The<lb /><lb />House Ways and Means Commit-<lb />tee with a slim margin approved<lb />the bill with the employer require-<lb />ments last week. Not one Repub-<lb />lican voted for the measure.<lb /><lb />In a letter to House Majority<lb />Leader George J. Mitchell, the<lb />group, which calls itself  oAfrican-<lb />Americans Mobilize for Universal<lb />Coverage &amp; Universal Access in<lb />Health Care Reform, ? said,  oWe<lb />write to urge your support for the<lb />Health Security Act as reported by<lb />the Senate Labor and Human Re-<lb />sources Committee on Thursday,<lb />June 9, 1994.<lb /><lb /> oWe represent a broad cross sec-<lb />tion of African-Americans and Af-<lb />rican-American health institutions<lb />from across the nation. Our con-<lb />stituents include health care con-<lb />sumers and health care profes-<lb />sionals. He said the bill would<lb /> oguarantee access to the health<lb />care system, the kind that can Tt be<lb />cancelled or be taken away from<lb />them, and the one they can Tt get in<lb />their customary way, through the<lb />employer. ?<lb /><lb />Astatement by Rep. John Lewis<lb />(D-Ga), acivil rights advocate, said<lb /> oThis legislation will prevent costs<lb />from raising faster than the eco-<lb />nomicgrowth and will provide gen-<lb />erous basic benefits including pre-<lb />ventive health screenings.           <lb />Clinton conference on Africa ignored CBC<lb /><lb />By Dr. Lenora Fulani<lb /><lb />President Bill Clinton appears<lb />to go our of his way to, disrespect<lb />the African American Community.<lb />After a year and a half of ignor-<lb />ing Africa - from the brutal dicta-<lb />torship in Zaire to the genocide in<lb />Rwanda - the Clinton Administra-<lb />tion hastily called a two-day con-<lb />ference on Africa on June 26 - 27,<lb />without consulting at all with the<lb />Congressional Black Caucus.<lb /><lb /> oI don Tt think there has been a<lb />focus on Africa ever in any Admin-<lb />istration, including this one, ? Con-<lb />gressman Donald Payne of New<lb />Jersey, a member of the Africa<lb />Subcommittee of the House of For-<lb />eign Affairs Committee and the<lb />chief foreign policy spokesperson<lb />for the Congressional Black Cau-<lb />cus, told the New York Times .  oI<lb />have no idea what the focus of the<lb />conference is or what its intended<lb />goals are. ?<lb /><lb />Since he was not invited to par-<lb />ticipate in the conceptualization<lb />and planning of the conference,<lb />Congressman Payne, like most<lb />members of the Congressional<lb />Black Caucus, did not attend. The<lb />Clinton administration apparently<lb />doesn Tt think that the views of<lb />people of African descent in this<lb />country need be taken into account<lb />in shaping U. S. policy toward Af-<lb />rica.<lb /><lb />One clear example is the<lb />administration Ts policy toward<lb />Ziare. There is growing support<lb />within the African American com-<lb />munity for the democracy move-<lb />ment led by Etienne Tshisekedi.<lb />The Clinton administration, on the<lb />other hand, has been, in effect,<lb />doing what it can behind thescenes<lb />to support the 27-year-old CIA-<lb />installed dictatorship of Mobutu<lb />Sese Seko, which has left the coun-<lb />try brutalized and in a state of<lb />economic and social collapse.<lb /><lb />On June 16, the State Depart-<lb />ment released a statement  otak-<lb />ing note  ? of the June 14  oelection ?<lb />of anew prime minister, Kengo wa<lb />Dondo, by Zaire Ts High Council of<lb />the Republic. The statement re-<lb />fers to Kengo as coming  ofrom the<lb />opposition, ? andexpresses the hope<lb />that his election will lead to a  ocred-<lb />ible governmentof national unity, ?<lb />thereby implying that the admin-<lb />istration considers his election le-<lb />gitimate.<lb /><lb />The statement is misleading on<lb />two counts. First, Kengo is not<lb /> ofrom the opposition. ? He was<lb />Mobutu Ts prime minister in the<lb />days before the Sovereign Confer-<lb />ence - the current government,<lb />which is attempting, despite<lb />Mobutu Ts ongoing sabotage, tolead<lb />the nation Ts transition to democ-<lb />racy - was created. Kengo has<lb />emerged asa favorite of the Clinton<lb />administration and international<lb /><lb />financial institutions, but the<lb />Zairian people haven Tt forgotten<lb />him as the ruthless persecutor of<lb />the political opposition under the<lb />Mobutu dictatorship.Moreover,<lb />Kenjo was cited by the Sovereign<lb />Conference as having used his<lb />public office to divert state prop-<lb />erty into his own pocket.<lb /><lb />Secondly, the June 14, election<lb />in the High Council of the Repub-<lb />lic was illegal because it violated<lb />the Transitional Constitution, the<lb /> oProtocol d TAccord ? and other docu-<lb />ments governing the transition to<lb />democracy which were recently<lb />signed by Mobutu and the demo-<lb />craticopposition forces in the pres-<lb />ence of the United States and its<lb />allies. Article 78 of the Transi-<lb />tional Constitution requires that<lb />the prime minister be designated<lb />by the opposition. The opposition<lb />met in accordance with the law<lb />and elected the democracy leader<lb />Tshiekedi as prime minister with<lb />89% of the vote.<lb /><lb />Mobutu has refused to honor his<lb />agreements, and through his stack-<lb />ing of the High Council, orches-<lb />trated the June 14  oelection ? in<lb />which Kengo, his crony, chosen.<lb /><lb />The Clinton administration can-<lb />not hope to avert political anarchy<lb />in Zaire - or the rest of Africa - if it<lb />continues to ignore the democratic<lb />will of the people of Africa and the<lb />prodemocracy views of the African<lb />American people and our repre-<lb />sentatives in Congress. We must<lb />urge the Clinton administration<lb />to stop playing politics with Afri-<lb />can lives. He was<lb />raised in very small community<lb />without much money or educa-<lb />tion.<lb /><lb />You see he had to quit school<lb />when he was 12 years old to help<lb />his mother and father out with<lb />bills around the home. This man<lb />had some very unique talents,<lb />eventhough he did not get any<lb />farther than 4th grade. His educa-<lb />tion was well beyond than what<lb />people consider a 4th grade educa-<lb />tion. He could do math on 12th<lb />grade level. He was skilled in elec-<lb />trical work, carpentry work, and<lb />thousands of other talents.<lb /><lb />He went to work on his own to<lb />help his family at the age of 12.<lb />Eight years later he met a beauti-<lb />ful young girl and they fell in love<lb />with each other. One year later he<lb />asked her to marry him. The young<lb />couple had 6 children, and he still<lb />continued to work at the local fac-<lb />tory to help his parents.<lb /><lb />I really consider this man a great<lb />father and role model because their<lb />not very many African American<lb />that would quit school and try to<lb />support their families.<lb /><lb />But this man did and he work for<lb />42 years before he passed in 1983,<lb />he was a good husband and a very<lb />good Dad and Granddad, Uncle,<lb />Brother in-law, son.<lb /><lb />He did what most Black African<lb />American, men should be doing<lb />now. If more were like him it would<lb />make the word Role Model lot<lb />easier to define.<lb /><lb />Yes, this man may have quit<lb />school, but he made sure that his<lb />children and grandchildren got a<lb />very good education.           <lb />Pee ll<lb /><lb />workplace and in college? How can<lb />we prepare our young people for<lb />the  ~offices, labs and factories of<lb /><lb />heabdotelepdiicioctan<lb />math. Teach our youngsters how<lb />to use those skills, and how to<lb />apply them in the real world of<lb />work,<lb /><lb />I attended all but one of the<lb />Commission Ts hearings, and I<lb />heard story after story illustrat-<lb />ing that North Carolina Ts students<lb />are not coming out of school<lb />equipped to face the challenges of<lb />work.<lb /><lb />We must expect a lot more from<lb /><lb />all students. All students must<lb />reach r standards if they are<lb />going to be successful in college or<lb />in the pe,<lb /><lb />Our schools must offer more rig-<lb />orous academic curriculum  " es-<lb />pecially in the basic core subjects<lb />such as English, math, science,<lb />and language arts. And the schools<lb />must offer incentives for effort and<lb />achievement.<lb /><lb />Based on its hearings and a year<lb />of intensive research, the Com-<lb />mission has come up with 10 basic<lb />skills that it believes students must<lb />know and be able to apply in order<lb />to graduate from high school.<lb /><lb />These are real-life skills  " like<lb /><lb />reading, writing and math. Skills<lb />that the Commission believes will<lb /><lb />help students think and succeed<lb /><lb />in real life. Some of these skills<lb />may spur questions or debate.<lb />That Ts exactly what we want to<lb />happen.<lb /><lb />Because today is just the first<lb />step.<lb /><lb />Now, parents and teach-<lb />ers and business leaders must<lb />come together to assess these ba-<lb />sic skills. Even<lb />though California has overtaken<lb />Wisconsin as the largest milk pro-<lb />ducing state, the fastest-growing<lb />dairy states include New Mexico,<lb />Arizona, Washington, and Idaho.<lb /><lb />Recent changes in the dairy in-<lb />dustry are forcing more dairy farm-<lb />ers to rethink how they will mar-<lb />ket their milk in the future. Gov-<lb />ernment purchases of dairy prod-<lb />ucts produced this year so more<lb />than ever is going into the com-<lb />mercial market.<lb /><lb />Also changing is how dairy farm-<lb />ers are paid for their milk. While<lb />dairy farmers used to be paid one<lb />price for most of their milk, includ-<lb />ing proteins, nonfat solids, and<lb />butterfat. On average, only 20<lb />percent of theirincome comes from<lb />butterfat, compared to nearly 40<lb />percent several years ago. .<lb /><lb />Industry analysts foresee the<lb />day when milk processors will not<lb />automatically buy all the milk a<lb />dairy farmer produces. All pur-<lb />chases will be made on a contract<lb />basis, and only for certain compo-<lb />nents of the milk, they say. That,<lb />coupled with reduced government<lb />purchases of dairy surpluses, will<lb />mean that the supply of milk will<lb />be kept more in line with changes<lb />in consumer demand.
