          <lb />EASTERN NORTH CAROLINA'S MINORITY VOICE - SINCE 1987<lb /><lb />APRIL 1-8, 1994<lb /><lb />Information highway project for rural schools announced<lb /><lb />East Carolina University and<lb />Sprint/Carolina Telephone an-<lb />nounced a new partnership to seek<lb />innovative ways of using North<lb />Carolina Information Highway<lb />technology to improve educational<lb />opportunities for rural children.<lb /><lb />Participating in the introduc-<lb />tion was Gov. Jim Hunt, who spoke<lb />through interactive video from<lb />Raleigh, showcasing the type of<lb />technology thatis part of the infor-<lb />mation highway Ts capabilities.<lb /><lb />Through the partnership, known<lb />as LearningNet, ECU is working<lb />with two elementary schools in<lb />eastern North Carolina to create a<lb />pilot program that will generate<lb />new products, techniques and pro-<lb />cedures to meet the education<lb /><lb />needs specific to rural areas.<lb /><lb />LearningNet will be the first ef-<lb />fort to draw upon the full spec-<lb />trum of information highway tech-<lb />nology to address the education<lb />needs of young children.<lb /><lb />The project will be directed from<lb />the ECU School of Education.<lb />University faculty and graduate<lb />students will work closely with<lb />local administrators, teachers and<lb />parents to develop the products<lb />and procedures.<lb /><lb />The participating elementary<lb />schools are Riverview in Hertford<lb />County and Roberson in<lb />Edgecombe County. Officials from<lb />both school districts have identi-<lb />fied parent and community in-<lb />volvement in schools and overcom-<lb /><lb />ing their schools T social and cul-<lb />tural isolation as crucial to their<lb />future success with the children<lb />they serve.<lb /><lb />Sprint/Carolina Telephone and<lb />Spring Foundation will provide<lb />$60,000 in grants over two years<lb />to finance the project. It is<lb />currently being developed as a pi-<lb />lot project in Hertford and 17 other<lb />counties.<lb /><lb />Information highway technology<lb />will provide communication links<lb />that allow the transmission of sig-<lb />nals  " data, video and voice  " at<lb />speeds currently unavailable over<lb />any existing network. Eva Clayton<lb />introduced legislation that would<lb />enhance rural development by pro-<lb />moting private-sector investment<lb />in rural business, housing andin-<lb />frastructure. The Rural Credit and<lb />Development Act of 1994 (H.R.<lb />4129), would provide new sources<lb />of credit for rural residents, public<lb />services and business enterprises<lb />without spending government<lb />money or adding to the federal<lb /><lb />a SLO a<lb />age the aie of" this de-<lb />cade, almost a quarter of all farm<lb />households had incomes below the<lb />poverty line  " more than twice<lb />the national average. Hall, County Supervi-<lb />sor of the Farmers Home Adminis-<lb />tration (FmHA) serving Pitt<lb />County has announced that funds<lb />set aside for the purchase and op-<lb />eration of farms by minority farm-<lb />ers are still available. Also, recent<lb />changes in FmHA regulations now<lb />allow the agency to consider<lb />women applicants as minorities<lb />and makes the special targeted<lb />funds available to this important<lb />and emerging group of farmers.<lb /><lb />Hall encourages minority farm-<lb />ers who wish to purchase farm-<lb />land or who need loans for farm<lb /><lb />operating purposes to contact the<lb /><lb />local FmHA Office to talk abent<lb />these programs. During his tenure<lb />Walker has continuously sup-<lb />ported the agricultural community<lb />and feels that one of the best ways<lb />to assist farmers is to develop the<lb />whole county economically<lb />through business and industry to<lb />increase the tax base and ease the<lb />farmers tax burden.<lb /><lb />Walker states that he Ts been<lb />approached several times to run<lb />for State Legislative Office, but<lb />has chosen to remain on the local<lb />level, because he feels- that his<lb />past 12 years of service are about<lb />to blossom into a very positive eco-<lb />nomic and social growth for the<lb />county.<lb /><lb />He is married to Mrs. Joyce<lb />Norwood Walker and they have<lb />two children, Reverend Timothy<lb />J. The written and<lb />visual medial (TV, movies) have<lb />made millions of dollars writing<lb />and discussing African-Americans.<lb />We are told about the drugs, low<lb />academic achievement of our chil-<lb />dren, poverty, pregnancy rates of<lb />our teenage girls, and the irre-<lb />sponsibility of black men .. . the<lb />list goes on.<lb /><lb />In fact, we have heard so much<lb />about the decadence of our race,<lb />that many ofus have become para-<lb />lyzed and have deaf ears, and are<lb />blind to the state of African Ameri-<lb />cans and African American chil-<lb />dren in this country as well as Pitt<lb />County.<lb /><lb />An example of this occurred<lb />three weeks ago. An African Ameri-<lb />can male simply got tired of this<lb />life and the hopelessness and de-<lb />spair of merely existing. . .
