She is shown chatting with Ms. Charetta Walls.<lb /><lb />68 House members sign bill to end<lb />N.C. sales tax on food<lb /><lb />By Ruth Sheehan<lb /><lb />In the frenzy of tax cuts at the<lb />legislature, a majority of state<lb />House members have taken a bold<lb />stand, calling for repeal of the sales<lb />tax on food - a move that would<lb />save the average family of four in<lb />North Carolina more than $300 a<lb />year.<lb /><lb />Even with 67 co-sponsors,<lb />though, Rep. Toby Fitch Ts repeal<lb />bill is more likely to appear if<lb />future campaign commercials than<lb />on the House floor for a vote.<lb /><lb />The measure, which would cost<lb />$460 million in lost revenue this<lb />year andeven more in subsequent<lb />years, was introduced Wednesday<lb />by Fitch, a Democrat from Wilson.<lb />It would exempt food from the<lb />state Ts 6 percent sales tax begin-<lb />ning July 1. In addition to Fitch, it<lb />was signed by 39 Democrats and<lb />28 Republicans.<lb /><lb /> oWe send a devastating mes-<lb />sage to our working people when<lb />we tax the necessities oflife, ? Fitch<lb />said.  oNo one can choose not to eat.<lb />People can choose not to go to the<lb />movies or buy beer or cigarettes,<lb />but they cannot choose not to buy<lb />groceries for their children.<lb /><lb /> oThis is the year for tax relief,<lb />and this is the fairest tax cut of<lb />all. ?<lb /><lb />The sales tax was first applied<lb />to food in 1961, ostensibly as a<lb />temporary measure; it is consid-<lb />ered one of the state Ts most regres-<lb />sive taxes. According to the N.C.<lb />Budget and Tax Center, a family<lb />that makes $12,400 a year spends<lb />16.6 percent of its income on food,<lb />while a family with a $100,000<lb />income spends 3.8 percent of its<lb />income on food.<lb /><lb />In recent years, Fitch and oth-<lb /><lb />CALVIN JONES, GENERALMANGER of radio station WOOW, poses for the camera at an .<lb /><lb />ers, including former Republican<lb />Gov. Jim Martin, have pushed to<lb />make food exempt from the tax.<lb />Their efforts have failed, in large<lb />measure, because of the high cost<lb />of repeal.<lb /><lb />Gov. Jim Hunt, in releasing his<lb />budget last month, said the state<lb />cannot afford to eliminate the food<lb />tax ifit wants to provide a break on<lb />individual income taxes, cut the<lb />corporate income tax rate and re-<lb />peal the intangibles tax on stocks<lb />and bonds.<lb /><lb />On Monday, Republican House<lb />leaders said they had reached the<lb />same conclusion.<lb /><lb />Speaker Harold Brubakerand<lb />Majority Leader Leo Daughtry said<lb />they will stick to the GOP promise<lb />to cut personal income taxes; the<lb />House, in fact, has already ap-<lb />proved such a cut to the tune of<lb />about $235 million. In addition,<lb />they promised repeal of the intan-<lb />gibles tax ($127 Million), which<lb />would benefit the state Tswealthiest<lb />residents and businesses, and a<lb />deep cut in the corporate income<lb />tax rate beginning in 1996.<lb /><lb /> oThat Ts about all we can do, ?<lb />Brubaker said.<lb /><lb />The speaker said the Republi-<lb />can agenda may include repeal of<lb />the food tax in 1997. But for now,<lb />he said, talk of eliminating the tax<lb />is just so much wishful thinking.<lb />He predicted that Fitch Ts bill will<lb />not make it out of committee.<lb /><lb />Even some of Fitch Ts most zeal-<lb />ous co-sponsors-Republicans and<lb />Democrats-equivocated when<lb />asked at a new conference how far<lb />they would go to see the repeal<lb />approved.<lb /><lb />Signing on as a co-sponsor of a<lb />bill is one thing. Voting against<lb />the party leadership or aginst some<lb /><lb />other tax cut is quite another.<lb /><lb />Under House rules, if a commit-<lb />tee chairman keeps a piece of leg-<lb />islation bottled up, 61 members<lb />can sign a discharge petition to get<lb />the bill onto the floor. But the few<lb />Republicans who showed up for<lb />the food tax news conference said<lb />they could not promise to sign such<lb />a petition.<lb /><lb /> oT T'll consider that when that<lb />happens, ? said GOP Rep. Arlene<lb />Pulley of Raleigh.<lb /><lb />Similarly, while Fitch said he is<lb />willing to vote against a corporate<lb />income tax cut and against repeal<lb />of the intangibles tax to free up<lb />enough money for food tax repeal,<lb />some other Democrats were less<lb />strident.<lb /><lb /> oIt Ts a little foolish down here to<lb />say what you'll vote for or against<lb />without listening to the debate, ?<lb />said House Minority Leader Jim<lb />Black of Charlotte.<lb /><lb />All of the House members at the<lb />news conference voted last month<lb />in favor of the personal income tax<lb />cut. If enacted, it would increase<lb />the personal exemption deduction<lb />and provide a $50 tax credit for<lb />each dependent child; an average<lb />family of four would save about<lb />$240 a year in taxes.<lb /><lb />An informal survey of shoppers<lb />Wednesday at a Kroger supermar-<lb />ket in North Raleigh found a stron-<lb />ger preference for removal of the<lb />food tax. Kim Hanchette, for ex-<lb />ample, would have saved $9.50 on<lb />her $168.76 grocery purchase with-<lb />out the tax. It is a com-<lb />munity project that reaches out to<lb />evaluate and treat abused chil-<lb />dren in eastern North Carolina.<lb />TEDI BEAR stands for Tender,<lb />Evaluation, Diagnosis and Inter-<lb />vention for Better Abuse Response.<lb /><lb />Thetwo-year grantis designated<lb />for salaries and is augmented by<lb />$50,000 from monies donated dur-<lb />ing the 1993 Children Ts Miracle<lb />Network Telethon.<lb /><lb />Dr. Edwin Sumpter, director of<lb />the Child Abuse Program and pro-<lb />fessor of pediatrics ~with the medi-<lb />cal school, said the grant money<lb />has enabled the TEDI BEAR<lb />Project to expand its staff and re-<lb />locate to the new facility, where<lb />abused children ranging in age<lb />from newborn to 17 years can re-<lb />ceive an interagency approach to<lb />their evaluation, treatment and<lb />protection.<lb /><lb />The 1,600-square-foot building<lb />that houses the project was do-<lb />nated rent-free for three years by<lb />aconcerned citizen, Sumpter said.<lb />Volunteers will perform various<lb />clerical tasks.<lb /><lb />The facility was designed to be a<lb />child-friendly place where abused<lb />children can go to be evaluated<lb />and treated eight hours a day, five<lb />days a week. It will be available to<lb />law enforcement, social service<lb />agencies and medical personnel.<lb /><lb /> oWe want to reduce the trauma<lb />to the child, ? said Marcia Edwards,<lb />a social worker who is a member of<lb />the TEDI BEAR Team. Sumpter<lb />said it Ts not unusual for an abused<lb />child to undergo from six to 12<lb />interviews in some not-so-warm-<lb />and-friendly places, like the busy<lb />hospital emergency departmentor<lb />law enforcement office. The new<lb />facility was created with these<lb />children in mind.<lb /><lb />Two interview rooms, one for<lb />younger children and one for older<lb />children, have mirrors which al-<lb /><lb />low a child to be interviewed by a<lb />trained professional while others<lb />observe without disrupting the<lb />interview. The facility allows for<lb />the child Ts interview, physical ex-<lb />amination and treatment to occur<lb />in one place. Members of the TEDI<lb />BEAR Team say it is important for<lb />these events to take place outside<lb />a clinical or law enforcement set-<lb />ting.<lb /><lb />The TEDI BEAR Team involves<lb />the cooperation of the District<lb />Attorney Ts office, Guardian ad<lb />Litem Program, Pitt County<lb />Shenffs Department, Greenville<lb />Police Department, Pitt County<lb />Mental Health, Pitt County De-<lb />partment of Social Services, Pitt<lb />County Memorial Hospital and the<lb />ECU School of Medicine.           <lb />Millions of Black Americans<lb />whose ancestors were slaves.may<lb />no longer have to pay federal in-<lb />come taxes if Dr. Robert L. Brock<lb />has his way.<lb /><lb />Brock, a veteran Black activist,<lb />whois based in the nation Ts capital<lb />and lives within a stone Ts throw of<lb />the Internal Revenue Service Ts<lb />Commissioner's office, is the main<lb />mover behind an unusal (but he<lb />says  othroughly documented ? law-<lb />suit filed against the IRS in a fed-<lb />eral district court in Los Angeles.<lb /><lb />On February 27 Brock Ts, and<lb />possibly yours and mine, case went<lb />before Judge John G. Davies, who<lb />is the same judge who handed down<lb />the sentences in the civil rights<lb />lawsuit against the officers who<lb />beat Rodney King.<lb /><lb />Brock had urged Black men and<lb />women on the West Coast to come<lb />to the Roybal Federal Building, in<lb />L.A., to make the Black presence<lb />felt while this case is being ar-<lb />gued. Brock, and many associates<lb />were on hand to explain how the<lb />case affedts African Americans in-<lb />dividually. According to Dr. Brock,<lb />there is much in his legal protfolio<lb />that will enable him to win the<lb />case.  oUnder slavery, Blacks were<lb />property. Then when the White<lb />rulers of American outlawed sla-<lb />very and decided to make us citi-<lb />zens overnight, they did it without<lb />our consent. They told us we ewre<lb />now citizens "whether we liked it<lb />or not, ? says Brock. His contention<lb />makes plenty of sense to African<lb />Americans who feel that they defi-<lb />nitely give more to the govern-<lb />ment than they get back.  oBy mak-<lb />ing us citizens they enslaved us<lb />once again by putting the burden<lb />of the income tax upon us, The<lb />former slaves never had the chance<lb />to say whether or not they really<lb />wanted to be American citizens<lb />and pay taxe T. Unlike the average<lb />American immigrant (Whether<lb />Asiansor Mexican, or even a Black<lb />from modern-day Africa), African<lb />Americans whose ancestors were<lb />slaves never actually forced it upon<lb />them, ? states Brock.<lb /><lb />Rather than continuing to play<lb />the  oVictim ? and constantly beg at<lb />government Ts doors for assistance,<lb />as many so-called Black leaders<lb />want us to be, in order to further<lb />feather their own  oaffirmative ac-<lb />tion ? pockets, Brock is calling fora<lb />settlement to remove us from the<lb />government Ts dole completely.<lb /> oWhen our ancestors were kid-<lb />napped in Africa, brought across<lb />the sea and then sold as slaves,<lb />these were acts of violent warfare<lb />upon our people. We still bear the<lb />scars of this African Slave Holo-<lb />caust today. We are paying with<lb /><lb />our tax dollars for the privilege of :<lb /><lb />being chained to an oppressive fed-<lb />eral income tax upon the fruits of<lb />our labor. This too is slavery, ?<lb />states the 70-year-old Brock.<lb /> oNumerous times they cite this<lb />as being  ~frivolous T, but believe me,<lb />this is not just more Black  ~victim T<lb />complaints, as the IRS wants<lb />people to think ?, added Brock.  oOur<lb />case is thoroughly documented<lb />with decades of legal research be-<lb />hindit. This is not a frivolous law-<lb />suit as even the Courts have ad-<lb />mitted by allowing our case to con-<lb />tinue this far, requiring the De-<lb /><lb />fendant (IRS) to answer, ? says<lb /><lb />Brock with a mischievous twinkle<lb />in his eye.<lb /><lb /> oWe have the man on the spot. If<lb />the IRS wants 30 million men and<lb />women living in America, of Afri-<lb />can Slave Heritage, to continue<lb />paying taxes every April 15th, all<lb />we are asking is that agency an-<lb />swer and prove to us that the gov-<lb />ernment made us citizens in a le-<lb />gal way, to begin with, ? states<lb />Brock.  oI hope all African Ameri-<lb />cans will give us the moral support<lb />and activism toward what will save<lb />numerous members of our race<lb /><lb />nancial contgteitioni i in this en-<lb />deavor. In that<lb />time it has enacted a handful of<lb />democracy reforms aimed at dem-<lb />onstrating that there is a willing-<lb /> ~ nesson the part of both Democrats<lb />and Republicans to make elected<lb />officials more accountable to the<lb />public. Now Congress and the<lb />f president are focusing on  oissues. ?<lb /><lb />©] These include welfare reform, the<lb /><lb />i) federal budget, the Mexican bail-<lb />out, and the minimum wage. But<lb />the political situation in this coun-<lb />try is such that governmental ap-<lb />proaches and solutions to these<lb />issues are not effective.<lb /><lb />Take the issue of health care. A<lb />local hospital may establish a spe-<lb />cial clinic to provide nutritional<lb />counseling to pregnant mothers.<lb />This program might be enormously<lb />effective. But there is no evidence<lb />that such programs can be gener-<lb />alized throughout the health care<lb />system. Even the most<lb />modest attempt to reform. the<lb />health care system became so<lb />highly politicized "caught in the<lb />crossfire between the American<lb /><lb />Medical Association, the pharma-<lb /><lb />ceutical companies, the healthcare<lb />union bureaucracy and the politi-<lb />cal action committees  "that noth-<lb />ing could be done to transform the<lb />medical industry. Not to mention<lb />that the entire dialogue never ad-<lb />dressed the quality of health care.<lb />The declining quality of hospital<lb />and medical care for ordinary<lb />Americans "infants, people with<lb />AIDS, cancer patients, people with<lb />diabetes and heart disease, our<lb />elderly "is a national tragedy. But<lb />the bipartisan government is un-<lb />able to do anything about it.<lb />There has been a lot of discus-<lb />sion about political gridlock, about<lb />how partisan concerns and compe-<lb />tition have made Congress and<lb />the state legislatures unabie to<lb />take initiative and create work-<lb />able social and economic policy.<lb />This is certainly true. But when<lb />the political pundits expound on<lb />the pitfalls of gridlock, they leave<lb />out of the equation that it is our<lb />lives, our children, our homes, our<lb />jobs, our quality of life which are<lb />caught in that gridlock. We pay<lb />taxes to support a government<lb />bureaucracy that does not work<lb />for us. We are the first generation<lb />of Americans who cannot promise<lb />our children that.they will do bet-<lb />ter than we have done. We have<lb />friends and family members who<lb />are caught in the net of drug and<lb /><lb />alcohol abuse. We are the victims<lb />of violent crime. Many children in<lb />this country still go to bed hungry.<lb />Where are the solutions to these<lb />problems?<lb /><lb />We have to face the reality that<lb />these solutions cannot be produced<lb /> ~by our government under the cur-<lb />rent arrangement. Government is<lb />too politicized; politics is too cor-<lb />rupt; and the American people "of<lb />all races, and religions andincome<lb />levels "do not have a voice, do not<lb />have the power to redirect this<lb />country. Until we deal with that<lb />central fact of our political life, we<lb />can deal with nothing else.<lb /><lb />In my opinion, what is needed in<lb />Americais the total deconstruction<lb />and reconstruction of the political<lb />arrangement. That Ts what the<lb />people who voted this past No-<lb />vember 8 were saying. That Ts what<lb />the more than 25 million people in<lb />22 states who have so far sup-<lb />ported term limits were saying.<lb />That Ts what the 20 million Ameri-<lb />cans who voted for Ross Perot in<lb />1992 were saying. There are no<lb />governmental solutions. There are<lb />only political solutions.<lb /><lb />T Tm talking about the full de-<lb />mocratization of the American<lb />political process. An integral part<lb />of such a transformation has to be<lb />the creation ofa new third party in<lb />America, anew kind of party which<lb />brings together the over-taxed in<lb />America Ts suburbs and the under-<lb />served in our inner cities and rural<lb />communities to lead a political<lb />restructuring of American democ-<lb />racy.
