which is what<lb />the affirmative action discussion<lb />exposes), they leverage their ac-<lb />tual dollars ists from seven<lb /><lb />to twenty times.<lb /><lb />You think they pay cash for all<lb />these skyscrapers, multibillion<lb />dollar corporate acquisitions and<lb />wealth creation opportunities (in-<lb />vestmerits)? Please! It Ts all about<lb />the float. A float that is leveraged<lb />(whether the money is real or not).<lb />When it Ts not, it Ts called a deficit.<lb />Be it a trade deficit, a budget defi-<lb />cit or junk bonds, no matter how<lb />big, the cycle doesn Tt stop. The<lb />chase to catch the floating  omoney<lb />balloon � is ongoing until it pops<lb />(they never catch it). Then they<lb />start over.<lb /><lb />The point of this little lecture is<lb />to demonstrate that our promo-<lb />tion of Recycling Black Dollarsis a<lb />simplistic analogy if we don Tt com-<lb />plete the cycle. Directed spending<lb />campaigns are just the first step<lb />and all other components of the<lb />cycle must serve their purpose.<lb /><lb />Now, I said all that to get the<lb />real point of this commentary.<lb /><lb />Actess Marla Gibbs made a his-<lb />torical investment in the Los An-<lb />geles black community several<lb />years ago, that has become the<lb />hub of the L.A. black community Ts<lb />cultural renaissance. The Leimert<lb />Park Community is a  otwenty fo T-<lb />seven � college of artistic expres-<lb />sions, entrepreneurial shops and<lb />cultural artifacts unlike anything<lb />I've seen anywhere in this coun-<lb />try. Totally community driven.<lb /><lb />(Continued on page 5)<lb /><lb />Movies on the lawn back<lb />for seventh season<lb /><lb />One of North Carolina Ts most<lb />enjoyable film festivals returns for<lb />its seventh season beginning this<lb />weekend at the North Carolina<lb />Museum of Art. Movies on the<lb />Lawn, which starts: May 3 and<lb />runs through September 28, fea-<lb />tures films from Down Under dur-<lb />ing the month of May followed by<lb />movie classics from the sixties in<lb />June. I don Tt spend<lb />my money with someone just be-<lb />cause they're black (we know ev-<lb />ery blackface ain Tt necessarily<lb />black). I spend with them because<lb />they give back. When<lb />a him coming, you dread.<lb />e some of this can be blamed<lb />of Black oppression, not all of it<lb /><lb />can.<lb /><lb />And often when the Black man<lb />gets himself together, it is as an<lb />individual, eager to get as far away<lb />from other Blacks as he can, never<lb />looking back except to give lip ser-<lb />vice, get re-elected, etc. The Mil-<lb />lion Man March has called this<lb />type of Black man to task also, to<lb /><lb />o more for his community interms<lb />of creating meaningful jobs, recre-<lb />ation facilities for our youth, etc.<lb /><lb />The Million Man March was an<lb />empowering move that needs to be<lb />reinforced regularly on some level.<lb /><lb />Ever since the march, the media<lb />has been trying to see how they<lb />could tear this movement down.<lb />They tried denouncing it, but that<lb />hasn Tt worked. They've tried and<lb />are still trying to accelerate the<lb />negative imagery of the Black man<lb />and woman at every turn, focus-<lb />ing heavily on Black crime to show<lb />the white public Black people are<lb />still a menance to society despite<lb />the Million Man March.<lb /><lb />Certain groups have attacked<lb />Min. Louis Farrakhan for his bold<lb />maneuvers while they themselves<lb />engage in the same international<lb />politics. You'll remember Jesse<lb />Jackson went on a world tour and<lb />was blasted by Jewish groups for<lb />embracing Yaser Arafat (who, in<lb />fact, embraced him.) Malcolm X<lb />went on a world tour.<lb /><lb />. We as a group have no obliga-<lb />tion to hate everyone the United<lb />States hates, and love everyone<lb />the United States loves. Indeed,<lb /> ~now we are supposed to embrace<lb />Russia, though a mere few years<lb />ago we were obliged to hate them.<lb />America needs to have some tar-<lb /><lb />t for their seemingly inherent<lb /><lb />ate. And some groups are trying<lb />to manipulate this for their own<lb />ends, indeed to take the eyes of the<lb />nation away from them as they<lb />engage innational and banking<lb />crises (i.e. savings and loan<lb />schemes, global arms deals, rein-<lb />vestment in Star Wars-type scams<lb />where billions disappear or are<lb />unaccounted for.) The latest-a bil-<lb />lion dollar piece of equipment gets<lb />lost in outer space while human<lb />educaiton, arts and social pro-<lb />grams get lost in inner space.<lb /><lb />This nation wants to step away<lb />from sound environmental projects<lb />essential for the next century,<lb />while they how] about crime being<lb />the top priority. They want to step<lb />away from any investment in non-<lb />white youth while they how] about<lb /><lb />- crime. It Ts a scam. A diversionary<lb />tactic that even the blind can see,<lb />designed to ultimately aid a hand-<lb />ful of giant companies.<lb /><lb />But too many white folks love<lb />their racism and you can feed it to<lb />them any time and get over.<lb /><lb />America has had plenty of time<lb />to mend her ways. Instead, the so-<lb />called fringe hate groups, which<lb />are not so fringed, are arming<lb />themselves to the teeth and pre-<lb />paring for war against us! It Ts a<lb />long time overdue for us to act like<lb />a nation.<lb /><lb />Role of popular media<lb /><lb />one of the roles of popular media<lb />has always been to shape public<lb />opinion the way theestablishment<lb />wants it, or the way a special in-<lb />peel group can advance because<lb />of it.<lb /><lb />TV shows are spun towards re-<lb />telling today Ts events to vilify who-<lb />ever the establishment wants vili-<lb /><lb />ed.<lb /><lb />There are several shows which<lb />do this by design.  oLaw and Order �<lb />is one,  oN.Y.P.D. � is another. And<lb />now, seemingly, you can add<lb /> oMoesha T � to the list.<lb /><lb />The show reaches Black youth,<lb />reaches Black women. Moesha has an atti-<lb />tude and points out that women<lb />need scholarships also. She refuses<lb />to leave the meeting, and takes<lb />the podium. Kim flirts with one of<lb />the young men while Moesha chal-<lb />lenges the leadership of the male<lb />at the podium, maintaining the all<lb />male group cannot do the<lb />fundraiser alone and needs her<lb /><lb />aa<lb /><lb />an youjust imagine a couple of<lb />Black guys loudly disrupting a<lb />women Ts luncheon, full of attitude,<lb />boldly flirting with a singled out<lb />sister and grandstanding at the<lb />podium?<lb /><lb />Moesha secures the popular<lb />Frou Jodeci to appear at the<lb />undraiser. Meanwhile, the<lb />brother in charge cannot fulfill his<lb />obligation to secure a space for<lb />their affair, and has been lax in<lb />putting out publicity on time.<lb /><lb />e end, Moesha saves the<lb />Y while the brother-in-cha<lb />takes credit for her efforts. The<lb />om San is "Black men are<lb />unfair; can Tt do anything without<lb />Black women, including put on a<lb />local affair together. And that<lb /><lb />men want to take credit<lb />where it is notdue and hold the<lb /><lb />March<lb /><lb />page article in the school paper<lb />reads  oAffair saved by a one-in-a-<lb />million girl. �<lb /><lb />Moreover the Million Man<lb />March is referred to by name and<lb />by inference several times.<lb /><lb /> oMoesha � is reportedly co-pro-<lb />duced by Ralph Farquhar, a Black<lb />man who co-produced the short-<lb />lived series  oSouth Central, � and<lb />Sara Finney and Vida Spears, pro-<lb />ducers of  oFamily Matters. �<lb /><lb />Chauvinism?<lb /><lb />Ves, ther eis chauvinism within<lb />the Black community. Usually in<lb />the form of lack of recognition,<lb />until, of course, white recognition<lb />is given on some level. There is<lb />chauvinism within organizations<lb />of every kind. But there are many<lb />groups run by women with indis-<lb />pensable women in the back-<lb />ground.<lb /><lb />There is, however, a growing<lb />fear among some women that<lb />Black maleempowerment will sim-<lb />ply result in replacing one oppres-<lb />sor with another.<lb /><lb />Willie Lynch letter<lb /><lb />Remeber the Willie Lynch letter<lb />Farrakhan read at the march? It<lb />describes the art of divide and con-<lb />quer. Divide the men from the<lb />women, the women from the men,<lb />the young from the old, the light<lb />from the dark, etc.<lb /><lb />The producers of oMoesha � claim<lb />it is a reality-based comedy. If so,<lb />who do Moesha and Kim eventu-<lb />ally intend to marry? Some man<lb />who can Tt do anything without<lb />them? Some men they have to<lb />carry? Some man they must lead<lb />around like Kim leads around the<lb />young man she picks up at the<lb />meeting? Some man that when<lb />things get too tough he takes a<lb />hike like Arthur Agee Ts father in<lb /> oHoop Dreams �? Some man trained<lb />from birth to look to white people<lb />for his total salvation like all the<lb />men in  oHoop Dreams �?<lb /><lb />Ever see a sit-com without a<lb />happy ending? This particular<lb /><lb />oesha � show ended on a sour,<lb />divisive note. Why? Who suggested<lb />or requested that the Million Man<lb />March be denounced? Or did these<lb />flunkies do this on their own, as<lb />Willie Lymch prophesied? That<lb />show was one of the most blatant<lb />examples of use of the media to<lb />divide Blacks as I Tve ever encoun-<lb />tered. Television Production Stu-<lb />dio, but also, the production, mar-<lb />keting and distribution of 3 full-<lb />length Black movies written, pro-<lb />duced, directed and performed by<lb />Blacks.<lb /><lb /> oThis is by far the largest Project<lb />that we have tackled � stated Ms.<lb />Pierce, C.F.I.G. President.  oBut we<lb />felt that we could not afford to<lb />miss this opportunity to FINALLY<lb />take control of producing our own<lb />images for television, video, and<lb />the movie theaters, so that we as a<lb />people, can finally experience<lb />truthful and positive self-images<lb />from a Black perspective! �<lb /><lb />The Community Financial In-<lb />vestment Groups Corporation was<lb />founded in 1993, as a direct result<lb />of the Los Angeles Rebellion, and<lb />since then, the Board of Directors<lb />has been diligently and unceas-<lb />ingly working on forming a collec-<lb />tive economics structure that will<lb />continuously benefit grass roots<lb />African Americans, Africans, and<lb />Pan Africans on a global scale.<lb />Community Productions isjust one<lb />qf several collective economic<lb />projects which the C.F.I.G. mem-<lb />bers have the opportunity to own.<lb /><lb />Other projects include, Commu-<lb />nity Invention, which was struc-<lb />tured to assist Joe Jackson, a Black<lb />inventor, go into manufacturing,<lb />distribution and sales with his<lb />wonderful invention The<lb />TeleCommander, which literally<lb /> oruns rings � around the not-fully-<lb />developed  oVChip � technology<lb />mentioned in the recently signed<lb />Telecommunications Bill. The<lb />TeleCommander puts parents in<lb />total control of what their children<lb />view on television using a simple<lb />easy-to-use remote control device.<lb />Ms. Pierce states,  oIf Joe Jackson<lb />already had the $2 Million that he<lb />needs to confidently go into pro-<lb />duction, distribution and sales, he<lb />could be selling his  ochip � right<lb />now to TV manufacturers from<lb />coast to coast, since it is now a<lb />government MANDATE that such<lb />viewer discretion technology be<lb />installed in EVERY television<lb />manufactured in the United<lb />States. This is a tremendous op-<lb />portunity for the African Ameri-<lb />can community to  ~ go to the bank<lb /> ~with a very talented and prolific<lb />Black Inventor! �<lb /><lb />The C.F.I.G. GLOBALFUND is<lb />another tremendous opportunity<lb />for African Americans to collec-<lb />tively participate in International<lb />Trade, including foreign currency,<lb />commodities and other lucrative<lb />international exchange. Robinson, 40, Presi-<lb />dent of the North Carolina Educa-<lb />tion Reform Foundation, became<lb />the first black nominee for State<lb />Superintendent in North Carolina<lb />history and the first black candi-<lb />date to defeat a white opponent in<lb />a contested GOP primary state-<lb />wide.<lb /><lb />With 100% of the 2500 precincts<lb />reporting Robinson won 52% while<lb />his opponent, Bill Sharpe, a re-<lb />tired educator from Wilson won<lb />48%. Sharpe was criticizedin some<lb />quarters for raising the race issue<lb />in the last weeks of the campaign.<lb />A GOP party insider said that  oa<lb />a number of us were on pins and<lb />needles when the earlier returns<lb />showed the two candidates neck<lb />and neck. It was coordinated by Pastor James Corbett, Chairman of Pastors United for Revival with 30 areas churches<lb />participating. There were 3,000-5,000 people in attendance.<lb /><lb />The purpose of the rally was for Christians to come together (inter-racial and interdenominational) to proclaim the lordship<lb />of Jesus Christ and to pray. The even began with a prayer march from the town common to the courthourse then back to the<lb />town common.<lb /><lb />The rally included praise and worship and prayer of repentance, prayer for the comm unity, body of christ, youth, government/<lb />elected officials, churches/pastors, prayer for unity and a message to the church. Various area pastors participated. Mayor<lb />Nancy Jenkins provided greetings and Dr. Edgar (Dick) Douglas was the guest speaker. My one<lb />issue is you must change the in-<lb />centives in the public school sys-<lb />tem if you want to change the<lb />system. Money is power. As long<lb />as the politicians and the bureau-<lb />crats have the money, they have<lb />no reason to address your con-<lb />cerns, We must take the money<lb />from the politicians and bureau-<lb />crats who don Tt even know your<lb />child Ts name and give that power<lb />to parents, � commented Robinson.<lb /><lb />Robinson wrote HB 955, the<lb />Charter School Educational Op-<lb />portunity Act. The bill would cre-<lb />ate a new type of public school, one<lb />that would be held accountable by<lb />student performance criteriain the<lb />charter and parents who would<lb />have to choose the school for it to<lb />receive any funding.  oNew or ex-<lb />isting community based organiza-<lb />tions would be able to apply for<lb />charters to run schools that are<lb />more likely to meet the learning<lb />needs of children and provide<lb />teaching opportunities for teach-<lb />ers � observed Robinson.<lb /><lb />Robinson is a graduate of the<lb />U.S. Air Force Academy. At the Constitutional Con-<lb />vention of 1787, ourrepublic was<lb />founded  " but the compromises<lb />of 1776 continued. Slavery would<lb />remain an American institution<lb />and Blacks would formally be<lb />recognized as three-fifths of a<lb />human being.<lb /><lb />There is much about this for-<lb />mative moment in our country Ts<lb />history that is deeply troubling.<lb />But let us consider this: Which is<lb />moretroubling? That slavery was<lb />ratified at the two most signifi-<lb />cant gatherings in the founding<lb />of our nation? Or that Black<lb />people were not present at either<lb />of those gatherings and could<lb />not speak for ourselves? We were<lb />not there, so we could not par-<lb />ticipate in the founding and the<lb />shaping of our own country.<lb /><lb />The decision to preserve sla-<lb />very  " a cruel and cowardly de-<lb />cision  " was made by the repre-<lb />sentatives who created those<lb />documents. It was wrong. But<lb />worse than that, there was noth-<lb />ing we could do about it. Because<lb />we were not there.<lb /><lb />African Americans can no<lb />longer accept having what we<lb />have, and not having what we<lb />don Tt have, at the behest of an<lb />unrepresentative body of lead-<lb />ers and decision makers. If we<lb />are to be free, if we are to be full<lb />participants in American society<lb /> " we must be politically in-<lb />cluded. We must be there. That<lb />is why I am in the third-party<lb />movement. It is where I believe<lb />we must be to play a part in the<lb />re-creation of American democ-<lb />racy.<lb /><lb />I think it Ts fair to say thatthere<lb />is inexorable motion among Af-<lb />rican Americans toward indepen-<lb /><lb />_dent politics. I say to you Greenville<lb />Police Department, we as parents<lb />in our communities are trying to<lb />instill in our young children, who<lb />go to school and learn, that our<lb />communities have kids playing in<lb />their yards, walking their dogs,<lb />riding their bikes and other nor-<lb />mal activities just as Brook Val-<lb />ley, Cherry Oaks, and other up-<lb />standing communities do. Howcan<lb />we teach our children to be proud<lb />oftheir communities if you, with-<lb />dut our (we, the residents of the<lb />West 4th Street area) permission,<lb />choose to video our homes and<lb />show our community as drug in-<lb />fested? You unnesscesarily upset<lb />our children for your inability to<lb />dq your job and clean up the true<lb />infested areas. Please do not use<lb />uig for your guniea pigs. Ifthe point<lb />ireverything that glitters is not<lb /><lb />ald, then film or video Brook Val-<lb /><lb /> ~and other so-called drug-free<lb />@mmunities. Becoming a third force, part<lb />of a third party, is my strategy<lb />for empowerment.<lb /><lb />I think the success of that strat-<lb />egy turns on our willingness and<lb />readiness to stand up in our com-<lb />munities and bring this message<lb />out. I think it turns on our will-<lb /><lb />This time, we must be<lb /><lb />ingness to expose the extent to<lb />which we have been politically<lb />misled as a people  " in part by<lb />our own people. That<lb />misleadership has been based<lb />on two different but equally prob-<lb />lematic notions. The first is that<lb />Black people already have po-<lb />litical power and a role in gov-<lb />ernment because we are a part<lb />of the Democratic Party. Let Ts<lb />put that illusion to rest right<lb />now. We are not a part of the<lb />Democratic Party  " we never<lb /> T have been. We Tre merely guests<lb /><lb /> " and not very welcome ones at<lb />that. We weren Tt included in the<lb />party Ts founding. We were<lb />brought in during the 1930's to<lb />forge a new majoritarian elec-<lb />toral coalition that could help<lb />the Democrats get and hold onto<lb />power. We are the permanent<lb />outsiders inside the Democratic<lb />Party.<lb /><lb />An alternative notion is based<lb />on the assumption that to be-<lb />come empowered the Black com-<lb />munity must break with the<lb />Democrats for the purpose of<lb /><lb />building an all-Black party. This<lb />one has an especially militant<lb />ring to it. But it simply makes no<lb />sense to build an all-Black party.<lb />This is not an all-Black country.<lb />If Black America wants to pur-<lb />sue a course that will lead to our<lb />inclusion and to our empower-<lb />ment, we must build bridges with<lb />white Americans " independent<lb />of the machinations of the Demo-<lb />cratic Party.<lb /><lb />The Black-white coalition in<lb />the Democratic Party is no coali-<lb />tion at all. Itis simply us tagging<lb /><lb />along for a ride to nowhere.<lb />all-Black party is not a ge<lb />alternative. Ifthe 2ssional<lb />Black Caucus were elected byan |<lb />all-Black independent party in-<lb />stead of via the Democratic Party,<lb />the CBC would have less power  "<lb />than it does today  "not more. It<lb />would be isolated and without<lb />impact.<lb /><lb />This is the message that we've<lb />got to bring out to the African<lb />American community. People very often<lb />take clean, safe, good-tasting water for granted. That's why it's good to<lb />take a minute and focus on water-related issues.<lb /><lb />The highly-trained staff at Greenville Utilities T Water Treatment Plant is<lb />licensed by the N.C. Water Treatment Facility Operations Certification Board.<lb />Eight of our Operators and Laboratory Staff hold A-Surface certification, the<lb />highest level awarded by the state board. In addition, a number of WTP<lb /><lb />employees hold various levels of certification for<lb /><lb />Behind every drop of water that GUC<lb />customers drink is a hard-working team of<lb />professionals who are committed to protecting<lb />the public health. It takes the combined efforts<lb />of the entire Water Resources Department -- all<lb />94 employees, including engineers, distribution<lb />personnel, etc. -- to ensure the high quality of<lb />your drinking water.<lb /><lb />Let's take a look at those most directly<lb />involved with GUC's water treatment process --<lb />the staff of the Water Treatment Plant (WTP).<lb />These dedicated employees ensure the safety of<lb />our customers T water 24-hours-a-day, 365-<lb />days-a-year.<lb /><lb />1 deep well operation. |<lb /><lb />The staff continuously monitors the treat-<lb />ment process to make sure our water quality meets<lb />regulatory requirements. State and federal regu-<lb />latory agencies set strict standards to ensure<lb />that the public has safe drinking water. GUC'S<lb />WATER MEETS OR EXCEEDS ALL OF<lb />THESE STANDARDS.<lb /><lb />If you would like to meet the WTP staff in<lb />person and see firsthand how your water iS<lb />treated, we invite you to schedule a plant tour.<lb />Arrangements may be made by calling 551-1562.<lb /><lb />GUC's Water Treatment Plant<lb /><lb />GUC Ts main water supply is from the Tar River with a limited amount o:<lb />groundwater from a network of deep wells. Our Water Treatment Plant was<lb />built in 1983 and is located on Old River Road, just west of the Pitt-Greenville<lb />Airport. The plant was built with a capacity to treat 12 million gallons of<lb />water per day (mgd). Since 1983, the plant has been upgraded and nov. has<lb />the capacity to treat 15 mgd ona routine basis and 18 mgd in emerger cy<lb />situations. (Our average daily production is 10 mgd). GUC Ts deep wel.s can<lb />produce approximately 1 mgd.<lb /><lb />Our treatment process is monitored every step of the<lb />way by Hater Treatment Piant Operators Cliff<lb />Strickland (Chief Operator), Sharon Daughtridge,<lb />Bud Greer, Don Sullivan, Danny Gavlor, Randy<lb />Buck and Jesse Staton. The « perators regulate the<lb />treaiment process with the support of a  oreal-time �<lb />computer system located in ke WTP Control Room.<lb />Hater quality is continuousl, monitored and tested<lb />by the Operators who make vdjustments and<lb />chemical changes as needeu. Bud Greer, Chief<lb />Operator of Remote Facilit).s and Special Projects,<lb />assists the Chief Operator aid takes charge of the<lb />plant in the Superintendent's absence. In addition,<lb />Bud is responsible for remote sites (deep wells,<lb />elevated tanks, etc.) and spccial projects<lb /><lb />Jackie Hardy, Ron Elks and Rick Langley<lb /><lb />Ron Elks provides overall supervision as<lb />Director of GUC's Water Resources Depart-<lb />ment, which includes the Water Treatment<lb />Plant. Rick Langley, Superintendent of the<lb />WTP, supervises the plant staff who all work<lb />together to see that the treatment process<lb /><lb />Treating water is an involved process, but basically it works as follows:<lb />Raw water is pumped from the Tar River to an eight-acre, 63-million- .<lb />gallon impoundment basin. The water is kept there for several days while<lb />solids settle to the bottom. As the water enters the WTP, a coagulant is<lb />added to facilitate further settling of solids. After the settling period, the<lb />water passes through filters, and the final conditioning chemicals are<lb />added. The finished water is pumped into two three-million-gallon<lb />storage tanks. Finally, water is pumped out of the storage tanks, into the<lb />431-mile distribution system  " and into the homes and businesses of<lb /><lb />our 22,800 water customers.<lb /><lb />Cliff Strickland, Sharon Daughtridge, Bud Greer, Don Sullivan,<lb />Danny Gaylor, Randy Buck and Jesse Staton.<lb /><lb />The Maintenance Section is under the supervision of<lb />Nathan Scott, Superintendent of Maintenance.<lb /><lb />operates smoothly. Jackie Hardy provides<lb />invaluable secretarial support to the entire<lb />operation.<lb /><lb />Angie Konstandinides, Jesse Chadwick,<lb />and Keisha Council<lb /><lb />The Laboratory Staff -- Chemist Jesse Chadwick<lb />and Laboratory Technicians Angela Konstandinides<lb />and Keisha Council -- work very closely with the<lb />Operators. Our laboratory is certified, and the<lb />staff's responsibilities are twofold. First, daily<lb />samples are taken from the plant for bacterial and<lb />physical analysis, Results are required to be sent to<lb />the N.C. Department of Environment, Health and<lb />Natural Resources. Equally important, the Labora-<lb />tory Staff takes samples from throughout the<lb />distribution system. Every month over 100 samples<lb />are taken, tested and analyzed. Those results are<lb />also required to be sent to the state regulatory<lb />agency. These highly-skilled employees<lb />are responsible for keeping all instrumentation and<lb />equipment in top working order and performing any<lb />necessary mechanical repairs. The Grounds<lb />Maintenance Crew -- Crew Leader Ronald Smith and<lb />General Utility Workers Larry Clemons, David<lb />Dickerson, Frank Spellmon, and Lyndell Williams --<lb />maintain the grounds for all GUC facilities and assist<lb />with major repair projects at the WTP and deep well<lb />sites. N\<lb /><lb />Bennie Tyson and Julius Phillips<lb /><lb />Maintenance Workers Bennie Tyson and<lb />Julius Phillips keep the plant in sparkling<lb />condition. The plant's appearance is<lb />important for several reasons, including<lb />the 800 visitors who tour the facility each<lb />year.<lb /><lb /></p>
