Thope you will agree thatone the firm belief that it is parents<lb /><lb />of the most lasting and valuable T<lb /><lb />contributions family members<lb /> ~make to their youngsters is re-<lb />spect for the value of education<lb />and a lifelong love of learning.<lb /><lb />During this particular holiday<lb />season. as U.S. Secretary of Edu-<lb />cation, I had the pleasure of being<lb />part of the landmark announce-<lb />ment of more than 30 different<lb />religious organizations who came<lb />together to affirm their commit-<lb />ment to increase family involve-<lb />ment in learning. Thev feel that our popu-<lb />lar culture undermines the values<lb />they want their children to have.<lb />They see so many of our young<lb />people growing up rudderless  "<lb />without any sense of why they<lb />ought to study hard or what it<lb />means to be a good citizen.<lb /><lb />In homes where both parents<lb />work, or where only one parent is<lb />present, parents may find it diffi-<lb />cult tocarve out the time needed to<lb />help their children learn. Many<lb />parents are unsure how to act most<lb />effectively to help their children<lb />learn at school and at home. In<lb />some communities, lack of services<lb />and institutions may limit the op-<lb />portunities for young people to<lb />learn. Supermarket cashiers, fast<lb />food restaurant workers, janitors,<lb />hospita] orderlies and domestics<lb />(occupations in which Black people<lb />are significantly  oover-repre-<lb />sented ?) are likely to have lower<lb />intelligence quotients. Most<lb />people, no matter what their 1.Q.,<lb />know that.<lb /><lb />Yet The Bell Curve by Charles<lb />Murray and the late Richard J.<lb />Herrnstein, which only asserts<lb />what is common knowledge, has<lb /><lb />predictably touched off a hue and -<lb /><lb />cry in liberal journalistic and so-<lb />cial scientific circles. Jim Holt<lb />( oAnti-Social Science, ? New York<lb />Times, October 19 ) tries to explain<lb />this fact of American life without<lb />really admitting it.  oHow then.do<lb />we account for the sizable gap in<lb />measured I.Q. (some 15 points on<lb />average) that seems to separate<lb />American blacks and whites? ? he<lb />asks, suggesting that  osuch differ-<lb />ences [can] be made to shrink and<lb />ultimately disappear with a better<lb />understanding of how the early<lb />environment determines the for-<lb />mation of our cognitive appara-<lb />tus. ?<lb /><lb />This is an excellent example, in<lb />my opinion, of the kind of pro-<lb />foundly flawed reasoning that has<lb />contributed to stunting the intel-<lb />lectual and moral development of<lb />huge numbers of people "many of<lb />them African American. For ex-<lb />ample, the liberals T obsession with<lb /> ohow the early environment deter-<lb />mines the formation of our cogni-<lb />tive apparatus ? has led to a mas-<lb />sive investment in Headstart pro-<lb />grams and other early child devel-<lb />opment initiatives. Wy Fes<lb /><lb />i<lb />x<lb /><lb />The Staff and Management<lb /><lb />Proudly Salute the<lb />Achievements and<lb />Contributions of<lb />African American....<lb /><lb />Whatever the intentions or mo-<lb />tives of those who engage in Mr.<lb />Holt Ts kind of reasoning, it is pro-<lb />foundly self-serving in that it fails<lb />to address what I think is the seri-<lb />ous question, whichis neither oAre<lb />Black people less intelligent than<lb />white people? ? nor  oWhy are Black<lb />people less intelligent than white<lb />people? ?<lb /><lb />Rather, the issue is this: If white<lb />folks "be they of the Jim Holt or<lb />Charles Murray variety "are so<lb />smart, why can Tt they do anything<lb />about all the not-very-smart Black<lb />folks? How has it come to pass that<lb />the high-I.Q. people "the ones who<lb />own substantial portions of the<lb />economy, run our government and<lb />make the social policy decisions "<lb />have created a situation in which<lb />so many people of<lb /><lb />color live in poverty and squa-<lb />lor, destroying themselves with<lb />drugs and alcohol, abusing their<lb />children and engaging in murder-<lb />ous violence toward one another?<lb />Why haven Tt programs like<lb />Headstart been an effective inter-<lb />vention into these problems? What<lb />factors have caused the smartest<lb />people in America to bring the<lb />development of our economy to a<lb />grinding halt, and to create a so-<lb />cialandcultural environment that<lb />is anti-developmental in every<lb />way?<lb /><lb />How are we to understand this<lb />apparent anomaly which is that<lb />the high I.Q. types haven Tt figured<lb />out how to solve our vast social<lb />ills? A crucial factor is that those<lb />who influence and determine so-<lb />cial policy are guided by an anach-<lb />ronistic model of learning and de-<lb />velopment which is not only non-<lb />development but anti-developmen-<lb />tal. This no-growth model informs<lb />all our institutions and social pro-<lb />grams, from Head Start to public<lb />education to prison and drug reha-<lb />bilitation; from the silver spoon<lb />kindergarten to Harvard to Wall<lb />Street.<lb /><lb />Traditional psychology has<lb />modeled itself on the physical sci-<lb />ences with, in my opinion, disas-<lb />trous consequences. It treats hu-<lb />man beings as qualitatively no dif-<lb />ferent from the birds, berries, at-<lb />oms, and stars that are studied by<lb />biologists, botanists, physicists and<lb />astronomers. Psychology through<lb />most of this century has accord-<lb />ingly been dominated by the view<lb />that human development takes<lb />place only in the first few years of<lb />childhood. (The Swiss psycholo-<lb />gist Jean Piaget was the most in-<lb />fluential proponent of this perspec-<lb />tive.)<lb /><lb />There are variations on this<lb />theme "some emphasize genetic<lb />influences, others make cultural<lb />factors central "but educational<lb />psychology and clinical psychol-<lb />ogy both rest on the assumption<lb />that human beings are born with<lb />or quickly acquire an I.Q. and per-<lb />sonality traits. By the time we Tre<lb />five or six, or at most nine or ten,<lb />we've presumably stopped devel-<lb />oping.<lb /><lb />This  odevelopmental identity ?<lb />supposedly stays with us through-<lb />out life, determining what and how<lb />much we can learn. The Bell Curve,<lb />in my opinion, simply reports on<lb />the dire consequences of this ap-<lb /><lb />: ee uu dominated West-<lb />ern culture for a century or more.<lb />An alternative view "which is<lb /><lb />i  ~ beqoming increas: ingly popular in<lb /><lb />this country and in Western Eu-<lb />rope "suggests thatin fact human<lb />beings are capable of continuous<lb />development throughout life. Ac-<lb />cording to this view, which is ~asso-<lb />ciated with the work of early So-<lb />viet, psychologist Lev Vygotsky,<lb /> othe only learning worthy of the<lb />name ? is not reducible to the ac-<lb />quisition of information (which is<lb />what I.Q. tests measure). This most<lb />ifportant kind of learning is that<lb />which is unified with develop-<lb />ment "what changes is not merely<lb />what people know but who they<lb />are! Moreover, there is, growing<lb />evidence that even when develop-<lb />ment has stopped, it can be<lb />reinitiated.<lb /><lb />A lot of the  osmart ? people who<lb />consider themselves liberals have<lb />been outraged by Murray and<lb />Herrnstein Ts book "mostly, in my<lb />opinion, because it exposes that<lb />their own educational and devel-<lb />opmental approaches have failed.<lb />They are, in fact, directly threat-<lb />ened by this view of continuous<lb />development. Forone thing, ifsuch<lb />a perspective were used to shape<lb />educational and social policy, it<lb />would render obsolete their roles<lb />as protectors of and spokesper-<lb />sons for the less  osmart ? people.<lb /><lb />White liberals and their Black<lb />imitators (however militant their<lb />anti-Bell Curve rhetoric might be)<lb />therefore prefer the frozen tab-<lb />leau of the status quo. Here they<lb />can go on perennially beseeching<lb />the powers-that-be to make the<lb />enviromnent a little more hospi-<lb />table for poor people, while em-<lb />ploying a methodology that, guar-<lb />antees there will always be poor<lb />people who are too  ostupid ? to do<lb />anything on their own behalf.<lb /><lb />In the meantime, ordinary<lb />Americans "average middle class<lb />white and Black people "<lb /><lb />understandably don Tt see much<lb />sense in paying more and more<lb />taxes for programs that have been<lb />demonstrably ineffective in deal-<lb />ing with social pathology.<lb /><lb />You don Tt need a genius I.Q. ta<lb /><lb />recognize that such governmental<lb />solutions have hit a brick wall.<lb />The vast majority of these pro-<lb />grams, after all, do little to benefit<lb />the  ostupid ? people for whom they<lb />are supposedly intended, but in-<lb />stead pad the pockets and protect<lb />the political tenure of the  osmart ?<lb />class of politically appointed bu-<lb />reaucrats, helping professionals<lb />and social scientists who perpetu-<lb />ate them.<lb /><lb />What Ts required now are politi-<lb />cal solutions to the profound social<lb />problems engendered by official<lb />stupidity. The Founding Fathers "<lb />notwithstanding the exclusionary<lb />biases inherent in their philoso-<lb />phies "envisioned a practice of<lb />direct democratic participation<lb />that has been profoundly distorted<lb />under the present political ar-<lb />rangement. The non-participation<lb />of the American people in the po-<lb />litical process has resulted in a<lb />serious lack of political develop-<lb />ment. Decision-making has been<lb />concentrated in fewer and fewer<lb />hands and the resultant alienation<lb />that so many people feel has con-<lb />tributed to the social and economic<lb />decline of our society as a whole.<lb /><lb />We need a fundamental restruc-<lb />turing of America Ts political ar-<lb />rangement.           <lb />Crop Dusters Being Ey a<lb /><lb />RALEIGH  " Developing a li-<lb />cense point system for crop dust-<lb />ers who violate North Carolina<lb />pesticide laws is one of several<lb />proposals officials will review over<lb />the coming months.<lb /><lb />The N.C. Pesticide Board on<lb />Tuesday, Dec.. 13, agreed toevalu-<lb />ate the state's pesticide program<lb />at upcoming meetings. The board<lb />will study enforcement issues, such<lb />as creating a penalty matrix sys-<lb />tem for repeat offenders of ground<lb />and aerial application rules. It Ts<lb />Pesticide Advisory Committee will<lb />review regulations, including<lb />buffer zones for occupied homes.<lb /><lb /> oThere are some people that we<lb />need to get out of the sky  " one<lb />way or the other, ? board member<lb />Dr. C. Gregory Smith said of pilots<lb /><lb />who repeatedly violate pesticide<lb />regulations Smith is a public<lb />health physician and medical epi-<lb />demiologist with the N.C. Depart-<lb />ment of Environment, Health and<lb />Natural Resources.<lb /><lb />The  omajority of the aerial ap-<lb />plicators are doing a good job, ? he<lb />said.  oI Tm not out to ground those<lb />people. Smith<lb />added that the  ovast percentage of<lb />violators are repeat violators. ?<lb /><lb />Another proposal is a one-year<lb />suspension of a pilot Ts pesticide<lb />applicator license for the first vio-<lb />lation involving known or negli-<lb /><lb />gent direct human exposure. A<lb /> secondoffense would carry a three-<lb />year suspension, and a third of-<lb />fense permanent revocation. Crop<lb />dusters who kept their records<lb />clean three years after a violation,<lb />except for a third offense, would<lb />return to zero points and have<lb />their licenses restored.<lb /><lb />The board may also consider in-<lb />creasing no deposit buffer zones<lb />for residential property from 100<lb />feet to 300 feet. No deposit means<lb />that no measurable amount of pes-<lb />ticide residue, whether from de-<lb />posit or drift, is allowed.<lb /><lb />In other business, a Person<lb />County crop duster agreed to a one<lb /><lb />_month suspension of his state<lb /><lb />aerial pesticide pilot applicator li-<lb />cense and a two-year denial to<lb />apply pesticides .containing<lb />paraquat as an active ingredient.<lb /><lb />Robert 0. Whitfield of Bob Ts Inc.,<lb /><lb />Route 2, Box 184, Hurdle Mills<lb />agreed to the terms as part of a<lb />settlement agreement. The Pesti-<lb />cide Board approved the agree-<lb />ment, which included an $800 fine.<lb />The agreement does not consti-<lb />tute an admission of guilt.<lb /><lb />The incident occurred Sept.. 28-<lb />29, 1993 near Rich Square in<lb />Northampton County. Whitfield<lb />applied two defoliants to a cotton<lb />field south of N.C. Highway 308.<lb /><lb />Whitfield allegedly deposited<lb />pesticides within the 100-foot<lb />buffer zone of a home, 25 feet of a<lb />highway right of way and onto<lb />nontarget areas. He also allegedly<lb />applied pesticides under conditions<lb />where drift could occur and used a<lb />pesticide improperly. °<lb /><lb />Investigators from the N.C. De-<lb />partment of Agriculture inspected<lb />the area and found tree damage<lb />along the highway. Grass in an<lb />adjacent property owner Ts yard<lb />also was damaged. Pesticide resi-<lb />due was found in samples collected<lb />within 100 feet of a home and 25<lb />feet of Highway 308.<lb /><lb />Cases involving Whitfield had<lb />come before the board twice previ-<lb />ously. In August 1990, he was fined<lb />$250 for allegedly using pesticides<lb />improperly and depositing within<lb />25 feet of highway. The incident,<lb />involving a cotton field spraying,<lb />occurred October 1989 in<lb />Powellsville, Bertie County.<lb /><lb />In May 1992, Whitfield was fined<lb />$500 and had his aerial applicator<lb />license suspended for two weeks.<lb />He had sprayed a defoliant on a<lb />Bertie County cotton field in Au-<lb />gust 1991. The pesticide allegedly<lb />deposited upon a Roxobel man,<lb />within 100 feet of the man Ts home,<lb /><lb />Pesticide Program Review<lb /><lb />and upon his garden and grape-<lb />vine.<lb /><lb />The board also approved the fol-<lb />lowing settlement agreements<lb />Tuesday, none constituting an<lb />admission of guilt: :<lb /><lb />* Town of Mayodan fined $200<lb />for unlicensed pesticidé applica-<lb />tion  " In June 1993, a town em-<lb />ployee allegedly applied Roundup<lb />to cracks along a sidewalk at the<lb />former Elliott Duncan Elementary<lb />School. The employee told investi-<lb />gators that he had been instructed<lb />to apply the pesticide as part ofhis<lb />job duties. Mayodan has since<lb />hired an employee licensed and<lb />trained in pesticide use.<lb /><lb />* Daniel M. Lennon of Route 2,<lb />Box 298, Elizabethtown fined $300<lb />and agreed to attend a training<lb />course for using a pesticide im-<lb />properly and allowing drift  " In<lb />August 1993, Lennon applied<lb />Roundup along a chain link fence<lb />on his property. The herbicide al-<lb />legedly damaged vegetation and<lb />trees on adjacent property.<lb /><lb />* W. Mart Coalson, owner of<lb />Mart Lawn Care, 177 Endsley<lb />Ave., Winston-Salem fined $100<lb />for unlicensed pesticide applica-<lb />tion  " During July 1993, a com-<lb />pany employee allegedly applied<lb />Roundup to residential property<lb />in Clemmons.<lb /><lb />* Arthur H. Ricks of 13271 N.C.<lb />42 East, Kenly fined $200 for im-<lb />proper pesticide use  " Last Au-<lb />gust, Ricks allegedly applied<lb />Valent Orthene 75S Soluble Pow-<lb />der to his collards to control cab-<lb />bage loopers. The insecticide is not<lb />labeled for use on collards. *<lb />Charles D. Gamble, owner of Do-<lb />minion Landscape Inc., P.O. Jim Hunt will kick off a<lb />statewide series of public hear-<lb />ings in Charlotte Dec. 14 when he<lb />hears from welfare recipients, so-<lb />cial workers, business owners,<lb />educators and others about the<lb />best ways to change the welfare<lb />system.<lb /><lb />The hearing will be held at 7<lb />p.m. in the City Council chamber<lb />at the Charlotte-Mecklenburg Gov-<lb />ernment Center.<lb /><lb />The hearings are part of an ef-<lb />fort by Hunt Ts Welfare Reform<lb />Task Force to develop astrategy to<lb />change North Carolina Ts welfare<lb />system and help families move<lb />from welfare and dependency to<lb />work and self-sufficiency.<lb /><lb /> oWe have to find ways to end the<lb />cycle of poverty, so that families on<lb />welfare can learn to stand on their<lb />own two feet. ? Hunt said.  oMany of<lb />the families on welfare want to<lb />work  " they want to buy homes<lb />and send their children to college<lb /> "but the system discourages them<lb />from pursuing those dreams. It Ts<lb />time to change that. ?<lb /><lb />The current welfare system pe-<lb />nalizes clients for saving money,<lb />for holding a job that pays decent<lb /><lb />wages and even for letting their \<lb />welfare recipients ws help kf A<lb /><lb />children work to save money for<lb /><lb />college. The task force is looking<lb /><lb />for ways to change the system so<lb />that it encourages welfare recipi-<lb />ents to work and doesn Tt punish<lb />them for trying to get ahead.<lb /><lb />The task force has also focused<lb />its attention.on ways to prevent<lb />teenage pregnancy, whichcan trap<lb />young mothers and their children<lb />into reliance on welfare. Teen<lb />mothers often drop out of school to<lb />care for theirchildren, ending their<lb />education and their chances to<lb />support themselves and forcing<lb />them and their children to rely on<lb />welfare instead.<lb /><lb />The 32-member Welfare Reform<lb />task force, which operates under<lb />the Governor's Commission on<lb />Workforce Preparedness, will of-<lb />fer its recommendations to Hunt<lb />early next year. Hunt intends to<lb />propose welfare reform to the 1995<lb />General Assembly.<lb /><lb />Hold Public Heari<lb /><lb />the best ways to improve the<lb /><lb />fare system. Since then, scone a<lb /><lb />subcommittees: have been re-<lb /><lb />searching methods to help fami- -<lb /><lb />lies break their dependence on the T<lb />welfare system.<lb /><lb />The task force meets monthly,<lb />while its committees meet more<lb />often to look at specific ways to<lb /><lb /> ~help welfare recipients get theedu-<lb /><lb />cation, job training and other skills<lb /><lb />they need to help them move-<lb /><lb />quickly into the job market.<lb /><lb />Dr. Bertha Maxwell Roddy, a<lb />Frank Porter Graham professor<lb />emeritus at UNC-Charlotte, serves<lb />as chairman of the task force. Gangs typically<lb />have hierarchies.of authority, set<lb />goals and forecast future trends.<lb />Some gangs are led by groups of<lb />individuals who exercise author-<lb />ity similar to a board of directors.<lb /><lb />Schneider Ts past work experi-<lb />ence includes two years with the<lb />Columbus, Ohio, police<lb />department Ts  ogang squad. ? Dur-<lb />ing an arrest in which she partici-<lb />pated, a gang member was found<lb />to be carrying the gang Ts piecharts,<lb />bar graphs and lists of training<lb />goals.<lb /><lb />Schneider, a Cincinnati, Ohio,<lb />native, began teaching at WCU<lb />this fall. Hackley<lb />to assume the presidency of the<lb />North Carolina Community Col-<lb />lege System.<lb /><lb />Hackley, current chancellor of<lb />Fayetteville State University, is<lb />taking the reins of the 58-member<lb />system from retiring president and<lb />former governor Bob Scott who<lb />held the position for almost 12<lb />years.<lb /><lb />The 54-year-old educator brings<lb />a wealth of personal and profes-<lb />sional experience to his new job.<lb /><lb /> T Prior to assuming the chancellor-<lb />ship at Fayetteville State in 1988,<lb />he served in the University of<lb /><lb /> ~ North Carolina General Adminis-<lb /><lb />tration as Vice President for Stu-<lb />dent Services and Special Pro-<lb />grams from 1985-87. The all-too-common picture of<lb />spanking - a powerful Black figure<lb />towering over ascreaming defense-<lb />less child - must be removed from<lb />the Black community, this so-<lb /><lb />called tradition forms part of the<lb />corrosive legacy left by-the white<lb />slavemaster who used this prac-<lb />tice in the extreme (whippings,<lb />beatings, lashings) to foster vio-<lb />lence and inhibit love among our<lb />people. That this sorry practice is<lb />perpetuated in the family unitonly<lb />shows how deep remain the scars<lb />of slavery. One of the best ways to<lb />reduce this intolerable behavior is<lb />to film or photograph the parents<lb />in action and show them the pic-<lb />ture.<lb /><lb />5. There is enough violence fac-<lb />ing our youth coming from outside<lb />elements; the home should be a<lb />secure and positive place. There<lb /><lb /> oare very effective ways of disci-<lb />plining children other than strik-<lb />ing them. A reception will be held<lb />at 6:30 pm at the Koury Conven-<lb />tion Center in Greensboro, N.C.<lb />followed by dinner at 7:30 pm.<lb /><lb />On that Wednesday, February<lb />1, 1995, five key civil rights pio-<lb />neers will be honored. Among the<lb />list ofhonoraries, one is the Mother<lb />of the Civil Rights Movement, Mrs.<lb />Rosa Parks. Also honored will be<lb />four noteworthy heroes of the 1960<lb />sit-in movement, Mr. Ezell Blair,<lb />Sr., Mr. Ralph Jones, Attorney J.<lb />Kenneth Lee, and Dr. George<lb />Simkins.
