Don had been at-<lb />tacked by a rookie police officer<lb />while he was marching for justice<lb />and against racism and sexual ha-<lb />rassment. Don was merely help-<lb />ing bystanders understand the<lb />urgency of conditions in the<lb />Greenville Police Department and<lb />the Pitt County Schools. For this,<lb />he was snatched from behind,<lb />choked and wrestled to the ground.<lb />There was no provocation by<lb />marchers, no warning }y police<lb /> oand no prior announcement of ar-<lb />rest. Over 30 eyewitnesses were<lb />prepared to testify in court that<lb />Mr. Cavellini was only exercising<lb />his first amendment rights de-<lb />scribed in the march permit ob-<lb />tained from the Greenville Police<lb />Department by C.A.R.<lb /><lb />ORTH caroSvs MINORITY VOICE - SINCE 1987<lb /><lb />The Police Department and the<lb />District Attorney must have real-<lb />ized the power of the organized<lb />citizenry because Don was released<lb />on March 4, 1995, the day of C<lb />A.R. Ts 6th march for justice. Just<lb /><lb />. two hours after he was wrongfully<lb /><lb />arrested,fifteen supporters came<lb />to the Pitt County Detention Cen-<lb />ter to free Don on a $500.00 bond.<lb />Earlier, while Don waited, three<lb />law enforcement officials (includ-<lb />ing arresting officer B. A. Groccia<lb />and Magistrate Brinson) took 20<lb />minutes to search through two vol-<lb />umes of statutes to come up with<lb />charges of oimpeding the flow of<lb />traffic ? and oresisting, obstructing,<lb />and delaying arrest ?,<lb /><lb />The dropping of these charges is<lb />both a victory for every citizen will-<lb />ing to stand up for what he or she<lb />believes in and a testament to the<lb />solidarity of the courageous mem-<lb />bers of C.A.R. It is not proof that<lb />the olegal system works ?; other-<lb />wise, Don would never have been<lb />assaulted or arrested. It is proof<lb /><lb />ition against racism supports Cavellin<lb /><lb />there is something seriously<lb />wrong with the administration of<lb />government in the City of<lb />Greenville. The Greenville Police<lb />Department, the Mayor and the<lb />City Council already stand ac-<lb />cused of perpetrating and/or tol-<lb />erating racism, sexual harass-<lb />ment, selective enforcement and<lb />retaliation in the cases of Lt.<lb />Fordham and Corporal C. J.<lb />Melvin.<lb /><lb />There Ts a pattern in denying<lb />people democratic means for solv-<lb />ing problems in this city and<lb />county. Not only has CAR been<lb />denied a permit to march on two<lb />occasions, most recently on March<lb />18, 1995, but also city and county<lb />officials have refused to sit down<lb />and negotiate with the he recog-<lb />nized worker and community lead-<lb />ers. The green-<lb />ing of Greenville is a partnership<lb />of volunteers, organizations, and<lb />people working together with their<lb />City government to achieve this<lb />important goal, ? said Mayor Nancy<lb />Jenkins.<lb /><lb />The Tree City USA program is<lb />sponsored by The National Arbor<lb /><lb />Honoring<lb /><lb />Dr. Linner Griffin, Assistant<lb />Professor in the School of Social<lb />Work at East Carolina University<lb />was recognized for the successful<lb /><lb />Day Foundation in cooperation<lb />with the USDA l Torest Service;<lb />and the National Association of<lb />Stat. John<lb />Rosenow, the National Arbor Day<lb />Foundation Ts president, said<lb /><lb /> oTrees have long been recognized<lb />for the beauty and value they lend<lb />to our homes, neighborhoods,<lb />parks and business areas. At the<lb />same time, those trees conserve<lb />energy, help clean the air, protect<lb />rivers and streams, and provide a<lb />home for wildlife in our towns and<lb />cities. ?<lb /><lb /> oAn effective community forestry<lb /><lb />program is an ongoing process of<lb /><lb />renewal and improvement -a pro-<lb />gram of tree planting and care<lb />that continues through the years, ?<lb />Rosenow said.<lb /><lb />one of our own<lb /><lb />achievement of tenure at the uni-<lb />versity. <lb />By Dr. Lenora Fulani<lb />This week, the Rev. Al Sharpton<lb />and I, together with other black<lb />leaders, concluded a two-week<lb />march to Albany, the state capital<lb /><lb />of New York, to protest the<lb />draconian budget cuts proposed<lb />by Republican Gov. George Pataki,<lb />Although the media downplayed<lb />the march, there was strong com-<lb /><lb />a<lb /><lb />Affirmative Action:<lb />Unfinished Business<lb /><lb />Blacks In Government (BIG) is<lb />a national response to the need for<lb />African Americans to come to-<lb />gether to confront political, eco-<lb />nomic and social problems that we<lb />face in government, the workplace<lb /><lb />' and in our communities.<lb /><lb />Organized in 1975, we have<lb />sought to promote excellence in<lb />government through equality of<lb />opportunity. We are comprised of<lb />more than 230 chapters and seek<lb />to represent the interests of the<lb />2.5 million African Americans<lb />employed by federal, state and lo-<lb />cal government agencies.<lb /><lb />We are disturbed by the assault<lb />on affirmative action, both as it<lb />affects government workers and<lb />the African American community<lb />as a whole. The evils of discrimi-<lb />nation and institutional racism<lb />that inspired the organization of<lb />BIG in 1975, are still with us. The<lb />only difference is a public policy<lb />that calls for affirmative action to<lb /><lb />| Public Notice<lb /><lb />To all business associates, ch-<lb />ents, andsupporters of the Minor-<lb />ity Voice, Inc., (Radio station<lb />WOOW in Greenville, radio sta-<lb />tion WTOW in Washington and<lb />the "M" Voice Newspaper):<lb /><lb />Effective March 10, 1995, Mr.<lb />Roger Johnson has embarked ona<lb />new business venture and is no<lb />longer an employee of nor associ-<lb />ated with the Minority Voice, Inc.,<lb />in We wish Mr.<lb />Johnson ev ry success In his busi-<lb /><lb />however, the man-<lb /><lb />any capacity<lb /><lb />nessendeavors;<lb /><lb />agement and staff of Minority<lb />Voice, Inc.. will in no way be re<lb />sponsible for any business ne-<lb />gotiations or financial obligations<lb />incurred by Mr.Johnson.<lb />4 ' ¢ Your ] y + ) T<lb />Any questions and@orcomments<lb /><lb />regarding this notice should be<lb />addressed tu the attention of Mr<lb />e Minority Voice,<lb />Street Mall or<lb /><lb />Jim Rouse<lb />ine.,<lb />call 919-757-0<lb /><lb />at d10 tvans<lb /><lb />OW,<lb /><lb />remedy past and present effects of<lb />historical discrimination. Elimi-<lb />nation of that policy will mean we<lb />will have much less to work with<lb />in our efforts to bring about equal-<lb />ity of opportunity in the govern-<lb />ment workplace.<lb /><lb />Moreover, government is one of<lb />the largest single employers of<lb />African Americans, employing<lb />more than 2.5 million African-<lb />Americans. At the end of fiscal<lb />year 1993, African Americans ac-<lb />counted for over 17.2 percent of<lb />the federal workforce, compared<lb />with the 10.6 percent share in the<lb />U.S. civilian labor force. At the<lb />state and local levels, African<lb />Americans account for 18.1 per-<lb />cent.<lb /><lb />Affirmative action has become a<lb />policy of government in this coun-<lb />try. The Civil Rights Act of 1964<lb />and the Equal Employment Act of<lb />1972 require federal agencies to<lb />implement affirmative employ-<lb />ment programs to eliminate the<lb />historical under-representation of<lb />women and minorities in the<lb />workforce and as protection<lb />against discrimination that pres-<lb />ently exists in our society. The<lb />Civil Service Reform Act of 1978<lb />requires federal agencies to con-<lb />duct affirmative recruitment for<lb />those specific occupations and<lb />grades in the federal workforce in<lb />which minorities and women are<lb />underrepresented. The success or<lb />failure of affirmative action pro-<lb />grams has profound implications<lb />for the African American commu-<lb />nity. How much impact have these<lb />programs had on the quality of life<lb />for African American public ser-<lb />vants?<lb /><lb />When viewed as a work in<lb />progress, a great deal; but viewed<lb />as a completed work as suggested<lb />by those who would end affirma-<lb />tive action, the picture is one of<lb />inequity and inequality. Afncan<lb />Americans employed by govern-<lb />ment agencies complain about dis-<lb />parate treatment in promotions,<lb />job assignments, appraisals,<lb />awards and disciplinary actions.<lb />They perceive a double standard<lb />that permeates every aspect of the<lb />government workplace and results<lb />in a fast track for many Whites<lb />that permits them to advance much<lb />further often with less qualifica-<lb />tions.<lb /><lb />RELAY<lb />ee - 0<lb />LA<lb />ol<lb />Pes 5<lb /><lb />*<lb /><lb />A TEAM EVENT TO<lb />FIGHT CANCER<lb /><lb />:<lb /><lb />A « alalog<lb /><lb />fA<lb />- $os) Merrill Lynch<lb /><lb />a<lb /><lb />|<lb />|<lb />|<lb />|<lb />| SEN<lb />|<lb />\<lb />|<lb />|<lb /><lb />|<lb /><lb />*» Latte Caesars Pizza! The<lb /><lb />danger is that the militant de- T<lb /><lb />mand for jobs, for a safety net for<lb />the poor, for decent education and<lb />health care, could get turned into<lb />a rallying cry for the Democratic<lb />Party.<lb /><lb />This is the same Democratic<lb />party that has abandoned the black<lb /><lb />Don't turn the fight against republican<lb />into a commercial for the democrats<lb /><lb />community as much as the Repub-<lb />licans have.
