Broadnax<lb />U.S. Deputy Secretary of Health<lb />and Human Services<lb /><lb />When America catches a cold,<lb />the Black community gets pneu-<lb />monia. ?<lb /><lb />The kernel of truth in that old<lb />saying is magnified when<lb />America Ts health care system is<lb />due for major surgery, health care<lb />for African Americans is in the<lb />intensive care ward.<lb /><lb />The truth is, every major health<lb />care program facing this nation is<lb />exacerbated in Black America.<lb />From TB to teen pregnancy. From<lb />TB to teen pregnancy. From vio-<lb />lence to AIDS. From too many ba-<lb />bies dying to too many senior citi-<lb />zens not having enough to eat.<lb /><lb />And in the face of these explod-<lb />ing health problems, African<lb />Americans are less likely to have<lb /><lb />health benefits. Currently, over<lb />20 percent of African Americans<lb />have no health insurance cover-<lb />age at all. And, many who do are<lb />one pink slip away form disaster.<lb /><lb />And when so many Americans<lb />haveinadequate health insurance,<lb />or no coverage at all, clinics get<lb />overcrowded, and emergency<lb />rooms serve as waiting rooms of<lb />last resort for people who can Tt get<lb />care any other way.<lb /><lb />Clearly, Black America has a<lb />bad case of health care blues. And<lb />clearly, we have a vital stake in<lb />reform. The centerpiece of Presi-<lb />dent Clinton Ts Health Security<lb />plan is our commitment to provide<lb />health care security to every single<lb />American.<lb /><lb />The Clinton plan says: Switch<lb />jobs or start your own business "<lb />you'll still be covered. Lose you job,<lb />you'll still be covered.<lb /><lb />Under our plan, you will receive<lb />a comprehensive benefits package<lb />that includes doctor and hospital<lb />care, as well as prescription drugs.<lb />You'll get preventive services such<lb />as mammograms, prenatal care,<lb />immunizations and dental care for<lb />your children.<lb /><lb />You'll also have a choice of doc-<lb />tors and plans, and you'll be able<lb />to switch if you Tre not satisfied.<lb />For older Americans, our plan will<lb />strengthen services. We'll provide<lb />Medicare coverage for prescription<lb />drugs and we will create a new<lb />home care program for older<lb />Americans, and for people of all<lb />ages and disabilities.<lb /><lb />And for the poor, the Health<lb />Security plan ushers in a new era<lb />of equity. Kay<lb />Pierson, Executive Director of the<lb />Minority Asset Recovery Contrac-<lb />-" tors Association is one of many<lb />~ who have been waging a battle to<lb />insure mino participation in<lb />the Resolution Trust Corporations<lb />mandate to sell off troubled finan-<lb />cial institutions.<lb />Be recall, the RTC was set up<lb />of  ~failed savings and<lb /><lb />zs cee rig but ae<lb />_~ the so were<lb />the loans and other  ~Por<lb /><lb />0 tt se<lb /><lb />nomic clout, the RTC provided a<lb /> oFire Sale ? that many took advan-<lb />tage of. For minorities it was a<lb />game that could not be played be-<lb />cause of regulations that gave the<lb />opportunity for true competition<lb />tolarger non-minority institutions.<lb />That is tantamount to telling a 15<lb />and under basketball team and<lb />that their next game is against the<lb />Chicago Bulls.<lb /><lb />Because of the diligence of Con-<lb />gressmen Floyd Flak (D-NY),<lb />Kweisi Mfume (D-MD), Reverend<lb />Jesse Jackson and the Minority<lb />Asset Recovery Contractors Asso-<lb />ciation, the RTC will be changing<lb />the bidding process. The changes<lb />will make it possible for minorities<lb />to purchase some banking institu-<lb />tions and some other holdings.<lb /><lb /> oWhat we discovered was the<lb /> ~Good Ole Boy T in the RTC were not<lb /><lb />the number<lb />sto orities. We think<lb /><lb />giving more opportunities to mi-<lb />norities. It is an opportunity for<lb />those who want to be involved in<lb />the process, ? says Congressman<lb />Flake in describing the change of<lb />heart on the part of the RTC. Afri-<lb /><lb />can Americans and others who<lb />have been the recipients of some<lb />less than equal treatment when it<lb />comes to dealing with financial<lb />institutions. The efforts of MARCA<lb />and others take a major step in at<lb />least bringing minorities  ointo the<lb />mix ? Pierson says,  owhat this<lb />means that even you take just the<lb />minimal amount of institutions<lb />and branches that are in minority<lb /><lb /> o1 health,<lb /> oid a good<lb /><lb />efits and the same high quality<lb />care, The plan contains specific<lb />language to eliminate a two-tiered<lb />system and discrimination in the<lb />delivery of care.<lb /><lb />Of course, as Surgeon General<lb />Joycelyn Elders likes to say,  oA<lb />health security card doesn Tt mean<lb />anything if people don Tt have ac-<lb />cess to quality health care. ?<lb /><lb />To assure that access, we're go-<lb />ing to provide more support for the<lb />clinics making a difference in your<lb />neighborhoods. We're going to pro-<lb />vide more funding for school-based<lb />health services.<lb /><lb />Currently, African Americans<lb />make up only about 3.6 percent of<lb />America Ts doctors and dentists and<lb />only seven percent of registered<lb />nurses, even though we comprise<lb />almost 12 percent of the popula-<lb />tion. Wecan do better, and we will.<lb />Finally, the plan we Tve developed<lb />is based on an old-fashioned Afri-<lb />can American value: responsibil-<lb />ity. The plan says to doctors: We'll<lb />start to shape up the malpractice<lb />system and cut your paperwork,<lb />but we're going to ask you to keep<lb />costs down.<lb /><lb />It says to employers:  oWe'll con-<lb />trol your health care costs, but<lb />we're going to ask you to pay a<lb />portion of yourworkers T insurance cost.<lb /><lb />And its says to all Americans:<lb /><lb /> oWe'll provide you with health se-<lb />|. curity and comprehensive benefits,<lb />~ but we're going to ask you to con-<lb /><lb />tribute to your health care and<lb />take more ee ea for your<lb />Jealth Security. Gov. George Allen in Virginia<lb />and Raleigh, N.C., Mayor Tom<lb />Fetzer, the first Republican to<lb />carry the city since Reconstruc-<lb />tion, ? he said.<lb /><lb />In both elections, he explained,<lb />the Black vote played a key role.<lb /> oIndeed, smart Democratic politi-<lb />cians like Bill Clinton and Mario<lb />Cuomo have started talking tough<lb />on crime to protect their Black<lb />White base, ? argued Meyerson,<lb />who went on to point to a new<lb />breed of conservative Black talk-<lb />radio so eens | Ayan<lb /><lb />lies and communities as well as:<lb /><lb />Hamblin of Denver and Bill Tho-<lb />mas of Norfolk, Virginia. In addi-<lb />tion, there are now at least five<lb />conservative Black magazines:<lb />Destiny, National Minority Poli-<lb />tics, Urban Family, Issues and<lb />Views and Lincoln Review.<lb /><lb /> oGone are the days of high pay<lb />for semiskilled labor through gov-<lb />ernment employment and indus-<lb />trial labor unions, which face ever-<lb />tougher international competi-<lb />tion, ? We have<lb />seen people whom the political<lb />pundits said would never even sit<lb />in the same room together not only<lb />sit sown and talk independent poli-<lb />tics, but go out into each other's<lb />communities and work together to<lb />organize.<lb /><lb />If this new party we Tre building<lb />is to prove capable of leading<lb />America out of crisis and into eco-<lb />nomic, social and political devel-<lb />opment, it must be party that lis-<lb />tens to the voice of ordinary Ameri-<lb />cans. It must be a populist party a<lb />broad, inclusive party of citizen-<lb />activists, ordinary Americans of<lb />all colors and religions united by<lb />their common commitment to gov-<lb />ernment  oof the people, by the<lb />people and for the people. ?<lb /><lb />Populism "which predates the<lb />categories of  oleft ? and  oright ? in<lb />America " is the stubborn belief<lb />that ordinary Americans should<lb />run the country, not professional<lb />politicians and professional bu-<lb />reaucrats and professional  oex-<lb />perts. ? It owes its names to the<lb />People Ts Populist Party, which was<lb />founded in 1892by ordinary Ameri-<lb />cans (Black and white) and which<lb />presented the Democrats and Re-<lb />publicans with the most serious<lb />challenge so far to their profes-<lb />sional rule.<lb /><lb />But populism as a current in<lb />American political thought goes<lb />back even further. It is the belief<lb />that  oall men (and women) are<lb />created equal. ? It is the commit-<lb />ment to  oWe, the People ? as the<lb />ultimate source of power of soci-<lb />ety.<lb /><lb />Populism is to be found in the<lb />patriots who massed along the road<lb />from Lexington to Concord more<lb />than 200 years ago. It is to be<lb />found among the insurgents of the<lb />Shay and Whiskey Rebellions<lb />which followed independence. It is<lb />to be found in the struggle of Tho-<lb />mas Jefferson and his anti-Feder-<lb />alists to have the Bill of Rights<lb />adopted and the franchise ex-<lb />tended beyond the circles of the<lb />very rich. It is to be found in the<lb />work of Frederick Douglas and<lb />other Black leaders who fought<lb />slavery in the firsthalfofthe Black<lb />leaders who fought slavery in the<lb />first half of the 19th century, and<lb />it was with the abolitionists and<lb /> ofree soilers ? who united to found<lb />the Republican Party in 1854.<lb /><lb />Populism, in short, is the deter-<lb />mination to make the American<lb />dream of" life, liberty and the pur-<lb />suit of happiness ? real for all<lb />Americans, regardless of their eco-<lb />nomic status, their race, their reli-<lb />gion, their sex, or their sexual pref-<lb />erence. It is the belief that ordi-<lb />nary Americans can and should<lb />run American; that if we had the<lb />power to set social, political and<lb />economic policy we would do a hell<lb />of a lot better at the job of looking<lb />after ourselves and our loved<lb />ones "not to mention the country<lb />and the world "than the profes-<lb />sional politicians do.<lb /><lb />The professionals have declared<lb />populism dead. They have buried<lb />it over and over again. They have<lb />told us the American people are<lb /> oapolitical ? and  oapathetic. ? That process be-<lb />gan a year and a half ago when I,<lb />as the leader of the Black-led,<lb />multi-racial and pro-gay New Alli-<lb />ance Party and a militant advo-<lb />cate for the Black Agenda, began<lb />reaching out to the radical white<lb />center those who rejected the tow<lb />old parties and supported the in-<lb />dependent candidacy of Ross Perot.<lb />This association grew in the con-<lb />text of local grassroots coalition<lb />among Perot voter, NAP activists<lb />and other independents, and their<lb />joint activity yielded a new na-<lb />tional party based on shared prin-<lb />ciples and mutual respect.<lb /><lb />Ibelieve that the founding of the<lb />Patriot Party is a new beginning<lb />for American democracy and<lb />people Ts empowerment. Whether<lb />we "youand I and tens of millions<lb />of other Americans, Black, White,<lb />Latino, Asian "can actually build<lb /><lb />it into a political organization ca-<lb /><lb />pable of beating the Democrats<lb />and Republicans remains to be<lb />seen. She was invited to the<lb /><lb /> ocampus by 100 Black Men of<lb /><lb />Rutgers to spark the second day of<lb />their annual week-long remem-<lb />brance of the African Holocaust<lb />titled  oSlavery Remembrance<lb />Week. ?<lb /><lb />Soulijah, who was criticized by<lb />President Clinton during the  T92<lb />presidential race for her sobering<lb />analysis of Black-on-white violence<lb />in L.A. during the rebellion, em-<lb />phasized the fact that Black people<lb />need to return to an  oAfrican way ?<lb />of living and thinking. During her<lb />one hour and forty-five minute dis-<lb /><lb />cussion, she outlined a common-<lb /><lb />sense method of putting Black<lb />folks on the road to unity and<lb />progress.<lb /><lb /> oBeing an African person is less<lb />of what Ts going on on the outside<lb />and more of what Ts going on in the<lb />inside, ? Soulijah said to the audi-<lb />ence of 150 people inside the Lucy<lb />Stone Hall Auditorium.<lb /><lb />On the subject of dealing with<lb />the  oinside, ? Soulijah stressed the<lb />importance of Black men and<lb />women establishing a  orelation-<lb />ship with the spirtual creator. ?<lb /><lb /> oIf you don Tt believe in some<lb />spirtual force or God and good-<lb />ness, ? she said while discussing<lb />the cause of moral degradation in<lb />the Black community,  othen you<lb />don Tt have any limitations to the<lb />actions that you will take . . . that<lb />is why a brother will take your life<lb />in an instant. ?<lb /><lb />Another hindrance to our<lb />progress, noted Soulijah tothe very<lb />attentive audience, is the relation-<lb />ship between the elders and the<lb />young. According to Soulijah, too<lb />many secrets are being kept by the<lb />elders: secrets that are vital to the<lb />continuing existence and advance-<lb />ment of Black youth.<lb /><lb />The raptivist said,  oToo many<lb />elders are teaching the youth to<lb />cooperate with white supremacy .<lb />.. with injustice. They are telling<lb />them to  ~do what they say, T just go<lb />for what they ask for, and get out<lb />of there (college.)<lb /><lb />In an African society, Soulijah<lb />argued, to be an elder  omeans that<lb />you've lived life and that you can<lb />teach the young to survive in the<lb />society in which they are born. ?<lb /><lb />Afterwards, Soulijah whose<lb />record career is earmarked by her<lb />battle cry of  oWe are at war! ? clari-<lb />fied what she meant by the state-<lb />ment, which many mistook as the<lb />raptivist Ts all to  okill white people. ?<lb /><lb />Rejecting any hate-mongering<lb />labels, Soulijah explained that war<lb />is not something she wants. It takes a consider-<lb />able amount of time for the body to<lb />metabolize alcohol out of the sys-<lb />tem.<lb /><lb />Ifcaught, underage drinkers face<lb />the possibility of losing their li-<lb />censes and possiblyincurring fines,<lb />not to mention the fact that the<lb />more serious SWI charges usually<lb />result in a police record. Since kids<lb />probably won Tt read this column<lb />parents, ask your kids this:  oIs one<lb />drink worth an automobile acci-<lb />dent, a fight, unwanted (and pos-<lb />sibly not remembered and unpro-<lb />tected sex or police record? ?<lb /><lb />Is one beer, or a drink of any<lb />alcoholic beverage really going to<lb />make the party better? Is one drink<lb />going to make that girl (or guy)<lb />think you're really that cool?<lb /><lb />Hey, underage drinkers... it Ts<lb />decision making time. Is a drink<lb />really worth it?
