All Indi-<lb />viduals working for the City of<lb />Greenville, except the City Man-<lb />ager, the City Attorney, and the<lb />City Clerk, report under the City<lb />Manager Neither the Mayor nor<lb />the City Council can hire, fire, or<lb />reprimand anyone working under<lb />the City Manager.<lb /><lb />For many years now the<lb />Greenville Police Department has<lb />been suffering from very poor lead-<lb />ership, resulting in impartial, in-<lb />consistent, and polarizing prac-<lb /><lb /> otices. In 1990 and 1991, the moral<lb /><lb />among the Police Officers was so<lb />low that the Chief of Police and the<lb /><lb /> ~ City Manager decided to conduct<lb /><lb />an Internal Investigation. The In-<lb />vestigation unveiled enough seri-<lb />ous concerns, that the Greenville<lb />City Council, upon the recoommen-<lb />dation of the City Manager, de-<lb />cided to commission a study by an<lb />outside private agency in order to<lb />determine the extent of the prob-<lb />lems and to initiate corrective ac-<lb />tion.<lb /><lb />This study was conducted in<lb />March 1991 by the Institute for<lb />Liability Management at the cost<lb />of $25,000 and is commonly re-<lb />ferred to as the Pat Gallagher<lb />Study because Mr, G. Patnck<lb />Gallagher, is the Director of the<lb /><lb />Bi<lb /><lb />agency who conducted the study.<lb />An in-depth review of this study in<lb />February 1995, reflected very little<lb />if any corrective action was taken<lb />by theG.P.D., the City Manager or<lb />anyone else to correct the discrep-<lb />ancies noted in the 1991 study.<lb /><lb />While the study was initiated<lb />during the Administration of Chief<lb />Tesmond, Chief Hinman was hired<lb />shortly after the study was com-<lb />pleted. Chief Hinman basically<lb />came in and kept the same leader-<lb />ship which had been ineffective in<lb />prior years. He shuffled a few of-<lb />ficers around within the organiza-<lb />tion, but these officers retained a<lb />leadership role within the organi-<lb />zation.<lb /><lb />With the support of Ron Kimble,<lb />Greenville City Manager, Chief<lb />Hinman established unwritten<lb />policies which significantly com-<lb />pounded the polarization among<lb />the police officers within G.P.D.,<lb />e.g., The policy permitting police<lb />officers to drive their cars home<lb />(even outside the Greenville City<lb />limits); The policy of letting the<lb />policemen use their cars for pri-<lb />vate purposes, e.g., grocery shop-<lb />ping; The practice of permitting<lb />police officers to make cash pick-<lb />ups for depositing at local banks<lb />during duty hours with police cars,<lb />etc. (The policemen are paid by the<lb />private employers and the City of<lb /><lb />PROVERBS 4:5  oW ISDOM IS THE PRINCIPAL THING.<lb /><lb />Therefore get wisdom and with all thy getting get<lb />understanding. � No one stressed this more than Mrs. Olga B.<lb />Myers, a retired high school english teacher. Accredited by<lb />her students as a positive role model. ,<lb /><lb />Greenville for theirservices. There<lb />are no written procedures outlin-<lb />ing these practices and no controls<lb />to facilitate monitoring the amount<lb />of time, during duty hours, that an<lb />officer is double dipping); the prac-<lb />tice of permitting sexual harass-<lb />ment with little consequences, etc.<lb /><lb />In October 1994, Lieutenant<lb />Angelo Fordham, G.P.D. ap-<lb />proached the organizers of the<lb />Coalition Against Racism (C.A.R.)<lb />and complained that he was being<lb />harassed by G.P.D. in that his sub-<lb />ordinates, peers, and superiors<lb />were directed to follow him and<lb />take notes as to his whereabouts.<lb />Lt. Fordham, a veteran of thirteen<lb />(13) years with the G.P.D. elected<lb />to file a complaint against his su-<lb />perior, Capt. Ennis, indicating he<lb />was being harassed because of the<lb />most recent strategy to investi-<lb />gate him. Lt. Fordham Ts complaint<lb />was dismissed as unfounded, yet<lb />the investigation of his where-<lb />abouts continued.<lb /><lb />In early December 1995, Lt.<lb />Fordham was placed on Adminis-<lb />trative Leave of Absence with pay.<lb />At that time, he was told that he<lb />was being investigated for three<lb />violations of city policies: A. Using<lb />a Greenville Police Car, assigned<lb />to him, for private purposes. B.<lb />Falsifying, his time card (working<lb />on private duty while on duty). C.<lb />His police car having been seen at<lb />a female officer Ts residence during<lb />duty hours.<lb /><lb />According to Lt. Fordham, Mr. °<lb /><lb />Larry Graham, Mr. Ron Kimble<lb />and the Chief of Police, all have<lb />acknowledged to varying degrees,<lb />that some and/or all of these in-<lb />fractions are frequently commit-<lb />ted by various police officers, e.a.,<lb />Larry Graham admitted to Ed<lb />Carter, Rev. Jackson, and Mrs.<lb />Bennie Roundtree that the Chief<lb />acknowledges allowing policemen<lb />to use their cars to grocery shop<lb />while on their way home, the Chief<lb />and City Manager acknowledges<lb />the unwritten policy that permit<lb />policemen to work on private duty<lb />during regular police duty hours.<lb /><lb />Lt. Fordham has indicated to<lb /> oCAR T that the City of Greenville<lb />has no policy dictating the loca-<lb />tion of its higher ranking officers<lb />during their regular duty hours,<lb />other than if they have a meeting,<lb />or special requirement to be at a<lb />special job related function. Oth-<lb />erwise, ranking officers just need<lb />to be able to respond to callouts.<lb />There were no charges of Lt.<lb />Fordham not responding to his<lb />callouts.<lb /><lb />In short every charge used by<lb />the Chief of Police to justify Lt.<lb />Fordham Ts dismissal were bla-<lb />tantly violated by his peers, subor-<lb />dinates and superiors. Although<lb />this information was provided to<lb />Asst. Early in the week of Feb-<lb />ruary 27-March 5, 1995, as both a<lb />finale to Black History Month and<lb />as preparation for Dear Ms. Dare,<lb />Peace is hosting two lectures. Dr.<lb />Cheryl Kirk-Duggan, theologian<lb /><lb />' at Meredith College, will present a<lb /><lb />lecture titled  oSpirituality Signi-<lb />4<lb /><lb />fied: Black Women Speak and<lb />Sing. � Kirk-Duggan will focus on<lb />the spiritual expressions of Black<lb />women in both words and song.<lb />Dr. Lucinda MacKethan, noted<lb />scholar in Southern women Ts lit-<lb />erature, will present  oFinding<lb />Voice: The Experience of North<lb />Carolina Women. � MacRethan will<lb />discuss how women, especially<lb />those in oppressive situations,<lb />have used language to affirm their<lb />identities.<lb /><lb />Dear Ms. Dare, originally writ-<lb />ten and produced for the 1992 con-<lb />ference North Carolina Women<lb />Writers: Making the Difference,<lb />celebrates women Ts words through<lb />excerpts from writings by a large<lb />number of North Carolina women<lb />writers. Compiled and directed by<lb />Bo Thorp, director of the Cape<lb />Fear Regional Theater, Dear Ms.<lb />Dare is a dramatic presentation of<lb />a broad panorama of human con-<lb />cerns from women Ts viewpoints.<lb />Critical social and cultural issues<lb /><lb />such as love, friendship, family,<lb />religion, discrimination, abuse,<lb />and community are touched upon<lb />in this provocative performance.<lb /><lb />The lectures/discussions and<lb />dramatic presentation in South-<lb />ern Women Ts Voices, focus on the<lb />struggle of women to discover their<lb />own voices and to make those<lb />voices heard. Olds<lb />Covenant Gathering<lb />Christian Church<lb /><lb />In view of the recent republican<lb />triumph at the polls and their con-<lb />tract with America, a clear man-<lb />date has been pronounced,  oCon-<lb />servatism does not include Afn-<lb />can-Americans or God Ts definition<lb />of justice. � Moses describes justice<lb />as God Ts nature,  oThe Rock! His<lb />work is perfect, For all His ways<lb />are just; A God of fatrnfuiness and<lb />without injustice, Righteous and<lb />upright is He. � [Deuteronomy 32:4<lb />NASB] This definition is clearly<lb />absent from the conservative<lb />movement Ts agenda.<lb /><lb />This is good for the African-<lb />American people, if they are will-<lb />ing to let go of the slave mentality.<lb />Aslave-mentality is the acceptance<lb />of personal inferionty asthe norm.<lb />The deliberate break from the<lb />slave-mentality is a call for the<lb />development of institutions by Af-<lb />rican-Americans which have a de-<lb />sign to develop people and not or-<lb />ganizations. Such an initiative<lb />calls for freedom from many desig-<lb />nated leaders. Many African-<lb />American religious leaders oper-<lb />ate from their own version of a<lb />slavemaster mentality in order to<lb />suppress and retain control of their<lb />constituencies, who are bound by<lb />a slave mentality.<lb /><lb />There is a definite need in the<lb />African-American community to<lb />break the slave-mentality. Unfor-<lb />tunately, a slave -mentality is not<lb />easily broken. Many of these so<lb />called shepherds of local Chris-<lb />tian assemblies are slave masters<lb />rather than shepherds. These<lb />spiritual plantation owners use<lb />their position to stifle the freedom<lb />to think by the members of their<lb />congregation. The only thoughts<lb />arising from the people are those<lb />which originate from the minds of<lb />these church plantation task mas-<lb />ters.<lb /><lb />Under the disguise of church<lb />family, the total social involvement<lb />or non-involvement is centered<lb />around the church Ts activities<lb />which are exclusively designed by<lb />its leader. There would be nothing<lb />wrong with this association, if<lb />there were provision for indepen-<lb />dence and empowerment of indi-<lb />viduals. The flock Ts political<lb />thoughts or non-thoughts are like-<lb />wise dominated by these misin-<lb />formed, non-informed, greedy, or<lb />totally naive leaders.<lb /><lb />Aslave-mentality is not a myth,<lb />nor is it an excuse for a people Ts<lb />shortcomings. A slave-mentality<lb />does not open the floodgates of<lb />hatred and prejudice. Although<lb />painful. the person bound by the<lb />slave-mentality cannot function<lb />without a slave-master mentality<lb />to control his or her actions. This<lb />sensitive issue has been passed<lb />over for decades. A slave-mental-<lb />ity is an image created and re-<lb />enforced to keep people in submis-<lb />sion to a particular dominant force.<lb />Some religious systems (whether<lb />asingleindependent congregation<lb />or a denominational body) are of-<lb /><lb />�,�<lb /><lb />ten guilty of robbing its member-<lb />ship of the freedom to make inde-<lb />pendent decisions. This control<lb />goes beyond spiritual oversight to<lb />total control of an individual or<lb />family. God gave men and women<lb />the freedom to make decisions. No<lb />matter how spiritual it may sound,<lb />no other man or woman has the<lb />right to exercise the removal or<lb />the deactivation of the decision<lb />making process or mechanism<lb />from another human being.<lb /><lb />Oppression is the same whether<lb />it derives from a religious system<lb />ora political system. Jesus charged<lb />His disciples,  oTake heed, beware<lb />of the leaven of the Pharisees, and<lb />of the leaven of Herod.  o(Mark 8:15<lb />KJV] The end results of these two<lb />systems are the same when em-<lb />ployed as tools of oppression. The<lb />people are spoiled of their poten-<lb />tial and value by a slave-master<lb />figure. Itis imperative that a clear<lb />statement is made here. No flesh<lb />is your enemy. However, Satan<lb />uses anyone he can. It does not<lb />matter to the devil if that indi-<lb />vidual is standing in the place of<lb />an angel of light.<lb /><lb />No political approach alone can<lb />bring reformation. Justice cannot<lb />be fully comprehended until the<lb />spiritual eye of man has freedom.<lb />Under the inspiration of the Holy<lb />Ghost, the Apostle Paul penned:<lb />Stand fast therefore in the liberty<lb />wherewith Christ hath made us<lb />free and be not entangled again<lb />with the yoke of bondage.<lb />[Galatians 5:1 KJV]<lb /><lb />The slave-master and the slave-<lb />mentality both must be annihi-<lb />lated. This calls for the dismissal<lb /><lb />of previous practices which are not<lb />based on truth.<lb /><lb />Many so called leaders are not<lb />waring for the liberation of a<lb />people, but rather personal inclu-<lb />sion in the existing: system to<lb />gather a personal share of the<lb />spoils. In other words, the op-<lb />pressed long to be like the oppres-<lb />sor. The hunger which drives the<lb />slave in such an instance is the<lb />slave Ts pulsation to be the master.<lb /><lb />Nothing reta#ias duminance bet-<lb />ter than aslave-mentality. A slave<lb />may be defined as a human being<lb />who is owned as property and ab-<lb />solutely subject to the will of an-<lb />other; a person who is completely<lb />dominated by some influence or<lb />divested of all freedom and per-<lb />sonal rights. Mentality may be<lb />defined as the mental capacity,<lb />power or activity; the mental atti-<lb />tude or out look: state of mind. We<lb />set forth a slave-master mentality<lb />as the act of bringing another per-<lb />son under absolute subjection and<lb />ordering their mental attitude and<lb />activity. The slave-mentality is the<lb />acceptance of personal inferiority<lb />as the norm and thus accepting<lb />the domination by another.<lb /><lb />The devil has astutely trans-<lb />formed himself as an angel of light<lb />to destroy multitudes through re-<lb />ligious bondage and oppression.<lb />Evil men cannot comprehend that<lb />itis more profitable to love than to<lb />exploit. Why is sexual harassment<lb />treated so lightly by the City Man-<lb />ager and Chief of Police when their<lb />favorite employees are the cul-<lb />prits? .<lb /><lb />8. Did the Management Con-<lb />sultant Group, hired to do the ini-<lb />tial and follow up review of the<lb />Police Department Ts practices and<lb />procedures, recommend Chief<lb />Hinman as our chief. If so, doesn Tt<lb />this create a conflict of interest<lb />situation to have them come back<lb />to conduct a follow up study?<lb /><lb />9. Why not immediately discon-<lb />tinue the practice of allowing city<lb />employees to take city owned ve-<lb />hicles home or to use them for<lb />their private purposes?<lb /><lb />10. Why was an additional<lb />charge of insubordination initiated<lb />against Lt. Fordham nearly a<lb />month after him being placed on<lb />Administrative Leave of Absence?<lb />Why was he charged<lb /><lb />with being insubordinate with a<lb />person of the same rank, another<lb />Lieutenant?<lb /><lb />11. Why not place the Police<lb />Chief on Administrative Leave of<lb />Absence until a thorough and im-<lb />partial investigation has been com-<lb />pleted on all internal matters?<lb /><lb />We the members of  oCAR � will<lb />not rest until these questions are<lb />answered and these gross inequi-<lb />ties are resolved within city gov-<lb />ernment. We are also asking that<lb />all decent, law abiding citizens of<lb />Greenville enjoin us in addressing<lb />these most serious concerns.<lb /><lb />Coalition Against<lb />Racism (CAR)<lb /><lb />Coalition against Racism Ts<lb />(CAR TS) Concerns Relative to the<lb />policies, procedures, and practices<lb />of the Greenville Police Depart-<lb />ment<lb /><lb />Realizing serious problems ex-<lb />isted within the Greenville Police<lb />Department in 1991, Mayor<lb />Jenkins and the Greenville city<lb />Council consented to having an<lb />outside agency, institute for Li-<lb />ability management, to conduct a<lb />comprehensive study of the opera-<lb />tion, Policies, Procedures, and<lb />Practices of the Greenville Police<lb />Department.<lb /><lb />This study was conducted by G.<lb />Patrick Gallagher, Director, Insti-<lb />tute for Liability Management; Sue<lb />Carter Collins, Esq. Police Legal<lb /><lb />partment; William G. Gay, direc-<lb />tor University City<lb /><lb />ter; Lou Relter, Deputy Chief (vet.)<lb />L.A. Police Department; Peter M.<lb />Walsh, Esq., Police Defense Coun-<lb />sel;<lb /><lb />William S. Westfall, Assistant<lb />Director, Institute for Liability<lb />Management.<lb /><lb />CAR hasconducted an extensive<lb />investigation relative to the find-<lb />ing of the Institute for Liability<lb />Management in 1991 and the ac-<lb />tion taken to correct existing dis-<lb />crepancies. Needless to say, very<lb />little follow up/corrective action<lb />was taken to improve the opera-<lb />tion of the Greenville Police De-<lb />partment.<lb /><lb />Although Chief Hinman was<lb />hired shortly after the study was<lb />conducted, he has done very little,<lb />if anything, to correct the short-<lb />comings found in the study. But the extent of<lb />those common problems has been<lb />exacerbated by the individual man-<lb />agement styles of its administra-<lb />tors which are as contrary and<lb />diverse as can be. It is inconceiv-<lb />able that the combination of man-<lb />agement styles can only be catego-<lb />rized as dysfunctional to attain-<lb />ment of the appropriate mission<lb />statement, goals, and objectives of<lb />the department. �<lb /><lb />3.  oDiscipline in this Department<lb />has the most negative of evalua-<lb />tions if the surveys of the surveys<lb />of the officers are to be accepted! It<lb />is not respected because of the<lb />unevenness, perceived unfairness,<lb />and biases in its application. �<lb /><lb />4. oEmployee concerns about dis-<lb />crimination in the police depart-<lb />ment are not a  oblack � issue. Such<lb />concerns exist among all employ-<lb />ees. Specific examples are the cir-<lb />cumstances of the Internal Affairs<lb /><lb />Unit and the appointment of an- .<lb /><lb />other supervisor who was the same<lb />race as the accused wrongdoer to<lb />handle the inquiry.<lb /><lb />Listed above are just a few of the<lb />major discrepancies cited by the<lb />Institute for Liability Management<lb />which have gone unaddressed<lb />since 1991. Likewise many of the<lb />recommended corrective actions<lb />recommended have not been ad-<lb />dressed by the City of Greenville.<lb />The Major, City Council, City<lb />Manager, and Police Chief have<lb />all taken action to spent $10,000<lb />to update this study (original cost<lb />was $25,000) without having taken<lb />corrective action on the orginal<lb />study.<lb /><lb />In closing an anonymous police<lb /><lb />: , P.<lb />officer was quoted in 1991 saying<lb /><lb />the following:  oThisstudyisawaste ~<lb />of time. You will come in, do your<lb />study, and the results will be filed<lb />away in a drawer somewhere and<lb />in a few years when the lid blows<lb />off the Department again it will be<lb />pulled out and people will scratch<lb /><lb />their heads and wonder why noth-<lb /><lb />ing was done about it in 1991.<lb />Then they will commission another<lb />study and cycle will start again.<lb />You have your work cut out for<lb />you, and I wish you all the luck in<lb />the world.         <p>School Worker Ts rehiring confirms<lb />the Power of Organization<lb /><lb />By:Don Cavellini<lb />Winterville, NC - Pitt County<lb />school workers did not look to an<lb />individual  oleader � to get Sereta<lb />Moye Ts dietary hours back. They<lb />relied on the solidarity and perse-<lb />verance of the Pitt County School<lb /><lb />Workers Association and their:<lb /><lb />alliance with the Coalition Against<lb />Racism and the Black Workers for<lb />Justice. As of February 9, 1995,<lb />Ms. Moye was reinstated with full<lb />back pay and 22 1/2 (not 7 1/2)<lb />hours of dietary work.<lb /><lb />Although Sereta had continued<lb />to driver her school bus since be-<lb />ing denied her additional 7 1/2<lb />hours at the A. G. Cox Middle<lb />School on January 5, 1995, she no<lb />longer qualified for even Part-time<lb />benefits (sick/vacation time, and<lb /><lb />especially, health insurance for .<lb /><lb />her four children).<lb /><lb />She was also granted her long-<lb />sought-after transfer away from<lb />the harassment of her former su-<lb />pervisor.<lb /><lb />At her evaluation hearing on<lb />December 16, 1994, she was bril-<lb />liantly supported by Jim Grant of<lb />BWFJ and Greenville City Coun-<lb />cilwoman Mildred Council. On<lb />January 5, 1995, long after the<lb />deadline to notify her, Sereta was<lb />suspended without pay. This was<lb />only the first of many violations of<lb />due process by Pitt County School<lb />Administrators. The PCSWA is<lb />one of the orgainzations in CAR<lb />and its President, Bill<lb />Worthington, and advisor,<lb />Anganya Laughing house of BWFJ<lb />and Durham City Workers Local<lb />1194, AFSC E  helped start CAR.<lb /><lb />The marchers and others orga-<lb />nizing against injustice pressured,<lb />not only Greenville Police Depart-<lb />ment officials, but also two Afri-<lb />can American School board mem-<lb />bers to meet with CAR and<lb />PCSWA. This resulted in the hear-<lb />ing with School Superintendent<lb />Sosne Ts designee and Sereta Moye Ts<lb />subsequent reinstatement.<lb /><lb />By holding their elected repre-<lb />sentatives accountable and build-<lb />ing organization, the PCSWA suc-<lb />ceeded without relying on the  ofa-<lb />vor brokers � who seem to domi-<lb />nate  oclosed door deals � to settle<lb />similar disputes. Many Pitt County<lb />leaders depend on  ofavors � pro-<lb />vided by business and government<lb />officials (most of whom are white<lb />and have easy access to money).<lb />These  ofavors � come at a price...<lb />the failure to change a system that<lb />continues to perpetrate racism,<lb />sexual harassment and oppression<lb /><lb />of workers. As long as individuals<lb />(who may have achieved their<lb />prominence during the height of<lb />the Civil Rights movement) rely<lb />on  obrokering favors � and  ocutting<lb />deals �, the people will have the ,<lb />power.<lb /><lb />Even if the aggrieved worker<lb />gets their job back, the adminis-<lb />trators/supervisors continue to<lb />exploit and harass workers be-<lb />cause the institution and its struc-<lb />ture has not changed. The  ofavor<lb />brokers � have only as much<lb /> opower � as their sponsors allow;<lb />therefore, the Police Department<lb />or the Pitt County Schools will<lb />change only when forced to by<lb />workers and community united.<lb /><lb />The PCSWA, the BWFJ and the<lb />NC Public Service Workers Net-<lb />work co-sponsored Workers Lead-<lb />ership[ Training on Saturday, Feb-<lb />ruary 25, 1995. Ms. Nathanette<lb />Mayo, Vice-President of Durham<lb />City Workers Local 1194, and<lb />Anganya Laughinghouse, Interna-<lb />tional Organizer for AFSCME,<lb />helped workers from Goldsboro,<lb />Wilson, Winterville, and<lb />Greenville share their organizing<lb />experiences.           <lb />Se Re He SRE i RPO IO 8 Me AD<lb /><lb />Cotton industry vital to Tar Heel<lb />economy, Graham says<lb /><lb />RALEIGH  " Cotton is a vital<lb /><lb />fiber that plays a key role in:<lb /><lb />helping North Carolina rank<lb />third in agricultural diversity,<lb />according to state Agriculture<lb />Commissioner Jim Graham.<lb /><lb />In 1994, North Carolina farm-<lb />ersharvested some 820,000 bales<lb />of cotton, the most since 1928.<lb />The total value of cotton was<lb />$137 million, up 42 percent from<lb />1993.<lb /><lb /> oCotton is moreimportant than<lb />ever, � Graham told the growers<lb />gathered at the annual Caroli-<lb />nas Cotton Growers Association<lb />Inc.  oThe word is out that North<lb />Carolina cotton is right at the<lb />top when it comes to cotton qual-<lb /><lb />ity. And if the word continues to<lb /><lb />spread, we can look forward to<lb />cotton being an even larger<lb />player in this state Ts economy. n<lb /><lb />North Carolina now ranks<lb />ninth nationally in cotton pro-<lb />duction. Cotton is one of many<lb />important agricultural commodi-<lb />ties which help to pump some<lb />$42 billion annually into the<lb />state Ts economy.<lb /><lb /> oCotton is an important source<lb />of income for farmers, � Graham<lb />said.  oThat Ts why we worked hard<lb />to eradicate the boll weevil from<lb />North Carolina soil. The boll wee-<lb /><lb />vilis virtually gone and has been<lb />since 1986. �<lb /><lb />A few boll weevils were discov-<lb />ered in cotton fields last year,<lb />Graham said, but experts believe<lb />the weevils represented only<lb />minor spot infestations. The<lb />pests were likely brought back<lb />into North Carolina on used har-<lb />vesting equipment.
