Black representation in<lb />the U.S. Congress proportional to<lb />their numbers in population. Af-<lb />ter 28 years, it looked like the<lb />American body-politic had ap-<lb />proached electoral parity when the<lb />Congressional Black Caucus<lb />swelled from 26 members to 40-39<lb />of 435 members of the House (8.97<lb />percent) and one of 100 members<lb />in the Senate (one percent).<lb /><lb />The 1990 census, with its re-<lb />distribution of seats from the in-<lb />dustrial mid-west and eastern<lb />states in the North, to the Sunbelt<lb />States of the South provided the<lb />back-drop for this onew? Black<lb />political power. And with the Bush<lb />administration in power, enforc-<lb />ing the provisions of the Voting<lb />Rights Act, at least there would be<lb />no hint of oliberal bias,? in the<lb />resulting redistribution.<lb /><lb />Indeed, as re-appointment took<lb />shape, Republicans were gleeful<lb />at the prospect of carving new<lb />Black majority seats, because it<lb />meant that the numbers of Black<lb />(read liberal) voters in some Dis-<lb />tricts occupied by White Demo-<lb />crats would be decreased, making<lb />it easier for Republicans to win the<lb />seats. New majority Black Dis-<lb />tricts were defined in Florida,<lb />Georgia, Louisiana, North Caro-<lb />lina and Texas.<lb /><lb />The changes produced a 50 per-<lb />cent increase in the ranks of the<lb />CBC, and all of a sudden it looked<lb />like Blacks would at least have [i<lb />power and political respect on i<lb />Capitol Hill. But,itappears,some [ig<lb />Whites were unhappy (to say the [ig 4%<lb />least) with the new Black power. . h<lb />_ never mind that these new Con-<lb />gress Members were brief-toting a<lb />well educated Blacks with a total $<lb />of more than 100 years of legisla-<lb />tive and government service un-<lb />der their belts before they were<lb />sent to Congress, and not gun-<lb />toting militants!<lb /><lb />This week in North Carolina,<lb />with other trials pending in the<lb />other states, the most famous of<lb />the challenged went totrial. There,<lb />Reps.
