The annalsof American history are overflow-ing with case after case of Blackmen being falsely accused of mur-der, rape and other crimes. Check- out Ralph Ginzburg Ts o100 Yearsof Lynching ? (Black Classic Press,1988) and witness some of the al-leged rape charges that led to thedeath of Black men.Remember the Scottsboro boysof the 1930s? These nine African-Americans, from ages 13-21, weresnatched from a freight train in1931in Alabama and charged withthe gang rape of two White women.Spared the chairDespite questionable evidence,they were tried, found guilty andsentenced to the electric chair.After several years of trials andthe dedicated work of the Commu-nist Party and the NAACP, theywere spared the chair, but half ofthem served long jail sentences.Add to this the case of WillieMcGee, a Mississippi truck driverwhose White lover accused him ofrape in 1945 after her husbanddiscovered the affair. He was elec-trocuted in 1951.And there were other noted casesof Black men begin unjustlycharged and convicted on the ba-sis of flimsy evidence. The Tren-ton Sixin 1948 were condemned todeath for allegedly murdering aWhite man. They were sentencedto terms of life imprisonment.The Martinsville Seven of Vir-ginia were convicted by all Whitejury for allegedly raping a Whitewoman in 1949. Nationwide pro-test were to no avail, and by 1951all of them were executed.Alittle over five years ago, therewas the Stuart affair in Boston. Inthis incident, asin the Smith hoax,a Black man was blamed in acarjacking and the death of CarolStuart. It was later discovered thatCharles Stuart had killed his preg-nant wife as they returned homefrom child birth class.Unlike the Smith episode, sev-eral Black men were apprehéndedand one, Willie Bennett, chargedwith the crime. Stuart eventuallycommitted suicide when his big liebegan to fall apart.The Stuart and Smith chargesunraveled, but how many otherBlack men are incarcerated or deadbecause of the lies perpetrated byWhite men and women? AfricanAmerican leaders around thecoun-try are beginning to analyze whatthe Republican victory means forthe Black community, what itmeans for the Democratic Partyand what it means for the future ofBlack participation in independentLicenserequirementsfor pesticidesApplication of certain pesticidesrequires licensing. Here are somerecorninendations for proper useof pesticides in North Carolina.The Environmental ProtectionAgency, or EPA, classifies somepesticides as orestricted use, ?which means they can only be pur-chased and used by certified/i-censed applicatots or under theirdirect supervision. Except for re-stricted use pesticides,horneowners may apply pesticidesto property they own or lease with-out a license. However, accordingto state law, anyone who appliesany pesticide on olands or proper-ties of another ? in North Carolinarnust have a pesticide applicatorlicellse. The term oland, ? as de-fined by law, includes all land andwater areas, all plants, animals,portant to follow label directionsfor use, storage and disposal. In-formation on the label must beapproved by the EPA and is en-forceable by law. Following labeldirections helps to prevent inju-ries to people, animals, plants andthe environment.Take the steps to obtain the ap-politics.On November 21 in New York,three weeks after conservativeRepublican George Pataki waselected governor, Black leadersmet at the Memorial BaptistChurch in Harlem, at the invita-tion of Reverend Al Sharpton. at-tended by some 50 Black leadersfrom around the state, the meet-ing included Democrats (amongthem State Senator David Pater-son) Republicans (among themHempstead mayor Jim Gardner)and independents (among themmyself, now the chair of the Com-mittee for a Unified IndependentParty and an activist in Indepen-dence Fusion, New York Ts newestballot status party; along with at-3 towaed Black unity ¢torney Colin Moore, a leader of theFreedom Party). The independentoption has come of age for theBlack community over the lastyear; its inclusion in the most criti-cal dialogue on strategies for ourempowerment is, in my opinion, asignificant development.The participants at the Novem-ber 21 meeting decided to organizefor a statewide Black political con-vention to be held within the nextfew months.
