          <lb />munity. ce BA<lb /><lb />Many of the editorials and ar-<lb />ticles ITve read reflect many writ-<lb />ersT lack of knowledge about the<lb />recent factors that have occurred<lb />this year that have frustrated par-<lb />ents who have had their children<lb />in this school. And although, I do<lb />not have a child in this school, I<lb />have been kept abreast of issues<lb />from a parent who does have a<lb />child enrolled there.<lb /><lb />These issues do not warrant dis-<lb />closures in the article. The par-<lb />ents, staff and Catholic leaders at<lb />St. GabrielTs know what these is-<lb />sues are. My writing this article<lb />however, points to two greater<lb />underlying issues that unfortu-<lb />nately pervades too often economi-<lb />cally depressed and deprived com-<lb />munities. One is the reliance of<lb />others for economic and fiscal sup-<lb />port.<lb /><lb />St. GabrielTs has shown al0-year<lb />history of financial destitution. The<lb />African American community has<lb />allowed the destiny of this school<lb />to be determined through igno-<lb />rance, apathy, and dependency-<lb />monies i.e. grants, federal -pro-<lb />grams, Catholic diocese etc. In uti-<lb />lizing this method of funding, the<lb />schoolTs parents, over the years,<lb />lost their influence and power of<lb /><lb />Greenville African American com- 3<lb /><lb />GabrielTs is a Christian school, itis<lb />not Afrocentric-based. The fact<lb />that it has served children of Afri-<lb />can American decentis only due to<lb />the economiccomposition of people<lb />who generally live in that area of<lb />Greenville. I also think that over<lb />the years parents who have had<lb />their children in this school and<lb />the community forgot what the<lb />original purpose of the school was<lb />developed foras a mission school<lb />for economically-deprived chil-<lb />dren.<lb /><lb />. St. Gabriel has contributed sig-<lb />nificantly to the growth and well-<lb />being of children. That should not<lb />be overlooked in all of the issues<lb />the school is currently facing. How-<lb />ever in my assessment of all the<lb />issues and concerns of parents, it<lb />points to an overwhelming need<lb />for a Christian Afrocentric-based,<lb />private, independent school to be<lb />developed in the Greenville com-<lb />munity.<lb /><lb />The financial and intellectual<lb />resources are here. However, in order<lb />to sustain this involvement, there<lb />must be support from the schools,<lb />community, business, and govern-<lb />ments.<lb /><lb />In the effort to connect schools<lb />with parents, schools can:<lb /><lb />1. Encourage families and teach-<lb /><lb />ers to establish learningcompacts.<lb />Compacts would define the goals,<lb />expectations, and shared respon-<lb />sibilities of schools and parents as<lb />equal partners in student success.<lb />The agreements should be simply<lb />written in English or the native<lb />language of the parents where fea-<lb />sible. Compacts, used in conjunc-<lb />tion with other school strategies,<lb />can strengthen the ties between<lb />families, students, and teachers;<lb />and establish a stronger environ-<lb />ment for learning.<lb /><lb />2. Train school staff. Good<lb />schools value parental involve-<lb />ment and reach out to parents.<lb />Too often the school contacts par-<lb />ents only when there is a problem.<lb />In developing a partnership, train-<lb />ing will be necessary for princi-<lb />pals, teachers, and other school<lb />staff, as well as parents, to help all<lb />collaborators acquire the skills<lb />needed. Sustaining the partner-<lb />ships is everybodyTs job.<lb /><lb />3.<lb /><lb />in the process. For<lb />example, long-term assignments<lb />would involve parents in the learn-<lb />ing process in such ways as help-<lb />ing families construct family trees,<lb />recounting the family history, and<lb />describing their daily work.<lb /><lb />4. Give parents a voice in deci-<lb />lions. Parents should be involved<lb />in decisions regarding their<lb />childrenTs schooling. Schools can<lb />open options for parents to become<lb />involved individually and collec-<lb />tively in making decisions about<lb />goals and standards for their chil-<lb />dren and their schools.<lb />5. Extend school hours. By stay-<lb />ing openin the afternoon, evening,<lb />and on weekends, schools can al-<lb />low students and families to en-<lb />gage in recreational and learning<lb />activities and provide adult edu-<lb />cation programs and training in<lb />parenting.<lb />6. :<lb />ters. Set aside an area in the school<lb />that invites parents to share their<lb />parenting experiences with other<lb />parents and to work with teachers<lb />and other school staff on school<lb />concerns.<lb />C ities C erade<lb />ents and Schools<lb />Communities can support the<lb />connections between families and<lb />schools in many ways. Communi-<lb />ties can:<lb /><lb />1. Contribute to the education of<lb /><lb />unteer time, Members of the com-<lb /><lb />munity and local businesses can<lb />support family involvement by<lb />broadening the learning environ-<lb />ment. Volunteers can assist in the<lb />schools either for special events or<lb />on a regular basis through tutor-<lb />ing or mentoring. Family and com-<lb />munity involvement should be de-<lb />veloped and sustained in support<lb />of student development through<lb />all grades. Also, by gettinginvolved<lb />~ in a local community board, com-<lb />munity members can have an im-<lb />pact on the local policy agenda.<lb />2.  .<lb /><lb />development of children and their<lb />families. Make community re-<lb />sources available to schools and<lb />families. In addition, special pro-<lb />grams on parenting and helping<lb />children with school work could be<lb />offered during lunchtime semi-<lb />nars. oBring your child to work<lb />days? can also reinforce what is<lb />taught in the school with real on-<lb />the-job skills.<lb /><lb />How the U.S. Department<lb /><lb />_of Education Will Help<lb /><lb />To begin the process, the U.S.<lb /><lb />Department of Education has<lb />launched GOALS 2000 that di-<lb /><lb />rectly involves parents in stan- 4<lb /><lb />dard-setting and bottom-up re-<lb />tion and community services to! |<lb />childrenTs Lb cee<lb />AdministrationTs for re-<lb /><lb />authorizing the federal elemen-<lb />tary and secondary education pro-<lb />grams would create compacts in<lb />Title I schools to enable parents<lb />and teachers to discuss common<lb />expectations and mutual respon-<lb />sibilities for their children. Par-<lb />ents in Title I schools will have a<lb />significant role in planning and<lb />implementing school reform and<lb />schools will afford parents oppor-<lb />tunities to participate in parenting<lb />and other training programs.<lb /><lb />The U.S. Department of Educa-<lb /><lb />tion will move forward with this<lb /><lb />a<lb />campaign in several ways. It will:<lb />' Reach out to organizations that<lb />represent the interests of teach-<lb />ers, principals, and parents and<lb />engage them in a national media<lb />campaign to create better relations<lb />between home and school. The<lb />Department is scheduling meet-<lb />ings with the PTA, the teachers<lb />and principals associations, and<lb />the Chamber of Commerce to find<lb />out what they are currently doing<lb />and how these activities can be<lb />coordinated and brought under a<lb /><lb />meetings, print media coverage,<lb />national talk shows, periodic na-<lb />tional surveys, and formal pro-<lb />grams are just a few of the means<lb />to be used to convey the parent<lb />involvement message to the Ameri-<lb />can public.<lb /><lb />Connect with other agencies for<lb />the campaign. The Department<lb />will call upon other government<lb />agencies in addressing issues of<lb />family involvement. Forexample,<lb />the Head Start program within<lb />HHS, the concern with youth vio-<lb />lence within the Justice Depart-<lb /><lb />ment, the School-to-Work inter-<lb />ests of the Labor Department, can<lb />each be strengthened with closer<lb />collaboration, knowledge, and<lb />strategy-sharing among the orga-<lb />nizations. The opportunity to use<lb />HUD housing projects as places to<lb />offer homework rooms and the<lb />National Park Service to provide<lb />learning experiences for families<lb />in the ogreat outdoors? can also be<lb />pursued. ;<lb /><lb />Make the Department of Educa-<lb /><lb />work site. Rev.<lb />Hammond currently resides in<lb />Greenville where he serves on the<lb />Human Relations Council with the<lb />City of Greenville and holds the posi-<lb />tion as Director of Public Relations for<lb />Flanagan Funeral Home, Inc. He is<lb />also the Pastor of Ebenezzer Baptist<lb />Church of LaGrange, and isa member<lb />of the NAACP and the Southern Chris-<lb />tian Leadership Conference (SCLC).<lb /><lb />Rev. Hammond was the former Pre-<lb />cinct Chairman of the Democratic<lb />Precinct #8 in addition to being a<lb />former member of the Pitt County.<lb />Development Commission.<lb /><lb />Rev. Hammond said that he is look-<lb />ing forward to representing all the<lb /><lb />| nition for more than 30 years of<lb />faithful service they provided to<lb />the church. During this time she taught<lb />many of those who are now mem-<lb />bers of Phillippi Missionary Bap-<lb />tist Church.<lb /><lb />Ms. Myrtle Thompson served as<lb />the church secretary for 34 years.<lb />Her son, Joe Thompson, was the<lb />second mayor of the Town of<lb />Simpson. Both he and her hus-<lb />band, who are now deceased, ran<lb />the family convenient mart.<lb /><lb />The Pastor and church expresses<lb />their appreciation to Ms. Hattie<lb />and Ms. Myrtle for the services<lb />they provided.
