If you live in<lb />an average American community,<lb />it Ts likely that alcoholic beverages<lb />are for sale and in common use<lb />there. In today Ts society, where<lb />drinking is accepted, every young<lb />person growing to adulthood is<lb />faced with a decision whether or<lb />not to follow the social custom of<lb />drinking alcoholic<lb />beverages.Those who choose not<lb />to drink at all should not feel any<lb />obligation to conform to the pres-<lb />sure of others. Those who choose to<lb />drink should be aware that there<lb />are dangers involved in the use of<lb />alcoholic beverages. One of these<lb />dangers is alcoholism "a disease<lb />that develops insidiously and pro-<lb />gressively in about 1 out of every<lb />15 persons who drink alcoholic<lb /><lb />beverages. The signposts or symp- "<lb /><lb />toms are clearly identifiable and a<lb />well-informed person can detect<lb />the kind of drinking that may be<lb />leading to alcoholism. People who<lb />develop alcoholism do so because<lb />they use alcohol for reasons which<lb />are different from those of most<lb />persons who drink. There was<lb />no legal protection for the Black<lb />man, woman and child. The Su-<lb />preme Court turned a deaf ear to<lb />their cries for justice.<lb /><lb />It willingly embraced amnesia<lb />and ignored its duty to uphold the<lb />Constitution, especially the 14th<lb />Amendment (which guarantees all<lb />citizens equal protection under the<lb />law) and the 15th Amendment<lb />(guaranteeing American citizens<lb />the right to vote.) Black children<lb />were being deprived of a decent<lb />education, and no one seemed to<lb />care.<lb /><lb />In 1909 a concerned interracial<lb />group of 60 people, including W. E.<lb />B. Dubois, breathed life into an<lb />organization aimed at bettering<lb />the plight of Blacks in America<lb />called the National Association for<lb />the Advancement of Colored<lb />People (NAACP). This organiza-<lb />tion changed society as we knew<lb />it.<lb /><lb />With a strong legal department,<lb />a thriving publicity bureau and a<lb />powerful political and civil rights<lb />bureau, the NAACP has been suc-<lb />cessful in making significant<lb />changes in education, litigation<lb />and legislation.<lb /><lb />It is directly responsible for co-<lb />ercing Congress to enact a series<lb />of laws making discrimination in<lb />public facilities, employment, edu-<lb /><lb />cation, legislation and housing il-<lb />legal.<lb /><lb />No one can look at the nation Ts<lb />integrated public school system<lb />without remembering the 1954<lb />Legal Defense Fund giant<lb />Thurgood Marshall waging war<lb />on the Board of Education of To-<lb />peka, Kansas on behalf of 9-year-<lb />old Linda Brown.<lb /><lb />In this case, Brown vs. Board of<lb />Education, the Supreme Court<lb />deemed discrimination in educa-<lb />tion unconstitutional, ruling that<lb />state public schools desegregate<lb /> owith all deliberate speed. ? This<lb />case overruled the 1896 oseparate<lb />butequal ? Plessy v. Ferguson case.<lb />The NAACP also published The<lb />Crisis, a magazine that not only<lb />publicized every injustice done to<lb /><lb />Blacks but offered solutions. It was<lb />a vehicle by which progressive and<lb />aggressive ideas were spread<lb />throughout the Black community,<lb />causing its readership to swell up<lb />with a passion for change and join<lb />in the NAACP Ts fight for freedom.<lb /><lb />Since its inception, members of<lb />the NAACP have been concerned<lb />with people of color worldwide. At<lb />the 1978 convention, held in Cin-<lb />cinnati, over 2,000 delegates took<lb />a strong stand against the war in<lb />Southeast Asia and called for an<lb />immediate withdrawal of Ameri-<lb />can troops.<lb /><lb />As part of their mission, they<lb />have spearheaded pan-african<lb />movements worldwide. DuBois<lb />used The Crisis as a platform to<lb />inform Negroes about Africa and<lb />her plight. He also showed how<lb />the U.S. and Britain colonized her.<lb /><lb />In the late T70s, under the lead-<lb />ership of their last executive direc-<lb />tor, Benjamin Hooks, the NAACP<lb />challenged Capitol Hill to take an<lb />aggressive stance on its policies<lb /><lb />toward African nations.<lb /><lb />Because of numerous victories<lb />achieved by this 85-year-old orga-<lb />nization, Blacks dine at any lunch<lb />counter and restaurant they<lb />choose; they no longer have to drink<lb />from rusty water fountains desig-<lb />nated by oJim Crow ? and lynching<lb />asentertainmentis nolonger fash-<lb />ionable.<lb /><lb />Doors have opened for Blacks to<lb />become blue-collar and white-col-<lb />lar workers. By exercising<lb />the right to vote and serving on<lb />juries, African-Americans are ex-<lb />panding their political power.<lb /><lb />The recent headlines concern-<lb />ing the NAACP Ts present execu-<lb />tive director, Benjamin Chavis,<lb />should not overshadow the<lb />organization Ts historical achieve-<lb />ments, nor should it snowball the<lb />work he has done in the short time<lb />he Ts been there.<lb /><lb />His courage to include leaders of<lb /><lb />all factions of the Black commu-<lb />nity in the African-American Lead-<lb />ership Summit is noteworthy and<lb />so is his role in helping to diffuse<lb />the Black rage which sparked the<lb />Los Angeles riots.<lb /><lb />Chavis spent 10 years in prison<lb />for standing up for Civil Rights.<lb /><lb />Great minds such as Roy Wilkins<lb />and Walter White help to build the<lb />strong foundation the organiza-<lb />tion continues to build on today.<lb /><lb />In its struggle to better the lives<lb />of Blacks in this country they offer<lb />job referrals, tutorials and day care<lb />services. They also sponsor semi-<lb />nars and provide scholarships and<lb />training for young Black lawyers.<lb />The NAACP Housing Corp. con-<lb />tinues to assist in the develop-<lb />ment of low and moderate income<lb />housing for families.<lb /><lb />And the struggle against insidi-<lb />ous forms of racism in every area<lb />of American life is the work of the<lb />NAACP. However, in many instances<lb />the absolute reverse of this prin-<lb />ciple seems to prevail. Guilt is<lb />readily assumed, making one Ts<lb />innocence even more difficult to<lb />establish. Then, to complicate this<lb />dilemna even further, consider the<lb /> odouble standard ? that exists and<lb />is applied at the discretion of those<lb />persons in positions of authority.<lb />That is the system that uses one<lb />standard to govern brothers and a<lb />different standard to govern<lb />others.Such is the plight of Attor-<lb />ney Reginald Frazier, who has been<lb /><lb />- disciplined by the N. C. State Bar<lb /><lb />for allegedly embezzling or misuse<lb />of clients T monies., Charges based<lb />on hearsay evidence. Frazier, while<lb />not the only attorney to be scruti-<lb />nized in this manner, finds how-<lb />ever that the standard applied in<lb />other situations is not the same<lb />standard that is applied to him.<lb />Clearly, racial insensitivity and<lb />personal feelings in this case have<lb />abused Frazier's civil<lb />er, however, is exer-<lb />his right to appeal the deci-<lb /><lb />ona District Court Judge<lb /><lb />the complete Judicial Sys-<lb />1 to add his input<lb /><lb />CONGRATULATINS TO MR. That Ts not<lb />uncommon, says Dr. Allan<lb />Rosenberg, pediatric gastroenter-<lb />ologist with the Department of<lb />Pediatrics at the ECU School of<lb /><lb />Medicine.<lb /><lb />However, 15 percent of school-<lb />age children suffer from recurrent<lb />abdominal pain with such fre-<lb />quency that they miss an average<lb />of 26 days of school each year.<lb /><lb /> oWe are talking about a tremen-<lb />dous number of people, ? says<lb />Rosenberg. oA lot of times these<lb />children are stigmatized because<lb />others think they are ~faking T the<lb />pain or are told the pain is ~in their<lb />heads. T<lb /><lb /> oThis pain is real, ? Rosenberg<lb />adds. oHowever, just because it is<lb />real pain and thereis a real reason<lb />for it, there is no real medicine for<lb />1%."<lb /><lb />The pain these children endure<lb />stems from stress and cannot be<lb />treated with medication or sur-<lb />gery. When involuntary muscles<lb /><lb />such as those in the intestine are<lb />working correctly, they contract<lb />and relax in a synchronized man-<lb />ner. The<lb />military prevented Abiola from<lb />taking office, and then charged<lb />him with treason andarrested him<lb />on the first anniversary of his elec-<lb />tion. In recent weeks, the oil work-<lb />ers (oil is Nigeria Ts largest indus-<lb />try) have been joined by other<lb />workers and students in bringing<lb />the West African nation to a vir-<lb />tual standstill .<lb /><lb />The African continent and its<lb />people have for centuries been the<lb />victims of gross economic and po-<lb />litical manipulation and destruc-<lb />tion by Europe and America: from<lb />slavery and colonialism, to CIA-<lb />inspired civil wars, to U.S. and<lb />European government support for<lb />dictators, murderers, and thieves.<lb />That kind of treachery continues<lb />to this day, ofcourse, as the Clinton<lb />administration maintains its sup-<lb />port for rulers such as General<lb />Abacha and Mobutu Sese Seko of<lb />Zaire.<lb /><lb />The Reverend Jesse Jackson Ts<lb />visit to Nigeria has highlighted<lb />the importance of Black leaders<lb />speaking out against the Clinton<lb />administration Ts policies. Rever-<lb />end Jackson, representing the<lb />State Department and the Clinton<lb /><lb />administration, has delivered a<lb />letter from President Clinton to<lb />General Abacha calling on him to<lb />release Chief Abiola, the demo-<lb />cratically-elected president of Ni-<lb />geria, and to turn power over to a<lb />civilian government.<lb /><lb />Reverend Jackson Ts trip has,<lb />however, provoked controversy.<lb />Prominent Nigerian democracy<lb />leaders have identified Reverend<lb />Jackson as a ofriend and collabo-<lb />rator of the military oligarchy in<lb />Nigeria. ? The brilliant, Nobel<lb />Prize-winning Nigerian author<lb />Wole Soyinka has objected to Rev-<lb />erend Jackson Ts visit on the<lb />grounds that General Abacha will<lb />be able to manipulate it for his<lb />own anti-democratic ends. And,<lb />indeed, he has. The latest word is<lb />that General Abacha has agreed<lb />to release Chief Abiola, but on the<lb />condition that he give up all claims<lb />to the presidency.<lb /><lb />Reverend Jackson has also<lb />worked closely with Congressman<lb />Ron Dellums of California, whose<lb />wife is employed by the Washing-<lb />ton, D.C. lobbying firm that repre-<lb />sents the Abacha government. Mr.<lb />Dellums has introduced a congres-<lb />sional resolution which gives cred-<lb />ibility to the idea of a constitu-<lb />tional conference allowing the mili-<lb />tary dictatorship to extend its ten-<lb />ure and play an influential role in<lb />any transition to democracy. While<lb />Reverend Jackson and Represen-<lb /><lb />tative Dellums have tried to mobi-<lb />lize support among<lb /><lb />Black leaders for their sympa-<lb />thies for Abacha, Congressman<lb />Donald Payne of Newark, New<lb />Jersey, the Congressional Black<lb />Caucus member most influential<lb />on Africa policy, has made sure<lb />that the CBC has held fast in its<lb />backing of Chief Abiola. So strong<lb />is Congressman Payne Ts support<lb />of the democratic forces in Nigeria<lb />that he was denied a visa by the<lb />military government last week.<lb /><lb />Reverend Jackson Ts visit to Ni-<lb />geria, in my opinion, was mis-<lb />guided. It is extremely dangerous<lb />for a Black leader of his interna-<lb />tional stature to lend any credibil-<lb />ity whatsoever to the Abacha gov-<lb />ernment. In Zaire, the<lb /><lb />U.S. government has continued<lb />its backing of the Mobutu dictator-<lb />ship, allowing Mobutu to sabotage<lb />the new constitution and depose<lb />the democratically-elected prime<lb />minister, Etienne Tshisekedi. I am<lb />among those in this country who<lb />have militantly supported<lb />Tshisekedi and worked to expose<lb />those "Black or white " who<lb />would allow any compromise with<lb />the Mobutu government. I appeal<lb />to Reverend Jackson to learn from<lb />the example of Zaire. Any legiti-<lb />macy afforded to General Abacha<lb />undermines the Nigerian democ-<lb />racy movement and Chief<lb />Abiola.Reverend Al Sharpton Ts<lb /><lb />Clayton provides key input to<lb /><lb />Representative Eva M. Clayton said.<lb /><lb />Universal coverage would be<lb />phased-in by 1999, large busi-<lb />nesses would have until 1997 to<lb />phase-in care and smaller ones by<lb />1999. Subsidies are proposed for<lb />small firms and a new Medicare<lb />Part C program is slated for low-<lb />income families, seasonal and part-<lb />time workers, and the unemployed.<lb /><lb /> oAs we begin to develop a plan<lb />for comprehensive reform, we must<lb />be careful not to overlook the needs<lb /><lb />EXCITING !!<lb /><lb />ee<lb />ee<lb /><lb />J. The<lb />Rwandan tragedy is, of course, of a<lb />magnitude thatis hard to describe.<lb />But, as ever, the U.S. government<lb />has found a way to manipulate it<lb />for its own political ends, namely<lb />by allowing President Mobutu to<lb />control the relief and military situ-<lb />ation on the Zairean side of the<lb />border. Mobutu is being politically<lb />rehabilitated, at just the moment<lb />when the anti-Mobutu democracy<lb />movement needs the greatest<lb /><lb />support.While Reverend<lb />Sharpton Ts visit to Rwanda is mo-<lb />tivated by humanitarian concerns,<lb />the Hutu hardliners responsible<lb />for the genocide are massed at the<lb />Rwandan border under the pro-<lb />tection of their old ally, Mobutu,<lb />ready to reinvade Rwanda. I urge<lb />Reverend Sharpton to use his visit<lb />to challenge the Clinton adminis-<lb />tration to fully withdraw its sup-<lb />port for Mobutu.
